Last year Aberdeen City Council proposed the complete closure or privatisation of Aberdeen Instrumental Music Service. After a strong campaign, the council was persuaded of the senselessness of its proposal. We were assured that the existence of the Music Service would be safeguarded, provided the Music Service made cuts requested by Aberdeen City Council. It did. The service was saved for a year, but it is once again under threat. Kathryn Reid tells Voice about the Come and Play Protest

On Tuesday 6 December, the Council’s Finance and Resources Committee will meet to discuss Priority Based Budgeting: Draft financial budget 2012-2013 5-Year Business Plan budget.

Once again it contains a proposal to ‘withdraw music tuition’.

We want to demonstrate to councillors how much musical talent is thriving in Aberdeen thanks to the Aberdeen Instrumental Music Service, and we aim to do this in the most obvious way – by playing and singing!

We are planning a Peaceful Playing Protest in Union Terrace Gardens, from 12noon to2pm at the same as the budget meeting is taking place. We are inviting as many people as possible to attend so we can really make an impact. If you are a member of an instrumental or vocal musical group, please come along with your friends and lend your talents.

Voice’s Old Susannah takes a look at the week that was in Aberdeen and beyond and concludes that this is no country for old men (nor for old women, people with special abilities, school children and infants or animals either).

Old Susannah has been busy this past week.  There was an excellent two-day conference at Fyvie Castle.  The speakers seemed to believe our heritage, buildings, archaeology and environment are being affected by something they called ‘climate change’. Hard to believe, but some of these speakers think that our weather and climate are changing.

I’ve no idea why they would come to such a conclusion.  There was some person from the Met Office (whatever that is), who seems to think a case can be made for climate change because he has statistics that show it’s happening now.

Stranger still, he thinks this climate change might be somehow linked to people burning lots of ‘fossil fuel’.  If anyone hears any news about this unlikely story, please let me know.

The general thrust of the conference was that our ancient buildings are under moisture and temperature stresses they’ve not faced before, and many are at risk of actually crumbling.  Something called ‘Skara Brae’ in the Orkneys might get washed out to sea before long.

This would not be a huge loss. As far as I can see, it just a bunch of old stones.  The site is crying out for a nice high rise building, holiday homes, shops and parking – if not a monolith and a giant glass worm.  As to our wildlife, seasons are getting wetter and warmer, affecting growth and breeding cycles.  This is no time to be a bird of prey (or any other type of wild creature either.  Just don’t mention deer).

Despite the fact these animals are protected, we still have people who poison, shoot, and loot eggs.  Mixed with the changing seasons and related change in availability of food, things look rather bad for these creatures.

This two-day course was run at Fyvie Castle by the Scottish Traditional Building Skills Centre, an organisation which trains people (of all abilities) in the skills needed to maintain our historic built heritage.  The Traditional Skills people seem to think preserving Scotland’s historic buildings and monuments is a worthwhile thing to do.  (If certain local developers have their way, this centre won’t be needed much longer).

We must have skilled craftspeople in future who can ensure the glass worm/teletubbieland, concrete ramps, etc.  will remain beautiful, as I’m sure they will be when they are built.

I couldn’t help going away from the conference thinking what I’d do if I had £50 million burning a hole in my pocket.  It might involve a little bit of BrewDog, but it would not involve getting rid of listed trees to build a carpark with decorative worm.

I was glad of the two-day course and its speakers, if for no other reason than there’s not much else going on in the wider world for me to write about this week.  I think I heard something about an American policeman offering some protesters a peppery snack treat, and there may be one or two minor problems in Europe and the Middle East.

I also get the feeling that there might be some financial issues concerning our European economic paradise.  Other than that, I’ve not much to say just now.

Close to home, news these past few weeks has been short on happy endings.  For one thing, the Monolith was not shortlisted as a Union Terrace Garden design.  But looking through recent news items, I conclude this is no country for old men.  Or old women, women, people with special abilities, school children and infants.  And this is definitely no country for animals.

For example take the case of 87 year-old Jamesina Mackenzie who died from a bedsore which became so exposed you could see the bone.  This didn’t happen in the ‘dark’ or middle ages; it’s just happened.

So let’s move on to a definition or two.

Bedsore: (compound noun, English) A type of pressure sore caused by the sufferer lying prone in one position without movement over time.  A wholly avoidable type of ailment.

The owner of the Highland ‘care home’ where Ms Mackenzie suffered with the sore that killed her told an inquiry into the death that his staff ‘did the best they could’.   According to this  manager, the problem was that ‘…there had been some errors in staff’s record keeping’.  What would have been the result if they were negligent or slacked off, Old Susannah wonders.

I was glad to hear the staff did the best they could.  After all, paperwork can be pretty heavy going.  It would have been very hard for staff to figure out that this frail woman, who must have been in excruciating pain, had a wound so deep you could see her bone.  You would have to have some kind of medical background to work that out.

Older people are always happy to sell up their own homes

My granny had been head nurse of a hospital in Massachusetts.  The old-fashioned, primitive way to prevent bedsores was to encourage movement and if necessary, actually help people to move.

This hospital was very inefficient in that it had more nurses and doctors than managers.  Far too much money was spent on patients’ food, and far too much time was spent on actually caring for people.  I’ll bet the place didn’t even have a good profit margin.

Care Home(compound noun, English) a residential institution dedicated to long-term care offering rest and re-cooperation of infirm people, usually elderly.

‘Care home’ – the word even sounds warm, safe and snug.  The problem is running these homes costs money which could be put to other use.  Older people are always happy to sell up their own homes so they will be able to afford a care home of the type which looked after Ms Mackenzie so well.

Saving money and keeping a home in order to have something to leave to your children is so passe.  Sure you might get one or two dozen stories a month about older, frail people being abused in care homes, but who are you going to believe – them and their relatives, or the highly-paid (sorry – highly-trained) caring staff who run these places for profit.

Since most regional authorities and councils decided to ‘outsource’ their care responsibilities, there may have been a few minor hiccups or injuries and deaths.  But outsourcing is here to stay.

Still our City council knows best, and despite the collapse of a major private care home operator, Aberdeen is still looking into privatising more of its homes.  Which leads me to a definition I might have already done, but seems to need updating.

Outsourcing: (noun; modern English) To take a service or operation away from its parent/owner and have it run by a third party.

We are desperate to save money in Aberdeen (those portraits and jeans for the Lord Provost don’t pay for themselves, you know) and in order to do so, we are giving our money to consultants.  The totally impartial consultants come in and look at your business.  They decide which services should be outsourced, and then the money saving starts instantly.

clearly they just want to give the best care possible to your grandparents or children.

Coincidentally, they often want to outsource the same services that they are able to provide.  Old Susannah has yet to hear of a consultancy saying ‘let’s hire more people so we can run things better and have nicer schools and care homes’.

This just proves that the consultancies are impartial businesses which have to make tough choices.  It must be very hard for them indeed.

After the consultants have been paid a modest sum for their expertise, the city fires/lets go/lays off its existing staff who initially performed the services.  That’s a saving right there in salary expense.  In the case of childcare or nursing homes, this may upset the clients initially (the word ‘client’ as used by the City is an old, infirm or young human being to the rest of us).

The ‘clients’ may lose any relationship they’ve built up with their previous carers, but never mind.  If you play your cards right, you might even fire enough people to pay part of the consultant’s bill.

The economics of outsourcing get greater for the city involved.  Now that they are no longer providing a non-profit service with taxpayer money, they turn the taxpayer money over to people who exist to make a profit.  It might seem as if these private operators would cut a corner or two to make money, but clearly they just want to give the best care possible to your grandparents or children.

In the old days you might have thought the purpose of paying tax was so that the government could provide you the services you needed, but which were not designed to be money-making businesses.  If we read the odd case of an older person abused (or given a salt shaker instead of an asthma inhaler as happened recently), then that’s the breaks.  The other breaks often involve bones.

Thankfully in these modern, enlightened times, we realise that making money is more important than anything else.  Including poor Mrs Mackenzie and the other stories that don’t make the paper.

It’s all central government’s fault for not giving us lots more dosh.  This might be in part because we waste so much of the stuff on monolith research, portraits and so on, but hey.  You will I’m sure be happy to know that only a few hundred posts will either go unfilled (keeps the existing staff busy covering lots of jobs – they enjoy it) or will go altogether.

Re-roofing an unfit building makes as much sense as anything else going on here

We’re holding on to teaching assistants, which is interesting because we’ll be cutting expensive, boring music and art lessons for children.  If you don’t have time to visit the city’s website, then just rest assured of one thing:  the 50 metre swimming pool is still very much in the cards.  Result!

We may pay for it from the Common Good Fund (remember the good old days when this was c. £35 million? Things have changed).  To help balance the books, it looks as if Tullos Swimming Pool will stay shut.

Old Susannah is told that it recently had brand new lights installed, and its roof is brand new.  Which is odd, because the city now say the building is unstable.  Re-roofing an unfit building makes as much sense as anything else going on here.

Consultants have also produced a brilliant 10 page report (took about a year to do, as you can imagine), showing that Aberdeen has many more swimming pools per population than other parts of Scotland.  Of course these consultants counted in all the pools we’ve got:  Ardoe, Palm Court, etc. etc.  I guess the families of Torry will just have to hop into their BMWs and pay to swim for a day at a hotel pool once Tullos is gone.

Still, we’ll have saved money, and we may eventually produce a swimmer who may win a shiny medal.  If Aberdeen wins an Olympic medal in a few decades, we’ll all agree it’s been worth it.

Here We Go Again! (not) Happy As Can Be!
It was extremely disappointing to read in the newspaper that Aberdeen City’s Instrumental Music Service is again under threat by the proposed budget cuts.

After the demonstrations and campaign of last year, assurance was given that the Music Service was safe – albeit with a massively reduced budget. Once again, it seems that an important educational service is back on the table as a possible cut.

The Music Service in Aberdeen costs less per child than in any other Scottish music service. Compare this with the fact that more than 40% of the children taking part in National Orchestras, Brass and Jazz bands come from Aberdeen City – value for money indeed!

Last year the Music Service had its budget slashed by £520k – not the £170k claimed in the new Priority Based Budget on the ACC website – and it now operates on a budget of £789k from Aberdeen City Council for its 3000 pupils.

For clarity it should be noted that the Music Service and the Music School (ACMS) are two separate entities receiving their funding from different sources. ACMS, which is based in Dyce Academy, receives an annual grant of £1million from the Scottish Executive for its 40 pupils. It receives no funding from ACC.

Although the ‘Withdraw Music Tuition’ option is below the red line and is therefore under the heading of “ undesirable to progress,” it is precariously close to the red line and would become a very real option should any of the cuts above it fail to get approval.

Aberdeen’s excellent Instrumental Service should be protected and taken off the table as far as making budget cuts are concerned. Withdrawing Music tuition completely will impact on many of our children’s lives. The vision for Music in the recently introduced Curriculum for Excellence for Scotland is “Performing and creating music will be prominent activities for all learners.”

The Aberdeen City Council’s proposal to withdraw Music tuition is thus completely at odds with the Scottish Governments stated entitlement for children.

How can Labour  move forward in the wake of the SNP electoral Tsunami of May 2011? Mike Martin interviews  Barney Crockett, the Labour Group leader on Aberdeen City Council.

What is your explanation for the overwhelming SNP victory in May?

The first obvious point to make is that everybody who didn’t want to vote Labour transferred their votes to the SNP. It should be noted that Labour’s problems did not start in the last election since Labour’s vote has been similar in the last couple of elections. But the weakness was disguised by that fact that people who didn’t like Labour voted in different ways. On this occasion it all came together so that made the situation for the SNP overwhelming.

I think the explanation for that is what the SNP managed to do is make a large part of the Scottish population scared of a Labour victory, in particular, Iain Gray, and that doesn’t correspond to reality. The SNP strategy was to make Iain Gray look inadequate and play on that relentlessly and Labour, by allowing the campaign to become Salmond versus Gray, therefore had a great problem.

I think the SNP strategy was to make everything a Salmond versus Gray issue and Labour would have wanted to avoid that because Salmond had all the advantages of being someone who is the only key character in his party and has been the dominant figure for nearly all his adult life.

 Whereas it is always going to be the case for Labour that the question of leader is always going to be a more complicated issue because, as leader, you have to be relevant at a UK, Scottish and local level and no one individual will have the enormous dominance that Salmond has.

What resources did the SNP deploy?

I think resources were also relevant and one of the apparent weaknesses of the SNP is that they didn’t seem to have the ability to raise funds but this was reversed by the enormous donation of Brian Souter and went on to attract support from a few key business figures.

Labour are unable to undermine the illusion that the SNP have the support of business when the reality is their support is from quite a narrow section and Labour has the affirmation of more mainstream sections of the business community.

I think that this may be an on-going difficulty as the SNP may be able to carry on attracting support from the oligarchs or proto-oligarchic sections of the business elite and that’s going to be politically interesting as to how reliant the SNP are on some sections of the business elite that gain from deregulation and some that are effectively asset strippers.

What sections of the electorate moved over to the SNP?

A very large proportion as I’ve mentioned earlier, again something interesting is that the SNP have managed to portray themselves as having an entirely different kind of attractiveness to different sections of voters.

Scotland is the part of the UK that most resembles the UK average in almost all measurements

I think the most important element to them that Labour has to process very carefully is that the most significant part of their core electorate is men in their middle or later middle age who have done quite well. Scotland has quite a lot of people in those circumstances which historically we may not have seen in such large numbers before.

 I think the striking feature now about Scotland is that sociologically it is very like the rest of the UK in ways that it didn’t used to be, for example,  traditionally Scotland would have been seen as having  higher unemployment, greater poverty, poorer housing , a higher proportion of the workforce organised in Trade Unions and a lower proportion of upper middle class – Now Scotland is the part of the UK that most resembles the UK average in almost all measurements.

The wider aspect is that Scotland is the third wealthiest part of the UK but what is interesting is that the two parts which are more wealthy are London and the South East – and sometimes, depending on how you measure it, East Anglia – these parts are so far ahead that Scotland is at the average and all the other regions are below.

Sometimes politicians look backwards and are slow to appreciate these trends and build them into their thinking. This is due to the rise of Finance which is by far the largest employment in some parts of the country and this has to be part of the forward thinking as to how politicians respond to that.

That was the starting point, but by the end a number of sections of the electorate have moved to the SNP and that is going to be politically interesting for our strategies as the SNP will not be  able to please all of the people all of the time, and Labour will have to have a set of policies that appeals to different groups within that. There is a perception  that young people have moved to the SNP,  I am not sure that is true.

Labour’s appeal is quite high to young people and we can develop that. I think we have to also look at how we appeal to older people and to maintain our high attractiveness to female voters as thinking about what we do about the relatively prosperous middle class.

What is your take on the Labour campaign?

we should have made it clear what we would be sacrificing in order to achieve each one of our key policies

I think it would be slightly controversial in my view to say how Labour should have responded. Everybody is terribly clever with  20-20 hindsight but I think Labour have found the SNP, in this election in particular, hard to grapple with because we have not had  such a clear populism in British politics for a very long time.

Labour found it difficult to cope with someone who would outbid whatever populist policies that were there and Labour would have to ground their policies in a great depth of realism, that meant in my view that we should have made it clear what we would be sacrificing in order to achieve each one of our key policies.

We appeared to the voter to be offering the same as the SNP, that stretched the credulity of the voter, they did not think that Labour could do it. I think we would have to respond to that by making it crystal clear what we would be sacrificing for instance to get our apprenticeship program or harsher penalties for knife crime.

 I think it is interesting because Labour members have said to me why should the voters have higher expectations of Labour than the SNP and I think that is partly because Labour is the leading party in Scotland in people’s minds but also that’s a positive for Labour in as much as they expect a higher level of integrity and I think we should have built on that as well.

The SNP picked up a spectacular number of votes in the West of Scotland, what do you think was going on there?

There are  two things to say there, first of all that people who are active in politics, playing close attention to politics will see an enormous chasm between Labour and the SNP from both sides but the voters do not always appreciate that and a lot of voters see Labour and SNP as having a lot of similarities and so it means that voters will quite easily switch and I think that again is something for parties to take into account in the future.

As for the particular issues in the Clydeside area, there are two things, first of all any movement of votes was magnified because of the non-voting.  It was the low turnout that magnified any changes in voting and this  turn out is an enormous issue for all parties but especially for Labour because it tends to punish Labour disproportionately and it is quite sobering that the turnout was only 30% in some areas.

Labour will have to process carefully the fact that the candidate is very important

The other aspect would be that the SNP are moulding quite a different message in different areas and the other  parties whether they be  Scottish Socialists or the Pensioners party have introduced people to not voting Labour.

So I think that in one sense Labour feel they can rebound quite well whether it be  the Inverclyde UK Parliamentary by-election  and recent North Ayrshire by-election in local Government . These have shown that you could draw some comfort from the fact that Labour can respond and  in both those instances that Labour will have to process carefully the fact that the candidate is very important and that if the voters see both Labour and the SNP as being quite similar then that puts a big onus on the selection of candidates.

How can Labour most effectively respond to the SNP?

They have the advantages and disadvantages of a massively centralised organisation which operates in a fairly stalinoid sort of sense so they have the advantage of total loyalty, total obedience but also have the disadvantages that come with that as well –  which may come to the fore in the next wee while  …and that is one thing about Labour’s policies. They have to have policies which try to show up potential divisions within the SNP  but much more importantly divisions between the SNP and what the people of Scotland really need.

In terms of policies, I think that I mentioned earlier that the SNP is a populist party but, because we have not really had the depths of populism policies in the UK politics in recent decades, people do not automatically understand what that involves. And the key thing is avoiding difficult realities by a day to day tactical response to issues.

One thing that Labour have to learn is being crystal clear with voters about some of these difficult circumstances and how the SNP are unable to provide answers to them and that even includes the big macro-economic issues of overall expenditure but also includes things like the level of house building, which is currently at the level of 1931 –  that is we are completing housing at the rate we did at the depths of the depression.

That’s shocking!

That is a really shocking fact and we just have to find ways of addressing that which are quite honest with the electorate but which give some hope for the future. …and  we have to be looking at these big structural issues  and that may mean striking out in quite a different direction from the SNP.

It may mean for example, at quite a trivial level in terms of government spending, that you have to look at prescription charges, parking charges, whatever.. as a way of trying to maintain relevance around some of the bigger issues such as housing.

And the Council Tax as well?

The Council Tax again is another thing that is not going to be seriously discussed now for a few years but if we are going to have a discussion on how we fund local services in a serious way,  in my view, that will inevitably involve a local property tax.

You mean a departure from the current Council Tax system?

No, not necessarily, but it means something  fairly similar to what there is now.

The big issue, and the debate that has to be had – is a debate about land value tax and it has to be had imminently if it is going to happen at all. What has happened so far, is that Local Income Tax is a dead duck – only some politicians support it –  it is not feasible, it is not going to happen, so we have to return again either to a Council Tax adjusted to be more progressive or something more radical such as a Land Value Tax but we have to find a stable way of supporting Local Government spending.

Do you think that the SNP gained votes around the issue of opposition to the UK nuclear weapons system?

I would think that is a very small issue in electoral terms but relevant in the sense that the SNP have a broad spectrum of things to say to different voters and it will appeal to a certain type of voter but I do not think it was a major influence on voting in May. Fairly obviously, the only powerful influence it had was in West Dunbartonshire for local reasons and in so much as it was just about the only place where the Labour vote increased.

But it is difficult to measure across the country… 

The vote in West Dunbartonshire clearly was about local jobs but I see what you mean.

So when do you anticipate that the SNP will run into budgetary difficulties?

this election …. will not succumb so easily to being all about Alex Salmond

I presume it will start with the next budget because as I understand it they are going to have two helpings of cuts in one because they managed to agree with the Conservatives last year to postpone last years cuts to help the SNP through the Scottish election and now they will have to do the catch-up.

So the first big bite will be this time round but again the SNP will try to delay it beyond the Council elections. As to how successful they are with that we will have to see but they will be trying to lay traps for all the other parties.

Increasingly it looks as if the parties other than the SNP and Labour are being squeezed out. How do you think the political landscape may look like after the May election?

I think what you are going to see is increasingly, to all intents and purposes, a two party system in an electoral system geared to a multi-party system and I think that is going make some unpredictable issues – a lot will depend on how much the width of support they have can be preserved going into that election.

I think what will be interesting is that the pattern of 3 member and 4 member council wards for each local authority might be interesting because it might be systematically 2-1 in all the threes and 2-2 in all the fours, so if you have a lot of four member wards  it might be very equal between SNP and Labour. But if you have a preponderance of three member wards you might get a very disproportionate result.

the bulk of people who join the SNP do so only because of the independence issue

So I think it is going to be interesting and the SNP  have made it clear that they are going to make an enormous effort in Glasgow to try and seize, as they would see it, the Citadel of Labour and then therefore Labour will also be campaigning very hard in Glasgow.

How that will affect across the country is not so certain. My feeling is that having been intensively involved in the last elections, that the SNP will be able to field less activists than Labour and that will be an important factor as this election is going to be fought all the way across Scotland and will not succumb so easily to being all about Alex Salmond, although the SNP may wish to try and do that.

Clearly the greater part of the Scottish population do not want full independence, so what effect do you think the referendum will have?

I presume that the SNP will be trying to avoid all discussion of the referendum because they know it is a bad thing for them. Maybe what they will try and do is speak about some sort of middle issue of more powers for Scotland or whatever, and try to make the discussion about that , but they will be  trying to avoid it being in anyway about independence.

I think maintaining a reasonable level of Corporation Tax is part of a civilised society

At that point it may become a bit divisive within the SNP, because the bulk of people who join the SNP do so only because of the independence issue. So the premise might be that we will talk about it after the local elections.

I think that within COSLA it will become increasingly important because under the four plus party system, COSLA did not take strong positions on most things because it did not have that level of unity amongst the local authorities. That very unified nature of the SNP may start to rebound a bit in terms of COSLA because the SNP councillors in lock-step with Salmond, may be unable to make the face-saving deals with the LibDems and Conservatives that have covered the cracks in the relationship between Scottish and local government.

So it might end up that quite a lot of the decisions made in COSLA will be anti-SNP positions and with quite a lot of division between local and Scottish Government in the lead up to and in the aftermath of the 2012 elections.

Suppose the referendum ends up with the Scottish Government gaining the power to set Corporation tax – how do think that will pan out?

Well, if they do then I think the UK government may, well let’s say the Tories, will know exactly what they are doing.  So suppose the setting of Corporation tax is devolved to the Scottish Government and they carry out what they say they will do, which is to lower it fairly dramatically, then I think the UK Government may rebound by cutting Corporation tax in parts of England to a lower level and that will leave Scotland losing a lot of income and not gaining the extra business they had anticipated.

Obviously I am a Labour Party supporter and I think maintaining a reasonable level of Corporation Tax is part of a civilised society and we should be trying to ensure that it is reasonably level across the developed world,  we certainly do not want to see an auction of cutting Corporation Tax further and further to the benefit of international finance and to the detriment of our electorate.

Do you think that English inner city riots will come to Scotland?

One aspect which is different is that Educational Maintenance Allowances have been retained in Scotland and I do not think that anyone has processed what that means for poorer communities, and that is a genuine difference.

I think for everything else, and it would be comic if it wasn’t so serious, that people thought that Scotland could not be prone to rioting – I think we could easily see similar things happening . I do not think that we would be immune from rioting. We have more trouble focussing around things like football matches, for example, so it might happen in a different way.

One of the things I found interesting about that was the vehemence in the SNP wishing to say it was English violence rather than UK rioting and one thing to me is that it showed a lack of awareness of the changing world, because quite a lot of the population in the UK do not regard themselves as English or Scottish so, for example, there will be quite large categories of people in census listed as “Black British” or whatever and the idea that new communities in the UK are forming is something the SNP have not processed at all.

I rather like the idea of “new communities”

It is a good development but a problematic one – people do not process long term trends very easily. They do not fully appreciate the changes that have happened in the UK in the last 25 years.  I think the UK is now an enormous magnet for people and is seen as a very positive model for people across the world.

I think that a modern reforming party has to really understand that and what it involves, I mean every year a couple of Aberdeens (in terms of numbers of people) come to stay in the UK and in Scotland, the UK Government is committed to targeting a much reduced migration. In fact its net migration has grown very much with a particular impact on Scottish cities and that brings challenges but it is also appreciating the change.

And what about the countryside?

The impact of change in Scotland’s towns has been profound. The decline in town centres in Scotland I believe has been about twice the UK average probably because of the higher costs of distribution. We need imaginative responses encouraging conversion of shops to much needed residential housing.  We probably need to accept a transformation of the retail sector on which so many jobs currently rely.

The Northfield Academy based Music Centre is holding an Open Day organised by F.A.I.M. (Friends of Aberdeen Instrumental Music ) this Saturday morning.   With thanks to Kathryn Reid.

The parents and teachers behind Friends of Aberdeen Instrumental Music (F.A.I.M.) will welcome Aberdeen Lord Provost Peter Stephen to hear several rehearsals in progress at the Music Centre situated at Northfield Academy.

F.A.I.M. want to promote the achievements of the youth within the groups of the Music Service. These groups include Jazz, Brass Band, Choirs, Wind Bands Guitar and Percussion groups and Orchestras for young people from 7 to 23 at various levels.

It is this system of graded groups that produces the outstanding track record of budding musicians.

More children in Aberdeen learn an instrument than anywhere else in Scotland and more children go on to take part in National groups than any one area or city in Scotland. We have a lot to be proud of!

The Music Centre’s funding was secured by councillors in this year’s budget. The Lord Provost will see first hand how the groups have continued to flourish as he watches rehearsals by three wind bands and the beginners’ string groups and that’s only Saturday morning! The Music Centre is busy every night of the week.

The F.A.I.M. group will host its Open Day in Northfield Academy on Saturday from 9.30am to 12.30pm. Lord Provost Peter Stephen will visit F.A.I.M. between 10am and 11am.

Come and have a cup of tea or coffee and see what takes place. Marvel at the tiny double basses and their wonderful players! Get caught up in the enthusiasm these youngsters have for music. Warning – it’s contagious!

Voice’s David Innes’ benchmark indicator of biographical literature quality is more or less, “Would I have a pint with this guy?” It was with some interest and not a little thirst that he approached the latest revelations from inside government, written by the man who achieved heady high office as President of the University of Aberdeen’s Student Representative Council in the mid-1970s and then went on to reputedly greater things.

Tabloid is a newspaper shape, although the term is now universally used to describe populist low-rent journalism. Not here at Voice where your screen size delineates layout and low-rent isn’t our way.
Tabloids’ views on Back From The Brink have been almost prurient in their seizing on the Darling-Brown relationship as their focus for summarising the book’s content and offering review.
Whilst this is interesting, and is probably welcome relief from the views of Debbie from Doncaster, 22, 38-22-36, on monetary policy within the Eurozone and its effect on Greek public expenditure, far more interesting is Darling’s take on the events and decisions forced upon him during his tenure in No 11, as the economic crisis of 2007 threatened to destroy global financial systems.

The former Chancellor’s view is that the Financial Services Authority (FSA) failed due to its never having had to deal with a financial crisis, as the regulatory system had only ever had to operate in good times.

When the chill economic breeze blew over the North Atlantic and the unregulated mortgage free-for-all was found not only to have been the preserve of US financial institutions, the UK banking system clammed up, investors panicked and the reliance on UK financial service companies for 25% of UK tax revenue was shown up for the short-term folly that it was. Not before those responsible had lined their own pockets, of course.

As banks pleaded poverty and our mortgages and pensions were put at risk, these self-same bankers, previously vocal in their demands to be left alone, free from governmental intervention, queued up at the Treasury door, looking for a bail-out, courtesy of Mr and Mrs Joseph Soap of Gullible-At-Sea, also demanding that the “toxic assets” (those’ll be debts which will never be paid, then) be taken on by taxpayers whilst the banks continued to rake off the top line from profit-making accounts.

It is to his credit that the Chancellor extracted significant pounds of flesh from these banks in charges for the liquidity handout they received.

Here’s a very interesting fact to ponder next time you’re trying to have a cheque cleared through our banking system, where processes move at the pace of traffic in King Street on a rainy Thursday night, the week before Christmas – $6bn was reputedly taken from the UK Lehman Brothers’ UK operation on a Friday evening so that it could be in the US operation’s empty coffers on the Monday morning. As the author observes, this

“demonstrates…how quickly money can be moved from one jurisdiction to another”.

Of course, when it suits the usurers.

It is to Darling’s credit that much of the technical content is made easy to understand, even to economic illiterates like your reviewer. He is also very clear on timescales, forensically-sharp on the decision-making processes and pays suitable tribute to a Treasury team worked to exhaustion putting measures in place to prevent meltdown.

He stints neither from taking credit for saving the banking sector – and by definition everything else in the economy – from collapse, nor shies away from admitting where errors were made.

Among those errors was the Prime Minister’s approach to the 2010 General Election. His “Tory cuts v Labour investment” was a line easily seen through, a false promise which the electorate didn’t buy. Darling’s view, over-ruled, was that voters could be persuaded that whilst cuts were to be made, they would accept that they did not need to be made to the degree and on the timescale gleefully endorsed and seized upon zealously by public sector-despising Tories and their Lib Dem patsies.

As sometimes sweet relief from the incessant round of IMF, G7 and G20 meetings, Spending Review speeches, Budget statements and Treasury late-night sessions, Darling writes affectionately about his family, the social and charitable aspect of life in No 11 and of his bolt hole in the Hebrides. He comes across as mild-mannered, thoughtful, loyal and reliable. He describes himself as “managerial”. That’s a fair self-assessment.

Of course, this insider account is one-sided, although credible. It will be interesting as others’ takes on the financial crisis are published and comparisons can be made.

So, would I have a pint with the former Chancellor? Yes, without a doubt, if only to point out that “the late Tommy Docherty” referred to on page 119, is very much alive.

Your round Alistair, just don’t put it on expenses.

Aberdeen Voice presents the third of a six-part tragedy by Jonathan Russell concerning the decimation of services for disabled people in Aberdeen – and asks what we can do to reverse the destruction.

A Comedy of Errors Meets MacBeth: Act I.

In last week’s article the work of the Community Placement Team was described and the challenges it faced outlined.

The Community Placement Team’s good practice had been highlighted in the Social Work Inspectorate Report as one of the few areas of good practice in Social Work Services within Aberdeen City Council.

What follows is the story of how managers, criticised in the Social Work Inspectorate Report (for amongst other things their lack of engagement with the front line) then went on to close the team down.

Two weeks after the publication of the Social Work Inspection Report the then management of Learning Disability Services informed me as Team Leader that the team was to have a budget of £200,000. Management had no idea what the actual budget allocated was: but this would have meant a halving of the team’s budget.

Staff had just received a re-grading as part of the Single Status agreement, so in terms of service delivery, the cuts were even potentially more than fifty percent.

Following the Council meeting to agree cuts to budgets, we met with the Head of Service. He informed us that a cut had been made in the Supported Employment budget, which he said included our team. I questioned whether they had actually cut the right budget, as this was not the Community Placement Team Budget. The Head of Service said he would investigate and reply to us.

As usual in such situations we received no reply. However what we ourselves discovered was they had cut (with council approval) a grant from the Department of Work and Pensions. This was not in their jurisdiction to cut, and could not possibly make any savings to the council.

The budget they cut was Workstep, which supported people with disabilities find and retain jobs in the open market. The Community Placement Team operated this service, but had no control of the budget. We had challenged management on a number of occasions that the budget received from the Department of Work and Pensions was not being fully utilized or used appropriately.  The Workstep scheme supported clients in full time work – including those employed by Glencraft, the well-known social business in the city for people with visual and other disabilities.

In reality this budget cut made no savings, and the Community Placement Team at this stage was still intact.

We did however lose two excellent staff members who left for other work due to the obvious insecurity of the situation. The Head of Service also ended the partnership we had had with Cornerstone, telling us that Cornerstone were ‘rubbish’ (at a later stage he told us that Cornerstone were ‘much better’ than us). We lost from this process another excellent team member who moved – like many other staff in the council – to Aberdeenshire Council.

On top of this there had been a whole series of meetings of top officials within the council about disability services. These meetings did not involve front-line staff.

What happened as a result was the closure of Aye Can – a social business aimed at those with more complex needs – and as the name suggests, re-cycling. Aye Can received much of its operating costs through the landfill levy at no cost to the council, but this was not taken into account when making the cut.

Inspire – with support from the Scottish Government and Sir Ian Wood – heralded that they would take over and improve on Aye Can.

The type of clients they were looking for were the more able ones. These would often have been clients who would have been able enough to be in more inclusive work settings in the community. Of course in the end, money having been spent on new premises and it being heralded as the way forward (with clients being paid proper wages) it never re-opened, and was lost as a service. More recently Garden Crafts, a similar social business, has been closed.

The next development was the introduction of Eligibility Criteria: which was a way for the council to say no to providing services to the community, and restricting what as a council it would provide.

Management said that this would mean that we could no longer provide any of our leisure activities, as they did not fit the criteria, and all leisure groups were closed down. Clients with a physical disability were particularly affected by these cuts, but so were those with a learning disability.

Supports to many in employment ended. Of course management would later deny having cut leisure services.

“Which of our conflicting transport demands are most important?” asks Jonathan Hamilton Russell in this edit of his longer article, written to encourage debate on the future of personal and freight travel in NE Scotland.

Scotland has extremely ambitious climate change targets, yet we prioritise airport expansion and roadbuilding.

The NE economy needs transport infrastructure to allow movement of goods; people have to get to work with few holdups.

Meeting climate change targets means embracing sustainable transport usage by reducing car, road freight and air travel yet Aberdeen Airport has the fastest-growing passenger numbers in Scotland; public transport is the only option for many, but the majority are wedded to car use. Among Scottish cities Aberdeen car count is highest; Aberdeenshire has the highest rural area car usage; increasingly, Aberdeenshire residents drive to work in Aberdeen, exaggerating traffic bottlenecks.

Public spending cuts mean local and national governments face stark financial choices affecting resources for maintaining and enhancing transport infrastructures.

The days of cheap petrol have passed. Prices will continue to rise.

Bus fares are higher here than throughout Scotland.  Southbound buses are often of poor quality although local buses are of a high standard, and Aberdeen citizens, on average, are nearer bus stops than other Scottish cities’ residents.

Bus use in Aberdeenshire can be problematic, but could be increased by driving to stops and transferring to buses – less stressful than car travel. Council cuts to services for the disabled and elderly have made travelling significantly more challenging for such socially-excluded groups.

What can we do?

There’s general agreement that people should be encouraged to travel more sustainably. Cycling activity is increasing, although levels are lower than elsewhere in Scotland, and it needs to be encouraged as a healthy, environmentally-friendly activity.

Cycle pools, common in many European cities, could be created. Cycle routes to school, given priority, would provide more fun and health benefits for children than car travel. Cycle safety measures would need to be put in place, particularly at roundabouts, to make them less dangerous.

Park and ride schemes, particularly at Kingswells, are less successful than envisaged but remain a commuting option. Car-sharing, whilst becoming more common, is far from the norm. NESTRANS, responsible for planning and transport implementation, has suggested piloting car-share lanes.

Laurencekirk railway station has re-opened, but more stops are needed, possibly at Kittybrewster and Altens. The Haudagain roundabout obviously needs improving, with priority for cyclists, buses and car-sharing.

A new Bridge of Dee is needed – contribution to its cost from that area’s large retailers might have been written into the conditions when planning consent was agreed. Any new development should prioritise cycles, buses and car-sharing.

Aberdeen is a fairly small city and walking should always be marketed as a healthy, cheap and quick transport option.

Traffic lights in pedestrian high-use areas should give priority to pedestrians. 20 mph restrictions have improved safety, although limits are regularly broken by a minority of drivers.

Offering flexible working hours is effective in reducing peak-time traffic levels. Salary benefits for those cycling or car-sharing could be introduced, with car pools for staff who have to drive during  work time. Working at home, for at least part of the week, is an option as is business conferencing rather than travelling to meetings. Both would reduce business costs.

Will the increased price of petrol reduce car use enough, or do we need to introduce road pricing, viewed as the single measure most likely to effect change to how we travel? The increased motoring costs would make drivers consider alternatives.

Aberdeen would almost certainly benefit, reducing the numbers moving to Aberdeenshire as extra travel costs outweigh housing cost savings.  It is a hot potato, however, and would be unpopular due to the high levels of car use locally. Few politicians would have the courage to suggest its introduction, despite being effective in reducing car  dependency.

We also need to identify new means of financing transport developments and to maintain the current deteriorating infrastructure. Road pricing could raise those funds.

Some planning decisions have encouraged car use. Union Square adjoins both bus and rail terminals but it has also provided increased parking opportunities.

 It has had a detrimental commercial effect on Union Street, George Street and Bon Accord Centre shops, all more accessible by bus.

The proposed Union Terrace development would increase city centre car parking availability, flying in the face of the need to reduce car travel and move towards more sustainable transport methods.

All measures have advocates and opponents. The Aberdeen Western Peripheral Route (AWPR) for example, highlights conflicting views and interests.  Newton Dee Village fought an effective campaign to stop the road encroaching on that community; Road Sense has successfully raised legal objections, forcing public inquiries, even if of limited scope.

The AWPR has both advantages and disadvantages. It would help take freight off Aberdeen’s roads although significant volumes still have to come in and out of Aberdeen.

It would reduce travel times although there are other bottlenecks further south. It would reduce congestion at the Haudagain roundabout and Bridge of Dee, but it is well-documented that increased road space leads to increased traffic. Roads in general will become more congested.

The AWPR would help businesses. It will allow more people to live outside Aberdeen as it will be quicker, at least initially, to travel into Aberdeen but will lead to an increasingly-ageing city population.

Such demographic change will leave Aberdeen City Council with less money and greater demands on resources. An excellent deal has been negotiated in terms of local authorities’ contributions, with the Scottish Government meeting 82% of costs. These, however, have already escalated and impending substantial expenditure cuts will leave less money in the overall pot.

The low level of rail freight uptake is a national scandal. Road freight transport’s perceived flexibility sees it preferred.  Historically, there were conflicts with rail unions, who, however, are now keen for freight to move to rail. This will need increased public and private investment, less likely in a period of reduced public spending, although in terms of providing work and kick-starting the economy this option should not be ruled out. This also applies to the AWPR.

There would need to be contracts developed between the Freight Transport Association, the Road Haulage Association, rail companies, unions and government at all levels.

The replacement of the freight terminal by Union Square was a setback for future local rail freight capacity.

New freight facilities have been introduced at Craiginches and at Rathes Farm but this has not increased capacity. There are sea/rail links at Waterloo Quay and freight yards at Inverurie and Huntly. NESTRANS strategy states that development of new open-access freight terminals could be explored and if transferring freight to rail becomes reality, new depots would be needed.

Aberdeen harbour is an excellent freight facility and passenger transport gateway to Orkney and Shetland, with potential to expand both services. Currently five million tonnes of freight are exported through the harbour, but the loss of rail freight infrastructure in the station interchange area was a lost opportunity to link sea freight with rail.

We have to decide on our priorities.

Are we really concerned about climate change?

Can we move towards more community-based forms of travel from those currently privatised?

Do we want a more healthy society that walks and cycles more?

Can our business needs dovetail with our environmental needs?

Is it possible to think more holistically when making planning decisions?

The reality of the cuts being forced on Scottish councils was all too apparent at Aberdeenshire Council last Thursday (24 March).  Several papers at the Education, Learning and Leisure Committee dealt  with proposed policy changes intended to give effect to budget cuts voted through the Council in November and February.

On the agenda were cuts to secondary teacher numbers, the number of depute heads in some academies, the provision of fruit for primary pupils, and the extension of charging for musical instrument tuition. The Democratic Independent group of councillors, of which I am a member, opposed these cuts at the full council meeting in November 2010 when the Council voted for budget reductions totaling almost £27 million in 2011/12.

The specific proposals at the Education, Learning and Leisure Committee covered only a small proportion of the wide-ranging cuts Aberdeenshire is making in education. The proposals on secondary school staffing will impact directly on classes, including possibly resulting in larger class sizes for S1 and S2 Mathematics and English, and also on school management – at a time of change in the curriculum.

The proposals for additional charging for musical instrument tuition may result in some pupils being prevented from learning for economic reasons. The proposal to end the provision of free fruit to P1 and P2 children three days a week was part of proposals for reducing spending on school catering.

Obviously, none of these service reductions is desirable, and no-one at the Committee pretended they were.

Take the fruit provision for example.

We know we have a considerable problem of poor diet, such as too much fat and salt, and associated health issues such as obesity. So learning about food and healthy eating is an important part of education. Getting young children accustomed to healthy food is crucial as part of setting a pattern for later life.

Given the seriousness of the problem in Scotland, addressing this issue has to be a priority.  Not only does the individual benefit, but there are potentially  significant savings to the public sector, particularly the NHS, from  improvements to people’s diet. We should not therefore be reducing efforts to get young children into good eating habits.

What makes me angry is that these cuts are unnecessary.

It is still wasting money on preparatory work for the Aberdeen Western Peripheral Route, a project that is now simply unaffordable

Firstly, the Council should not have been put in the position it has been by the Scottish Government, having both its grant cut and a Council Tax freeze imposed on it.  Effectively, allowing for inflation, the Council Tax is being cut year after year. That is not financially sustainable and public services are suffering as a result.

Had the Council been allowed to decide on the level of Council Tax next year, some of the cuts to services could have been avoided. Aberdeenshire’s Band D Council Tax is £1141. A one penny in the pound increase, £11.41 per year or 22 pence per week, would bring in around £1.2 million to help pay for public services.

All the cuts included on the Education, Learning and Leisure Committee’s agenda last Thursday and more could have been avoided had the Council been allowed to increase the Council Tax by just a penny in the pound.

Secondly, the Council could have chosen different priorities for spending. It is still wasting money on preparatory work for the Aberdeen Western Peripheral Route, a project that is now simply unaffordable. Schools should come first, not grandiose and unaffordable road schemes.

But, at last Thursday’s Education, Learning and Leisure Committee, all the proposed education cuts were accepted by the Committee.

On Monday of this week students at Aberdeen University served an ‘eviction notice’ on Principal Ian Diamond who has been living rent-free in Chanonry Lodge for the last eight months. One of the organisers said  that the mock eviction was an attempt to bring home the harsh reality of economics for ordinary students.

The protest was organised by Aberdeen University Students’ Association in response to an e-mail leaked to the Glasgow Herald from Universities Scotland in which plans for tuition fees of more than £3000 a year were discussed.

Megan Dunn, one of demonstrators told Aberdeen Voice:

“What we are saying is that Higher Education should be accessible to anyone regardless of their ability to pay. A market in Education will only put people off applying to University, making it an exclusive commodity for the richest people in society.”

After the main rally, a group of students from the Aberdeen Defend Education Campaign marched to the Principal’s house on Chanonry Lodge, where, it was revealed earlier this month, he has lived rent-free for the last eight months. The students, calling themselves “the Big Society Bailiffs,” delivered a mock eviction letter calling on the Principal to give the money he would have paid in rent and council tax to the University’s Student Hardship.

At a meeting of the Students’ Association council later that day, motions were passed formally supporting the demands made by the demonstrators.

Speaking afterwards, one of the organisers spoke of the sense of outrage that students felt:

“The principal is completely out of touch with reality. At a time when students are being forced to drop out because they can’t afford to pay their rent, it is sickening to see people like Ian Diamond awarding such inflated salaries and benefits.”
