Local resident Heather Coull has been selected by SNP members in Westhill & District ward to join Councillor David Aitchison in seeking election to represent the ward on Aberdeenshire Council.

Councillor Mandy Allan, who has represented the Ward since 2007 is stepping down at the forthcoming election owing to work commitments.

Heather Coull was born in Aberdeen and has lived all her life in Aberdeenshire. Heather, aged 38, is married and is the youngest daughter of two school teachers.

Heather is committed to lifelong learning. She studied at RGU where she successfully achieved both BA and MSc degrees. 

As a former oil and gas industry worker, Heather has the experience and background to identify with a large number of residents in and around the Westhill area.

A member of Westhill & Elrick Community Council, one of Heather’s main priorities and areas of focus if successful in being elected will be in supporting and championing community groups in Westhill and the surrounding villages to achieve their ambitions via community choice budgeting.

“I am delighted to be selected as an SNP candidate for the Westhill & District ward and if elected I aim to carry on Mandy Allan’s good work and work together with David, and indeed the other Westhill councillors, as a strong team for our local area.”

David Aitchison was elected as a councillor at the 2012 election and was formerly a surveyor in the civil service. David who is married with 3 children grew up in Eyemouth and worked in Edinburgh, Nottingham and Durham before moving to Westhill over twenty years ago.

Since being elected David has served on the Infrastructure Services, Scrutiny & Audit and Education & Children’s Services Committees. Since June 2015 he has been Chairman of Aberdeenshire’s Infrastructure Services Committee and Vice-Chairman of NESTRANS, the North-east transport partnership.

Commenting on his selection David Aitchison said:

“It has been a privilege to represent Westhill & District and I am delighted to be a candidate to represent the ward again.

“In my two years as an administration senior councillor I have been able to oversee policies on regeneration, planning and economic development which will benefit Aberdeenshire.

“Westhill is now at a crossroads in terms of its development. It is time to consider what we want our community to look like in the future. If re-elected I will continue the dialogue that I am already having on this issue and work with partners and residents to create a vision for the future which Westhill deserves.”

East Garioch councillor, Martin Ford is continuing to press the case for the proposed rail halt at Kintore as funding is promised for the project but the planned opening date is pushed back.

The latest funding contribution was agreed at the North East of Scotland Transport Partnership (Nestrans) board meeting on Friday (2 December). The Nestrans board was advised the Scottish Government had increased its agreed funding contribution towards constructing a station in Kintore to £7.32 million (60 per cent of the estimated cost) while Aberdeenshire Council had now committed up to £1.898 million.

By agreeing to an increased allocation of £2.974 million for Kintore station from Nestrans’ budgets, the Nestrans board closed the remaining funding gap – meaning the entire £12.2 million estimated construction cost is now pledged to the project. 

Councillor Martin Ford is a member of the Nestrans board. He said:

“Clearly, funding is one of the essentials for getting a station built in Kintore. I was pleased to support an increased contribution from Nestrans towards the estimated construction cost. On top of the extra funding now put in place by Aberdeenshire Council and the Scottish Government, this means all the money expected to be required to build the station is now committed to the project. I’m delighted that’s been achieved.”

Friday’s Nestrans board meeting was also advised that the expected cost of the Aberdeen–Inverness rail line upgrade had increased from £170 million to £330 million. The board was told that consequently completion of the upgrading works would have to be delayed so some work could take place in financial year 2019/2020, instead of all work being undertaken before March 2019.

The new planned completion date for the Aberdeen–Inverness rail line upgrade is December 2019, with Kintore station now intended to open in July 2019.

At Councillor Ford’s suggestion, the Nestrans board asked Nestrans director Derick Murray to write to the Office of Rail and Road seeking an explanation for the huge cost increase for the Aberdeen–Inverness rail line upgrade.

Said Cllr Martin Ford:

“The scale of the increase in the projected cost of the Aberdeen–Inverness rail line upgrade is astonishing, especially since the work has already started. What has changed? Or was the previous estimate wrongly calculated? Or why have anticipated prices risen so drastically? We need to have an explanation.”

The original planned opening date for Kintore Station was March 2019. This was brought forward to December 2018 so the new station would be available for passengers when the line between Kintore and Inverurie was due to be closed for several weeks in early 2019 to allow renewal of the viaduct over the River Don. Now, with the upgrading works for the whole line on an extended timescale, the opening date for Kintore station is being pushed back to July 2019.

Cllr Martin Ford said:

“Apart from the alarming overall cost increase for the Aberdeen–Inverness rail line upgrade, the delay in the expected opening date for Kintore station is also very disappointing.”

Aberdeenshire councillors Paul Johnston and Martin Ford have welcomed support from sustainable transport charity Transform Scotland for the re-opening of the Buchan rail line to at least Ellon.

Writing to Councillors Johnston and Ford, Paul Tetlaw, rail spokesperson for Transform Scotland, said:

“In our view Aberdeen is very poorly served by rail and cities of comparable size in continental Europe would most likely enjoy a suburban rail network and some form of tram or metro system. So we would certainly support plans to re-open the railway from Dyce at least as far as Ellon.

“You are in the fortunate position that the former track bed is largely in local authority ownership. In contrast large parts of the Borders railway had been dispersed into multiple ownerships and it is estimated that as much as 40% of the cost of re-opening the Borders line was incurred through having to retrieve and suitably re-instate the sections of the route that had been lost.
 
“There are other lessons to be learned from the Borders line – and these may well have parallels for you. The passenger forecasts for the re-opened stations in the Borders were hopelessly pessimistic. Indeed it is probably true to say that of all the recent rail re-openings across the UK the projections for the stations at Tweedbank and Galashiels were by far the most inaccurate.

“Passenger numbers at Galashiels have in reality been five fold those projected while those at the Tweedbank park and ride site are ten fold the projections. Clearly such errors in the projections led to a poorer business case for the railway and politicians found themselves needlessly having to defend the case for the re-opening. Had the correct projections been used then it would have been clear to all concerned that the railway would be a great success and would be much welcomed by people in the Borders.
 
“The parallels that I would draw in your case are for potential stations in Ellon (Galashiels) and a park and ride beyond (Tweedbank). It is interesting to note that from day one the car park at Tweedbank has been full and overflowing – clearly demonstrating that people are quite prepared to drive in from surrounding towns and villages and then leave their car and take the train into the city.
 
“As a final point I would draw attention to the declared ambitions at both national and local government level to increase the use of public transport and decrease the reliance on the car. It is therefore clear that only a scheme that improves the public transport offering will deliver on these ambitions, any further road building will simply ensure yet greater car use with all the negative impacts on air quality, public health and congestion.”

Mr Tetlaw came to Aberdeen last week for a meeting with Nestrans but also met Cllr Ford and Cllr Johnston during his visit.
 
Cllr Martin Ford said:

“The very positive comments from Mr Tetlaw highlight that re-opening the Buchan line presents less of a difficulty than other lines where the track bed has been sold off piecemeal to multiple owners. Also, that we must not underestimate the potential for park-and-ride when forecasting likely levels of use.”

Cllr Paul Johnston said:

“The proposal to re-open the Buchan line to at least Ellon is gaining more and more support.”

A new option is to be included in on-going studies looking at the possibility of re-opening the former Buchan rail line from Dyce to at least Ellon.
The suggestion of re-opening the Buchan line as far as a park-and-ride station just north of Ellon was put forward by East Garioch councillor Martin Ford at the North East of Scotland Transport Partnership (Nestrans) meeting on 30 September.

The Dyce to Ellon section of the long-closed Buchan rail route has been regarded as the most likely to meet value-for-money criteria for possible re-opening.

In making the proposal for a short additional length of line at the Nestrans board meeting, Cllr Ford cited the passenger numbers on the re-opened Borders line. While overall levels of use of the new Borders Railway during its first year have been well above predictions, passenger numbers have been highest and most above forecast at Tweedbank, the park-and-ride station at the end of the line.

“The unforeseen popularity of long-distance park-and-ride on the re-opened Borders Railway is noteworthy,” said Cllr Ford.

“The success of Tweedbank as a park-and-ride station has contributed disproportionately to the overall success of the Borders Railway.

“The Borders line experience suggests it is well worth looking at the possibility of replicating the model of re-opening to a terminus that provides a convenient park-and-ride facility for the area beyond.

“For the Buchan line, that could mean continuing the railway to a station just beyond Ellon which is easily accessed from the north by bus and car.”

The A948 north of Ellon passes close to the alignments of both the former Boddam branch and the Formartine and Buchan line to Fraserburgh and Peterhead.

Cllr Martin Ford said:

“I believe there is a good case for re-opening at least the southern part of the Buchan railway, but it’s crucial to identify the option with the best benefit:cost ratio to maximise the chances of getting the go-ahead.

“The continuation of the Borders Railway two miles beyond Galashiels to provide a popular park-and-ride facility at Tweedbank has made a major contribution to the success of that rail re-opening. We need to investigate whether doing something similar at Ellon could boost the case for re-opening the railway from Dyce.”

The Nestrans board at its meeting on Friday agreed to continue feasibility studies into future transport options for the Aberdeen/Ellon/Peterhead/Fraserburgh corridor, and to include re-opening the Buchan rail line from Dyce to a park-and-ride station just north of Ellon as one possible option for consideration.

Mid-Formartine councillor Paul Johnston welcomed the Nestrans decision.

“Park-and-rail evidently has potential not just for north of Ellon but also for the B999 corridor at Udny and the A947 corridor at Newmachar. So it’s important to look at all the options,” he said.

The campaign undertaken by Nestrans, the statutory regional transport partnership for the North-east of Scotland, to urge the European Union to exert powers to protect the current level of slots to and from Aberdeen at London’s Heathrow Terminal 5 has received the support from the airports concerned.

Derek Provan, Managing Director at Aberdeen Airport, commented.

“The regular connection into Heathrow is essential to the area as it gives access to one of the major international airline hubs and also a short connection into the centre of London. Scotland is geographically distant from the main European hub airports and, particularly in the north of the country; we have no viable surface access to them. We are also seeking to rebalance our economy by growing our exports, increasing inward investment and attracting more tourists, in line with the UK Government’s Economic Strategy.

“We are building on the increasing exports derived from the knowledge and skills base of our energy supply chain expertise and from our premium food and drinks industry, both of which are making a substantial contribution to the UK economy with significant potential for growth.

“In addition, it gives easy access from the south to the international businesses located in and around Aberdeen and the economic benefit of having this link cannot be overestimated.”

These views are complemented by BAA Strategy Director Andrew Macmillan, who is based at Heathrow.

“Heathrow’s position as the leading international hub airport in Europe gives the UK, and the companies that operate here, direct access to the global markets upon which strong economic growth depends. Connectivity has been central to building and maintaining the UK’s global trading position over the past three hundred years, and it is essential in these difficult economic times that we maintain and improve links between as many different economies as possible.”

Nestrans is collating the views of businesses, politicians and individuals in advance of the UK Government’s aviation consultation, from which the EU will consider options for aviation policy going forward.

Nestrans, the statutory regional transport partnership for NE Scotland, will be submitting its views to Transport Scotland’s Rail 2014 consultation following a positive meeting with members of the North East Transport Consultative Forum.

Derick Murray, Nestrans Director, commented:

“The meeting was extremely useful and covered a variety of rail-related subjects, including through trains to London, commuter trains, Sunday services, overcrowding and comfort levels on the current rolling stock. Once these matters have been discussed and a considered response prepared, we will be writing to Transport Scotland with our input to the consultation.”

Murray hopes that the Nestrans response will result in further enhancements for NE rail passengers. ScotRail has already agreed to introduce additional carriages adding 500 seats to Aberdeen–Inverness services from 12 December as a result of Nestrans raising concerns about overcrowding. This is “excellent news for passengers”, he believes.

Further good news is that from the same day, the 2105 Aberdeen–Edinburgh service will call at Laurencekirk from Monday to Saturday, giving a later last train back from Aberdeen on Saturday nights.

The 0941 Glasgow–Aberdeen service will stop at Laurencekirk and Stonehaven on Saturdays, as well as weekdays.

The Nestrans board will consider its response to Transport Scotland on February 15 with the consultation closing on 20 February.

Nestrans, the statutory regional transport partnership for the North-east of Scotland, has written to the Department of Transport (DfT) as part of the UK Government’s aviation consultation and in response to questions posed by the DfT in its scoping document looking to develop a sustainable framework for UK aviation.

Chair of Nestrans Ian Yuill believes any future air travel policy implemented by the European Union, which is currently considering changes to the landing slot rules, has the potential to make a hugely significant impact, both positive and negative.

“In what was a fairly detailed response, we have highlighted the impact aviation has on our economy and the impact of our economy in the north east on the UK economy as well as the different impacts of aviation for the peripheral regions of the UK compared to the more central areas where surface transport is a viable option.

“While we welcome the proposed introduction of High Speed Rail to central Scotland, it is not, and never will be, viable to extend it to the North east and therefore it is absolutely crucial that existing air links between ourselves and Heathrow are protected. As a region, our economy is dependent on international travel and the logical hub to achieve this is Heathrow.

“Within our submission, we have included many key statistics including the fact the percentage of Scotland’s air traffic through Aberdeen is 13.3% for a population catchment of 8.9% while the proportion of business travellers is 56% compared to 30% for Edinburgh and Glasgow.

“The link between Aberdeen Airport and Heathrow is particularly important in several ways, including access to other parts of organisations, particularly headquarters functions, for inward investors; access to markets for indigenous companies and for inward investors seeking to use a region as a base of operations within a world area; access to suppliers of goods and services from around the world and access to knowledge partners and complementary businesses.

“The recent news that BA is set to purchase BMI, and the likely resultant consolidation of services only highlights the need to be able to protect the current BA service of six rotations each weekday between Aberdeen and Heathrow and we are sincerely hoping this is given due and proper consideration by the Government as part of this consultation which will impact future air policy.”

The EU is currently considering the European regulations separately from the UK policy consultation and any UK policy developed will have to suit any amended EU rule.

 Air travel is crucial for business investment and for Aberdeen’s future as an energy hub.  The Big Partnership explains all on behalf of NESTRANS in a press release sent to the Aberdeen Voice.

Leading bodies in the tourism industry have backed the campaign undertaken by Nestrans,  to urge the European Union to exert powers to protect the current level of slots to and from Aberdeen at London’s Heathrow airport.

Andrew Martin, of the Scottish Centre of Tourism, is under no illusion as to the importance of the service.

“For Aberdeen to remain a significant business centre, the city has to have fast and easy links to the capital. Major oil and gas companies need to be able to send their executives to London and likewise the energy capital has to be able to receive business tourists into Aberdeen.

“While Aberdeen has been successful with business tourism and the four day midweek market and the three day leisure market is vitally important. Leisure tourists from Heathrow are vital for this high spending niche.

 “The link is also crucial for the conference market, vital to the local economy, while most international tourists route through Heathrow.”

These views are echoed by Stephen Gow, Chairman of the Aberdeen City and Shire Hotel Association.

“The regular connection into Heathrow is essential to the area as it gives access to one of the major international airline hubs and also a short connection into the centre of London.

“In addition,  it gives easy access from the south to the international businesses located in and around Aberdeen and the economic benefit of having this link cannot be overestimated.”

Local organisations are backing calls from NESTRANS, the statutory regional transport partnership for North East Scotland, to urge the European Union to exert powers to protect the current slots enjoyed by Aberdeen at London’s Heathrow Airport, particularly in light of the proposed development of High Speed Rail to Edinburgh and Glasgow. Rita Stephen, ACSEF Development Manager stated:

“The North-east of Scotland is a truly global economy, largely due to the oil and gas industry, which accounts for around £7.2 billion of economic output from this region.
Our export success relies on the ability of our companies to reach their markets easily and efficiently. In most cases this is through a hub airport and Heathrow is a vital hub for many of the oil and gas provinces around the world.”

“This is underlined by the fact that Aberdeen Airport has an exceptionally high percentage of business travellers – 56% compared to around 30% for Edinburgh and Glasgow.

“The economic consequences for both Aberdeen City and Shire and the UK as whole of losing Heathrow as a hub would be disastrous, particularly at a time when the Government is relying on export activity to help drive the country out of recession.

“Air travel reduces peripherality and while efforts are rightly being made to switch to more sustainable modes of transport, locations such as Aberdeen and Inverness, must continue to have reliable and regular access to an airport hub.”

“The University of Aberdeen is in the top one per cent of the world’s Universities, As such it competes and collaborates in a global market. Frequent and easy access to Heathrow is a critical to enable our staff to collaborate with the world’s best and to access the leading conferences; and for our students, many of whom come from around the world or from the south of England.

“Without these regular links to Heathrow and thence elsewhere in the world it would become increasingly difficult to recruit and to retain the best staff and students.”

Executive Chairman at Romar International, George Yule:

Romar is a local company expanding its business interests into more overseas markets, as are many other Aberdeen-based SME’s, and it is important that effective links to international hub airports are retained in NE Scotland, otherwise our geographic positioning will become a real hurdle to doing business on an international scale.

“This area contributes significantly to the UK economy and there is more that companies such as Romar can do – but we need the connections to the likes of Heathrow for incoming visitors to our business, many of whom fly into Heathrow from overseas locations.”

Duncan Fraser, Dons’ Chief Executive:

“Given our location, we sometimes have to really ‘sell’ the idea of coming to Aberdeen from players outwith this country and any dilution of the air links between Aberdeen and Heathrow would seriously damage the attraction to players moving forward. Rob Milsom, who we signed from Fulham, is a case in point while the connectivity from London was a significant factor to the likes of Rory Fallon, whose family are in New Zealand.”

Individuals and organisations throughout the North of Scotland are being encouraged to get behind a campaign to ensure current connectivity to and from London and the rest of the world is maintained in future years. In this piece issued on behalf of Nestrans & HITRANS by The BIG Partnership, Nestrans sets out its position.

Nestrans and HITRANS, the statutory regional transport partnerships for the North-east and Highlands and Islands respectively, are hoping to persuade the European Union to exert powers to protect the current slots enjoyed by Aberdeen and Inverness, particularly in light of the proposed development of High Speed Rail to Edinburgh and Glasgow.

Chair of Nestrans Ian Yuill explains the rationale behind the move:

“The business case for High Speed Rail being extended to Edinburgh and Glasgow is significantly stronger than the case for London to Birmingham and supporting such an extension would provide significant benefits to London and England. This will not only come from increased connectivity between the central belt of Scotland and the North and Midlands of England benefiting both sides of the border but will also reduce very substantially the numbers of flights between the major cities of the UK and London. This reduction in flights will free up slots at London airports that can be used for other destinations.

“Nestrans and HITRANS have argued that for the small proportion of the country’s population not directly benefiting from this huge national investment, that proportion whose surface journey time to London would be over the recognised three hours cut off time, which would include Aberdeen, Inverness, Belfast, Newquay, Isle of Man and the Channel Islands, alternative arrangements should be made to secure the connectivity required.

“This would mean securing access for existing landing slots at south east airports for these peripheral regions and, speaking on behalf of the North-east of Scotland, it cannot be overemphasised how important an issue this is. This is not about improving the level of service and through it access to our key markets but maintaining it at a time when the critical south east airports are full and pressure is on regional services to give way to long haul routes. “
