Old Susannah looks at the Granite Web, and the impressive effort it has taken to spin.

Tally Ho! Yet another vibrant and dynamic week in the Granite Web City.  Whilst Friends of Union Terrace Gardens, Aberdeen against Austerity, and Democracy Watch engaged in some inexpensive grassroots campaigning by flyer, the mysterious Vote for the CGP group pulled out all the stops and spent, spent, spent.

You could be forgiven for thinking that Northsound is playing City Garden Project commercials non-stop. The Art Gallery has a swish new display showing the Garden plan in its Alice-in-Wonderland perspective and garish colours, and issues of The Granite Web compete in the ugly stakes with the A3 VFTCGP colour flyer sent out before.

News reaches Old Susannah that visitors to Aberdeen Royal Infirmary are being cheered up no end by pro-City Garden Project posters on the walls. There is no escape at work either, as employees of Wood Group (no surprise really), Nautronix, and Taqa all seem to have received lovely e-mails from bosses hinting gently that they should vote for the CGP.

I do find it very touching that employers are looking after their employees so well and giving gentle guidance which puts no pressure on them at all.

Why do I call the VFTCGP members secret? Because I was told in so many words by the BIG Partnership, which does PR for this group and, coincidentally, the artwork for the CGP, that “if the members want to stay secret, it’s up to them.”

But before I return to my Myth-busting busting activities started last week – I only got through the first four of the ten Myths the CGP team say we’re suffering from – condolences to Rangers fans.

Was this one of the top Scottish clubs? Yes.

Will this leave a massive hole in Scottish football? Yes.

Will other sides face similar financial clubs? Looks like it.

I believe one tycoon is still paying some £60,000 of his own money each time his team plays. I do hope this mogul is not getting overly financially stretched. I’d again ask the question if Loirston Loch land – in a Special Area of Conservation – should really be turned into a 21,000 seat football ground with offices and museum in this climate.

Well, I would ask, but the continuous concrete covering of anything green in Aberdeen seems unstoppable. Thankfully, we all have one tireless, gentle campaigner who is not giving up the fight for ‘Scotland’s heritage’. Step forward, Mr Donald Trump.

You might have seen one or two small news items saying that this gentle giant wants to build the galaxy’s greatest golf course on a no-doubt-underused stretch of coastline. He’s got rid of many of the view-blocking trees, but there are horrible plans to build windfarms offshore which could actually be seen by his guests, if you can believe that!

Now, windfarms don’t actually work very efficiently yet. The technology can, and should improve. But I guess we’re all agreed there are few things in life worse than being a rich golfer who might have to look at an offshore wind farm. For those people in favour of this kind of blot on the seascape, I would remind you that you’re forgetting something very important.

Donald’s granny was Scottish. This gives him good cause to call Alex Salmond ‘insane’ for supporting renewable energy. Please try to keep that in mind, thank you.

Finally, it might have been Valentine’s Day this week, but it looks like the May to December romance between Callum McCaig and Aileen ‘Ho’Malone is over. One of them is an over-blown, over-hyped, over-rated, naïve, headline-seeking soul, blissfully unaware that they are dangerously out of their depth. The other is Callum McCaig.

No more will they share a coalition; there will be no more romps on Tullos Hill; there will be no more late-night negotiations. Maybe yet the SNP will change its tune over the ridiculous cull of deer to plant trees that cannot possibly grow on Tullos Hill. Watch this space.

There is certainly a current in that direction, not least fuelled by public anger and the wasting of some £43,800 to date. Still, a break-up is hard to take. Final confirmation of this great bust-up comes in newspaper stories announcing that the coalition is still absolutely fine. I am thinking of offering my condolences to Mrs Robinson, sorry, I mean Aileen.

And now back to debunking the debunking of the Myths. The City Garden Project seems to be the only entity that’s been presented with these Myths, and I commented on the first four last week. Here are a few choice words on the remaining five Myths. Thank you CGP for printing these not-at-all-wild and not-at-all-made-up Myths – we’re all really onside now. Their comments are in bold. Old Susannah’s are in regular type

5. It will cost the taxpayer millions of pounds – FALSE.

Sure. All this happens for free, and you’ve not paid a penny, and you won’t pay a penny. I wonder if the CGP forgot about the £422,000, or probably more, of taxpayers’ money Scottish Enterprise has already spent on this project? And, no doubt, our CGP friends don’t think it matters that some of your city councillors voted to set aside up to £300,000 of your money for legal costs.

Old Susannah is still mulling that one over. A billionaire is ‘giving’ Aberdeen £50m, but there isn’t enough money on his side of the fence to pay the legal costs the city will incur? So, rather than getting granny a new wheelchair, or providing 24/7 care at homes which have just announced cuts etc etc, Wood wants your £300,000. But this £722,000, nearly quarter of a million pounds, is small change.  we’re going to chop down existing, healthy trees, thus getting rid of wildlife that’s called the trees home for decades, if not centuries

Multiply that figure by ten and you get close to the amount of interest on the loan Aberdeen City Council has to sign for this project to go ahead, according to one of last night’s radio show speakers. Thanks to Original FM (on 105FM) for hosting last night’s debate. Anyway, the taxpayers’ side of this great granite garden bargain is to borrow £92m and pay the loan, and its interest, back over decades.

If the 6500 new jobs don’t come in and we don’t make £122m each year (I can’t wait to see how this happens), if we go over budget, if anything goes wrong – then it will cost us an unknown additional amount of money in repayments. The trams fiasco has reached a cost of nearly one billion pounds.

But this won’t cost you a cent. Honest, guv.

6. Fake, plastic trees – FALSE.

It’s a great Radiohead song but a lousy Myth. It has been suggested that fake plastic trees will be planted in the City Gardens to act as vents for the giant car park underneath. If any fake trees are seen they will be beside the flying pigs. 186 new trees will be planted, some of them mature and many will be Scots Pines.

Old Susannah doesn’t know where to start with this alleged Myth. She does find it reassuring to find that a job in public relations entails so much creative writing talent. I know of no-one who’s heard of plastic trees being part of the plan. However, if we’re building underground, then we’ll need plants with very tiny root systems. Goodbye 250-year old elm trees, one of only a few surviving clusters of elms free from disease, and home to wildlife. In comes progress. Who needs fresh air, wildlife, shade and beauty when you can have ramps?

My favourite bit is the announcement that the trees stay in the Gardens forever, as wood chip and seating. Well, you can’t say that’s not sensitive to nature. Still, the BIG Partnership’s student placement has managed to make a meal of a non-existent plastic tree myth. Perhaps someone will explain how mature trees are going to be magically planted in the new Gardens?

Where will their roots go, as there is meant to be underground parking? How do we get to have a thriving pine forest in the city centre – something that doesn’t seem possible according to experts including local architects?

If Old Susannah has this right, we’re going to chop down existing, healthy trees, thus getting rid of wildlife that’s called the trees home for decades, if not centuries, plant some new trees, and have the world’s only pine forest in a city centre.

The pines must grow faster than genetically-modified Leylandii hedges if the drawings I’ve seen are correct, and of course, no-one can fault the accuracy of these precision drawings. I like the giant transparent child romping over the flowerbeds best. So, replacing grass and trees with grass, concrete and trees can be done for only £92m. RESULT!

7. It will cost people their jobs – FALSE.

As a result of the project a projected 6500 new jobs are to be created, not taking into account the hundreds of jobs that will come as a result of the construction. In addition, a transformed city centre will breathe new life across the city, helping us become a World Energy City long after oil and gas has run dry in the North Sea. Existing businesses will be retained meaning existing jobs will be safe-guarded.

These 6500 jobs are going to be wonderful! What will they be? Well, for openers we’ve seen how well Union Square has protected high street businesses. Our small high street shops are struggling whilst multinationals got a cheap rent deal in Union Square. But clearly what we need is….more shops. Surely there is nothing we’d rather do than shop, and you can’t have enough shops can you? It’s not as if a glut of shops will ever result in shop closures, price wars and endless sales, especially ‘Going out of business’ sales.

I wonder if there is any reason that a cafe culture has never really taken off in Aberdeen? Could it be that it’s often too cold, too windy or too rainy? Could it be because the City Council consistently refused to allow anyone to run a snack bar or coffee kiosk in the shelter of Union Terrace Gardens? Clearly not. One wave of the granite wand, and just like those convincing concept drawings, we’ll all be sitting outdoors in short-sleeved shirts, drinking decaf mocha lattes while Toto play on the brand new stage, in front of the existing indoor theatre.

Right. The taxpayer is propping up the AECC with extra money since it can’t make enough by holding events. Same for the Lemon Tree. But the new theatre won’t have any problems making a massive profit and creating loads of jobs.

 So, ‘how many theatres should a taxpayer prop up?’ is one question.

I for one can’t wait to sit through an outdoor electronic folk music competition in February. But, by winter, this theatre will be an ice rink, thereby competing with the ice rink the city tried to kill off before.

But no, there won’t be any harm to jobs. We’ll need people to cut down the trees and get rid of the wildlife. Then there will be jobs cleaning the graffiti off the Web. Yes, the Web will create more permanent jobs in small Aberdeen than the 2012 Olympics will create in Greater London. Rest as assured as I am on that point.

8. It will be entirely made from concrete – FALSE.

Obviously concrete will be used – would you like to relax, visit an exhibition or attend a concert on top of a cardboard box? The project has been carefully designed so there will be 95% more open, green space with a series of pathways providing access for people through, across and in and out of the gardens. These paths will be made of granite, crushed granite and wood.

By now, Old Susannah is finding the content of the dispelled Myths by BIG just a little bit patronising and smarmy. They thought they had to talk us out of believing in plastic trees. Now they explain that we need to sit on something more robust than a cardboard box. Thanks for that! Appreciated.

So, ‘how many theatres should a taxpayer prop up?’ is one question. ‘How many competing businesses should Scottish Enterprise suggest?’ is quite another. They used to have rules on displacement and suchlike, but these seem to have gone, probably about the same time as your employer started to tell you how to vote.

This project has been carefully designed. Of course it has. More green space, but somehow it manages to have a giant concrete, sorry, granite theatre which takes up some 15% minimum of the existing Gardens. They count the giant granite potato-crisp shaped thingy over the stage as green space.

 what if the architects were to give us some drawings showing how these ramps will work safely now rather than later?

Of course it won’t sustain any wildlife, and at best will be a thin wedge of sod over concrete, but if they want to call it green space, fine.

I guess these people call anything green space if they can colour it green with Crayolas on their paper plan.

Looking at the slope of the ramps both up and downwards, I’m wondering how the aged, infirm or wheelchair-bound are going to find this system easier than the current access. The current access could use an additional ramp and you could probably do this for less than £92m as well. For the truly baffled, there is ground level access on the north side, not far from the theatre. This is where vehicles somehow manage to get in.

Clearly there is no other way to ‘relax and visit an exhibition or attend a concert in this town.’ Let’s borrow £92 million and build this beauty.

9. There will be no railings in the Granite Web, people will fall from the paths – FALSE.

Safety will be paramount. The concept design shows the various walkways at different levels but the final design will show how these work safely. And, seriously, do you think any development in a country obsessed with health and safety would get off the ground without proper safety measures?

Our PR work placement is patronising us again. I might be old, but here’s a crazy idea – what if the architects were to give us some drawings showing how these ramps will work safely now rather than later? Are they going to be enclosed, and of course, not at all potential rat traps? Are they going to have fencing that somehow won’t look like Stalag 17? How will wheelchair users go up and down these steep ramps? Details, details.

Well, Old Susannah has run out of space for one week. We will return to normal definitions next week, and take a closer look at who is behind ‘Vote for the City Garden Project’. You will, of course, want to know what businesses are in this group, to make sure you can reward them with your custom. Or not.

Last Saturday, 58 members of The Aberdeen Chorus of Sweet Adelines headed south to Edinburgh to take part in their second audition for this year’s version of ‘Britain’s Got Talent’. With thanks to Linda Allan.

Having had very positive feedback from some of the programme’s producers in the first audition in the autumn,  the ladies were ready to brave the “fearsome 4” judges as well as a live audience in the magnificent Festival Hall.

The Chorus added some more polish to the ballad “At Last” and donned their “Black and Sparkle”  ( some of the visitors to the Kinross Service Station car park will never be the same again!).

The day passed in the Festival Hall with photo and video shoots, interviews, warm ups, run-throughs, wee glimpses into the Hall at some of the other acts, lots of chat, and endless trips to the facilities to check apparel and make-up – all of this punctuated regularly by the most awful foghorn sound of the dreaded buzzer bursting through from the stage.

As the day wore on and the programme schedule slipped further and further behind, it became quite clear that this Chorus was not going to see the Northern Lights of Old Aberdeen again till well into the “wee sma’ oors” – about 3:30am for some of the ladies!!  Never mind – more time to eat another snack, have another photo shoot on the staircase – and watch some performing dogs being interviewed and getting their costumes put on for their act.

There was time too to serenade the (very enthusiastic) public at audience change-over times with some Chorus songs.  It has to be said that the BGT crew members and Festival Hall staff were extremely pleasant, helpful, positive and encouraging, despite what must have been an extremely stressful day for them too.

Then – at last – the intrepid songsters were escorted down endless flights of stairs, along miles of corridors, past mounds of cables and whole forests of cameras and microphones till arriving behind the curtain of the big stage where acts, comments from the judges and the scary buzzer could clearly be heard.

There they stood in excitement for – ages – along with a flea circus, 4 lycra-clad Scottish pipers in rather dubious pink, blue, and green all-in-one skin tight costumes, a very nervous singer experimenting rather gingerly with a microphone, and some curiously clad individuals with strange accents and weird instruments.

A visit from the very pleasant and charming Ant and Dec added to the excitement, as in between various stages of their duties, they ran the gauntlet of the rows of waiting ladies “high-fiving” as they went!  There was also to be more chat and filming with the duo just before going on stage, and later on some of the ladies of the chorus were able to pose with them for photos and autographs at the stage door.

So then – at last (again)- the culmination of the day – an entry on stage to a packed auditorium and the ‘fearsome 4’. There was some further filming, with some questions from the judges to the Director of the Chorus Gwen Topp and the Chorus President Debbie Pern, and then the ballad “At Last”.All judges acknowledged the technical expertise of the Chorus, and the polish and quality of the singing

So how did it go?  The Chorus sang extremely well. One judge liked the Chorus, 2 judges liked the song “At Last”. One judge commented on the lovely involved faces.  All judges acknowledged the technical expertise of the Chorus, and the polish and quality of the singing. In the end two voted for the Chorus to go through, and two voted against.

  As with everything the Chorus undertakes there are valuable opportunities for learning.

Because the judge who had the casting vote in a tie-breaking situation had voted against the Chorus and had in fact used the buzzer, the Chorus will not be going through to the next stage. The genre of music, in which the Chorus excels, was unfortunately simply not to their liking. They simply did not get it!

How does the Chorus feel?  As with everything the Chorus undertakes there are valuable opportunities for learning.  The experience gained from the preparation for the event, the process of being involved in performing at such a big event and dealing with uncertain procedures and ever-changing timelines is very valuable for any performer, and plays an important part in developing performing skills.  Listen, learn, and move on!

What now??  The Chorus will continue to work for the next important events in its calendar, including visits from international coaches and preparation for the annual competition in May in Birmingham.

Tribute must be paid to GwenTopp, Chorus Director and Debbie, Chorus President, for their work both in preparation for the event and also for their magnificent handling of interview questions at the various sections of the day.

Both succeeded in giving heart-felt, eloquent responses which went a long way to promoting not only the Aberdeen Chorus and The World Wide Organisation of Sweet Adelines, but also the value of singing in a group as great fun, a wonderful hobby, a promoter of well-being and a source of support and friendship to those who take part. This message has the potential of reaching many thousands of people, should the clips be televised.

City support organisation the Friends of Duthie Park (FODP) has welcomed the news that an action group has been formed to investigate ways of re-establishing Hazlehead Park as a top Aberdeen attraction, Dave Macdermid informs Voice.

Tony Dawson, FODP Chair commented:

 “I was delighted to hear that an Action Group had been formed for Hazlehead Park. In recent years, it has visibly suffered from a lack of investment.

“However, all is not lost, as can be seen with the developments in Duthie Park, itself visited by over 700,000 people annually.

“This year will see significant restoration works to Duthie Park and its iconic Winter Gardens, thanks to the grant awarded by the Heritage Lottery Fund. The ponds and mound will be completely revamped, as will several other areas, to benefit the people of Aberdeen and tourists from all over the world, allowing the Park once again to be an attraction we can truly be proud to have in our city.

“A substantial amount of work has gone into the £5m HLF-funded project. For this, Aberdeen City Council, and the dedicated officials involved, deserve great credit especially in these cash-strapped times.

“It was the largest HLF project in the UK for 2011 and this year will see the regeneration of large parts of this great Park.

“The Friends wish every success to the Hazlehead Park Action Group and are more than happy to support them wherever necessary. But why stop there? What about Victoria , Westburn and Seaton Parks as well as Johnston Gardens? Let’s get support organisations set up from those parks’ users. It’s amazing how far a bit of enthusiasm and commitment can go and we cannot depend on the City Council to do it all. Such successful projects can go a long way towards restoring civic pride in our great city.”

The Friends of Duthie Park AGM will take place on Tuesday 6 March at 1900 in the Winter Gardens and is open to all. To add to a successful year for the group, Tony is appealing for additional expertise in specific areas.

“We have a wonderful committee but everyone is a volunteer and we could certainly do with some help in fundraising, IT and last, but definitely not least, in finding more people who would be willing to help by being the voice of Spike, the Talking Cactus!”

A new creative writing group is being launched in Aberdeenshire.
Grassic Gibbon Writers Group has been set up by Grassic Gibbon Centre manager, Isabella Williamson, and will be led by local poet, playwright and short story writer Catriona Yule.

The meetings kick off on Friday 17 February at 10.30 am and will run for six weeks initially. Each informal session will support and encourage new writers through workshop exercises and constructive feedback. Anyone is welcome to come along.

“I’m absolutely delighted to be involved with this writing group and feel that this is an exciting opportunity for any budding writer wanting to learn more and share their experiences. The Grassic Gibbon Centre plays a crucial part in maintaining the heritage of the Mearns area and in keeping Lewis Grassic Gibbon’s legacy alive. It seems only fitting that it should have its own writing group to continue his passion. He was a very gifted writer who achieved an incredible output in his short life,”

It’s the American holiday Ground Hog Day this week, and Old Susannah wonders if she’s not reading the same old stories over and over again in the local news.  By Suzanne Kelly.

Happy Ground Hog Day!  In America people eagerly await the movements of groundhogs on 2 February (everyone has to have a hobby I guess), and allegedly can predict whether there will be an early spring by what the little things do.   Ground Hog Day was also a Bill Murray film wherein he kept reliving the same events over and over again.

As I read the Evening Express and the Press and Journal, I wonder if the same old stories aren’t coming back again and again just like Ground Hog Day.  Another car crash, more pictures of cute babies and cute pets, potholes and personal health stories I’d rather not read.

 And of course Union Terrace Gardens stories have sprouted up faster than the  ‘rare’ pine forest  the architects have now drawn fully mature in their ‘vision’ of the concrete future.  Guess the pines should appease all those environmental-type people.

I had really wanted to ‘keep off the grass’ and spend one week not writing about the City Gardens Project.  However, the issue continues to dominate our local newspapers, other than a few car accidents and cute pictures of babies and/or pets, there’s nothing else in the local news.

On the other hand our bus fares have gone up – by about £150 per year for weekly pass users.  This is to pay for all the improvements – the increased reliability, cleanliness, and improved frequency and so on that you are experiencing.  No doubt you likewise received a pay rise of 15% or more, so you don’t mind stumping up more for First Buses.  I hear their owners are a bit hard hit by the recession, and heating mansions isn’t as cheap as it used to be.

Last week I was one of the deputees at the City Council’s great vote on shovelling  money into the City Gardens Project.  If you’re interested in what I had to say, here’s a link:  http://oldsusannahsjournal.yolasite.com/

I spoke for 10 minutes, and answered 10 minutes of questions from our elected officials.  Councillor McCaig repeated the promise  made by Alex Haig the Scottish Infrastructure Secretary that the project will NOT go ahead if the people vote against it in the referendum.    We shall see.

But back to the Ground Hog Day theme.  Sir Alex Ferguson has stepped up to the plate concerning Union Terrace Gardens:  he’s in favour of the garden scheme (and ‘scheme’ seems like the operative word) going ahead, per the Evening Express.  But haven’t we heard from him on this score before?  Yes we have – several times.  You have a feeling of déjà vu for a reason.

The pro City Gardens teams are still ramping up with their fantastic, well-planned campaigns.  The people in Aberdeenshire were the first to receive the glossy, beautiful (not at all fifties retro, dated, overly busy) A3 colour brochures telling them why they must vote for the City Gardens Project.

It was such a heart-breaking pity to realise that no one in the Shire gets a vote.

Easy mistake.  I just wonder exactly who has paid for these brochures and this little mistake. But this lovely piece of campaigning literature (for which we don’t know who wrote, created, paid for) leads nicely to a definition or two.

Facts: (plural noun; Eng) data based on measurable, demonstrable truths and observable phenomenon.

A triangle has three sides.   The sun rises in the East and sets in the West.  The City Gardens Project will create 6,500 jobs and make Aberdeen £122,000,000 every year for about 20 years.  All these are examples of facts.

You can usually tell something is a fact if an authority figure tells you it is true.  If you read something in print, it must be true as well.  All those lovely brochures that went to the Shire residents (who can’t vote on the issue) tell you to vote for for 6,500 jobs and all the millions of pounds the Teletubbie Park will bring.

Who would vote against these great things?  It’s not as if these figures for an as-yet unfinished design with no price tag on it are just wild, bloated fictional guesses paid for by, er, organisations that want this building project.  Or are they?

My favourite part of the brochure is the transparent boy running through the flower bed in front of the theatre.  If it were to scale, the wee lad is about 27 feet tall.

If you still aren’t sure what is fact and what is fiction, here’s an example from ACSEF meeting minutes from 22 March 2010:-

 “Reassurance was given that the consultation report commissioned by Scottish Enterprise on behalf of ACSEF will be independent, and the consultation process had been robust and transparent”. 

Even if the electronic voting went a bit strange, and even if all of the entities involved in ‘reassuring’ that the report would be ‘independent’ wanted the garden project to go ahead, it was all ‘robust and transparent’.  (and that’s a fact).

    You can’t say Aberdeen doesn’t have its fair share of celebrities

Another favourite fact of mine was when Sue Bruce left Aberdeen and claimed in a press release that our city had a budget surplus of a few million pounds after she’d done her bit.  (Yes, I miss her, too).  Pity the budget surplus didn’t even last as  long as she did here.

Celebrity: (noun or adjective) fame, or being famous.  You can’t say Aberdeen doesn’t have its fair share of celebrities:  There is Sir Alex Ferguson, Annie Lennox, Scotty from Star Trek, an’ tha quine fae Torry wi the accent naebody kens fa’s on ‘River City’ [Editor:  am I getting the hang of Doric yet?  Suz].

But alas:  no longer can Aberdeen lay claim to being the home of ‘Willie’ – school janitor from  ‘The Simpsons’.  Willie is apparently from The Orkneys.  The Evening Express carried this exclusive this week – I think they did a telephone interview with Willie or something.  DOH!

At least we still have Mr Scott, and of course our own talking cactus, Spike.  Neither has yet released statements through their agents or directly as to their view of Union Terrace Gardens.  Annie Lennox has in the past stated that it’s up to Aberdonians to vote for what they want, but that she is a supporter of the gardens as they are.

She is clearly not as vibrant, dynamic and forward-looking as the much more hip Sir Alex Ferguson.  Sir Alex took a break from throwing football boots at players’ heads long enough to yet again pop up in the press in favour of the skateboard park – sorry granite web.  In the Evening Express Sir Alex is reported as saying:-

“I would urge everyone not to be scared of change and to look upon this as an opportunity and something which will allow Aberdeen to be favourably compared with cities both in the UK and further afield”

Well, we can safely assume his friend Stewart Milne looks at the gardens as being ‘an opportunity.’

Perhaps Sir Alex has hit it on the head (which he’s good at doing):  I’m really just scared of change.  I’m not scared of killing off the existing wildlife by removing the vital feeding and living grounds the wildlife depends on.  I’m not scared of destroying beautiful, listed, healthy 200 year-old trees that clean the surrounding air.  I’m not even scared of the city taking a £70 million (or probably more) gamble on an as-yet untried financial gambit:  Nope, I’m just scared of change.

As to how the granite web will make Aberdeen compare to other cities and places, I’d suggest that Milton Keynes, Siberian work camps and Ceausescu’s Romanian architectural projects would be the best place to start.

I think I’ll leave it there for now.   Keep a look out for your full colour brochure from the pro City Garden Project now, won’t you.  It should arrive any day now (if you live in Yorkshire).  You may wonder who printed it and who stands proudly behind its facts.  You may wonder for quite some time, as they didn’t bother to say who they were on this flyer.

There is a helpful web address on it, even if it doesn’t work at the time of writing, I’m sure that’s just another one of the few dozen small errors that’s hit the publicity campaign.

Question:  if the people supporting this project are throwing your money around on inaccurate full colour A3 leaflets that are going to the wrong houses today, what will they do with a giant architectural project tomorrow?

Aberdeen Youth Council’s former head Sean Press resigned because of ‘a conflict of interest’, citing his involvement with ACSEF the ‘pro-business and development body [which] is fully supportive of the City Garden Project’ per the Press & Journal.  Now Aberdeen City Youth Council, the official voice of young people in the city, has spoken out against the proposed development of Union Terrace Gardens, describing the plans as “unwanted” and “potentially devastating to young people”.

17 year-old office-bearer, Kenneth Watt, comments on the decision:
“It’s not normal for the Youth Council to speak out against the Council like we are doing. However, the decisions made have the potential to be devastating to our generation, and generations to come and we are genuinely worried about the prospect of the City Gardens Project going ahead.”

As a result, the group has registered to submit 300 words in the voter registration pack.

The group also criticised the City Council in its involvement of young people in the decision-making process, after they discovered that only 113 young people from just two schools were consulted with. In the Youth Council’s own consultation 98% of 14-25 year-olds were in favour of retaining the Gardens.

The financial security of the City Gardens Project (CGP) concerns the Youth Council. The Aberdeen City Youth Council (ACYC) are worried by the lack of a plan to cover the possible failure of the risky Tax Increment Funding scheme. After multiple requests for detailed financial information from councillors on the monitoring board were ignored, the group became very apprehensive over the CGP’s feasibility.

Kenneth Watt, an office-bearer in the ACYC says that:

“Young People have been hit hard by spending cuts to key services already; the prospect of facing more in the future is a risk the Council can’t afford to take.”

“Young people need to be listened to and have their questions answered. We’re the ones that will have to foot the bill when the £96million loan can’t be repaid.”

One of the main sufferers of cuts to public services is Aberdeen’s youth. Northfield has the highest rate of child poverty in the north-east of Scotland and the Council cannot commit to such a financially unstable project when they are closing key services to the youth in many areas.

“It is ridiculous for the Council to commit to a £96million loan when vital community services – such as the Mastrick Young People’s Project – are being cut left, right and centre.”

It was claimed that the CGP would reduce crime rates in the city, which young people are frequently blamed for. Both final designs for the CGP have direct access from Belmont Street and Union Street, home to many pubs and clubs. A £170million project of this nature will not cure the violence and crime that Aberdeen faces.

“Voters need to think seriously about the long-term aspect of the City Gardens Project and the financial burden it could easily leave for generations of Aberdonians to come.”

“Union Terrace Gardens is a space that is unique to our city. Our parents have loved the Gardens, we love the Gardens, and – if retained – our children will love the Gardens too.”

Old Susannah tries to get to grips with the newspapers, the actual news, and council-speak.  By Suzanne Kelly.

Dancing in the streets is assured today, for tomorrow we will be dancing on the concrete ramps!  (hopefully without falling off of them).  Rejoice!  Result!  The lovely ramp / Teletubbies design has been selected (just in the nick of time for the Referendum, mind) to ‘transform’ Union Terrace Gardens.

Old Susannah has been laid low by a cold/cough, so no outings of  late to Brewdog or anywhere really.  This has given me plenty of time to catch up on my leisure reading, so I’ve now read tons of minutes, board reports, registers of interest and so on.   But I’ll soon celebrate this good news with a brewdog or two.

I was so glad to have bought the Evening Express on the 17th; it had taken its own 50-person poll and guess what?  Yes, 59% of people polled want to ‘transform’ the gardens!  Fantastic!  Perhaps we should just knock the Referendum on the head now and go with those results.

To those few remaining NIMUTGs / NIMBYs / Luddites out there who think the vibrant and dynamic scheme to put concrete ramps over Union Terrace Gardens is nothing but the old boy network flexing its muscles to give some of the more hard-up members work, money and real estate, I say no.  There is no conspiracy.  There is nothing untoward going on.  (Can I have a directorship now?)

If anything looks funny, be it overlapping interests and board memberships, coincidental office block developments in the area, or what have you, here are some useful definitions to allay any fears.  Rest assured – in a few short years when you’re looking over your plastic hedge in the Monorail Café as the band plays in the Dr Bochel outdoor auditorium, you’ll look back and be glad that your tax money was well spent in convincing people what’s really important.

The Gardens dominate the news and the definitions this week as well.

City Garden Project Minutes: (compound noun) a series of documents charting the apolitical, beneficial, transparent proceedings of the Project team appointees.

We’ve already seen that there is no overlap between the City, Chamber of Commerce, BiD,  a couple of multi-millionaires and some council officials.  Here’s a little quote from the September City Gardens Project Implementation Team which shows as much:-

“Agreed that it would be helpful if ACSEF and Aberdeen Grampian Chamber of Commerce could provide supportive letters to the key decision makers within the Scottish Futures Trust.  The web link to the submission to be forwarded to ACSEF, the Chamber and BID”.

and now to illustrate the total independence of the Implementation Team, let’s put some names in brackets for the organisations listed above of people connected to the City Gardens Project as well:

“Agreed that it would be helpful if ACSEF(John Michie, Jennifer Craw, Colin Crosby, Tom Smith, Callum McCaig) and Aberdeen Grampian Chamber of Commerce (John Michie, Colin Crosby) could provide supportive letters to the key decision makers within the Scottish Futures Trust.  The web link to the submission to be forwarded to ACSEF, the Chamber and BID (Callum McCaig, John Michie – Chair)”.

It’s going to be a hard slog for these people to get themselves on side, don’t you agree?  Or perhaps that’s what’s meant by ‘having a word with yourself.’

Overlap: Adjective – for two or more items to share similar components, area or characteristics.

If you have looked at the spread sheet on the above link, you will see there is just a touch of overlap.  Believe it or not, there are people who are involved in a quango here, a committee there – and all of them relating in some way to the desire to improve Union Terrace Gardens.

That nice Mr Michie gets around quite a bit, as do Messrs Collier and Crosby.  Never before have so few done so much in so many organisations against the wishes of so many.  Referendum or no, I think this lot are unstoppable.

Bad Timing: (Eng Phrase) events which in some way conflict with each other or subvert other events.

This will be a tough one to explain, so here is a wee example.  The deadline for registering a group for the Union Terrace Gardens Referendum was 13 January – so far, so good.  The deadline for these groups to submit a 300 word statement as to why people should vote for or against Teletubby land – sorry the dynamic ramp system which will turn Aberdeen into Barcelona– is 20th January at 5pm.  The Referendum is a month away.

Still so far, so good.  Then we come to next week. On 25th January the full council is going to vote on a report about the Gardens project – the report has various clauses which seem to indicate this thing might cost the City money after all – who would have guessed it??? But by then it will be too late for any of the statements going in the Referendum voting pack to be altered.

On 25 January it will also be too early to know what the referendum result will be – but the city is still going to vote on some very crucial items.  Why you might ask is this happening now? Why would the city want to do this before the referendum and before the new council is elected in May – only a few  months away?

It couldn’t possibly be so that any potential voters see the City voting to go ahead and decide that voting in the referendum (which is not binding of course) is pointless.  It is not to discourage, dispirit or mislead – obviously not.  I think this haste all just has to do with saving time.  I did ask this question of the council – and they’ve told me not to worry my old head about it.  Fair enough then.

PS ….

I am currently less than pleased that the City cannot (or will not) provide me with a list of property that the Mortification Board is responsible for – the FOI folk have told me to come down and look through the archives.  I still can’t believe Councillor West (leader of the Morticians – sorry Mortification Board) doesn’t have this info.

However – I am happy with him on this one score, and I thought  it worth sharing.  So, here are some extracts from old minutes from the City Garden Project Monitoring Board – cast your mind back to August – this is what was being said…

“Councillor Yuill asked Mr Brough to confirm whether there would be a ‘no action’ option on the card. Mr Brough replied that there would NOT be a ‘no action’ option at this stage because the feedback was part of a tendering process to select the best of six designs. Once the best design has been selected, other parties, such as the Council, may wish to determine whether the status quo was preferable to the chosen design. However the Project Management Board do not see this as their role. Their job is simply to come up with the best possible design for a proposed City Garden Project.

Councillor West asked that it be noted that every week the councillors of the Monitoring group have asked for the ‘no action’ option to be part of the public display and this has been passed on to the Management Board by Mr Brough. The Councillors stated that they were very disappointed that this was still not an option”.

You might ask yourself who is driving this project.  It’s not the citizens.  It’s not the councillors.  The answer just might lie on my spread sheet.

The final design for the City Garden Project was picked this week.  The proposed plan is to replace Union Terrace Gardens with a futuristic design of curving walkways and grass called the “Granite Web”.
The announcement stoked up even more controversy as it appears that the design was not the first choice amongst those that voted in the exhibition in October last year.

Favoured was the “Winter Garden”, the design with the big greenhouse resembling a giant glass worm.

A letter in the Scotsman gave a typical response to this ‘consultation’:

Pointless poll. Of the six designs submitted for the development of Aberdeen’s Union Terrace Gardens, one emerged as the clear favourite during a protracted public consultation in which the Aberdeen electorate took part.

Yet a panel of judges has selected one of the other designs, and the Aberdeen public is apparently to be given the choice between this one or nothing. What is the point of holding a public consultation and treating the result as if it didn’t exist?

It is not the first time that a consultation on the fate of Union Terrace Gardens has been ignored. A public consultation run in 2010 saw a majority of the public rejecting the scheme.

The design itself is also controversial. John Glenday, the editor of the magazine for Scottish architects the Urban Realm, commented:

“Diller Scofidio & Renfro’s ‘granite web’ of interconnected walkways has been sold as a vision of the future for Aberdeen. However the seductive sixties sci-fi vision presented may be out of date before the journey from concept to reality has even begun. In their submission the architects have spun a tale of making Aberdeen “throb” again but the history of elevated walkways and underpasses, as anyone who has ever traversed any concrete New Town will attest, is often dystopian.

“Health and Safety officials are also likely to have a field day with the walkways and platforms as presented, inevitably leading to a compromised design with fencing, signage and other clutter once the demands of building regulations are met.”

Others have been more  sceptical. It has been variously likened to a Teletubbies TV set, a skatepark and even  ‘Mounthooly Roundabout on steroids’. The City Garden Project have however reached for their dictionaries to praise the ‘vision’, with press releases abounding with words such as ‘transformative’, ‘vibrant’ and ‘dazzling’. Despite the hype there are very few facts being presented. We still do not know how much it will cost or how long it will take to build.

In another development, Aberdeen City Council are to hold a special council meeting next Wednesday to discuss the City Garden Project.

The report for the meeting asks councillors to approve the final City Garden Project design , expects the private sector to commit at least £70 million towards the project and discusses some of the land ownership issues.

There is no discussion in the report as to what happens if the City Garden Project goes into massive cost over-run. In 2009 the then Chief Executive, Sue Bruce,  decreed the private sector would be responsible for any cost over-run. Since then, no procedure has been discussed on ensuring agreement about this. In my opinion, Aberdeen City council are being grossly negligent here.

Councillors are effectively being asked to approve the final City Garden Project design ahead of February’s public referendum.

Yet the report mentions that:

ACGT has produced initial draft proposals in respect of the likely uses of any internal and external space to be created by the proposed development and are currently redrafting these proposals to reflect the space provision within the design recently selected by the Design Competition Jury.”

It is difficult to see how councillors can approve a project when there is no clear statement as to what the scheme is going to be used for.

The requests to councillors to spend up to £300,000 on legal costs from Council funds will be very controversial. We have been repeatedly told that the City Garden Project will have no impact on Council budgets, yet this is clearly not the case here. Some will ask how such costs can be justified when services and amenities are being drastically cut elsewhere.

Polling cards for the referendum are to be issued to Aberdeen residents on or around the 16th February. We will be asked for a third time – what do we want our city centre to look like?

The public are being treated with disrespect on this issue. Nevertheless, Aberdonians should ensure that they vote in the referendum.  This one counts.

The opening day of the 5th Stewart Milne Group Indoor Championships produced some excellent tennis at the Westburn Tennis Centre with a couple of the seeded players in the Boys 16 & Under event failing to reach the quarter final stage.  With thanks to Dave Macdermid.

Rubislaw’s Ross Findlay recovered from the loss of a close first set tie-break, which he lost 8-6, to oust Cameron Ritchie (Kinnoull), the number six seed, winning 6-7 (6), 6-3, (10-5).

Cameron’s clubmate Ryan Martin fared better though with a comprehensive straight sets victory over David Holmes (Dunfermline), seeded three.

Voice’s Suzanne Kelly provides further detail regarding The Scottish Information Commission’s decision on Aberdeen City Council’s handling of FOI requests regarding  sales to and contracts won by Stewart Milne related companies.

 

This week the Supreme Court sided with Aberdeen City Council and rejected Stewart Milne’s appeal concerning profit-sharing on a land deal.

Milne bought land from Aberdeen City Council (property worth some £5 million was sold to him for c £375,000) with a clause stipulating Milne had to share any related profits with the seller, Aberdeen City Council.

After lengthy appeals, the Milne Group must pay £1.7 million pounds to Aberdeen City Council (legal costs are at present unknown).

Precisely how and why the cash-strapped City Council made this deal still remains unclear.  Once acquired, the property was sold from one arm of the Milne group of companies to another, and on this basis, Milne’s position was that there were no profits to share.  The Courts have disagreed.

This issue spurred a freedom of information request to the City Council.

What land had been sold to Milne-related companies?  What contracts had been awarded to the Milne companies?   Was a group of companies receiving preferential treatment by being sold public assets without the assets going on the open market to the highest bidder?  Was a construction firm buying land at considerable discount with one hand, and at the same time under-bidding competition to win work?

It is a year (and a few days) since the initial FOI request was lodged with Aberdeen City Council.  Late replies, denials that information was held, assertions that information was too difficult and costly to obtain were some of the obstacles in the way of obtaining information.

If not for the Information Commission, there would be no chance of this information – concerning public assets and the public purse – coming to light.  As it is, the City has until 23 January to finally comply.  At that time it must either disclose the information or lodge an appeal against the decision.

The decision will be disclosed to the public  around 16th December.  In the meantime, here are some of the important issues and facts to emerge from the Information Commissioner’s decision.

On 10 December 2010 a FOI request was sent to Aberdeen City.  Such requests are to be answered within a specific time frame and are backed up by legislation.

The City failed to respond in time. Aberdeen’s representatives said the information was not easy to obtain, would cost over £600 pounds to collect, and that some of the data was immune from disclosure.  When the request was largely turned down, an internal investigation by ACC into its handling of the affair was requested as the law permits.  The City was sorry it was late in responding, but it was not going to release the information.

Findings:

The Information Commissioner’s office was supplied with the entire (lengthy) chain of emails from the first request through the refusal and the internal investigation.  The Commissioner will soon release its report into ‘Case 243/2011’ and these points are among the findings:-

  • ACC FAILED to comply with Part 1 of the Information (Scotland) Regulations 2002 (FOISA)
  • ACC  FAILED to comply with the Environmental Information (Scotland) Regulations 2004
  • ACC FAILED in dealing with the request by wrongly claiming that section 12(1) of FOISA was applicable to the request
  • ACC FAILED to provide reasonable advice and assistance under Section 15(1) of FOISA.
  • ACC FAILED to meet statutory timescales for handling the request

The City also wanted to know what time period the request covered.  This was a bit of a surprise – was the list of property sold so extensive that a cut-off date was needed?  Dates of 1980 to the present were chosen.

On 9 February 2011 the City advised that the request would be too costly, and that it did not hold information relating to property it had sold to Stewart Milne companies.  An internal inquiry into how the City handled my request was offered and accepted.   This inquiry proved rather fruitless, and on 4 May 2011 the Office of the Scottish Information Commissioner was asked to look into the case.  The investigation began.

The Information Commissioner’s office contacted Aberdeen City Council on a number of points.  One of the issues was whether or not all or part of the FOI questions should have been dealt with as an Environmental Request (EIR).  The City then told the Commissioner’s office it ‘no longer wished to withhold the information in the reports (about tenders) in their entirety.  Some but not all the information on contracts Stewart Milne companies had won in September was released.  This included information about new build work at Byron Park, Hayton Road and Rorie Hall.  The documents were heavily redacted.

It was nine months since the FOI questions were first asked of ACC.  At one stage during the Commissioner’s investigation there was an opportunity to re-state the case and explain why the information should be put in the public domain.  I wrote about the state of Aberdeen’s finances, the fairly recent criticism of the City’s fiscal operations by Audit Scotland, the lack of transparency in the City’s dealings, and my concern for the disposal of public assets without clear attempt to get the best possible market price.

The decision notes my claim that ‘public assets should be bought and sold in a fully transparent manner, especially in such a cash-strapped city as Aberdeen.’  I wondered if my efforts would be enough.  I waited.

Findings & Analysis:

One of the most important reasons for refusing the request was cost.  If the costs were truly going to exceed £600 (the threshold over which public authorities do not have to respond – but can if they wish to), then someone at ACC’s Freedom of Information Office should have offered  guidance as to how to reduce the cost of the search.  This never happened.

Aberdeen’s initial cost estimates indicated that many people would have had to spend hours on the request, and some of these hours were going to be charged at over £15 per hour.  As it turned out, the maximum hourly rate that a public entity can charge for searches is £15 per hour.   Perhaps someone in the City’s Information area should have known this?

Over the course of the dozens of e-mails exchanged, I made clear I did not accept Aberdeen’s claim that supplying a list of the property would be to arduous and too expensive.

At one point the City said some of its records were only on paper format.  I informed the Information Commission that the City holds an Excel spread sheet detailing the property that it owns and that I considered it likely that the Council would have a similar spread sheet for property it disposed of.

Aberdeen said such a record did exist, but that it didn’t show to whom property had been sold.  (This seems like a very poor state of record-keeping if it is the case).  The City said its list would be ‘meaningless’ to me.  The City estimated that it sells some 10 pieces of property per year, and we would be talking about 140 sales from 1996.  In summary, the City said it would cost £1,117.50 (a rather precise figure I thought) to get the details I was after.

Item No. 50 of the Commissioner’s decision reads:

“…the Commissioner is surprised that the Council is unable to establish the identity of the purchaser in relation to individual property disposals in a less labour intensive manner, he accepts that the Council does not have simple access to the information requested…”

Here are some other points from the report concerning the issues:-

51.       “Having considered the Council’s submissions, the Commissioner accepts that it has identified a reasonable method of locating and retrieving the information Ms Kelly has requested.  This involves two distinct stages:  firstly identifying those property sales in which the purchaser was one of the parties of interest to Ms Kelly and then secondly locating and providing, for only those transactions involving relevant purchasers, the particular pieces of information requested by Ms Kelly about that transaction.  The Commissioner is satisfied that the information requested could all be located within the file relating to the property sale.”

52.       “Turning to the Council’s estimates of the staff time required to complete this process, the investigating officer reviewed the copy of a file provided by the Council.  Although this contained over 780 pages of information, the investigating officer was able to identify the purchaser of the land or property within two minutes of opening the electronic file.  Although, in this case, the purchaser was not one of interest to Ms Kelly, the investigating officer went on to locate the types of information about the sale she had requested.  The investigating officer was able to identify and extract the relevant information from this file within a further 15 minutes.”

53.       “Having considered the Council’s (somewhat limited) submissions and the investigating officer’s review of the sample file, the Commissioner is unable to accept the Council’s estimate that it would take 30 hours to establish which files involved sales to relevant parties.  This suggests that this initial stage would take an average of just under 13 minutes per file….”

The Commissioner’s findings on the issue of retrieving the information are even more concerning than just this over-calculation on the City’s part.  Looking back to an earlier point, it seems the Council are no longer keeping records of crucial information such as how public assets are disposed of:-

43.       “The Council explained that there is no longer a comprehensive database which records all transactions…”

After a less-than-glowing recent report from Audit Scotland into Aberdeen’s property management – why is there ‘no longer a comprehensive database’ concerning important transactions?

The decision then goes to the matter of the ‘duty to provide advice and assistance’.  The Information Commissioner found

“…the Council offered no advice and assistance to Ms Kelly on how she might reduce the scope of her request…” and “Given that the Council provided no advice or assistance to Ms Kelly in either narrowing the scope of her request, or accessing some of the information of interest to her, the Commissioner finds that the Council failed to comply with its duty…”

Part of my FOI request concerned contracts won by Milne companies.  Were we selling land at very favourable rates to a bidder who might put in low bids?  Would it be possible that a contractor won work by bidding lower than the competition, but that another company connected to the contractor bought land at profit-making prices – possibly even to the detriment of the public purse?   This possibility crossed my mind.

The Council felt harm would be done if details of contracts awarded were publicised.  I commented that there was a need for confidentiality during negotiations of a contract, but not once a deal is concluded where public money is being spent.

The Commissioner noted that my requests were about one year after the contracts were awarded.  The tenders had been evaluated; the contracts were issued.  As it turned out, the unsuccessful bidders had been advised of the details after the award – but by some kind of oversight or another on the part of Aberdeen City Council, this information was never made available to the public despite EU law making such disclosure mandatory.

This is what the Commissioner’s investigation found:-

“The Commissioner is unable to accept that a competing company would be able to gain significant insights into the relevant company’s capabilities, pricing or bidding strategies from the disclosure of this information [information re. Bids]… the commercial sensitivity of that information will have diminished with the passage of time, and in particular with the award of the contracts in the subsequent phase in the Council’s home building programme.  The Council has provided no evidence to support its submission regarding the continued risk or harm following from the disclosures of that information.”

The decision has been released to me and the City.  They have until 23 January 2012 to lodge an appeal or comply.  The Commissioner’s intervention and in-depth analysis is greatly appreciated and clearly was much needed.

This report will be available to the public via the internet c. 16 December.  It will prove a valuable read to other researchers and anyone interested in how Aberdeen City Council handles information and requests for information.  However, one year on from asking the initial questions, there are still crucial questions unanswered:-

  • Who suggested selling land to Milne companies?  What was their position in ACC?
  • Exactly what public assets have been sold to Milne related companies?
  • Who in the City was involved in progressing and approving the sales?
  • Were any bids won by placing bids with very low likely profit margins?
  • What internal audit procedures, if any, flagged up any issues with the sales or contract awards?
  • Does anyone within this chain of decision making have any links to any of the Milne-related companies?
