Next Friday (March 2nd) we will know the fate of Union Terrace Gardens. The results of the public referendum will be announced then. Will there be wild celebrations in the park itself or will the champagne corks be popping in the boardrooms? writes Mike Shepherd.

The Importance of Union Terrace Gardens 

I agree with the comment that in your mental map of Aberdeen, Union Terrace Gardens is at the centre of it. This observation gets right to the core of the controversy.
I’ve heard Sir Ian Wood dismiss the idea of building a civic square on the St Nicholas site. As far as he is concerned the Denburn is the heart of Aberdeen, and that’s where the civic square / garden should go.

The fate of our park will be highly symbolic for the future of Aberdeen city centre. If you agree to retain the Gardens, it’s a statement that heritage matters in the city centre and there is a will to maintain the historical nature of down-town Aberdeen.

On the other hand by agreeing to build a modern park and structure, this would probably give the green light to extensive development of the city centre. As the TIF business report for the City Garden Project states, the scheme could stimulate the establishment of a central business district and the accelerated construction of city centre office blocks.

The alternative is so much more attractive. With Jimmy Milne’s business fund we could sympathetically restore Union Terrace Gardens at a fraction of the cost. It would be a marker for preserving our city centre heritage.

The Erosion of the Character of the Granite City

My background is geology and I grew up near Rubislaw Quarry.  The geology of Scotland varies so much, it means that each town and city has its own distinctive building stone. This creates a strong sense of place and belonging unique to each part of Scotland.

I was born in Aberdeen and I love the granite buildings with a passion. It breaks my heart when one is pulled down and a concrete and glass box of no redeeming character is put in its place. I would agree with the sentiment expressed in the old Aberdeen City Plan (very tellingly omitted from the new plan that has just been approved):

“The standard of design in new development has been raised as a widespread cause for concern during the preparation of this Local Plan. This is one reason why new development can raise so much hostility amongst the public and this situation must change. The City has such a rich and relatively intact heritage of older buildings that shortcomings of newer ones are all the more obvious. It is necessary to encourage better design.”

The loss of Union Terrace Gardens could be the start of Aberdeen losing its special character as the Granite City. More and more old buildings may be lost, until the city starts to look like everywhere else. This would sadden me immensely.

A Test for Local Democracy

I also see the Union Terrace Gardens as a test case for local democracy. Despite the public referendum, local democracy has failed miserably on the issue. The development of Union Terrace Gardens was imposed on the public from the start with no serious attempt to build consensus. A so-called public consultation was run essentially as a marketing exercise, and when it failed to convince the Aberdeen public, it was conveniently ignored.

The recently held ‘public consultation’ on the design is remarkable in that the results were not even made public. Even the referendum has been lop-sided, with a massive public relations exercise on one side combined with a local press willing to publish anything it gets. There have been some new lows in recent days (see Richard Pelling’s article on the subject).

Will the public assert themselves against the machine? I hope and trust they will. If not, expect much more of the same.

A Waste of Public Money

Recently I received an email from the managing director of an oil service company in Aberdeen. He described the idea of using Central Government funds for the City Garden Project as a terrible waste of investment and infrastructure money. His opinion is that the city centre development will not affect the decision by oil companies and personnel to move to Aberdeen or otherwise.

“Companies invest in Aberdeen because of the fantastic talent pool, the high standard of living, the stable fiscal regime (assuming Osborne doesn’t have any more surprises), the access to West Africa and other merging oil & gas regions which are increasingly supported from Aberdeen.”

I agree. What is calamitous is that if Aberdeen Council was going to apply for TIF funding, they could have found much better projects than Sir Ian Wood’s city garden. How about these:

a. Revamping the Beach area

b. De-bottlenecking Aberdeen’s congested roads

c. Building the AREG renewable energy centre

 – And just about any other project you could think of.

If the City Garden Project goes ahead, we will have replaced a park with a park. Is this what we should be doing with public investment money in Aberdeen? Most certainly not.

If you agree with any of this and you haven’t voted yet; vote Retain Union Terrace Gardens (the option that does not destroy our Granite City).

Dear Mr/Mrs/Ms Knabzco

Thank you for getting in touch again Mr. Knabzco. We at Open Spaces Unltd feel that we cannot speak for the citizens of Aberdeen as we are an unlimited company but I would, speaking as an individual of course, like to offer my thoughts on the issue.

Our feedback analysis actually found the “arrogant” ones to be those in our society who have no regard for democracy or decency. I suspect, again speaking as an individual, that this result pertains to the veil of secrecy that surrounds the project.

Aberdonians do not respond well to threats, especially when they are being threatened by those who completely ignored their feedback forms.

 I suspect that consumers in the city are unsatisfied with their choice of local quangos given that our foremost economic advisory body ACSEF, a board of millionaire businessmen with only 2 elected representatives, appears to have unrestrained influence over the economic direction in which our city is being driven. I also suspect that consumers are unsatisfied with the matter of public consultations.

In this particular case, consumers have been consulted twice and have, both times, called for the retention of the gardens.

Additionally, our Public Relations Department found that citizens did not care much for the marketing strategies of the pro-CGP teams. They felt that they had been delivered an ultimatum, a threat, if you will. Our research shows that Aberdonians do not respond well to threats, especially when they are being threatened by those who completely ignored their feedback forms.

I, again speaking as a citizen of the Granite City, feel that the public have been offered very little in the way of information about the funding mechanisms. The TIF scheme has a very blotted copy book and I wonder if the public aren’t beginning to get a little restless about the details.

Our team has, through vigorous investigation, shown that the consumers tend towards anti-austerity views. They felt that the Scottish Government were changing the rules of the game halfway through.

It was pointed out to me by one of our most esteemed clients that the original TIF pilot scheme only included funding for 6 schemes, but when the ACC scheme was not recommended by the Scottish Futures Trust (a body appointed by the government to scrutinize TIF applications and make recommendations on the sensibility of the business case to the government) to Holyrood, ministers decided that they might be able to find an extra £92 million to finance said initiative.

I suspect that the public, in these terrible times of austerity, simply feel that spending such money is not prudent, especially when one considers the number of budgets and services which are currently being liquidated and how that might affect the most vulnerable in our society.

Money does appear, at least to many people, to be buying opinion.

The final point I’d like make is that, according to our telephone survey, the public felt the referendum itself might be undemocratic. Many participants raised concerns about the funding of a group called the ‘Vote for the City Gardens Project’.

They felt that, as it had not registered as an official campaign organisation, it may be spending far more than the £8000 allowed to official campaign groups.

It was stated that the playing field was not very level. Especially when the Facebook page revealed that 50 anonymous business people (who have more money than the average campaigner) were behind the venture. Many of our participants had become disillusioned by and tired of the constant stream of Royal Mail-delivered pro-CGP propaganda dropping though their doors. The flyers, newspapers, radio adverts, videos and pro-CGP media were all identified as major concerns throughout the survey.

Money does appear, at least to many people, to be buying opinion. The pro-UTG groups simply do not have the funds that this unregistered group enjoy, and as a result the debate is not fair or balanced. I fear that such disregard for public opinion will lead to consumers simply withdrawing their savings from the confidence-in-business-elites­-and-ACC bank and will oblige them to look for other ways to run their society.

I hope my humble offering has helped to shed some light on those “arrogant” people who may not be fully supportive of your personal view.

Almost every time Karin Flavill looks at the design for the Granite Web, the same question comes to mind. “What would Howard Roark think?” Intrigued? Read on.

Howard Roark is the hero of The Fountainhead, a novel by Ayn Rand.

Rand is a controversial writer; aspects of her objectivist philosophy were transported across the Atlantic decades ago and transformed into what we call Thatcherism, so it’s safe to say that she draws strong opinion, from those who have heard of her, both here and in the US.

The attraction of The Fountainhead for me was that it gave me a glimpse into the unknown, that a philosophy designed to help the wealthiest members of society feel not simply financially superior to those who struggle, helps them feel morally superior to them too.

What is it that tyrants see that allows them to derive a sense of well-being when they look in the mirror? Reading Rand can help you find out, even if it’s unlikely that in reality, many of society’s bullies and elitists have the personal qualities and ethics Rand depicts in her heroes.

Roark may be a more interesting and relevant reference point than some other fictional characters who have entered the Granite Web versus Union Terrace Gardens debate. Jake the Ghost and Morris the Monkey for example, as promoted by the BIG Partnership, seem to have a peculiar and hopefully incorrect impression of what moves Aberdonians to vote.

Roark is his own man, and is Rand’s idea of the Perfect Man. A gifted and original architect, loathed by the majority for his innovation and commitment to the future, he despises architecture which draws irrelevantly from the past. His designs are modernistic and often hard for people to understand. The few who do understand become his friends, and are held up to the reader as exemplary beings.

In some ways, Howard Roark would seem to be another ideal spokesperson for the City Garden Project. On the other hand, this objectivist hero’s deepest contempt would be reserved not for those who disliked his designs, but for that partnership between business and government which is so conducive in the long run to crony capitalism. Hello, ACSEF.

Leaving the politics aside for a moment, would Roark look at the design and love it? I don’t know. I’m not an expert on architecture, but I do know a little more about people, and about conflict, and about the factors causing people beginning to feel alienated in their own city. Such doubts seem to be at the heart of this debate.

The pro-Granite Web lobby feels that Aberdeen requires a drastic makeover for it to become a place they would want to continue living in and that others would want to move to. The pro-Union Terrace Gardens lobby regards the existing Gardens as a unique prize which could be something magical if only people who understood it were listened to. The original Peacock Visual Arts design symbolises what could have been.

Throughout The Fountainhead, examples and analyses of the character’s genius as an architect are provided. One passage is, for me, particularly telling. Self-made man Mr Mundy has heard that Roark is a great architect, and would like Roark to design a house for him. Roark meets with him to ascertain what kind of man he is and subsequently what kind of house he would be happiest in.

“There was a place,” said Mr Mundy, “Down there near my home town. The mansion of the whole county. The Randolph place. An old plantation house, as they don’t build them any more. I used to deliver things there sometimes, at the back door.”

He goes on to describe the ways in which he would like to recreate that dream house, the house of his aspirations. From what we already know of Roark, he would dislike the notion of recreating something from the past. However, that’s not at the root of his disapproval of Mr Mundy’s aspirations. This is:

“It’s a monument you want to build, but not to yourself. Not to your life or your own achievement. To other people. To their supremacy over you. You’re not challenging that supremacy, you’re immortalizing it….Will you be happy if you seal yourself forever in that borrowed shape?…You don’t want the Randolph place. You want what it stood for.”

In other words, it’s not simply technical skill, the vision of the artist and the ability to give the client what he wants that makes Roark a great architect. He sees who people are, not as they want to be seen, or as they try to be seen, but as they are. It’s this ability to look past the hype, the pretence, self-advertising and PR that enables Roark to build houses in which people can feel truly at home.

Think of your own dream house. Would it be one that somebody else had designed? A talented design team who would create something that was a compromise between their personal tastes and your picture of who you would like to be? Who furnished it in accordance with those same principles? Would it be your home, or would it be a design piece reflecting aspirations of who you wish you were, rather than who you really are?

The promotional video for the Granite Web presents a futuristic world peopled with white, transparent figures ambling aimlessly through flower beds, staring uncomprehendingly at car parts dangling from a roof, drinking coffee. Observe, consume, observe and consume.

These transparent figures aren’t creators or innovators. They simply absorb, passively, that which has been transported from elsewhere to make the city seem more impressive to outsiders. A place that might, at some future date, be awarded City of Culture status!

The promotional literature keeps insisting that this will be the people’s park. It encourages readers to imagine themselves consuming all that the park has to offer, in the belief that this will result in them achieving a sense of ownership over it. There will, we’re promised, be spontaneous performances, but it’s not clear who will provide these. Perhaps musicians drafted in from outside.

Who are we, in Aberdeen? A conflict like this forces us to consider that question in some depth. My impression, living here, has always been that Aberdonians tend towards reserve, despite night-time scenes on Union Street when alcohol loosens inhibitions. The notion that we can buy a totally different character for Aberdeen, via an expensive raised park, seems dubious at best.

Union Terrace Gardens exemplifies the typically reserved nature of the Aberdonian. Like a Christmas tree that contains only a few, semi-concealed fairy lights, it is capable of emitting the magical quality that a garishly decorated tree cannot. The magic of mystery and discovery, and something very different from the usual variation on the iconic city centre park that is springing up all over the world.

One person’s iconic, radical, inspirational park is another person’s pretentious vision of future dystopia. I’ll admit I belong to the latter category, which is why I’ve already voted to retain, and improve, Union Terrace Gardens. Peacock Visual Arts was a local initiative which would have provided a place where people interested not just in consuming the arts but in contributing actively to them could have congregated. That was an exciting notion.

The Granite Web, on the other hand, constitutes yet another ‘space’ in which the people who live here may perform a passive consumer role.
Sir Ian Wood believes that he is giving Aberdeen a gift, and has expressed hurt that many in the city fail to appreciate this. The difficulty is that altruism doesn’t always create a sense of self respect in the recipient.

The price paid for that altruism is that the opportunity to create and innovate is taken away from people in the community, limiting their opportunity to participate to that of being passive consumers. For some, regardless of the risk of being branded ingrates, that may be too high a price for them to enter voluntarily into this particular contract.

Mike Shepherd examines the potential for cost over-run on the City Garden Project and asks …

Where’s the money coming from? 

Money’s Too Tight To Mention is the title of a 1980’s Valentine Brothers pop song covered by Simply Red.

It is also thematic of the City Garden Project (CGP), the controversial proposal to develop Union Terrace Gardens.

The nominal costs for the project are £140m, of which it has been proposed that the private sector provides £70m and Aberdeen City Council borrows £70m through a tax scheme to fund the rest.

A commonly-asked question over the last three years has been, “Who pays for any cost over-run if the project runs out of money?” It is a question that has never been properly addressed and it now looks as if the answer is: “there is no obvious source of money should the costs exceed £140m”.

At a public meeting at Cults Academy in May 2010, it was stated that the Council would pay any excess costs. A month later, Sue Bruce, the then chief executive, decreed at a council meeting that the Council would most certainly not pay for any cost over-run and put the responsibility on to the private sector. This has been the understanding ever since.

At this stage, there are no identified funds should costs ramp up.

However, the private sector has managed to raise no more than £55m of promised funding for the CGP to date. Assurances have been made to the Council that £70m will be on the table and this sum’s availability is one of the conditions for the CGP progressing to the planning stage.

At last week’s council meeting, the question of potential cost over-run was put to Colin Crosbie of the Aberdeen City Garden Trust, the organisation created to take the CGP through to the construction phase. Colin mentioned that the project costs will be less than the nominal £145m and that this gives a built-in margin. The intention is also to put rigorous project and cost management in place.

There could be a problem in finding funds above the projected £70m private sector input. It appears that local businesses are concerned about public goodwill should they be seen to contribute money for the controversial project.

At this stage, there are no identified funds should costs ramp up. One obvious solution is that Sir Ian Wood could make a guarantee to handle this, but there is no sign of this happening as yet.

Could costs over-run on the City Garden Project?

One group of professionals have expressed severe misgivings about the potential for cost over-run on the City Garden Project. Architects.

Scottish architects met at a convention in 2010, and in a straw poll, almost unanimously rejecting the Aberdeen proposal, stated that:

“The costing is absurdly light, making this proposal both technically extremely difficult and financially potentially draining.”

Neil Baxter, secretary of the RIAS, the professional body for Scottish architects, has also said:

“A further significant concern is the much-publicised budget for this proposal. You will be well aware that the highest profile architectural competition in Scotland in recent years was that for the Scottish Parliament and the lengthy and difficult process which ensued from the risible budget initially set for that endeavour. Considering that, in recent years, buildings of comparable scale in Aberdeen and elsewhere in Scotland on straightforward urban sites have cost easily twice the quoted budget figure for this particularly problematic and challenging site we would be very concerned about launching a competition based upon such a questionable budget.”

I talked to one architect who had concerns about the allocated budget for the scheme. He told me that the project has “cost over-run written all over it”. There are two tricky areas:

  • The project involves a large amount of rock and soil extraction from the site, whilst shoring up both Union Terrace and Rosemount Viaduct.
  • It is not easy to build over an existing railway line.

The latter concern possibly derives from a previous situation in the south of England, where a tunnel built to support a new Tesco store above a railway line collapsed. This caused a five-year delay to the original project.

What would happen if costs massively over-run?

As mentioned, there are no obvious sources of funds identified to handle any cost over-run above £140m. Aberdeen City Council certainly can’t afford it and the private sector is cash-limited at present. Should it occur, the most likely situation is, to save costs, not everything would be built. Failing that, the project would come to a halt if there is no money left to proceed.

In this instance, there could be a half-built steel and concrete shell where Union Terrace Gardens used to be, clearly the worst case scenario. This would also have the unfortunate effect of causing the tax scheme, underpinning the council’s borrowing, to collapse. This is based on the CGP creating new businesses in the city to provide rates to pay off the £70m loan.

Without a completed project, the Council will be left to service a massive loan. This would be a disaster on a horrendous scale.

The ever-present potential for massive cost over-run on the CGP is a major concern and without a clear plan and identified funds to handle excessive costs, the project is far too risky to consider.

Aberdeen City Council could be sleep-walking to disaster if the scheme gets approved.

In the concluding part of Voice’s interview with author Maggie Craig, she talks of life as a NE inabootcomer who’s only been here for 20 years. By David Innes.

How do you write? A laptop in a particular place? The classic 500 words every day no matter what, which you go back and edit later on?

Not quite. 500 is a paltry number of words. 2000 is a good total for the day. I have a computer upstairs and I go up there and work for the morning until about one or two o’ clock. I write about ten thousand words, six or seven chapters, and then go back and start shaping it. I think of it like how my auntie used to make butter, patting it into shape.

The book I’m writing just now started because I saw a photo of a man’s face and there was something about his eyes made him look very sad.

He’s turned into a character in eighteenth century Edinburgh although his name’s Catto. His family’s from around the Methlick area, so Aberdeenshire is coming into it.

You’ve said that you admire what Aberdeen Voice is doing, but you believe there’s a lack of radicalism in the North East.

It’s not something I’ve ever been made aware of, although living out here I feel very dislocated from the city. But when I go into Aberdeen I don’t feel a heartbeat. You get that heartbeat in Glasgow although I know because that’s my own place, I would feel it. I was almost surprised when I saw Aberdeen Voice and I thought, “That’s great, there are radicals in Aberdeen!”, but the whole presentation of Aberdeen is that corporate, business “let’s go to the Oilmen’s Ball and we’re all doing charity for Marie Curie”  thing, so you’re not seeing that radicalism on the street.

I’ve been coming to Aberdeen and the North East since I was a wee girl and there’s so much there but much of it’s occult. I’m really interested in the folklore but it needs to be explored. North East people seem to be terribly backward at coming forward. What infuriates me is when you go into the bank or the Post Office and they stand so far back and you go, “Go forward! You’re the bloody customer!” It’s almost like you’ve got your cap in your hand.

Well, let’s discuss the Turra Coo.  Let’s marshal the arguments

When I was speaking to the kids in Ellon, I said, “I don’t think the Turra Coo reflects very well on the North East”, and one girl looked horrified. She’d obviously been brought up to think that the Turra Coo was a great story, but you had to be very careful about political views as you could lose your job.

I have this friend who, when she was at school, only twenty or thirty years ago, was told because she was a farm labourer’s daughter, “You’ll never make anything of yourself”. That’s what’s been done to young minds. She’s an intelligent girl, but doesn’t think that she is because she’s been told she’s a neep. There are a lot of entrenched attitudes, I think. You have to teach people to think for themselves, to give them self-esteem. That’s so important.

The kids at Ellon Academy impressed me. They’re getting a good education, but it’s so focussed on them passing exams and not, “Well, let’s discuss the Turra Coo. Let’s see what you think. Let’s marshal the arguments”. It’s stimulating to change your mind on something you were brought up with. Or not, of course.

There’s a meeting in January about some cultural development in Aberdeen. They’re using the usual jargon, it’s going to be a “step change” in the cultural life of the city and Aberdeenshire, but what I liked was that they’re saying that culture should not always be associated with the money it can earn. Culture and creativity should be there for their own sakes. Aberdeen needs more of that, I think, as it all seems to come down to the bottom line.

I’m sure industry’s highly-successful. I’ve met radical people who have worked for oil companies but you don’t say anything there either, do you? You might be the equivalent of Not Required Back.

It would be interesting to research it, to see who got into trouble for standing up for the laird.

So will you write something about this area?

People always ask if I’m going to write about Aberdeenshire, but I’ve not really got under the skin of it. When I found out my mother was from the Haddo House estate I thought that was interesting and could be something to look into, to find out what was going on, but that’s going to come later.

There are wee snippets. I’m fascinated byAberdeen Harbour, the Shore Porters and so on, so I’d love to write something about that.

I did a talk about a non-fiction book to an Aberdeen Ladies lunch a couple of years ago and that tribal thing was so funny. I don’t sound like I come from the North East, so people make judgements that you’re an inabootcomer. But when I said to them that my mother came from Barthol Chapel, it was like, “come in”, they embraced me.

That’s not always the way though. Naively, I thought that since my mother came from near Oldmeldrum, that might help, but to some people even not that far away from there, it might as well be Istanbul!

Thanks to Maggie for giving her time to talk so passionately about her work and what drives it. We fervently hope that her muse inspires a book about her adopted Aberdeenshire and NE Scotland.

In these bleak and pessimistic economic times, it’s always heartening to hear of a thriving business looking to expand. All the better when its success is built on an alternative business model which genuinely appreciates its staff, rewards and motivates them appropriately,and involves them at the core of decision-making. Surely this can’t work in the cut-throat commercial world? Jeremy Miles, MD of the Edinburgh Bicycle Co-operative has proved it can. Expanding? In the current economic climate? 

What looks like a sudden announcement of expansion is really a plan we have been quietly executing for just over ten years. For 25 years we only operated in Edinburgh where we built up a £3m store. We decided to expand in 2001 and acquired Cycling World in Aberdeen’s George Street.

By 2011, turnover increased to £12m, with stores operating in Newcastle, Leeds, Manchester and Sheffield. We were developing our online presence at the same time. Our aim was to double in size in each of the two five-year periods – every self-respecting socialist-minded business has to have a five-year plan!  These are among the most challenging times traders have ever faced. Our business is no different. Customer spending on discretionary items is down, on bicycles as much as sofas and flat screen TVs. We’re seeing growth, but its hard work to keep that going, although it’s very positive in current conditions.

Our optimism and our ambitions are based of a number of factors. Cycling is enjoying a very positive momentum at present with concerns over health, transport costs, congestion and the environment all helping the industry to grow. We also feel that our co-operative structure presents an alternative to discerning customers who want to spend with a company with real values as well as a genuine focus on high levels of service delivered by owners of the business.

Look how the Co-op has positioned itself against the corporate strength of the major supermarkets. The Co-op has heavily engaged with its local communities to help fund projects. It projects an image of being off the beaten track in terms of their offer.

Since we face similar challenges as our competitors become more organised and supported financially by private equity, we must also target a particular market where the growth in cycling is focused – in family leisure cycling and commuting.

Our previous expansion plans were about big stores in big cities with the right demographic spread; a fairly rigid plan which worked well for us in good times. The bike market is changing, however, with the development of some huge internet players in Wiggle and Chain Reaction Cycles. Significant retail chains like Evans and Cyclesurgery are expanding rapidly and bicycle retail is very different from even five years ago. We’re also seeing more established brands such as Specialized and Giant opening branded stores, whilst the government-driven Cycle to Work initiative has also helped change the landscape.

Expansion opportunities are broader and more flexible as the customer base widens. Business-to-business relationships develop through government-funded initiatives and the internet offers new ways to market and support the bricks and mortar business. We look to capitalise on these opportunities when they emerge. We don’t have plans for x stores in y years, but we work within our general vision of doubling turnover every five years.

This co-operative structure – how does that work?

Within the spectrum of employee-owned businesses we are a traditional workers’ co-operative, so as hardline as it gets!

We have around 180 employees, full-time and part-time, of whom 135 are co-operative members. Members are invited to join after 12 months service by purchasing a single £2.75 business share. Around 75% of our workforce are owners of the business.

Having secured membership, they’re entitled to receive a share of profits, free shares awarded annually, a single vote on issues put to the membership and the opportunity to be elected to the Board. They have access to communication mechanisms allowing information to move freely from top to bottom and vice versa, ensuring that opinions and ideas are fully utilised. It’s an open and consultative approach to management and operations.

Aside from the ownership model, our business structure is fairly traditional with a board of directors, including an executive management team where I am MD, a group of elected employee directors to represent the membership, and an external non-executive director to provide guidance and expertise. I manage the staff in a conventional manner via Divisional and Department Managers.

This obviously works – tell me why

We’ve always been structured this way. We started out in 1977; seven hippies fixing bikes in a small repair centre in Edinburgh. Two of these hippies are still with us today!

The central philosophy was always to have an alternative view of how a business was structured, but I don’t suppose your readership is all that interested in very deep philosophical musings about the prevailing mood of the 1970s and detailed Marxist rhetoric!

We are very much a business which values its people. We see them as the key asset of the business, so it makes sense that they control the business.

A prime retail challenge is delivering an all-round quality customer experience. To be effective at this, you must ensure that customer-facing staff are heavily engaged with your business. Many retailers struggle, paying minimum wage rates and providing a fairly uninteresting working environment.  They turn staff over very regularly.

As a co-operative, we put owners in front of customers in most instances. This makes it much more likely that customers are speaking to someone with a deeply-vested interest in making sure the experience is positive. The fact they are almost always very passionate about the product they are selling helps too!

We see ourselves as much more than just a shop selling bikes and bits. We’re all about added value and the wider customer experience. Promoting cycling as a leisure activity and a genuine alternative mode of transport is at the heart of our vision and mission. We spend 10% of our targeted profit every year on supporting grass-roots cycling projects, from school fairs to individual charity rides through Vietnam. We support key charity-focused cycling events which also promote cycling, for example the Edinburgh to St Andrews Ride and the Great North Ride in Newcastle.

We don’t just write a cheque. We’re hands-on involved, with starting line presence, repair services en route, food stops, and finish line presentation. We’ve run a range of hugely-successful maintenance and training skills classes for customers for years, and have a real commitment to providing repairs services to a high level. Our workshops are prominent in our stores rather than tucked away in a back room.

We see our engagement with customers as a vital part of the character of our business and put huge effort into getting feedback from them. Customers contribute to the content of our catalogues with family photos, and will soon be helping with blogs and social media content.

We have a very loyal base who are genuinely interested in our values and want to be part of our success as a genuine community co-operative.

Campaign group “ Common Good Aberdeen ” will demonstrate at 10am outside tomorrow’s special Council Meeting. Councillors will be voting on proposals to progress the City Garden Project.

Common Good Aberdeen campaigns for better stewardship of the Common Good Lands, of which Union Terrace Gardens are a prime example.

Common Good Land is owned by the community and should managed on their behalf by the Council.

The campaigners believe these proposals are flawed because:

  •  1. Union Terrace Gardens are Common Good Land. The Gardens are a highly valuable asset owned by the people of Aberdeen. It is wrong for the Council to vote these development proposals through, before the citizens of Aberdeen have had a chance to vote.
  •  2. A report costing £100000, paid for with taxpayers’ money, has failed to demonstrate a business case for the City Garden Project. The “TIF Business Case” report was released to Councillors only last Friday. It lumps together a total of 10 development proposals. These include two large industrial zones in Dyce and Bridge of Don. The report forecasts job creation and economic gains for all 10 projects. There is absolutely no evidence for economic benefit arising solely from the City Garden Project.

Councillors should reject all proposals at the special meeting. They have been given misleading and unclear information about the supposed economic benefits of the City Garden Project.

The Council has no mandate to decide the fate of Union Terrace Gardens ahead of a public referendum. As no economic case has been provided for the City Garden Project, Councillors have no choice but to reject these proposals.

The campaign undertaken by Nestrans, the statutory regional transport partnership for the North-east of Scotland, to urge the European Union to exert powers to protect the current level of slots to and from Aberdeen at London’s Heathrow Terminal 5 has received the support from the airports concerned.

Derek Provan, Managing Director at Aberdeen Airport, commented.

“The regular connection into Heathrow is essential to the area as it gives access to one of the major international airline hubs and also a short connection into the centre of London. Scotland is geographically distant from the main European hub airports and, particularly in the north of the country; we have no viable surface access to them. We are also seeking to rebalance our economy by growing our exports, increasing inward investment and attracting more tourists, in line with the UK Government’s Economic Strategy.

“We are building on the increasing exports derived from the knowledge and skills base of our energy supply chain expertise and from our premium food and drinks industry, both of which are making a substantial contribution to the UK economy with significant potential for growth.

“In addition, it gives easy access from the south to the international businesses located in and around Aberdeen and the economic benefit of having this link cannot be overestimated.”

These views are complemented by BAA Strategy Director Andrew Macmillan, who is based at Heathrow.

“Heathrow’s position as the leading international hub airport in Europe gives the UK, and the companies that operate here, direct access to the global markets upon which strong economic growth depends. Connectivity has been central to building and maintaining the UK’s global trading position over the past three hundred years, and it is essential in these difficult economic times that we maintain and improve links between as many different economies as possible.”

Nestrans is collating the views of businesses, politicians and individuals in advance of the UK Government’s aviation consultation, from which the EU will consider options for aviation policy going forward.

Voice’s Old Susannah takes a look at the week that was in Aberdeen and beyond and concludes that this is no country for old men (nor for old women, people with special abilities, school children and infants or animals either).

Old Susannah has been busy this past week.  There was an excellent two-day conference at Fyvie Castle.  The speakers seemed to believe our heritage, buildings, archaeology and environment are being affected by something they called ‘climate change’. Hard to believe, but some of these speakers think that our weather and climate are changing.

I’ve no idea why they would come to such a conclusion.  There was some person from the Met Office (whatever that is), who seems to think a case can be made for climate change because he has statistics that show it’s happening now.

Stranger still, he thinks this climate change might be somehow linked to people burning lots of ‘fossil fuel’.  If anyone hears any news about this unlikely story, please let me know.

The general thrust of the conference was that our ancient buildings are under moisture and temperature stresses they’ve not faced before, and many are at risk of actually crumbling.  Something called ‘Skara Brae’ in the Orkneys might get washed out to sea before long.

This would not be a huge loss. As far as I can see, it just a bunch of old stones.  The site is crying out for a nice high rise building, holiday homes, shops and parking – if not a monolith and a giant glass worm.  As to our wildlife, seasons are getting wetter and warmer, affecting growth and breeding cycles.  This is no time to be a bird of prey (or any other type of wild creature either.  Just don’t mention deer).

Despite the fact these animals are protected, we still have people who poison, shoot, and loot eggs.  Mixed with the changing seasons and related change in availability of food, things look rather bad for these creatures.

This two-day course was run at Fyvie Castle by the Scottish Traditional Building Skills Centre, an organisation which trains people (of all abilities) in the skills needed to maintain our historic built heritage.  The Traditional Skills people seem to think preserving Scotland’s historic buildings and monuments is a worthwhile thing to do.  (If certain local developers have their way, this centre won’t be needed much longer).

We must have skilled craftspeople in future who can ensure the glass worm/teletubbieland, concrete ramps, etc.  will remain beautiful, as I’m sure they will be when they are built.

I couldn’t help going away from the conference thinking what I’d do if I had £50 million burning a hole in my pocket.  It might involve a little bit of BrewDog, but it would not involve getting rid of listed trees to build a carpark with decorative worm.

I was glad of the two-day course and its speakers, if for no other reason than there’s not much else going on in the wider world for me to write about this week.  I think I heard something about an American policeman offering some protesters a peppery snack treat, and there may be one or two minor problems in Europe and the Middle East.

I also get the feeling that there might be some financial issues concerning our European economic paradise.  Other than that, I’ve not much to say just now.

Close to home, news these past few weeks has been short on happy endings.  For one thing, the Monolith was not shortlisted as a Union Terrace Garden design.  But looking through recent news items, I conclude this is no country for old men.  Or old women, women, people with special abilities, school children and infants.  And this is definitely no country for animals.

For example take the case of 87 year-old Jamesina Mackenzie who died from a bedsore which became so exposed you could see the bone.  This didn’t happen in the ‘dark’ or middle ages; it’s just happened.

So let’s move on to a definition or two.

Bedsore: (compound noun, English) A type of pressure sore caused by the sufferer lying prone in one position without movement over time.  A wholly avoidable type of ailment.

The owner of the Highland ‘care home’ where Ms Mackenzie suffered with the sore that killed her told an inquiry into the death that his staff ‘did the best they could’.   According to this  manager, the problem was that ‘…there had been some errors in staff’s record keeping’.  What would have been the result if they were negligent or slacked off, Old Susannah wonders.

I was glad to hear the staff did the best they could.  After all, paperwork can be pretty heavy going.  It would have been very hard for staff to figure out that this frail woman, who must have been in excruciating pain, had a wound so deep you could see her bone.  You would have to have some kind of medical background to work that out.

Older people are always happy to sell up their own homes

My granny had been head nurse of a hospital in Massachusetts.  The old-fashioned, primitive way to prevent bedsores was to encourage movement and if necessary, actually help people to move.

This hospital was very inefficient in that it had more nurses and doctors than managers.  Far too much money was spent on patients’ food, and far too much time was spent on actually caring for people.  I’ll bet the place didn’t even have a good profit margin.

Care Home(compound noun, English) a residential institution dedicated to long-term care offering rest and re-cooperation of infirm people, usually elderly.

‘Care home’ – the word even sounds warm, safe and snug.  The problem is running these homes costs money which could be put to other use.  Older people are always happy to sell up their own homes so they will be able to afford a care home of the type which looked after Ms Mackenzie so well.

Saving money and keeping a home in order to have something to leave to your children is so passe.  Sure you might get one or two dozen stories a month about older, frail people being abused in care homes, but who are you going to believe – them and their relatives, or the highly-paid (sorry – highly-trained) caring staff who run these places for profit.

Since most regional authorities and councils decided to ‘outsource’ their care responsibilities, there may have been a few minor hiccups or injuries and deaths.  But outsourcing is here to stay.

Still our City council knows best, and despite the collapse of a major private care home operator, Aberdeen is still looking into privatising more of its homes.  Which leads me to a definition I might have already done, but seems to need updating.

Outsourcing: (noun; modern English) To take a service or operation away from its parent/owner and have it run by a third party.

We are desperate to save money in Aberdeen (those portraits and jeans for the Lord Provost don’t pay for themselves, you know) and in order to do so, we are giving our money to consultants.  The totally impartial consultants come in and look at your business.  They decide which services should be outsourced, and then the money saving starts instantly.

clearly they just want to give the best care possible to your grandparents or children.

Coincidentally, they often want to outsource the same services that they are able to provide.  Old Susannah has yet to hear of a consultancy saying ‘let’s hire more people so we can run things better and have nicer schools and care homes’.

This just proves that the consultancies are impartial businesses which have to make tough choices.  It must be very hard for them indeed.

After the consultants have been paid a modest sum for their expertise, the city fires/lets go/lays off its existing staff who initially performed the services.  That’s a saving right there in salary expense.  In the case of childcare or nursing homes, this may upset the clients initially (the word ‘client’ as used by the City is an old, infirm or young human being to the rest of us).

The ‘clients’ may lose any relationship they’ve built up with their previous carers, but never mind.  If you play your cards right, you might even fire enough people to pay part of the consultant’s bill.

The economics of outsourcing get greater for the city involved.  Now that they are no longer providing a non-profit service with taxpayer money, they turn the taxpayer money over to people who exist to make a profit.  It might seem as if these private operators would cut a corner or two to make money, but clearly they just want to give the best care possible to your grandparents or children.

In the old days you might have thought the purpose of paying tax was so that the government could provide you the services you needed, but which were not designed to be money-making businesses.  If we read the odd case of an older person abused (or given a salt shaker instead of an asthma inhaler as happened recently), then that’s the breaks.  The other breaks often involve bones.

Thankfully in these modern, enlightened times, we realise that making money is more important than anything else.  Including poor Mrs Mackenzie and the other stories that don’t make the paper.

It’s all central government’s fault for not giving us lots more dosh.  This might be in part because we waste so much of the stuff on monolith research, portraits and so on, but hey.  You will I’m sure be happy to know that only a few hundred posts will either go unfilled (keeps the existing staff busy covering lots of jobs – they enjoy it) or will go altogether.

We’re holding on to teaching assistants, which is interesting because we’ll be cutting expensive, boring music and art lessons for children.  If you don’t have time to visit the city’s website, then just rest assured of one thing:  the 50 metre swimming pool is still very much in the cards.  Result!

We may pay for it from the Common Good Fund (remember the good old days when this was c. £35 million? Things have changed).  To help balance the books, it looks as if Tullos Swimming Pool will stay shut.

Old Susannah is told that it recently had brand new lights installed, and its roof is brand new.  Which is odd, because the city now say the building is unstable.  Re-roofing an unfit building makes as much sense as anything else going on here.

Consultants have also produced a brilliant 10 page report (took about a year to do, as you can imagine), showing that Aberdeen has many more swimming pools per population than other parts of Scotland.  Of course these consultants counted in all the pools we’ve got:  Ardoe, Palm Court, etc. etc.  I guess the families of Torry will just have to hop into their BMWs and pay to swim for a day at a hotel pool once Tullos is gone.

Still, we’ll have saved money, and we may eventually produce a swimmer who may win a shiny medal.  If Aberdeen wins an Olympic medal in a few decades, we’ll all agree it’s been worth it.
