“Which of our conflicting transport demands are most important?” asks Jonathan Hamilton Russell in this edit of his longer article, written to encourage debate on the future of personal and freight travel in NE Scotland.

Scotland has extremely ambitious climate change targets, yet we prioritise airport expansion and roadbuilding.

The NE economy needs transport infrastructure to allow movement of goods; people have to get to work with few holdups.

Meeting climate change targets means embracing sustainable transport usage by reducing car, road freight and air travel yet Aberdeen Airport has the fastest-growing passenger numbers in Scotland; public transport is the only option for many, but the majority are wedded to car use. Among Scottish cities Aberdeen car count is highest; Aberdeenshire has the highest rural area car usage; increasingly, Aberdeenshire residents drive to work in Aberdeen, exaggerating traffic bottlenecks.

Public spending cuts mean local and national governments face stark financial choices affecting resources for maintaining and enhancing transport infrastructures.

The days of cheap petrol have passed. Prices will continue to rise.

Bus fares are higher here than throughout Scotland.  Southbound buses are often of poor quality although local buses are of a high standard, and Aberdeen citizens, on average, are nearer bus stops than other Scottish cities’ residents.

Bus use in Aberdeenshire can be problematic, but could be increased by driving to stops and transferring to buses – less stressful than car travel. Council cuts to services for the disabled and elderly have made travelling significantly more challenging for such socially-excluded groups.

What can we do?

There’s general agreement that people should be encouraged to travel more sustainably. Cycling activity is increasing, although levels are lower than elsewhere in Scotland, and it needs to be encouraged as a healthy, environmentally-friendly activity.

Cycle pools, common in many European cities, could be created. Cycle routes to school, given priority, would provide more fun and health benefits for children than car travel. Cycle safety measures would need to be put in place, particularly at roundabouts, to make them less dangerous.

Park and ride schemes, particularly at Kingswells, are less successful than envisaged but remain a commuting option. Car-sharing, whilst becoming more common, is far from the norm. NESTRANS, responsible for planning and transport implementation, has suggested piloting car-share lanes.

Laurencekirk railway station has re-opened, but more stops are needed, possibly at Kittybrewster and Altens. The Haudagain roundabout obviously needs improving, with priority for cyclists, buses and car-sharing.

A new Bridge of Dee is needed – contribution to its cost from that area’s large retailers might have been written into the conditions when planning consent was agreed. Any new development should prioritise cycles, buses and car-sharing.

Aberdeen is a fairly small city and walking should always be marketed as a healthy, cheap and quick transport option.

Traffic lights in pedestrian high-use areas should give priority to pedestrians. 20 mph restrictions have improved safety, although limits are regularly broken by a minority of drivers.

Offering flexible working hours is effective in reducing peak-time traffic levels. Salary benefits for those cycling or car-sharing could be introduced, with car pools for staff who have to drive during  work time. Working at home, for at least part of the week, is an option as is business conferencing rather than travelling to meetings. Both would reduce business costs.

Will the increased price of petrol reduce car use enough, or do we need to introduce road pricing, viewed as the single measure most likely to effect change to how we travel? The increased motoring costs would make drivers consider alternatives.

Aberdeen would almost certainly benefit, reducing the numbers moving to Aberdeenshire as extra travel costs outweigh housing cost savings.  It is a hot potato, however, and would be unpopular due to the high levels of car use locally. Few politicians would have the courage to suggest its introduction, despite being effective in reducing car  dependency.

We also need to identify new means of financing transport developments and to maintain the current deteriorating infrastructure. Road pricing could raise those funds.

Some planning decisions have encouraged car use. Union Square adjoins both bus and rail terminals but it has also provided increased parking opportunities.

 It has had a detrimental commercial effect on Union Street, George Street and Bon Accord Centre shops, all more accessible by bus.

The proposed Union Terrace development would increase city centre car parking availability, flying in the face of the need to reduce car travel and move towards more sustainable transport methods.

All measures have advocates and opponents. The Aberdeen Western Peripheral Route (AWPR) for example, highlights conflicting views and interests.  Newton Dee Village fought an effective campaign to stop the road encroaching on that community; Road Sense has successfully raised legal objections, forcing public inquiries, even if of limited scope.

The AWPR has both advantages and disadvantages. It would help take freight off Aberdeen’s roads although significant volumes still have to come in and out of Aberdeen.

It would reduce travel times although there are other bottlenecks further south. It would reduce congestion at the Haudagain roundabout and Bridge of Dee, but it is well-documented that increased road space leads to increased traffic. Roads in general will become more congested.

The AWPR would help businesses. It will allow more people to live outside Aberdeen as it will be quicker, at least initially, to travel into Aberdeen but will lead to an increasingly-ageing city population.

Such demographic change will leave Aberdeen City Council with less money and greater demands on resources. An excellent deal has been negotiated in terms of local authorities’ contributions, with the Scottish Government meeting 82% of costs. These, however, have already escalated and impending substantial expenditure cuts will leave less money in the overall pot.

The low level of rail freight uptake is a national scandal. Road freight transport’s perceived flexibility sees it preferred.  Historically, there were conflicts with rail unions, who, however, are now keen for freight to move to rail. This will need increased public and private investment, less likely in a period of reduced public spending, although in terms of providing work and kick-starting the economy this option should not be ruled out. This also applies to the AWPR.

There would need to be contracts developed between the Freight Transport Association, the Road Haulage Association, rail companies, unions and government at all levels.

The replacement of the freight terminal by Union Square was a setback for future local rail freight capacity.

New freight facilities have been introduced at Craiginches and at Rathes Farm but this has not increased capacity. There are sea/rail links at Waterloo Quay and freight yards at Inverurie and Huntly. NESTRANS strategy states that development of new open-access freight terminals could be explored and if transferring freight to rail becomes reality, new depots would be needed.

Aberdeen harbour is an excellent freight facility and passenger transport gateway to Orkney and Shetland, with potential to expand both services. Currently five million tonnes of freight are exported through the harbour, but the loss of rail freight infrastructure in the station interchange area was a lost opportunity to link sea freight with rail.

We have to decide on our priorities.

Are we really concerned about climate change?

Can we move towards more community-based forms of travel from those currently privatised?

Do we want a more healthy society that walks and cycles more?

Can our business needs dovetail with our environmental needs?

Is it possible to think more holistically when making planning decisions?

Voice’s Dave Watt invites readers to come along to a Talk/Discussion on Palestine

The Aberdeen branch of the Scottish Palestine Solidarity Campaign (SPSC) are hosting Zaytoun representative Sandy Stuart‘s talk on his experience of the Palestinian olive harvest.

This is an excellent opportunity to come along and find out about Palestine and a chance to buy Palestinian produce.

“I first became involved with Zaytoun/ Palestine as a distributor for Palestinian products about 7/8 years ago and have been active in this ever since. It then seemed a logical step then to go to the West Bank and support the farmers directly during the olive harvest.” – Sandy Stuart

Zaytoun is a Community Interest Company founded in 2004 to create and develop a UK market for artisan Palestinian produce.

The company is a cooperative, and a member of the International Fair trade Association.  As a member of the International Fair Trade Association it’s Primary objective lie with the welfare of the producing communities

The results of Aberdeen Cycle Forum’s annual cycle count show a big increase in levels of cycling in the city. Derek Williams, chair of Aberdeen Cycle Forum told Aberdeen Voice, “Aberdeen‘s commuters are increasingly turning to pedal power. People have been saying that there seem to be more people cycling and this has been confirmed by our count. This is a very impressive year-on-year increase.”

The number of cyclists recorded during the morning rush hour at sites across Aberdeen rose by 18% compared to 2010. The busiest location was King Street, followed by Union Street and the Deeside Line.

ACF has been carrying out annual cycle counts since 2008. Cyclists are counted at eleven key locations around the city between 0730 and 0900, the objective being to gain a metric of cycle activity. Since the first count in 2008, cycling levels have gone up by almost 30%.

Derek Williams added:

Investment in cycling is paying off. The upgrading of the Deeside Line and the cycle lane along King Street are encouraging people to take to their bikes. Measures like better cycle parking and the advance stop boxes at junctions all help too.

“Cycling will also have had a boost as people want to avoid rocketing fuel costs and sitting in traffic queues.”

Aberdeen Cycle Forum is an independent voluntary body set up in 2003 by a group of cyclists and environmentally-aware people who decided that cyclists in Aberdeen should be better represented.

“We believe that Aberdeen can become a truly cycle-friendly city and this count shows we are making steady progress. It is crucial that investment in cycling is maintained.”

The group’s aim is to encourage cycling – for pleasure, cycling to work and to school, to the shops, off-road or on-road. The majority of the Forum’s work is campaigning for better facilities for cyclists in the city.

It also produces the Aberdeen cycle map and run Try Cycling sessions for those who have not been on a bike for a while. Anyone who supports these aims is welcome to join.

To celebrate Bike Week, the UK’s annual festival of cycling, running from 18-26 June 2011, the regular ACF/Get-About Bike to Work challenge is back.

Employers register for the challenge and compete for the Get-About trophy. Journeys by employees during bike week are logged on the challenge’s website and count towards employers’ scores, there are bonus points to be won for people cycling for the first time.

The Council leadership has got itself into a fankle. Schemes for the future of Aberdeen city centre have now got more sticky holes than a spider’s web. It is time the Council leadership either extricated itself – or demitted office.
The task of a council is to regulate the city on behalf of the public good, the good of all its citizens.

If it spurns that duty, and thinks it exists to promote the projects of the big business minority, then it has to be replaced.

If the bleakest, most expensive, utterly illogical, and environmentally crass scheme were to be implemented for, say, the top of the Broad Hill, for the width of the Castlegate, or for the area between Denburn Viaduct and Union Bridge, then the construction industry would stand to make a hefty profit. And if it had all to be restored –  assuming it was still possible to be restored – then the reconstruction industry would stand to make another whopping killing. It can be seen immediately that big business has no interest in things remaining the same: there is no profit in that. So big business – and its tame political followers – have to create the conditions for constant change: by decrying the status quo.

Big business says the city centre is a disgrace, that they cannot take visitors there. And to an extent that is true: the state of Aberdeen’s main street is a disgrace, with many a shabby shopfront and with weeds hanging off ledges. But it is not actually Union Street that big business and its political servants want to change: it is the beautiful bit, the secluded haven, the sunken Victorian garden with its intense vivacity and charm.

When a council leader can allow himself to be quoted as saying that Union Terrace Gardens is only grass and a few trees, we would remind him that by such definition a human being is only some chemicals and a few gallons of water.

When a council deputy leader says that Peacock could not go ahead because there was a funding gap (of around £3.5 million), yet is prepared to give a fair wind to an enormous project with a gargantuan funding gap (£70 million and seriously upwards), then we suggest he check his sums.

Big business has no business case – that’s how much of a bad joke this scheme has become.

When a Lord Provost says that the Council is obliged to take a £50 million-with-strings offer because he is afraid of being laughed at in the world outside, then he deserves to be pitied. That is not true civic leadership, not in a thousand years.

The reason that so many people are entirely wary of the City Square project as it now stands, is that it is a very unusual beast: a chameleon with three wooden legs. Is there to be a double-storey car park? We hear changing stories about that. Why? Is there to be a retail presence? No. Yes. If yes, why? How would that help an already retail-denuded Union Street? Is there to be an underground art gallery, an entombed conference centre? Point: we already have an art gallery and a conference centre, above ground, in the light.

And the three wooden legs?

1. The misleading description.

2.  The duff funding method.

3. The failure of vision.

The description first of all: The existing gardens are to be raised. No, very largely they will be razed to the bare earth, and anything placed atop the new decking will have to be shallow-rooted. Strangely, 140-year-old elms cannot be grown in pots.

The funding-method: The funding gap will be met by TIF. TIF is for brownfield sites. Union Terrace Gardens is not a brownfield site. No business case has been presented. Big business has no business case – that’s how much of a bad joke this scheme has become. The real risk is that the massive funding requirement – unless it can be laid on some magic new volume of city centre trade – will absolutely hammer ordinary ratepayers and council taxpayers.

The failure of vision: Union Terrace Gardens, as noted above, is a secluded haven, a sunken Victorian garden of intense vivacity and charm. Most flat or flattish cities would give a lot to have one. Plazas and piazzas are two-a-penny worldwide in comparison.

There are countless appreciative minds and hearts, and rich imaginations, in the city

Melbourne’s Federation Square was the exemplar held up by ACSEF in their presentation at Cults Academy on 12th May last year. Well, no, actually, ACSEF, I don’t really think so. Melbourne’s Federation Square (built over old railway yards, not over an elegant garden) is 8 acres, whereas the proposed Aberdeen City Square is 6.

But metropolitan Melbourne has a population of 4 million. So the city of Aberdeen – with a population a little over 5% of Melbourne’s – suddenly needs a City Square 75% as big? The casual numerical incompetence of the thinking here almost beggars belief.

As we know, there are many achievable schemes to improve Union Terrace Gardens and the Denburn Valley. They are schemes which start by looking at what already exists, appreciating what is there, and pondering how it can be enhanced. There are countless appreciative minds and hearts, and rich imaginations, in the city.

Taking the area as a whole, I have seen drafts and sketches for pleasurable fountains and waterways, for smooth cylindrical lifts, for tubular pedestrian connection to the station, for an airy bridge to Belmont Street  – yea, and for restored toilets and giant draughts, for sculpture and a bandstand! No doubt many more joyful and stately ideas can be brought to the democratic table. Joyful and stately both: for Union Terrace Gardens is Aberdeen’s Xanadu.

So, improve the Gardens and their wider setting and their facilities and their accessibility and their connectivity – by such affordable and imaginative means as the people collectively will.

An international design competition – to one man’s parameters? Destroy what exists with money you do not have? The Council leadership may have lost the plot, but the people, it is extremely likely to find, have not lost their senses.

Being a student often means we have to watch the pennies closely. Cruising through supermarkets looking for bargains and discounted produce that will feed us until the next chunk of the student loan arrives.

It is hard to associate with the industry behind the mass-produced Cornflakes and the cheapest chicken breast with the camouflage of glaring lights in pristine warehouses.

But it does not have to be this way.

Taking a step back and giving our food some thought is not actually that hard and Aberdeen is a great place when it comes to local produce. Located by the sea it offers a wealth of seafood and fresh fish as well as regionally grown vegetables and fresh dairy products.

We do not even need to leave campus to make the make the most of the shopping opportunities available through the Veg Bag scheme and the associated student organic Fairtrade Shop. Both are outcomes of ingenuity and have led to regular weekly shopping opportunities for not only the university students and staff but are also gaining recognition from the surrounding community too.

Every Tuesday at Alfies Café, Butchart Centre, between 12 and 2pm all are welcome to purchase a bag of ethically and organically grown fruit and vegetables delivered from Lembas farm located just south of Aberdeen (lembasorganics.co.uk). The student shop (campus Chaplaincy on High Street, every Wednesday 12-2pm) obtains its stock from the Green City co-operative in Glasgow, which specialises in the wholesale of organic and ethical foodstuffs such as pulses, snacks, flour, coffee and many others. And they are all dirt cheap!

As far as real grocers in Aberdeen are concerned, do not waste your precious time trying to find one – you will not. But do not fret for there are several decent spots where you can get you hands on fresh local produce. That includes a little weekly farm stall on The Green (take the steps down from Union Street, beside the Thorntons Chocolate shop) where every Friday you will find vegetables, plants and eggs produced locally on a farm near Dyce.

D Nicoll Fishmonger on 243 Rosemount Place is a lovely little shop where you cannot only grab some fresh mackerel or a few tasty little sardines but also get your free-range eggs and some hand-made preserves, all local and on a small and unpretentious scale. If you fancy something a little closer to home then why not use the fishmonger who comes to you? A white van appears on the university campus every Thursday with all the fishy basics you can think of, at very affordable prices too!

A great way to support local producers in and around Aberdeen is to visit the Farmers’ Market

There is another fishmonger in Aberdeen, located in the indoor market on Market Street where you can get the sense of what shopping in this merchant city would have been like several decades ago. The people behind the counter know their trade well; they’ll be able to advise you on the best fish for your Indian Korma and home-made fishcakes.

While at the market, why not pop across the hall to the butcher’s stall which has  plenty of regional meats of high quality. Surely you are already dribbling at the thought of your Friday night Bolognese with a bottle of well-chilled lager on the side. This stall also offers fruit and vegetables so you can purchase your five-a-day here too.

Aberdeen hosts a number of good quality butchers providing succulent, delicious, local meat including Laidlaw (1-3 McCombies Ct), Thomson’s Quality Butchers (8-10 Market Street) and A&M Butchers (49 Justice Street) just to mention a few.

A great way to support local producers in and around Aberdeen is to visit the Farmers’ Market, which takes over the cobbles of Belmont Street twice a month (every first and last Saturday of the month). Here you will find fresh local vegetables, free range eggs and cheeses. Often you will also come across a lovely bakery unit with a rather satisfying selection of artisan breads, buns and oatcakes…mmm…get those scrumptious cheeses and a bottle of bramble wine from the regional Cairn O’Mohr Winery (East Inchmichael,  Errol,  Perthshire PH2 7SP) for your weekend treat.

Fairtrade Fortnight In Aberdeen

Monday 28th February marked the start of Fairtrade Fortnight and supporters all over the UK will be asked to show off their label, the Fairtrade Mark that is now carried by over 4000 products.
The label guarantees that farmers and growers in developing countries have received a fair price for their goods and for many of them, this makes a vital difference between living and simply existing.

The UK leads the way in Fairtrade and awareness about it is particularly high in Aberdeen. This is due in no small measure to the activities of the local organisation known as the Third World Centre, which has been in existence since 1983.

At the end of Fairtrade Fortnight, the retail part of this organisation, the Fair Trade Aberdeen shop in George Street, will close its doors. Since there are so many Fairtrade products being stocked by supermarkets and given the current recession and rise in rental prices, the shop is no longer commercially viable.

However, there may very well be other ways of continuing the Fair Trade business in the future and there is no suggestion that the organisation will disband. The education department, known as the Montgomery Centre, does an increasing amount of work within the whole of the education sector locally and nationally and the campaigning and administration that maintains Aberdeen’s status as a Fairtrade city is also co-ordinated by the organisation.

Local support for this work is increasingly vital. Fairtrade events have always been held during Fairtrade Fortnight and this year is no exception.

On Friday 4th and Tuesday 8th at the shop we will be inviting people to decorate a flag to add to the Fairtrade Foundation attempt at creating the world record length of Fairtrade cotton bunting. The finished product, with flags from all over the UK, will be presented to the World Trade Organisation’s next meeting in Geneva, encouraging them to consider more urgently the plight of cotton farmers in West Africa.

A bright, sunny Thursday afternoon. Left the car at Union Square and walked through the main aisle. A fair number of mostly young people are walking briskly and purposefully to and fro rather than window-shopping or going into any of the shops, other than Apple. Out on to Guild Street. The Edwardian frontage of the Station Hotel (1901) looks well in the bright sun.

Across Guild Street and into the recently-designated ‘Merchant Quarter’ around the Green. This whole area, as around the triangular site of the Carmelite Hotel – Trinity Street, Carmelite Street & Lane, Stirling Street and Exchange Street – is characterised by narrow streets, alleys and wynds, small medieval plots and very tall buildings which shut out the sunlight. The overall effect is dark, congested and Gothic, a bit like the medieval Paris depicted in Dieterle’s film of The Hunchback Of Notre Dame (1939).

There is also a marked absence of green space or trees. As part of The Green Townscape Heritage Initiative, ACC has laid down concrete rectangular enclosures for shrubs and trees, as in Carmelite Street and Rennie’s Wynd, but these will take time to establish themselves.   The Green itself is in deep shade at 1.30 pm, with nobody much going about.

Out by Hadden Street, on to Market Street and along Trinity Lane to Shiprow.   The huge City Wharf development, originally scheduled for completion in December 2009, was left unfinished when the Edinburgh-based developer, Kenmore, folded. The development is now owned by SI City Wharf Ltd, and what is striking is the lack of any apparent urgency to finish the job. Even the Ibis Hotel, which was relatively well advanced, remains as yet unfinished. The Harbour is full of oil vessels. Oil-related activity has surged now that the world price has reached $100 per barrel, comparing favourably with long-run extraction costs estimated at $30-50 per barrel.

Across Union Street and into Broad Street. Marischal College, newly restored, shines brightly in the sunshine, the single most iconic building in Aberdeen.

It is a pity the same treatment cannot be applied to the adjacent and contiguous Greyfriars Kirk.

The Church of Scotland wants £1.25 million for Greyfriars Kirk; but Aberdeen City Council estimate its value as being in the vicinity of zero, given that nobody else wants it and the building is full of dry rot.

Down Queen Street, once an elegant Georgian residential thoroughfare inhabited from 1791 by the young George Gordon Byron, later Lord Byron, and his temperamental mother, Catherine Gordon, heiress to Gight Castle. They later moved to Broad Street and young George attended the Grammar School, then at its original site on Schoolhill.   Now Queen Street and Broad Street have no resident population at all.

Round by Aberdeen Arts Centre, in John Smith’s South Church of 1829 at the crossroads of King Street and North Street. Along East North Street towards the Castlehill roundabout. The new low-rent flats built around the old Timmer Market car park have been finished for some reason in a drab brown/black slate-like material. By contrast, the 1960s tower-block flats on Castlehill, viewed at a distance and in the full glare of the afternoon sun, achieve something like elegance and symmetry.

In by Justice Street to the Castlegate which is barely ticking over. Fifty-odd years ago, this was the city’s main bus/tram interchange. Alex ‘Cocky’ Hunter’s emporium and the Castlegate market were in full swing and the Sick Kids’ Hospital was round in Castle Terrace.

Up on to Castlehill itself by the one-time Futty Wynd. There remain long stretches of substantial granite wall from the C.18th Barracks and the earlier Cromwellian fortifications of the 1650s, and a circular indentation, as of a gun emplacement, overlooking the harbour. The Gordon Highlanders left the Barracks in the 1930s and these impressive Georgian buildings became a form of emergency housing until their demolition in the 1960s. There must still be people around now, between fifty and eighty years of age, who were brought up in that distinctly bleak and austere environment.

The odd thing now is that there must be hundreds of people living in the present blocks of flats, Marischal Court and Virginia Court – the equivalent of a large village – but at 2.30 on a sunny weekday afternoon there is nobody going about on Castlehill apart from a couple of Council workmen. Kids would still be at school at this time of day, but even so the entire vicinity is unnervingly silent and still and full of ghosts.

Down Marischal Street and along Regent Quay. The waters of the old natural harbour reached the foot of the Castle Hill at high tide, a line roughly corresponding to Virginia Street. The area between Virginia Street and the present harbour-front is the old Shorelands, a muddy inter-tidal zone once inhabited mainly by crabs, but reclaimed from the mid-C.18th and since occupied by Commerce Street, Mearns Street, James Street, Water Lane and the lower end of Marischal Street.

The view up Mearns Street is dominated by the shining tower of the Castlehill flats. Virginia Street used to be a narrow and meandering cobbled thoroughfare, but is nowadays yet another urban motorway, wider than it really needs to be and at the expense of much of the old toun. It is an unpleasant experience to walk the narrow footpath as between the Shore Porters’ building and the monster trucks charging straight into the permanent traffic gridlock of Guild Street and Market Street. Back along Shore Lane, across the foot of Marischal Street and past Theatre Lane – an almost subterranean link to Virginia Street and well worth exploring. But not today.

Voice’s Old Susannah tackles more tricky terms with a locally topical taste ( but do bear with her …. I believe some lengthy, yet justified aeriation may preclude ).

Congratulations to Ms Valerie Watts, formerly of Chief Executive of Derry; she will become the third Aberdeen City Chief Executive in as many years.  Readers who can remember back as far as 2008 will recall Douglas Paterson taking early retirement.  This was coincidentally just before Audit Scotland came to call, and just after he said he would not leave his post over the little matter of being at the helm when the City sold off various properties for a fraction of their market value.

Nothing to do with him.  The auditors were unable to conclude whether these sales – some £5 million less than conservative market value – were a great idea, incompetence, or possibly even shady.  For instance, the City claimed to believe it was selling property to the NHS, but sold it to a private developer.  If only there had been someone who was invovled with both the City Council and the NHS.  Granted Kate Dean would have been one of the most senior people Old Susannah can think of involved with both these entities, but she would have been too busy to notice a deal worth a mere few millon.

Next in the Chief Executive office was Ms Bruce, who  left us for Edinburgh, claiming she brought us to a £9 million budget surplus.  It actually looks like we need to make about £90 million budget savings immediately, but all the best to her.

Ms Watts may have to get a part-time job to make ends meet; the post of Chief Exec of our fair city only pays £141, 834, with 5% based on how well they perform.  Then again, she will want to take a 5% pay cut (that’s about £22K) to show solidarity with the City Council workers who have happily agreed to such a cut themselves.  While it may be true that the UK Prime Minster  and his cabinet ministers all earn less than our City Chief Exec, they won’t have nearly as much responsibility as Ms Watts, who will need to meet heads of state, tell the Queen what to say in her speech, and build shopping malls and community stadiums.

A person could make a few comparisons between Aberdeen and Derry.  For a start the population figures are similar – Derry c. 237,000 and per an Aberdeen report “In the period up to 2031, the population of Aberdeen City is forecast to rise to a peak of 215,000.  Both cities have airports as well as countryside areas.  Derry had a budget surplus of just over £1 million in 2008, and, well Aberdeen was in the red by tens of millions for the same period.  Derry however has a biodiversity policy which has seen it take important ecological steps, and financially speaking it reported an income from its services of £9,140,000 and rates earned it 38,717,000 circa 2008.  Obviously Ms Watts has a lot to learn about local developers and what should be done with greenbelt land.

This is most impressive, but clearly can’t work in Aberdeen – we have builders to look after

If anyone can penetrate the Aberdeen City Council finances and find out more than Old Susannah can as to how we compare to Derry financially, I would love to hear from you.

Clearly they have skimped on hospitality, new office furniture, travel, and clothing to make its Lord Provost (actually mayor in Derry) look good. We managed to write off about £11 million in bad debts in a similar period, sold real estate to developers for a fraction of its actual value, and continued to have a discrepancy in pay women earned compared to their male counterparts.

Ms Watts won’t be used to such creativity.   Rumour has it that Derry’s schoolchildren still have things like small classes and music lessons – but this is unconfirmed.

Looking again at the two cities and how they regard the environment, Derry has something called a ‘Local Biodiversity Plan’, which reads in part:

“Derry City Council is further meeting its corporate objectives by protecting and enhancing biodiversity in rural and urban areas, and thus providing a clean, diverse, accessible and sustainable environment for people to enjoy while also looking after the health and well being of its communities.

“Natural habitats are being compromised as development progresses in Northern Ireland and in the Northwest. Many species are now living in much smaller fragmented pockets of their previous habitat range. These islands of good habitat are more vulnerable to population decline. Developments of new housing schemes, industrial estates, commercial premises and office space in urban and rural areas, new transportation infrastructure, infilling… are all contributing to habitat loss and fragmentation in the area.  Construction projects alongside or close to waterways are particularly sensitive and potentially damaging to flora and fauna”.

This is most impressive, but clearly can’t work in Aberdeen – we have builders to look after, don’t you know?

I can think of nothing that would succeed more than a luxury goods store on Vicky Road

Necessity: Necessity is defined as experiencing a lack of a desired or essential commodity.  As anyone in genuine need can tell you, necessity is also a mother.

Aberdeen suffers from need; we identified the necessity of an £80 million pound re-fit for Marischal College for Council offices, and we met that need with new furniture – also necessary.  Some things are luxuries, or can be described as ‘nice to have’.

In our City these include road surfaces, services for the disabled, help for the elderly, sports facilities, reasonably-sized classes for students, parks and music lessons.

And as our high-street stores close one by one, there is another thing we need….

Retail Rocks! Retail Rocks is a private company that will bring new life back to Torry’s boarded up shops as well as a few other closed business premises here and there.  Clearly the closed down toy store and art materials shop near Bon Accord, ‘Globally Sweet’ on Union Street, and a dozen shops on Holburn closed as the owners were just too lazy or were bad managers.  After all, Scottish Enterprise was always on hand to help, and at a cost to the taxpayer of £700 million a year – that is a lot of help. However, there is only so much that a small, unelected quango can accomplish, and Retail Rocks has stepped in to help enterprise in Scotland where Scottish Enterprise could not.

How hard in those conditions can it be to compete with international chain stores

It was not as if the rates in Aberdeen are astronomically high, or that there are not enough police to stop robberies (I can only think of two knife attacks in Torry stores in the last year or two, so that’s not so bad is it?) or to stop the occasional drunk breaking shop windows.

Theft is certainly not an issue – unless you count the dozens of stories in the press each month (and my favourite, the ‘hoodie’ who robbed the Torry PDSA charity shop last Christmas).  Seeing as the citizens of Aberdeen have so much expendable income, I can think of nothing that would succeed more than a luxury goods store on Vicky Road.  It’s only laziness that stops the family corner shop from completing the one or two bits of paperwork needed for tax, insurance, sales, licensing, transport and so on.

How hard in those conditions can it be to compete with international chain stores, one or two of which you may notice dotted around our town?  Aside from their centralised administration, bulk buying power, brand recognition, control of suppliers and use of enterprising children in Asia to produce cheap goods, they really don’t have much of a competitive edge.

Soon the streets will be wholly regenerated with a dozen or so new shops for the ‘Retail is Rocky’ – I mean the ‘Retail Rocks’ competition winners.  Get your groundbreaking idea in now.  You could wind up a shopkeeper.  With the recession in full bloom, there is only one way to go and that is up, and with VAT at 20%, it is easier to calculate it when it was 17.5%.  Good luck to all of you – and remember to install security cameras and metal shutters.
