Old Susannah takes a humanoid angle on the Provost’s exit, the who’s who of deer cull councillors, alledged  cybercrime, the police box/granite web, and the Cameron and Clegg creatures.  By Suzanne Kelly 

 

Happy Friday everyone!  So much has been happening in our Vibrant ‘Deen it is hard to know where to start.

Bad news first I suppose:  with a heavy heart I must inform you that our Lord Provost will not be joining the council next year.  Soon his clothing allowance and civic car privileges will pass to another.

But which young pretender will take the crown, chain of office and supply of carriage clocks?

HoMalone, if she manages to get re-elected may stand some chance; she was  deemed the worthiest LibDem in the land.  And now that she leads the LibDems, I’m sure there’s no stopping her.

At least we’ll all get to go to Provost Stephen’s portrait unveiling party before the end comes. . .  guess his LibDem pals will have to find someone else to hitch rides with other than in the civic car at our expense.  Steve Delaney, who will contest the Lord Provost’s seat in the May, got a ride from the obliging taxpayer in the civic car as he was late for something or other.  We are too kind. I’d have given him a carriage clock as well, so he wouldn’t be late next time.  Perhaps he already has one?

A very silly rumour reaches Old Susannah; it can’t be true.  I hear that the virtuous ex-Councillor Richard Robertson, who quit the city council over the 3rd Don Crossing, wants to run in Torry/Ferryhill.  Now, as a Torry resident who’s been going to the community council meetings recently, I am not sure that someone who voted in favour of shooting our deer and against letting me and the Cove Community Chairman speak to the Housing & Environment Committee to try and save the deer is going to find many votes in this part of town.

In fact, if the people who we spoke to last Saturday in town while handing out flyers about the cull are anything to go by, then I doubt any of the following deer killers are going to get great receptions at the ballot box.

 One ambitious girl seems to have grown up with the Dalek as a role model.  Step forward Aileen Malone.

Remember these people; they are the ones to thank over the affairs on Tullos Hill:   John Corall, Jackie Dunbar, Neil ‘Fletch’ Fletcher (who sadly is leaving us anyway), Jim Noble, Richard Robertson, Wendy Stuart, Ian Yuill, and new LibDem Darling, HoMalone.  The deer’s friends?  Neil Cooney, Yvonne Allan, Norman Collie,  James Hunter,  Alan Milne and Willie Young.

Dr Who has another new companion this week;  I’ve been recalling all the frightening monsters, world-destroying creatures, and evil masterminds we’ve seen over the decades.  But never mind the city council and its advisors – on with some definitions….

Dalek   (noun) part human creature created by Davros, a Dalek is a single-minded creature, repeating the same phrases over and over again, in a robotic voice; most notably ‘Exterminate!’.  Daleks are not known for their ability to negotiate, only to destroy.

We all remember being terrified and trembling behind our sofas and forts made of cushions and blankets as the Daleks rolled across our TV screens crying ‘Exterminate!  Exterminate!’.   Most of us were afraid of these creatures, but one ambitious girl seems to have grown up with the Dalek as a role model.  Step forward Aileen Malone.

She will not negotiate a peaceful settlement with thousands of people who want to keep Tullos Hill as a meadow.  She operates a scorched earth policy (well, mostly scorched rock policy – I’ve been up there and seen where the trees are going to be planted before they die), and she is going to EXTERMINATE the deer which live there.

Can no one stop the march (well, glide) of this Dalek in its quest for world domination?   Like the Daleks in Dr Who, she is aided by one or two humanoids who should know better,  but don’t.

Cybermen:

 The Cybermen likewise terrified generations of children; they were humans which had been ‘upgraded’ – or rather turned into humanoid machines powered by remnants of human brains.  But the question for Aberdeen is:  has there or has there not been any Cyber-crime?

Just as time was running out for the referendum vote, along came Tom Smith (connected to the private Aberdeen City Gardens Trust entity – amongst other hats worn) with allegations of illegal cyber crime.  Had Cybermen hacked into his emails?  Were they intimidating him?

Well, we still don’t know.  He’s said nothing, and we wait patiently for the police’s statement on the matter.  Until we know otherwise, be on the lookout for cyber-crime – and cybermen.  If it turns out to be a case of ‘the boy who cried cybercrime’, Old Susannah will tell you all about it.

Regeneration:

The Doctor occasionally sacrificed one of his several incarnations; usually to save others or for a noble cause.  Councillor Robertson, having lost a life when he threw himself out of office over the Don crossing, is going to try to regenerate as a Torry/Ferryhill councillor.  Like the doctor, it will be best if he has amnesia, for his support of the deer-cull-for-tree-scheme will not add to his appeal in this (or indeed any other) part of town.

TARDIS:  (noun) acronym standing for Time And Relative Dimension In Space – Dr Who’s time-travelling apparatus – normally taking the outward form of an old-fashioned police box; much bigger on the inside than on the outside.

Well, the TARDIS doesn’t have to be a police box, in fact other time lords used different kinds of TARDIS machines.  I think I have possibly located one.

Where in Aberdeen will we soon have something that is bigger on the inside than it is outside?  Why in the Granite Web, of course.

The architects have promised that we will magically have twice the green space we currently have in the garden now!  Surely this is Timelord technology.  Despite the potato-crisp shaped concrete web over the concrete indoor/outdoor theatre/skating rink, despite the required ventilation units and means of holding the granite web up, the new improved gardens will be double the size of the existing ones.

There will be all sorts of weird and (allegedly) wonderful underground areas which will be far bigger than the outer structure.  I think the plans have space for a lair for the Master, and some Silurians.  Yes, I see the Granite Web as a time-travelling icon – it is taking us back to the ‘60s and/or ‘70s –  and yet promises to take us proudly into the future.  This is time travel at its best – and possibly at its most expensive.

Dr Who and The State of Decay:  (noun, television show) Part of the Dr Who Saga in which a planet is dominated by bloodsucking vampires who have caused society to regress.

Old Susannah can’t think why this series (featuring the inimitable Tom Baker) has sprung to mind, but in this story, a small amount of greedy powerful  bloodsuckers have taken so much away from the existing society, that it has regressed to  a more primitive, poverty-stricken state than it had been in before power was seized by these vampires.

The blood-sucking creatures, Cameron and Clegg, have reduced the NHS to rubble, impoverished the old, got rid of any decent schools, and use the young as fodder for their own selfish ends.  One of the scariest parts of the Dr Who story so far.  Thankfully, the Doctor and Ramana eventually find a way to rid the planet of its tyrannical despots.

The black calendar of Aberdeen’s civic history has a new entry: 2nd March 2012, the day that its citizens, evident sufferers of apathy and myopia, handed both its natural heritage and its economic future to a cabal of businessmen.  Arthur Taylor writes.

The fight to retain and improve Union Terrace Gardens hit the buffers on that day when the public – or rather 27.5% of them – voted to support the plans to destroy this unique piece of the city’s heritage and replace it with a concrete monstrosity – presumably confused by the smoke and mirrors of the PR campaign which branded it “The Granite Web”.

Whether the battle turns into a war, protracting the debate, and driving further wedges between parties already badly divided, remains to be seen, but it is hard to see a rapid healing of the wounds that this process has created.

It is also difficult to stop the passion that fuelled the Retain campaign from dissipating, before all avenues of challenge are exhausted against a process labelled as democratic – but which in reality has been anything but that.

What is clear is that events from 2008 to now should be reviewed and recorded for posterity, so that future generations when looking back can seek to understand a number of things:

  • why we allowed our heritage to be given away to a clique of egoists and nepotists, who deluded the public and maybe even themselves into believing that they were altruists and philanthropists
  • why the local authority whose primary function is to act in the citizenry’s best interest handed control to an unelected quango, immune from public scrutiny
  • and why we allowed the city’s future to be mortgaged on the most questionable of business cases, flagged up as high risk by Audit Scotland in the final days of the campaign – when most votes were already cast.

Not that this was a revelation: Friends of Union Terrace Gardens had identified the risk months before, but their claims were played down in the media.

The last two months have seen a referendum conducted by a returning officer who sought to have the campaigns run to a fair set of rules.

The dominance of the local print media in forming and steering public opinion, and its incestuous relationship with local business, is deeply concerning.

While it appears that the retain groups stayed within their £8000 budgets, the pro groups – aided and abetted by the collaborators in the local media – spent an estimated £1,000,000 to buy the votes of the people of Aberdeen. Their cynical campaign saw radio adverts dressed as public information broadcasts, and a drip-fed daily editorial in the local press, with each day’s evening paper offering more extravagant promises than the last, as part of a fawning hysterical clamour.

That the retain groups, variously composed primarily of grey-haired men, beardies, tree-huggers and an enthusiastic schoolboy, ran the referendum right to the wire, losing by such a slender margin, is testament to their energy, enthusiasm and resourcefulness. That they did this against a campaign co-ordinated by the BIG Partnership, Scotland’s largest PR agency, is little short of a miracle.

The dominance of the local print media in forming and steering public opinion, and its incestuous relationship with local business, is deeply concerning.

The public need a source of true facts rather than propaganda dressed as objective reporting.

That said, there have been two positives to emerge from the press coverage of the campaign: the amusement derived from watching the Evening Express contorting itself like an India-rubber prostitute in a bid to champion the development, while not entirely abandoning its habitual council-baiting; and the emergence of the STV Local site as a place where all parties can present their voice without editorial bias.

It is hard not to see the future of local journalism as lying in hyper-local online spaces, as counterpoint to the shrinking of print to the point of complete insignificance.

Returning to the proposed development itself, it should be remembered that Union Terrace Gardens is the only part of the city where one can see the original topography of the land on which the city is built.

Sadly the local authority in the last century has allowed almost all traces of the city’s history to be erased like some embarrassing legacy instead of retaining and celebrating its character. Compare this with Edinburgh’s old town or York’s centre.

We are now confronted by the effacement of the final part of our history in order to satisfy the dead-eyed, gape-mouthed novelty-seekers who lurch zombie-like through the malls that have brought about the systematic homogenisation of the city centre and obliterated all individuality and character.

If we do not continue to challenge this proposed act of civic vandalism, by:

  • opposing the planning application,
  • challenging the use of Common Good land,
  • exposing the business case as one which will leave the city bankrupt (as it was last in1817)  when the TIF scheme plays out as feared,

then we should at least ensure that we record for posterity the names of the businessmen who proposed this vanity project; note the politicians and faceless unelected quango-ists who eased its path to realisation; and ponder the many, many idiotic consumers who swallowed the hype, without challenge or analysis.

If we do nothing else, we should record those names on the black calendar’s page for 2nd March 2012.

Shakhaf Barak wrote to a friend highlighting the history behind the current referendum that is dividing the city. He has kindly allowed Voice to use it, almost verbatim as the deadline approaches for voting.

Here in Aberdeen there is a bitter referendum taking place, and it could go either way. Over 70,000 people have voted thus far, in a city of barely 212,000 souls, and both sides have reported each other to the police. Central to this story is a 250-year old city centre park, Union Terrace Gardens, and the billionaire oil tycoon seeking to redevelop it.

Union Terrace Gardens are similar to Edinburgh’s Princes Street Gardens, lying in the natural amphitheatre of the Denburn valley, the Denburn being a stream which flows right through the city, underground where it borders the Gardens. Much of Aberdeen’s best architecture was clearly envisaged to overlook this area.

The Gardens are home to a cluster of 260-year old elms trees that once formed part of the Corbie Haugh, a historic wood which ran through the valley. This is among the largest concentration of healthy mature elm trees in Europe, and they are reputed to have escaped Dutch Elm Disease, not only due to their isolation, but also because the pollution of the city has afforded some sort of protection from it.

Both the park and its beautiful Victorian toilets are Grade A-listed, and all of the trees are under preservation orders. Up until as late as 2003, the Gardens formed the centrepiece of Aberdeen’s Britain In Bloom entry, and they were truly stunning, but since then expenditure has all but ceased, and the toilets have been closed for several years.

In 2008 a local arts organisation, Peacock Visual Arts (PVA) was granted planning permission for an award-winning and sympathetically-designed arts centre to be built into the hillside of the Gardens. This would have meant felling a small number of trees but none of the elms. The design was universally acclaimed and it was hoped that this scheme would help regenerate interest in the Gardens.

Enter Sir Ian Wood, one of Scotland’s richest men, and chief of Wood Group PSN. Sir Ian decided that he’d like to redevelop the Gardens by building a five-storey bunker in their place, whilst covering over the adjoining railway line and urban dual carriageway, with the entire roof of this construction forming a flat civic square at street level. It was not entirely clear what would be installed in the bunker, although speculation was rife to say the least.

He offered the council £50m towards the cost of this project, which was mooted to cost £140m. This was possibly an optimistic figure since Union Square, a similarly sized shopping mall with none of the technical difficulties or prior excavation work, cost £250m to build. The council felt this offer was too good to refuse, but the some members of the public were up in arms.

Sir Ian decided to put the proposal out to public consultation and promised to walk away should the public reject it.

The ‘consultation’ was commissioned by Aberdeen City and Shire Economic Future (ACSEF), a publicly-funded unelected QUANGO, and conducted by The BiG Partnership, Scotland’s largest PR company.

It many ways it resembled a marketing exercise. The bulk of participation was via a website, which asked several questions with a somewhat loaded feel to them. For technical reasons, the question on whether or not to proceed with the plan defaulted to a YES vote.

If, during completion of the questionnaire, any previously-given responses were subsequently amended, this again defaulted back to a YES vote. When the results were released, it became apparent from the comments sections that may people who had intended voting NO had instead been recorded as YES voters.

Over 10,000 people participated in the consultation, and In spite of it’s technical oversights, the public voted against the Civic Square proposal by 54%-46%, a healthy and significant majority. However the PR machine kicked in and somehow spun that the 202,000 people who had not participated possibly represented a silent majority in favour of this scheme.

Sir Ian decided not to walk away, and the project went to a council vote. The council voted in favour of taking the plan forward at the expense of PVA who by that time had 80% of their £20m funding in place. It has subsequently been alleged that some of the PVA funding was diverted into the new project.

The BiG Partnership now re-launched the plans under a new name, The City Garden Project (CGP). It was claimed that the outcome of the public consultation was that the public were broadly in favour of a garden as opposed to a civic square. Any implication that they were actually in favour of preserving the existing gardens was ignored.

The interested parties now felt that the best option was to redevelop the Gardens by building a five-storey bunker in their place whilst covering over the adjoining railway line and urban dual carriageway, with the entire roof of this construction forming a new garden at street level.

The whole thing had an air of déjà vu.

This time it was decided to hold an international design contest, paid for with public money. Six designs were shortlisted from hundreds of entrants. One, The Granite Web, bore a striking resemblance to Civic Square concept, albeit with less concrete and more greenery. Critics described it as a cross between Tellytubby Land and a skate park.

The local press heavily promoted the Granite Web design from the outset of the contest, leading with it on their front page and providing it with more photo coverage than the other designs. It was almost as though it had been ordained.

The public voted, and spoiled ballots aside, all indications were that The Winter Garden design proved the most popular. An independent poll confirmed this and put The Monolith in second place.

Tellingly both of these designs retained much of the topology of the existing Gardens. Word on the street was that The Granite Web was not a popular choice, but we’ll never know for sure, because a decision was taken not to release the results of the so-called public vote to the public.

It was then announced that the winner of the private-public vote would be put forward to the selection panel, along with another design. The self-appointed selection panel consisted of Sir Ian, some other influential people from the oil industry, an architectural consultant on the project payroll, and a councillor who backed the project.

The two designs discussed were the acknowledged public favourite, The Winter Garden, and you’ve guessed it, the joker in the pack, The Granite Web. When the panel announced the result, it should have come as no surprise to anyone that they had chosen The Granite Web, yet there was a shocked silence, and even those had come out in favour of the redevelopment initially appeared bemused if not downright confused.

The original Civic Square was mooted to cost £140m, with £50m coming from Sir Ian, £20m from the private sector, and the rest to be borrowed through a Tax Incremental Funding (TIF) scheme. Any over-run would be covered by the council (read local taxpayer) .

Only £5m of the private sector contribution has materialised thus far, but there has been an announcement that The Granite Web would be significantly less expensive to build than the previously-envisaged, but somewhat less complex, civic square. Sir Ian has offered to personally fund up to £35M of any cost over runs, should they occur.

The TIF proposal cheerfully bends all the guidelines of TIF funding. TIF is intended to be used to redevelop brownfield sites, with the loan being repaid over a 25 year period through increased rates recouped from any businesses setting up in the redeveloped area. The city council had already approved planning permission for two new industrial estates on the outskirts of town, under the business case for the TIF funding, these new estates become part of the TIF zone, so in The Granite Web’s case, sections of the TIF zone are located several miles away from the actual redeveloped area.

The predictions are for 6,500 jobs and £122m annual revenue to the local economy, all based on the new industrial estates, which have no obvious linkage to The Granite Web, operating at full capacity. Even if one were to accept that any new jobs could be somehow attributed to The Granite Web, the figure of 6,500 seems unlikely given that the London Olympics is only projected to create 3,500 jobs.

Either way, the setup feels a bit shaky; the truth is that these jobs and their associated revenue will accrue with or without The Granite Web.

By this time, councillors seemed to be getting edgy and unwilling to green-light the project, so they decided to hold a public referendum. Any group wishing to campaign was required to adhere to an £8,000 spending limit, and for this they were provided with 300 words of text in the voting pack.

The packs went out, but unfortunately some of the Retain lobby’s statements were mangled due to a ‘computer error’. The voting packs were closely followed by a big money public relations mail bombing campaign by The BiG Partnership promoting The Granite Web. Publicity materials went through every letter box, pro Granite Web articles dominated the press, and adverts were played around the clock on the local radio stations.

Apparently this expenditure was permitted by virtue of being funded by an ‘unregistered’, and as yet anonymous, campaign group – whatever that means! I guess it’s a bit like not having to pay tax because your parents never applied for a birth certificate, who knows? By this point, things were becoming surreal to say the least.

The referendum closes on 1 March and it’s a bitter fight that has divided the city. For example, an oil company boss has made a complaint to the police alleging mail hacking and cyber bullying. The police claim they are taking this allegation seriously. There have also been two arrests possibly related to claims of vote-rigging, but ultimately no one was charged.

The town has gone berserk and it’s civil war all over Facebook. It’s as if we’re all experiencing a really, really bad shared dream. I just dread to think what we’ll all be waking up to on Saturday morning.

Next Friday (March 2nd) we will know the fate of Union Terrace Gardens. The results of the public referendum will be announced then. Will there be wild celebrations in the park itself or will the champagne corks be popping in the boardrooms? writes Mike Shepherd.

The Importance of Union Terrace Gardens 

I agree with the comment that in your mental map of Aberdeen, Union Terrace Gardens is at the centre of it. This observation gets right to the core of the controversy.
I’ve heard Sir Ian Wood dismiss the idea of building a civic square on the St Nicholas site. As far as he is concerned the Denburn is the heart of Aberdeen, and that’s where the civic square / garden should go.

The fate of our park will be highly symbolic for the future of Aberdeen city centre. If you agree to retain the Gardens, it’s a statement that heritage matters in the city centre and there is a will to maintain the historical nature of down-town Aberdeen.

On the other hand by agreeing to build a modern park and structure, this would probably give the green light to extensive development of the city centre. As the TIF business report for the City Garden Project states, the scheme could stimulate the establishment of a central business district and the accelerated construction of city centre office blocks.

The alternative is so much more attractive. With Jimmy Milne’s business fund we could sympathetically restore Union Terrace Gardens at a fraction of the cost. It would be a marker for preserving our city centre heritage.

The Erosion of the Character of the Granite City

My background is geology and I grew up near Rubislaw Quarry.  The geology of Scotland varies so much, it means that each town and city has its own distinctive building stone. This creates a strong sense of place and belonging unique to each part of Scotland.

I was born in Aberdeen and I love the granite buildings with a passion. It breaks my heart when one is pulled down and a concrete and glass box of no redeeming character is put in its place. I would agree with the sentiment expressed in the old Aberdeen City Plan (very tellingly omitted from the new plan that has just been approved):

“The standard of design in new development has been raised as a widespread cause for concern during the preparation of this Local Plan. This is one reason why new development can raise so much hostility amongst the public and this situation must change. The City has such a rich and relatively intact heritage of older buildings that shortcomings of newer ones are all the more obvious. It is necessary to encourage better design.”

The loss of Union Terrace Gardens could be the start of Aberdeen losing its special character as the Granite City. More and more old buildings may be lost, until the city starts to look like everywhere else. This would sadden me immensely.

A Test for Local Democracy

I also see the Union Terrace Gardens as a test case for local democracy. Despite the public referendum, local democracy has failed miserably on the issue. The development of Union Terrace Gardens was imposed on the public from the start with no serious attempt to build consensus. A so-called public consultation was run essentially as a marketing exercise, and when it failed to convince the Aberdeen public, it was conveniently ignored.

The recently held ‘public consultation’ on the design is remarkable in that the results were not even made public. Even the referendum has been lop-sided, with a massive public relations exercise on one side combined with a local press willing to publish anything it gets. There have been some new lows in recent days (see Richard Pelling’s article on the subject).

Will the public assert themselves against the machine? I hope and trust they will. If not, expect much more of the same.

A Waste of Public Money

Recently I received an email from the managing director of an oil service company in Aberdeen. He described the idea of using Central Government funds for the City Garden Project as a terrible waste of investment and infrastructure money. His opinion is that the city centre development will not affect the decision by oil companies and personnel to move to Aberdeen or otherwise.

“Companies invest in Aberdeen because of the fantastic talent pool, the high standard of living, the stable fiscal regime (assuming Osborne doesn’t have any more surprises), the access to West Africa and other merging oil & gas regions which are increasingly supported from Aberdeen.”

I agree. What is calamitous is that if Aberdeen Council was going to apply for TIF funding, they could have found much better projects than Sir Ian Wood’s city garden. How about these:

a. Revamping the Beach area

b. De-bottlenecking Aberdeen’s congested roads

c. Building the AREG renewable energy centre

 – And just about any other project you could think of.

If the City Garden Project goes ahead, we will have replaced a park with a park. Is this what we should be doing with public investment money in Aberdeen? Most certainly not.

If you agree with any of this and you haven’t voted yet; vote Retain Union Terrace Gardens (the option that does not destroy our Granite City).

January and February always seem to represent a low time in the year. Christmas and New Year have been and gone and there seems little to look forward to. The days remain short and the nights long. It’s usually raw cold. Unwelcoming. The opening months of the year always cause something of a gloom to hang over Mick Miller’s household. Bung in a global recession for good measure and things seem pretty bleak. Then it got worse. What’s up, Mick?

The post arrived on Monday and out of the two-for-one pizza offer junk mail fell a gaudy catalogue.
Only it wasn’t a catalogue – it had “VOTE” written on it. Promotional blurb for the City Gardens Development.

How profoundly depressing. The front ‘cover’ illustration is of some futuristic landscape from another place.
Only on closer inspection it isn’t. It’s Aberdeen, or, more accurately, a version of Aberdeen which can only have be conceived in cloud cuckoo land.

Real people, in a REAL garden.       

It’s lurid, horribly-coloured, glib and vacuous. It is pervaded by a complete sense of the unreal. Semi-transparent people wander aimlessly inside a cartoon-flowered version of reality. Children trample unrestrained, yet the flowers survive.

Out-of-scale human forms laze in some sort of airborne meadow whilst below them, in a throwback connection to the real world, trade waste bins lurk ominously. A woman of Amazonian proportions accesses a laptop whilst sitting on surprisingly unbending grass stems. The remnant spire of the Triple Kirks emerges from a scrubland of low growth stock image shrubbery.

It all looks vaguely ill-tended, neglected, as if within this futuristic vision lie the discards of the past. Or perhaps its a tacit admission that should, god forbid, this monstrosity go ahead, there is just no way that the upkeep will be affordable. Delving deeper, the background is found to comprise of a realigned His Majesty’s Theatre and a hugely-inflated and decapitated William Wallace. A victim of the guillotine perhaps?

But the history, like the whole of this charade, is just plain wrong. Landscape dressed up as farce. A cityscape for Anywhereville. Inaccurate. Disjointed. A cut-and-paste pastiche.

Opening up, things don’t improve. A drab labyrinth of pathways which look like bridges over a motorway, criss-cross manicured lawns and monoculture grasslands. In one image the sun sets….or does it rise? Either way, it’s in the wrong place. What on earth, if we are still on earth, is going on? This is lazy work, a Standard Grade project gone catastrophically wrong. Everything is confusing.

The front page image shows a gaudy flower bed appearing to lie on a lower level of the structure. Moving inside the pamphlet the same floral, er…..’bombshell’, is miraculously elevated. Or is it that those bloody bins are just absolutely HUGE? I’m confused, disturbed even.

   I’m going to have a lie down, maybe I’ll feel better and ‘it’ will all have been a bad dream. Only it won’t. It isn’t.

In the sunset image, an oddly-inclined piece of lawn totters precariously into the largely obliterated Denburn valley. In Woody Allen’s Manhatten, a character in a TV show is observed to have a toupee so badly-placed on his scalp that it looks like it has been dropped on to his head from a great height in an uncontrolled way.

This elevated savanna has the same feeling about it. There will be a need for avalanche warnings in the snowy depths of winter.

In another image, a pipe band plays beneath a Formica-lined dome with random cut-outs that give the feeling that the design is based on half a panelled football booted around Pittodrie of a Saturday afternoon. Below this, a winter scene shows people so cold they have started to vapourise as, it would appear, has the Formica football, associated terraces and denuded trees, miraculously large for such a recent planting.

A lone child in a blue jacket has something so contagious that the populace in the foreground seek to distance themselves as quickly as possible. Is he the cause of the vapourisations? Oh I get it – we’re on the set of War of the Worlds and soon tattered clothing will rain down upon us from the sky. I know that was the only good bit. It all has an apocalyptic feel. I’m going to have a lie down, maybe I’ll feel better and ‘it’ will all have been a bad dream. Only it won’t. It isn’t.

Aberdeen is a beautiful city, notwithstanding some recent disastrous architectural additions. It doesn’t need or deserve such ill-thought out attentions as this abomination.

Union Terrace Gardens are an integral part of what allows Aberdeen to maintain its architectural, cultural and civic dignity. The Gardens need some tender loving care, but they don’t need annihalation by the ‘solution’ that this tacky pamphlet proposes.

A heartfelt plea. Please, people, don’t let this thing go ahead. Make sure you vote to retain Union Terrace Gardens.

Controversy has raged over the fate of Union Terrace Gardens for the last three years. A major subtext to this has been the role of culture in Aberdeen life, particularly in view of the way the proposed Peacock Visual Arts centre for contemporary arts was gazumped by Sir Ian Wood’s Civic Square proposal in 2008, writes Mike Shepherd.

The £13.5m building was to contain a gallery, TV studio, print studio, restaurant and offices for Peacock Staff and provide a base for Aberdeen City Council’s Arts Development and Arts Education teams as well as extra space for the City Moves dance agency.

It was to be called the Northern Lights Contemporary Arts Centre.

When the Civic Square was first mooted, the emphasis was on the Square itself. Sir Ian Wood had described it as:

 “a cross between the Grand Italian Piazza and a mini Central Park”.

An underground concourse was also proposed and at this stage, the main uses were identified in a Press & Journal report:

“The new square could have three underground levels, the first of them offering the potential for Peacock Visual Arts’ planned new centre, as well as restaurants, a heritage museum and visitor attractions linked to north-east attributes such as granite, paper, fishing, whisky and golf.”

However, Peacock Visual Arts were understandably reluctant to be included within the Civic Square plans. In any case, an underground concourse would not be a suitable venue for an arts centre. A building receiving natural light would have been much more appropriate.

Sir Ian, perhaps frustrated at the reluctance of Peacock to get involved, told the Herald Scotland

“There is quite rightly a strong feeling about the arts in Aberdeen,” he says. “It is not for everyone but some people do feel intensely about it. I understand the emotional concern.

“What I find hard is that, frankly, this is about jobs and economic prosperity, for the wider interests of people in Aberdeen who don’t care about the arts. Eighty per cent of the people who spend time in the square will have no interest in the arts. You have to develop things for the good of everyone.”

Peacock’s arts centre was effectively killed off by the Aberdeen Council vote in May 2010 to progress instead Sir Ian Wood’s Civic Square proposal. This was later rebranded the City Garden Project.

Following the demise of Peacock, ACSEF started to develop an increasing interest in local culture. ACSEF are the non-elected body charged by both Aberdeen and Aberdeenshire Councils with promoting the economic development of the region. They have been involved in promoting the City Square, describing it as one of their flagship projects.

The ACSEF minutes for the 4th October 2011 noted comments by Professor Paul Harris, the recently appointed head of Robert Gordon University‘s Gray’s School of Art in Aberdeen :

“Paul Harris advised that he is a member of the Scottish Enterprise Tayside Regional Advisory Board.   At a national level he had been closely involved in taking forward the V&A project which illustrates how a collective vision could be translated into strategy and raise a city’s profile in an international context.

“Creative industries have an important role not only in their own right but also in terms of being key drivers of an area’s wider economic success in part through creating vibrant and attractive communities in which to live, work and visit and in fostering innovation, a key driver of economic success.

“Professor Harris concluded that the vibrant and valuable creative industries sector in Aberdeen City and Shire requires greater cohesion and visibility and suggested that a creative industries strategy be devised to address this and realise the sector’s potential for future growth.  In addition projects such as the City Garden offer opportunities for the city to achieve an international cultural venue. He suggested that a collective approach amongst partners could be achieved at no cost while a strategic voice supports funding bids.”

Some in the city might feel alarmed about the business–dominated board of ACSEF defining a top-down strategy for the “creative industries” in the Aberdeen area.

The link to the City Garden Project is of note. Paul Harris is mentioned in the news section for the City Garden Website – “City Garden Project Can Make Aberdeen Cool, Contemporary and Cultural”.

“Professor Harris is leading a City Garden Project sub-group representing culture, the arts and the creative sector to consider the potential content for the scheme which has a new centre for culture and the arts at its heart.

He added: “The V&A in Dundee is a perfect example of culture being a catalyst for wider regeneration. There we had an idea and had to develop the infrastructure. In Aberdeen we have the potential infrastructure and a unique opportunity to fill it creatively.

The sub-group is proposing a new model to enhance the performance and reputation of the region’s arts and culture locally, nationally and internationally based around the new infrastructure the City Garden Project can deliver above and below ground.

The vision is to create an internationally known facility that is a focal point for exchanging and showcasing excellence in cultural activities between countries, regions and cities located around the North Sea.

The so-called “Northern Arc” would form partnerships with key cultural organisations to present displays and exhibitions, diverse performances and events covering, history, science & technology, visual arts, design, film, music, dance and literature.

The use of the name “Northern Arc” is unfortunate given that the City Garden Project had killed off the Peacock Visual Arts plan to build the “Northern Light” contemporary arts centre. The sub-group mentioned is believed to include most of the city’s existing arts organisations, which are largely publicly funded.  If the underground concourse is built, could it be that existing facilities such as the Belmont Cinema and the Lemon Tree will be relocated to the building?

The Press and Journal reported last October that Aberdeen Council is interested in making a bid for Aberdeen to become the UK City of Culture in 2017.

Council bosses are applying for a £92 million loan from the Scottish Government to fund five regeneration schemes, including the controversial City Garden Project. Approval of the ambitious plans could trigger a campaign for the prestigious title, officials confirmed yesterday.

The bid to become city of culture could prove a hard sell to the people of Aberdeen. It was actively discussed with much scepticism on the Aberdeen Facebook page. Here are some of the comments:

–          Aberdeen has plenty of culture. What it doesn’t have is a council that knows what culture looks like. Culture is one of the indicators of true prosperity but you can’t make money off it directly. The council’s thinking process seems to be: Step 1 – culture, Step 2 – ???, Step 3 – Money!

–          I will say that there are signs of some joined up thinking re culture. A sign though… It’s not for the council to lead and make it happen though. It should come from the ground up to the point where the council starts listening to those that are doing and asking what is needed rather shoving another box ticking lecturing strategy in our faces. Far more people working across the arts know what is needed than there are people sitting at desks re writing old words. The city would need to give a decent amount of funding to Arts organisation and to arts within education instead of cutting funding almost to the point of extinction.

–          So much negativity in this thread, Aberdeen should be ambitious & go for this city of culture in 2017, Aberdeen despite is geography has lots of people doing innovative things in the arts. It did Liverpool no harm & only positives came out of it…

A group called AB+ is organising a cultural conference in the Arts Centre on 26 January.  Two of the speakers are Professor Paul Harris and Valerie Watts, Chief Executive of Aberdeen City Council.

Valerie will be describing her experiences in Northern Ireland with Londonderry’s bid to become European Capital of Culture and the impact this had on the arts there, whilst Paul will talk about bringing the V&A to Dundee.”

The conference is an opportunity to discuss cultural activities in Aberdeen and as such is to be welcomed. It is likely that some of the issues raised here will be touched upon by the speakers in the Arts Centre.

The City Garden Project will be launching its referendum campaign and will also soon be announcing the final chosen design. It is almost certain that the campaign for the City Garden Project will tie together local cultural activity, economics and Aberdeen City Council’s bid to become UK City of Culture for 2017.

It’s an explosive mix.

The careful shopper kept one eye on his purse and the other looking upwards, for the gigantic Christmas lights hung over all, like the giant orbs from ‘The Prisoner’, and were prone to falling, crushing the occasional small child or pensioner.

The pubs were filled with young ladies and gentlemen drinking eggnogs and Babycham.

The first snow would soon fall, and Christmas cheer was everywhere.  Well, almost everywhere.

A car drove towards an office block; not just any car, but the town’s very own Civic Car.  This chauffeur-driven car was the envy of all, and in it sat the Lord Provost Steve Peters himself, and the town’s wealthiest man, Ianeezer Scrooge.

“Listen Peters, I’m a patient man, but if construction doesn’t start soon on my Scrooge family car park and shopping mall, someone’s going to find less cash in their Christmas stocking this year – get the picture?”

The speaker was Scrooge, and although his voice was calm, he was turning a reddish colour.  Peters shook his head and rubbed his hands.

“Everything possible is being done – we have our best people ah, ‘volunteering’ to work on the project night and day.  Soon the Denburn Park will be officially yours.”  Peters answered Scrooge with a slightly nervous voice, for there had been far more opposition to this plan than was expected.  The public it seems did not want a little patch of ground turned into a car park.

This piece of ground had been given centuries ago to the people by the famed  hero king of old, Bruce the Robert.  A statue of him astride a trusty steed stood outside the newly-cleaned (and gutted) Marshall Academy building which now housed the city’s staff.  The Denburn Parkland was the property of the people, gifted to they by King Robert, but if Scrooge wanted the park, well, then he must have it.

Teams of lawyers toiled day and night to find some clever way to make it all work. The brilliant, peerless lawyer MeKeechruns could not have been more helpful.  Loopholes were exploited, companies set up, and there very best man, Berry Gruff was one of the lead figures making it all fall into place. ‘ If only the people would stop protesting!’ the Lord Provost thought.  ‘The wife’s on at me for some more designer jeans, and her clothes are costing a fortune.  Guess it’s all on expenses anyway, but still.’

“I want progress soon, understand!  You do want to stay Lord Provost, I’m sure, and all those other councillors know what side their bread is buttered on.  Get me a progress report tonight.”  Scrooge said matter-of-factly, as the chauffeur opened the door and Ianeezer Scrooge alit at the Scrooge Building.  He entered the doors, thrust his hat and coat at his assistant Mr Mickie, and strode off to his office, Mickie trotting at his heels.

“Have you written those letters yet?” Scrooge asked “They need to be out to James Brown at the funding office forthwith – but do send them second class – first class stamps are going up again.  And who turned the heat up in here?  I’m paying for this you know.”

Scrooge’s pet project depended to some extent on a funding application.  A Mr James Brown was in charge of the funds.  Most of Scrooge’s employees and lackeys had been set the task of writing to Brown, saying what a great project it would be and that funding must be granted.

“Oh, I’m sorry” said Mickie, “I’ll turn the heat off straight away.  Yes, I’ve written to ask for the funding for the Denburn project in my own name, in the names of all my wee children, including Tiny Tim, and as myself for all the companies you’ve put me in charge of – in name only of course” he added, seeing  Ianeezer had raised an eyebrow.

“Well, I’m out to lunch” said Ianeezer – and Mickie thought that was true enough.  “Have you made reservations for me ?  I’m taking Jenny Crawl out to the Clifmar for a nice long lunch.”

“Oh yes sir, everything is in place; do have a nice –“ but before Mickie could finish Scrooge was off again.

Mickie knew he had to work hard and do as Scrooge told him.  He had all his children to think of, including poor little Tiny Tim who needed a crutch.  Not only did Mickie work for Scrooge, he had to hold down several other jobs and even work at the local pharmacy to make ends meet.  If only things went Scrooge’s way, then no doubt Scrooge would pass some money onto Mickie as well – at least Mickie hoped so.  For Scrooge had pledged to leave the project millions of pounds, and hinted that those nearest to him would likewise be remembered in his will.

Across town Scrooge was peering at the lovely Jenny Crawl over the wine list.

“Is there anything else I can do for you sir, anything at all?  Just let me know, I’m your man.”  The little waiter, Spencer for Hire addressed Scrooge with great respect.  He too hoped to be a beneficiary of the as-yet unseen largess of Mr Scrooge.

“That will be all thank you Spence.” Jenny replied.  She was a tall stately woman with long blond hair.  She had worked her way up through the ranks and was now in the inner circle of Scrooge’s trusted business associates.  She worked long and hard helping Scrooge fulfil his dreams of seizing Denburn Park; it was after all the most desirable piece of real estate in town.  Of course they told the public that everything that Scrooge did was for their own good.  The truth was something else altogether.   If they could only turn this unprofitable bit of land with its trees, grassy banks, birds and flowers into a parking lot, they would become even richer.

They passed a pleasant few hours over caviar, champagne and fine foods.  Suddenly Scrooge felt unwell.  His head began to swim and his stomach ached.

“Jenny my dear” he sighed.  “Not feeling all that well, perhaps I had too much stilton and port.  Going home for a lie-down.  See you later I trust?  Just sign the bill for the project, it was a working lunch after all.”

“Dear Dear Ian” she said; she called him by his shortened name “you must go home and lie down at once!  We mustn’t let anything happen to you!”  She genuinely looked alarmed.  How she must care for him, Scrooge thought.

Before he knew it, Jenny and Spencer for Hire had bundled him back into his limo –  he thought they mumbled something about a will –  and he was being driven home through town.  It was twilight.  The moon shown over the Denburn Park as the limo drove past.  A shadow crossed the moon and for a moment, Scrooge thought he heard a moan.  The car then stopped at traffic lights at the Academy building, just by the Statue of Bruce the Robert.

The moonlight danced on the statue and as Scrooge froze – the horse lifted his hoof and the great Robert leaned forward and pointed at Ianeezer.  Scrooge closed his eyes and rubbed them – and when he opened them, there was the statue as motionless as it always had been.  ‘I must not eat any more of those funny chocolate brownies Katie my cleaning woman makes.  Trick of the eyes.’ He thought to himself.

As he arrived at the Scrooge mansion, his servants Katie D and Kevin Dum were at hand to help him into the house.  He ordered his faithful lackeys to bring him his dinner in his room; he would watch television in his bed and get an early night’s sleep.

Some funny programme was on, some old film called ‘It’s a Wonderful Life’.  Scrooge stopped to watch for a few moments.  In the scene that was playing, a young man called George Bailey was talking to a wealthy man called Mr Potter.

“Just remember this, Mr. Potter, that this rabble you’re talking about… they do most of the working and paying and living and dying in this community. Well, is it too much to have them work and pay and live and die in a couple of decent rooms and a bath? Anyway, my father didn’t think so. People were human beings to him. But to you, a warped, frustrated old man, they’re cattle. Well in my book, my father died a much richer man than you’ll ever be!”

Ianeezer Scooge couldn’t quite fathom what was wrong with the young man, and thought that the Mr Potter character seemed like an admirable fellow.

Just then a gust of wind caused a tree branch to tap on the window at the opposite wall.  The noise caught Scrooge’s attention and he turned.  For a split second he thought he saw the statue of Bruce the Robert again.  A feeling of dread crept over him, but then the moment was gone.  Scrooge gradually drifted off to sleep.  He though of Christmas and how much it would cost him in holiday wages.  ‘Christmas!  Bah Humbug!’

Scrooge had a troubled, strange sleep.  Waking with a start he noticed the room glowed red in the dark.  ‘what the hell is that irritating red light and how is anyone supposed to get any sleep with it on’ he thought when suddenly he realised he was not alone.  He clutched the bedclothes and sat upright, heart pounding.

There to his horror was a hideous figure – bald and short in stature with an undefined, characterless face.  It wore a red football jersey marked ‘AFC’.

“Ianeezer Scrooge!  It is I, your former business partner  Jacob Milney come to warn you!  Mend your ways, or you too will be damned for all eternity as I am!”

“Milney – is that you?”  Scrooge could not believe it – there stood the ghastly apparition which looked exactly like his former business partner Jacob Milney.  Poor Milney had blotted his copy book.  First there were some funny dealings with the city and a queer land deal. Then Milney alienated the people by buying their city champion curling team, and running it into the ground.  People whispered that Milney did not really care for curling at all, and simply wanted to grab as much land as possible.  True enough – and Scrooge in the old days felt a paternal fondness for Jacob Milney.  But as the tables turned on Milney and he lost credibility and got into trouble, Scrooge quite rightly cut him off.

“Er, look here Milney, I’m hallucinating right?  You are just an undigested bit of cheese aren’t you?” Scrooge demanded.

“I’ve been called far worse,” said Milney looking at the floor and shaking his head sadly “Ian, I have been sent here tonight to warn you – you must give up your greedy ways.  Three spirits will visit you this night to show you your past present and your terrible future if you don’t get off the path you are on.”

“What’s that thing you’re wearing?” demanded Ianeezer “and what makes you think I’m doing anything wrong?

At this Milney let out a ghostly long wail.  “For my greed, dishonesty, destruction of green spaces and miserly treatment of the curling club, I am forced to glow red in the dark like the stadium I built in the nature reserve.  I must wear this long chain.  It is made from all the trophies and silver that the curling team could have won had I not treated it as a real estate vehicle.  And believe me, this is a pretty long chain.”

Jacob shook it for effect.

“Learn from my greed and turn back.  Pay your UK taxes.  Stop getting rid of green space – and above all:  YOU MUST NOT BUILD THE MONOLITH.  My time here is ending.  I return to my punishment – I am forced to read the fan website and all the newspaper articles denouncing my stewartship of the curling club.  Ianeezer….,,”

Milney seemed to shrink to an even smaller shape than he had been in life, and with a final moan (which Ianeezer was used to from their long years of association) he was gone.

“Phew!” Thought Scrooge “If that was poor old Milney, he’s really lost his business sense.  But it was only a dream.  No more Brewdog ‘Tactical Nuclear Penguin’ for me before bedtime.

He rolled over and soon was sleeping again, but not very soundly at all.

Somewhere far off a horse whinnied and steel crashed against steel.  Scrooge sat up, and there was the great heroic figure of Bruce the Robert.

“Get up ye wee futtret!”  Robert demanded.

“Now look here” Scrooge cried ” Don’t speak to me like that, dead hero or not!  I’m Ianeezer Scrooge – or Mr Scrooge to you.”

“AAARRGH!” Cried Bruce the Robert, swinging his huge sword close to Scrooge who seemed to regret his earlier rudeness.  “Ah’ve focht bloody battles tae win the lands Ah hae noo – but fit aoot yersel? A’ you’ve ivver daen is stan idle watchin rival firms struggle, an’ like a hoodie cra’ pick their banes fan they’re ower puggled tae fecht back.

“Ah dinna ken why Ah should gee ma bahookie ower sic a grippy flechbite as yersel, but somebody hid tae come ower an gie ye a bollockin, an’ as ayewis, it wis left tae Muggins.

“Hemen, ye’ve mair money than ye ken fit tae dae wi, an’ still aye yer needin mair. Ah’m tellin ye noo tae cut it oot!

“Ah ken fit it’s like tae a fair puckly siller. Ae time Ah could hae went onywye an daen onythin Ah likit. Twis naebody’s business fit Ah did wi siller Ah workit for. But Ah gaed awa! ‘At’s richt, glaikit as it micht soun’, Ah gaed awa ma siller tae ornry workin fowks…. an as lang as Ah’m still kent as the Big Bob, fit Ah gied tae the fowks will bide wi the fowks. D’ye underconstumble?

“So if you as much as pint yer finger at ae tree in the fowk’s perk at Denburn, Ah’ll come doon on ye like a ton o’ bricks.

“Noo Ah’ve heard ye bumpin yer gums aboot gaein yer siller awa tae fowk, but dinna kid yersel, the Aiberdeen fowk are nae blin’, an’ they’re nae as feel as ye think. So fit is’t yer buildin onywye? Ah’ve haen a lookie an’ Ah’ve nae seen siccan a sair sotter in a’ ma puff. Fit’s wi’ the muckle gless worm thingmy? Are ye wise??”

“Clearly”  Scrooge replied, “You just don’t understand this wonderful gift I’m giving the people.

“There will be underground parking, shopping, ramps to walk on, a monolith, and a great big covered space to sit in.    It is the way to ensure our economic future, and people will come from afar to see this wonderful site.  And spend money.  There will be jobs creation, vibrancy, dynamism.  It is a focal point for the civic heart of the city which – “

“Haud yer wheesht min!” interrupted the ancient hero’s ghost forcefully  “Div Ah look like a gluepot? Div ye think fowk are feel enough tae believe the tripe comin oot yer mou? Div ye believe it yersel min? If ye dae, then yer mair o’ a neep than Ah taen ye for. Ah’m tellin ye yince mair min jist in case the penny hisna drapped. That perk is tae bide the wye it is … so snoot oot –  or ye’ll ken a’ aboot it.

“Richt, Ah’m awa noo, but mind fit Ah telt ye.”

“Is your time on this earth up?” asked Scrooge “You see, if you could just understand why we need to build these ramps and monoliths, then –“

“Nah, ma time’s ma ain” the Robert growled, prodding his finger into his chest “But the verra sicht o’ yer soor coupon is daein ma napper in, so Ah’m aff. But Ah’ll be clockin ye. So get a grip ye grippy git. Yer needin tae heed the wise or wise the heid. Itherwise min, it’s tatties!”

And the ghostly horse reared; the Robert charged the window, and was gone into the night.

“Hm… I guess I believe in ghosts!” Thought  Ianeezer – “Hmph!  It’s easier to believe in spirits than in any of this public relations ‘vibrant and dynamic’ nonsense – whatever that means.   I just want that land, some parking, some shops and of course a statue to ME, which the grateful populace will insist is built.  But the spirit was right – perhaps I need to do some more thinking about this project.”

Scrooge shook his head up and down with satisfaction before plumping his pillow, and laying down again.

“You sit around here and you spin your little webs and you think the whole world revolves around you and your money. Well, it doesn’t, Mr. Potter. In the whole vast configuration of things, I’d say you were nothing but a scurvy little spider!”

The television was still on – these words woke Scrooge up, and he rubbed his eyes.  The room was filled with a fuzzy glow.  There was some kind of shape in the room, cloudlike with little form.  It however spoke in a girl’s voice.

“Hi there!  I’m ASIF, the ghost of Christmas present!  But you can call me Jan.” the thing said.

“What are you?  I can’t figure out what you’re supposed to be?” Scrooge asked, turning his head to one side.  The thing existed, yet he could see straight through it but could not tell what it was.  It kept changing.  Truly this ghost was vibrant and dynamic.  At one point he thought he saw a big translucent worm.  Another moment and it seemed to be either a big spiderweb or a great big square block.

“You should understand” the voice said “for you are creating me.  I am ASIF, your project.  I’m not exactly defined yet – no one – not even you  – knows what I will look like.  You only know that you want me built, and you hope to have a statue of yourself – like the statue of Bruce the Robert.  I am here to show you the truth of Christmas Present.  You will see what your actions have created in this city for people this very Christmas night.  Now come with me.  Take hold of my robe and you will be uplifted in more than this.  Whatever that means.”

“Now hold on Jan” said a sceptical Scrooge.  “I had Milney in her not long ago pretending to be some kind of spirit – just the kind of silly caper that gets him into trouble every time.  Why should I think you are ASIF, some kind of a ghost?”

“Well, I’m fully transparent aren’t I?” ASIF answered.

“Very well spirit, show me what Christmas looks like this year.”

They flew out the window.  And this is what they saw.

They saw a homeless man shiver in the cold, mourning for his friend who had frozen to death earlier in the week.  They saw bulldozers tearing into the remaining countryside; they saw other green fields nearby.  They saw some people suffering, and others feasting.  They saw pensioners and people with special needs trying to make do.  They saw crumbling NHS hospitals and closed down schools.  They saw poor ailing Tiny Tim Mickie sitting in a corner of his room, writing letters at his dad’s bidding to James Brown, begging for the Scrooge project to go ahead.  They saw the happy, the sad, the rich and the poor.  Then they saw the richest man in town’s mansion, and it was Scrooge’s.

“All those people with all their hopes and dreams.  All of the land being built on, leaving animals without shelter, space or feeding ground. All the suffering.  And yet Mr Scooge, here we are back at your billionaire pad with its comforts and servants.  Does this teach you anything at all?”  The spirit asked.

“Yes, indeed it does.  Thank you ASIF.  I have learned much.”  Scrooge answered thoughfully.  “But what are those two child-like figures clinging to you, hidden under your robes?”

“Fear them Scrooge” answered ASIF “the little boy is Ignorance; he is what happens if schools are closed.  The little girl is called Want, and what you waste in a day could save her.”

“Would I get any tax break if I make a donation?” Scrooge asked.  The spirit pretended it hadn’t heard this question.

“I shall leave you now, and another spirit will soon appear to show you the future.”ASIF said.  With that, the ghostly shimmery giant worm thing was gone.

“I shall make use of what she showed me.  I shall change” Ianeezer thought. “And now I await my last spectral visitation.”  He sat on his bed, and noticed the movie was still playing.  It felt as if this night was never going to end, yet if the movie was still on, only moments had passed.

A wild wind was blowing; Scrooge’s windows were thrown wide open by an invisible force.    Before the spectre, who was wearing a hoodie that covered its face entirely could speak, Ianeezer began.

“Look, I know who you are and why you’re here – let’s see the future, for I’ve been given much food for thought tonight.  Time’s money, let’s get a move on.”  The spectre grabbed Scrooge’s arm and they flew forward in time.

They  were still in Scrooge’s house, but according to the calendar some 20 years had passed.  Two old haggard ladies were arguing, and the draperies were closed around Scrooge’s bed.  They were his faithful servants, Katie D and Kevin Dum.

“I’ll have that for all the years of suffering I’ve endured.” Said one of the washer women.  She was grabbing a casket of silverware.

“Fine – take that, I’ll get the old fool’s fillings from his teeth!” said the other scrubber.  More voices were heard, and the two washer women scarpered.  Soon a party of lawyers, councillors, and the lovely Jenny Crawl dressed head to toe in black entered.  They all sobbed.

“See spirit!  See how they miss me!” said Scrooge, who realised it was his deathbed they were seeing.  He felt most proud at this outpouring of grief.

“Bollocks!” said Jenny.  “After all those  years of crawling, the old bastard not only didn’t leave money to the Denburn project, he’s  not left me more than an old photo of himself!  The nerve!”

“Years I printed what I was told, and more to the point I didn’t print what he didn’t want out.  And it’s all been for nothing.”  A man with a folded up newspaper under his arm simmered angrily.

“My project, my beautiful project!” said Gruff “who’s going to pay for it now!?  Hundreds of millions of pounds are needed, or the city will go broke.”

“I thought I had all the angles covered,” wept MeKeechruns “I’m usually so very, very brilliant!”

The miserable party railed at the dead man.  “Show me no more of this!” cried Scrooge.  He blinked and found himself at the home of his servant, Mickie.  Tiny Tim’s crutch lay along against the fire place.

“Where’s Mickie’s son Tiny Tim?” asked Scrooge

Before the spectre of Chrismas Future could answer, the Mickies entered the room.

“My poor wee Tim!” cried Mrs Mickie “Who would have thought he could die from writer’s cramp?  It was bad enough he  had to bombard James Brown with letters demanding that the funding for Scrooge’s project be granted.” She sobbed, “But it was just too much for wee Tim to have to also forge all those referendum ballots too.  Ah, my poor boy!”.

Scrooge and the spirit were suddenly in the fresh air, in the middle of what seemed like a party.  It was the Denburn Park, but not as Scrooge remembered it.  A giant steel skeleton with smashed glass panes lay to his left.  A giant huge monolith with no windows stood nearby.  A schoolboy threw empty bottles of Buckfast off of a giant concrete ramp covered in graffiti.

On a stage under the ramp, Status Quo played to an audience of OAPs. Groans intermixed with the sound of car engines emanated from the oversized Monolith.  It bore a sign that read “The Ianeezer Scrooge memorial Monolith – parking, shopping and children’s Workhouse.” But all were rejoicing as overhead a grafittied monorail limped to a halt.

“He’s dead!  He’s DEAD!” they all cried, raising glasses of latte or vodka overhead.  Scrooge did not want to know who’s death the rabble were cheering – he had his suspicions.

“Spirit, show me no more.  I have learnt my lessons well.  Thank you.  I promise I will make changes!”  And with these words from Scrooge, a bolt of lightning blinded him for a moment.  Then, he was in his own room again.  The calendar showed he had returned to the present time.

Scrooge was much changed by what he had seen.

“Remember, George: no man is a failure who has friends”

Incredibly, the movie ‘It’s a Wonderful Life’ was only just now ending, although Scrooge felt his ordeal had lasted several nights not hours.  Scrooge sat straight up in bed, and the sunlight streamed through the window.  He laughed out loud.  Throwing on his robe he raced to the window, still laughing, and threw open the sash.  A boy was visible nearby.

“You there boy, what day is this?” Scrooge demanded.

“Why sir, it’s Christmas day!” the puzzled lad answered.

“Then a merry Christmas to you!  See this twenty-pound note?” Ianeezer asked, waiving a bill in the air

“Yes Sir!” answered the boy

“Go and fetch me the biggest turkey in the whole town!” Scrooge commanded

“Dean, Fletcher or Malone?” asked the lad

“Ho ho – smart lad!  Fetch me them all! – and Gruff and MeKeechruns as well!” Scrooge answered, and disappeared from the window.  “Much to do today!  Much to change!” he thought to himself.

In a little under an hour later, a somewhat disgruntled motley crew of councillors, officials and others connected to the Denburn Park project found themselves in Scrooge’s drawing room.

“I’ll bet you wondered why I called you hear today” he asked.  A chorus of “we are happy to be here, and ‘merry Christmas sir” greeted him.

“I’ve been thinking about the project, and have a new suggestion or two – believe me, these changes are very forward looking.” Ianeezer  announced.  The assembled great and good replied ‘fantastic!’ ‘can’t wait!’ and so on.

“We’re going to electrify the worm, and throw anyone in prison who touches it.  Now the monolith idea – what if as well as underground parking we put in a workhouse? We’ll save money putting the kids in workhouses and closing more schools.  Do you think that will be possible – I mean think of the labour saving and government grant possibilities!”

There was a moment’s silence “Well, are you with me – remember the money I’m leaving in my will!” Scrooge said with a hint of threat.

“Astounding!” “Visionary” “Vibrant!!” “Dynamic!”  “Inclusion!”   the buzzwords he so loved rang out across the room.

“Merry Christmas  – now back to your homes.  Jenny – stay for a drink won’t you?”  A shadow seemed to cross her face for an instant, but it was gone.

Ianeezer Scrooge was a happy man indeed, and remained grateful to the spirits to the end of his days.

“Please sir – the twenty pound note?” asked a wee boy in the back of the great drawing room.   “Yes, here it is” Scrooge said waving it, “And if you do me another favour sometime, I’ll show it to you again.”

Amid the approving nervous titters of the council bigwigs, the boy was shown the door.

Somewhere far away, an icicle formed under the eye of a bronze statue of a former king of Scotland.

Mike Shepherd, Chairman of the Friends of Union Terrace Gardens, puts the case for keeping Union Terrace Gardens.

Union Terrace Gardens are a vital part of Aberdeen’s heritage.

The city centre park was planned by Alexander Marshall Mackenzie, the architect who also designed the Art Gallery, St Marks and the frontage of Marischal College.

If Union Terrace Gardens feel as if they belong in the city, it is because there is a harmony between the park and the surrounding buildings, several of which were designed by Marshall Mackenzie.

There is a sense of architectural authenticity. This authenticity would be lost if a six-acre modern square is built, which would be surrounded by Victorian granite buildings. The singer Annie Lennox has described this possibility as an act of civic vandalism.

Aberdeen’s heritage matters.

The beautiful granite buildings give us a sense of place and belonging. We identify with our heritage, and Aberdonians are proud of their beautiful city. The replacement of the old with the new, artlessly done, erodes the unique feel of Aberdeen, and starts to make our city look like everywhere else.

The Gardens are beautiful and spectacular.

The Gardens provide shelter below street level under the hustle and bustle of the city centre. The shelter is enhanced by the 78 mature trees in the Gardens, all of which will be chopped down if a modern city square is to be built according to the technical feasibility study.

An Aberdeen Council document states the following:

Union Terrace Gardens has many qualities to be exploited and enhanced including:

– Topography which provides a unique and dramatic setting for the surrounding historic townscape and bridges, and an essential component of the identity of the City Centre

– The character of buildings to the rear of Belmont Street

– The setting for His Majesty’s Theatre, St Mark’s and the Central Library, Denburn Viaduct and Union Bridge

– Green space and mature trees

– One of the last locations where the historic relationship of Union Street to the old city can be appreciated

The development of Union Terrace Gardens is not a done deal.

There are many obstacles in the way of the so-called City Garden Project, such that it is unlikely to happen.  The project depends on the Council borrowing £70M to fund the project through Tax Incremental Financing. The council, who are £562M in debt, cannot afford to take any more risks on borrowing.

There is no public consensus for the project: indeed a consultation held two years ago rejected the scheme. The politicians are hoping to address these concerns by holding a referendum, which will inevitably support the retention of the existing Gardens.

There is a much better alternative to building a modern and intrusive city square in the middle of the Granite City.

The Friends of Union Terrace Gardens group are committed to the sympathetic restoration of our city centre park. We intend to act in a similar capacity to the Friends of Duthie Park; Duthie park will benefit from the funds attracted by the Friends and will be restored to its former glory. Likewise, the Friends of Union Terrace Gardens intend to return Union Terrace Gardens to a fully-functioning park again.

It wouldn’t take much.

Our park needs some tender loving care, new toilets, a play pen, improved access. We have organised social events in the Gardens and we are instrumental in making Union Terrace Gardens a fun place to visit. It is a park that is a key part of Aberdeen’s heritage, the green heart of the Granite City.

A year and a half ago, Steve Bothwell wrote to express some, shall we say, ‘reservations’ about ACSEF’s master plan and where Aberdeen is heading.  It looks as if he had a point or two. 

February 25, 2010 – ACSEF’s plan belies anything that can be comprehended as ‘essential to the future of Aberdeen and the North East of Scotland’. As Jonathon Meades put it, ‘Aberdeen is good at being bad’ – Polite prose indeed.

The former glory of George St, with high quality retail and high quality architecture/replaced with the now John Lewis building (formerly the Co-Op) – St Nicholas Centre and The Bon Accord Centre, whilst severing the bloodline to the rest of George St, which resembles a down market version of the down-trodden Argyle St in Glasgow.

The old Co-op Building in Loch St/Gallowgate, which with little imagination could have been a gem of high quality boutique-scale retail, instead of Architecturally impotent office/residential blocks.  St Nicholas house dwarfs Provost Skene’s house, one of the oldest and most architecturally significant buildings in the area.

Union Terrace Gardens is not to blame

The Trinity Centre/Trinity Hall, which subsequently moved to an equally, but on a smaller scale, architectural abortion.

The Old Market building (Market Street and the Green) replaced with the New Market building, sporadically raising pointing questions from the public (locals and visitors alike).  Amadeus nightclub on the beach front which offers nothing but bemused and disturbed confusion.

And last but not least, Union Square, which is a glorified retail park with parking. This Architectural abomination will need replaced sooner than we think.

Union Street comes up in conversation with great frequency. For the past 30 years planning and control has become so lax that we are adorned with gratingly luminous patchwork of irregular symmetry. Absentee landlords are never held to task, nor are the lease holders.

Union Terrace Gardens is not to blame.

Most City Councils have made errors, and some cities have corrected them. 

Aberdeen City Council still strive forth to allow the most banal picture painting of a living hell, by destroying everything in its path.
Either they are missing the clues which sit firmly on their own created door step or are suffering a serious bout of doldrumitis. The Civic Square planning and design details do not excite but only represent the pointlessness of it.

The City Council, along with ACSEF and Central Government wholeheartedly supported the Peacock scheme, providing local planning guidance was adhered to. This was to make it blend into the historic park. Peacock’s did that.

We now have a scheme, which in its vagueness, is impossible to get to grips with. From that I mean, it is quite obvious that this charade is nothing to do with enhancing our city for future energy companies to get comfy with, because as we know, energy companies care about nothing but energy riches and not about Urban realm Strategies, and especially about retail connectivity.

ACSEF’s approach to retail connectivity is fed through a brainwashing exercise in which the retail ‘Pillars’ unease at motions of failure result in the bandwagon bursting at the seams with the ‘I’m on board brigade’ ensuring their retail offerings, bland as they be, will not suffer the ever-changing movement or trends of public spending.

Union Terrace Gardens is not to blame.

It is poignant that public money has been frittered away on asking Joe Blogs about ‘an idea’, an idea which still reveals no real detail of the final outcome, whereas Peacocks had it sorted and without the need for car parking. Their enhancing project upset no one, and has not created the furore that the Civic square has.

Union Terrace Gardens are not frequented often. Perhaps the reason for that is, the general public are more interested in other things. Society has gone through radical changes and people have become armchair deficits. They rage vengeance on slopes and stairs, grass and beauty, nature and health.

Union Terrace Gardens is not to blame.

However, Courtesy of Grampian Police, the facts are this: – There is negligible crime in Union Terrace Gardens. The Freedom of Information Act has provided much-needed defence, where Union Terrace Gardens is the safest area in the City Centre.

It’s plain to see that ACSEF have not used Europe as an example of quality city centres but used America and Australia as examples. America and Australia are fairly recent countries but wholeheartedly celebrate their Green Spaces.

Aberdeen City Council’s budget is tight and perhaps tight-lipped. And the Scottish Government should be representing Scotland and its history, which it’s not.

Aberdeen’s Campaign for Nuclear Disarmament group has held a memorial service marking 66 years since the nuclear attacks on the Japanese cities of Hiroshima and Nagasaki in World War Two. Philip Sim attended the annual event and brings us the following account.

There was a healthy turnout at the event on the banks of the River Dee, where speakers and spectators alike braved the pouring rain and swirling winds.

The service included speeches from a range of political and community groups, including SNP MSP Maureen Watt, Nathan Morrison of the Labour Student’s Association, Gordon Maloney of the Aberdeen University Student’s Association, and Clive Kempe of the Green Party.

Messages of support were read out from Tomihisa Taue, the mayor of Nagasaki, Scottish First Minister Alex Salmond, and Aberdeen North MP Frank Doran. Poems and songs were recited, all conveying the same broad anti-nuclear message.

After a minute’s silence, the group lit two hundred peace lanterns, one for each thousand people killed in the nuclear attacks on Japan in 1945, and floated them down the River Dee as the sun went down.

CND rallies were also hosted in Dundee, Ayr and Paisley, while people gathered to hear speeches in Edinburgh’s Princes Street Gardens and Glasgow’s west end.
