Old Susannah wades in with her chainsaw rattling in the direction of Union Terrace Gardens, but the elms need not fear, she is only out to cut through the misinformation presented as ‘myth busting’ by the City Garden Project.

Old Susannah has been busy with Union Terrace Gardens this past week, like so many of us.  Another few short weeks, and the people will have voted one way or the other as to whether or not our environment, heritage and common good land are better served up with concrete ramps or not.

Then I can get back to the important work of singing the praises of our elected officials, unelected quangos and council officers, and local millionaires.

Before I get down to the Gardens situation, I thought I’d look back at all the wonderful artwork that the City’s children sent in for the Christmas time art competition and event in the gardens, organised and funded in large part by the Bothwell family.

Hundreds of children sent in their artwork, and at this chilly time of the year with Christmas past, they make a cheerful reminder of a great day, and what it’s like to be a child again.  And each and every one of the childrens’ artwork exceeds by miles the A3 takaway flyer sent by a group of anonymous business people telling you we must vote for the granite web.

On with some definitions then.

Propaganda:  (noun) Material, slogans, misinformation designed to advance a particular point of view often by discrediting or ignoring opposition.

My email inbox is bursting this week with details of employers who are sending their employees all of the leaflets, letters and testimonials which support the garden project.  Most of these are written in the names of associations or groups which have – but crucially do not declare in the literature in question – a member or members who are directly involved with promoting the scheme.  This is very clever indeed.

An employee wants to be told by their boss how they should think and want and vote.  It would therefore be most unfortunate if the employees were given some way to read the many arguments against going ahead with an undefined project with an undefined budget using an as-yet untested in the UK financial borrowing mechanism with a debt-ridden city council borrowing money.

Let us hope therefore that suitable precautions are taken to prevent employees reading the literature from different groups available at the following:-

Myth:  (noun) work of fiction, often including gods, goddesses and challenges and tasks.

Not since the rainbow bridge of Asgard joined heaven and earth, not since the legend of Hercules and his impossible labours has there been a tale as far-fetched as that of the granite web that launched 6,500 jobs and paved the streets annually with £122,000,000.  Sure, it may look more like one of the circles of Hades or the Minotaur’s maze, but the web is already passing into myth.

Those clever people who bring us this gift from the gods are worried we mortals can’t undertand the benefits, and are misunderstanding (or mythunderstanding) their benevolent intentions.  They’ve written a handy guide (something called a ‘blog’) The City Garden Project – The Myths, dispelled’ which can be found at:-

And to its words in bold italics, are my little responses.

The City Garden Project – The Myths, dispelled.

  • We want you to make your decision based on truth, not incorrect claims, speculation and downright nonsense!

Fine – we are all in agreement.

  • Myths have been at the heart of the campaign against the City Garden Project and if some of them were true then the opposition could be justified.

Which myths and what are they?  Where did you get them from?  I remember the initial consultation:  we were shown a beautiful, expensive colour brochure (which the taxpayer had funded) – the cover of which had a flat concrete giant square with some plants in planters.  Later on we were told the project was not going to look like the picture.  Maybe we could have saved some taxpayer money and time by waiting for a consultation and poll until such time we knew what the proponents had up their collective sleeve.  But it is not for us to question the gods.

  • But, whether by mischief-making or simply misinterpretation, the rumours have been rife.

So here we have an implication of mischief-making.  Was it the god Loki at work?  Or of the opposition being too thick to be able to ‘interpret’ what is proposed.  I have not personally heard ANY RUMOURS.  I have read serious questions about the project’s economic, ecological, sociological and regeneration benefits.

I have read people asking where the ventilation will be for underground car parking.  That is one example of the sort of criticisms and questions that I’ve experienced.  ‘Dante’s Inferno’ has a version of heaven, hell and earth without any ventilation, so I guess these miracles can happen here as well.  

  • So, let’s dispel some of these myths! 

Fantastic!  Let’s go!

1. The “green lung” of our city will be lost – FALSE. 

The City Garden will double the amount of green space in our city centre. The new “green lung” will be more usable, more accessible and brought into the sun-light. New garden areas will be created, including a colourful, blossoming area, a forest, a Learning Garden, a quiet tree-lined Bosque area with street furniture and open green space for relaxing in or having a picnic.

Patches of grass do not clean the pollutants and particulates out of a city – established, large, leafy trees do.  As the goal posts keep moving on what trees are to be lost by the City Garden Project engineers, it is hard to imagine which trees are going.

I am still very disappointed we will not have a MONOLITH at which we can make sacrifices to the gods.  I guess we’ll just have to sacrifice the trees, animals, birds, and money to these new gods instead.  But are you going to be reassured that the existing mature trees are somehow going to be replaced overnight by trees with equal pollution / C02 management capabilities by people – sorry gods – who think they can plunk a pine forest in the midst of a city centre?

Most people question where the trees’ roots will be – nearly all trees have extremely large, spreading root systems which require soil.  By the way these roots and soil are what prevents flooding.  I have read points made by experts who say it is not viable to grow a pine forest in the middle of a city centre for a number of reasons.  I don’t know the science – but I look forward to the City Garden Project team showing me examples of such cities.

  I do enjoy looking at the photos of people sitting on the concrete wedge over the ‘stage’ area which is covered with a bit of sod.

There are examples of cities with great open plazas which flood as there is insufficient soil / tree roots to absorb  heavy rains.  At least rain isn’t much of a problem here in North East Scotland.  As to bringing everything into the sunshine, err, the sun shines in the valley as it is – with the added advantage of the valley providing a very valuable wind break.

At Tullos Hill the soil matrix is very poor – which in the words of the soil report prepared by the Forestry Commission leaves any trees planted subject to ‘wind throw’.  If the roots don’t have a good firm earthy soil to hold onto, then a strong wind – like the kind that will inevitably blow across any area brought to street level – may well bring trees toppling on top of the granite web – or people.

Just by elevating a hunk of potato-chip shaped concrete and putting a few inches of sod over it, you are not creating a natural green lung/habitat/area,  even if it is the prettiest thing you’ve ever seen.  As far as doubling the space of the gardens, I do enjoy looking at the photos of people sitting on the concrete wedge over the ‘stage’ area which is covered with a bit of sod.

There is a woman sitting in a chair – a very neat trick indeed for such a steep slope.  Maybe she has a specially-constructed chair with short legs at the back and longer ones in the front?  Perhaps she is a goddess and is floating?  But as many observers point out, the ‘concept’ drawings are inconsistent in this and other ways, such as changing scale.

No, if you are losing the mature, healthy trees that are there – which are home to animals such as EU protected bats and rooks – you are indeed losing a major part of what makes the park valuable to our health.  There is no doubt of this in my mind, so I’m glad we have such a great team of pro-garden project personnel ready willing and able to explain all.  They’ve just not got round to it yet.

2. The city can’t afford the City Garden Project – FALSE.  ( Seriously? )

We have a once-in-a-lifetime opportunity to get a £182m investment in our city at NO cost to the City Council or the citizens of Aberdeen.

One way or the other, the citizen is going to pay.  IF the scheme somehow goes perfectly to plan and we have a bunch of new shops (without hurting further the existing ones) the business rates will be used to repay a loan – a loan at an unknown rate of interest on an as-yet to be determined sum.

And if it doesn’t go well, and Aberdeen gets its very own Trams project fiasco to match Edinburgh’s – the City has to find a way to pay for the TIF.  As far as the donations from private sources are concerned, at last report Sir Ian had promised to put the £50 million he pledged into his will.  Well, if I were one of his children, I’d contest the will if it ever came to that:  an ageing parent throwing £50 million on concrete webs should convince any court that something is wrong upstairs, and a will might get thrown out.

  Some say taking a loan is borrowing money.  But seems we would just be ‘unlocking’ funds – so no problem there.

But who is our mystery £5 million pound donor?  If this is a public project (debatable – the Aberdeen City  Gardens Trust is a private limited company with two people in it), then the public should know where all of the money is coming from.  If someone pledges money, what guarantee is there it will come in?  Some of our current millionaires are feeling the economic pinch, sad but true.

And if are they using this £5 million promise as a lever to tip the balance of public opinion towards the scheme  – then if they stand to gain personally, then we should be told.

I hear varying reports that other private people are pledging something like £20 million.  Now that’s a myth I’d like more info on.

Once in a lifetime?  How on earth is that conclusion reached?  That claims sounds  very much like the scaremongering the pro garden project have been accusing others of.  There are six trial TIF schemes at present.  There may well be more.  But if this were a once in a lifetime chance, then all the more reason to take our time and make a cohesive, desirable bid, perhaps even one based on something less nebulous than a scheme that has a forest one week, an ice rink the next – and so other many unknowns to it.

TIF is only in the pilot stage in Scotland – so let’s get in there first!  Test case Aberdeen!  Some say taking a loan is borrowing money.  But seems we would just be ‘unlocking’ funds – so no problem there.

A minor detail, as we’ll all be rolling in dosh in no time, but do we know the interest rates on the £182 -192 million pounds Aberdeen City Council is going to borrow?  I’ve not been told.  Over to you, City Garden Project.

Again I will say that mere mortals choose to live in an area that is clean, safe and has excellent schools and hospitals.  I must have missed the part when someone proposed to the City Council that it should cut services and schools, and replace green space and our environmental heritage for concrete.

I don’t remember agreeing to continuously expand the City’s footprint into its green space while there are so many empty buildings in the city centre.  I guess I wasn’t paying attention that day – probably got distracted by reading about a cute baby competition in the news or something.

  • 40% of the cost of the City Garden has already been secured. The Scottish Government have pledged that, if the development is supported by the public, a TIF will be used to fund the rest of the costs for the City Garden Project. 

Fine.  Let’s see the legal papers showing exactly how much has been pledged and how ironclad or otherwise these pledges are.  Forty percent?  What is the figure?  We still do not have any genuine, concrete, specific project (no timescale, no costings done, and no precise scope – these are what you learn in ‘Projects 101’ are the building blocks).  You cannot  possibly say you have 40% of the money you need for something which you don’t even have defined or costed.  Not without godlike wisdom anyway.

  • TIF is a bit like a mortgage. The cost of the “property” is £182m. The “property” is the City Centre Regeneration Scheme (Aberdeen Art Gallery, St Nicholas and North Denburn redevelopments, the new public realm and the City Garden Project). The £55m of philanthropic donations already secured for the City Garden, along with the £15m to follow from the private sector, is the deposit.   

First, please define ‘the new public realm’ for me – just so that we are all talking about one specific defined term, thanks.  I’ll bet TIF is a bit like a mortgage:  if you don’t pay up, you lose your property.  Again Aberdeen City Council are going to borrow the money via TIF.  Not Ian Wood.  Nor the private limited ‘Aberdeen City Gardens Trust Company’.

Just as well we’re told it will bring in over a hundred million a year – we’ll be needing it.

Back to the mathematics.  OK – let’s assume the £55 million is £50m of Ian Wood’s, plus the mystery philanthropist.

We should also be told who the £15 million is coming from, but leaving that aside, that’s apparently £70 million pounds.

Some people would question what kind of tax breaks if any will be given to the donors, and whether or not the tax that does not get into the treasury (because it’s being put in a hole in the ground) would be of benefit to our ever-dwindling services instead.

Right – 70 million is forty percent of 175 million.  We have just been told that the ‘cost of the property is 182 million’.  Sorry – I would have thought that the 182 million is the value of the assets, but there it is.  Just for the record: forty percent of 182 million is 72.8 million.  And just so you know, Scottish Enterprise had by May of this year spent over £420,000 on this project on consultations and PR and the like, and the City Council have just agreed to spend up to £300,000 of our money on the legal costs.

Just as well we’re told it will bring in over a hundred million a year – we’ll be needing it.  Hands up anyone who suspects this project will have many little extras here and there.  Do you think at the end of the day the estimates we are getting now (nebulous as they are) will:  a.  stay exactly the same, b.  decrease and cost less than we think, or c.  cost more?

  • The City Council takes out a loan to pay for the remainder. This loan is paid back over 25 years using the income from the new business rates raised. The City is therefore being given both the deposit and the income to pay back the loan – clever eh? That’s why TIFs are so widely used in the States and promoted in Scotland by the Government. But remember a TIF can only be used for this – not for anything else and if we don’t use our TIF, other cities will!

Well, it is indeed time for some myth- busting, because depending on who you listen to, this either is or is not a commercial venture.  TIF is supposed to be for commercial ventures – and it is unclear how anything but a commercial venture can make the millions in loan repayments we would need to make.

In fact, I seem to recall seeing a video of one of the ‘philanthropists’  saying this is ‘Not a commercial venture’.  ‘Clever eh?’  – I am not exactly convinced.  I do think risky, untested, potentially fiscally disastrous.

And overall, unnecessary to my way of thinking.  Nothing is wrong with the gardens.  We could regenerate the city’s shops by lowering our extremely high business rates.  Making more shopping spaces, eating places and entertainment venues creates more competition for the venues we have.

Did you know we as taxpayers are subsidising the AECC and the Lemon Tree – and now they want us to borrow money to build competition for these venues we’re already paying for?  It would be to my way of thinking like betting on several horses in a race.  You might win on one of them, but you will lose money.

3. The City Garden is a commercial development – FALSE

This is about creating a new civic space and gardens that will be brought back into daily use… 

(note – see definition above of ‘propaganda’)

…and become part of the daily life of the people of Aberdeen. The space will include exciting new venues for everyone to use and enjoy including a cultural and arts centre, a 500-seat black box theatre and 5,000 seat amphitheatre and stage.  

See my quotes above about these theatre/stage options.  We don’t need them.  We’re already paying for such venues.  The writer of this paper has first set out to ‘bust myths’.  However, they are lapsing into emotive, subjective prose when they say how wonderful this will all be.  We don’t know that – we don’t know anything of the kind.

But now we get to the ‘venues for everyone to use and enjoy’.  Right.  At present, we can come and go as we please when the gardens are open.  No one can prevent us from enjoying the space as we see fit – no one can charge us any fee to use the gardens.  Why?  Because they belong to each and every one of us as Common Good Land.  Are these ‘non-commercial’ theatres going  to be free of any admission charge?  If yes, then fine – they are not commercial.  If no – then they can’t make money and pay off the TIF loan.

And if they charge you money to be on your common good land, then whoever holds the deeds to the land, it is no longer common good land in reality.  Are we going to borrow millions to make a theatre that is free to go to?  If so, why don’t we just close the AECC and Lemon Tree and be done with them?

Who is responsible for joining up all these fuzzy, competing concepts – and why aren’t they actually doing it?

  • The land and all the facilities will remain in the ownership of the City of Aberdeen and its citizens.  

Oh yes, we’ll still own it – but better, wiser, richer people will control it.  You might own it – but try going to a concert for free or getting one of the 25-30 car parking spaces free.  There is every possibility that one private entity or another (why does the two-person Aberdeen City Gardens Trust spring to my mind?) will get a very long lease at a very low rate.  In terms of ownership, ‘possession is 9/10 of the law’.

4. Union Terrace Gardens will be turned into a giant car park – FALSE.

I don’t know where our friends picked up this ‘myth’  – I’ve not heard it.  But there you go.

Parking is at a premium in the city and while many people would indeed wish to see more car-parking in the centre, it will not be in the City Garden. There will be between 25 and 30 underground parking spaces to service the new development.  Old Susannah is no mathematical genius like the ones who work out our city’s budgets; but if we are putting in a 5,000 seat venue and a smaller venue in a city centre already pressured for car parking spaces, then I predict some car parking and car congestion problems.  Wild conclusion I know.

However, if there are 30 underground spaces, they will still need ventilation.  Nothing like that is shown on the plans I’ve seen yet.  But back to the maths.  If we have 5,000 people going to see a Robbie Williams tribute act in the brand new space and 30 parking spaces available at the venue, there just might be a little bit of an issue.

That nice Mr Milne (owner of Triple Kirks – soon to be developed, Chair of ACSEF, one of the anonymity-seeking businesspeople behind the beautiful Vote for the City Gardens Project…) seems to need some car parking space for his beautiful glass box offices which will be adjacent to this great ‘non-commercial’ granite web.  I guess the 30 spaces will take care of that nicely.  Either that, or there will be more than 30 spaces.  A lot more.

As I posted on Facebook this week, it comes down to these points (leaving out the environmental carnage and the Common Good Status, that is):

  • 1. Is TIF a tried and tested financial model in the UK? Not yet.
  • 2. Do we know exactly what this project will cost? No – because the scope is unknown and ever-changing. That is one of the main flaws with Edinburgh’s trams scheme – it kept changing – and now we are looking at nearly one billion cost for it.
  • 3. Is the design fully fleshed out enough for anyone who supports it to fully explain the engineering (vents, how will trees – esp. pines grow, how will ramps be made safe, etc)? No.
  • 4. As the taxpayer is already propping up entertainment venues with tax money, venues that cannot survive without financial aid, does it make any financial sense to create venues to compete with them? No.

So – if you’re not sure about any of these points  – and who is? – then maybe we should not rush into anything.

It’s the American holiday Ground Hog Day this week, and Old Susannah wonders if she’s not reading the same old stories over and over again in the local news.  By Suzanne Kelly.

Happy Ground Hog Day!  In America people eagerly await the movements of groundhogs on 2 February (everyone has to have a hobby I guess), and allegedly can predict whether there will be an early spring by what the little things do.   Ground Hog Day was also a Bill Murray film wherein he kept reliving the same events over and over again.

As I read the Evening Express and the Press and Journal, I wonder if the same old stories aren’t coming back again and again just like Ground Hog Day.  Another car crash, more pictures of cute babies and cute pets, potholes and personal health stories I’d rather not read.

 And of course Union Terrace Gardens stories have sprouted up faster than the  ‘rare’ pine forest  the architects have now drawn fully mature in their ‘vision’ of the concrete future.  Guess the pines should appease all those environmental-type people.

I had really wanted to ‘keep off the grass’ and spend one week not writing about the City Gardens Project.  However, the issue continues to dominate our local newspapers, other than a few car accidents and cute pictures of babies and/or pets, there’s nothing else in the local news.

On the other hand our bus fares have gone up – by about £150 per year for weekly pass users.  This is to pay for all the improvements – the increased reliability, cleanliness, and improved frequency and so on that you are experiencing.  No doubt you likewise received a pay rise of 15% or more, so you don’t mind stumping up more for First Buses.  I hear their owners are a bit hard hit by the recession, and heating mansions isn’t as cheap as it used to be.

Last week I was one of the deputees at the City Council’s great vote on shovelling  money into the City Gardens Project.  If you’re interested in what I had to say, here’s a link:  http://oldsusannahsjournal.yolasite.com/

I spoke for 10 minutes, and answered 10 minutes of questions from our elected officials.  Councillor McCaig repeated the promise  made by Alex Haig the Scottish Infrastructure Secretary that the project will NOT go ahead if the people vote against it in the referendum.    We shall see.

But back to the Ground Hog Day theme.  Sir Alex Ferguson has stepped up to the plate concerning Union Terrace Gardens:  he’s in favour of the garden scheme (and ‘scheme’ seems like the operative word) going ahead, per the Evening Express.  But haven’t we heard from him on this score before?  Yes we have – several times.  You have a feeling of déjà vu for a reason.

  You can usually tell something is a fact if an authority figure tells you it is true

The pro City Gardens teams are still ramping up with their fantastic, well-planned campaigns.  The people in Aberdeenshire were the first to receive the glossy, beautiful (not at all fifties retro, dated, overly busy) A3 colour brochures telling them why they must vote for the City Gardens Project.

It was such a heart-breaking pity to realise that no one in the Shire gets a vote.

Easy mistake.  I just wonder exactly who has paid for these brochures and this little mistake. But this lovely piece of campaigning literature (for which we don’t know who wrote, created, paid for) leads nicely to a definition or two.

Facts: (plural noun; Eng) data based on measurable, demonstrable truths and observable phenomenon.

A triangle has three sides.   The sun rises in the East and sets in the West.  The City Gardens Project will create 6,500 jobs and make Aberdeen £122,000,000 every year for about 20 years.  All these are examples of facts.

You can usually tell something is a fact if an authority figure tells you it is true.  If you read something in print, it must be true as well.  All those lovely brochures that went to the Shire residents (who can’t vote on the issue) tell you to vote for for 6,500 jobs and all the millions of pounds the Teletubbie Park will bring.

Who would vote against these great things?  It’s not as if these figures for an as-yet unfinished design with no price tag on it are just wild, bloated fictional guesses paid for by, er, organisations that want this building project.  Or are they?

My favourite part of the brochure is the transparent boy running through the flower bed in front of the theatre.  If it were to scale, the wee lad is about 27 feet tall.

If you still aren’t sure what is fact and what is fiction, here’s an example from ACSEF meeting minutes from 22 March 2010:-

 “Reassurance was given that the consultation report commissioned by Scottish Enterprise on behalf of ACSEF will be independent, and the consultation process had been robust and transparent”. 

Even if the electronic voting went a bit strange, and even if all of the entities involved in ‘reassuring’ that the report would be ‘independent’ wanted the garden project to go ahead, it was all ‘robust and transparent’.  (and that’s a fact).

    You can’t say Aberdeen doesn’t have its fair share of celebrities

Another favourite fact of mine was when Sue Bruce left Aberdeen and claimed in a press release that our city had a budget surplus of a few million pounds after she’d done her bit.  (Yes, I miss her, too).  Pity the budget surplus didn’t even last as  long as she did here.

Celebrity: (noun or adjective) fame, or being famous.  You can’t say Aberdeen doesn’t have its fair share of celebrities:  There is Sir Alex Ferguson, Annie Lennox, Scotty from Star Trek, an’ tha quine fae Torry wi the accent naebody kens fa’s on ‘River City’ [Editor:  am I getting the hang of Doric yet?  Suz].

But alas:  no longer can Aberdeen lay claim to being the home of ‘Willie’ – school janitor from  ‘The Simpsons’.  Willie is apparently from The Orkneys.  The Evening Express carried this exclusive this week – I think they did a telephone interview with Willie or something.  DOH!

At least we still have Mr Scott, and of course our own talking cactus, Spike.  Neither has yet released statements through their agents or directly as to their view of Union Terrace Gardens.  Annie Lennox has in the past stated that it’s up to Aberdonians to vote for what they want, but that she is a supporter of the gardens as they are.

She is clearly not as vibrant, dynamic and forward-looking as the much more hip Sir Alex Ferguson.  Sir Alex took a break from throwing football boots at players’ heads long enough to yet again pop up in the press in favour of the skateboard park – sorry granite web.  In the Evening Express Sir Alex is reported as saying:-

“I would urge everyone not to be scared of change and to look upon this as an opportunity and something which will allow Aberdeen to be favourably compared with cities both in the UK and further afield”

Well, we can safely assume his friend Stewart Milne looks at the gardens as being ‘an opportunity.’

Perhaps Sir Alex has hit it on the head (which he’s good at doing):  I’m really just scared of change.  I’m not scared of killing off the existing wildlife by removing the vital feeding and living grounds the wildlife depends on.  I’m not scared of destroying beautiful, listed, healthy 200 year-old trees that clean the surrounding air.  I’m not even scared of the city taking a £70 million (or probably more) gamble on an as-yet untried financial gambit:  Nope, I’m just scared of change.

As to how the granite web will make Aberdeen compare to other cities and places, I’d suggest that Milton Keynes, Siberian work camps and Ceausescu’s Romanian architectural projects would be the best place to start.

I think I’ll leave it there for now.   Keep a look out for your full colour brochure from the pro City Garden Project now, won’t you.  It should arrive any day now (if you live in Yorkshire).  You may wonder who printed it and who stands proudly behind its facts.  You may wonder for quite some time, as they didn’t bother to say who they were on this flyer.

There is a helpful web address on it, even if it doesn’t work at the time of writing, I’m sure that’s just another one of the few dozen small errors that’s hit the publicity campaign.

Question:  if the people supporting this project are throwing your money around on inaccurate full colour A3 leaflets that are going to the wrong houses today, what will they do with a giant architectural project tomorrow?

The 2011 Annual Signal Gallery Punk Rock Artists show tribute to the late Poly Styrene (1957 – 2011) featured artwork from a majority of the acts that were the lights of British Punk Music.  Curated by Gaye Advert, featuring musical performances and great artwork, this was a highlight of UK winter art exhibitions as well as a perfect way to pay respects to Poly.  Voice’s Suzanne Kelly weighs in on a unique gallery and a unique collection of British artists.

The music world lost a number of real innovators in 2011 – people who were unlikely success stories in some ways, but whose individuality  shaped the history of music.  Amy Winehouse died in tragically predictable circumstances.  Nate Dogg had many personal problems and came from a world of violence, despite dice being loaded against him from the start, he worked with hip hop greats.

His style was sought after, and at the time of his death from  a stroke he’d been working on a new gospel project.  Then there was Marianne Joan Elliott-Said – or Poly Styrene to you and me.

Poly was born in 1957 – in a time where women had little prospects of exerting influence outside of the kitchen.  Women of the late fifties largely spent all their time trying to look conservatively, conformingly beautiful (and there is sad evidence that women are slipping back into wanting to look good more than wanting to be good at something).  Poly was having none of it.

She eventually wound up as the iconic, unpredictable, liberated, intelligent figurehead of punk band X-Ray Spex.  It was said the band formed after she and some friends saw the Sex Pistols perform.

Poly died in April 2011 from an advanced form of breast cancer.   Her unforgettable expressive vocals and X-Ray Spex’ music will always be around.

The Signal Gallery near London’s Old Street Station has hosted exhibitions of music by punk musicians for some years now.   I’m sure many people who visit this extremely  popular show are there because of the musicians, but no one leaves without seeing a perfectly well curated group show of excellent, challenging art.

This year’s curator was Gaye Advert of (if you didn’t know) The Adverts.  She works in many media, and I’m particularly fond of pieces such as ‘bad squirrel’.  Knox from the Vibrators is one of many musicians with artwork on show; Knox is an extremely talented painter and has studied art.  He’s known for imaginative pieces as well as street scenes of London and overall for portraits of fellow musicians.  He had a portrait of Poly Styrene in this show as  had Charlie Harper and Chris Brief.

I did however make it down for the Saturday 10 December acoustic sets by Knox and Charlie Harper of the  UK Subs.

Each played a solo set and then they played together to the Signal Gallery’s main room, totally filled from floor to ceiling with artwork and punk lovers young and old.  Nigel Benett  from The Members was among the audience.

I would love to have spoken more with Gaye Advert and the Gallery’s staff.  However, the former was busy trying to get artists to sign posters from the show, talking to press, being photographed, and trying to find Charlie when it was time for his set.  The posters  were sold at £50 each to raise money for a cancer charity in memory of Poly Styrene; I was lucky to get one.

The gallery owners were busy selling the few pieces of art that hadn’t already been sold, supplying countless beers to the crowd, and dealing with a pipe which started leaking on Charlie as he started his set.

The art was being talked about; some pieces such as a kinetic sculpture involving two dolls was sensational.  The art ranged from classic punk iconic art to abstracts and sculptures.

This show was a testimonial to the energy and talents that continue to keep punk going, and to the ongoing legend of Poly Styrene.

Aberdeen Voice’s Odious Susannah takes a look at this past week in Aberdeen, and tries to make some sense of it all.  By Suzanne Kelly.

What a week!  I felt pangs of pity for the disgraced captain who left the sinking ship.  His reputation in tatters, he jumped before the entire thing could sink completely, taking his lovely companion with him while others were left to flounder.  Yes, it is true:  John Stewart has jumped the LibDems and is heading to Manchester.
But who to take the helm of the wreck of HMS LibDem?  Who’ll be strong enough to shoot the Tullos deer, wise enough sit on boards that redact their minutes, and courageous enough never shirk from public debate when it suits them?  Whose record this past year puts them streaks ahead of the other Lib Dems?  Who can that new captain be? Why, it is none other than Aileen ‘Ho’Malone.

  I wish her all the best in her new role, and hope she will bring her stewardship talents so evident in the Tree, dead deer, and pesticide spraying for Every Citizen campaign to the Lib Dems – that would improve their standing  no end.

We also learned that her husband Brian is going to be running for election – this will be Scotland’s own Kennedy dynasty before we know it.  And that’s not just because of Aileen’s hairstyle looking like Jackie O’s.

I was at Wednesday morning’s City Council meeting to speak against Union Terrace Gardens being turned into a carpark/theatre/shopping mall, especially before the referendum happens.  No surprises for guessing the outcome – we’re going to go ahead and keep the ducks in a row for the project to go ahead, and have set aside a mere £300,000 for the legal costs.  The legal costs will be massive obviously – like when Stewart Milne had to pay something like £500,000 to sell property from his left hand to his right hand.

The council meeting started on a serious note; The Lord Provost announced there is a leak in the city council.   It seems our on-time, fantastic, £60 million-pound bargain revamp of Marischal College has a ‘wee’ problem:  the bathrooms have stopped working on the upper floors.

At first I thought they were ‘taking the p’, but then I gave the Council’s reception a tinkle, and they told me it was all true.  Indeed:  the City Council is full of it.  Let’s hope they get to the bottom of this problem soon.  Either way, it looks like more taxpayer money will be going down the pan.

There is currently a huge ‘out of order’ sign to be found at Marischal College: this may or may not be connected to the toilet problem.

Why am I not ‘Old’ but ‘Odious’  Susannah this week?  Because John Stewart says I am an ‘odious individual’.  I’ve been having the most enchanting exchange with some of our elected officials this past fortnight – Odious Susannah is putting together another little matrix. This will show councillors’ answers to questions of the day, hospitality registers and declarations of interest compared to directorships shown in Companies House – there are a few  differences here and there that you might find amusing.

The matrix will show who’s voted how on a few issues.  Nothing special – just who wants to shoot your deer, close your schools; whose votes closed Choices, who wants to spend more money and time on the City Garden Project before the referendum, and so on.

Most of the replies that are in are casual and not very exciting, but  leave it to Neil Fletcher to spice up my life again.  You’ll be able to read his reply alongside some of the less exciting ones soon enough.    But here is where I became Odious.  I crossed the line when I asked leaders of the parties whether or not they would allow councillors a free vote on Wednesday concerning the future of UTG.

I asked:

Dear All

Naturally I am opposed to this project going anywhere before a referendum is held.  I hope you and your parties will prudently oppose measures coming before the Council on Wednesday.

I would like to know if your political parties will be enforcing a party line or allowing a free vote.

On a separate matter I have received a good number of polite responses to the questions/issues email I sent some weeks ago.  The results will be published shortly, so if any of your party’s elected councillors wishes to respond, they should do so by Wednesday.  (Failures to respond will be noted as well, and the one astonishingly rude reply published in full, too).

I hope my shocking language above has not offended all of you as much as it did John:

Dear Ms Kelly

The Liberal Democrat group does not operate a whip.

And you really are in no position to complain about rudeness. Is your self-awareness so lacking?  You have consistently attacked some of my colleagues, particularly my female colleagues, online in a very personal, vile, nasty and vicious manner. Your actions marks you as an odious individual and I suggest if you can’t take a bit of the heat, you should maybe reconsider your widely-rumoured plan to try and enter the Council kitchen in May.

Yes, I am a bad, rude, odious old girl.  And I wrote back:

I hope you are not trying to intimidate me in my role as a journalist who writes a satirical column – it seems that way.  Satire is of course a long-standing tradition in British politics.  I didn’t say I can’t take the heat; I am merely reporting that the comments from an elected member are rude.  But when they are published shortly – with this exchange of emails, we will allow the public to decide who they find ‘odious’

But John got back in with a killer comment – how he must have laboured over writing this one;

Welcome to our world, where people whom you have never net [sic]pass judgement based on what they read!

No, it is true I never did ‘net’ the catch that is John, but that’s because some lucky person caught him before I did.  But I’ve never met the man, either.  Also my hard luck.  But somehow, I do feel able to judge people I never met.

Do you know how I manage this seemingly impossible feat?  I look at what they have done and what they do.   How they vote, what services they cut off, what they want to do with green space.  Harsh of Old Suz, I admit – but yes, I do judge some people without even having met or netted them.  John branded as ‘asbo-deserving’ the Church of Scotland when it wouldn’t behave as he wanted it to, and like the Churlish Church, I will have too just carry on somehow.  It is a shame we will not part as great friends.

But that’s enough background – time for a definition or two from the web  – not the granite one that will make us all rich and Aberdeen the centre of the architectural universe, but the world-wide one, and how some public relations companies operate on it.

Astro-turfing: (courtesy of Mark via Facebook – thanks Mark) (modern English phrase)

When a professional lobbyist or public relations operative uses a website such as Facebook or Twitter to appear to be a grass-roots movement instead of what they really are – a company hired for PR purposes.   This astro-turfing is done to try to gauge and/or gain public support.  It is a very odious thing to do, and most websites prohibit it, as does a code of practice for PR companies.

  Do your local newspapers seem filled with stories about the benefits of the concrete ramps over UTG?

Who or what made Old Odious Susannah think of astro-turfing?  Step forward the Facebook entry of one Miss Katy Campbell who according to her ‘Linked In’ site (whatever that is) is an Account Administrator at The BIG Partnership.  Good for her.  No doubt she isn’t aware of the fact she should not astro-turf, but she seems to have done so.

No doubt her motives were selfless – her Facebook presence had been extolling the virtues of turning UTG into the web.  Don’t bother to look for the postings anymore – once she was rumbled, they were all taken down.  No doubt her superiors at The BIG Partnership also made an apology on FB and explained why it was inappropriate not to disclose whether you work for an agency when posting things promoting what your agency does; Old Suz just didn’t find it yet.

NB:  Linked In says she is into croquet, burlesque and debating:  let’s hope not simultaneously.

Public Relations Offensive: (modern English phrase) A burst of media activity, lobbying, advertising, etc. to get a point or product into favour with the public.

You may not have noticed, but someone somewhere seems to be attempting a PR offensive.

Do your local newspapers seem filled with stories about the benefits of the concrete ramps over UTG?  Are the papers saying that building the ramps will bring over £122 million per year into our economy and create 6,500 jobs?  Are you being shown news polls that show 4 out of 5 (if the sample was that large – I doubt it) P&J readers want the teletubbie garden?

  Good News!  The trees are gong to stay in the gardens forever!

If so, there just might be a public relations offensive in play.  All this extremely inoffensive pr is meant to show how much greater life will be for all of us (except the 200 year old trees, rooks, bats, peregrine falcons, red kites.,.) if we literally level the playing field that is UTG.

The new Facebook community sits, some seemingly started by the BIG partnership’s opeartives, are a great place to get your questions about the gardens answered.  Unless of course you are asking if the Facebook page was started by a PR company; those questioned don’t get answered as far as I can tell.

However, someone asked which trees will be felled and what will happen.  Good News!  The trees are gong to stay in the gardens forever!  AS BITS OF THEATRE SEATING, WOOD DECKING AND WOOD CHIP!   Result!  Sure it will be hard luck on the animals that live(d) in the trees, but perhaps they can be stuffed and kept forever too?  We in Aberdeen are surely going to be stuffed at any rate.

Another brilliant PR wheeze is to send visiting ‘professionals’ to schools to talk to young people.  It was apparently ‘Money Week; in Cults last week (I don’t think we have ‘Money Week’ in Torry…).  From several accounts, some ‘merchant bankers’ came to school to tell the children of Cults that Ian Wood and Stewart Milne have started from scratch and now do great things for the community like building heated driveways – sorry  – like building affordable housing, and really are quite nice chaps.

Apparently Union Terrace Gardens was not mentioned to the children – who were just told how great these local worthies are – so that’s ok. No indoctrination or brainwashing going on there then.  PR Offensive?  I’d say so.

Old Susannah tries to get to grips with the newspapers, the actual news, and council-speak.  By Suzanne Kelly.

Dancing in the streets is assured today, for tomorrow we will be dancing on the concrete ramps!  (hopefully without falling off of them).  Rejoice!  Result!  The lovely ramp / Teletubbies design has been selected (just in the nick of time for the Referendum, mind) to ‘transform’ Union Terrace Gardens.

Old Susannah has been laid low by a cold/cough, so no outings of  late to Brewdog or anywhere really.  This has given me plenty of time to catch up on my leisure reading, so I’ve now read tons of minutes, board reports, registers of interest and so on.   But I’ll soon celebrate this good news with a brewdog or two.

I was so glad to have bought the Evening Express on the 17th; it had taken its own 50-person poll and guess what?  Yes, 59% of people polled want to ‘transform’ the gardens!  Fantastic!  Perhaps we should just knock the Referendum on the head now and go with those results.

To those few remaining NIMUTGs / NIMBYs / Luddites out there who think the vibrant and dynamic scheme to put concrete ramps over Union Terrace Gardens is nothing but the old boy network flexing its muscles to give some of the more hard-up members work, money and real estate, I say no.  There is no conspiracy.  There is nothing untoward going on.  (Can I have a directorship now?)

If anything looks funny, be it overlapping interests and board memberships, coincidental office block developments in the area, or what have you, here are some useful definitions to allay any fears.  Rest assured – in a few short years when you’re looking over your plastic hedge in the Monorail Café as the band plays in the Dr Bochel outdoor auditorium, you’ll look back and be glad that your tax money was well spent in convincing people what’s really important.

The Gardens dominate the news and the definitions this week as well.

City Garden Project Minutes: (compound noun) a series of documents charting the apolitical, beneficial, transparent proceedings of the Project team appointees.

We’ve already seen that there is no overlap between the City, Chamber of Commerce, BiD,  a couple of multi-millionaires and some council officials.  Here’s a little quote from the September City Gardens Project Implementation Team which shows as much:-

“Agreed that it would be helpful if ACSEF and Aberdeen Grampian Chamber of Commerce could provide supportive letters to the key decision makers within the Scottish Futures Trust.  The web link to the submission to be forwarded to ACSEF, the Chamber and BID”.

and now to illustrate the total independence of the Implementation Team, let’s put some names in brackets for the organisations listed above of people connected to the City Gardens Project as well:

“Agreed that it would be helpful if ACSEF(John Michie, Jennifer Craw, Colin Crosby, Tom Smith, Callum McCaig) and Aberdeen Grampian Chamber of Commerce (John Michie, Colin Crosby) could provide supportive letters to the key decision makers within the Scottish Futures Trust.  The web link to the submission to be forwarded to ACSEF, the Chamber and BID (Callum McCaig, John Michie – Chair)”.

It’s going to be a hard slog for these people to get themselves on side, don’t you agree?  Or perhaps that’s what’s meant by ‘having a word with yourself.’

Overlap: Adjective – for two or more items to share similar components, area or characteristics.

If you have looked at the spread sheet on the above link, you will see there is just a touch of overlap.  Believe it or not, there are people who are involved in a quango here, a committee there – and all of them relating in some way to the desire to improve Union Terrace Gardens.

That nice Mr Michie gets around quite a bit, as do Messrs Collier and Crosby.  Never before have so few done so much in so many organisations against the wishes of so many.  Referendum or no, I think this lot are unstoppable.

Bad Timing: (Eng Phrase) events which in some way conflict with each other or subvert other events.

This will be a tough one to explain, so here is a wee example.  The deadline for registering a group for the Union Terrace Gardens Referendum was 13 January – so far, so good.  The deadline for these groups to submit a 300 word statement as to why people should vote for or against Teletubby land – sorry the dynamic ramp system which will turn Aberdeen into Barcelona– is 20th January at 5pm.  The Referendum is a month away.

Still so far, so good.  Then we come to next week. On 25th January the full council is going to vote on a report about the Gardens project – the report has various clauses which seem to indicate this thing might cost the City money after all – who would have guessed it??? But by then it will be too late for any of the statements going in the Referendum voting pack to be altered.

On 25 January it will also be too early to know what the referendum result will be – but the city is still going to vote on some very crucial items.  Why you might ask is this happening now? Why would the city want to do this before the referendum and before the new council is elected in May – only a few  months away?

It couldn’t possibly be so that any potential voters see the City voting to go ahead and decide that voting in the referendum (which is not binding of course) is pointless.  It is not to discourage, dispirit or mislead – obviously not.  I think this haste all just has to do with saving time.  I did ask this question of the council – and they’ve told me not to worry my old head about it.  Fair enough then.

PS ….

I am currently less than pleased that the City cannot (or will not) provide me with a list of property that the Mortification Board is responsible for – the FOI folk have told me to come down and look through the archives.  I still can’t believe Councillor West (leader of the Morticians – sorry Mortification Board) doesn’t have this info.

However – I am happy with him on this one score, and I thought  it worth sharing.  So, here are some extracts from old minutes from the City Garden Project Monitoring Board – cast your mind back to August – this is what was being said…

“Councillor Yuill asked Mr Brough to confirm whether there would be a ‘no action’ option on the card. Mr Brough replied that there would NOT be a ‘no action’ option at this stage because the feedback was part of a tendering process to select the best of six designs. Once the best design has been selected, other parties, such as the Council, may wish to determine whether the status quo was preferable to the chosen design. However the Project Management Board do not see this as their role. Their job is simply to come up with the best possible design for a proposed City Garden Project.

Councillor West asked that it be noted that every week the councillors of the Monitoring group have asked for the ‘no action’ option to be part of the public display and this has been passed on to the Management Board by Mr Brough. The Councillors stated that they were very disappointed that this was still not an option”.

You might ask yourself who is driving this project.  It’s not the citizens.  It’s not the councillors.  The answer just might lie on my spread sheet.

Aberdeen’s contentious Tullos Hill  deer cull / tree-planting scheme takes a particularly strong blow as a Freedom of Information request shows that the financial picture is not as ‘cost-neutral’ as its (few) supporters would have us think.  Suzanne Kelly examines the newly-released figures for Phase 1 of the planting and questions the logic of proceeding with Phase 2.

Aileen Malone, Aberdeen City Councillor and Convener of the Housing & Environment Committee has been silent on the subject of her pet project and Liberal Democrat election manifesto pledge lately; she’s not answered emails on the subject, nor has she appeared in the media to defend the scheme.
The Liberal Democrat party headquarters likewise have not replied to any emails on the matter of the deer cull to date.

Malone is the de facto figurehead for the plan to cull the roe deer (which have happily lived in the area for decades without the need for a cull) in order to plant a staggering 89,000 trees on Tullos Hill. 

When full details broke as to what this Phase 2 planting entails emerged, individuals, community councils and animal welfare charities expressed dismay and disbelief.

One of the main arguments offered by its proponents is that planting the trees and shooting the deer is ‘cost-neutral’, or in the words of Councillor Neil Fletcher in an email concerning the cull:-

“… this project is at practically no cost to the tax-payer”.

But is the scheme as cost-neutral as its City Council proponents claim?  The answer is most definitely NO.

The attached spread sheet excerpt was obtained in mid-December following months of requests  (note that a line has been added to show a refund the City had to make – this was somehow omitted).  Aileen Malone wrote in early October to advise an officer would get back on the matter shortly.   When no information was forthcoming , a Freedom of Information request was lodged (and answered slightly later than was meant to be the deadline).

The spread sheet from the city shows incoming money as negative and outgoings as positive figures.

There is an outgoing sum of £3,000 at Line 18 with no explanatory text.  There is likewise a line for £142 – this may relate to an advertising supplement extolling the virtues of the scheme, but this is not certain.  The city also forgot to take off the £43,800 it had to return for the failure of phase 1 on Tullos.  Combining all of the figures together, I get an indication that Aberdeen may be £20,600 in the red at this point – and yet may look to go ahead with a bigger plantation.

Looking at the list of money going in and out of the account, it seems that the scheme was not the simple, cheap, well thought-out plan promised.   When the finances are considered in conjunction with a soil report issued by the Forestry Commission, it is possible to conclude the plan is deeply flawed and expensive.

The the soil report indicates that Tullos Hill’s soil quality  means the trees would be subject to ‘wind throw.’  This means that winds (such as the extremely strong winds frequently experienced this winter) will more than likely topple trees growing on the hill.

The report also points to the possibility that trees simply will not thrive on Tullos for a variety of reasons– but what is the financial impact of failure?

The costly Phase 1 failure- £43,800 in grant money repaid

The City was forced to repay £43,800 of grant money (after months of being chased for payment, it should be noted) to the Forestry Commission.  Presumably this money was generated from the taxpayer in the first place – therefore the taxpayer may well have wound up paying both for the trees to be planted as well as for their failure to thrive.

While the City has chosen largely to put the blame for the failure on some 29 roe deer in Loirston County Park, the failure belongs  in no small part to those who selected the site, who decided to buy smaller tree guards than had been recommended, who ignored the historic wind, weather and soil data, and who did little about weeds.  Perhaps an investigation is called for into the selection of Tullos in the first place, and into any possible negligence on the part of those involved.

Will Aberdeen be taking another grant from the Forestry Commission – which arguably we were led to believe was already arranged?

If so – why?  What are the implications of a failure of 89,000 trees financially speaking?  Unfortunately, according to the Freedom of Information response, thereares as yet no financial plans, budgets or projections available.

Considering the proponents originally gave a deadline of May 2011 for private individuals to stump up £225,000 to save the deer (a figure which exceeds the £200,000 Phase 1 grant!), it is highly worrying that projections for the future phase 2 scheme cannot be supplied as ‘the information is not held’.  Had the scheme’s supporters come clean in these respects months ago, this scheme may not have gone so far down the road as it has been allowed to.

Paying for Experts

Animal charities offered the services of other forestry experts to the City free of charge with a view to finding a way to plant trees without killing the deer – something which is quite possible to do.  Deer will apparently be culled for several years (there are thought to be 29 deer in the area which roam from site to site; these creatures usually live 6-7 years, and in some instances are fed by local people).

The city denigrated the experts, and advised it already has an expert.

The identity of the City’s expert has never been made known.  At one stage it was suggested that they were being paid for their services in connection with ‘A Tree for Every Citizen.’

Looking at the companies listed on the spread sheet involved and the people who serve on these companies, a number of forestry experts seem to be involved as paid consultants. As such, these people might be seen to have a vested interest in a Phase 2 planting going ahead; it would be human nature to protect one’s source of income.

One of the people whose names crops up in a list of company directors has many directorships to their credit – including charcoal and sawmill director/company officer roles.  Some of the twenty or so companies on this person’s list of directorships have been dissolved, including a boomerang company or two.

Further research into the companies and individuals mentioned on the Council’s spread sheet is under way.

Aberdeen officials have issued conflicting statements on the nature of the forest to be created – some say it will bring in revenue which will help pay for the scheme; others say no such plans are in place.  If a sawmill plant, lumber jacking or charcoal works  (and these types of business interests are reflected in the company activities of people involved with the scheme per the spread sheet) are envisaged for Tullos, then the public should be told.

If one or more persons with vested interests in making profit from lumber are refusing the advice / peer review from animal welfare experts with forestry experience, then the entire scheme should be examined in a public, transparent forum and reviewed by a number of recognised experts.

Surely an impartial, scientific professional would normally welcome experienced, free advice even if they chose not to heed it.  The claims of expert advice seem hollow when in one document tree guards are discarded as deer control devices because they have ‘visual impact.’

Can complete impartiality of someone who may stand to gain from the Phase 2 planting going ahead be guaranteed?  How can there be an objection to wider scrutiny?

Sponsors and ‘Educational’ use of children to plant trees:  I wouldn’t count on it

Companies which donated to the first phase of the ‘Tree for Every Citizen’ scheme are understandably reluctant to use their budgets for controversial Phase 2.

weed protection of some sort will be required which may impact other wildlife, and yet the wind may make it all in vain.

Two major companies have indicated that they will not sponsor this next phase.  Will any business want to put their brand’s value at risk by association with an unpopular scheme and deer cull?  It is highly unlikely, but some in the council seem to think sponsors will be found.  Again, there seems to be nothing budgeted, just nebulous talk of seeking business sponsors.

Schoolchildren are being relied on to make the plan look more affordable; they will be asked to help plant the trees on Tullos.

It seems doubtful that local parents will willingly give consent; thousands have signed a petition against the scheme, and over three thousand people are on a Facebook group opposing the scheme.  Clearly if the scheme will have to pay for planting all 89,000 trees when it had hoped to use children in part, then the scheme becomes even less financially sound.

The educational benefits of planting saplings should also be delivered alongside the fact a cull is being implemented not for animal welfare reasons (the Scottish SPCA condemns this particular scheme) as it is (allegedly) the cheapest way to protect the trees,  that weed protection of some sort will be required which may impact other wildlife, and yet the wind may make it all in vain.

Other costs; environmental costs

Weeds were largely to blame according to a Forestry report for the Phase 1 failure.

The Aberdeen taxpayer will be paying for several years of ‘weed control’ for Phase 2 – this may mean spraying pesticides which will damage other plants, insects, birds and other wildlife.  Using pesticides in an area near factories, homes and schools will also lead to further citizen protests.   Aberdeen paid £7,125 for Bryan Massie specifically for weed control in Phase 1 (as well as another £22,800). If the weed control was inadequate then, then how much more will we spend annually?

It is important to remember that Tullos already has its own wildlife and is a thriving ecosystem in its own right.   Gorse clearance is also recommended, although many environmentalists state that gorse is a food and habitat haven for much wildlife.  How much money will the taxpayer spend ripping up gorse?

(Note – while over the months there have been different figures mentioned and unofficially given, it is assumed that the most accurate set of figures is the one supplied by the Freedom of Information request received mid December which is used in this article).

The future:  No tangible financial projections – and no funding application lodged

The Freedom of Information request seems to be admitting that no budget for the future phase is held by the City.

An earlier FOI request shows that despite everything the proponents have said and done, there is as yet no formalised application lodged for a second phase.  This means that for nearly a year the claims of proponents such as Malone that the scheme was going to go ahead and was going to be cost neutral were inaccurate.  It is possible that some of the members of the Housing Committee voted in favour of this plan based on its being cost neutral; if so, the matter should be examined by that Committee and the relevant Audit Committee.

It is safe to assume that not every single grant application gets approved.  We seem to have a situation for  Phase 2 where there was no final, formal application for funds lodged, no approved funding in place, and no budget in place.

When the £43,800 repayment is subtracted from the accounts it certainly looks as if some £22,000 more than was granted was spent on Phase 1, leaving a budget deficit for Phase 2 before it even starts.

In the absence of information to the contrary the evidence speaks for itself.

Conclusion

Parents of school-age children might wish to check with their schools as to any planting plans involving their children.

Voters might want to ask their City Councillors how they stand on the issue now, and if they were in a position to vote on the matter in May 2011, did they then believe the scheme was cost-neutral.  Private sector companies might wish to think twice before entering any sponsorship/funding deals for Phase 2 as well – it does not look like a public relations win any longer.

The whole point of the cull was to make the tree planting possible, yet some council officers and elected officials want to backtrack on that point now. They now claim it is for animal welfare reasons and not the trees. However, the entire unfolding history of the City’s claims are a matter of record.

What may have started out as a great-sounding greenwash election plank has irrevocably turned into an unpopular, controversial, seemingly disorganised non-starter.  It is time to leave Tullos alone for now – or to consider enhancing its status as meadowland.  Anything else just does not add up.

Old Susannah tries to get to grips with the newspapers, the actual news, and council-speak.  By Suzanne Kelly.

Tally Ho and Happy New Year! Old Susannah’s had a bit of a holiday break in London and New York, but is back in the Deen and looking for news in all the wrong places.
All major world cities have their problems – New York, London – even Aberdeen.  It’s how these problems are dealt with that show the intelligence, logic, and well class of a city’s government.
New York at Christmas has subtle holiday lights, but all the stores (particularly 5th Avenue ones) do their best to have creative, exciting, individualistic window displays.

This just makes things look non-uniform and that’s a bad thing of course.  If only there were some giant red balls and uniform lights overhead to herald the presence of the New York Government.  Better still if such lights would fall down now and then  for a bit of drama as well.

There is a policeman on every corner of 5th and people are well behaved as a result.  Our streets are of course ‘livelier.’  How sad.  No one is allowed to use the streets for fighting/throwing up/robbing/ rolling around drunk in while the police stand idly by.  Here in Aberdeen there is more freedom to indulge in these traditional holiday past times.

Iconic landmarks such as Manhattan’s statue of Atlas, Ice-skating rink and the Christmas Tree just demonstrate how stuck in boring tradition NYC really is; hardly anyone comes to see these things.  I’d like to see a few buildings levelled (maybe the Chrysler and Empire) and a gigantic concrete public square created – that’s clearly what’s needed to revitalise NY’s dull city centre.

London’s  Soho was absolutely packed with people, music venues, and restaurants.  Believe it or not, the local shops don’t all close at 6pm; some even close when they feel like it.  Trash collections are regular, and I found myself missing my overflowing Torry communal wheelie bin with its broken lid and binbags torn open by hungry birds.   There weren’t even any sofas dumped on the streets to sit on.

In a not very vibrant or dynamic tradition, the Geoffrey Museum had  its annual  display showing how households used to look in times past for Christmas.  This tedious attraction could have done so much better if a monolith had been built on its historic front lawn.

You’ll never believe me, but in London’s massive Richmond Park (again just wasted space filled with lots of grass and trees) there is actually a deer park.

I suppose the biggest disappointment in New York and London as compared to Aberdeen  is the scale of waste.  New York has its (comparatively) massive Central Park and there are long stretches of coastal lands on nearby Long Island.  No one’s proposed any football stadiums, giant forests on the dunes, or turning the place into a giant golf course resort.

London has more parks than you could count that are filled with little more than grass – which so bothers Councillor Stewart.  These parks  do allow food kiosks and restaurants, something our City is far too cool to allow in Union Terrace Gardens (well, at least not until we build something over it first).

New York has great sports teams, but it’s not following our lead.  The Rangers continue to play in the outdated Madison Square Gardens rather than building something new outside of Manhattan.  Mr Milne could teach them a thing or two.  It’s almost as if people were fond of their historic sports venue and wanted to keep using it.  I think they’re in denial – the thing doesn’t even glow in the dark.

Finally an old building has been sensitively restored for re-use as a Native American heritage museum.  Doubt that made much money for any new-build businesses.  Shame.

  No, the deer are not there for people to have their dogs chase.  The deer I have to admit are sometimes culled – when absolutely necessary – after living a lifespan where they can eat, roam free, and live.
Note: They are not culled for reasons other than animal welfare.

No one is proposing to shoot them in order to turn their turf into a lumber-producing forest.  Some eccentrics actually go out of their way to come and see the deer, or ‘vermin’ as Neil Fletcher and others would call them.

London and New York should really take a page from Aberdeen’s book and do much much more building in their empty green spaces.  The funny thing is that people actually choose to live near such places and pay more money for the privilege.

My one regret is that I missed the Christmas event in Union Terrace Gardens which by all accounts was a perfect afternoon.  The children loved seeing their artwork displayed; they loved the vermin – sorry – deer which had been brought in as a special treat.  The music was spectacular and everyone had a vibrant and dynamic time.  So my compliments to the organisers –  the Bothwell family and their friends, and to those who supplied prizes – Lush and The Artist’s Pad on Castlegate in particular.

I was happy to have been one of the judges for the art competition which was a real pleasure if not a nearly impossible task.  Watch Aberdeen Voice for an upcoming display of the childrens’ artwork and the entries for the Aberdeen Voice Union Terrace Gardens art competition – as soon as I can scan the 300+ items that were entered, that is.

But at this rate there won’t be room for definitions, so here we go.

Blindspot: (compound noun; English) An area which cannot be perceived whether due to physical limitations or psychological ones.

Old Susannah begins to wonder if any of our local press realise that by 23 January the City must relinquish details to me of what land was sold to Stewart Milne companies and for how much money? If they are aware, they certainly don’t find this revelation worthy of any space in their pages.

When I was travelling I kept up with local news via the internet – there were fascinating pieces on weather, a bit of vandalism, some bits of petty crime, another local store closed, and football games were won and lost.  But no word on Aberdeen Council being criticised by Scotland’s Information Commissioner or on the looming disclosure of what property ACC sold to Stew at what price. Guess this just isn’t as interesting as all the other stuff.

Still, by 23 January the City is meant to supply me with the info on Milne I requested a year and a month ago.

Let’s see who publishes the next development besides Aberdeen Voice.

I also read Private Eye when I was away (although I usually find it far too critical of our elected officials and millionaires), and a small item reminded me that the National Union of Journalists was ‘de-recognised’ by the Press and Journal and its sister, the Evening Express.

A cynical person might think the owners of these papers want to keep a tight rein on any reporter who goes ‘off message’ and writes anything too critical of their largest advertising revenue sources.  I just think the P&J management don’t want their staff to have to have the hassle of Union membership when they are so perfectly well remunerated.

Is there really any bias towards the powerful forces in the  City?  Just as  a matter of interest, a colour advertisement in the Evening Express supporting the ‘phase 2 tree for every citizen’ scheme cost the city c. £145.  A similar sized colour ad by those opposed to the tree planting and related deer cull cost over £700 (with 2 reprints in the Citizen).  Just thought you might like to know.

Festive Decorations: (noun) holiday-themed lights, banners, etc.

Well, the City’s outdone itself this year.   From 21st November 2011 to the 5th January 2011, Aberdeen City Centre was festooned with festive lighting and decoration.  Of course some of the lights came down almost as soon as they went up; seems northern Scotland can get windy in winter.  Who’d have guessed?  (Note – this historic pattern of high winds will of course be no object to planting trees on Tullos Hill, even if a Forestry report says wind is a problem there).

According to the City’s website ‘Other communities around the City also take part with their own festive lighting on lamp-posts.  Aberdeen’s main thoroughfare (Union Street) is the centre piece with 11 cross street lighting all with a Christmas theme.’

I was surprised that Christmas was the theme for the beautiful lights on Union Street – I’d have thought the City was supposed to be non-denominational.  But I saw the light.  The decorations on Union Street show pictures of presents, toys and sweets – and buying stuff like that is the true meaning of Christmas after all.

I have my own theories about what the giant, over-sized, totally out-of-proportion red balls symbolised, but perhaps I’ll keep that to myself.  I look forward to watching them fall down again next year.

Jargon: (noun) vocabulary which is not recognised in the mainstream, is hard to decipher, and which may be deliberately exclusionary.

Next week I intend to look at upcoming budget/financial actions our fair city may be taking.  Believe it or not, I am not always convinced their financial skills are as good as you might think.  If anyone can help me decipher  the following paragraph which I found on the ACC website, then please get in touch:-

“There are also other projects currently active that will produce efficiencies for all Services, i.e. ICT infrastructure and connectivity, procurement revisions, etc. The ICT infrastructure and connectivity work is delivered solely by Service Design and Development and therefore is not included  in the above listing. The projects listed above all fall into the category of technology enabling making change happen.”

It sound absolutely wonderful, but I haven’t a clue what it means.  It’s from an older document covering finance and budget.

Is it  possible that a lack of straight-talking is confusing issues?  No, I thought not.  I guess I’m just not ‘falling into the category of technology enabling making change happen’ as naturally as everyone else must be doing.

Final thought:  Children in Need:
Spare a thought to those who don’t have the things they need this season.  Take the case of Stewart M.

Stewart, aged fifty-something years, will not have a happy holiday season (or any kind of happy season) without some help.  A mere 7.8 million pounds will give him the toy football stadium he wants.  Next year he may also buy some toy players to go in the toy stadium if it’s not all been thrown out of the pram.  Please give generously.

Temperatures are plummeting; Holiday lights are being blown down on Union Street, and it’s been snowing in Aberdeenshire.  Local wildlife needs your help to make it through another winter writes Suzanne Kelly.

Seasons are getting wetter; winters are more unpredictable – at least according to the Met Office data.  Animals need to be able to access clean water, food and shelter – your help couldn’t be easier or more important.

If you have a window box or a large garden; if you live near a park or open waste ground, here are some tips.

Water

All living things need water; birds need it to drink and to bathe.  Can you keep a shallow bowl of water outside, keeping it clean?  Then you’ll be doing a large service to wildlife.

Food

If you can afford to buy specialist bird seed or suet and seed balls, that’s great.  But birds will also be grateful for your kitchen scraps, particularly in winter.   Bits of cheese, pet food, cooked pasta, suet, fruit, cereal, and nuts – even cooked eggs and eggshells will be appreciated.  Whatever you choose to feed your birds on, make sure it is kept clean and is out of the reach of predators.

Shelter

Insects, bees, butterflies and birds will greatly appreciate it if you can leave a patch of lawn to grow tall.  This is crucial for many species.  A pile of old wood makes a shelter for insects and small animals.  Bird houses and bee boxes can likewise be bought or made (you will find instructions on the Internet)

Domestic Animals

Domestic dogs and cats do not have the same qualities for surviving harsh weather as wild creatures.  Do not leave your animals outside overnight.  Some cats may like to come and go at all hours, if you can put in a cat flap that might be a solution.  But domestic animals will suffer or possibly perish in extreme weather.  Do not assume it is OK to leave them outside – it is not.

And just in case there are some people who have not got the message yet – do not leave animals unattended in cars.  This is advice from the RSPCA and the Scottish SPCA.  In the summer we are still reading stories of dogs dying – they can’t sweat; a closed car which might be a bit uncomfortable to people is an oven to them.  And unfortunately there have been more than a few incidents of dogs being stolen from cars and from in front of shops.

Whatever the weather, if you are leaving an animal alone, if something happened to you out of the blue – what would happen to them.  The advice is – don’t do it.

Gardening for Wildlife

It might not seem like the ideal time of year to do any gardening, but it’s a great time to do some planning.  A wildlife garden even in the city can help our overall wildlife population.  Habitats are being lost at an alarming rate to development.  People are increasingly getting rid of their lawns in favour of parking or paving.

Grass is integral to wildlife survival – birds need to hunt worms; the soil supports all sorts of life, and plants are essential to all forms of wildlife.

It’s never been easier to plan a wildlife garden – the Royal Society for the Protection of Birds has an online service which will tailor a gardening plan to your exact situation.  The Homes for Wildlife scheme will give you dozens of suggestions – most of which couldn’t be easier to implement.

Aberdeen City’s ‘Tree for Every Citizen’ scheme, the proposed deer cull, and the case for meadowland preservation are examined in an extensive report issued by campaigner Suzanne Kelly.

This report examines a controversial plan by Aberdeen City Council to attempt a second plantation of 89,000 trees on Tullos Hill.

The first attempt largely failed due to poor soil, weeds, and other factors, including arson, weather, and deer browsing – according to a Forestry soil report.  This first attempt cost the City £43,800.

The issues of how the City launched its public consultation (which omitted a 2-3 year weed control requirement and a deer cull) and how it has since responded to its Community Councils and citizens forms a large portion of this report.  The report also focuses on the benefits of keeping  the hill as it is – a grassland/meadowland, enjoyed by both people and a wide variety of wildlife.

The City has previously stated that this scheme is ‘cost neutral’ – but as emerged last month, there is actually no funding in place, as only a draft application has to date been submitted.  Proponent of the initial scheme, Cllr Aileen Malone, has left recent emails on the subject of the financing unanswered.

Meadows throughout the UK are being lost to development at an alarming rate.  In the same area as Tullos Hill, a football stadium is set to be built in an Special Area of Conservation (SAC), with 2 species of EU protected animals known to be present.  Also nearby, a housing development also spells loss of green space.  With wildlife losing breeding and feeding grounds in this area of the city, campaigners including Kelly and Councillor Neil Cooney are calling for a re-think to the tree scheme.

A Soil Report from the Government indicates that a planting on Tullos Hill will not be successful.

Petitions collected thousands of signatures against the cull, and four Community Councils objected to the scheme and the cull. A Facebook community on this issue has some 3,000 members.  A new petition to preserve or enhance Tullos Hill has over 400 signatories, and can be found at http://www.gopetition.com/petitions/tullos-hill-meadowlands-deer-park.html

Animal organisations, including the Scottish SPCA, condemn the proposed deer cull, which was announced in March.  Documents demonstrate that the cull was planned specifically for the tree planting, although the City’s officials are now saying it needs to cull part of the small herd (some 29) in general – the figure of 9 deer and a cull lasting a few years have been suggested.  The deer roam across several sites.

Animal charities point out that many methods of planting trees with non-lethal measures exist, and that other deer would likely move into the area after a cull.  Many experts question the wisdom of putting so many trees on a windswept hill on the North Sea where a previous attempt failed.

Kelly said:

“Many feel the deer cull should have been mentioned in the public consultation.  The consultation mentioned rabbit fencing, so people assumed that if other animal issues existed, they would also have been brought to the public’s attention.  Because the cull and the weed control (which may mean years of spraying toxins) were not included, no one raised timely objections.”

“The handling of this affair from start to finish goes against what the people in the area want.  It goes against principles of transparent, open government,  and it goes against logic.  There is a report that says it is unlikely the trees will grow – why are we throwing good money after bad?  Tullos Hill is a beautiful meadow with abundant wildlife, and its wildflowers attract visitors.  When we are losing this type of habitat to development nearby, why should we try to turn one ecosystem into another?”

Voice’s Suzanne Kelly provides further detail regarding The Scottish Information Commission’s decision on Aberdeen City Council’s handling of FOI requests regarding  sales to and contracts won by Stewart Milne related companies.

 

This week the Supreme Court sided with Aberdeen City Council and rejected Stewart Milne’s appeal concerning profit-sharing on a land deal.

Milne bought land from Aberdeen City Council (property worth some £5 million was sold to him for c £375,000) with a clause stipulating Milne had to share any related profits with the seller, Aberdeen City Council.

After lengthy appeals, the Milne Group must pay £1.7 million pounds to Aberdeen City Council (legal costs are at present unknown).

Precisely how and why the cash-strapped City Council made this deal still remains unclear.  Once acquired, the property was sold from one arm of the Milne group of companies to another, and on this basis, Milne’s position was that there were no profits to share.  The Courts have disagreed.

This issue spurred a freedom of information request to the City Council.

What land had been sold to Milne-related companies?  What contracts had been awarded to the Milne companies?   Was a group of companies receiving preferential treatment by being sold public assets without the assets going on the open market to the highest bidder?  Was a construction firm buying land at considerable discount with one hand, and at the same time under-bidding competition to win work?

It is a year (and a few days) since the initial FOI request was lodged with Aberdeen City Council.  Late replies, denials that information was held, assertions that information was too difficult and costly to obtain were some of the obstacles in the way of obtaining information.

If not for the Information Commission, there would be no chance of this information – concerning public assets and the public purse – coming to light.  As it is, the City has until 23 January to finally comply.  At that time it must either disclose the information or lodge an appeal against the decision.

The decision will be disclosed to the public  around 16th December.  In the meantime, here are some of the important issues and facts to emerge from the Information Commissioner’s decision.

On 10 December 2010 a FOI request was sent to Aberdeen City.  Such requests are to be answered within a specific time frame and are backed up by legislation.

The City failed to respond in time. Aberdeen’s representatives said the information was not easy to obtain, would cost over £600 pounds to collect, and that some of the data was immune from disclosure.  When the request was largely turned down, an internal investigation by ACC into its handling of the affair was requested as the law permits.  The City was sorry it was late in responding, but it was not going to release the information.

Findings:

The Information Commissioner’s office was supplied with the entire (lengthy) chain of emails from the first request through the refusal and the internal investigation.  The Commissioner will soon release its report into ‘Case 243/2011’ and these points are among the findings:-

  • ACC FAILED to comply with Part 1 of the Information (Scotland) Regulations 2002 (FOISA)
  • ACC  FAILED to comply with the Environmental Information (Scotland) Regulations 2004
  • ACC FAILED in dealing with the request by wrongly claiming that section 12(1) of FOISA was applicable to the request
  • ACC FAILED to provide reasonable advice and assistance under Section 15(1) of FOISA.
  • ACC FAILED to meet statutory timescales for handling the request

The City also wanted to know what time period the request covered.  This was a bit of a surprise – was the list of property sold so extensive that a cut-off date was needed?  Dates of 1980 to the present were chosen.

On 9 February 2011 the City advised that the request would be too costly, and that it did not hold information relating to property it had sold to Stewart Milne companies.  An internal inquiry into how the City handled my request was offered and accepted.   This inquiry proved rather fruitless, and on 4 May 2011 the Office of the Scottish Information Commissioner was asked to look into the case.  The investigation began.

The Information Commissioner’s office contacted Aberdeen City Council on a number of points.  One of the issues was whether or not all or part of the FOI questions should have been dealt with as an Environmental Request (EIR).  The City then told the Commissioner’s office it ‘no longer wished to withhold the information in the reports (about tenders) in their entirety.  Some but not all the information on contracts Stewart Milne companies had won in September was released.  This included information about new build work at Byron Park, Hayton Road and Rorie Hall.  The documents were heavily redacted.

It was nine months since the FOI questions were first asked of ACC.  At one stage during the Commissioner’s investigation there was an opportunity to re-state the case and explain why the information should be put in the public domain.  I wrote about the state of Aberdeen’s finances, the fairly recent criticism of the City’s fiscal operations by Audit Scotland, the lack of transparency in the City’s dealings, and my concern for the disposal of public assets without clear attempt to get the best possible market price.

The decision notes my claim that ‘public assets should be bought and sold in a fully transparent manner, especially in such a cash-strapped city as Aberdeen.’  I wondered if my efforts would be enough.  I waited.

Findings & Analysis:

One of the most important reasons for refusing the request was cost.  If the costs were truly going to exceed £600 (the threshold over which public authorities do not have to respond – but can if they wish to), then someone at ACC’s Freedom of Information Office should have offered  guidance as to how to reduce the cost of the search.  This never happened.

Aberdeen’s initial cost estimates indicated that many people would have had to spend hours on the request, and some of these hours were going to be charged at over £15 per hour.  As it turned out, the maximum hourly rate that a public entity can charge for searches is £15 per hour.   Perhaps someone in the City’s Information area should have known this?

Over the course of the dozens of e-mails exchanged, I made clear I did not accept Aberdeen’s claim that supplying a list of the property would be to arduous and too expensive.

At one point the City said some of its records were only on paper format.  I informed the Information Commission that the City holds an Excel spread sheet detailing the property that it owns and that I considered it likely that the Council would have a similar spread sheet for property it disposed of.

Aberdeen said such a record did exist, but that it didn’t show to whom property had been sold.  (This seems like a very poor state of record-keeping if it is the case).  The City said its list would be ‘meaningless’ to me.  The City estimated that it sells some 10 pieces of property per year, and we would be talking about 140 sales from 1996.  In summary, the City said it would cost £1,117.50 (a rather precise figure I thought) to get the details I was after.

Item No. 50 of the Commissioner’s decision reads:

“…the Commissioner is surprised that the Council is unable to establish the identity of the purchaser in relation to individual property disposals in a less labour intensive manner, he accepts that the Council does not have simple access to the information requested…”

Here are some other points from the report concerning the issues:-

51.       “Having considered the Council’s submissions, the Commissioner accepts that it has identified a reasonable method of locating and retrieving the information Ms Kelly has requested.  This involves two distinct stages:  firstly identifying those property sales in which the purchaser was one of the parties of interest to Ms Kelly and then secondly locating and providing, for only those transactions involving relevant purchasers, the particular pieces of information requested by Ms Kelly about that transaction.  The Commissioner is satisfied that the information requested could all be located within the file relating to the property sale.”

52.       “Turning to the Council’s estimates of the staff time required to complete this process, the investigating officer reviewed the copy of a file provided by the Council.  Although this contained over 780 pages of information, the investigating officer was able to identify the purchaser of the land or property within two minutes of opening the electronic file.  Although, in this case, the purchaser was not one of interest to Ms Kelly, the investigating officer went on to locate the types of information about the sale she had requested.  The investigating officer was able to identify and extract the relevant information from this file within a further 15 minutes.”

53.       “Having considered the Council’s (somewhat limited) submissions and the investigating officer’s review of the sample file, the Commissioner is unable to accept the Council’s estimate that it would take 30 hours to establish which files involved sales to relevant parties.  This suggests that this initial stage would take an average of just under 13 minutes per file….”

The Commissioner’s findings on the issue of retrieving the information are even more concerning than just this over-calculation on the City’s part.  Looking back to an earlier point, it seems the Council are no longer keeping records of crucial information such as how public assets are disposed of:-

43.       “The Council explained that there is no longer a comprehensive database which records all transactions…”

After a less-than-glowing recent report from Audit Scotland into Aberdeen’s property management – why is there ‘no longer a comprehensive database’ concerning important transactions?

The decision then goes to the matter of the ‘duty to provide advice and assistance’.  The Information Commissioner found

“…the Council offered no advice and assistance to Ms Kelly on how she might reduce the scope of her request…” and “Given that the Council provided no advice or assistance to Ms Kelly in either narrowing the scope of her request, or accessing some of the information of interest to her, the Commissioner finds that the Council failed to comply with its duty…”

Part of my FOI request concerned contracts won by Milne companies.  Were we selling land at very favourable rates to a bidder who might put in low bids?  Would it be possible that a contractor won work by bidding lower than the competition, but that another company connected to the contractor bought land at profit-making prices – possibly even to the detriment of the public purse?   This possibility crossed my mind.

The Council felt harm would be done if details of contracts awarded were publicised.  I commented that there was a need for confidentiality during negotiations of a contract, but not once a deal is concluded where public money is being spent.

The Commissioner noted that my requests were about one year after the contracts were awarded.  The tenders had been evaluated; the contracts were issued.  As it turned out, the unsuccessful bidders had been advised of the details after the award – but by some kind of oversight or another on the part of Aberdeen City Council, this information was never made available to the public despite EU law making such disclosure mandatory.

This is what the Commissioner’s investigation found:-

“The Commissioner is unable to accept that a competing company would be able to gain significant insights into the relevant company’s capabilities, pricing or bidding strategies from the disclosure of this information [information re. Bids]… the commercial sensitivity of that information will have diminished with the passage of time, and in particular with the award of the contracts in the subsequent phase in the Council’s home building programme.  The Council has provided no evidence to support its submission regarding the continued risk or harm following from the disclosures of that information.”

The decision has been released to me and the City.  They have until 23 January 2012 to lodge an appeal or comply.  The Commissioner’s intervention and in-depth analysis is greatly appreciated and clearly was much needed.

This report will be available to the public via the internet c. 16 December.  It will prove a valuable read to other researchers and anyone interested in how Aberdeen City Council handles information and requests for information.  However, one year on from asking the initial questions, there are still crucial questions unanswered:-

  • Who suggested selling land to Milne companies?  What was their position in ACC?
  • Exactly what public assets have been sold to Milne related companies?
  • Who in the City was involved in progressing and approving the sales?
  • Were any bids won by placing bids with very low likely profit margins?
  • What internal audit procedures, if any, flagged up any issues with the sales or contract awards?
  • Does anyone within this chain of decision making have any links to any of the Milne-related companies?
