Old Susannah wades in with her chainsaw rattling in the direction of Union Terrace Gardens, but the elms need not fear, she is only out to cut through the misinformation presented as ‘myth busting’ by the City Garden Project.

Old Susannah has been busy with Union Terrace Gardens this past week, like so many of us.  Another few short weeks, and the people will have voted one way or the other as to whether or not our environment, heritage and common good land are better served up with concrete ramps or not.

Then I can get back to the important work of singing the praises of our elected officials, unelected quangos and council officers, and local millionaires.

Before I get down to the Gardens situation, I thought I’d look back at all the wonderful artwork that the City’s children sent in for the Christmas time art competition and event in the gardens, organised and funded in large part by the Bothwell family.

Hundreds of children sent in their artwork, and at this chilly time of the year with Christmas past, they make a cheerful reminder of a great day, and what it’s like to be a child again.  And each and every one of the childrens’ artwork exceeds by miles the A3 takaway flyer sent by a group of anonymous business people telling you we must vote for the granite web.

On with some definitions then.

Propaganda:  (noun) Material, slogans, misinformation designed to advance a particular point of view often by discrediting or ignoring opposition.

My email inbox is bursting this week with details of employers who are sending their employees all of the leaflets, letters and testimonials which support the garden project.  Most of these are written in the names of associations or groups which have – but crucially do not declare in the literature in question – a member or members who are directly involved with promoting the scheme.  This is very clever indeed.

An employee wants to be told by their boss how they should think and want and vote.  It would therefore be most unfortunate if the employees were given some way to read the many arguments against going ahead with an undefined project with an undefined budget using an as-yet untested in the UK financial borrowing mechanism with a debt-ridden city council borrowing money.

Let us hope therefore that suitable precautions are taken to prevent employees reading the literature from different groups available at the following:-

Myth:  (noun) work of fiction, often including gods, goddesses and challenges and tasks.

Not since the rainbow bridge of Asgard joined heaven and earth, not since the legend of Hercules and his impossible labours has there been a tale as far-fetched as that of the granite web that launched 6,500 jobs and paved the streets annually with £122,000,000.  Sure, it may look more like one of the circles of Hades or the Minotaur’s maze, but the web is already passing into myth.

Those clever people who bring us this gift from the gods are worried we mortals can’t undertand the benefits, and are misunderstanding (or mythunderstanding) their benevolent intentions.  They’ve written a handy guide (something called a ‘blog’) The City Garden Project – The Myths, dispelled’ which can be found at:-

And to its words in bold italics, are my little responses.

  • We want you to make your decision based on truth, not incorrect claims, speculation and downright nonsense!

Fine – we are all in agreement.

  • Myths have been at the heart of the campaign against the City Garden Project and if some of them were true then the opposition could be justified.

Which myths and what are they?  Where did you get them from?  I remember the initial consultation:  we were shown a beautiful, expensive colour brochure (which the taxpayer had funded) – the cover of which had a flat concrete giant square with some plants in planters.  Later on we were told the project was not going to look like the picture.  Maybe we could have saved some taxpayer money and time by waiting for a consultation and poll until such time we knew what the proponents had up their collective sleeve.  But it is not for us to question the gods.

  • But, whether by mischief-making or simply misinterpretation, the rumours have been rife.

So here we have an implication of mischief-making.  Was it the god Loki at work?  Or of the opposition being too thick to be able to ‘interpret’ what is proposed.  I have not personally heard ANY RUMOURS.  I have read serious questions about the project’s economic, ecological, sociological and regeneration benefits.

I have read people asking where the ventilation will be for underground car parking.  That is one example of the sort of criticisms and questions that I’ve experienced.  ‘Dante’s Inferno’ has a version of heaven, hell and earth without any ventilation, so I guess these miracles can happen here as well.  

  • So, let’s dispel some of these myths! 

Fantastic!  Let’s go!

1. The “green lung” of our city will be lost – FALSE. 

The City Garden will double the amount of green space in our city centre. The new “green lung” will be more usable, more accessible and brought into the sun-light. New garden areas will be created, including a colourful, blossoming area, a forest, a Learning Garden, a quiet tree-lined Bosque area with street furniture and open green space for relaxing in or having a picnic.

Patches of grass do not clean the pollutants and particulates out of a city – established, large, leafy trees do.  As the goal posts keep moving on what trees are to be lost by the City Garden Project engineers, it is hard to imagine which trees are going.

I am still very disappointed we will not have a MONOLITH at which we can make sacrifices to the gods.  I guess we’ll just have to sacrifice the trees, animals, birds, and money to these new gods instead.  But are you going to be reassured that the existing mature trees are somehow going to be replaced overnight by trees with equal pollution / C02 management capabilities by people – sorry gods – who think they can plunk a pine forest in the midst of a city centre?

Most people question where the trees’ roots will be – nearly all trees have extremely large, spreading root systems which require soil.  By the way these roots and soil are what prevents flooding.  I have read points made by experts who say it is not viable to grow a pine forest in the middle of a city centre for a number of reasons.  I don’t know the science – but I look forward to the City Garden Project team showing me examples of such cities.

  I do enjoy looking at the photos of people sitting on the concrete wedge over the ‘stage’ area which is covered with a bit of sod.

There are examples of cities with great open plazas which flood as there is insufficient soil / tree roots to absorb  heavy rains.  At least rain isn’t much of a problem here in North East Scotland.  As to bringing everything into the sunshine, err, the sun shines in the valley as it is – with the added advantage of the valley providing a very valuable wind break.

At Tullos Hill the soil matrix is very poor – which in the words of the soil report prepared by the Forestry Commission leaves any trees planted subject to ‘wind throw’.  If the roots don’t have a good firm earthy soil to hold onto, then a strong wind – like the kind that will inevitably blow across any area brought to street level – may well bring trees toppling on top of the granite web – or people.

Just by elevating a hunk of potato-chip shaped concrete and putting a few inches of sod over it, you are not creating a natural green lung/habitat/area,  even if it is the prettiest thing you’ve ever seen.  As far as doubling the space of the gardens, I do enjoy looking at the photos of people sitting on the concrete wedge over the ‘stage’ area which is covered with a bit of sod.

There is a woman sitting in a chair – a very neat trick indeed for such a steep slope.  Maybe she has a specially-constructed chair with short legs at the back and longer ones in the front?  Perhaps she is a goddess and is floating?  But as many observers point out, the ‘concept’ drawings are inconsistent in this and other ways, such as changing scale.

No, if you are losing the mature, healthy trees that are there – which are home to animals such as EU protected bats and rooks – you are indeed losing a major part of what makes the park valuable to our health.  There is no doubt of this in my mind, so I’m glad we have such a great team of pro-garden project personnel ready willing and able to explain all.  They’ve just not got round to it yet.

2. The city can’t afford the City Garden Project – FALSE.  ( Seriously? )

We have a once-in-a-lifetime opportunity to get a £182m investment in our city at NO cost to the City Council or the citizens of Aberdeen.

One way or the other, the citizen is going to pay.  IF the scheme somehow goes perfectly to plan and we have a bunch of new shops (without hurting further the existing ones) the business rates will be used to repay a loan – a loan at an unknown rate of interest on an as-yet to be determined sum.

And if it doesn’t go well, and Aberdeen gets its very own Trams project fiasco to match Edinburgh’s – the City has to find a way to pay for the TIF.  As far as the donations from private sources are concerned, at last report Sir Ian had promised to put the £50 million he pledged into his will.  Well, if I were one of his children, I’d contest the will if it ever came to that:  an ageing parent throwing £50 million on concrete webs should convince any court that something is wrong upstairs, and a will might get thrown out.

  Some say taking a loan is borrowing money.  But seems we would just be ‘unlocking’ funds – so no problem there.

But who is our mystery £5 million pound donor?  If this is a public project (debatable – the Aberdeen City  Gardens Trust is a private limited company with two people in it), then the public should know where all of the money is coming from.  If someone pledges money, what guarantee is there it will come in?  Some of our current millionaires are feeling the economic pinch, sad but true.

And if are they using this £5 million promise as a lever to tip the balance of public opinion towards the scheme  – then if they stand to gain personally, then we should be told.

I hear varying reports that other private people are pledging something like £20 million.  Now that’s a myth I’d like more info on.

Once in a lifetime?  How on earth is that conclusion reached?  That claims sounds  very much like the scaremongering the pro garden project have been accusing others of.  There are six trial TIF schemes at present.  There may well be more.  But if this were a once in a lifetime chance, then all the more reason to take our time and make a cohesive, desirable bid, perhaps even one based on something less nebulous than a scheme that has a forest one week, an ice rink the next – and so other many unknowns to it.

TIF is only in the pilot stage in Scotland – so let’s get in there first!  Test case Aberdeen!  Some say taking a loan is borrowing money.  But seems we would just be ‘unlocking’ funds – so no problem there.

A minor detail, as we’ll all be rolling in dosh in no time, but do we know the interest rates on the £182 -192 million pounds Aberdeen City Council is going to borrow?  I’ve not been told.  Over to you, City Garden Project.

Again I will say that mere mortals choose to live in an area that is clean, safe and has excellent schools and hospitals.  I must have missed the part when someone proposed to the City Council that it should cut services and schools, and replace green space and our environmental heritage for concrete.

I don’t remember agreeing to continuously expand the City’s footprint into its green space while there are so many empty buildings in the city centre.  I guess I wasn’t paying attention that day – probably got distracted by reading about a cute baby competition in the news or something.

  • 40% of the cost of the City Garden has already been secured. The Scottish Government have pledged that, if the development is supported by the public, a TIF will be used to fund the rest of the costs for the City Garden Project. 

Fine.  Let’s see the legal papers showing exactly how much has been pledged and how ironclad or otherwise these pledges are.  Forty percent?  What is the figure?  We still do not have any genuine, concrete, specific project (no timescale, no costings done, and no precise scope – these are what you learn in ‘Projects 101’ are the building blocks).  You cannot  possibly say you have 40% of the money you need for something which you don’t even have defined or costed.  Not without godlike wisdom anyway.

  • TIF is a bit like a mortgage. The cost of the “property” is £182m. The “property” is the City Centre Regeneration Scheme (Aberdeen Art Gallery, St Nicholas and North Denburn redevelopments, the new public realm and the City Garden Project). The £55m of philanthropic donations already secured for the City Garden, along with the £15m to follow from the private sector, is the deposit.   

First, please define ‘the new public realm’ for me – just so that we are all talking about one specific defined term, thanks.  I’ll bet TIF is a bit like a mortgage:  if you don’t pay up, you lose your property.  Again Aberdeen City Council are going to borrow the money via TIF.  Not Ian Wood.  Nor the private limited ‘Aberdeen City Gardens Trust Company’.

Just as well we’re told it will bring in over a hundred million a year – we’ll be needing it.

Back to the mathematics.  OK – let’s assume the £55 million is £50m of Ian Wood’s, plus the mystery philanthropist.

We should also be told who the £15 million is coming from, but leaving that aside, that’s apparently £70 million pounds.

Some people would question what kind of tax breaks if any will be given to the donors, and whether or not the tax that does not get into the treasury (because it’s being put in a hole in the ground) would be of benefit to our ever-dwindling services instead.

Right – 70 million is forty percent of 175 million.  We have just been told that the ‘cost of the property is 182 million’.  Sorry – I would have thought that the 182 million is the value of the assets, but there it is.  Just for the record: forty percent of 182 million is 72.8 million.  And just so you know, Scottish Enterprise had by May of this year spent over £420,000 on this project on consultations and PR and the like, and the City Council have just agreed to spend up to £300,000 of our money on the legal costs.

Just as well we’re told it will bring in over a hundred million a year – we’ll be needing it.  Hands up anyone who suspects this project will have many little extras here and there.  Do you think at the end of the day the estimates we are getting now (nebulous as they are) will:  a.  stay exactly the same, b.  decrease and cost less than we think, or c.  cost more?

  • The City Council takes out a loan to pay for the remainder. This loan is paid back over 25 years using the income from the new business rates raised. The City is therefore being given both the deposit and the income to pay back the loan – clever eh? That’s why TIFs are so widely used in the States and promoted in Scotland by the Government. But remember a TIF can only be used for this – not for anything else and if we don’t use our TIF, other cities will!

Well, it is indeed time for some myth- busting, because depending on who you listen to, this either is or is not a commercial venture.  TIF is supposed to be for commercial ventures – and it is unclear how anything but a commercial venture can make the millions in loan repayments we would need to make.

In fact, I seem to recall seeing a video of one of the ‘philanthropists’  saying this is ‘Not a commercial venture’.  ‘Clever eh?’  – I am not exactly convinced.  I do think risky, untested, potentially fiscally disastrous.

And overall, unnecessary to my way of thinking.  Nothing is wrong with the gardens.  We could regenerate the city’s shops by lowering our extremely high business rates.  Making more shopping spaces, eating places and entertainment venues creates more competition for the venues we have.

Did you know we as taxpayers are subsidising the AECC and the Lemon Tree – and now they want us to borrow money to build competition for these venues we’re already paying for?  It would be to my way of thinking like betting on several horses in a race.  You might win on one of them, but you will lose money.

3. The City Garden is a commercial development – FALSE

This is about creating a new civic space and gardens that will be brought back into daily use… 

(note – see definition above of ‘propaganda’)

…and become part of the daily life of the people of Aberdeen. The space will include exciting new venues for everyone to use and enjoy including a cultural and arts centre, a 500-seat black box theatre and 5,000 seat amphitheatre and stage.  

See my quotes above about these theatre/stage options.  We don’t need them.  We’re already paying for such venues.  The writer of this paper has first set out to ‘bust myths’.  However, they are lapsing into emotive, subjective prose when they say how wonderful this will all be.  We don’t know that – we don’t know anything of the kind.

But now we get to the ‘venues for everyone to use and enjoy’.  Right.  At present, we can come and go as we please when the gardens are open.  No one can prevent us from enjoying the space as we see fit – no one can charge us any fee to use the gardens.  Why?  Because they belong to each and every one of us as Common Good Land.  Are these ‘non-commercial’ theatres going  to be free of any admission charge?  If yes, then fine – they are not commercial.  If no – then they can’t make money and pay off the TIF loan.

And if they charge you money to be on your common good land, then whoever holds the deeds to the land, it is no longer common good land in reality.  Are we going to borrow millions to make a theatre that is free to go to?  If so, why don’t we just close the AECC and Lemon Tree and be done with them?

Who is responsible for joining up all these fuzzy, competing concepts – and why aren’t they actually doing it?

  • The land and all the facilities will remain in the ownership of the City of Aberdeen and its citizens.  

Oh yes, we’ll still own it – but better, wiser, richer people will control it.  You might own it – but try going to a concert for free or getting one of the 25-30 car parking spaces free.  There is every possibility that one private entity or another (why does the two-person Aberdeen City Gardens Trust spring to my mind?) will get a very long lease at a very low rate.  In terms of ownership, ‘possession is 9/10 of the law’.

4. Union Terrace Gardens will be turned into a giant car park – FALSE.

I don’t know where our friends picked up this ‘myth’  – I’ve not heard it.  But there you go.

Parking is at a premium in the city and while many people would indeed wish to see more car-parking in the centre, it will not be in the City Garden. There will be between 25 and 30 underground parking spaces to service the new development.  Old Susannah is no mathematical genius like the ones who work out our city’s budgets; but if we are putting in a 5,000 seat venue and a smaller venue in a city centre already pressured for car parking spaces, then I predict some car parking and car congestion problems.  Wild conclusion I know.

However, if there are 30 underground spaces, they will still need ventilation.  Nothing like that is shown on the plans I’ve seen yet.  But back to the maths.  If we have 5,000 people going to see a Robbie Williams tribute act in the brand new space and 30 parking spaces available at the venue, there just might be a little bit of an issue.

That nice Mr Milne (owner of Triple Kirks – soon to be developed, Chair of ACSEF, one of the anonymity-seeking businesspeople behind the beautiful Vote for the City Gardens Project…) seems to need some car parking space for his beautiful glass box offices which will be adjacent to this great ‘non-commercial’ granite web.  I guess the 30 spaces will take care of that nicely.  Either that, or there will be more than 30 spaces.  A lot more.

As I posted on Facebook this week, it comes down to these points (leaving out the environmental carnage and the Common Good Status, that is):

  • 1. Is TIF a tried and tested financial model in the UK? Not yet.
  • 2. Do we know exactly what this project will cost? No – because the scope is unknown and ever-changing. That is one of the main flaws with Edinburgh’s trams scheme – it kept changing – and now we are looking at nearly one billion cost for it.
  • 3. Is the design fully fleshed out enough for anyone who supports it to fully explain the engineering (vents, how will trees – esp. pines grow, how will ramps be made safe, etc)? No.
  • 4. As the taxpayer is already propping up entertainment venues with tax money, venues that cannot survive without financial aid, does it make any financial sense to create venues to compete with them? No.

So – if you’re not sure about any of these points  – and who is? – then maybe we should not rush into anything.

The 2011 Annual Signal Gallery Punk Rock Artists show tribute to the late Poly Styrene (1957 – 2011) featured artwork from a majority of the acts that were the lights of British Punk Music.  Curated by Gaye Advert, featuring musical performances and great artwork, this was a highlight of UK winter art exhibitions as well as a perfect way to pay respects to Poly.  Voice’s Suzanne Kelly weighs in on a unique gallery and a unique collection of British artists.

The music world lost a number of real innovators in 2011 – people who were unlikely success stories in some ways, but whose individuality  shaped the history of music.  Amy Winehouse died in tragically predictable circumstances.  Nate Dogg had many personal problems and came from a world of violence, despite dice being loaded against him from the start, he worked with hip hop greats.

His style was sought after, and at the time of his death from  a stroke he’d been working on a new gospel project.  Then there was Marianne Joan Elliott-Said – or Poly Styrene to you and me.

Poly was born in 1957 – in a time where women had little prospects of exerting influence outside of the kitchen.  Women of the late fifties largely spent all their time trying to look conservatively, conformingly beautiful (and there is sad evidence that women are slipping back into wanting to look good more than wanting to be good at something).  Poly was having none of it.

She eventually wound up as the iconic, unpredictable, liberated, intelligent figurehead of punk band X-Ray Spex.  It was said the band formed after she and some friends saw the Sex Pistols perform.

Poly died in April 2011 from an advanced form of breast cancer.   Her unforgettable expressive vocals and X-Ray Spex’ music will always be around.

The Signal Gallery near London’s Old Street Station has hosted exhibitions of music by punk musicians for some years now.   I’m sure many people who visit this extremely  popular show are there because of the musicians, but no one leaves without seeing a perfectly well curated group show of excellent, challenging art.

This year’s curator was Gaye Advert of (if you didn’t know) The Adverts.  She works in many media, and I’m particularly fond of pieces such as ‘bad squirrel’.  Knox from the Vibrators is one of many musicians with artwork on show; Knox is an extremely talented painter and has studied art.  He’s known for imaginative pieces as well as street scenes of London and overall for portraits of fellow musicians.  He had a portrait of Poly Styrene in this show as  had Charlie Harper and Chris Brief.

I did however make it down for the Saturday 10 December acoustic sets by Knox and Charlie Harper of the  UK Subs.

Each played a solo set and then they played together to the Signal Gallery’s main room, totally filled from floor to ceiling with artwork and punk lovers young and old.  Nigel Benett  from The Members was among the audience.

I would love to have spoken more with Gaye Advert and the Gallery’s staff.  However, the former was busy trying to get artists to sign posters from the show, talking to press, being photographed, and trying to find Charlie when it was time for his set.  The posters  were sold at £50 each to raise money for a cancer charity in memory of Poly Styrene; I was lucky to get one.

The gallery owners were busy selling the few pieces of art that hadn’t already been sold, supplying countless beers to the crowd, and dealing with a pipe which started leaking on Charlie as he started his set.

The art was being talked about; some pieces such as a kinetic sculpture involving two dolls was sensational.  The art ranged from classic punk iconic art to abstracts and sculptures.

This show was a testimonial to the energy and talents that continue to keep punk going, and to the ongoing legend of Poly Styrene.

Controversy has raged over the fate of Union Terrace Gardens for the last three years. A major subtext to this has been the role of culture in Aberdeen life, particularly in view of the way the proposed Peacock Visual Arts centre for contemporary arts was gazumped by Sir Ian Wood’s Civic Square proposal in 2008, writes Mike Shepherd.

The £13.5m building was to contain a gallery, TV studio, print studio, restaurant and offices for Peacock Staff and provide a base for Aberdeen City Council’s Arts Development and Arts Education teams as well as extra space for the City Moves dance agency.

It was to be called the Northern Lights Contemporary Arts Centre.

When the Civic Square was first mooted, the emphasis was on the Square itself. Sir Ian Wood had described it as:

 “a cross between the Grand Italian Piazza and a mini Central Park”.

An underground concourse was also proposed and at this stage, the main uses were identified in a Press & Journal report:

“The new square could have three underground levels, the first of them offering the potential for Peacock Visual Arts’ planned new centre, as well as restaurants, a heritage museum and visitor attractions linked to north-east attributes such as granite, paper, fishing, whisky and golf.”

However, Peacock Visual Arts were understandably reluctant to be included within the Civic Square plans. In any case, an underground concourse would not be a suitable venue for an arts centre. A building receiving natural light would have been much more appropriate.

Sir Ian, perhaps frustrated at the reluctance of Peacock to get involved, told the Herald Scotland

“There is quite rightly a strong feeling about the arts in Aberdeen,” he says. “It is not for everyone but some people do feel intensely about it. I understand the emotional concern.

“What I find hard is that, frankly, this is about jobs and economic prosperity, for the wider interests of people in Aberdeen who don’t care about the arts. Eighty per cent of the people who spend time in the square will have no interest in the arts. You have to develop things for the good of everyone.”

Peacock’s arts centre was effectively killed off by the Aberdeen Council vote in May 2010 to progress instead Sir Ian Wood’s Civic Square proposal. This was later rebranded the City Garden Project.

Following the demise of Peacock, ACSEF started to develop an increasing interest in local culture. ACSEF are the non-elected body charged by both Aberdeen and Aberdeenshire Councils with promoting the economic development of the region. They have been involved in promoting the City Square, describing it as one of their flagship projects.

The ACSEF minutes for the 4th October 2011 noted comments by Professor Paul Harris, the recently appointed head of Robert Gordon University‘s Gray’s School of Art in Aberdeen :

“Paul Harris advised that he is a member of the Scottish Enterprise Tayside Regional Advisory Board.   At a national level he had been closely involved in taking forward the V&A project which illustrates how a collective vision could be translated into strategy and raise a city’s profile in an international context.

“Creative industries have an important role not only in their own right but also in terms of being key drivers of an area’s wider economic success in part through creating vibrant and attractive communities in which to live, work and visit and in fostering innovation, a key driver of economic success.

“Professor Harris concluded that the vibrant and valuable creative industries sector in Aberdeen City and Shire requires greater cohesion and visibility and suggested that a creative industries strategy be devised to address this and realise the sector’s potential for future growth.  In addition projects such as the City Garden offer opportunities for the city to achieve an international cultural venue. He suggested that a collective approach amongst partners could be achieved at no cost while a strategic voice supports funding bids.”

Some in the city might feel alarmed about the business–dominated board of ACSEF defining a top-down strategy for the “creative industries” in the Aberdeen area.

The link to the City Garden Project is of note. Paul Harris is mentioned in the news section for the City Garden Website – “City Garden Project Can Make Aberdeen Cool, Contemporary and Cultural”.

“Professor Harris is leading a City Garden Project sub-group representing culture, the arts and the creative sector to consider the potential content for the scheme which has a new centre for culture and the arts at its heart.

He added: “The V&A in Dundee is a perfect example of culture being a catalyst for wider regeneration. There we had an idea and had to develop the infrastructure. In Aberdeen we have the potential infrastructure and a unique opportunity to fill it creatively.

The sub-group is proposing a new model to enhance the performance and reputation of the region’s arts and culture locally, nationally and internationally based around the new infrastructure the City Garden Project can deliver above and below ground.

The vision is to create an internationally known facility that is a focal point for exchanging and showcasing excellence in cultural activities between countries, regions and cities located around the North Sea.

The so-called “Northern Arc” would form partnerships with key cultural organisations to present displays and exhibitions, diverse performances and events covering, history, science & technology, visual arts, design, film, music, dance and literature.

The use of the name “Northern Arc” is unfortunate given that the City Garden Project had killed off the Peacock Visual Arts plan to build the “Northern Light” contemporary arts centre. The sub-group mentioned is believed to include most of the city’s existing arts organisations, which are largely publicly funded.  If the underground concourse is built, could it be that existing facilities such as the Belmont Cinema and the Lemon Tree will be relocated to the building?

The Press and Journal reported last October that Aberdeen Council is interested in making a bid for Aberdeen to become the UK City of Culture in 2017.

Council bosses are applying for a £92 million loan from the Scottish Government to fund five regeneration schemes, including the controversial City Garden Project. Approval of the ambitious plans could trigger a campaign for the prestigious title, officials confirmed yesterday.

The bid to become city of culture could prove a hard sell to the people of Aberdeen. It was actively discussed with much scepticism on the Aberdeen Facebook page. Here are some of the comments:

–          Aberdeen has plenty of culture. What it doesn’t have is a council that knows what culture looks like. Culture is one of the indicators of true prosperity but you can’t make money off it directly. The council’s thinking process seems to be: Step 1 – culture, Step 2 – ???, Step 3 – Money!

–          I will say that there are signs of some joined up thinking re culture. A sign though… It’s not for the council to lead and make it happen though. It should come from the ground up to the point where the council starts listening to those that are doing and asking what is needed rather shoving another box ticking lecturing strategy in our faces. Far more people working across the arts know what is needed than there are people sitting at desks re writing old words. The city would need to give a decent amount of funding to Arts organisation and to arts within education instead of cutting funding almost to the point of extinction.

–          So much negativity in this thread, Aberdeen should be ambitious & go for this city of culture in 2017, Aberdeen despite is geography has lots of people doing innovative things in the arts. It did Liverpool no harm & only positives came out of it…

A group called AB+ is organising a cultural conference in the Arts Centre on 26 January.  Two of the speakers are Professor Paul Harris and Valerie Watts, Chief Executive of Aberdeen City Council.

Valerie will be describing her experiences in Northern Ireland with Londonderry’s bid to become European Capital of Culture and the impact this had on the arts there, whilst Paul will talk about bringing the V&A to Dundee.”

The conference is an opportunity to discuss cultural activities in Aberdeen and as such is to be welcomed. It is likely that some of the issues raised here will be touched upon by the speakers in the Arts Centre.

The City Garden Project will be launching its referendum campaign and will also soon be announcing the final chosen design. It is almost certain that the campaign for the City Garden Project will tie together local cultural activity, economics and Aberdeen City Council’s bid to become UK City of Culture for 2017.

It’s an explosive mix.

With Christmas fast approaching and people hitting the city in droves this weekend – why not pop into our lovely city gardens in between the present hunting for a truly festive event.  Iain Richardson writes re. this Saturday’s Winter Festival at Union Terrace Gardens to celebrate prize art work by city children.

The winners of an art competition for children will receive their prizes at a Winter Festival in the centre of Aberdeen this Saturday, 17th December.

Christmas-themed artwork by Aberdeen school children will be on display at the event in Union Terrace Gardens on Saturday 17th December 2011, between 1pm and 3.30pm.

The Winter Festival will feature the Bon Accord Silver Band, carol singing, Yousedancin ceilidh band, Santa, Cairngorm reindeer, and free festive food and drink.

Dorothy Bothwell, retired Head Teacher and member of the Common Good Aberdeen group, who organised the event, said:

“We’re just thrilled at the response to the competition. The children’s art is stunning and we’ll be displaying as many of the 300 or so entries as we possibly can on Saturday, as well as handing out prizes to the winning children”.

The prizes for the winning Art Competition entries in each of three age groups will be presented to children at approximately 1.30pm on Saturday 17th December, at the Arches in Union Terrace Gardens.

Nearly 300 entries were received from primary schools and individual children in and around Aberdeen.

On 17 December Union Terrace Gardens will become a Winter Wonderland, and your artwork (if you’re 12 years old or younger) could win you a prize. 

Suzanne Kelly gets the information from the organisers.

Local artists, graphic designers and illustrators are collaborating on a one-off project in Aberdeen.  But there’s a slight twist – the collection will be on display at a secret location in the city.  It’s part of ‘Rumour’, a pop-up cocktail bar and art installation, now in its second year.

The temporary brand combines cocktails, art and music, fusing all three elements together to create a social environment for the creative industries.  In typical fashion, the team are keeping the location of the pop-up bar under wraps, only leaking details and hints on Facebook and Twitter in the weeks running up to the opening.

‘Rumour’ began life as an 8-week residence in the Carmelite Hotel last year and, after enjoying great success, is returning next month on Friday 2nd and Saturday 3rd December only.  This year’s concept is ‘The Bournville Village Emporium’.

The inspiration for ‘The Bournville Village Emporium’ stems from the only area of the UK to be ‘dry’, a term used to describe a geographical region‘s availability of alcohol.  The weekend also coincides with the anniversary of the Repeal of Prohibition in the USA, a key date in any bartender’s diary.

Adrian Gomes of cocktail catering company 10 Dollar Shake said:

“We’ve been asked since the end of the last Rumour when we’re putting it on again, but we really needed the venue, artists and concept to come together before we were confident of holding it again.  I’m happy to say, we’ve aligned all factors and Rumour #3 has the potential to be the best one yet.”

Local creatives Siobhan Ogg and Sarah Stanley will be creating a scenery backdrop with local illustrators contributing artwork for the walls. The period-related artwork will be a fresh collaboration of young and inspiring talent in an interesting and unusual fashion.  All artwork is available to purchase after the weekend.

10 Dollar Shake drinksmith Adrian Gomes will be creating a bespoke drinks list, in association with art-centric Scottish brands Caorunn Gin and AnCnoc Whisky, fusing scientific and gastronomic techniques to create innovative twists on some early 1900 cocktails.  Director of Music Giles Walker is again on hand to provide the soundscapes.

Rumour #3 – ‘The Bournville Village Emporium’ is open on Friday 2nd December 9pm – 1.30am and Saturday 3rd December 9pm – 1.30pm.

Old Susannah pays her respects, but is unable to maintain her silence as she takes a look around what has been happening in our vibrant and dynamic city and beyond.

Things continue to be vibrant and dynamic this week in the Granite City.  On Friday 11 November some 4o-plus people gathered for a minute’s silence to mark those who fell in war.  Robert Martin who works nearby in Golden Square told me he first started coming to Union Terrace Gardens for the traditional minute of silence a few years back.
“What better, more peaceful place is there in the heart of the City to have the minute of silence,” he commented.

A gardener tried to tell the group they should be at the war memorial instead – he could not understand that we were all happier in the Denburn Valley.

For the record, this was not a celebration of nationalism, or glorification of war; it was a gesture of respect for those who lost their lives in war.  Wouldn’t it be nice if we could just stop killing each other, and sort out economic and social problems another way?  Maybe that day will still come.

Then there was the enjoyable opening night at Peacock for its winter exhibition.  The 400 or so works are on show until 23 December and  are all for sale.  Alicia Bruce is offering small prints of her iconic photo portraits from the Menie Estate which had such a good reception when she exhibited at Peacock.  There are abstracts, portraits, beautiful drawings, and even one or two offerings of mine.

A quick word about litter.

During the week I asked an older man who’d dropped litter to please pick it up.  He explained (with some interesting vocabulary words which I must look up) that ‘he didn’t know me’, ‘he didn’t have to’ and ‘I could not make him.’  It was a very impressive display indeed.

Days later I was at Sainsbury’s Berryden, and groups of students (probably just over 20 people in total) had stopped by the store to get their lunch.  They had wrappers, bags, papers, serviettes, bottles and so on.  And as I waited for a bus, I saw each and every student put their trash in the trashcan near the bus stop.

I am pretty sure they were from St Machar.  My appreciation to them and the other people who do the right thing.  It’s not difficult, it’s not brain surgery.  It does however make a huge difference.

But whatever you were doing this week, everyone’s thoughts were with one brave man who is fighting a valiant struggle of his own.  Yes, Stewart Milne’s case went to the Supreme Court on Thursday.

The Press & Journal had no room for this story on the day, due to the breaking news that geothermal energy exists.  This astonishing front page special even had a picture of a volcano to illustrate it.  I had personally expected a story about a cow with a ladder on its neck, but the geothermal story did the trick, and between it and the massive ads for Milne Homes, no room remained for the little matter of our City being called to the Supreme Court.

Then, Friday, the P&J did run with a story on Milne, which leads neatly to a little definition or two.

Negotiate: (verb, Eng) to settle a conflict or disagreement by compromise.

Those of us who read the Press & Journal story will have felt sorry for Stewart Milne.  He claimed the matter could have been settled had Aberdeen City council accepted his offer of negotiation.

According to the P&J, Stewart Milne Group claimed:

“We have offered to go to independent arbitration on several occasions over a long period of time,”

Usually negotiations happen when both sides have a valid argument or case to make.  To refresh everyone’s memory, the City sold land at Westhill to Mr M for far less than it was worth – the City’s clever business plan was not to sell the land on the open market, but sell directly to Milne (I am sure there was a great reason).

He got a great price on the understanding the City would eventually get any sale profit.  In a really clever and not at all dodgy-looking business manoeuvre, the land moved from one arm of the vast Milne empire to the next, at a cost around £500k –apparently more than what the 11 acres cost in the first place.  This was perfectly normal, and could have happened to anyone.  Quite truthfully, Milne then indicated that there was no profit to share.

The City and subsequent courts have disagreed with Mr Milne’s logic (shocking!), and rather than enter ‘negotiation’ over the £1.7 million under dispute, the City decided to see the case all the way through.  Milne could have accepted the last court’s verdict, but he appealed all the way to the Supreme Court.  If you’ve only got £60 million, then you’ve got to hold onto every penny these days.

The trial was televised, and although Old Susannah is no legal expert, it didn’t look all that great for Stew.

Now we just have to wait for the outcome – at which point no doubt everyone’s favourite football club owner will immediately give Aberdeen the £1.7 million it is owed, plus court costs.  I think an apology is also due, and hope the City are drafting one to Mr Milne for taking things this far.

This expensive litigation obviously in no way impacts on the role Mr Milne plays in ACSEF, the City and Shire’s invention which is helping us out of economic chaos.  Aside from the bang-up job ACSEF has done so far for our city’s shops, it’s created a brilliant logo for itself, and now has a great big vibrant, dynamic mural at McCombie Court.  This giant poster in no way looks like a desperate advertising ploy, but it does paper over some cracks nicely.

In light of Stewart’s logic concerning negotiation, the next time you get mugged or have your wallet snatched, don’t go to the law.  Just find out who’s got your money and negotiate to get some of it back.  Sorted.

Reading this story about how Stew wanted to negotiate, I wonder if I’m not having déjà vu.  This sense comes from the P&J article some time back, when Milne and everyone’s favourite forum, ACSEF, were taking over Peacock Visual Art’s project and turning it into the great City Garden Scheme.

Just before the final, decisive and divisive voting on the project took place, ACSEF / Milne said that Peacock had been offered some kind of 11th hour alternative, but were unwilling to strike a deal.  Of course if you read the full story, you would have eventually discovered Peacock said ‘we were never contacted about any deal.’

I hope in future any Peacock person, Aberdeen City legal rep, etc. will just ‘negotiate’ when Stewart wants something – it will save the taxpayer lots of money to just go along with him from the start.

In fact, when I think of Loirston Loch, the Triple Kirks glass box scheme, Pittodrie and so on, I wonder if we haven’t just started to say yes to him already.

Geography: (noun) study of terrain, locations, types of environments and areas.

If you are out there, Pete Leonard, Director of Housing, perhaps you might consider a geography lesson or two.  Pete insists Tullos Hill is ‘urban’.  The hill is next to all the lovely industrial estates which have helped make Aberdeen the profitable centre of the universe it is, but the hill just isn’t all that ‘urban’.  It’s covered with plants, grasses, wildlife, pre-historic cairns and so on.

Here in Aberdeen, there is a complete separation of contractors and councillors

On the word of Mr Leonard, I went to Tullos Hill the other day assuming it had been urbanised.   I looked for fast food, a coffee or a monorail ride, but there was nothing of the kind to be found.

It struck me that Ms Malone (who has lately been very, very quiet) might want to look for a new initiative to push. Perhaps if she abandoned the ‘tree for every citizen’ scheme and maybe had ‘a monolith for every citizen’ and/or ‘monorail for every citizen’ scheme, it might increase her popularity.  As I hear it, an improvement in her popularity stakes is currently the only possible direction.

Aside from Tullos, other urban areas in our city are easy to recognise by the well-maintained roads and footpaths, the general cleanliness, the complete lack of any crime, and all the many open local shops.

Corruption: (noun, English) a state of dishonesty, lack of integrity, self-interested behaviour of a person or body in a position of trust.

Edinburgh has faced accusations of council corruption. (“At least it couldn’t happen in Aberdeen!” I can practically hear you say.)

For openers, according to the BBC, the hospitality records are incomplete. ( This contrasts with our city’s up-to-date, perfectly set out, fully inclusive records which seem to indicate some councillors went to absolutely no events whatsoever in 2009 and or 2010).  But that’s the least of Edinburgh’s problems.

Edinburgh’s councillors are in the firing line for ‘possible fraud and serious wrongdoing’ with regard to building works and property.

Audit Scotland could not decide if the city was just a wee bit disorganised, or if there was a whiff of corruption

It also looks like a city councillor had a holiday paid for by a contractor.  Here in Aberdeen, there is a complete separation of contractors and councillors.  In those rare occasions when a councillor is somehow connected to a contractor, then they stay well out of any possible conflict situations.

Some years ago we had our own little trouble with Audit Scotland, you may remember.

They had a few uncertainties after a detailed investigation of our city’s property selling activities.  There were questions as to why so many properties were being sold below value.  Audit Scotland did tell the city to stop selling property at knock-down prices, and otherwise pay attention to details – like who is actually buying your property and what it should sell for.  In the end, Audit Scotland could not decide if the city was just a wee bit disorganised, or if there was a whiff of corruption.  In the end, they invited our local police to look into the issues.

After a completely thorough, detailed investigation, the police found nothing untoward.  Old Susannah is not sure when the investigation was conducted.  Then again, I’m not sure when exactly Stewart Milne Group started advertising on police cars, either.

Next week hopefully a Milne court and FOI case update; a fond look back at the careers of John Stewart and Neil Fletcher, who are not going to run for re-election in May.

Voice’s Suzanne Kelly was present to witness Wayne Hemingway give a talk to a full house at Robert Gordon’s Business School on the evening of 5th October. The audience was a wide mix of students, lecturers, design practitioners, businesspeople and others (Hemingway kept asking the audience questions to determine who was there, and he tailored his presentation accordingly).

Mr Hemingway gave an illuminating, bespoke talk.  My only criticisms were that the lighting engineer had no clue what type of lighting was appropriate for a slide/video presentation talk where people wanted to take notes (the lights went on and off, up and down for most of the second half), and that those who plan to forever change Union Terrace Gardens weren’t in evidence.
They might have learnt something.

If you think the Hemingway family (Wayne and Gerardine) are associated solely with fashion and the iconic ‘Red or Dead’ brand, you are missing some very important developments – housing developments to be precise.

Wayne saw a very clear need (which alas many planners and construction firms miss) to create places where people would actually want to live, socialise, landscape, play and be proud of. But more on that later.

Hemingway began the talk with his own life and design history.

In his early family years in Blackburn, his family was not wealthy; they valued creativity and imagination. He was on the music and clubbing scene from age 13 or so, and was enthralled by all he saw and heard in these early heady days of punk. He met his future wife and business partner Gerardine in a club, and was impressed with her clear passion and talent for clothes and customising vintage wear.

They got engaged, headed to London, and did typical day jobs (she as a secretary; he in a pub). One month things looked tight for paying the rent, so they decided on the entrepreneurial path and took a stall in Camden Market to sell their own second-hand, vintage clothing. This first outing proved so successful (and I assume enjoyable) that they put their efforts towards buying second hand clothing to sell. They delved into the world of  ‘the rag trade’ literally – buying goods otherwise destined for recycling from the ‘shoddy’ yards.

Few were touching vintage or second hand at the time, and the popularity of their stall grew and grew.

They soon learnt marketing tips such as the importance of where the stall was located in Camden. The now iconic Doc Marten boot was adored by the punk world, but elsewhere just seen as workers’ footwear. A clever deal with Doc Marten saw the duo buying old, damaged DMs in quantity (where the soles were worn through), repairing them (with a family member’s repair solution and friends to help), and selling them on for a considerable profit. The business grew and grew.

Gerardine created a small line of clothing – there were only eight pieces in the whole line – and headed to the very cool Kensington Market to join other designers and artists selling work.  Of all things Macy’s of New York found her there, and placed an order for 200 of each item. With some help from  several friends and relatives who could sew  they were able to fill the order. Out of this growth and interest, ‘Red or Dead’ came to life.

 Wayne had bought a large number of non-working sample watches; these were used to decorate shoes.

An older man in the trade asked Wayne ‘What does Red or Dead stand for?’ In the ensuing conversation this man explained how different brands were clearly aligned to aspirations and values: Weetabix, Nike, etc. – all major brands had a ‘raison d’etre’. Wayne and Gerardine made a list of things they stood for themselves – they were politically active, they came from areas without expensive, fashionable designer wear, they valued creativity and bought affordable items themselves.

It was clear they wanted Red or Dead to be affordable designer clothes. In deciding this they reached out to a sector of the public which had long been ignored. (They also realised that Macy’s did not fit with this direction).

The Red or Dead lines were to be sold through Top Shop (1983) and Miss Selfridge. Topshop at that point used to have no designers – only buyers and “copiers”.  These days it uses established and graduate designers, and the flagship London store also has a vintage section, perhaps a nod to ‘Red or Dead’.

At this time the pair had started paying attention to London Fashion Week, which was still at the time primarily an affair for the affluent. But the ‘powers that be’ at London Fashion Week had noted Red or Dead’s ascent with disdain.

The Hemingway’s dealings with Topshop and Miss Selfridge actually prevented them  from showing at London Fashion week for there years. The Hemingways had ‘demeaned’ fashion, and fashion ‘is about Harrods and Harvey Nicols.’  Or at least this was true to a Fashion Week mandarin.

This rebuff did not hurt Red or Dead sales in the least.

One year when the French were conducting nuclear tests and protestors were demonstrating against the tests around the world, London Fashion Week saw some drama courtesy of Red or Dead. “Non a Nuclear” banners provided the backdrop to the Read or Dead collection and French buyers were banned from the RoD show (which accounted for about a quarter of the buying audience normally – this exclusion was a considerable financial gamble).

Wayne explained he and Gerardine were willing to lose this custom in favour of making a political statement and appealing to and showing solidarity with the environmentalists – a growing movement in terms of visibility and economic power. What was going to be the public, media and market reaction to this show? The Hemingways went home.

Watching the national news some hours later, an item opened with a protest outside the French Embassy at Trafalgar Square.

Then the news item cut directly to the Red or Dead Fashion show.

All the media had picked up the story – and the phone started ringing. Wayne and Gerardine were being summoned that same night to talk to the press – the story of their show had veritably gone global.

Sales increased some 400% around the Red or Dead shops (which by now were in many countries). Corporate takeover advances soon came, and the Hemingways decided to sell. It was time for another adventure.

Wayne had interspersed this biographical talk with some sage business advice – the willingness to take risks, the way in which he delved deeply into the workings of the fashion industry from the lowly shoddy yards to the high end and London Fashion Week; all of which contributed learning experiences leading to success. (And by the way, apparently he is a very early riser, proving there must be some truth in the old ‘early to bed, early to rise…’ adage).

Wayne tells the audience:

“You learn absolutely every day; you need an ability to graft; there is never a day I get up after 5am.

“Creative minds don’t switch off… it’s how you get those ideas realised – graft and recognising which ideas can work… you need friends and good minds behind you.”

He also said without any false, unnecessary modesty how good he and Gerardine were at putting excellent teams together.

Turning from fashion to architecture and housing was the new direction. Boris Johnson had asked Wayne to be a ‘London Leader’, which involved working with the Mayor on a voluntary basis on projects and ideas to make London better.   At this point the talk turns from fashion history to the future of our cities.

“We’ve allowed our High Streets to become ‘clone’ High Streets.”  Hemingway says, and no one can argue with that.

He discusses his contribution to Boris Johnson’s project, which was ‘KiosKiosk’ – moveable, affordable (need I say it – well-designed) designer boutiques on wheels, seen at various London icons such as the Wheel.  These offer young designers a chance to meet the world head on – and since a stall at Camden Market is now extremely expensive, this offers others the kind of break the Hemingways had at the start.

Hemingway also applauds the model of ‘pop-up’ shops and restaurants, which have taken London by storm, and which have reached Aberdeen (for instance Emma Noble’s and Toni Roddie’s S.T.A.G Studio events at Korova – 19 November).

Hemingway references an article he wrote, “Why I Hate The Creeping Suburbs” in which he describes the Wimpeyfication and ‘Barratification’ of Britain.

The issues surrounding ‘urban sprawl’ are now recognised by the United Nations (as well as by most serious, thoughtful local planners); our ecology and biodiversity are not all that is at stake – our very health is jeopardised by the cities and suburbs over spilling into the countryside (increasing asthma and heart problems come with increased pollution; obesity from lack of exercise as we all commute to and from the cities to work, alcoholism increases, and so do social problems).

As a designer who has identified a problem does, Wayne decided to ‘look inside’ the issue, ‘see what he already knew’ about housing, and propose solutions.

He showed poignant photos at this point – a fairly new housing development which clearly looked more like a prison or factory; a beautiful Victorian pub turned into a block of (very unattractive, compact) flats, and a Liverpool street which once offered small, good first homes, now earmarked for high-rise flats.

He cautioned that mortgage companies (which could have provided mortgages for people to fix and modernise the existing homes on that Liverpool street) are dictating the state of our housing by what they will lend money for.  They seem to favour mortgages for new properties and turn down those who want to refurbish and improve properties.

The old Victorian homes may leak carbon, but they have been around for one hundred years, and thus have less of a carbon footprint than the alternative of tearing them down to make flats.

Wayne has designed housing estates which have very few, if any, equals in the UK.

There are leisure spaces for families (sand, trees, tables, different levels, etc. – some of the best design work he ever did, he tells us), and community gardens.  No one vandalises these (or the outdoor communal Ping-Pong table) because everyone’s families had a hand in creating and designing them in the first place.  The design for these estates started with people first and what they wanted and liked – the actual housing came second to the people.

Wayne ends with some great footage of his and Gerardine’s ‘Museum of Lost Content’ (a home for vintage design which might otherwise be forgotten) and the Vintage event – a massive ‘happening’ (for lack of a better word) held last year at London’s Southbank.

This festival combines decades of design and fashion, iconic music, bands, events and everything that celebrates Britain you can imagine in one place.   It was attended by thousands.  As words fail me, I suggest you visit http://www.vintagebyhemingway.co.uk/ and let the design do the talking.

Wayne also discussed photos he has of an Aberdeen estate; there are signs prohibiting virtually every kind of activity a child (or adult) might want to indulge in, including the dreaded ‘ball-playing.’

Question time arrives, and I am dying to ask for a comment on the future of our Union Terrace Gardens then and there.  However I decide that once the designs are unveiled, I will contact Hemingway.  I have no doubt he will have something useful to say after tonight’s talk.  It was a valuable and thought-provoking evening, and I was glad for this glimpse into ‘Wayne’s World.’

Old Susannah looks back at the week that was and wonders who’s up to what and why. By Suzanne Kelly.

Old Susannah is having trouble sleeping at the moment for several reasons. Firstly, there is the sheer excitement over the UTG design competition – which design will I fall in love with?  What will be built that will make the world beat a path to Aberdeen for coffee, baguettes and monorail rides? Will Paris, New York and Rome empty as people come to Union Square and the new UTG?
Secondly, I am worried about Ms Aileen ‘Homalone’ who has dropped out of the public eye, and refuses (to date) to answer questions about the finances needed for the phase 2 attempt to plant trees on Tullos, and the money to shoot those extremely hungry deer.  It looks as if there isn’t any money, but no one’s talking to the public just now.

I did email to say ‘C’mon Aileen’ – and she replied that ‘an officer (if not a gentleman) would get back to me’.

I gently reminded Homalone that she had at least a little responsibility for the scheme to rid Tullos of vermin deer and plant 89,000 trees where trees had failed before, as she’d taken a wee bit of the public relations credit for this great scheme to begin with.  I expect as soon as she turns her razor-sharp mind to the task of analysing all the facts and figures regarding the tree planting, deer and slaughter, she’ll revert to me asap.

I don’t think I’ll hold my breath though.

You may recall the deer are under the death sentence because we must be cheap when using ‘the public purse,’ and Aileen being a good Lib Dem can’t stand any waste of public money.  Quite right.

No such restrictions apply to buying crucial carriage clocks and expensive pens from the Common Good Fund.  

If you are in Inverness, you have to apply to use the common good fund there, and a committee decides if your charity should get a bit of the fund. They seem to have helped quite a number of deserving causes, and the application procedure is the same for the rich and the poor, believe it or not.  It is not quite as easy to get a handle on who has their fingers on Aberdeen’s CGF sporran strings. But I digress – again.

Thirdly, I can’t sleep now that I know it’s OK to shoot small mammals and birds on Tullos Hill whenever you want – you just need a permit and the right kind of gun. I am amazed that no one’s been shot there yet. I am also amazed that people still like to hunt living things, but I guess I need to acknowledge that the law allows this.

So do keep walking on Tullos, but keep in mind bullets can travel long distances, and wear your bright clothes and your bulletproof vest.  And for goodness sake, don’t wear any of those novelty deer antler headbands.

Vermin:

(noun) 1. insects such as lice, ticks or fleas (or the more fashionable bedbugs plaguing New York at present) which can lead to infestations. 2. birds and mammals that eat other animals / game. 3. animals which are after the same food as people or domestic animals (How dare they!).

The police sent me some detailed answers about the gunman spotted on Tullos Hill in early September after I did one of my little FOI requests.  The hunter would not legally have been after the roe deer – but the police made it clear that such ‘sportspeople’ are allowed to shoot ‘vermin’. The police definition of what constitutes vermin seems to include deer. So the next time you and a roe deer are trying to nibble the same 2,000 trees, just kill it – as long as you have a permit and are using the right kind of bullets and rifle.  Result!

But if the deer aren’t after the same quarter-pounder you want, and the squirrels (red, black, grey – I don’t discriminate) aren’t after your chocolate shake – then are they really vermin? The vermin label put on these wild animals justifies the gamekeeper poisoning the birds of prey, the snare-setter (snares are still legal for some reason) who kills indiscriminately, and the council targeting the Tullos Hill deer.

Speaking of the council (well some of them anyway), I’d best move to another definition before someone comes gunning for me.  And for some reason, a related word comes to mind now that I’ve mentioned our City Council.

Parasite:

(noun – English ) an insect or other creature which feeds off of a host animal to the host’s detriment. 

Let’s consider bloodsuckers, worms, leeches and ticks. These are some of the parasitic vermin infesting your city council. You do have the right ammo to despatch them – or at least you will come May elections with your vote. The parasites in question feed of resources such as The Common Good Fund, Council Taxes and all-expense paid hospitality.

Like a swarm of locusts, they descend on areas such as the AECC and the Beach Ballroom if so much as a free sandwich can be had.  Parasites such as these are notoriously thirsty, and can empty cases of drink in nanoseconds.

Do not get too close to such creatures – they may well carry disease.  Do instead hide your money (offshore if possible), and guard any green spaces, which these parasites can easily destroy if not kept in check.

“Cultural” spaces:

(noun, English Modern) a wholly new concept of “space” where “Cultural” “events” can take place.  Not to be confused with existing businesses or arenas and spaces they have for cultural events.

If it’s not hard enough for me to get any sleep with everything else going on, the Evening Express told us on 8 October that there is a ‘plan’ to attract ‘top performers (!)’ to Aberdeen.  This brand-new idea, never before attempted, would see the ‘proposed new park over (?!!) Union Terrace Gardens’ filled with “cultural” spaces.  (By the way, the quotes around the word “cultural” appear in the Evening Express piece on this subject, so I’d better leave them in).

“Culture” of course is something that we people not in ACC, ACSEF, or SEG can’t really appreciate or understand.  ( Remember – Stewart  Spence, stalwart of the Marcliffe wrote to the P&J last week to call people opposed to these great new plans ‘NIMBYS and luddites’.  Who can argue with him?).

The AECC – long propped up by the taxpayer – and the Lemon Tree (likewise on a taxpayer sub) have never attempted to bring Top Performers here before.  Likewise none of the independently-owned  bars and clubs (not supported by taxpayers by the way) have tried this either.  Some years ago I got my hopes very high about Top Performers coming here, but in the end, Geri Haliwell had to pull out of doing the AECC.

Now in another guise, Scottish Enterprise might not really be permitted to shell out large amounts of taxpayer cash to create “cultural” spaces if these new inventions borne of taxpayer money would compete with already-existing public funded and/or private spaces. 

But the story with UTG is different somehow – kind of like when Scottish Enterprise took the money the Arts Council had earmarked for Peacock (who had wanted to , er, create a “cultural” space in UTG first).  Hmm – I must remember to soon define ‘intellectual property’, ‘copyright’, ‘lawsuit’ and ‘moral rights’.

I for one am happy to subsidise the AECC directly and indirectly (the City Council somehow needs to rent large amounts of office space at the AECC despite its large roster of properties) as well as subsidise the other city-owned venues AND find some 140 million towards yet another “cultural” space under/in/over  Union Terrace Gardens.  And if the private sector of the music/entertainment industry in Aberdeen can’t compete, then that’s just showbusiness.

We are in a democracy after all – the richest amongst us get to either be on boards or appoint boards to do what they want done with public spaces – all in the name of “culture”. 

If we don’t ‘get it’, then we are indeed the NIMBYS and luddites Spency thinks we all are.  I shall remember his words when I next book a dinner or a hotel.

Those who oppose the UTG project (not that it is defined yet – not even Old Susannah could do that if the city can’t) will be laughing out of the other side of their faces when I’m having a large latte before Toto opens up for Geri Haliwell near the monorail at the Wood memorial car park “cultural” space centre.  So there.  Gives those luddites something to think about doesn’t it?

I have to digress again – it is because some of us can’t understand how wonderful the whole project is that we oppose it.  It is all crystal clear, but here is a little helpful guide as to who’s doing what about our “culture” space / UTG project.  Here is my little luddites guide to the simple way things work

1.  Locum Consultants – apparently a part of the Collier Group – have been hired to ‘find uses’ for ‘some kind of performance and exhibition space’ created by the UTG project.  Appointed (by whom I don’t know).

(By the way I can find a ‘Locum Consultants’ in Surrey and a ‘Collier International’ in Manchester.  Unless there are companies with those names in Scotland, I guess no one here was up to the job of filling the “cultural” space.  I could be wrong, I could be right).

2.  The Aberdeen City Gardens Trust (ACGT) – works on ‘how to use “cultural” spaces inside (?!!) the proposed new park over Union Terrace  Gardens’.  Unelected.  (This seems to be a “Private, Limited by guarantee, no share capital, use of  ‘Limited’ exemption” kind of an affair – which makes sense as the Taxpayer is paying for it at least in part, and it will be involved in the future of a public asset.  Result!)  Or in words a child could understand – taken from the website:  http://thecitygardenproject.com/news

“Aberdeen City Gardens Trust has been set up, under the auspices of the City Garden Project management board, as a special purpose vehicle to channel funding for the project and deliver key activities within the project plan. The Trust will operate using best practice procurement procedures and will be accountable for the delivery of activities to project management board.

“The Trust will also receive £375,000 of Scottish Enterprise funding from its available funds for major infrastructure projects.

“Cllr John Stewart, chairman of the City Garden Project management board, said: “The fact that Aberdeen City Council is making no revenue contribution to the project means it is necessary to be imaginative in the way in which non-council finance levered into the project is managed. The creation of the Trust presents us with an ideal solution. Equally, it will allow for contracting of the required services involved in the next steps and for the project to progress to the design competition stage and complete the business case for the TIF application. Through the TIF we will be to access funding not otherwise available to invest in the art gallery and the St Nicholas House site, enhancing and reinvigorating our city centre.”

“The founding directors of the Trust are Tom Smith and Colin Crosby who will be joined by Directors from Aberdeen City Council and others involved in the project in due course”.

3.  The City Gardens Monitoring Group – exists to hide its doings and to  decide that the public should not vote on the option of leaving the gardens as they are in the current design competition for the 6 finalists (chosen by an unelected group and guaranteed loads of dosh for getting this far).  The Group redacted its minutes to the point you had no idea who was in it (unless you cut and pasted the redacted text and found none other than Aileen Malone was involved).  Unelected.

But for those of you still not clear, here is an excerpt of who’s who and who’s doing what where from our City’s very own website:  http://www.aberdeencity.gov.uk/

“The membership of the Project Monitoring Group comprises Councillors Malone (Chair), Boulton, McDonald, Kirsty West, Wisely, Young and Yuill.

This diverse membership of people with no vested interests in the project going ahead or not will reassure us all.  But somehow, I still can’t get any sleep.

4.  Malcolm Reading – a design consultancy which shortlisted the winning entries in the design competiton, an amazing feat, as there was and is no design brief in existence approved by ACC.  What Malcolm Reading will earn is unknown; how exactly it was appointed is also a mystery to me.

5.  The BIG Partnership – a PR consultancy which tells us how great it all is going to be.  I don’t know how they were appointed or what they will earn. (not to be confused with ‘The Big Sleep’.)  STOP PRESS:  The BIG Partnership has recently announced a new client:  The Wood Family Trust.

6.  ACSEF – A board of business people and city officials who, well, do what they like.  Includes one impartial Mr S Milne.  Known for issuing warning as to dire consequences for Aberdeen if we don’t build on the garden.  ACSEF is an invention of ACC, and funded at least in part by the public purse which we are all so keen to use sparingly.

7.  Genus Loci – a document produced supporting ideas for the Garden’s future as long as these don’t include a garden for the future.  Famous for proposing the monorail idea.

8.  Scottish Enterprise – a quango, unelected, on a mere £750 million or so per year which holds meetings, and supplies members to sit on the board of ACSEF, and who gave the world Jennifer Craw, now on the Wood Family Trust.  Which of course has a seat or seats on the secretive City Gardens Monitoring Group – or was it the Aberdeen City Gardens Trust.  Unelected and expensive.

9.  Wood Family Trust – er, apparently the wood family and/or friends who want to get rid of the wood in the gardens apparently, for “cultural” spaces.  Apparently not elected.  This Trust has possibly one or two overlapping areas with some of these other groups,  maybe.

10.  Project Implementation Team – are on hand to implement the project whether or not the public want them to.

Now that you see how simple it all is, I trust that there will be no more whining about the expense of paying all these companies off, signing a lease for a few thousand years for the gardens, or whinging about issues of ‘transparency’.

As that little Meerkat person on TV would say, ‘Simples’.

I was going to define ‘Impartiality’ this week as well, and how it relates to TIF, BID, and so on.  However, I now have a headache for some reason, and there is a knock on my door which may be the sherrif coming for my furniture.  ‘Impartiality’ it is for next week then.  And ‘Old Boys’ Network’, ‘Nepotism’ and ‘Greed’.

Mike Shepherd, Chairman of the Friends of Union Terrace Gardens, puts the case for keeping Union Terrace Gardens.

Union Terrace Gardens are a vital part of Aberdeen’s heritage.

The city centre park was planned by Alexander Marshall Mackenzie, the architect who also designed the Art Gallery, St Marks and the frontage of Marischal College.

If Union Terrace Gardens feel as if they belong in the city, it is because there is a harmony between the park and the surrounding buildings, several of which were designed by Marshall Mackenzie.

There is a sense of architectural authenticity. This authenticity would be lost if a six-acre modern square is built, which would be surrounded by Victorian granite buildings. The singer Annie Lennox has described this possibility as an act of civic vandalism.

Aberdeen’s heritage matters.

The beautiful granite buildings give us a sense of place and belonging. We identify with our heritage, and Aberdonians are proud of their beautiful city. The replacement of the old with the new, artlessly done, erodes the unique feel of Aberdeen, and starts to make our city look like everywhere else.

The Gardens are beautiful and spectacular.

The Gardens provide shelter below street level under the hustle and bustle of the city centre. The shelter is enhanced by the 78 mature trees in the Gardens, all of which will be chopped down if a modern city square is to be built according to the technical feasibility study.

An Aberdeen Council document states the following:

Union Terrace Gardens has many qualities to be exploited and enhanced including:

– Topography which provides a unique and dramatic setting for the surrounding historic townscape and bridges, and an essential component of the identity of the City Centre

– The character of buildings to the rear of Belmont Street

– The setting for His Majesty’s Theatre, St Mark’s and the Central Library, Denburn Viaduct and Union Bridge

– Green space and mature trees

– One of the last locations where the historic relationship of Union Street to the old city can be appreciated

The development of Union Terrace Gardens is not a done deal.

There are many obstacles in the way of the so-called City Garden Project, such that it is unlikely to happen.  The project depends on the Council borrowing £70M to fund the project through Tax Incremental Financing. The council, who are £562M in debt, cannot afford to take any more risks on borrowing.

There is no public consensus for the project: indeed a consultation held two years ago rejected the scheme. The politicians are hoping to address these concerns by holding a referendum, which will inevitably support the retention of the existing Gardens.

There is a much better alternative to building a modern and intrusive city square in the middle of the Granite City.

The Friends of Union Terrace Gardens group are committed to the sympathetic restoration of our city centre park. We intend to act in a similar capacity to the Friends of Duthie Park; Duthie park will benefit from the funds attracted by the Friends and will be restored to its former glory. Likewise, the Friends of Union Terrace Gardens intend to return Union Terrace Gardens to a fully-functioning park again.

It wouldn’t take much.

Our park needs some tender loving care, new toilets, a play pen, improved access. We have organised social events in the Gardens and we are instrumental in making Union Terrace Gardens a fun place to visit. It is a park that is a key part of Aberdeen’s heritage, the green heart of the Granite City.
