“I’ll just be two ticks!” A not uncommon response to someone parking where they shouldn’t, but what if that is a disabled parking bay?

The Court has recently ruled on wheelchairs over prams on buses; but is this the right way to go?

Has it gone far enough?

Even now the media and people appear to have different views on what the ruling stated so what is going on?

What has happened to the old-fashioned courtesy, of giving up a seat for someone in more need than yourself….is chivalry dead?

Most of us will get old, some will become disabled, some of us are already there; so should we expect ‘special treatment’, preferential treatment?

This important issue covers far more than just buses or parking bays; there appears to be a basic disregard for people that require more, even if that doesn’t actually cost anything just, simply taking up space that could be used by someone else: the selfish gene?

Unfair appraisal? While it is true that many people would happily give up their seat, how many of those people would take a disabled parking space? The concept behind the aging Goofy cartoon behind the wheel springs to mind; where the perfect gentleman Goofy changes like Jekyll and Hyde.

Whatever your viewpoint there is sufficient concern to raise the question, what is going on? Why do so many feel that it is OK to keep a marked disabled seat or park in a disabled parking space without authority?

These actions can have severe effects on those that need them.

There are too may conditions to list here but lets just look at one, a more generic situation of chronic pain. Chronic pain affects hundreds of thousands of people; that is a pain that is constant over time, it might effect standing, walking, even sitting.

Many sufferers still try to maintain what is as near ‘normal’ lifestyle as they can but in order to do so they need just a little extra help, and that might be in the form of a specialised seat or parking space near to a shop, chemist or doctors. Is that really too much to ask?

A seat and/or a parking space, reserved for someone that needs it, in order for them to be part of the community without being an extra burden?

In the case of the bus court case it should never have gone that far, the bus driver already had the ability to sort it out; the current situation does little to help, the driver can simply wait for others on the bus to get angry about being held up; causing further animosity to either the disabled, elderly or pram pusher.

In the case of the selfish driver taking a disabled bay, even if just for a short time may have caused someone that needs that space to drive on; perhaps even to return home unable to get their shopping or prescription, because their pain to just too much for them to wait or to keep driving around looking for what is often far too few disabled parking spaces close to where they need to be.

Tackle these people at your peril; as even a ‘nice’ approach can be taken as an affront on their liberty, or at least that can be the impression assumed by the verbal abuse or even violent response.

Some countries don’t suffer from the same issues.

Some countries carry real fines, big fines if people disobey, plus they have law enforcers willing to issue fines. In a few countries the locals would never even dream of taking a disabled space. How have they done it?

It would be nice if legislation was not required, but in our current modern selfish age, the situation is unlikely to improve without a big stick….lets hope those people wont need it to get around!

One of Aberdeen’s most popular city centre
car parks is to undergo a £2million
refurbishment.

Bon Accord & St Nicholas’ Loch St car park, which on average welcomes over one million users a year, has been earmarked for a number of innovative improvements that are set to enhance the parking experience for those visiting the centre.

A fresh parking surface, brighter energy efficient LED lighting as well as the grouping of both disabled and parent and children spaces to the same location on each level are all part of the plans.

Funded by centre owner BMO Real Estate and managed by specialist retail agency Savills, work on the car park is expected to be completed by the end of October.

Craig Stevenson, centre manager at Bon Accord & St Nicholas, said:

“We’re delighted to be working with both BMO Real Estate and Savills to enhance the car park experience for our loyal customers in what is a significant refurbishment project for the centre.

“We want customers to get their visit to Bon Accord & St Nicholas off to the best possible start and we appreciate the role that a bright, modern and accessible car park plays in an individual’s shopping experience.

“Work will only be carried out on one level at a time in an effort to avoid disruption for those coming and going from the facility; we look forward to welcoming visitors to the enhanced parking provision in the coming months.”

Throughout the programme of work, the car park will be open until 8pm instead of 11pm. On a Thursday only, it will be open until 10pm. The neighbouring Harriet St car park is unaffected by the works.

Bon Accord & St Nicholas are at the heart of Aberdeen city centre’s retail sector, offering 840,000 sq ft of prime space and home to around 100 stores.

Scotland’s largest Next, Aberdeen’s only Topshop and Topman standalone store as well as the City’s largest New Look and River Island are among the key retailers, as well as H&M and New Look. Bon Accord also boasts a boutique store line up with retailers including Jigsaw, Hobbs, Phase Eight and Jo Malone.

The centres, which attract an average of 275,000 visitors a week, are owned by BMO Real Estate Partners and managed by specialist retail agency Savills. For further on the centres visit www.bonaccordandstnicholas.com.

In the recent “Aberdeen Parking Permits To Hit Garthdee Residents” article Aberdeen Voice looked at how the elected councillors and paid officials of the Granite City have seemingly decided to use the easy option of targeting car parking to make a bit of cash.

Since then more information has emerged to back up this assertion and a further residents meeting has taken place to discus the issues involved.

Aberdeen Council also had a meeting to discuss the matter.

In typical council speak it was called something like “EPI Committee Meeting 12/11/2013.”

If you had been fortunate enough to be there, you might have heard Cllr Mrs Angela Taylor saying that it was “unfortunate” that the previous administration had misled the residents over the fact that they might have to pay for parking permits in the future.

This in many Garthdee and indeed many Kaimhill residents’ eyes, raises some quite serious questions regarding the validity and legality of the proposed CPZ (Controlled Parking Zone) charges.

Said one resident:

“what difference does it make which administration put the parking restrictions in place, if they are wrong then surely that is the important thing.”

“I can understand folk in the centre of town having to put up with this” said another “but in Garthdee? I know we have a student parking issue but to be honest that’s not a huge problem. RGU have been offering to pay to sort it out, why don’t the council just tell the officials to talk to them?”

The financial implications for the people of Garthdee and Kaimhill are clear. Pay up to £200 each year to park outside your own door of face a fine of £60 per day.

This is an area of mixed fortunes.

Only around 49% of houses in Garthdee are owner occupied.

The rate of car crime is higher than the city average. The rate of vandalism is double the rate for the South of Aberdeen City.

Garthdee has a 2% unemployment total compared to the Aberdeen average rate of 1.6% plus a higher than average claim rate for Severe Disablement Allowance leading to calls from relatives of disabled residents to scrap the unfair charge.

Garthdee is not in the same league as some other Aberdeen inner city deprived areas, but it is certainly not as affluent as the adjoining Morningside where, just 100 metres away across the Old Royal Deeside Railway line residents are, until now, blissfully unaffected by any threat of parking restrictions.

Aberdeen City Council are of course looking to curb expenditure and in these times of economic distress are perhaps understandably looking to take in revenue wherever they can.

It’s no real surprise then that according to EPI Committee Report EPI/13/203 the council makes a hefty surplus (council speak for profit) on parking charges city wide.

Figures suggest that in recent years income from parking fees has totalled around £6.4 per annum with around £3.5m in costs. The resulting surplus of £2.8m has been used seemingly for “various transport projects throughout the city.”

Is this legal? Possibly. Is this moral? Possibly not.

“Who can tell in the absence of a judicial review?” said one resident?

What is certain is that the residents of Garthdee stand to lose a fair chunk of their disposable income due the decision of their elected representatives to impose a parking charge tax which many feel is not only quite unfair but also completely unjust.

The poorer residents of Garthdee will of course be particularly affected and many local folk are angry at the seemingly uncompromising stance of those whom they elected to represent their interests. Many feel that this situation must be rectified and rectified very soon.

RGU (Robert Gordons University) have been blamed for causing the problem due to the expiry of a claimed “10 year agreement” which the council seem reluctant to re-negotiate. RGU has helpfully published a map which advises students where to purchase parking tickets and suggests streets available to park in within the city.

Many residents of Aberdeen will wonder why their elected representatives are seemingly targeting the poor and vulnerable. Many will just shake their heads and say “it doesn’t affect me.”

In situations such as this it is often useful to recall the words of Pastor Martin-Niemöller:

“First they came for the communists, and I didn’t speak out because I wasn’t a communist.
Then they came for the socialists, and I didn’t speak out because I wasn’t a socialist.
Then they came for the trade unionists, and I didn’t speak out because I wasn’t a trade unionist.
Then they came for me, and there was no one left to speak for me.”

Parking permits are to be applied to Garthdee residents, a move which Duncan Harley describes as ‘A Scottish Labour disgrace’.

The councillors and officials of the Granite City have seemingly decided to use the easy option of car parking to make a bit of cash.

From 1st August 2013, parking charges apply to Garthdee residents who wish to park outside their own house.

The official line reads:

“Introduction of Charge for Garthdee Resident’s Exemption Parking Permits (Zone Y). From 1st August 2013, residents who are entitled to apply for a Resident’s Exemption Parking Permit will have to pay for a permit. Any existing permits on 1st August 2013 will be honoured.

“Any resident who has an existing permit will be required to pay if they decide to renew their permit(s).
Please note: the council will no longer issue Permit Renewal Reminder letters after 31 July 2013. Permit holders must be aware of the date their permit(s) expires. Permits can be renewed from 20 days prior to its date of expiry.
The cost of a permit is as follows,     1st permit – £80.00,     2nd permit – £120.00.”

The local government regulations attached to lamp posts in the area helpfully inform residents that:

“There are 2 types of permit available. Fixed permits are only valid for one specific vehicle and cannot be transferred to any other vehicle. The vehicle registration number must be declared on the application form. The keeper of the vehicle must be resident in the household.  Flexible permits can be used on any vehicle, e.g. a visitor’s vehicle. If applying for only 1 permit, you may choose either type of permit, Fixed or Flexible.

“If applying for 2 permits, only 1 of the permits can be Flexible. Vehicles must be: A passenger or lights goods vehicle weighing less than 3.5 tonnes and designed for less than 8 passengers (driver excluded). Permits must be displayed on the vehicle windscreen and are only valid for use within the designated residents only, on street pay and display, ticket zone and voucher parking bays.

“You are not guaranteed a parking space in your zone. The maximum number of permits that an address is entitled is 2. Permits are not required for motorcycles which may be parked free of charge in any parking bay. We ask that motorcycles are parked perpendicular to the kerb (front of wheel facing the kerb).”

A reading age of at least fifteen is required to make sense of the new rules, and a fine of huge proportions awaits those who fail to comply. If you own a new BMW or a knackered Fiesta the rules are just the same. Pay up or get fined up to £60 a day for parking in your own street.

All well and good of course: if you own a car, you are liable to pay for parking in busy city streets. But outside your own house and in a residential satellite scheme three miles from the city centre?

Dame Anne Begg, who has been the MP for Aberdeen South since 1997, was contacted by a resident. Could she take up the case on behalf of the folk of Garthdee? Could she fight their corner on this issue? Could she empathise with constituents who are being bullied by Aberdeen City Council and forced to use hard-earned funds to buy a licence to park outside their homes? Seemingly she is powerless to fight the issue.

At a recent meeting in Garthdee Community Centre to discuss the issues, one 73-year-old resident pointed out that if she needed her house repaired for any reason she would now require a visitor’s permit to allow a tradesman’s van to park outside her door. If family or carers visit they too would require to use her visitor’s permit.

“Why should I pay £200 to let folk park at my door, I don’t even own a car,” she said

“what if I call the doctor and he won’t come unless I have a parking permit?”

Many residents feel that Garthdee has plenty of kerbside parking. In fact many residents are too deprived to even own a vehicle. What is the council thinking of?

An Aberdeen resident is “bloody furious” on account of a letter she received from Aberdeen City Council Housing and Environment Committee regarding an increase to parking fees. Joan Macpherson of Kingsland Place, Aberdeen was shocked to discover that the weekly charge for her parking space had risen from £3.40 to £35.

Kingsland Place is located directly across George Street from Gerrard Street and has to date been included in the Gerard Street letting area.

Joan told Aberdeen Voice.

“I have lived here for over 20 years and have had a parking space at 68 Gerrard Street for about 15 years. I find this increase unbelievable”

Joan wrote to the council on 3rd of February requesting an explanation for the increased charge to which she received the following reply from Jane Hogg:

“As my letter states, a review of all the parking spaces within the city was carried out and put to the committee and the outcome of this was to increase the weekly charge to £35pw. Unfortunately, I was not present at the committee therefore cannot comment further on this.

“If you do not want to pay this charge, I would ask that you submit your intention to terminate in writing to myself and this should be received by 4 March 2012. Once the letter is received, an acknowledgement letter will then be sent to you advising the termination date. You can use your parking space up until the termination date.”

Joan added:

“My car park space is paid till the end of March and I for one will not be renewing it. I wonder if this is the only change they have made to their parking charges policy or will increases be applied to all homeowners in the letting area?”

In response to a telephone query from Aberdeen Voice, Jane Hogg was unable to shed more light on the issue other than to suggest the possibilty of a ‘fault in the system’, but has invited Joan to contact her in person by telephone.

Old Susannah reflects on what’s been going on, who’s got designs on our City, who’s doing what out of the goodness of their heart, and wonders if there’s enough ‘connectivity’ yet.  By Suzanne Kelly.

It was another busy week in the Granite City. Have been busy decorating cupcakes with Sweet Lily Adams (it’s a hard life), and trying out new Jo Malone perfumes (I love their Gardenia cologne, and the orange blossom candle is my favourite).

NB: Jo Malone has absolutely nothing to do with Ho Malone, although the idea of Aileen and I having champagne and canapés together of an evening is an enticing prospect.
She is meant to email me back about the financials for the deer cull (we might not have enough money to kill stuff you see– or it could be a bluff).

Once she does write back, I’ll suggest that the two of us go out for drinks and dinner. Watch this space.

I actually went to some shopping malls without being accosted by guards, and I tried to avoid looking at the six design finalists more than was absolutely necessary. It was truly a car crash of an exhibition:  I had to force myself to look, and then in horror could not look away again.  Whatever the organisers say, not everyone at the show is convinced by the scheme or any of the designs by a long way.

The show has had a profound impact on me as has the TIF application – I think of these things and unavoidably burst out laughing.  You have to hand it to these people  – the emperor has no clothes on, but thinks it all looks fantastic.  If you are free on 1st November, The Moorings is hosting its own alternative design competition – details on Facebook, where the alternatives are far more popular than the official site.

For some reason when I was back at the Academy shopping centre for the first time since my last little visit, my mind turned to the old Benny Hill show.

The other week when the guards were chasing me round the Academy and St Nicks (for taking photos), I could practically hear the Benny Hill theme tune in my head.  If you remember, the wealthy, ageing Benny Hill surrounded himself with pretty blondes, and promised everyone that they would be generously remembered in his will. In the end, almost no one inherited a cent.

What on earth made me think of a rich, older man making promises to leave money to lots of people (including blonde actresses) I couldn’t tell you. The mind works in funny ways.  I must have got something stuck in my craw.

Obviously it was not as vibrant as being in a shopping mall, but I took my turn on Tullos Hill Monday night (yes, we are keeping a watch on the hill – if you want to get involved, get in touch) and saw a solitary deer on two occasions. 

It was obviously vermin, as it was peacefully doing nothing.  I am sure this little vegetarian would have eaten thousands of trees of a single evening.  A well-meaning man had a dog off a lead – the dog chased said deer away.  The man saw nothing wrong with this, saying his (fairly small) dog would not be able to catch the deer.  True, but not quite the point though is it?

Please let your dog run free if it will respond when you call it back.  If not, well, then don’t.  Wild creatures can be petrified in these circumstances.  In the past week and a bit we’ve a child badly bitten by a dog, a dog attacking another dog, and a charming man using his dog to attack police.  It’s just as well we got rid of dog licensing, isn’t it?

But onwards with a few definitions.

Charitable:

(adjective) generous, unselfish, giving behaviour.

Many of us here at Aberdeen Voice help out our favourite charities and causes when we can. But our efforts are quite second rate when compared to the heroic, unselfish, self-sacrifice practiced by some of the City Council’s officers. Step forward Mr Gerry Brough and Ms Jan Falconer.

These two have been working in part on a voluntary basis to make sure that we get something built in boring old UTG.  It is very generous of their employer, Aberdeen City Council to allow them to toil away on the garden project.

It was Jan who spoke to the Torry Community Council about UTG some months ago (Gordon MacIntosh had a dinner to go to instead of seeing Torry), and she promised everything would be spelled out and transparent.

I am convinced she is right – everyone on the City Gardens Project and associated companies has everything perfectly clear. And once the diggers move in, the rest of us will see what’s happening too.  Here is a statement from a report, spelling out how she works:-

 “I have only recently started in this project and the work I have undertaken other than attending meetings is administrative. My hourly rate exclusive of on-costs is £26. I work an average of 50 hours per week making an average of 200 per 4 weeks I work while I am contracted to 148 hours (37 hrs per week). I regard all other administrative and desk-based tasks as taking place during this 11  additional unpaid weekly hours (52 hours per 4 weeks less 8 hours for a flexi-day leaving 11 hrs per week)–which represents a cost saving of £2288 since working on this project from 2 February 2011. (i.e. 11 hours x 8 weeks @ 26 per hour = £3,120). Outwith this is Community Meetings to which I attended the Torry Community Council Meeting for 3 hours in my own time representing an additional saving of £78. This is my choice as I wish the project to be a success whilst following the Council’s instruction”.

Again, the real philanthropist is Sir Ian Wood, without whose promise of putting something into his will, we would not be where we are today.  (Hmm – who’s supplying the office space, light/heat, printers, consumables for all these extra hours?  What is the EU working time directive?  Just curious.)

Mr Brough has occasionally become a wee bit heated when discussing the whole situation, and has written to some local opponents of the new gardens that they are just jealous of Ian.   Here is an example of Gerry’s unselfish nature, hidden behind the sometimes less-than-genteel facade:-

“My hourly rate, excluding on-costs, is £46. However, I work an average of 55 hours per week. Therefore, I would regard all other administrative and desk-based tasks relating to the City garden project as taking place during the 17.5 additional unpaid weekly hours that I work for the council – which represents a cost saving of £20,125 since 6 October 2010 (i.e. 17.5 hours x 25 weeks @ £46 per hour = . £20,125). Indeed, it would be possible to claim that all City Garden work is effectively more than made up for by this additional no-cost time input. Consequently, it can be argued that any input to the City Garden Project is effectively on a voluntary basis, at no cost to the council”.

Bargain!  Only £46  per hour, and he’s willing to work extra at that rate!  I am impressed!  In fact, the amazing report that these quotes come from can be found at:

…. it has some real gems – like the fact they see no legal problems with getting the land and only 10 Freedom of Information Requests had to be dealt with.  You will be amazed as you read this; please be my guest.

While you and I could never hope to equal these giants of giving, who expect nothing in return for their efforts (not even a private sector job or promotion of some kind I am sure), I will take a moment to say that many local charities for people and animals need your help now.  Check out Voluntary Services, Contact the Elderly, Willows, New Arc  just for starters.

They are all in need of money, goods and if you’ve none of those to spare, they need your time.  Obviously you won’t get a carpark named after you, but you might wind up chatting to great people on a Contact the Elderly event, help out with animals, or do one of a hundred other things worth doing.  If you can, then please do get in touch.

Neutrality:

(adjective) impartiality, indifference,

Aberdeen City will not – so some claim – spend a single penny on anything to do with the City Garden Project.  Its officers might be volunteering their time and sitting on boards, companies and committees about changing our dreary Union Terrace Gardens from something Victorian to something 1950s – but it won’t cost us.

The people in Aberdeen who brought us the BiD funding are completely neutral and indifferent to whether or not the City Gardens Project borrows 70 million (probably a wee bit more – say 100 million) through TIF Funding.

This is proved by the BiD people sending out a very smart draft letter for businesses to send.  Here are some extracts from the text that an Aberdeen City employee is sending to local businesses (text in blue is mine):

“I have been asked by ACSEF (to) highlight [sic] that additional support is also required from local businesses to ensure that Aberdeen City can access TIF funding”. 

Well, that’s neutral enough for me.

“We would be grateful if you could consider writing to Barry White, Chief Executive, Scottish Futures Trust, 11-15 Thistle Street, Edinburgh EH2 1DF in support of Aberdeen City Council’s TIF (Tax Incremental Financing) submission” 

Aberdeen City is only asking businesses to write to the Scottish Futures people; it’s not biased at all.

“The TIF being proposed by Aberdeen City Council would unlock up to £80 million to deliver a range of city centre improvements as part of the city centre masterplan. At the heart of the city centre regeneration is the City Garden Project, which has already secured a commitment of £55 million of private sector investment with a further £15 million planned.”

Nothing wrong with a little unlocking, I say.  Who can argue with this factual paragraph?  Yes, sounds quite impartial to me.

“TIF is an invaluable and innovative tool for stimulating greater investment and regeneration, achieving major city centre transformation, and retaining and attracting existing and new business investment. It is therefore vital for Aberdeen to be selected as one of Scotland’s six remaining TIF pilot projects” 

Yes, they are saying TIF is great and it is vital for Aberdeen to get TIF, but I’m sure they really are as neutral as they first claimed.

“We hope that you will demonstrate your support for the Aberdeen TIF submission by making it clear that the Scottish Government needs to demonstrate its support for Aberdeen City and Shire by investing in the regeneration of Aberdeen city centre which, unlike Scotland’s other major cities, has received little or no public infrastructure investment over the last fifty years.”  

Yes, it is only fair that Aberdeen gets its own tram fiasco by having a big infrastructure project.  I do seem to remember that Audit Scotland thought things were so messed up here that we weren’t supposed to do anything big for a while.  But you can’t fault the City’s claim of neutrality just because they are asking businesses to beg for TIF.

Some of you out there might be starting to doubt whether or not the Aberdeen City BiD people are neutral when it comes to the City Garden Project getting TIF funding.  This excerpt from a letter from a Bid Bod should end any doubt:

 “Aberdeen BID is entirely neutral with regard to the City Garden project …”

So yes, Aberdeen City Council and its BiD people are neutral, they are just keeping businesses in the loop, and giving them a letter of support to sign so we can borrow somewhere between 70 million and 100 million (depends who you ask, really) for your great-grandchildren to pay off for building Teletubbyland. Neutrality to match the volunteer work, you might think.

It might sound like it’s asking for help from businesses getting TIF, but they have said they are  impartial so that’s that.

One tiny part of this impartial letter requires a little more study:

I draw your attention to what might be a typo (or a Freudian slip) in this letter which I found amusing (underlining is mine)

“ACSEF is a public private sector partnership that seeks to grow the economy and enhance its quality of life through a joined-up approach. With the private sector standing shoulder to shoulder with the private sector, ACSEF has facilitated, influenced and delivered a variety of major projects that are helping the region and Scotland to meet its growth targets”

Is the private sector going to stand shoulder to shoulder with itself – or is that exactly what the creation of ACSEF with taxpayer money has created and what we should be grateful for?  Answers on a form letter, please.

Just to show that I too understand neutrality, here is a link to a letter you can send to Barry White.

Tell him you don’t want a giant worm or a monolith that will cost someone, somewhere down the line tens of millions – if not one hundred million pounds.  Tell Barry the designs are awful, and the city needs to attract people with excellent schools, great medical facilities, safe, clean streets, and support services for those who need them.

No one is going to live in our city because it has more parking, more offices or a few giant concrete ramps where once 400 year-old trees once stood.  Use this letter as it is; customise it, or send your own to :  Barry.White@scottishfuturestrust.org.uk

Old Susannah is enjoying a glass of ‘Hello… my name is Ingrid’ (a beautiful brew made with cloudberry) at Brewdog, and is reflecting on another busy week in the Deen.
There was the Periurban conference for one thing. This was announced last minute on the City’s website.
It was an international conference on how cities deal with land on the fringes of the urban areas. I guess people from around the world came to see how wonderfully Aberdeen treats Union Terrace Gardens, Tullos Hill, green space at Westhill and Cove, and Loirston Loch.

The two-day conference was opened by the pioneering champion of all things green: Kate Dean.

I sent in an application, and then found myself invited to the second day’s events. For some reason it seemed they didn’t want me on the first day. I heard lots of important speakers, most of whom said urban sprawl is a problem, and we must all use less resources and re-use what we can. Someone even said ‘planting trees is not a solution’ – Cllr HoMalone please take note.

We heard about city centres emptying out if there is too much urban sprawl, with shops closing and crime and social deprivation becoming a problem. I was just surprised no one from Aberdeen explained how our ‘improving’ Union Terrace Gardens into a car park, ‘cosmopolitan cafe’, the hoped-for monorail and building in the greenbelt were going to save the day. I would have loved to have heard it. 

One City Council official kept turning around in their seat to look at me; for some reason they almost looked worried I was there. Could it have been the ‘Save the Tullos Deer’ t-shirt I wore under my suit jacket?

Someone was there from a local green charity, and somehow I brought up the deer cull situation (my t-shirt might have helped). The person had no idea why the Scottish SPCA was against the cull and what the other issues were. I happily explained.

Elsewhere in the Deen, someone has decided to leave a cat in a wheelie bin. Perhaps they want as much media attention as the woman from Coventry got? You may remember Mary Bale who cruelly left a cat in a bin for hours on end and was caught out. Let’s see if we can’t find the Aberdeen copycat cat botherer and do for them what the press did for Bale.

It would likewise be a shame if shamed Banff Brothers David and Colin Reid of 22 Boyndie Street West, Banff, got any bad press for their dogfighting activity conviction and jail sentences.

This is the Scottish SPCA’s first major dogfighting conviction in Aberdeenshire (where officials denied there was a problem, you may recall), and it is cause for celebration.  The Reids must know something about other dog fighters – let’s hope they roll over.  Thankfully, some of the dogs they were abusing have been rescued.

But anyway, here I am in Brewdog wondering what to write about this week.

I am looking at a recent Press & Journal headline which screams in giant letters: ‘IS THIS THE MOST HATED MAN IN SCOTLAND?‘ As I am always happy to follow where the P&J leads, so let’s skip definitions this week and take a look at the most hated man in Scotland instead. 

Imagine one man using the legal system to the maximum for his own self-interested ends. Imagine him standing alone, unwilling to listen to the thousands of people who want him to abandon the battle.

Imagine for a minute how much taxpayer money and court time he is willing to use up.

Yes, Mr Milne may well be the most hated man in Scotland. For openers there is the legal battle which he’s taking all the way to the highest court in the UK. For those who don’t know, Milne bought land from the City Council – 11 acres in Westhill – for some £335,000. (By the way, who do the rest of us have to know to get deals like that? Jane – can you help?). The land is worth millions.

Apparently Milne agreed with the City to pay a portion of any sale/rental profit to the City. In a really sharp, not at all transparent move, the land was sold from one arm of the vast Milne empire to another Milne company. As you’d expect, such a deal cost over £500,000 to do. Or so Milne claims when his companies say there was no profit left after the sale.  Seems pretty clear to me.

Yes, Milne is appealing (but not to most of us).

You’d have thought that our very generous Council wouldn’t go bothering Stew for a mere 1.7 million pounds (goodness knows the City can waste that much with ease), but it seems the City will be trying to claw back the money.

The courts found in the City’s favour – but Milne would rather drag us on through the legal system and cost the taxpayer more money than shell out.

Yes, Milne is appealing (but not to most of us). Of course if you weigh this against all the associated costs, then there probably won’t be much financial gain. Here’s a clever idea: let’s stop selling our assets at less money than they are worth. Who knows?  We might wind up less than the £50 million in debt we currently are.  But back to Milne.

We come to the subject of the once-beautiful game. Someone’s decided it’s much better to do land deals than try and win matches.

Milne will develop Pittodrie (which could have been rennovated – this has been done elsewhere in the UK) and build in the greenbelt well out of town.  Loirston Loch will be greatly improved by the new stadium. What the remaining wildlife will make of the lack of land, the cars, the additional pollution and inevitable trash is another matter.

I wonder what it’s like to be less popular than the Donald? Will the Dons become the Donalds?

The bottom line is the stadium will glow in the dark (!) and we can have Elton John and Rod Stewart concerts!. (Who cares that two BBC stories this week prove another link between ill health and car exhaust fumes, and Scotland’s wildlife continues to diminish?)

You would have thought that AFC fans would be jumping for joy at the chance to drive/bus/walk to Loirston. Instead, many of them want Milne to jump ship. Things are so desperate that some fans are actively inviting Donald Trump to invest in the club.  Ouch.

I wonder what it’s like to be less popular than the Donald? Will the Dons become the Donalds? Mr Milne might want to stay away from Facebook or AFC fan sites for a wee while, where there is just a hint of dissatisfaction. Such ingratitude – and after all he’s done to us. Sorry – I mean ‘for us’.

Stew’s not very popular in the city centre either. In his proposal for Triple Kirks, he’s promised us more office buildings. Result!

So who’d have thought that putting two glass box buildings next to the Triple Kirk spire (and probably chasing those pesky peregrine falcons away in the process) could make you unpopular? There will be office space – and who wants anything more than more office space?

I’m afraid to say Mr Milne is now as popular with golfers as fox-batterer Forbes would be at an animal rights meeting.

The only problem is parking (not that that is hindering him developing Pittodrie or in creating the stadium – neither has adequate parking in their plans). Where on earth will Stew find any parking solutions close to Triple Kirks? If only there was some empty, under-used space nearby – maybe something that ‘only has grass’ in it. He could have car parking, the offices would go ahead without a hitch, he’d rake in some money.

People would be amazingly grateful: we would get parking, shopping and ‘cosmopolitan cafes’ – where we can sit and drink coffee year round and be, er, cosmopolitan. If only Stew or his pal Ian could think of some solution to the problem, it would mean more money for Milne. There are some people who think the consultation should have been handled by the city with a lengthy consultation, and that the listed status of Triple Kirks carried a bit of weight.  These people were of course wrong.

And let’s face it: Milne could be low on cash.  Am I alone in thinking he’s short?  He’s chasing a mere 1.7 million through the courts (when he’s supposedly worth about 60 million). He’s about to lay off workers up and down Scotland – he says he can’t afford them.

Perhaps he expanded a bit too quickly? Perhaps he thought new building would continue for ever? Well – with our City Council it just might.

It seems a little ironic that the City is giving Milne contracts (some recent ones total over ten million) while he is both dragging the city through the courts and firing Aberdonians in the building trade. But the people who are in charge know best. 

For reasons of space, I’ll limit this to just one more aspect of the man’s popularity. I’m afraid to say Mr Milne is now as popular with golfers as fox-batterer Forbes would be at an animal rights meeting. It seems that the Portlethen community council and those who use Portlethen Golf Club are up in arms over Milne’s plans to build 153 houses so close to the course that there may be a few problems. Safe to say, people are teed off.

There you have it. The Press & Journal had their own front-page suggestion for ‘the most hated man in Scotland.’ Some of us have a different candidate for that title.

Last word: City Council employees: stop criticising your wonderful employers and managers on the Intranet. First: they don’t like it and are drafting all kinds of means to stop your free speech. Second: that’s my job. I understand they may participate in a 24-hour ‘tweeting’ session to say what excellent services they’ve got going. You are cordially uninvited to tweet back.

The curtain falls on the sixth and final act of Jonathan Russell’s assessment of the tragi-comedy that is services for the disabled in Aberdeen – but what will be the last word? Is there a way forward for services for people with Disabilities in Aberdeen?

We are now faced as a city with considerable challenges due to both the wider financial and economic situation in the UK and the bleak financial situation that Aberdeen City Council has got itself into.
The situation with the SNP refusing to let councils increase the community tax has to be challenged and this is particularly relevant to oil rich Aberdeen where the majority of people could afford an increase.

Other possibilities would be to re introduce the SNP’S idea of taxing large retailers but it would have to be clear were the money collected was going. The Oil related companies have given very little back to Aberdeen or the wider Scottish/UK despite their huge profits.

ACVO  (Aberdeen Council  of Voluntary Organisations) have been working hard to get the private sector more involved in supporting the struggling voluntary sector and this should be encouraged. We have to make decisions on how best in difficult circumstances money is to be spent. We also have to make sure that the money spent is at best value for the needs of its citizens and end the prevailing culture of waste.

As a city we have to make bleak choices as to what is important to us as citizens.

Do we want to support the more vulnerable in our city including the disabled, the elderly, vulnerable children and the homeless or are our priorities more about grand projects like the replacement of Union Terrace Gardens, the Bridge over the Don crossing, the Aberdeen Western Peripheral Route, money once more to bail out the Aberdeen Exhibition Centre or a new Olympic Swimming Pool?

All these projects have to be paid for and as with most capital projects, costs are likely to escalate and eat into other budgets.  At present it is the vulnerable people in our communities who are taking the biggest hit.

Is this what the citizens of Aberdeen really want?

As well as making these decisions we have to make sure that we are spending our money to its best effect. This means putting a priority on cutting management costs and the inappropriate cost of consultants and not on the cutting of front line services. Over the last year £29,500 was spent on an outside grouping ‘Moveable Feast’ finding out what services people with learning disabilities want. This is a scandal when the resources to actually run services are so low.

My experiences of management in Aberdeen City Council left me with major concerns about the organisation. At present there is a rift between frontline staff and management. The roles of both managers/strategists and councilors need to be urgently reviewed.

In particular councilors and managers have to become much more visible and supportive to front line staff. Strategists have to engage with the front line and get away from their ivory towers and be expected to carry out work themselves rather than relying on consultants. The ethos has to be one of Public Service and not one of career moves and covering ones back which is sadly the prevailing culture.

The encouragement and support of front line staff has to take priority if we are not to have an increasingly failing organisation with an increasingly demoralised staff group. Finance and how to provide the optimum amount of service to the public needs to be at the centre of any service delivery.

The ideas in the disability area presently being mooted is the idea of providing individual budgets. The idea of individual clients having their own budgets to purchase services has been on and off the agenda for several years. Individual budgets have the potential to empower individuals to get the types of services that they themselves want.

However, from the experience of Direct Payments, a similar scheme that has operated for at least eight years, it is only families who are more able who have been interested in being involved.

For many the whole process just brings more stress onto already overburdened families. One of he main problems with the idea is that at present there is little choice as to what to purchase and to complement this people will only get services if they are seen as fitting the Eligibility Criteria as agreed by management.

This has led unsurprisingly to the unit costs of services going up. So that the cuts in services are greater than the money that is being saved.

Care Management is the process which operates across the UK in the management, finance and support of care packages. The original idea of Care Management was two-fold, firstly to co-ordinate individual packages, but secondly to develop needs led services at less cost.

What has happened in reality, in Aberdeen at least, to my knowledge is that no needs led services have ever been set up but what we have in its place is a highly bureaucratic system with much of the same information going onto different forms that is only about the seeking of funding for individual clients to go to already existing services.

One of the crazy things that happened was Single Status

As stated earlier this stops them thinking of services such as those at Aberdeen College that do not cost the council money being used. We have moved into a highly bureaucratic and risk adverse culture where the emphasis is on covering back rather than service delivery.

The danger is that the new system of individual payments ends up going down the same route as care management and direct payments with individuals spending their money on individual support workers  rather than sharing resources with others which would be more cost effective. This will prove expensive and restrict support to fewer individuals also with further cuts coming down the line resources are going to become increasingly short.

The days of Thatcherite individualism are surely over, even David Cameron has moved on to ideas about the Big Society.

The other process that is happening is in the name of saving costs and getting better outcomes services are being re-provisioned away from the statutory sector to the voluntary and private sectors.

One of the crazy things that happened was Single Status (which was meant to be about equal opportunities and more equality). Salaries did go up for most levels and some went down. Many of those that went down re – did their job descriptions and their salaries went back up.

The low paid  staff  in many services had their salaries increased. The services they worked for like Home Care, Home Support and the Community Placement Team were then closed down and/or some form of re-provision took place. Of course the managers and strategists at the top have not been re-provisioned. They still have their increased high salaries.

It is only staff on the front line and the services that have been primarily affected. Further in the 2009 round of Aberdeen City Council Social Work and Wellbeing cuts it was agreed to cut management and Strategic posts to be seen as being more balanced. Yet many of these posts were in reality never cut as this would affect the amount of work being undertaken by ‘low paid’!? management.

Whether putting services out to the voluntary and private sector leads to better outcomes is debatable and needs to be monitored. No doubt at times it does and at others it does not.  What we do not know is whether costs have really been saved, as the costs of commissioning, pensions and redundancy payments are part of the costs of this process.

Also, many experienced and committed staff are no longer involved in the process of providing services.

What we also know is that public services that could be flexible to individual need and crises have been replaced by rigid contracts in the private sector for individual users. This means that in situations when clients need less or more of a service; they still get the same service. This stops the empowerment of clients when they could be doing more on their own, and also restricts services from providing more support when it is needed rather than having to go through the whole process of re-assessment.

We need to provide services that are good value both in terms of cost and in terms of providing the optimum service provision within the limited resources that we have. The Community Placement Team was a good example of this, actually bringing in resources and working effectively — it was closed.

Create,  Inspire ‘s Local area co-ordination and Hub, Reach Out,  Access to Training and Employment and Cornerstone employment service have the potential to start building up of services but my concern is that Aberdeen City Council will continue to waste money rather than putting emphasis on the delivery of services.

The main end point of the Community Placement Team was to get people with Disabilities into some form of work. As well as giving to individuals concerned the opportunity of having what most other people experience in being able to work this form of support is cost effective as most of the support is provided by employers.

Cornerstone Community Care have continued to continue to provide an employment service and this should be supported and encouraged.

We need to be doing the following to make the most of the resources we have.

  • Get back to partnership working and making use of resources which are of minimal cost to Aberdeen Council.
    This would mean more joined up working between and with Schools,AberdeenCollegeand resources like the Workers Educational Associations ‘Reach Out’ Project
  • Work more effectively with carers, clients and their friends
  • Start working more again with employers to provide work opportunities
  • Get back to thinking in relation to groups rather than individuals and integrate these groups as much as possible into the wider community. What most people with learning disabilities want is social contact
  • Concentrate resources on service provision such as that provided by Create, Inspire, Cornerstone, Reach Out and Access to Training and Employment with an emphasis on Best Value
  • Focus management on supporting front line services
  • Have clearer roles and expectations of both management and frontline staff and concentrate on improving morale of all staff in Aberdeen City Council
  • Cut back on Strategists (many who were appointed in a spending frenzy around 2007) and spending on outside bodies such as Movable feast and other Consultants.
  • Start thinking about how to bring money in by working more closely with the private sector and investigate and go for any potential funding streams. This should be the responsibility of management/ strategy. An excellent example of where this has been done is Aberdeen Foyer.

 As a city we also have to decide how we spend what will be increasingly limited resources following the impact of national cutbacks.  I would suggest that people with disabilities should be a priority and to do otherwise would be a sign of a city that has forgotten to care.

A Comedy of Errors Meets MacBeth: Act III

The next stage of the Community Placement Team fiasco was in November 2009 when we learnt firstly that as a team we were going to be stopped supporting staff at Glencraft ( just when Glencraft was in crises and potentially closing down ) and then the news came, not from our management but by someone leaving the information in a photocopier, that the whole team was to be closed.

This led to an outburst of public concern. Parents e-mailed councillors and officials, a highly successful public meeting took place which, despite high snow falls, was so well attended that not everyone could get in to the venue at the Belmont cinema. Council officials refused to attend.

The Director of Social Work put out an e-mail to Councillors telling them not to attend the meeting. This was a total affront to democracy and is an example of how the administration councilors have often lost control of our council. 

At the public meeting which was highly supportive of the need to keep the Team operating there was an apology for attendance from the SNP Convener of the Social Work Committee who was on holiday but only Labour Councillors actually attended the meeting. Concerns were raised in the media and STV news ran several news items, one being shown on the national news. 

Despite this public protest the council administration backed the recommendation to council by the officials. 

The Councillors had been told again that employment services would be re-provisioned but no services to date have been established though some clients have been supported by the Cornerstone Employment Team. This means that many people with disabilities have been left in employment with no back up support to employers or for themselves and the opportunity to run a modern cost effective service lost.

In 2009 there was a temporary consultant employed to be the lead officer in Social Work Services.

Once more scarce public money was being wasted

One of his colleagues also a consultant ran some excellent workshops, which were organized to run, following concerns from parents about the proposed closure of Learning Disability Day Centres.

Sadly parents of clients already receiving services in the community were not asked to be involved. A number of actions and targets were set. However following the workshops none of the actions were acted upon. The Head of Service at the time refused to meet with me concerning an action we were expected to work on together in relation to employing more people with disabilities in the council. Once more scarce public money was being wasted.

What did happen however was that one of the Team Managers, who did have considerable interest and commitment in the disability field, was given the responsibility and unrealistic targets of putting together a number of proposals for future day services.

Along with a number of agencies I had been working on a proposal called Aberdeen Inclusive Horticulture our aim had been to bring in lottery funding to support the horticultural projects we had been running and extend this to an allotment in Garthdee.

My team at that point thought the world had gone mad and, of course, it had

This proposal was then taken over by management in the council and rather than looking into getting extra funding, the emphasis went onto paying a consultant to carry out a feasibility study. Of course nothing  materialised out of this exercise and yet more public money was wasted.

With other agencies, I was also looking into funding opportunities to finance a pilot with the hospitality industry. Again this was taken over and lots of agencies were invited to meetings with the aim of them taking on the employment work that had been carried out by the Community Placement Team.

Again, nothing came out of these meetings other than more time and money wasted.

Even more bizarrely,  in 2008 due to new criteria that were introduced, we had  to cut all our leisure services. Yet suddenly in 2010 there was a Principal Planner getting involved in  organizing taster leisure events. This was crazy on two levels, firstly that while cutting low paid staff who had been running leisure groups, we now had a Principal Planner on a high salary organising such activities surely not part of their job remit, and doing work that should not have been happening if the eligibility criteria was being followed.

There was also failure to understand that it took time and at least a period of support for people with people with learning disabilities until they were able to attend events independently and those with a more profound disability need continued support. My team at that point thought the world had gone mad and, of course, it had.

There was also a proposal to develop the Skyline Café which was to be above the Bon Accord Centre. This was often heralded as the solution that would handle all the needs of people with learning disabilities. With a café and lots of activities it was also meant to have taken over Inclusion for All – coordinating classes in community centres.

In the end, The Skyline failed to materialise.

More recently Inspire funded by the council and put together by their excellent Development Manager and other staff has opened up what is called a Hub in Aberdeen market which is a very similar project. This project needs to be supported and hopefully it can lead to more opportunities for people with disabilities in the city.

Access to Training and Employment did carry on with ‘Inclusion for All’ until December 2010 but did this on a voluntary basis as a half promised payment was never received from Aberdeen City Council.  

Inclusion for All has never been picked up and, with the present proposals to cut Community Learning and cuts at Aberdeen College, will have less opportunity to do so in the future.

One very positive development is that three staff who had been employed in the day centres one of which Burnside has been closed have formed themselves into a voluntary organisation Create and have been providing good creative services this has included taking on the Va-va-voom theatre group. Individuals attending pay for their attendance and money has been raised from trusts etc.

The question has to be raised however as to whether such developments will be sustainable in the long term given that individuals have to make their own payment to attend and their savings could eventually run dry.

As part of the cuts there was going to be savings made by the Senior of the Learning Disability Team taking early retirement.  In reality however they filled the Seniors post which of course cost more money and was not a saving as said to the Social Work and Wellbeing Committee, but an extra cost to the Council.

In fieldwork, we had moved from two seniors with twenty one staff to two seniors and eleven staff.

Also as part of the cuts that were passed by Aberdeen City Council in 2009, four strategy posts were to go. To my knowledge all these posts are still in place.

The whole process has been strategically and managerially floored and has led to a significant loss of services that were being provided at best value, and instead money was wasted on consultants, extra management and strategist’s time.
