The curtain falls on the sixth and final act of Jonathan Russell’s assessment of the tragi-comedy that is services for the disabled in Aberdeen – but what will be the last word? Is there a way forward for services for people with Disabilities in Aberdeen?

We are now faced as a city with considerable challenges due to both the wider financial and economic situation in the UK and the bleak financial situation that Aberdeen City Council has got itself into.
The situation with the SNP refusing to let councils increase the community tax has to be challenged and this is particularly relevant to oil rich Aberdeen where the majority of people could afford an increase.

Other possibilities would be to re introduce the SNP’S idea of taxing large retailers but it would have to be clear were the money collected was going. The Oil related companies have given very little back to Aberdeen or the wider Scottish/UK despite their huge profits.

ACVO  (Aberdeen Council  of Voluntary Organisations) have been working hard to get the private sector more involved in supporting the struggling voluntary sector and this should be encouraged. We have to make decisions on how best in difficult circumstances money is to be spent. We also have to make sure that the money spent is at best value for the needs of its citizens and end the prevailing culture of waste.

As a city we have to make bleak choices as to what is important to us as citizens.

Do we want to support the more vulnerable in our city including the disabled, the elderly, vulnerable children and the homeless or are our priorities more about grand projects like the replacement of Union Terrace Gardens, the Bridge over the Don crossing, the Aberdeen Western Peripheral Route, money once more to bail out the Aberdeen Exhibition Centre or a new Olympic Swimming Pool?

All these projects have to be paid for and as with most capital projects, costs are likely to escalate and eat into other budgets.  At present it is the vulnerable people in our communities who are taking the biggest hit.

Is this what the citizens of Aberdeen really want?

As well as making these decisions we have to make sure that we are spending our money to its best effect. This means putting a priority on cutting management costs and the inappropriate cost of consultants and not on the cutting of front line services. Over the last year £29,500 was spent on an outside grouping ‘Moveable Feast’ finding out what services people with learning disabilities want. This is a scandal when the resources to actually run services are so low.

My experiences of management in Aberdeen City Council left me with major concerns about the organisation. At present there is a rift between frontline staff and management. The roles of both managers/strategists and councilors need to be urgently reviewed.

In particular councilors and managers have to become much more visible and supportive to front line staff. Strategists have to engage with the front line and get away from their ivory towers and be expected to carry out work themselves rather than relying on consultants. The ethos has to be one of Public Service and not one of career moves and covering ones back which is sadly the prevailing culture.

The encouragement and support of front line staff has to take priority if we are not to have an increasingly failing organisation with an increasingly demoralised staff group. Finance and how to provide the optimum amount of service to the public needs to be at the centre of any service delivery.

The ideas in the disability area presently being mooted is the idea of providing individual budgets. The idea of individual clients having their own budgets to purchase services has been on and off the agenda for several years. Individual budgets have the potential to empower individuals to get the types of services that they themselves want.

However, from the experience of Direct Payments, a similar scheme that has operated for at least eight years, it is only families who are more able who have been interested in being involved.

For many the whole process just brings more stress onto already overburdened families. One of he main problems with the idea is that at present there is little choice as to what to purchase and to complement this people will only get services if they are seen as fitting the Eligibility Criteria as agreed by management.

This has led unsurprisingly to the unit costs of services going up. So that the cuts in services are greater than the money that is being saved.

Care Management is the process which operates across the UK in the management, finance and support of care packages. The original idea of Care Management was two-fold, firstly to co-ordinate individual packages, but secondly to develop needs led services at less cost.

What has happened in reality, in Aberdeen at least, to my knowledge is that no needs led services have ever been set up but what we have in its place is a highly bureaucratic system with much of the same information going onto different forms that is only about the seeking of funding for individual clients to go to already existing services.

As stated earlier this stops them thinking of services such as those at Aberdeen College that do not cost the council money being used. We have moved into a highly bureaucratic and risk adverse culture where the emphasis is on covering back rather than service delivery.

The danger is that the new system of individual payments ends up going down the same route as care management and direct payments with individuals spending their money on individual support workers  rather than sharing resources with others which would be more cost effective. This will prove expensive and restrict support to fewer individuals also with further cuts coming down the line resources are going to become increasingly short.

The days of Thatcherite individualism are surely over, even David Cameron has moved on to ideas about the Big Society.

The other process that is happening is in the name of saving costs and getting better outcomes services are being re-provisioned away from the statutory sector to the voluntary and private sectors.

One of the crazy things that happened was Single Status (which was meant to be about equal opportunities and more equality). Salaries did go up for most levels and some went down. Many of those that went down re – did their job descriptions and their salaries went back up.

The low paid  staff  in many services had their salaries increased. The services they worked for like Home Care, Home Support and the Community Placement Team were then closed down and/or some form of re-provision took place. Of course the managers and strategists at the top have not been re-provisioned. They still have their increased high salaries.

It is only staff on the front line and the services that have been primarily affected. Further in the 2009 round of Aberdeen City Council Social Work and Wellbeing cuts it was agreed to cut management and Strategic posts to be seen as being more balanced. Yet many of these posts were in reality never cut as this would affect the amount of work being undertaken by ‘low paid’!? management.

Whether putting services out to the voluntary and private sector leads to better outcomes is debatable and needs to be monitored. No doubt at times it does and at others it does not.  What we do not know is whether costs have really been saved, as the costs of commissioning, pensions and redundancy payments are part of the costs of this process.

Also, many experienced and committed staff are no longer involved in the process of providing services.

What we also know is that public services that could be flexible to individual need and crises have been replaced by rigid contracts in the private sector for individual users. This means that in situations when clients need less or more of a service; they still get the same service. This stops the empowerment of clients when they could be doing more on their own, and also restricts services from providing more support when it is needed rather than having to go through the whole process of re-assessment.

We need to provide services that are good value both in terms of cost and in terms of providing the optimum service provision within the limited resources that we have. The Community Placement Team was a good example of this, actually bringing in resources and working effectively — it was closed.

Create,  Inspire ‘s Local area co-ordination and Hub, Reach Out,  Access to Training and Employment and Cornerstone employment service have the potential to start building up of services but my concern is that Aberdeen City Council will continue to waste money rather than putting emphasis on the delivery of services.

The main end point of the Community Placement Team was to get people with Disabilities into some form of work. As well as giving to individuals concerned the opportunity of having what most other people experience in being able to work this form of support is cost effective as most of the support is provided by employers.

Cornerstone Community Care have continued to continue to provide an employment service and this should be supported and encouraged.

We need to be doing the following to make the most of the resources we have.

  • Get back to partnership working and making use of resources which are of minimal cost to Aberdeen Council.
    This would mean more joined up working between and with Schools,AberdeenCollegeand resources like the Workers Educational Associations ‘Reach Out’ Project
  • Work more effectively with carers, clients and their friends
  • Start working more again with employers to provide work opportunities
  • Get back to thinking in relation to groups rather than individuals and integrate these groups as much as possible into the wider community. What most people with learning disabilities want is social contact
  • Concentrate resources on service provision such as that provided by Create, Inspire, Cornerstone, Reach Out and Access to Training and Employment with an emphasis on Best Value
  • Focus management on supporting front line services
  • Have clearer roles and expectations of both management and frontline staff and concentrate on improving morale of all staff in Aberdeen City Council
  • Cut back on Strategists (many who were appointed in a spending frenzy around 2007) and spending on outside bodies such as Movable feast and other Consultants.
  • Start thinking about how to bring money in by working more closely with the private sector and investigate and go for any potential funding streams. This should be the responsibility of management/ strategy. An excellent example of where this has been done is Aberdeen Foyer.

 As a city we also have to decide how we spend what will be increasingly limited resources following the impact of national cutbacks.  I would suggest that people with disabilities should be a priority and to do otherwise would be a sign of a city that has forgotten to care.

A Comedy of Errors Meets MacBeth: Act III

The next stage of the Community Placement Team fiasco was in November 2009 when we learnt firstly that as a team we were going to be stopped supporting staff at Glencraft ( just when Glencraft was in crises and potentially closing down ) and then the news came, not from our management but by someone leaving the information in a photocopier, that the whole team was to be closed.

This led to an outburst of public concern. Parents e-mailed councillors and officials, a highly successful public meeting took place which, despite high snow falls, was so well attended that not everyone could get in to the venue at the Belmont cinema. Council officials refused to attend.

The Director of Social Work put out an e-mail to Councillors telling them not to attend the meeting. This was a total affront to democracy and is an example of how the administration councilors have often lost control of our council. 

At the public meeting which was highly supportive of the need to keep the Team operating there was an apology for attendance from the SNP Convener of the Social Work Committee who was on holiday but only Labour Councillors actually attended the meeting. Concerns were raised in the media and STV news ran several news items, one being shown on the national news. 

Despite this public protest the council administration backed the recommendation to council by the officials. 

The Councillors had been told again that employment services would be re-provisioned but no services to date have been established though some clients have been supported by the Cornerstone Employment Team. This means that many people with disabilities have been left in employment with no back up support to employers or for themselves and the opportunity to run a modern cost effective service lost.

In 2009 there was a temporary consultant employed to be the lead officer in Social Work Services.

Once more scarce public money was being wasted

One of his colleagues also a consultant ran some excellent workshops, which were organized to run, following concerns from parents about the proposed closure of Learning Disability Day Centres.

Sadly parents of clients already receiving services in the community were not asked to be involved. A number of actions and targets were set. However following the workshops none of the actions were acted upon. The Head of Service at the time refused to meet with me concerning an action we were expected to work on together in relation to employing more people with disabilities in the council. Once more scarce public money was being wasted.

What did happen however was that one of the Team Managers, who did have considerable interest and commitment in the disability field, was given the responsibility and unrealistic targets of putting together a number of proposals for future day services.

Along with a number of agencies I had been working on a proposal called Aberdeen Inclusive Horticulture our aim had been to bring in lottery funding to support the horticultural projects we had been running and extend this to an allotment in Garthdee.

This proposal was then taken over by management in the council and rather than looking into getting extra funding, the emphasis went onto paying a consultant to carry out a feasibility study. Of course nothing  materialised out of this exercise and yet more public money was wasted.

With other agencies, I was also looking into funding opportunities to finance a pilot with the hospitality industry. Again this was taken over and lots of agencies were invited to meetings with the aim of them taking on the employment work that had been carried out by the Community Placement Team.

Again, nothing came out of these meetings other than more time and money wasted.

Even more bizarrely,  in 2008 due to new criteria that were introduced, we had  to cut all our leisure services. Yet suddenly in 2010 there was a Principal Planner getting involved in  organizing taster leisure events. This was crazy on two levels, firstly that while cutting low paid staff who had been running leisure groups, we now had a Principal Planner on a high salary organising such activities surely not part of their job remit, and doing work that should not have been happening if the eligibility criteria was being followed.

There was also failure to understand that it took time and at least a period of support for people with people with learning disabilities until they were able to attend events independently and those with a more profound disability need continued support. My team at that point thought the world had gone mad and, of course, it had.

There was also a proposal to develop the Skyline Café which was to be above the Bon Accord Centre. This was often heralded as the solution that would handle all the needs of people with learning disabilities. With a café and lots of activities it was also meant to have taken over Inclusion for All – coordinating classes in community centres.

In the end, The Skyline failed to materialise.

More recently Inspire funded by the council and put together by their excellent Development Manager and other staff has opened up what is called a Hub in Aberdeen market which is a very similar project. This project needs to be supported and hopefully it can lead to more opportunities for people with disabilities in the city. 

In reality however they filled the Seniors post which of course cost more money

Access to Training and Employment did carry on with ‘Inclusion for All’ until December 2010 but did this on a voluntary basis as a half promised payment was never received from Aberdeen City Council.  

Inclusion for All has never been picked up and, with the present proposals to cut Community Learning and cuts at Aberdeen College, will have less opportunity to do so in the future.

One very positive development is that three staff who had been employed in the day centres one of which Burnside has been closed have formed themselves into a voluntary organisation Create and have been providing good creative services this has included taking on the Va-va-voom theatre group. Individuals attending pay for their attendance and money has been raised from trusts etc.

The question has to be raised however as to whether such developments will be sustainable in the long term given that individuals have to make their own payment to attend and their savings could eventually run dry.

As part of the cuts there was going to be savings made by the Senior of the Learning Disability Team taking early retirement.  In reality however they filled the Seniors post which of course cost more money and was not a saving as said to the Social Work and Wellbeing Committee, but an extra cost to the Council.

In fieldwork, we had moved from two seniors with twenty one staff to two seniors and eleven staff.

Also as part of the cuts that were passed by Aberdeen City Council in 2009, four strategy posts were to go. To my knowledge all these posts are still in place.

The whole process has been strategically and managerially floored and has led to a significant loss of services that were being provided at best value, and instead money was wasted on consultants, extra management and strategist’s time.

A year and a half ago, Steve Bothwell wrote to express some, shall we say, ‘reservations’ about ACSEF’s master plan and where Aberdeen is heading.  It looks as if he had a point or two. 

February 25, 2010 – ACSEF’s plan belies anything that can be comprehended as ‘essential to the future of Aberdeen and the North East of Scotland’. As Jonathon Meades put it, ‘Aberdeen is good at being bad’ – Polite prose indeed.

The former glory of George St, with high quality retail and high quality architecture/replaced with the now John Lewis building (formerly the Co-Op) – St Nicholas Centre and The Bon Accord Centre, whilst severing the bloodline to the rest of George St, which resembles a down market version of the down-trodden Argyle St in Glasgow.

The old Co-op Building in Loch St/Gallowgate, which with little imagination could have been a gem of high quality boutique-scale retail, instead of Architecturally impotent office/residential blocks.  St Nicholas house dwarfs Provost Skene’s house, one of the oldest and most architecturally significant buildings in the area.

Union Terrace Gardens is not to blame

The Trinity Centre/Trinity Hall, which subsequently moved to an equally, but on a smaller scale, architectural abortion.

The Old Market building (Market Street and the Green) replaced with the New Market building, sporadically raising pointing questions from the public (locals and visitors alike).  Amadeus nightclub on the beach front which offers nothing but bemused and disturbed confusion.

And last but not least, Union Square, which is a glorified retail park with parking. This Architectural abomination will need replaced sooner than we think.

Union Street comes up in conversation with great frequency. For the past 30 years planning and control has become so lax that we are adorned with gratingly luminous patchwork of irregular symmetry. Absentee landlords are never held to task, nor are the lease holders.

Union Terrace Gardens is not to blame.

Most City Councils have made errors, and some cities have corrected them. 

Aberdeen City Council still strive forth to allow the most banal picture painting of a living hell, by destroying everything in its path.
Either they are missing the clues which sit firmly on their own created door step or are suffering a serious bout of doldrumitis. The Civic Square planning and design details do not excite but only represent the pointlessness of it.

The City Council, along with ACSEF and Central Government wholeheartedly supported the Peacock scheme, providing local planning guidance was adhered to. This was to make it blend into the historic park. Peacock’s did that.

We now have a scheme, which in its vagueness, is impossible to get to grips with. From that I mean, it is quite obvious that this charade is nothing to do with enhancing our city for future energy companies to get comfy with, because as we know, energy companies care about nothing but energy riches and not about Urban realm Strategies, and especially about retail connectivity.

ACSEF’s approach to retail connectivity is fed through a brainwashing exercise in which the retail ‘Pillars’ unease at motions of failure result in the bandwagon bursting at the seams with the ‘I’m on board brigade’ ensuring their retail offerings, bland as they be, will not suffer the ever-changing movement or trends of public spending.

Union Terrace Gardens is not to blame.

It is poignant that public money has been frittered away on asking Joe Blogs about ‘an idea’, an idea which still reveals no real detail of the final outcome, whereas Peacocks had it sorted and without the need for car parking. Their enhancing project upset no one, and has not created the furore that the Civic square has.

Union Terrace Gardens are not frequented often. Perhaps the reason for that is, the general public are more interested in other things. Society has gone through radical changes and people have become armchair deficits. They rage vengeance on slopes and stairs, grass and beauty, nature and health.

Union Terrace Gardens is not to blame.

However, Courtesy of Grampian Police, the facts are this: – There is negligible crime in Union Terrace Gardens. The Freedom of Information Act has provided much-needed defence, where Union Terrace Gardens is the safest area in the City Centre.

It’s plain to see that ACSEF have not used Europe as an example of quality city centres but used America and Australia as examples. America and Australia are fairly recent countries but wholeheartedly celebrate their Green Spaces.

Aberdeen City Council’s budget is tight and perhaps tight-lipped. And the Scottish Government should be representing Scotland and its history, which it’s not.

Aberdeen Voice presents the fourth of a six-part tragedy by Jonathan Russell describing the shocking process of service closure for disabled people in Aberdeen – and asks what we can do to reverse the destruction.

A Comedy of Errors Meets MacBeth: Act II 

At the end of 2009 the axe fell on the Community Placement Team in two ways.

Firstly, a report had gone to Council, which agreed to the cutting of five staff from our team. (If you remember from the first article – the Social Work Inspection Report – the team actually had much better outcomes than the norm in Scotland in relation to employment). Yet the report said they would re-provision services for better outcomes.

Our concerns were not only about the actual cuts, but also about how management implemented the cuts. There were no attempts to help us through this process and (as touched upon in the Social Work Inspection report) the perceived culture was ‘macho’, ‘punitive’, ‘autocratic’ and ‘hectoring’. This culture created low morale and a feeling of hopelessness.

What followed was a series of meetings with the voluntary sector with the aim of setting up this ‘high outcome service’. However nothing came out of this process except wasted time and money, with the net result of no new services being developed or delivered as agreed by Council.

Once more public money was being wasted, and no new services – as were promised to the Council and by officials – were actually created. So rather than better outcomes, no outcomes were achieved at all. Time and money was wasted and this further demoralized staff on the front line. We also lost good committed staff through this process.

What should be of concern to the public is that the Council failed to hold the officials to account for their failures, which evidences an administration which can often be out of touch with what actually goes on at service level.

This resource was providing services at very little cost to the council

Secondly, the decision was made to move the Community Placement Team away from the Choices building. The Choices building had been especially built for disabled people and was a venue that people with disabilities saw as their own.

The other service that had been based in the Choices building was the Choices Respite Service; and clients became involved in a high profile campaign to re-instate the centre.

Management was not happy with being questioned in this way and wanted the whole disability service based in the building closed down.

Along with partners in the voluntary sector, we had put a proposal together which would have more than covered the costs of keeping Choices open. Higher management refused to discuss this, and the proposal was turned down.

These services could also have been used by the Physical Disability clients who had already lost services due to the closure of Choices Day Service: also for the Learning Disability clients who were going to lose their service through the closure of Burnside Day Centre.

As has often been the case, no logical thinking by officials within Aberdeen City Council was in evidence. The administration appeared out of contact and led by the officials.

The team was moved into an anonymous open plan office in the centre of town. This had major ramifications for the services we had developed with Access to Training and Employment, because we lost our especially adapted garden, which included especially designed and created raised beds and poly-tunnels.

The cost of the parking permits itself would have covered the cost of keeping Choices open.

Much of the work done in creating this horticultural complex was on a voluntary basis.  Over £100,000 worth of resources from oil firms and trusts was gathered at no cost to Social Work Services within Aberdeen City Council in the building of this gardening complex.

We had also planned to base Crafty Things at Choices, following the loss of premises due to the re-development of Beechwood School. This resource was providing services at very little cost to the council. But rather than saving money, the council was intent in purchasing more expensive services by spot purchasing service from the voluntary and private sectors.

As stated previously the Community Placement Team was moved into Kirkgate House – a large anonymous open plan office, which had restricted access for clients. Precious time and money was wasted, with staff having to go back and forward to car parks.  The cost of the parking permits itself would have covered the cost of keeping Choices open.

To deal with concerns raised in the Social Work inspectorate report a new Transitions team was set up.

This entailed taking on an extra Senior Social Worker. As well as the Senior, the team consisted of four social workers – only two of whom actually carried out work with transitions. The other two staff were involved in carrying out service reviews. In reality half the transitions work was still being carried out by the Community Placement Team.

To try and compensate for this we set up joint meetings between transitions staff in both teams. There was no interest in this from management; probably because they knew what was going to happen next.

 An update on the Council – and non-council designs on Union Terrace Gardens by Mike Shepherd

Six architects are busy designing a modern square and a subsurface concourse for the proposed development of Union Terrace Gardens. The public can expect to see these designs in early October. The architects have been given a design brief by the project implementation team for the City Garden Project, telling them what it is they are expected to design.

Only part of the brief has been made public; most of our councillors still have not been fully informed as to what the architects are being asked to do with our public, open, green space.

Yet, the intention had been for the councillors to sign off the design brief, but this never happened. Councillors are informed about the City Garden Project in a series of meetings for a group called the Project Monitoring Board. The minutes of the meetings are posted on the council website. The April minutes state:

“MRC (Malcolm Reading Company – the company managing the competition) will produce a comprehensive design brief and this will be submitted to Council on 29 June 2011, for ratification, before being issued to the short listed companies.”

Two months later, the June minutes stated:

“Mr Brough informed the group that the project management group had met on Monday the 6th June and had discussed and also amended a draft of the brief that Malcolm Reading has written up. The final brief will go to council on the 29th of June for noting. Mr Brough informed the group that the brief for the design didn’t go into much detail and may seem vague as the brief needed to allow some leeway and not be too prescriptive to the architects.”

This document was provided to councillors and gave some vague details as to what was expected of the architects including a specification for “ a contemporary 21st century garden”. I was present at the Council meeting on 29 June and the design brief was never discussed. There was a lengthy debate on allowing smoking in homeless accommodation and that was more or less it. I asked the council executive why the design brief had not come up. I received this reply on 3 July, just after the council meeting:

“I reported to the Project Monitoring Group what was intended at the time of the meeting. However, it was subsequently decided, by members involved in determining the Agenda for Council meetings, that there was no need to obtain Council approval for this and that it should go to Council as an attachment to the normal quarterly City Garden Project Bulletin report.

“Also, the brief still has to be finalised, by the addition of various technical annexes, before being issued to short-listed companies on 21 July.”

This makes it clear that the brief had not been completed by the time of the council meeting on 29 June, and that ‘members’ had pulled the item from the agenda. The document provided to councillors was not a finalised version. “You have now lost control over the City Garden Project. A non-elected body has now made decisions as to what our city centre should look like. They have decreed that the Denburn should have a “contemporary 21st century garden”, not you. It is this body that is also deciding what the large underground concourse should be used for. If conference and exhibition facilities are to be provided, then this will clearly have implications for the future of the Aberdeen Exhibition and Conference Centre at the Bridge of Don. However, this is not a decision that you will have any control over unless you turn down the city square plans.”

The public should be extremely worried about the loss of democratic control over the City’s assets. The public was ignored when they voted against the City Square in a public consultation last year, now the powers given to our councillors are being bypassed too.”

This was repeated in a letter in the Scotsman and later partly republished by Private Eye. The result was a major row in the council chambers, which still has not died down yet. Some councillors and council officials were very upset at the statement that councillors had lost control over the City Garden Project. Others were annoyed that they had not been allowed to debate the design brief. Labour Councillor Willie Young asked a series of questions at this week’s Council meeting.

One of the questions was:

“To ask the Chief Executive if it is normal for third parties who currently do not own, lease or have any pecuniary property rights over a public asset such as Union Terrace Gardens to actively promote, encourage architectural design briefs on an asset they currently do not own, lease or have any pecuniary right over?”

The Chief Executive replied to this as follows:

“No. Any party does so at their own financial risk. However, the Council by virtue of their decision of May 2010 and those of subsequent meetings have noted and encouraged the course of action undertaken by the City Gardens Trust.”

The following request was also made:

“Council agrees that in order to provide proper scrutiny over an area of land currently under the City Council’s direct control, and to ensure that no citizen or citizens of Aberdeen can accuse the Council of “losing control” over the City Garden Project, as well as to ensure beyond reasonable doubt that there will be a local democratic audit of plans for an area of the city centre that many Aberdonians care passionately about, Council undertakes without delay to determine a design brief to be provided to architects which meets the requirements of the citizens of Aberdeen as approved by elected members, the democratically elected guardians of this fine city.”

This was not debated at the Council meeting on Wednesday. However, I’m told it will come up for discussion at a later Enterprise, Planning and Infrastructure sub-committee meeting.

I would ask councillors to stand up and assert themselves on this issue. You are our elected representatives. There should be local democratic control over our public open green space, its function and its utility.  It’s not up to a bunch of businessmen and their friends to decide what our city centre should look like. Nobody voted for them.

Ahead of the forthcoming major restoration work that will see the return of much of the original Victorian elements to the north east’s most popular visitor attractions, the ‘Friends of Duthie Park’ group is hosting an open day later this summer.
Sunday 14th August will see festivities running between 12 noon and 4 pm and there will be something for all of the family.

Friends Chairman Tony Dawson explains,

“This will be an opportunity to celebrate the park as it is now prior to the refurbishment. I think it’s fair to say that many people know there is major work to be undertaken without necessarily being aware of all that is involved.

“Consequently, we will have a powerpoint display of the planned work, running on a loop, while at 1 pm and 3 pm, there will be guided tours around the park explaining the details of the restoration which is substantial and includes the return of the ‘Duthie fountain’ and the re-establishment of the original promenade.

“In addition, we’ll have plenty of entertainment including horse and cart rides, music from the Bon Accord Silver Band, zumba and fitness demonstrations, gardening workshops and many other stalls and attractions.

“We are hoping to welcome back ‘Spike’ the talking cactus after an absence of more than a decade. However his electrics are in need of some attention and if there is anyone out there who feels they could repair him, then we’d be delighted to hear from them as he would bring back lots of memories for those of a certain generation.”

The “Friends of Duthie Park” was set up in 2006 as a charitable organisation established to promote Aberdeen’s world famous park, one of the most popular tourist attractions within the Granite City.

The Friends work closely with the Park’s owners, Aberdeen City Council to provide a positive mouth piece for the Park’s users.

Currently the Friends organisation is closely involved with the bid by Aberdeen City Council for Heritage Lottery Funding to restore areas of the Park to their former glory.

They actively encourage membership of the organisation, which currently is free, as they are always interested in facts, knowledge or ideas for the Park.

Is control over the future of the City Centre and its Victorian Union Terrace Gardens falling into the hands of unaccountable, unelected agents?  Mike Shepherd believes it is, and sends his thoughts to our Councillors.

Councillors,

Council documents make it clear that you were expected to sign off the design brief for the City Garden Project at the full council meeting on June 29th.  The design brief is intended not only to give specifications for the civic square covering the Denburn, but also to provide details for the usage of the large underground space beneath the square.

There is a problem however; the full specifications for the design brief did not appear to be ready in time for the 29th of June.

Although a design brief has been issued, you have only been informed of the usage of only 6,000 square metres of the 56,000 square metres of accommodation space under the civic square (for an arts centre).

There is also intent to provide conference, exhibition and meeting space of unspecified size. The open space is described as a contemporary 21stcentury garden.

Given that these plans are designated for council-owned land, that the area is zoned as public green space in the local plan and the council have been asked to borrow £70million through a TIF scheme to fund it, then it would be reasonable to expect councillors to approve the specifications for the site.

You have now lost control over the City Garden Project. A non-elected body has now made decisions as to what our city centre should look like.

It now turns out that this will not be the case. You are not being asked to approve the design brief.  I have been informed by a council officer that:

“it was decided, by members involved in determining the agenda for Council meetings, that there was no need to obtain Council approval for this.”

The intention is to hand out the design brief to short-listed companies for the architectural competition on the 21st of July. The next full council meeting is not until the 17th August.

You have now lost control over the City Garden Project. A non-elected body has now made decisions as to what our city centre should look like. They have decreed that the Denburn should have a “contemporary 21st century garden”, not you. It is this body that is also deciding what the large underground concourse should be used for. If conference and exhibition facilities are to be  provided, then this will clearly have implications for the future of the Aberdeen Exhibition and Conference Centre at the Bridge of Don.  However, this is not a decision that you will have any control over unless you turn down the city square plans.

The public should be extremely worried about the loss of democratic control over the City’s assets. The public were ignored when they voted against the City Square in a public consultation last year, now the powers given to our councillors are being bypassed too.

I would ask you to assert your right to decide on our behalf what happens in our city. I would request that you insist that the approval or otherwise of the City Square design brief should be a matter for the council meeting on the 17thof August.

The Aberdeen and Grampian Chamber of Commerce recently issued a report with a series of articles where invited contributors were asked to give their vision for the future of Aberdeen city centre.  Mike Shepherd was intrigued by the following contribution from Maitland Mackie, ice cream manufacturer and farmer.

“What a wonderful opportunity to do something splendid! It’s not every day that a City gets offered a £50 million present to spend on a beautification program. Sir Ian of course has had a big vision for the Union Terrace Gardens for over 20 years.

“I remember him well, talking the then new Grampian Enterprise Board, Ian was its first chairman, into spending £800,000 to ‘pile’ the base of the new road and underpass, “in case the City wanted sometime in the future to cover it over and develop the gardens as a core of the City Centre ”. How’s that for long-term planning!”

The invitation to tender for the technical feasibility study (2008) gives a different figure.

“In 1996 proposals were so advanced that Grampian Enterprise Ltd (part of Scottish Enterprise) and Grampian Regional Council funded 1.65M to build reinforced structural piling into the central reservation of the Denburn Dual Carriageway, to support a future decked scheme.”

A news article in The Herald written in 1996 gives details of the proposed Millennium Project for Union Terrace Gardens.  This involved decking over the road and railway but leaving the park largely intact. The project failed to get funding. It mentions in passing that proposals for Union Terrace Gardens had been drawn up three years previously but the new plans “are nearly half the cost of the original.” The location of the structural piling is an issue. The Halliday Fraser Munro Technical Feasibility Study contains the following:

“Fairhurst’s were the Civil & Structural Engineers on the original design and construction of the Denburn Dual Carriageway. They also coordinated the design of the two lines of piles installed. Unfortunately, despite frequent contact, they have been unable to assist in our search for the information on the existing construction. We were never able to receive confirmation that an archive search had been complete.

“Action: Scottish Enterprise to contact senior member of WA Fairhurst Engineers to again request an extensive search of their archives is carried out.

“Contact: John Hollern – Planning Manager, Morgan Ashurst.   Discussion was held over several conversations on the phone. The aim was understand what Morgan Est knew of the construction of the Denburn dual carriageway, the piles to the reservations and the associated foundations.

“John confirmed that Amec Piling (now part of Morgan Est) completed the piling works. Sandy Anderson worked on the scheme and still works for Morgan Est. Sandy confirmed to John that he remembers completing the mini piling work between the railway and the northbound road carriageway. He also confirmed that he completed the culvert diversion to the route and material type suggested on the WA Fairhurst drawing. John outlined that Sandy does not remember completing the piling works between the north and southbound carriageways of the road. John offered to search their archive for any records of the completed works.

Thus it appears that £1.65million of public money has been spent on preparation work for a ‘vision’ that may or may not happen and nobody seems to be too sure where all the piling was placed anyway. This is not a good start for a project that many believe will be a waste of public money if it ever comes about.

Members of the City Square Board are currently scratching their heads as to a possible use for the large concourse space which will be created if Union Terrace Gardens is decked over. One possibility under consideration is that it could be used for a new conference centre. However, this does put into question the continuing viability of Aberdeen Exhibition and Conference Centre (AECC) at Bridge of Don and the major problems which will come about if the AECC is shut down as a result.

Mike Shepherd highlights the problems that the Council is having with the AECC and what could happen next.

The AECC was conceived as a joint venture between Grampian Regional Council and Spearhead Exhibitions Ltd. Aberdeen City Council became its sole owner on the demise of the regional council, and now holds all its shares.
It was opened in 1985 by the then Prime Minister, Margaret Thatcher. The centre includes a 4800 seat arena, conference facilities and a hotel.

In 2003, the AECC was refurbished at a cost of £18m, with the conference facilities being completely re-built. A large viewing tower was also constructed, one of the tallest structures in Aberdeen.
The AECC is host to Offshore Europe, an event which brings millions of pounds into the local economy. Indeed, I have taken part in conferences and exhibitions there and there is no doubt that the AECC is a major boost to the local economy.

Three major conferences are planned for 2012 – the European Optical Society Annual Symposium 2012, The World Heavy Oil Congress 2012, and The Society of Core Analysts Symposium 2012. As a concert venue it has seen the likes of Bob Dylan and Neil Young play there.

However, the finances of the AECC are a mess.

Although the turnover is about £5M annually, The Press & Journal reported in November 2010 that the Council had provided loans of £28m to the centre in the last five years, as well as £8.85m in subsidies since 1998.

Although the AECC has made losses, the Council justifies keeping it going on the basis that it brings a great deal of investment to the region.

Recent years have seen turmoil over audit reports, a restructuring of the Board and talk about receivership. One highly-controversial proposal was that the council should take over a project to build a four-star hotel on the site.

In February 2010 councillors approved plans to underwrite the construction of the hotel.

“AECC bosses have long believed the Centre cannot compete for important international conferences without such a hotel, and want one built in time for its flagship conference, Offshore Europe, next year. The hotel could then be sold for a net profit of between £14million and £20million, which would place the Centre on a firmer financial footing and help clear its debts.”

Later in the year, they had second thoughts. The Council website reported:

“The full Council meeting accepted that the intended financial package to deliver AECC’s proposed hotel development carried too much risk for the Council because of the current economic climate – and voted by 24 votes to nine that alternative financial structures to deliver the facility should now be sought.

“Aberdeen City Council Leader Councillor John Stewart said: ‘The Full Council today reaffirmed its support for the region’s major conference centre and its commitment to secure a four-star hotel at the venue. However, it has been necessary to re-work the hotel project to minimise risk to the council’.

“The decision follows four months of strenuous efforts to negotiate a deal to create a hotel, involving the City Council, AECC, financial institutions, a construction company, a hotel operator, and legal and technical advisers. The negotiations were carried out following an instruction to Council officers at the February full Council meeting to continue to work with AECC on its hotel proposal, subject to any agreement being acceptable to the Council.”

Many considered the idea of the City Council getting involved in supporting and building a luxury hotel to be somewhat bizarre, one councillor bemoaning,

“The people of Aberdeen will be horrified we are now not only a local authority, but a hotelier as well”.

However, the hotel proposal collapsed as a proposition.

In December 2010, The Press & Journal revealed the conclusions of a secret audit report on the performance of the AECC. Describing its lack of accountability to taxpayers and the City Council as a “critical” risk, the report discovered an unauthorised £1.3m overspend of public money on the failed hotel project.

“The auditors found:

Monitoring of the hotel project by the AECC Board was “weak” – the directors approved £1million but £2.3million was spent.

Only £184,000 of the total was subjected to market testing to ensure best value for money, and no contracts were in place with key parties.

Overall control of the AECC was “weak” and lack of accountability to the Council a “critical” risk.

The report also warned a “significant improvement” in profitability was needed for the AECC to repay £27.7m in loans to the Council in 2017 and 2021.”

Since then, attempts have been made to try to recoup some of the debt. Parking charges at the AECC are now £5 per car and £10 per coach.

The agenda for a Council committee in January this year also mentioned a report which recommended transferring all property and land assets currently owned or leased by the AECC to the City Council.

This would allow the Council to assume full responsibility for the future development of these assets and investigate the potential for developing the land and property assets through the creation of a joint venture development company charged with developing the assets.

The future of the AECC is moot. The big problem is the £28m debt owed to the Council. If the AECC is shut down, this debt will need to be transferred directly to the Council and I’m told it would be allocated to the revenue budget. Given the severe strain currently on that budget, this would cause major financial problems for the Council.

It seems odd, therefore, that the City Square Board is considering building a convention centre under the City Square (John Stewart, Footdee Community Council meeting, 30/3/11). This could easily bring about the demise of the AECC with the debt problems that would ensue.

Voice’s Old Susannah comments on current events and enlightens us with definitions of some tricky terms with a locally topical taste.

A week is a long time in politics so they say (NB – for some of you Councillors out there, a week is ‘about’ seven days), and poor old John Stewart, our fearless Council Leader, is having quite a week.  Not only are people refusing to do as he says (the Church of Scotland are being very mean indeed), but people are also actually questioning him.

Yes, really!  He is head of our Council, after all: who are we to question him, whether it be about killing – sorry culling – deer, building stadiums, service cuts or Council job losses?

Old Susannah is against anyone hitting anyone, but a woman has apparently smacked our John when he was out with his partner Neil having a lager shandy in the Kirkgate Bar.  Violence is no answer, but the question is what provoked it?  I am told she was a council employee. Maybe she just likes parks, deer, schools, services and clean air?

The truth is out there, someone please fill me in … on second thoughts, please, don’t fill me in, just enlighten me.

But my sympathies lie with those brave souls who would try and park at Golden Square.  There are about 3 versions of how long you can stay and how much it costs.  You would need a lawyer and an accountant to avoid getting a ticket, and our Kate’s been in the news assuring us that the contradictory signs will be looked at some time, and that fines already given out will stand. How much better run the parking is now than a year ago when the meager funds collected for parking in Golden Square went to a deserving charity.  The Council shows its usual compassion and logic yet again.

ASBO: (Noun) UK, modern acronym coined under the Blair Government signifying ‘anti-social behaviour order’.

These were given to persistently badly-behaving people (loud music always blaring at night, aggressive or offensive behaviour, what have you) and it was believed an ASBO would shame the wrongdoer into becoming a model citizen.  Unfortunately the ASBO instead ‘became a badge of honour for CHAVS (‘Council-Housed and Violent’) and NEDS (‘Non-Educated Delinquents). Acronyms all round then.

Our very own Leader John Stewart says that the Church of Scotland should be given an ASBO.  Why you might rightly ask?

This great modern, imaginative look would be so very wonderful in Union Terrace Gardens, I am sure.

Well, the Church did not behave as John wanted it to.  That itself is enough to convince me an ASBO is deserved, but for openers, the Church of Scotland would not lower its selling price for Greyfriars Church next to Marischal College to the level John wanted, and the City could not therefore buy it.

As we all know, Aberdeen City Council will sell property to you (if you are a multimillionaire developer) for far less than the market value, so why wouldn’t the Church do the same for the City?

But the Church had gone even farther – it would not clean its granite facade, and it charged the City for swinging a crane over the church when it made the glorious remodeling of Marischal College.  I am sure we all agree that with its newly cleaned Granite, Marischal looks splendid.  It does not remotely look at all like a sterile, antiseptic giant wedding cake of a building out of sync with its environment.  Its loveliness is enhanced by the removal of any trace of greenery (so far anyway) and the addition of a concrete pavement. This great modern, imaginative look would be so very wonderful in Union Terrace Gardens, I am sure.

The Church should have been forced to likewise spend hundreds of thousands of pounds to remove any trace of dirt from its building, even if the dirt makes the architectural features stand out and adds character (antique metal pieces are cherished for their ‘patina’ – and cleaning such an antique lowers its value).

I am sure those people opposed to the deer kill – sorry, I mean cull – are most glad that vast sums of money were spent cleaning Marischal College (not to mention the £80 million allocated to the project in total) and understand that the City cannot find £225k anywhere for fences or plastic for the trees, so will quite rightly kill, I mean cull, the deer.

Funnily enough, it is standard practice to charge a builder for swinging cranes over the top of existing buildings.  However, the Church should have known the Council would never have permitted anything to go wrong, and should have waived this usual fee.  An ASBO is the least the Church should receive for being mean to John.

An ASBO can also be used to make a bad neighbour keep their property in good order.  So if you know of any person or entity in Aberdeen which fails to maintain property they own – such as pavements being crooked, dangerous and litter-strewn, roads covered with potholes,  – do get in touch with your Council and ask for an ASBO to be doled out.  Tell them John sent you.

Email: (Verb) To send communication via electronic means to a specified recipient or recipients.

I hear that all the young people today are using email rather than putting pen to paper, but it should be remembered that email does not always get to its desired location (unlike snail mail, which never goes astray).

It is also easy for email to be accidentally ‘deleted’.  Such an unfortunate thing happened to our own Councillor Aileen Malone, who accidentally deleted email (including one from me), which showed people living in Aberdeen were opposed to the deer kill -I mean cull.  Ms Malone went to the press last week, saying ‘about one’ email from Aberdeen residents were sent to her about the deer slaughter.  Now that she knows she had received more, we can count on her going back to the Press & Journal to publicly set the record straight.  She would, of course, not want to mislead P&J readers.

It also looks like an electronic communication sent by MSP Richard Baker to object (goodness knows why) to building the Loirston Community Arena Stadium thingy never was received by our planning geniuses.  It certainly was not mentioned in the report prepared by the Council for the Loirston hearing, which did manage to quote MSP Adam’s support for the stadium.  Reports are reaching Old Susannah that a senior Council official says Richard Baker did not submit an objection in time /did not submit one.  I know whom I am inclined to believe – watch this space for further developments.

In summary, email is used to send communication – but if you receive any email you do not want to have or which is inconvenient, just delete it and deny it.  No one will ever find out.  Simples.

Blackmail: (Verb) To threaten to use force or expose information unless money or other compensation is delivered.

The problem with giving into the demands of blackmailers is that once you start, they will keep on blackmailing you forever

Blackmail is illegal of course.  A kidnapper may threaten to kill – sorry, cull – an innocent hostage unless demands are met.  A City Council may threaten to kill – sorry cull , a number of tame, blameless, innocent, beautiful deer in order to plant trees (which could be planted anywhere) unless animal lovers come up with £225K by a deadline.

Personally I think this is the most innovative thinking to come out of the Council in ages.  The City could start using this tactic elsewhere.  Maybe they could threaten to close schools, shed jobs and services unless they get more money.

The problem with giving into the demands of blackmailers is that once you start, they will keep on blackmailing you forever.  The problem with giving a wasteful institution more money is that they will keep wasting money on frivolous, self-aggrandizing projects (squares, shopping malls, grandiose offices with new state-of-the-art features and new furniture) while the people whose needs are greater suffer.

Does this Council need more money – or does it need more common sense, compassion and humility?  (At least we will take comfort knowing that whatever is going on, Kate Dean still finds time to attend a dozen or so shows at the AECC a year.  I am still thinking what a night it must have been for Neil Young when she attended his show – did he get a chance to meet her I wonder?  What are her favourite Neil Young songs?  Top must be ‘Proud to be a Union Man’).

If the shoe were on the other foot and a population grew weary of its bungling elected officials, blackmail could also be used:  ‘Represent our views, give us decent services and clean, safe streets – or we will vote you out of office’.  Not a pleasant thought, is it?

Diversion (1): (Noun) A re-routing of traffic to enable emergency works or repairs to take place.

A diversion should take in as many side roads and eat up as much petrol and time as possible, and should not distract a driver with unnecessary signage – they will eventually figure out where they are.  A diversion say from one end of Berryden to the other might take in a few hospitals and be routed on narrow back streets.

Diversion (2): (Noun) To deflect attention or resources from one area to another, often to cover up any error or bad practice.

Only the worst kind of cynic would suggest that recent press announcements concerning Sir Ian Wood pledging £400k or so towards a Union Terrace Gardens Trust (of some sort or other) and Scottish Enterprise pledging likewise towards turning UTG into a much-needed parking lot are a diversion.

What would Sir I and SE want to divert attention from?  Surely not the emerging story that money, which had been earmarked for the Peacock project – some £375k – was actually spent on the rival plan backed by ACSEF, Stew Milne and Sir I?  No – I am certain SE, ACSEF, Sir I and Stew all want to find out and bring to light just how this money was diverted from Peacock – they do not want to divert your attention from this little matter at all.

Truth will out; even if ACSEF still refuse to hand over its meeting minutes to me.  I could send them another FOI request, but banging my head against the wall or talking to a lamppost would be more fruitful.  If any readers out there would like to contact ACSEF or SE and ask for copies of meeting minutes where Peacock, UTG, and funding were discussed, please do be my guest.
