A person might think that a chamber of commerce exists to promote local businesses.  Here in Aberdeen this is true as well.  But as Aberdeen Voice’s Suzanne Kelly learns – the taxpayer is funding at least some of the PR work  for the City Gardens  Project – and the Chamber of Commerce and ACSEF seem to be leading the City Council by the nose.

The proposed City Gardens Project/Granite Web is a contentious idea which would see a mix of public and private interests building huge, granite ramps over Union Terrace Gardens.
While this idea may not even get off the ground, it has been a gold mine for some fortunate businesses via the Aberdeen & Grampian Chamber of Commerce – at the taxpayer’s expense.

This article will primarily deal with money that the City Council was invoiced by the Chamber of Commerce for PR-related work.  Before doing so, a little recap of other financial facts will add perspective.

PriceWaterhouse Coopers have come up with some grandiose projections including the creation of some 6,500 permanent jobs and £122 million flowing into Aberdeen every year until c. 2023:  all because of the granite web.  PriceWaterhouse Coopers were first paid £41,000 and change for TIF-related work in March 2010.  Other invoices followed, and so far I have been shown by Scottish Enterprise £71,000 worth of PwC invoices.

These invoices are made out to Scottish Enterprise, and Scottish Enterprise is funded by the taxpayer.  Unfortunately, these projections have been seized upon  by the press and turned into ‘facts’  (The Press & Journal published these and other items in a box entitled ‘facts and figures’ on 19 January next to an article about the PwC projections and the garden’s many projected benefits).

The unelected and free-spending and secretive ‘Vote for the City Gardens Project Group’ have likewise promoted these figures in their literature as being reliable facts as well.  They are projections, and arguably very optimistic ones at that.  Whether or not these glowing projections (that we will have more permanent jobs from our web than London expects from its 2012 Olympics) are based on the fact that PwC is being paid by the side that wants to build the web is something the referendum voters may wish to ponder.

A Freedom of Information request I lodged with Scottish Enterprise some time ago revealed (details of which I have previously published) included:-

While this £648,000 was being spent, Aberdeen City Council was battling with potential job and service cuts in order to balance its books.  It seems that these costs have largely been paid by the taxpayer via Scottish Enterprise and other vehicles, and I can find nothing to show that the Wood Family Trust, which has offered £50,000,000 to further the project, has paid towards any of these costs.  The PR and promotional invoices referred to at Item 5 have been paid by the Aberdeen City taxpayer.

Before moving on to Item 5, which is the subject of this article, some of these other items are worth a further glance.

At Item 2 you will notice we are now talking about some kind of ‘Contemporary Arts Centre project’ – is Peacock already being edged out of the picture at this point?

Item 4 would seem to correspond to PriceWaterhouse Coopers invoices which I referred to.  How much more money has been spent on PWC since this May 2011 exchange is unknown.

From what I have been subsequently sent by Scottish Enterprise, the bulk of the invoices at Item 5 were from the Aberdeen & Grampian Chamber of Commerce to the City Council.  In the words of Scottish Enterprise:-

  • 9 invoices relate to financial year 2009/10 – these total £51,766.60
  • 16 invoices relate to financial year 2010/11 – these total £36,692.95. This total is higher than the original figure stated due to the invoices received after the date of that response
  • There has been no spend on the City Garden Project from the ACSEF budget during the current financial year  (SK notes – it is only February – there is time)

Arguably a mere £88,459 is small change as Aberdeen City contemplates borrowing £92,000,000 (minimum) if the project goes ahead. However, this is money which the City paid from its own budgets – it is taxpayer money.  Should a financially-pressured city use pubic money for propaganda purposes – PR, events and photos designed to promote the City Garden Project?  Is the Wood Family Trust contributing any money towards these expenses yet?  I simply do not know.

If you look at the wording in the table above, ACSEF is apparently approving this expenditure.  ACSEF is a public-private quango, and at the time of writing, Stewart Milne is on its board.  He owns the Triple Kirks land adjacent to Union Terrace Gardens, and he wants to turn this landmark into an office complex which will likely enrich him if it goes ahead in my opinion.

Despite several emails, no one in a position of power has the slightest qualm with Mr Milne potentially having a conflict of interest.    Why precisely ACSEF is allowed to commission and recommend for payment invoices to the City Council is a matter I personally find worrying.

Virtually none of the invoices from the Chamber to the City specify who / what company actually performed the services in question.  What company got all the PR work?  Who took the photos?  I do note that Zoe Corsi of the BIG Partnership is on the Chamber’s Board of Directors – as are other key players such as Tom Smith, one of the two directors of the private entity, Aberdeen City Gardens Trust.  This company seems to be in the thick of the decision-making processes; it is apparently the company which is holding onto the results of the design finalist public vote – which it refuses to release at present.

The taxpayer apparently paid for that exhibition and the public vote – and yet a private company seems to be withholding the results.  The argument has been put forth that it is no longer relevant.  Many people took the opportunity to write on the voting papers that they were against all the schemes and wanted the gardens retained and improved.

The public should have had this ‘no’ option at the final selection vote, but it seems councillors who asked for a ‘no’ option were outmoded by the Project Management Board (note – see the website listed previously for details of how all these companies and entities have interesting personnel overlaps).

It may be of interest to accountants that the party which actually performed the work not specified on these invoices, and with only a rare exception is VAT ever charged.  It would be interesting to know whether or not the Chamber of Commerce adds any fees or commission charges to the work it is invoicing the City for.

Highlights of the list of invoices include:-

  • £180 paid for a photograph showing ‘inaccessibility of Union Terrace Gardens’
  • over  £25,000 paid for ‘Stakeholder engagement’ events and so on since October 2009 to August 2010
  • £3500 paid to ‘Comedia’ for Charles Landry to attend event / speak
  • Redacted line items and handwritten notes adorn several of the invoices
  • One invoice – No. 42407 shows only one line relating to ‘coach hire’ – this is £246.  However, the total shown on this one page invoice is for £7444 – what has happened?
  • A January 2010 Advertising bill from Aberdeen Press & Journals for £ 2,820 ( See: http://fraserdenholm.blogspot)
  • £11,000 in February 2010 charged from the Chamber to the City for “Development of images, movie, powerpoint and exhibition material for City Square Project as per attached sheets”

As to the redacted text on the invoices, redacted text has started showing up in Project Monitoring  Board minutes and reports again, despite Councillor McCaig’s previous intervention to cease this practice.  One company which has had its name redacted from recent documentation is Brodies.

The value of three Brodies invoices which I received copies of is around £12,000.  One of these invoices from April 2011 is for:

“City Gardens Project – Development Constraints Report (Legal  [sic] To fee for professional services in connection with the preparation of a development constraints report relating to the title of Union Terrace Gardens, Aberdeen, and surrounding land.”

I suppose our City’s in-house legal department cannot be expected to know whether or not it has free title to Union Terrace Gardens.   Happily, experts have demonstrated the land is Common Good Land.  As such, whether any of these garden projects can or should be legitimately carried out will be a big question in the future.

Earlier we saw how ACSEF was allowed to recommend these expenditures; we have seen how the Chamber of Commerce invoices the City for ACSEF-approved costs.  If we were to put in some of the over-lapping names from ACSEF and the Chamber of Commerce into the equation, we would be able to see that:

ACSEF [including Stewart Milne, Jennifer Craw (of Wood Family Trust), Tom Smith (Director, Aberdeen City Gardens Trust), Colin Crosby (Director, Aberdeen City Gardens Trust), Callum McCaig (ACC) ]

approved invoices generated by the Aberdeen & Grampian Chamber of Commerce [Colin Crosby; Zoe Corsi (BIG Partnership) , former director Tom Smith]

for the City Council [Callum McCaig]

to approve to further the aims of the Garden Project (CGP entity members include John Michie, Colin Crosby, Jennifer Craw).

Given the above, I suggest that the time is right for an entire re-think of how this project has been allowed to develop, and a full investigation into the demise of the Peacock plan and an investigation into the genesis of the current state of affairs might not be a bad idea as well.

While this is going on, a local care home has announced it will no longer provide 24/7 on-site staff as there is not enough money.  Residents were told to drink less fluids at night time.

It was an emotional day in Pittodrie’s Richard Donald Stand on December 17 when the AFC Heritage Trust and the club’s Former Players’ Association unveiled their memorial to Eddie Turnbull, Dons manager from 1965-1971. It was a bitingly cold morning, but Voice reporter Faye Keith was there to capture the warmth.

Before inviting Eddie Turnbull’s daughter Valerie Low and his granddaughter Carolyn to unveil the permanent memorial, Heritage Trust Deputy Chairman David Innes described Turnbull as “among the greatest Dons’ heroes of all” and read tributes to their mentor from former goalkeeper Bobby Clark and 1960s skipper Ally Shewan.

Clark’s own admiration for the man he followed from Queens Park to Pittodrie in 1965 is summed up by his admission that the training sessions he runs in the US, nearly fifty years after he and Turnbull first worked together, are still based on techniques that he learned under the man they still call ‘boss’.

Valerie spoke unplanned and off-the-cuff in the most emotional tribute of the day when she praised the kindness of the Dons and “Eddie’s boys” to the man himself and to the Turnbull family. Some of these boys wiped away a tear as she told them:

“You respected, feared and loved him, but he adored you”.

The final words of the day came from Martin Buchan who read a message sent by the Dons’ legendary defender Henning Boel. Ian Taylor interactively contributed his version of Turnbull’s own unique method for dealing with Henning and the Scots/Danish language barrier before the 1970 Scottish Cup final.

As well as Buchan, Shewan and Taylor, Dons of the Turnbull era including Harry Melrose, Paddy Wilson, Alistair Sandison, Jimmy Wilson, Joe Harper, Jim Whyte, Tommy Wilson, Ron Keenan, Tam McMillan and Ian Cumming attended, testimony to their shared respect and admiration for a true Aberdeen legend. One fan, learning that Ernie McGarr was in attendance, said that this was no surprise, as it was an icy morning and there was a gritter parked outside.

Eddie himself would have laughed loudly at that. So would Ernie. It was that sort of day.

The obvious affection these men still have for each other is proof that Turnbull was a team builder of a rare and very special kind and the memorial is a simple and dignified tribute to a great football man.

The memorial is on public display in the Richard Donald Stand concourse and will be given a deserved place of prominence in the new stadium.

Voice’s David Innes reviews the new CD by Pharis & Jason Romero,  ‘A passing Glimpse’, with more than a passing interest.

Taking time off from building high quality banjos in a British Columbian forest, Pharis and Jason Romero, both already well-known in their own right in North America, release A Passing Glimpse, a delicately simple but emotional debut as a duo.

Drawing heavily on traditional ‘old-time’ sources and with accompaniment unadorned beyond their own instrumentation, A Passing Glimpse is a triumph of melodic and harmonic simplicity.

Their own compositions, credited largely to Pharos, including the outstanding ‘Forsaken Love’ and ‘Lay Down In Sorrow’, stand tall alongside those of The Carter Family, Leadbelly and others.

In delivery, the harmonising is resonant, intuitive and made to sound effortless, never better than on Dottie Rambo’s gospel ‘It’s Me Again Lord’. Limiting the instrumentation to guitar and banjo and featuring Jason’s considerable picking skills in tight, disciplined solos and an inspired instrumental attack on ‘Cumberland Gap’, adds to the back porch organic atmosphere of an album which has been an ever-present in American and Canadian roots charts since its release.

Brian J Carroll, a long serving Aberdeen Civil Servant takes a look at the crucial role the Civil and Public Services play in our day to day lives and argues that this should be gratefully acknowledged.

Lets be thankful for Civil and Public Sector employees !

I have worked in the public sector for over 30 years and have reason to be grateful to the public sector for employing me but also have reason to be grateful for the services other civil and public sector workers provide to me, showing that they have a dedication, commitment and loyalty second to none, in the service I and others within and in other services deliver to the public on a daily basis.
Once these services are gone they will never ever come back again!

Lets hear it for all the hard working, dedicated, committed and loyal civil and public servants who have provided me and no doubt a lot of you with the services we need to see us through life from cradle to grave:-

  • My school teachers who taught me my letters and numbers, to read and write, english, arithmetic and maths, foreign languages, history and science
  • The nurses who came round and inoculated us against TB, mumps and measles
  • The Doctors and nurses in GP practices and hospitals who looked after me when I needed them
  • The air traffic controllers who saw to it that my holiday and work flights took off and landed safely
  • The benefit officers who helped me out when I was unemployed, skint and looking for a job
  • The registrar for doing their job in respect of births, marriages and deaths
  • The midwives who helped in the safe delivery of my nieces and nephews
  • The court officials, administrators and Procurator Fiscals who ensure that justice works on a daily basis
  • The radiographers who X-rayed me
  • Those at the blood transfusion service who helped me to help others
  • The firemen who put out a fire in a flat next to mine a number of years ago and the policeman who assisted in clearing the flats next to the one on fire
  • The gardeners who keep our parks looking nice
  • The refuse collectors, without whom we would be in a terrible state
  • The social workers who help and assist people daily with their problems and issues
  • The paramedics who answer our calls for help, day and night
  • The court officials who assisted me in dealing with my fathers estate
  • The physiotherapist who helped me after breaking my foot at rugby
  • The police officers who answer our calls for help day and night
  • The HMRC staff who assist with Tax Returns
  • The DWP staff who assist us in getting benefits and finding jobs
  • The librarians who provide a reading facility and library second to none
  • The museum officials who continue our learning of this country and the world
  • The grave diggers and others who give us a place to rest and a dignified send off

All these people are to have their nationally agreed pension rights cruelly slashed. The government says:

“They have to take the pain just like everyone else.”

Just because private sector employers who make billions of pounds of profit offer their employees such lousy pensions or no pension at all, does not justify underpaying public service pensions when they are affordable, fair and actually costing the country and the taxpayer less as time goes on.

The average public sector pension is £5600. The average private sector pension is £5800, The average company directors pension is £175,000 – they still have final salary pensions; that is the real scandal and rip off of pensions in Britain today.

Nobody joins the civil and public sector to get rich. They do it to serve the public. They have a public service ethos. We should value that and thank them for it – not vilify them at every turn on the back of government rhetoric and lies.

Aberdeen Voice reporter Suzanne Kelly attempts photography around Union Terrace Gardens Design Exhibition, only to be threatened with police and forced to delete some photos from phone. 

Last week a news story showed just how far security had over-ridden basic civil rights, as a father from Glasgow was apparently cautioned by both private shopping mall security and police. He had taken a photo of his daughter atop a child’s seat within the confines of the mall in question. It seems signs warned shoppers against taking photos, and this otherwise perfectly harmless photo wound up being a cause celebre.

A Facebook campaign to boycott the mall was organised, and the suddenly contrite shopping mall seemed to have changed its colours.

Perhaps Apardion Security (motto: “job done”) which work Aberdeen’s Academy Shopping mall and Aberdeen City Council didn’t get wind of this story. 

Despite absolutely no signs prohibiting photography being visible in the mall itself – despite my taking a photo while standing on a public street of a poster – I was followed by security from one mall to the next, cornered, threatened with police and legal action being implied –  and forced to delete some (but not all) photos from my phone:  from a guard who refused to say who he was or who had given him this instruction to stop photographers.

I had spent a pleasant morning at an event in town – Prince Charles had arrived to unveil and dedicate a statue erected to commemorate the Gordon Highlanders.  It was a great  morning, a well-attended event, and provided a good opportunity to talk to Gordon Highlanders, who were all happy to talk about this now legendary unit, sadly resigned to history in 1994.

At the end of the event, I bumped into two separate people who had been taken aback by the over-enthusiasm of security guards at the Academy Shopping Mall. 

The mall, with several vacant shops, is to be the home of the public exhibition of the six designs shortlisted to win a competition to replace the city’s Victorian Union Terrace Gardens with some form of design centre/parking/shopping/’cultural’ space. 

The actual competition shop is not within the Mall itself but in the old ‘Pier’ outlet on Belmont Street, formerly a Presbyterian Church which houses a tribute to Mary Slessor. Aberdeen’s other memorial to Mary Slessor lies in Union Terrace Gardens and would be obliterated by any new design. 

Many journalists have written to reflect the public’s dismay at the proposal to change the gardens.  They are the remains of the Denburn Valley as landscaped in Victorian times.  They are the only city-centre green park and contain listed, ancient trees – some of the few trees in the City Centre, seen as vital against air pollution. 

The City it should be rememembered is nearly £500 million in debt, and does not have money for this project, estimated to cost upwards of £140 million. 

A local millionaire has offered £50 million to change the gardens into something else, an anonymous donor wants to give another £5 million, and the rest will come from Tax Incremental Funding if the City succeeds in a bid to be one of the pilots of the TIF scheme.  If TIF is secured, local retailers will pay increased rates if the area is commercially successful (so trees are not exactly what’s wanted).  And as is suspected, such increased taxes on the retailer will be passed onto the consumer in the final analysis.

With the tales of the two people being harassed, I went to Belmont Street where the space for the exhibitions has a large glass front. 

I took a photograph of a long, thin poster advising that the public display of the shortlisted designs would be forthcoming.  I also stood on the  steps of the shop front (where absolutely no signage warned me against taking photos), and took a single shot of the poorly draped glass window and the paltry displays that were being set up.   Then I left.   

I went inside the Academy shopping centre itself, and noticed a poster saying what shops were in the Academy.  This poster, on a round pillar, advised that several of the shops were vacant.

I thought that would be a good photo.

The premise of those who want to build in Union Terrace Gardens is that shops will revitalise Aberdeen. Aberdeen’s problem, as any first-year economic student would confirm, is not a lack of shop spaces.

Vacant shops are found all across the city centre, as large multinationals offering cheap goods (often made abroad) are taking customers who in more stable economic times would probably have preferred to buy from local shops.

As I was considering this shot I had my mobile in my hand, and was suddenly very aware of a security guard eyeing me as if I were a criminal.  I made a quick call to a friend to say I was going to Marks & Spencer, and I left.

I had by now taken three photos – one of the poster visible to all the world on Belmont Street; one standing on the steps of the shop where the exhibition would be, and one inside the academy showing the rear of the exhibition area.

Upon entering the Bon Accord & St Nicholas Mall, I was immediately stopped by a security guard.  The
dialogue was along these lines, but this is not verbatim (text in blue is the writer):

“Are you the woman who took photos inside the Academy shopping centre?”

“I was on my phone”

“You were seen taking photos and you are not allowed to”

“I didn’t see any signs – who says photos aren’t allowed?”

“you took photos of an exhibition which isn’t even open to the public yet”

“I took a photo of a poster when standing on Belmont Street”

“you also took photos through a window”

“Yes I did – where does it say I can’t do this?”

“If you don’t delete those photos right now I am going to call the police”

“I might call the police myself”

“There is no sign telling me I can’t take pictures”

“we can’t have a sign up telling you everything that’s not allowed”

(at this point the guard, in a deep blue t-shirt with photo ID spoke into his radio)

“This lady is being difficult” he told the person on the other end

“Look- I’ll show you my photos, and you can tell me which ones to delete, OK”

We then looked at my photos.  There were only three.

“Look at this one” I said “you can’t even tell what’s behind the window at all”

The guard didn’t make me delete this.

“And here’s another photo – do I need to delete this?”

The guard did not reply, and I did not delete these photos.  We then came to the photo of the poster

“You have taken a photo of an exhibition which is not even open yet”

“I took this photo while standing on Belmont Street in public – why do I have to delete that?”

“We will call the police”

“What is your name – let me see your ID”

(at this point the man in his 40s, balding, slightly chubby and about 5’5 or so turned his photo ID  badge around so I could not see it)

“I think  your surname started with ‘E’”  “My name is Suzanne”

“I don’t need to know who you are and you don’t need to know who I am” he cut across me.

I deleted the phone photo he told me to.

I had moved – deliberately – outside the shopping centre and stood by the very clear, permanent sign which had symbols of prohibited activities.  In the heat of the moment I noted ‘no radios’ ‘no eating’ ‘no skateboarding’ – but no ‘no photography’ sign.  I mentioned this to the guard.

“We are in a public place now, arent’ we?” I asked “yes”

“Well, then I think I’d better take your picture as you aren’t going to tell me your name”

At this point I took a photo of his back as he scurried away, and another of the prohibited activities poster.

The public are largely against borrowing money to build in Union Terrace Gardens, this was reflected in a public consultation.

Those who are determined that something should go there now have no fewer than 9 entities – either specific vehicles invented for the project, private companies, the quango Scottish Enterprise, and the local economic forum ACSEF promoting the project.  There is also a public relations company (which also apparently represents the Wood Family Trust, involved in the project), the Big Partnership.

It seems as if one or some of these entities are very keen that no one should get any press on the exhibition, certainly no photographs.

Perhaps they will be pleased with the public relations the heavy-handed security measures have provoked.  Perhaps not.

But if those behind the Union Terrace Gardens ‘design’ project do not want the poster  advertising the event photographed, may I kindly and gently suggest it not be posted on a public street?

At the time of publishing, the shopping mall’s staff are unable to comment, and suggest I contact the manager on Monday.  Two security guards are apparently standing in front of the storefront on Belmont Street this afternoon, and are reportedly stopping anyone taking any photos.

Old Susannah looks back at the week that was and wonders who’s up to what and why. By Suzanne Kelly.

Old Susannah is having trouble sleeping at the moment for several reasons. Firstly, there is the sheer excitement over the UTG design competition – which design will I fall in love with?  What will be built that will make the world beat a path to Aberdeen for coffee, baguettes and monorail rides? Will Paris, New York and Rome empty as people come to Union Square and the new UTG?
Secondly, I am worried about Ms Aileen ‘Homalone’ who has dropped out of the public eye, and refuses (to date) to answer questions about the finances needed for the phase 2 attempt to plant trees on Tullos, and the money to shoot those extremely hungry deer.  It looks as if there isn’t any money, but no one’s talking to the public just now.

I did email to say ‘C’mon Aileen’ – and she replied that ‘an officer (if not a gentleman) would get back to me’.

I gently reminded Homalone that she had at least a little responsibility for the scheme to rid Tullos of vermin deer and plant 89,000 trees where trees had failed before, as she’d taken a wee bit of the public relations credit for this great scheme to begin with.  I expect as soon as she turns her razor-sharp mind to the task of analysing all the facts and figures regarding the tree planting, deer and slaughter, she’ll revert to me asap.

I don’t think I’ll hold my breath though.

You may recall the deer are under the death sentence because we must be cheap when using ‘the public purse,’ and Aileen being a good Lib Dem can’t stand any waste of public money.  Quite right.

No such restrictions apply to buying crucial carriage clocks and expensive pens from the Common Good Fund.  

If you are in Inverness, you have to apply to use the common good fund there, and a committee decides if your charity should get a bit of the fund. They seem to have helped quite a number of deserving causes, and the application procedure is the same for the rich and the poor, believe it or not.  It is not quite as easy to get a handle on who has their fingers on Aberdeen’s CGF sporran strings. But I digress – again.

Thirdly, I can’t sleep now that I know it’s OK to shoot small mammals and birds on Tullos Hill whenever you want – you just need a permit and the right kind of gun. I am amazed that no one’s been shot there yet. I am also amazed that people still like to hunt living things, but I guess I need to acknowledge that the law allows this.

So do keep walking on Tullos, but keep in mind bullets can travel long distances, and wear your bright clothes and your bulletproof vest.  And for goodness sake, don’t wear any of those novelty deer antler headbands.

Vermin:

(noun) 1. insects such as lice, ticks or fleas (or the more fashionable bedbugs plaguing New York at present) which can lead to infestations. 2. birds and mammals that eat other animals / game. 3. animals which are after the same food as people or domestic animals (How dare they!).

The police sent me some detailed answers about the gunman spotted on Tullos Hill in early September after I did one of my little FOI requests.  The hunter would not legally have been after the roe deer – but the police made it clear that such ‘sportspeople’ are allowed to shoot ‘vermin’. The police definition of what constitutes vermin seems to include deer. So the next time you and a roe deer are trying to nibble the same 2,000 trees, just kill it – as long as you have a permit and are using the right kind of bullets and rifle.  Result!

But if the deer aren’t after the same quarter-pounder you want, and the squirrels (red, black, grey – I don’t discriminate) aren’t after your chocolate shake – then are they really vermin? The vermin label put on these wild animals justifies the gamekeeper poisoning the birds of prey, the snare-setter (snares are still legal for some reason) who kills indiscriminately, and the council targeting the Tullos Hill deer.

Speaking of the council (well some of them anyway), I’d best move to another definition before someone comes gunning for me.  And for some reason, a related word comes to mind now that I’ve mentioned our City Council.

Parasite:

(noun – English ) an insect or other creature which feeds off of a host animal to the host’s detriment. 

Let’s consider bloodsuckers, worms, leeches and ticks. These are some of the parasitic vermin infesting your city council. You do have the right ammo to despatch them – or at least you will come May elections with your vote. The parasites in question feed of resources such as The Common Good Fund, Council Taxes and all-expense paid hospitality.

Like a swarm of locusts, they descend on areas such as the AECC and the Beach Ballroom if so much as a free sandwich can be had.  Parasites such as these are notoriously thirsty, and can empty cases of drink in nanoseconds.

Do not get too close to such creatures – they may well carry disease.  Do instead hide your money (offshore if possible), and guard any green spaces, which these parasites can easily destroy if not kept in check.

“Cultural” spaces:

(noun, English Modern) a wholly new concept of “space” where “Cultural” “events” can take place.  Not to be confused with existing businesses or arenas and spaces they have for cultural events.

If it’s not hard enough for me to get any sleep with everything else going on, the Evening Express told us on 8 October that there is a ‘plan’ to attract ‘top performers (!)’ to Aberdeen.  This brand-new idea, never before attempted, would see the ‘proposed new park over (?!!) Union Terrace Gardens’ filled with “cultural” spaces.  (By the way, the quotes around the word “cultural” appear in the Evening Express piece on this subject, so I’d better leave them in).

“Culture” of course is something that we people not in ACC, ACSEF, or SEG can’t really appreciate or understand.  ( Remember – Stewart  Spence, stalwart of the Marcliffe wrote to the P&J last week to call people opposed to these great new plans ‘NIMBYS and luddites’.  Who can argue with him?).

The AECC – long propped up by the taxpayer – and the Lemon Tree (likewise on a taxpayer sub) have never attempted to bring Top Performers here before.  Likewise none of the independently-owned  bars and clubs (not supported by taxpayers by the way) have tried this either.  Some years ago I got my hopes very high about Top Performers coming here, but in the end, Geri Haliwell had to pull out of doing the AECC.

Now in another guise, Scottish Enterprise might not really be permitted to shell out large amounts of taxpayer cash to create “cultural” spaces if these new inventions borne of taxpayer money would compete with already-existing public funded and/or private spaces. 

But the story with UTG is different somehow – kind of like when Scottish Enterprise took the money the Arts Council had earmarked for Peacock (who had wanted to , er, create a “cultural” space in UTG first).  Hmm – I must remember to soon define ‘intellectual property’, ‘copyright’, ‘lawsuit’ and ‘moral rights’.

I for one am happy to subsidise the AECC directly and indirectly (the City Council somehow needs to rent large amounts of office space at the AECC despite its large roster of properties) as well as subsidise the other city-owned venues AND find some 140 million towards yet another “cultural” space under/in/over  Union Terrace Gardens.  And if the private sector of the music/entertainment industry in Aberdeen can’t compete, then that’s just showbusiness.

We are in a democracy after all – the richest amongst us get to either be on boards or appoint boards to do what they want done with public spaces – all in the name of “culture”. 

If we don’t ‘get it’, then we are indeed the NIMBYS and luddites Spency thinks we all are.  I shall remember his words when I next book a dinner or a hotel.

Those who oppose the UTG project (not that it is defined yet – not even Old Susannah could do that if the city can’t) will be laughing out of the other side of their faces when I’m having a large latte before Toto opens up for Geri Haliwell near the monorail at the Wood memorial car park “cultural” space centre.  So there.  Gives those luddites something to think about doesn’t it?

I have to digress again – it is because some of us can’t understand how wonderful the whole project is that we oppose it.  It is all crystal clear, but here is a little helpful guide as to who’s doing what about our “culture” space / UTG project.  Here is my little luddites guide to the simple way things work

1.  Locum Consultants – apparently a part of the Collier Group – have been hired to ‘find uses’ for ‘some kind of performance and exhibition space’ created by the UTG project.  Appointed (by whom I don’t know).

(By the way I can find a ‘Locum Consultants’ in Surrey and a ‘Collier International’ in Manchester.  Unless there are companies with those names in Scotland, I guess no one here was up to the job of filling the “cultural” space.  I could be wrong, I could be right).

2.  The Aberdeen City Gardens Trust (ACGT) – works on ‘how to use “cultural” spaces inside (?!!) the proposed new park over Union Terrace  Gardens’.  Unelected.  (This seems to be a “Private, Limited by guarantee, no share capital, use of  ‘Limited’ exemption” kind of an affair – which makes sense as the Taxpayer is paying for it at least in part, and it will be involved in the future of a public asset.  Result!)  Or in words a child could understand – taken from the website:  http://thecitygardenproject.com/news

“Aberdeen City Gardens Trust has been set up, under the auspices of the City Garden Project management board, as a special purpose vehicle to channel funding for the project and deliver key activities within the project plan. The Trust will operate using best practice procurement procedures and will be accountable for the delivery of activities to project management board.

“The Trust will also receive £375,000 of Scottish Enterprise funding from its available funds for major infrastructure projects.

“Cllr John Stewart, chairman of the City Garden Project management board, said: “The fact that Aberdeen City Council is making no revenue contribution to the project means it is necessary to be imaginative in the way in which non-council finance levered into the project is managed. The creation of the Trust presents us with an ideal solution. Equally, it will allow for contracting of the required services involved in the next steps and for the project to progress to the design competition stage and complete the business case for the TIF application. Through the TIF we will be to access funding not otherwise available to invest in the art gallery and the St Nicholas House site, enhancing and reinvigorating our city centre.”

“The founding directors of the Trust are Tom Smith and Colin Crosby who will be joined by Directors from Aberdeen City Council and others involved in the project in due course”.

3.  The City Gardens Monitoring Group – exists to hide its doings and to  decide that the public should not vote on the option of leaving the gardens as they are in the current design competition for the 6 finalists (chosen by an unelected group and guaranteed loads of dosh for getting this far).  The Group redacted its minutes to the point you had no idea who was in it (unless you cut and pasted the redacted text and found none other than Aileen Malone was involved).  Unelected.

But for those of you still not clear, here is an excerpt of who’s who and who’s doing what where from our City’s very own website:  http://www.aberdeencity.gov.uk/

“The membership of the Project Monitoring Group comprises Councillors Malone (Chair), Boulton, McDonald, Kirsty West, Wisely, Young and Yuill.

This diverse membership of people with no vested interests in the project going ahead or not will reassure us all.  But somehow, I still can’t get any sleep.

4.  Malcolm Reading – a design consultancy which shortlisted the winning entries in the design competiton, an amazing feat, as there was and is no design brief in existence approved by ACC.  What Malcolm Reading will earn is unknown; how exactly it was appointed is also a mystery to me.

5.  The BIG Partnership – a PR consultancy which tells us how great it all is going to be.  I don’t know how they were appointed or what they will earn. (not to be confused with ‘The Big Sleep’.)  STOP PRESS:  The BIG Partnership has recently announced a new client:  The Wood Family Trust.

6.  ACSEF – A board of business people and city officials who, well, do what they like.  Includes one impartial Mr S Milne.  Known for issuing warning as to dire consequences for Aberdeen if we don’t build on the garden.  ACSEF is an invention of ACC, and funded at least in part by the public purse which we are all so keen to use sparingly.

7.  Genus Loci – a document produced supporting ideas for the Garden’s future as long as these don’t include a garden for the future.  Famous for proposing the monorail idea.

8.  Scottish Enterprise – a quango, unelected, on a mere £750 million or so per year which holds meetings, and supplies members to sit on the board of ACSEF, and who gave the world Jennifer Craw, now on the Wood Family Trust.  Which of course has a seat or seats on the secretive City Gardens Monitoring Group – or was it the Aberdeen City Gardens Trust.  Unelected and expensive.

9.  Wood Family Trust – er, apparently the wood family and/or friends who want to get rid of the wood in the gardens apparently, for “cultural” spaces.  Apparently not elected.  This Trust has possibly one or two overlapping areas with some of these other groups,  maybe.

10.  Project Implementation Team – are on hand to implement the project whether or not the public want them to.

Now that you see how simple it all is, I trust that there will be no more whining about the expense of paying all these companies off, signing a lease for a few thousand years for the gardens, or whinging about issues of ‘transparency’.

As that little Meerkat person on TV would say, ‘Simples’.

I was going to define ‘Impartiality’ this week as well, and how it relates to TIF, BID, and so on.  However, I now have a headache for some reason, and there is a knock on my door which may be the sherrif coming for my furniture.  ‘Impartiality’ it is for next week then.  And ‘Old Boys’ Network’, ‘Nepotism’ and ‘Greed’.

Old Susannah watches the latest developments in the ‘Deen and the wider world and feels like a deer caught in headlights.  Here is this week’s look at what’s happening where and who’s doing what to whom. By Suzanne Kelly.

This Saturday is Open Doors day; I urge you to get out and visit sites in Aberdeen normally closed to the public.  (I will try and get to Marischal College – but I will also be whale-watching at Torry Battery with local expert Ian Hay at 10:30).

From noon Old Susannah will be at Marks & Spencer collecting signatures on postcards to highlight the plight of our Tullos Hill Deer. The postcards are free and will be sent to the City; please come see me.  The design is a powerful one, I think you’ll agree.

Old Susannah spent last week in France and Italy. I wandered around small towns and capital cities, and was struck at the lack of concrete, shopping malls, and ‘connectivity’.  Small, intimate spaces were around every corner – but you actually were better off walking from place to place. 

Not a single monorail was in sight either.  Small, local shops were busy with locals and tourists – there was no choice but to buy individualistic, hand-made items in most of the places I visited.  Streets were tree-lined; parks filled with interesting plants, and the pavements were amazingly clean.  Even the smallest of towns had rich programmes for retired/elderly people.

I even came across a programme to teach dog owners the importance of keeping their animals under control and cleaning up after them.   Don’t worry – nothing like this will happen here.

Sad to say I missed this year’s Offshore Europe. 

While historically a few firms hire attractive fashion models to talk to prospective clients about North Sea joint venture economics and showcase the latest in directional drilling techniques and so on, this year it seems one firm took things a bit further.  I am told swimsuit models were window dressing for one of the stands.

Perhaps this bathing-suit theme was something to do with subsea operations or ‘diving’ of some sort or other.  Whatever happened to the old-fashioned practice of giving OE visitors lots to drink? In any case, it is a good thing we have more women involved in the oil business, and the presence of glamour models should by no means be seen as a cheap publicity stunt or a large backwards step for equality.

In a happy development, the baby gull that I rescued (with a co-worker’s help) made a complete recovery at New Arc Animal Sanctuary, and will be released soon, along with a Fulmar and some ducklings. Keith at New Arc has his hands full, and is still looking for volunteers and donations.  New Arc will shortly open a charity shop in Banff, and will want your unwanted quality goods (new and used) to sell.  Get in touch with New Arc at  thenewarc1@aol.com

I realise not everyone loves birds and gulls – I’ve not forgotten Mervyn New, who happily blasted baby gulls with a gun (at his work no less).  But it seems a contributor to Aberdeen’s newest free newspaper, Aberdeen City Life, isn’t fond of them, either.

‘Fona’ McKinnon writes in City Life about the ‘Terrorists From the Sky.’  Er, they are birds and not quite terrorists; some people might object to the comparison in this run-up to the anniversary of 9/11.  Best not to feed them (terrorists I mean) in town, but it’s definitely best not to blast them with guns either.  Old Susannah wishes City Life all the best, and  is glad there is another hard copy newspaper in town.

Finally, a tired, old, Aberdeen institution has had a much-needed facelift (no, not you Kate).  Aberdeen City’s website has been re-vamped, and looks absolutely vibrant and dynamic.  (More on its contents in a minute).

Time for some timely Deen definitions.

Family Business

(modern  English compound noun) An organisation or enterprise staffed, organised and managed mainly by members of one family.

Much has been said lately about the excesses of the UK’s MPs when it comes to  claiming expenses.   Gone are the days of flipping second homes, flipping padded expenses and flipping new luxury bird houses in moats for the flipping MPs.

Much has also been said about the MPs using unpaid interns.  The interns work for free, and more often than not are people who don’t need to work for money; often internships are given out to the well connected.  But one area where the MP is still free to do as they please concerns hiring family.

Family members serve as secretaries, assistants and office managers.  The Independent Newspaper’s sister paper ‘i’ reports that the taxpayer is shelling out a few million pounds annually for the 130 or so MPs’ family members. I  am sure it must be a hardship working for mum or dad; the interviewing process must be rigorous.

I guess the jobs are  all advertised widely, and a number of candidates are shortlisted before junior  gets the job.

Closer  to home, I note that many of our elected City Council officials still have time  to run Aberdeen along world-class lines while still keeping a hand in their own  family businesses.  Some work as  assistants for family plumbing or electrical businesses.  Old Susannah knows it’s possible to do more than one job at once, but has always been confused by one little detail. 

Some of these councillors list on their  council web pages that they work for a family business – but when I look at the official register of interests, I can’t find where that work is actually  listed.  Are they working for free?  Possibly – they are all quite selfless souls.  Even so, I believe such work is  meant to be on the official register of interests.

I am still trying to get to grips with what is/is not put on the registers, and aside from one rather terse email to me from the City (which took months for them to compose), I’m just not there yet.

Of course if any of these family business companies were doing any work for the City, the relevant councillors would bow out of any relevant meetings, and there would be complete transparency.  I am sure that everything is above  board.  I just can’t find it in writing, that’s all.

‘Open Data Initiative’

(Aberdeen modern phrase) 

Just when you thought the  City had completely shown its hand and come clean about deer, trees, expenses, garden projects, planning, and selling land at less than market value – along comes:  the ‘Open Data Initiative’.  I mentioned the swish new website layout (I have to admit – it is an improvement), well one of the new-look site’s great successes is the Open Data Initiative.

I  can practically feel the suspense building, and almost hear people asking aloud “What is the Open Data Initiative”! Without any further ado – here you go:-

Open data is about increased transparency, about sharing the information we hold with the wider community to build useful applications.

We’re always looking for new ways of making it as easy as possible for developers and website owners to access and present data held by us in ways that they want – allowing you to remix, mashup and share data easily.

Use the links to the right to navigate to our various datasets available.  We’ll be adding more datasets soon, as well as pointers to online tools for making use of this data.

I am confident the City knows about data ‘mashup’; I would in fact swear to this.  Well, what possible data are they now freeing up for us to mash and re-organise?  

Will they tell me how much they are paying the deer ‘expert’? 
Will they (finally) say how much land they sold at less than market value? 
Will they let me know if any companies doing building maintenance at council properties are Councillors’ family businesses?

You will find everything you might want to know.  About how many hits the City’s website gets per month, the population figures, and the expenditure on something called the  ‘Accord’ Card.

These are the very things I’d put on a Statistics page if I ran a city that was millions in the red.  I was dying to know how many visitors the City’s web page had in August 2010 – the answer was (of course) 214,000.  I guess that’s all of our questions answered now.

With our debt level in mind (and not being 100% certain a carpark and mall in UTG will save us from ruin), I followed a link to the February finance meeting documents.  With our newly-launched ‘Open Data’ initiative in place, surely the City will be open with its – I mean our  – finances, I thought.

Not all data is for the public of course. For instance, I was relieved to find that about half the information the Finance Committee discussed in February last year is off limits.  Have a look for yourself if you like:

You’ll see that many documents are withheld as they are tip top secret, must never be released, and are commercially sensitive. And thank goodness.  It’s hard to get any privacy sometimes; so I’m glad to know that privacy is respected by our City’s officials.

However, I noted that an item from this Finance meeting about ‘Managed Data Centre and Virtual Desktop Environment’ was deemed secret.
If we have an ‘open data’ policy I guess it’s reasonable to withhold information from the public on the ‘Managed Data Centre and Virtual Desktop Environment ’ –  I’m just not sure why.

But the good news is now you can see the reasons why you can’t see the items on the agenda.   And that, I suppose, is ‘Open Data’.

On that note I feel the need for a Brewdog coming on.  I will say here and now I bought a few shares in Brewdog, so please consider that my interest in Brewdog to be declared.  I bought the shares, the T-shirt, and the beers.  Why?  Because they are great.
If I had a family business, I’d like it to be Brewdog, I do declare.
