A guitar once owned by Hendrix has been put up for auction in Aberdeen, following a council hunt for heirs. Duncan Harley reports.

When council housing officer Dennis Potter was called to the home of a council tenant on Aberdeen’s Kincorth Housing Estate he thought that it would be simply a routine house clearance.

The elderly male who had lived there for over 30 years had passed away and, with no relatives on hand to see to his affairs, it fell to the council to clear the flat and prepare it for a new tenant.

“I was pleasantly surprised” said Dennis “to find that the place was clean and in good order.”

“It’s not unusual for us to enter a property where someone has died and find that they had perhaps not been coping during what may have been a difficult end of life period. But, in this case that was definitely not the case and our tenant had taken really good care of the property.”

Initially, the council had assumed that relatives would come forward to claim possessions and see to the estate, but after a three-year hunt for heirs no-one came forward.

“We knew that Mr Brown had no surviving friends in the locality” said Dennis “but we thought that maybe he had relatives somewhere who might have kept in touch.”

“But as his birthdays came and went, there were no cards, and even at Christmas the deceased only received a few begging letters from the likes of the Salvation Army and a charity specialising in promoting paintings made by limbless artists from North Korea.”

Eventually council bosses asked Dennis to dispose of the few possessions left by the tenant and an Aberdeen auction firm was asked to provide a valuation.

“We needed to cover the costs involved” says Dennis.

“There was a very small amount of outstanding rent, but on top of that there was the matter of the burial; and we felt we had a duty to recover what we could to protect the public purse.”

The valuation, however, far exceeded expectations, for in amongst the few possessions left by Mr Brown there was a guitar.

“I had assumed that it might be worth just a few pounds” said Dennis.

“I mean, it was badly scratched, the frets looked worn and the strings had seen better days. But you never know at auction since maybe someone is looking to get a real bargain.”

The auctioneers were initially unimpressed with the item and consigned it to the weekly general sale in expectation that it might be worth something to someone willing to restore the neglected instrument. However, and quite by chance, musicologist Jim Hawsworthy came to preview the lots for sale.

“I couldn’t believe my eyes” he said “at first I thought I was dreaming, but there right in front of me was a genuine Strattofaster!”

“I mean these instruments are the Stradivariuses of the guitar world. There are probably only around fourteen known examples worldwide, and this one is completely genuine.”

Seemingly Jimi Hendrix owned two of these instruments, but after his death aged 27 in September 1970, it emerged that one was unaccounted for.

In a strange twist, it transpired that Mr Brown had been drinking red wine with Marmalade stars Gary Farr and Jimmy Cregan, together with Eric Clapton at the Scotch of St James bar in Mayfair on the night of Hendrix’s death.

“When Jimi came in” said Clapton “he had no dosh and neither had the rest of us.”

“So we asked Bennie the roadie to bung us a few quid – just to keep the party going you understand. By that time the bar bill was astronomical and to be honest we were all a bit keen to get more wasted, so to calm Bennie Brown down, I suggested that we bung him a guitar as collateral. That’s how it all happened really. He was pleased as punch and went off strumming Jimi’s guitar.

“I know that ‘cause I was there. Or at least I think I was. That is until I awoke to find that Jimi had, well you know – gone off somewhere and died basically. Never forget that night really. What year is it today anyway?”

Be that as it may, the auction of the Hendrix Strattofaster takes place at Aberdeen Auction House on East Silver Street on April 1st with all proceeds going directly to the council.

The sales catalogue reads as follows:

A reserve price of £2,500 has been placed on the item and international interest is expected.

Sometimes it’s best to keep it all in the family. Here’s a heartwarming tale from our roving reporter, Bec Hander.

money-euro-1144835_1280In a resounding victory for transparency, objectivity, and fair play, an Aberdeen City Senior Sustainable Development Officer was awarded 3 EcoCity Awards worth in the region of £1500 from Aberdeen City. The selection committee included academics, councillors, and several of the winner’s fellow ACC officers.

The Officer, also a director of a local community energy scheme that promises to ‘more than double’ the punter’s investment, is thought to be overcome by surprise at winning 3 of the 7 awards; he had expected to get them all we hear.

The award application details are:

“The EcoCity Awards recognise and reward local people for their efforts to make Aberdeen a more sustainable city. Members of the Sustainable Development Team in partnership with the Environmental Services Team, Transport Team and the Recycling Team, have worked together on the EcoCity Awards 2016 and invite submissions from individuals, community groups, schools, businesses, charities and other organisations.”

– and what could be more local than someone salaried by the City to work as a Senior Sustainable Development Officer?

Demonstrating its largess and generosity, the City Council and officers both recommended and invested in the scheme – very canny as they will ‘more than double’ their investment – and are going to assist with landscaping. They have already generously advertised the investment offer in their publication Our Green Times – modestly not naming the officer who is a director of this scheme, and who won an unequalled 3 Eco City awards.

Judges are thinking of changing the criteria next year, making it mandatory for award winners to already be working as city council officers. A few sore losers pointed out that normally a competition is closed to people who are related to, or work with, the judges or the organisation giving out the awards. Aberdeen City however always operates in such a transparent and fair manner that such criteria would not be necessary.

One of the winning officer’s awards was for his work as an individual.

It brought a tear to the eye of all present that this young man has managed to work full time for the council in a senior environmental capacity (is that full time? He must be working around the clock to avoid doing his hydro scheme on ACC taxpayer time or using ACC resources), get his outside project funded by the council, have the hydro advertised to the public in the council’s green publication, and somehow managed as an individual to get an extra £500 – or whatever it was.

Asked whether the council had any qualms about the promises publicly made by this winner to double a person’s investment, the council obligingly said it backs that statement completely. Should any investors not double their money, the council will, as advertiser, supporter, and investor in this scheme, be over the moon to make up any losses an investor might have.

It’s not as if there is any favouritism, cronyism, or mutual backscratching going on

This award-winning environmental officer managed to make great savings for the city. Not long ago, he ensured that local people on a photography course would have their photographs used in a publication that went to thousands of homes – without paying the photographers a penny or even asking their permission.

Most of course were just so humbled and honoured to see their work in print that they were overcome with emotion, even if some were residents of poor areas of the city – what’s money at the end of the day?

None of the directors of the hydro project are going to get any money from the project we have been told; in fact, they’re spending their own money with no thought of reward according to an email they sent. Just as well then that the city is putting money into its employee’s plans, advertising it, and bunging him the odd £1500 here and there – sorry – I mean giving him a well-deserved handful of awards based on him being just another average guy in the community.

Any similarity to this cash windfall and the time that arts grants money was awarded to an ACC arts officer who knew the judges is purely coincidental. It’s not as if there is any favouritism, cronyism, or mutual backscratching going on in Marischal College. With that kind of paranoid attitude, you’d be expecting them to give builders like Stewart Milne huge tracts of land for a song – and that’s never happened, has it?

Any suggestion that there might have been conflicts of interest, unethical overlaps in the roles of those involved in applying for and awarding awards to an ACC officer are without any foundation.

We can look forward to many more such schemes from our council in the future – make no mistake.

A new cloud covers the controversial Union Terrace Gardens Referendum today, as a care home worker came forward with concerns about postal votes sent to a residential home.

The worker, who wishes to remain anonymous, approached Aberdeen Voice to say that over a dozen postal vote envelopes arrived at one residential home – but when the worker went to retrieve them a short time later – they were not where they had been left. No one at the residence seemed to know precisely what became of them.   The concern is whether or not the residents’ votes were properly distributed and managed.  The matter is still being looked into, and no allegation of wrong-doing has been made at this stage.

Aberdeen Voice’s Suzanne Kelly is researching further, and contacted the elections officer, and the other recognised campaigning organisations on the issue.

Kelly asked the elections officer for the marked Register to be checked with a view to how many care home residents returned votes, and whether there are any unusual voting patterns.  However, the elections officer’s position is that “it would be illegal for me to provide this in terms of the Representation of the People(Scotland) Regulations 2001.”  In an election relevant parties would normally  be able to view the marked Register.

Crawford Langley, the Elections Officer for the Union Terrace Gardens referendum vote, previously contacted the police over potential postal vote fraud in May 2005 when he was elections officer and a small number (between 6 and 12) of anomalies arose, where people appeared not to have received their postal vote forms.

Langley was quoted at the time as saying:

“We are talking about a very small number but, given the publicity elsewhere and the tight ship we run in elections in Aberdeen, it was sufficiently unusual that I needed to do something about it.”

The controversial referendum, which was over the future of Aberdeen’s Victorian Union Terrace Gardens, gave residents a choice to either ‘retain’ the gardens, or to endorse a £140 million pound scheme called the Granite Web. This entails the city obtaining a £70 million pound TIF loan, which will be matched by Sir Ian Wood / The Wood Family Trust (£50 million), £5 million from an anonymous donor, and another £15 from as-yet unnamed private sources. The TIF scheme is still in trial stages in Scotland.

The referendum was dogged by controversy. Official campaigning groups were entitled to place a 300 word essay into the voting pack, and had to adhere to strict expenditure limits.

The Green Party’s statement was not printed in full. Also controversial were the actions of a ‘secretive’ group (as described by a BiG Partnership employee) known as ‘Vote for the City Gardens Project.’ This federation of businessmen and women, who prefer to remain anonymous, are thought to have spent tens of thousand of pounds to promote the City Garden Project Granite Web.

Their glossy, A3 full colour brochure went to households in Aberdeenshire which were not eligible to vote as well as to City residents. The group also issued a four-page newspaper format item, and had several full-page spreads in the local press. Local radio stations broadcast pro City Garden Project commercials. None of the officially recognised campaigning groups would have been able to afford such a campaign, and many feel the media bombardment influenced the vote.

The materials produced by the group used projections by PriceWaterhouse Coopers to claim the scheme would create over 6,500 permanent jobs and mean £122 million to the local economy every year until 2023. Those who tried to contest these projections being used as fact found that the Vote for the City Gardens Project group was not accountable either to the elections officer or the Advertising Standards Agency. Other points of contention have been brought to the election officer’s notice as well.

Willie Young of the Labour Party, who were an official campaigning organisation, had this to say:

“We really do need to see the mark register so we can prove to ourselves that the referendum was run correctly. In a democracy we need checks and balances and the Electoral Commission is clear that those involved in an election should be given access to the mark register. I am not suggesting anything is untoward, but it is our right to make sure that it isn’t. We are baffled by the stance taken by the counting officer”.

Suzanne Kelly commented:

“It is abundantly clear to me why my source wishes to stay anonymous. They are keen to continue in the job they love, and are all too aware of what can happen to a whistle-blower. This issue is still being investigated, but I thought bringing it to the election officer’s attention immediately was the right thing to do.  This is why we need to check the votes sent to all of our residential care homes – we must ensure no one has been exploited and no votes have gone astray. Were all the votes sent to the homes used, and if not, what percentage went unused? Did the vote split at the residential homes echo the nearly 50–50 split the total vote saw? If not, then further research will be needed.

There is at present no allegation of any wrong doing by any individual – but it is clear that we need to have the transparency we were always promised concerning Union Terrace Gardens, but which we so sadly lacked. We’ve seen redacted minutes – minutes where lines of text have been ‘blacked out’ to keep the public in the dark. Why should there be any secrecy over what is common good land?”

Kelly was chair of one of the recognised campaigning organisations (‘Democracy Watch’) and has been liaising with other campaigners; a number of issues remain over the referendum, and these will be reviewed soon.

UTG Debate – Unearthing the hidden truths between the lines, or…

More puerile crap musing as to why the City Gardens Project will be the greatest thing to hit Aberdeen since the third one went in against Bayern Munich.

Dave Watt and an Italian gentleman muse on some more even-handed, totally neutral articles on the UTG debate from our two august local newspapers, The Depressing Journal and The Evening Suppository.

Col. Gaddafi was a supporter of UTG
A document has been found in a secret box in his Tripoli palace in which Col Gaddafi revealed his support for Union Terrace Gardens. The Colonel’s note admits that he did not want UTG dug up as he had a secret storehouse of Nazi gold which he used to finance the Miners’ Strike in 1983/4 buried under the grass just across from HMT.

Travellers support unchanged UTG as future camping ground
Joe the gypsy and his family have declared their support for UTG as they intend to have summer camps there for the next ten years. Joe said today,

“UTG is a great camping place and it’s only a short hop from there to the DSS where I and my family can make fraudulent benefit claims by day and roast small babies stolen from Aberdeen citizens over open fires by night”.

Indian and Aussie Tourist Boards worried about City Gardens Project
A spokesman for the Indian Tourist Board in Delhi expressed the Indian government’s worries that the completed City Gardens Project would draw tourists away from the Taj Mahal to the Granite City. Tourism Director Lal Singh said yesterday,

“This is a very worrying development indeed. If this goes ahead it will be the eighth wonder of the world, and who’s going to pay thousands of rupees to visit the Taj Mahal when something concrete built by Stewartie Milne Sahib is on offer.”

The Sydney Bridge’s Press Officer was rather more blunt, however, saying,

“Stone the crows, mate. It’s not bad enough that you whingeing Poms get off stealing our Ashes last year but now you’re going to build something that will make Sydney Harbour Bridge look like the Sheilas’ toilets in Wollamaloo. It’s enough to make a man give up ill-treating Abos and complaining about immigration all day long”.

Dead rise ruse to praise Gardens raise
Legendary dead Aberdonians have been queuing up at dozens of reliable, scientific and not in the least bit hooky séances across the NE to endorse the City Gardens Project, the ES can exclusively reveal. Local medium, the mysterious, yet oddly familiar, Madame Ina Wood has found that local spooks are unanimous in their support for the cement vanity project. She said that famous Japanese, Kung Fu mannie Thomas Glover explained to her,

“I’m Thomas Glover and I’m dead now, but I look forward to my eternal spirit flitting hither and thither like a divine zephyr around the concrete gardens that will totally put Aberdeen on the map as it wasn’t on one before apparently.”

Long dead architect Scott Sutherland said,

“Jings I wish I’d built something half as good as the City Gardens Project. It’s going to look wonderful, and not at all be a hideous concrete abortion. I can’t wait to tell Bernini and Frank Lloyd Wright all about it at our next Jenga evening.”

Early photographer George Washington Wilson added,

“I took photos of Union Terrace in the nineteenth century and I only wish these hideous gardens had never existed. If there had been nothing there to photograph, I may have been able to follow my original dream of taking lots of photos of naked ladies for bongo mags. My spirit shall haunt the development like a bad smell.”

Madame Ina Wood told the ES,

“Cross my palm with silver dearie – about £50m should do – the spirits don’t lie. This is all absolutely true, and not a pile of hooey designed to fool the gullible. I’ll stake my hoop earrings and bizarre sideburns on it”.

Nostradamus predicted City Gardens Project
A recent study revealed that the seer Nostradamus predicted the rise of the City Gardens Project in Les Prophecies (1555) where he stated,

“A mighty stone mountain shall arise in the north like a phoenix from a deep valley frequented by ne’er-do-wells and assorted rascals in a city made of granite. The rising of this stone shall herald a Golden Age for the city. Poverty and want shall be a thing of the past and by God and Sweet Sunny Jesus, will those jammy Jock bastards be coining it in? I should f**king say so. Shekels galore, more funny black stuff than you can shake a stick at and four straight European Cup wins for the local calcio team added to a seventeen-nil home win over some recently impoverished followers of William of Orange. Go for it, you hairy kneed Caledonian caber tossers”.

City Gardens Project means absolutely phenomenal number of jobs and money for everybody
A recent study by the totally neutral Vote For The City Gardens Or We’ll Come Round To Your House, Rape Your Dog And Scatter Your Garbage Group has discovered that the City Gardens Project will actually generate jobs for around nine billion people. A spokesperson for the group told us that there was a slightly worrying shortfall with less than eight billion people on the planet at present but it was hoped that some sort of shift system might be introduced allowing people to breed during working hours.

The same study showed that the knock-on effect of this huge project would encourage tourists from all over the Solar System to visit Aberdeen with many hotels in the Granite City receiving bookings from Mars, Venus and Mercury already. With this increase in tourism plus the work situation the group also estimated that each household in Aberdeen would be £17m better off once the Project was completed.

Pro-UTG groups to establish labour camps for opponents
Reports have reached the Evening Suppository that supporters of the City Gardens Project have been subjected to threats and intimidation by shadowy figures in trenchcoats at three in the morning brandishing voting forms.

Speaking in stock ludicrous 1960’s movie German accents they have announced:

“Zat for you, Scottische schweinhund, ze Union Terrace Gartens debate is ofer” and “Ve haf vays of making you vote nein”.

If their demands have not been immediately agreed to by the unfortunate victims they have been threatened further,

“Perhaps your family und household pets vould benefit from ein kleine holiday in ‘ze camps’”.

The Council will be voting on Wednesday on proceeding with either a referendum or an opinion poll in an attempt to resolve the controversy over the fate of Union Terrace Gardens. Mike Shepherd reports that the outcome of the issue on a referendum question has already turned into a total mess.

One of the issues that has been recognised is the need to ensure that the wording of any question asked is fair and acceptable to both sides.

On this basis, both the Friends of Union Terrace Gardens and the Aberdeen City Garden Trust were asked to concur on a suitable question for councillors to agree on at the full Council meeting on the 14th of December.

In practice, this would involve a council officials acting as a mediator.

In good faith, I submitted a group suggestion for the question to the Council as follows:

You are being to ask to choose between either retaining Union Terrace Gardens or replacing them with the proposed City Garden Project design

Which option do you support?

A) Retaining Union Terrace Gardens
B) Building the City Garden Project

Very simple, clear and nothing controversial, you would have thought.

The Council Officer replied with this:

“For your information, based on the responses I have received, the proposed question that I will now be recommending to Council on 14 December (subject to final, last minute consultation with other Council Officers), is as follows:

You are being to ask to choose between either retaining Union Terrace Gardens or replacing them with the proposed City Garden Project design (please read the voter information pack to make sure you understand what is meant by “retaining Union Terrace Gardens ” and “the proposed City Garden Project”).

Which option do you support? (please place a cross in the appropriate box)

A) Retaining Union Terrace Gardens
B) Building the City Garden Project

“I feel that this is a reasonable compromise and trust the FOUTG agree that this represents a fair and balanced position. Kind regards, Gerry Brough.”

I agreed to this. So what happens next?

The Aberdeen City Garden Trust left it to the last possible moment to object to this, allowing no time to be made for any compromise. This was at about 5pm on Monday night this week, when the final wording was needed for the Council report first thing Tuesday.

“Dear Mike,

“Further to my earlier note, I can confirm that ACGT have replied this afternoon asking for some changes to be made to the proposed question, so that it reads as follows:

You are being asked to choose between either retaining Union Terrace Gardens or replacing them with the proposed City Garden Project design which includes Union Terrace Gardens and the covering of the adjacent dual carriageway and railway line.
[please read the voter information pack to make sure you understand what is meant by retaining Union Terrace Gardens and the proposed City Garden Project]

Which option do you support ? (please place a cross in the appropriate box)

A) The proposed City Garden Project
B) Retaining Union Terrace Gardens

“ACGT feel that the previous suggested compromise question makes it appear that the City Garden Project is restricted to Union Terrace gardens, when in fact UTG is only part of the City Garden Project development area.

“They also feel that since retention of the gardens is placed at the beginning of the introductory paragraph, it is only fair that the option for supporting the proposed City Garden project should be the first option on the ballot paper.

“Can you please indicate whether these changes are acceptable to FOUTG.

“Regards, Gerry Brough”

I replied that the proposed wording was highly ambiguous, confusing and gives far more wordage to one side than the other. The Council official then decided that as the two sides could not agree on the referendum question, the councillors should decide at the full Council meeting next Wednesday instead.

“Since it was not possible to obtain complete agreement prior to the submission of this Council paper, Council are therefore asked to take a view as to whether they would prefer to endorse the question in 5.3 d), 5.3 e) or 5.3 f) or, indeed, whether they wish to propose a further compromise between these three positions.”

I complained bitterly about this as what had happened here was highly irregular.

“Gerry.

“We participated in good faith last week. The ACGT only replied last night, too late. This has stalled the process of mediation as recommended by councillors. This is unacceptable.

“We are not at fault and should not be penalised for this. We insist that our question should stand. This does not bode well for a fairly conducted referendum and we may have to reconsider our options. – Mike”

I received this reply from Mr Brough (this is the last bit of the email):

“Nobody is being penalised.

“As you can see from the attached 5.3 that I sent to you, the process for determining the question is set out clearly up to the final submission received before the paper needed to be submitted. Council members are then being asked to either choose between these latest proposals, or come up with an alternative of their own that they consider to be fair and balanced for both parties.

“I understand your desire to undermine process, as a means of campaigning against any development of UTG. However, in this case, I believe that you are stretching a point to suggest that you have been in any way treated unfairly

“Also, although you “insist” that the FOUTG question should stand, FOUTG need to accept the fact that any referendum will be run by the City Council and that it is ultimately for the Counting Officer to decide, after consultation with Campaign Groups, on a suggested question.

“At a statutory referendum, the question is set by parliament, through consultation and, although there are no rules for the Council to follow, best practice suggests this should be done by the Counting Officer. This is the view expressed by the Electoral Commission.

“The Council are therefore putting in place a process to test various proposed options in advance of the Council Meeting, so that both Council and the Counting Officer can have some comfort concerning the appropriateness of the question.

“Regards, Gerry”

I now have a series of meetings with Councillors and the Council Executive to discuss what has happened. I will make it clear that the ongoing participation in a referendum depends on both sides being treated fairly. However, this is not a good start.

Brian J Carroll, a long serving Aberdeen Civil Servant takes a look at the crucial role the Civil and Public Services play in our day to day lives and argues that this should be gratefully acknowledged.

Lets be thankful for Civil and Public Sector employees !

I have worked in the public sector for over 30 years and have reason to be grateful to the public sector for employing me but also have reason to be grateful for the services other civil and public sector workers provide to me, showing that they have a dedication, commitment and loyalty second to none, in the service I and others within and in other services deliver to the public on a daily basis.
Once these services are gone they will never ever come back again!

Lets hear it for all the hard working, dedicated, committed and loyal civil and public servants who have provided me and no doubt a lot of you with the services we need to see us through life from cradle to grave:-

  • My school teachers who taught me my letters and numbers, to read and write, english, arithmetic and maths, foreign languages, history and science
  • The nurses who came round and inoculated us against TB, mumps and measles
  • The Doctors and nurses in GP practices and hospitals who looked after me when I needed them
  • The air traffic controllers who saw to it that my holiday and work flights took off and landed safely
  • The benefit officers who helped me out when I was unemployed, skint and looking for a job
  • The registrar for doing their job in respect of births, marriages and deaths
  • The midwives who helped in the safe delivery of my nieces and nephews
  • The court officials, administrators and Procurator Fiscals who ensure that justice works on a daily basis
  • The radiographers who X-rayed me
  • Those at the blood transfusion service who helped me to help others
  • The firemen who put out a fire in a flat next to mine a number of years ago and the policeman who assisted in clearing the flats next to the one on fire
  • The gardeners who keep our parks looking nice
  • The refuse collectors, without whom we would be in a terrible state
  • The social workers who help and assist people daily with their problems and issues
  • The paramedics who answer our calls for help, day and night
  • The court officials who assisted me in dealing with my fathers estate
  • The physiotherapist who helped me after breaking my foot at rugby
  • The police officers who answer our calls for help day and night
  • The HMRC staff who assist with Tax Returns
  • The DWP staff who assist us in getting benefits and finding jobs
  • The librarians who provide a reading facility and library second to none
  • The museum officials who continue our learning of this country and the world
  • The grave diggers and others who give us a place to rest and a dignified send off

All these people are to have their nationally agreed pension rights cruelly slashed. The government says:

“They have to take the pain just like everyone else.”

Just because private sector employers who make billions of pounds of profit offer their employees such lousy pensions or no pension at all, does not justify underpaying public service pensions when they are affordable, fair and actually costing the country and the taxpayer less as time goes on.

The average public sector pension is £5600. The average private sector pension is £5800, The average company directors pension is £175,000 – they still have final salary pensions; that is the real scandal and rip off of pensions in Britain today.

Nobody joins the civil and public sector to get rich. They do it to serve the public. They have a public service ethos. We should value that and thank them for it – not vilify them at every turn on the back of government rhetoric and lies.

Fighting Wildlife Crime in Aberdeenshire is an on-going struggle.  Grampian Wildlife Crime Officers rely on the public to catch criminals as well as to hopefully prevent crime.  Andy Turner puts Aberdeen Voice readers in the picture.

3373.  No, these aren’t the latest winning lottery numbers, but it is the total land area of Grampian Police Force coverage in square miles.
This number can present a bit of a problem for Wildlife Crime Officers.

Divided equally among the 12 Wildlife Crime officers in Grampian, each officer would have a beat of around 281 square miles!

That’s an awful lot of ground to cover and can make for problems in terms of detection, investigation and enforcement of Wildlife Crime.

Wildlife Crime continues to blight Scotland’s outstanding natural heritage.  It can impact upon rare and iconic species, often involves cruelty to animals, can destroy specially protected habitats and interfere with legitimate countryside management and recreation.

In fact the term ‘Wildlife Crime’ covers a huge spectrum of criminal activity, and can occur in both the countryside and urban areas.

Wildlife Crime Officers in Grampian have dealt with cases of poaching (deer, fish and game) crimes against badgers, hare coursing, crimes against birds including: poisoning, trapping, shooting, disturbance, nest destruction and egg collecting, disturbance of marine mammals, crimes against bats, the taking/killing of Fresh Water Pearl Mussels, CITES offences in connection with the trade in endangered species, damage to protected sites and crimes against protected plants to name a few.

The huge diversity of wildlife crime calls for a diverse approach to tackle the problem.  To this end the Grampian Police are part of the Partnership for Action Against Wildlife Crime Scotland or PAWS.  PAWS has representation from police, government agencies such as Scottish Natural Heritage, conservation organisations like RSPB, land management sector and others with the common aim to stamp out wildlife crime through education, awareness raising and enforcement.

Like other crimes, Wildlife Crime is committed by a very small minority of people who either knowingly flaunt the law or commit crime through lack of awareness.

Wildlife crime can often be linked to other rural crime, and for this reasons suspects should never be approached by the public.

While the police keep records of each reported Wildlife Crime, it is hard to establish the true extent of Wildlife Crime that occurs in Grampian and Scotland as a whole.

This is due in the main to one of Scotland’s greatest commodities: its vast areas of countryside, countryside where crime is possibly going on undetected or unreported.

In July 2010 Grampian Police employed a Wildlife Crime Education Officer (WCEO), the first post of its kind in the UK.  The aim of the post is prevention of wildlife crime by raising awareness of the problem, education and encouraging improved reporting.  The WCEO will be working with land managers, conservation groups, outdoor access and sports groups, schools and universities for the duration of the 3 year post.

Around 530,000 live in the Grampian Force area.  The population in general is becoming more mobile, and access to the countryside for recreation is more readily available now than ever before, with pursuits such as mountain biking and hill walking on the increase.

While this access needs to be carefully managed, it does present an ideal opportunity to arm those using the countryside with the facts about wildlife crime and the impacts of crime on both wildlife and people. For those working in the countryside this means enabling them to work in an informed and importantly a safe and legal way.  For those accessing the countryside this means reporting any suspected wildlife crime incidents thereby making the Wildlife Crime Officers 281 mile beat a bit more manageable!

It is important to remember however that for reporting to be effective it must be genuine, timely, accurate and detailed.  If these four conditions are met there is scope for Wildlife Crime officers to focus efforts by responding to real incidents, and reduce time spent scouring the countryside following a poor lead or inaccurate information.

In Grampian Force area alone the Wildlife Crime Unit can receive over 50 calls per month, ranging from hare coursing at Elgin, dolphin disturbance at Aberdeen harbour to salmon poaching on Deeside.

Among the genuine reports are others which can relate to road kill, natural deaths or even miniature penguins at Aberdeen beach – which turned out to be young guillemots.

Legal countryside management practices can sometimes be misconstrued for illegal practices.  In extreme cases legal cage traps, spring traps and snares have been tripped or vandalised, and call birds released by people who misunderstand or disagree with their purpose.  Despite personal views people should never take the law into their own hands.

I do not want to discourage the public from picking up the phone to call the police – in fact it is quite the opposite – but try to have all the information at hand to help the police deal with the call in the best possible way.

By following this simple checklist (below) when reporting a wildlife crime, and hopefully through awareness rising, effective reporting and enforcement it might be possible to establish a true picture of wildlife crime, and to help stamp it out throughout Scotland.

If you suspect a wildlife crime is/has taken place:

DO:

  • Report any suspicious activity as soon as possible to your Force Service Centre and ask to speak to a Wildlife Crime Officer
  • Take a note of the date, time and weather conditions.
  • If possible, identify a map reference or ideally a GPS reading of both the incident scene and location from where you witnessed the incident.
  • Note a description of person/s involved including gender, age, height, clothing etc.
  • Write down any vehicle registration numbers, make, model, and colour that may be involved.
  • Identify other witnesses and obtain their name and contact details.
  • If possible, video or photograph the scene, or make a rough sketch.
  • Cover up any suspected poisoned baits or victims to prevent any animal / person coming into contact with them.
  • Do report. Even if you are not sure – report the incident. The evidence of wildlife crime is not always obvious. 

DO NOT:

  • Do not disturb the scene by moving items or walking about unnecessarily.
  • Do not touch dead animals or birds, especially if you suspect that poison may have been used. 
  • Do not interfere with legal countryside practices such as the legal use of traps and snares, hides, high seats and shooting butts.

NEVER:

  • Never approach suspects or intervene if you suspect someone is committing a wildlife crime – you may put yourself in danger.
