On Monday the 26th September at Aberdeen harbour, the UAL Africa will be open to shippers and forwarders alike to tour on board and have a look at the newest vessel to be added to the current 16 multi-purpose geared vessels of Universal Africa Lines (UAL). With thanks to Rhonda Reekie.

The vessel was actually built in The Netherlands and is special because of the application of the Groot Cross-Bow (registered trademark), an innovative bow shape with wave piercing abilities.

This means the vessel will have less slamming and will be easier to maintain its speed compared to conventional bow shapes with bow flare.

Because of this shape, energy is saved – therefore  less fuel oil will be burned resulting in a reduction of CO2 output.

The vessel will be christened in Delfzijl, The Netherlands on the Friday 23rd September and then sails to Aberdeen, where she will set off on her maiden voyage via Antwerp to various destinations in West Africa like Takoradi, Lobito and Soyo. In the future she will also be used from the port of Houston.

UAL have been sailing from Aberdeen port now for 14 years, and Kestrel Liner Agencies Aberdeen  – finalists in the 2011 National Business Awards (for Customer Focus and Entrepreneur of the Year)  – are their liner agents . Last year they had over 30 vessels in Aberdeen for various West African destinations serving the oil and gas industry.

Old Susannah watches the latest developments in the ‘Deen and the wider world and feels like a deer caught in headlights.  Here is this week’s look at what’s happening where and who’s doing what to whom. By Suzanne Kelly.

This Saturday is Open Doors day; I urge you to get out and visit sites in Aberdeen normally closed to the public.  (I will try and get to Marischal College – but I will also be whale-watching at Torry Battery with local expert Ian Hay at 10:30).

From noon Old Susannah will be at Marks & Spencer collecting signatures on postcards to highlight the plight of our Tullos Hill Deer. The postcards are free and will be sent to the City; please come see me.  The design is a powerful one, I think you’ll agree.

Old Susannah spent last week in France and Italy. I wandered around small towns and capital cities, and was struck at the lack of concrete, shopping malls, and ‘connectivity’.  Small, intimate spaces were around every corner – but you actually were better off walking from place to place. 

Not a single monorail was in sight either.  Small, local shops were busy with locals and tourists – there was no choice but to buy individualistic, hand-made items in most of the places I visited.  Streets were tree-lined; parks filled with interesting plants, and the pavements were amazingly clean.  Even the smallest of towns had rich programmes for retired/elderly people.

I even came across a programme to teach dog owners the importance of keeping their animals under control and cleaning up after them.   Don’t worry – nothing like this will happen here.

Sad to say I missed this year’s Offshore Europe. 

While historically a few firms hire attractive fashion models to talk to prospective clients about North Sea joint venture economics and showcase the latest in directional drilling techniques and so on, this year it seems one firm took things a bit further.  I am told swimsuit models were window dressing for one of the stands.

Perhaps this bathing-suit theme was something to do with subsea operations or ‘diving’ of some sort or other.  Whatever happened to the old-fashioned practice of giving OE visitors lots to drink? In any case, it is a good thing we have more women involved in the oil business, and the presence of glamour models should by no means be seen as a cheap publicity stunt or a large backwards step for equality.

In a happy development, the baby gull that I rescued (with a co-worker’s help) made a complete recovery at New Arc Animal Sanctuary, and will be released soon, along with a Fulmar and some ducklings. Keith at New Arc has his hands full, and is still looking for volunteers and donations.  New Arc will shortly open a charity shop in Banff, and will want your unwanted quality goods (new and used) to sell.  Get in touch with New Arc at  thenewarc1@aol.com

I realise not everyone loves birds and gulls – I’ve not forgotten Mervyn New, who happily blasted baby gulls with a gun (at his work no less).  But it seems a contributor to Aberdeen’s newest free newspaper, Aberdeen City Life, isn’t fond of them, either.

‘Fona’ McKinnon writes in City Life about the ‘Terrorists From the Sky.’  Er, they are birds and not quite terrorists; some people might object to the comparison in this run-up to the anniversary of 9/11.  Best not to feed them (terrorists I mean) in town, but it’s definitely best not to blast them with guns either.  Old Susannah wishes City Life all the best, and  is glad there is another hard copy newspaper in town.

Finally, a tired, old, Aberdeen institution has had a much-needed facelift (no, not you Kate).  Aberdeen City’s website has been re-vamped, and looks absolutely vibrant and dynamic.  (More on its contents in a minute).

Time for some timely Deen definitions.

Family Business

(modern  English compound noun) An organisation or enterprise staffed, organised and managed mainly by members of one family.

Much has been said lately about the excesses of the UK’s MPs when it comes to  claiming expenses.   Gone are the days of flipping second homes, flipping padded expenses and flipping new luxury bird houses in moats for the flipping MPs.

Much has also been said about the MPs using unpaid interns.  The interns work for free, and more often than not are people who don’t need to work for money; often internships are given out to the well connected.  But one area where the MP is still free to do as they please concerns hiring family.

Family members serve as secretaries, assistants and office managers.  The Independent Newspaper’s sister paper ‘i’ reports that the taxpayer is shelling out a few million pounds annually for the 130 or so MPs’ family members. I  am sure it must be a hardship working for mum or dad; the interviewing process must be rigorous.

I guess the jobs are  all advertised widely, and a number of candidates are shortlisted before junior  gets the job.

Closer  to home, I note that many of our elected City Council officials still have time  to run Aberdeen along world-class lines while still keeping a hand in their own  family businesses.  Some work as  assistants for family plumbing or electrical businesses.  Old Susannah knows it’s possible to do more than one job at once, but has always been confused by one little detail. 

Some of these councillors list on their  council web pages that they work for a family business – but when I look at the official register of interests, I can’t find where that work is actually  listed.  Are they working for free?  Possibly – they are all quite selfless souls.  Even so, I believe such work is  meant to be on the official register of interests.

I am still trying to get to grips with what is/is not put on the registers, and aside from one rather terse email to me from the City (which took months for them to compose), I’m just not there yet.

Of course if any of these family business companies were doing any work for the City, the relevant councillors would bow out of any relevant meetings, and there would be complete transparency.  I am sure that everything is above  board.  I just can’t find it in writing, that’s all.

‘Open Data Initiative’

(Aberdeen modern phrase) 

Just when you thought the  City had completely shown its hand and come clean about deer, trees, expenses, garden projects, planning, and selling land at less than market value – along comes:  the ‘Open Data Initiative’.  I mentioned the swish new website layout (I have to admit – it is an improvement), well one of the new-look site’s great successes is the Open Data Initiative.

I  can practically feel the suspense building, and almost hear people asking aloud “What is the Open Data Initiative”! Without any further ado – here you go:-

Open data is about increased transparency, about sharing the information we hold with the wider community to build useful applications.

We’re always looking for new ways of making it as easy as possible for developers and website owners to access and present data held by us in ways that they want – allowing you to remix, mashup and share data easily.

Use the links to the right to navigate to our various datasets available.  We’ll be adding more datasets soon, as well as pointers to online tools for making use of this data.

I am confident the City knows about data ‘mashup’; I would in fact swear to this.  Well, what possible data are they now freeing up for us to mash and re-organise?  

Will they tell me how much they are paying the deer ‘expert’? 
Will they (finally) say how much land they sold at less than market value? 
Will they let me know if any companies doing building maintenance at council properties are Councillors’ family businesses?

You will find everything you might want to know.  About how many hits the City’s website gets per month, the population figures, and the expenditure on something called the  ‘Accord’ Card.

These are the very things I’d put on a Statistics page if I ran a city that was millions in the red.  I was dying to know how many visitors the City’s web page had in August 2010 – the answer was (of course) 214,000.  I guess that’s all of our questions answered now.

With our debt level in mind (and not being 100% certain a carpark and mall in UTG will save us from ruin), I followed a link to the February finance meeting documents.  With our newly-launched ‘Open Data’ initiative in place, surely the City will be open with its – I mean our  – finances, I thought.

Not all data is for the public of course. For instance, I was relieved to find that about half the information the Finance Committee discussed in February last year is off limits.  Have a look for yourself if you like:

You’ll see that many documents are withheld as they are tip top secret, must never be released, and are commercially sensitive. And thank goodness.  It’s hard to get any privacy sometimes; so I’m glad to know that privacy is respected by our City’s officials.

However, I noted that an item from this Finance meeting about ‘Managed Data Centre and Virtual Desktop Environment’ was deemed secret.
If we have an ‘open data’ policy I guess it’s reasonable to withhold information from the public on the ‘Managed Data Centre and Virtual Desktop Environment ’ –  I’m just not sure why.

But the good news is now you can see the reasons why you can’t see the items on the agenda.   And that, I suppose, is ‘Open Data’.

On that note I feel the need for a Brewdog coming on.  I will say here and now I bought a few shares in Brewdog, so please consider that my interest in Brewdog to be declared.  I bought the shares, the T-shirt, and the beers.  Why?  Because they are great.
If I had a family business, I’d like it to be Brewdog, I do declare.

Aberdeen Council have recently noted an interest in applying for Tax Incremental Funding (TIF) from Scottish Government funds. The idea is that the Council would underwrite a loan of possibly £80M or more, £70M of which would be used to help pay for the City Square Project. The final application for funding will not be made until December, by which time a business case for TIF will have been completed.

Earlier this year, the then Council leader John Stewart, extended the remit of TIF to include city centre projects other than the city square. These are:

The City Circle Project: A walkway connecting Union Square and the railway station in a circuit from Guild Street, along Market Street through the St Nicholas Centre, down Schoolhill through the City Garden down Bridge Street and rejoining Guild Street to complete the circuit. Basically, it’s a walkway whereby shoppers in Union Square will be heavily prompted to visit the rest of the city by signs and possibly colour coding.

St Nicholas House Redevelopment: A recent council document stated this:

“In the current property market, however, the Council is concerned that developers will be unwilling to take the risk of demolishing redundant parts of the site, delaying any sale and redevelopment and resulting in a vacant city centre eyesore for a number of years. The council therefore wishes to pre-clear the site, to prepare it for sale, and bring forward development.

“The aspiration is that the tower, if not demolished, would be stripped back to its’ skeleton ready for redevelopment, and recladding and put to new uses either as a hotel, apartments or offices, and a new public square would be created to improve the setting of Marischal College and establish a focal point for a new ‘civic quarter’.”

Of interest in this statement is that the possibility of building a public square next to St. Nicholas House has been resurrected. This otherwise hasn’t been mentioned recently in council papers.

The document mentioned is the Aberdeen City Centre Redevelopment Economic Impact Assessment Information, August 2011. This provides information for a questionnaire to be answered by some 500 organisations and individuals which would provide feedback to assess the economic impact of TIF.

Denburn Valley Health Centre Development: From the same document:

“The health centre on the roof is reaching the end of its design life and NHS Grampian is looking to vacate the building. Planning guidance issued by Aberdeen City Council has called for “imaginative” development of the site using the “highest standard of design and materials to complement the surrounding urban form, listed buildings and conservation area”. Redevelopment must continue to provide for substantial public car parking on the site and is expected to comprise largely commercial space for small and medium businesses and some residential development.”

Aberdeen Art Gallery:

“Infrastructure and development required to link the Art Gallery and Cultural Quarter to the City Gardens including partial redevelopment of the gallery and creation of additional gallery space.”

The Scottish Futures Trust (SFT) are seeking six ‘pathfinder’ projects to help establish the feasibility of TIF in Scotland. Three projects have been approved (Edinburgh Waterfront Development, Ravenscraig, and the  Buchanan Quarter in Glasgow) and three more are being sought.

There is strong interest as Barry White, Chief Executive of the SFT  told me in an email last week:

“I can confirm that we have received a submission from Aberdeen City Council and will be considering it along with the submissions received from many other local authorities over the coming days.”

The Case for TIF in Aberdeen.

Tax Incremental Funding is well established in the United States and has recently been introduced to the UK. The idea is that a local authority borrows a sum of money for a development project from Government funds and that the extra business rates generated by the development is captured to pay off the loan over 25 years for instance.
It works best where a brownfield site is used to develop a large scale business operation, the revenue from which is to some extent predictable. In this instance, the risk on a council borrowing a large sum of money is mitigated by a sound business model.

The Aberdeen TIF case is largely predicated on the City Square rejuvenating business in the city centre. There would only be a small amount of revenue generated on site and this would be insufficient in itself to provide business rates to pay back a large loan. Instead, it would be hoped to capture business rates from the surrounding city centre both from rates generated by extra business and new developments.

Trying to predict how much extra business will result from a new city square will be to a major extent speculative with a large uncertainty involved.  In other words, if Aberdeen Council borrowed £80M through TIF this would be based on hope rather than certainty that the money could be paid back.

Aberdeen Council is £562M in debt according to an Evening Express report earlier this year. The interest on the debt is paid from the revenue budget and soaks up cash that could otherwise be used for service and amenities. The Council cannot afford to take a risk on being left with more debt to service, the budget is under severe strain as it is. On the other hand, I have been told that the city is so short of capital for spending that it is unlikely that there would be any investment in the city centre without TIF.

The £70M loan for a city square would be a loan too far; particularly given how unpopular the project is in the city. There is tacit recognition in the questionnaire document that the City Square Project may never happen.

“This option considers the outcome where the City Garden Project is not realisable, but the other projects are. In this scenario, economic benefit and new business rates would be generated primarily by the North Denburn Valley and St Nicholas House developments. Although likely to be less than would be the case if the City Gardens were to be realised, these two projects would nevertheless likely provide the basis for a smaller TIF.”

In this instance, Aberdeen would get a public square at St  Nicholas, which is where most people wanted it in the first place.

“Which of our conflicting transport demands are most important?” asks Jonathan Hamilton Russell in this edit of his longer article, written to encourage debate on the future of personal and freight travel in NE Scotland.

Scotland has extremely ambitious climate change targets, yet we prioritise airport expansion and roadbuilding.

The NE economy needs transport infrastructure to allow movement of goods; people have to get to work with few holdups.

Meeting climate change targets means embracing sustainable transport usage by reducing car, road freight and air travel yet Aberdeen Airport has the fastest-growing passenger numbers in Scotland; public transport is the only option for many, but the majority are wedded to car use. Among Scottish cities Aberdeen car count is highest; Aberdeenshire has the highest rural area car usage; increasingly, Aberdeenshire residents drive to work in Aberdeen, exaggerating traffic bottlenecks.

Public spending cuts mean local and national governments face stark financial choices affecting resources for maintaining and enhancing transport infrastructures.

The days of cheap petrol have passed. Prices will continue to rise.

Bus fares are higher here than throughout Scotland.  Southbound buses are often of poor quality although local buses are of a high standard, and Aberdeen citizens, on average, are nearer bus stops than other Scottish cities’ residents.

Bus use in Aberdeenshire can be problematic, but could be increased by driving to stops and transferring to buses – less stressful than car travel. Council cuts to services for the disabled and elderly have made travelling significantly more challenging for such socially-excluded groups.

What can we do?

There’s general agreement that people should be encouraged to travel more sustainably. Cycling activity is increasing, although levels are lower than elsewhere in Scotland, and it needs to be encouraged as a healthy, environmentally-friendly activity.

Cycle pools, common in many European cities, could be created. Cycle routes to school, given priority, would provide more fun and health benefits for children than car travel. Cycle safety measures would need to be put in place, particularly at roundabouts, to make them less dangerous.

Park and ride schemes, particularly at Kingswells, are less successful than envisaged but remain a commuting option. Car-sharing, whilst becoming more common, is far from the norm. NESTRANS, responsible for planning and transport implementation, has suggested piloting car-share lanes.

Laurencekirk railway station has re-opened, but more stops are needed, possibly at Kittybrewster and Altens. The Haudagain roundabout obviously needs improving, with priority for cyclists, buses and car-sharing.

A new Bridge of Dee is needed – contribution to its cost from that area’s large retailers might have been written into the conditions when planning consent was agreed. Any new development should prioritise cycles, buses and car-sharing.

Aberdeen is a fairly small city and walking should always be marketed as a healthy, cheap and quick transport option.

Traffic lights in pedestrian high-use areas should give priority to pedestrians. 20 mph restrictions have improved safety, although limits are regularly broken by a minority of drivers.

Offering flexible working hours is effective in reducing peak-time traffic levels. Salary benefits for those cycling or car-sharing could be introduced, with car pools for staff who have to drive during  work time. Working at home, for at least part of the week, is an option as is business conferencing rather than travelling to meetings. Both would reduce business costs.

Will the increased price of petrol reduce car use enough, or do we need to introduce road pricing, viewed as the single measure most likely to effect change to how we travel? The increased motoring costs would make drivers consider alternatives.

Aberdeen would almost certainly benefit, reducing the numbers moving to Aberdeenshire as extra travel costs outweigh housing cost savings.  It is a hot potato, however, and would be unpopular due to the high levels of car use locally. Few politicians would have the courage to suggest its introduction, despite being effective in reducing car  dependency.

We also need to identify new means of financing transport developments and to maintain the current deteriorating infrastructure. Road pricing could raise those funds.

Some planning decisions have encouraged car use. Union Square adjoins both bus and rail terminals but it has also provided increased parking opportunities.

 It has had a detrimental commercial effect on Union Street, George Street and Bon Accord Centre shops, all more accessible by bus.

The proposed Union Terrace development would increase city centre car parking availability, flying in the face of the need to reduce car travel and move towards more sustainable transport methods.

All measures have advocates and opponents. The Aberdeen Western Peripheral Route (AWPR) for example, highlights conflicting views and interests.  Newton Dee Village fought an effective campaign to stop the road encroaching on that community; Road Sense has successfully raised legal objections, forcing public inquiries, even if of limited scope.

The AWPR has both advantages and disadvantages. It would help take freight off Aberdeen’s roads although significant volumes still have to come in and out of Aberdeen.

It would reduce travel times although there are other bottlenecks further south. It would reduce congestion at the Haudagain roundabout and Bridge of Dee, but it is well-documented that increased road space leads to increased traffic. Roads in general will become more congested.

The AWPR would help businesses. It will allow more people to live outside Aberdeen as it will be quicker, at least initially, to travel into Aberdeen but will lead to an increasingly-ageing city population.

Such demographic change will leave Aberdeen City Council with less money and greater demands on resources. An excellent deal has been negotiated in terms of local authorities’ contributions, with the Scottish Government meeting 82% of costs. These, however, have already escalated and impending substantial expenditure cuts will leave less money in the overall pot.

The low level of rail freight uptake is a national scandal. Road freight transport’s perceived flexibility sees it preferred.  Historically, there were conflicts with rail unions, who, however, are now keen for freight to move to rail. This will need increased public and private investment, less likely in a period of reduced public spending, although in terms of providing work and kick-starting the economy this option should not be ruled out. This also applies to the AWPR.

There would need to be contracts developed between the Freight Transport Association, the Road Haulage Association, rail companies, unions and government at all levels.

The replacement of the freight terminal by Union Square was a setback for future local rail freight capacity.

New freight facilities have been introduced at Craiginches and at Rathes Farm but this has not increased capacity. There are sea/rail links at Waterloo Quay and freight yards at Inverurie and Huntly. NESTRANS strategy states that development of new open-access freight terminals could be explored and if transferring freight to rail becomes reality, new depots would be needed.

Aberdeen harbour is an excellent freight facility and passenger transport gateway to Orkney and Shetland, with potential to expand both services. Currently five million tonnes of freight are exported through the harbour, but the loss of rail freight infrastructure in the station interchange area was a lost opportunity to link sea freight with rail.

We have to decide on our priorities.

Are we really concerned about climate change?

Can we move towards more community-based forms of travel from those currently privatised?

Do we want a more healthy society that walks and cycles more?

Can our business needs dovetail with our environmental needs?

Is it possible to think more holistically when making planning decisions?

Peter Williamson was kidnapped as a child in Aberdeen harbour and taken to the American Colonies where he was sold as a slave.

On gaining his freedom, he was kidnapped by the Indians, living with them and eventually escaping from them. He then spent three years in the British Army fighting against the French and the Indians, only to be captured again, this time by the French.

As part of a prisoner exchange he was repatriated to Britain in 1757.

In Plymouth he was released from the army with a purse of six shillings.  This was enough to get to him to York, by which time he was penniless.

He managed to persuade some local businessmen to publish his book, titled  The Life and Curious Adventures of Peter Williamson, Who was Carried off from Aberdeen and Sold for a Slave. This sold very well and gave him enough money to return to Aberdeen in June 1758, fifteen years after being kidnapped.

He had several hundred copies of his book with him, some of which he managed to sell on the streets of Aberdeen. The book eventually came to the notice of Councillors and merchantmen in the city, and although nobody was named, they did not like what they read. The Procurator Fiscal lodged a complaint with the Provost and Magistrates, stating:

“that by this scurrilous and infamous libel … the corporation of the City of Aberdeen, and whole members whereof, were highly hurt and prejudged; and therefore that the Pursuer (Peter Williamson) ought to be exemplary punished in his person and goods; and that the said pamphlet, and whole copies thereof, ought to be seized and publicly burnt.”

A warrant was issued for his arrest. He was taken from his lodgings and brought before a Magistrate at the courthouse. Peter was asked to repudiate publicly everything he had said concerning the merchants of Aberdeen. Until he agreed, he was to be imprisoned and his books seized. After a short time in the Tolbooth (a jail in the Aberdeen Town House), he was bailed and stood for trial. On being found guilty, he was told to lodge a document with the court confessing to the falsity of the book and to pay a ten shilling fine, otherwise he would be imprisoned. This he reluctantly agreed to, leaving Aberdeen and moving to Edinburgh.

In a ceremony watched by the Dean of the Guild, the Town Clerk, the Procurator Fiscal and the Baillies, the offending pages were sliced from 350 of Williamson’s books and publicly burnt at the Mercat Cross by the town hangman.  The remaining pages were never returned.

In Edinburgh, Peter contacted a lawyer and started planning for a legal challenge. He opened a coffee shop which became frequented by the Edinburgh legal fraternity and he started to teach himself Scots law. The year 1760 saw the  start  of an extended phase of courtroom battles against his persecutors in Aberdeen. In 1762, he was successful in getting the result of the Aberdeen trial reversed and was awarded costs and a £100 in damages.

The results of his investigations had revealed the names of the businessmen behind his kidnapping. These were Captain Robert Ragg, Walter Cochrane (the Aberdeen Town Clerk Depute), Baillie William Fordyce, Baillie William Smith, Baillie Alexander Mitchell, and Alexander Gordon, all local merchants with a share in the ship, Planter.

Further litigation ensued. Witnesses were found and they were mainly men who as boys had managed to escape kidnapping. The father of a boy who had sailed with Peter Williamson to the Americas testified. He said that while the Planter had been moored at Torry, his son had returned to him and refused to go back. He claimed that Captain Ragg and others involved had spoken again and again with him in the street, warning him that he would be sent to the Tolbooth if he didn’t send his son back to the ship. The boy went back.

The main incriminating evidence was the so-called “kidnapping book”. This was a ledger detailing all the expenses of the slave-ship venture. It mentioned Peter Williamson by name and included entries such as:

“To one pair of stockings to Peter Williamson, six pence; To five days of diet, one shilling and three pence.”

One entry read:

“To the man who brought Peter Williamson, one shilling and six pence.”

Eventually in 1768 the case was proved. Peter was awarded damages of £200 plus 100 guineas costs.

Child slavery was endemic in Aberdeen and elsewhere in the 1700s. The plantations in the American colonies were desperate for labour. The Book of Bon Accord (Robertson 1839) records that:

“The inhabitants of the neighbourhood dared not send their children into town, and even trembled lest they should be snatched away from their homes. For in all parts of the country emissaries were abroad, in the dead of night children were taken by force from the beds where they slept; and the remote valleys of the Highlands, fifty miles distant from the city, were infested by ruffians who hunted their prey as beasts of the chase.”

Skelton (2004) mentions that it was estimated that 600 boys and girls were abducted and sold for slavery between 1740 and 1760 in Aberdeen and the North-east. On the voyage alone that took Peter Williamson, there were 69 youngsters on board.

“Most accounts of British slaving date from the 16th century with the shipping of Africans to the Spanish Main. But less discussed is what happened to English and Scots eight, nine and ten year-olds in places like Aberdeen, London and Bristol. Many from those places were sold for forced labour in the colonies.

London gangs would capture youngsters, put them in the hold of a ship moored in the Thames and when the hold was full, set sail for America. Many authorities encouraged the trade. In the early 17th century authorities wanted rid of the waifs, strays, young thieves and vandals in their towns and cities. The British were starting to settle in Virginia. So that’s where the children went.

This was a time when it was common enough in Britain to have small children as cheap, or unpaid labour. In 1618 one hundred children were officially transported to Virginia. So pleased were the planters with the young labour that the then Lord Mayor, Sir William Cockayne, received an immediate order from the colony “to send another ship load.”

The Council leadership has got itself into a fankle. Schemes for the future of Aberdeen city centre have now got more sticky holes than a spider’s web. It is time the Council leadership either extricated itself – or demitted office.
The task of a council is to regulate the city on behalf of the public good, the good of all its citizens.

If it spurns that duty, and thinks it exists to promote the projects of the big business minority, then it has to be replaced.

If the bleakest, most expensive, utterly illogical, and environmentally crass scheme were to be implemented for, say, the top of the Broad Hill, for the width of the Castlegate, or for the area between Denburn Viaduct and Union Bridge, then the construction industry would stand to make a hefty profit. And if it had all to be restored –  assuming it was still possible to be restored – then the reconstruction industry would stand to make another whopping killing. It can be seen immediately that big business has no interest in things remaining the same: there is no profit in that. So big business – and its tame political followers – have to create the conditions for constant change: by decrying the status quo.

Big business says the city centre is a disgrace, that they cannot take visitors there. And to an extent that is true: the state of Aberdeen’s main street is a disgrace, with many a shabby shopfront and with weeds hanging off ledges. But it is not actually Union Street that big business and its political servants want to change: it is the beautiful bit, the secluded haven, the sunken Victorian garden with its intense vivacity and charm.

When a council leader can allow himself to be quoted as saying that Union Terrace Gardens is only grass and a few trees, we would remind him that by such definition a human being is only some chemicals and a few gallons of water.

When a council deputy leader says that Peacock could not go ahead because there was a funding gap (of around £3.5 million), yet is prepared to give a fair wind to an enormous project with a gargantuan funding gap (£70 million and seriously upwards), then we suggest he check his sums.

Big business has no business case – that’s how much of a bad joke this scheme has become.

When a Lord Provost says that the Council is obliged to take a £50 million-with-strings offer because he is afraid of being laughed at in the world outside, then he deserves to be pitied. That is not true civic leadership, not in a thousand years.

The reason that so many people are entirely wary of the City Square project as it now stands, is that it is a very unusual beast: a chameleon with three wooden legs. Is there to be a double-storey car park? We hear changing stories about that. Why? Is there to be a retail presence? No. Yes. If yes, why? How would that help an already retail-denuded Union Street? Is there to be an underground art gallery, an entombed conference centre? Point: we already have an art gallery and a conference centre, above ground, in the light.

And the three wooden legs?

1. The misleading description.

2.  The duff funding method.

3. The failure of vision.

The description first of all: The existing gardens are to be raised. No, very largely they will be razed to the bare earth, and anything placed atop the new decking will have to be shallow-rooted. Strangely, 140-year-old elms cannot be grown in pots.

The funding-method: The funding gap will be met by TIF. TIF is for brownfield sites. Union Terrace Gardens is not a brownfield site. No business case has been presented. Big business has no business case – that’s how much of a bad joke this scheme has become. The real risk is that the massive funding requirement – unless it can be laid on some magic new volume of city centre trade – will absolutely hammer ordinary ratepayers and council taxpayers.

The failure of vision: Union Terrace Gardens, as noted above, is a secluded haven, a sunken Victorian garden of intense vivacity and charm. Most flat or flattish cities would give a lot to have one. Plazas and piazzas are two-a-penny worldwide in comparison.

There are countless appreciative minds and hearts, and rich imaginations, in the city

Melbourne’s Federation Square was the exemplar held up by ACSEF in their presentation at Cults Academy on 12th May last year. Well, no, actually, ACSEF, I don’t really think so. Melbourne’s Federation Square (built over old railway yards, not over an elegant garden) is 8 acres, whereas the proposed Aberdeen City Square is 6.

But metropolitan Melbourne has a population of 4 million. So the city of Aberdeen – with a population a little over 5% of Melbourne’s – suddenly needs a City Square 75% as big? The casual numerical incompetence of the thinking here almost beggars belief.

As we know, there are many achievable schemes to improve Union Terrace Gardens and the Denburn Valley. They are schemes which start by looking at what already exists, appreciating what is there, and pondering how it can be enhanced. There are countless appreciative minds and hearts, and rich imaginations, in the city.

Taking the area as a whole, I have seen drafts and sketches for pleasurable fountains and waterways, for smooth cylindrical lifts, for tubular pedestrian connection to the station, for an airy bridge to Belmont Street  – yea, and for restored toilets and giant draughts, for sculpture and a bandstand! No doubt many more joyful and stately ideas can be brought to the democratic table. Joyful and stately both: for Union Terrace Gardens is Aberdeen’s Xanadu.

So, improve the Gardens and their wider setting and their facilities and their accessibility and their connectivity – by such affordable and imaginative means as the people collectively will.

An international design competition – to one man’s parameters? Destroy what exists with money you do not have? The Council leadership may have lost the plot, but the people, it is extremely likely to find, have not lost their senses.

Causewayend School was one of the many handsome and impressive Victorian granite Board schools created in Aberdeen for the fast-expanding city population of the later 19th Century. In fact, Causewayend was more handsome and impressive than most such schools, being designed by William Smith in 1875 and with a later Baronial-style keep by William Kelly.

But the school has now closed because of the declining number of children resident in its catchment area of Mounthooly-Gallowgate-West North Street. Not for the first time, we are struck by the sheer folly of the systematic removal of population and community from this (and other once-thriving and central neighbourhoods) through demolition of older tenement housing and its replacement – if at all – by tower-block flats, soon found to be unsuited to the needs of families.

The thing is that Mounthooly-Gallowgate ought to be what estate agents would describe as ‘a sought-after urban-village locality’; central, historic, characterful, surrounded by vistas of steeples, towers and spires and within walking distance of M&S. But its almost entirely public-sector housing provision – and that largely in the form of tower-block flats – effectively excludes would-be owner-occupiers, the ‘mortgage paying classes’, as well as those with families to raise.

The consequence is that the area contains relatively few middle-class families, but disproportionate numbers of poor and/or elderly people. Those blocks which are hard-to-let will also typically feature high concentrations of benefits claimants, the unemployed, single guys just out of the services or prison, alcoholics, drug addicts and the mentally ill.

A functioning community needs a more representative social mix than this; the better-off as well as the poor, high-achievers as well as under-achievers, people with scarce and marketable skills, professional expertise and entrepreneurial talent. The local schools, like the canaries in coal mines, give the early warnings that a community is in distress, being especially vulnerable to a downward spiral of local disadvantage, poor test and exam results, pupil withdrawal, declining enrolment and so on.

The current pre-occupation as regards housing provision is with the supply and availability of ‘affordable’, i.e., low-cost, housing. It may seem perverse to say so, but what Mounthooly-Gallowgate really needs is more high-cost housing, such as would attract the mortgage paying classes back to this locality. Housing costs in any neighbourhood tend to reflect the earning-power of local residents. In the U.S. context, you have to pay a high rent, or house price, to live in, say, Manhattan, because you are surrounded by high-earning people. (The characters in Friends couldn’t possibly afford to live there!) You would pay a lower rent or price to live in Brooklyn or Queens, because there you would be surrounded by lower-earning people.

Low-cost housing reflects the low earning power of local residents, their lack of marketable skills and expertise and/or entrepreneurial flair, possibly compounded by, or attributable to, low educational attainment, poor physical and mental health, drug and alcohol abuse and criminality. A failed or collapsed local economy, such that decently-paid jobs are simply unavailable, might also come into it; but that has not been the context here in Aberdeen for some decades past.

The World Bank investigated the underlying causes of the relative wealth or poverty of different countries in 2005. They concluded that: “Rich countries are rich largely because of the skills of their populations and the quality of the institutions supporting economic activity”.

Much of this is attributable to intangible factors – the extent of trust amongst and between people, an efficient judicial system, clear property rights and efficient government. On average, the ‘rule of law’ accounts for 57% of a country’s ‘intangible capital’, whilst education accounts for 36%. But whereas Switzerland scores 99.5% on a rule-of-law index, and the USA 91.8%, Nigeria’s score is a pitiful 5.8% and Burundi is worse still at 4.3%. Some countries are so badly run that their intangible capital is actually shrinking. The keys to prosperity are the rule of law and good schools; but through rampant corruption and failing schools, countries like Nigeria and Congo are destroying the little intangible capital they possess, and are thereby ensuring that their people will be even poorer in the future.

What is true of countries in the global context is also true of regions, cities and towns within a country and even of neighbourhoods within a city or town. The rule of law, i.e., crime-prevention, and a functioning education system are basic pre-conditions for industry, investment and employment; not least because decision-takers are picky about where they live and the schools their children attend.

There are too many parts of Britain where no-one in their right mind would think of starting a (legitimate) business enterprise, and where almost no one does.

Even in the relatively prosperous context of Aberdeen, there are neighbourhoods where the trend is all-too observably one of business closures and withdrawal rather than start-ups and expansion, and for all-too obvious reasons; a collapse of law & order, rampant criminality, and a lack of relevant skills and, consequently, of spending-power amongst the local population and labour force. As the World Bank concludes, the solutions are (a) the rule of law, and (b) efficient education systems.

In the local context of Aberdeen neighbourhoods like Mounthooly-Gallowgate, the immediate or quick-fix solution is probably that of improving the social mix by making available a wider range of housing types – private-rented, owner-occupied, detached/semi-detached or at least maisonettes/terraced, rather than having only high-rise blocks of Council-owned flats. However, closing schools like Causewayend and nearby Kittybrewster seems like a seriously bad move.

The theme of the emptying inner city came to mind on a recent visit to Aberdeen Arts Centre, which has long occupied the former North Church, No. 33 King Street.

This splendid 1830 Greek-Revival building by John Smith was positioned so as to be visible and conspicuous from almost all angles, central to the whole area. Yet it is surrounded by streets, once vibrant with people, shops and businesses, which now contain little or no resident population; the south (town) end of King Street, Queen Street, East/West North Street and Broad Street.

It is as if the planners had set out to ethnically cleanse the whole area of humanity. That has certainly been the effect of past planning decisions, even if not the intention.Even on a sunny Saturday afternoon, there is not a soul to be seen in any direction. We are reminded of the bleak post-war Vienna depicted in the film The Third Man, its population dead or dispersed to the four winds.

Voice’s Old Susannah tackles more tricky terms with a locally topical taste.

Aesthetics : The Northern Hotel in Aberdeen has a cheerful, charming, lively painting for sale by an artist named Robin Green.  It is of something called Union Terrace Gardens.  Old Susannah knows a thing or two about painting, and knows this artist must have taken a good deal of time and effort over this bright, leafy scene.  The nice folks at ASCEF will be doing Robin a favour by turning Union Terrace Gardens into a slab of concrete – Robin won’t need nearly as many colours for any future paintings of the area, and painting a grey square will certainly be a much quicker, easier task.

Next time you’re in the Northern, have a look for this painting.  It might be of use to historians some time in the not-too-distant future if they want to know what a landscape looked like.

Redundancy : One definition of redundancy is to lose your job; redundancy also means unnecessary repetition.  In terms of jobs, 900 Aberdeen City Council employees apparently face unemployment.  Old Susannah hopes that everyone will be OK, and that none of the core services (like change management) will be affected; she is just surprised that the Council didn’t wait until Christmas Eve to make the announcement  for dramatic effect.  It should also be noted that in the past, Council employees were told in so many words not to join protests, write letters in support of schools and services to the press, and not to sign petitions:  if they did, then their jobs might be at risk.

There will now be 900 people free from the Council’s helpful, caring guidance as to what to think, write and say.  Let’s just hope none of these 900 will do or say anything to criticise the City, or talk about what goes on in those hallowed halls.   Thankfully, there is little left to save anyway, so there won’t be much in the way of protest or petition left to do.  Guess it’s all working out for the best.  As mentioned in an earlier column, it’s extremely useful we have an expensive Change Management team – it looks as if there will be changes.  Some years ago, Old Susannah learnt that the Council had over 725 people in jobs earning more than £35,000 per year.  If you are interested, 725 times £35,000 minimum salary is a minimum of £25,375,000.  That was the result of a Freedom of Information request – no wonder Councillor Kev Stewart thinks such requests can be ‘absurd’ Yes, ‘value for money’ remains key.

In terms of unnecessary repetition, I am absolutely certain that there are no job overlaps, no unnecessary job positions or tasks within our streamlined, business-like Council.

It’s not as if there are endless numbers of committees, pointless meetings, unnecessary reports, or  expensive brochures published which no one wants or reads.  However, if anyone knows of anything redundant within our Council, please do get in touch.

Corporatarchy : New words spring into life all the time; and a new word according to Miriam Webster is corporatarchy.  This is a noun meaning “government according to corporate interests”.  It’s about time governments started taking notice of business interests; once that happens, we will have economic prosperity for all.  Clearly Aberdeen City Council could go a lot further to help its local businessmen.  Thankfully, it has found at least one helpful way to do  so:  it wants to set up a company to look after its assets.

The hundreds of highly-paid professionals within the Council (see above) are struggling as it is to travel and hold meetings; it is unfair to expect them to look after the City’s assets.  I am sure that corporate control by an outside agency will only benefit the remaining parks, museums, etc. that we the taxpayers of the City own.  After all, the City was forward-thinking enough to set up and fund ASCEF, and look at all the good that’s come of that.

Hairpiece : Toupee or not toupee – that is the question when you look at a powerful man with a full, virile head of hair.  Is it his own?  Is it a weave, a wig, a rug (literally), roadkill or a genetic mutation?  Old Susannah’s spies tell of a powerful local who is vain to the point of owning two hairpieces – one short, and one slightly shaggy.  He would wear the former for a week or two, switch to the longer one, and tell friends and staff he needed a haircut.  Then, out came the shorter wig again.  Old Susannah can’t believe anyone would be that vain, and would ask people not to tell such tall, incredible tales any longer.
