Aberdeen Council “could be liable for a reclaim of up to £120,333.91” if trees to be planted fail according to Forestry Commission Scotland. The entire ‘tree for every citizen’ scheme is now mired down in controversy, misinformation, mismanagement and cost implications  says campaigner Suzanne Kelly as she urges councillors to stop the cull plans and get the facts right.

Aberdeen City launched a scheme to plant a tree for every citizen.  This was, in  Aileen Malone’s words (at the 26 May Cults community Council meeting) a “Liberal Democrat election promise”.
This ‘Tree for Every Citizen’ scheme had attached to it a cull of deer living on Tullos Hill.  This cull was planned as long ago as November 2010, but the City did not put it in the consultation for Phase 2, which closed at the end of January.

The Torry Community Council was likewise not consulted over any cull, and voted unanimously to condemn it.

Other community councils followed suit, protestors in their thousands registered their disapproval, and the council remained unrepentant and unwilling to consider any changes or compromise to their scheme.

I launched a formal protest following my researches.  I found no fewer than 10 main points, which I felt the Council should be called to account on.

On 6 June I received Aberdeen City’s Chief Executive Valerie Watt’s response to this complaint (her letter was dated 2 June).  Perhaps the City thought this reply was going to be swallowed whole without question.

My formal reply will be sent to her shortly.

While drafting my reply to Ms Watts, one of the thousands of cull opponents came up with a startling letter from the Forestry Commission to The City:  it discredits  claims the City has put in writing.   I subsequently spoke to the author who confirmed the letter and who had some other interesting points.

This article examines the controversy and contradiction surrounding only the first two points of my complaint:  there will be subsequent coverage of the remaining issues in the near future.

My question:

“I would like to ask:  is it true that the Council owes a sum for previous, failed planting?  I was told that £44,000 approximately is owed by the City in this regard – please clarify.”

Council Response:

“Aberdeen City Council does not owe any amount to any organisation relating to a previous failed planting scheme.”

Forestry Commission Letter:

“ Tullos Community Woodland

“This is a failed WGS planting scheme.  The scheme failed due to inadequate protection from deer and weeds.  On the 4th November 2010 we issued Aberdeen City Council with an invoice for £43,831.90 – the reclaim of monies paid out under the above contract.  This invoice was to be paid within 30 days.  The monies have not been received.  This invoice is now accruing interest and has led to a payment ban being put in place over your Business Reference Number.”

The invoice per the letter writer was paid on 15 March 2011.  The argument could be made that Ms Watts was being truthful:  after all, no money was still owed when I made my complaint.  However – I specifically asked for clarification.  Do we really believe that the City’s answer to me was an honest clarification?

The second point I raised in my letter of complaint concerned the ‘invitation’ for those concerned to raise £225,000 for alternative measures. Why ask the public to come up with a quarter of a million pounds within some 11 weeks if, as we now know, a cull was still going to be ‘required’?

My question:

“Despite the demand for £225,000, Pete Leonard, Head of Housing and Environment has written to say a cull would still be required. In an email to Suzanne Kelly, Pete Leonard has stated it is SNH’s position that a cull would still be required. Therefore, the demand for money made by a committee to its electorate is shown to be completely misleading.”

Council Response:

“The £225,000 was for alternative means of planting the trees (not just for fencing) from deer damage. To quote from the Committee minute for the Housing and Environment Committee of 1st March 2011, the additional recommendation stated

(in relation to Tullos Hill) that an invitation be extended to the individuals and organisations who have objected to these deer control measures to raise the sums necessary to provide and maintain alternative measures, including fencing and rehousing of deer by no later than 10 May 2011 (the sum to be approximately £225,000).’

“Also as stated in the minute of this meeting that prior to the division

‘The Head of Environmental Services highlighted to the Committee paragraph 3.2 of the report which advised that the progression of option four (tree planting within smaller deer fenced enclosures surrounding individual planting blocks) would not mitigate culling on Tullos Hill altogether, as a reduction cull of deer locally due to loss of habitat from approx 60 hectares of this site would still be required, in the view of SNH.’

“The whole Tree for Every Citizen Project is being funded from grants and contributions from businesses. As the majority of this funding is from the Scottish Rural Development Programme which is public money from the European Union, the EU require that best practice and best value methodologies are used. The grant rates available are based on these terms. For a tree-planting scheme on the scale of that proposed for Tullos Hill, the use of individual tree shelters or deer fencing (which still requires a deer cull to reduce the population) does not represent best value or best practice. To spend money on these alternative means would require funding that was not from the public purse.”

Ms Watts’ reply also contradicts itself in terms of the money demanded by the public to save the deer:  they were always going to kill deer anyway – whether or not the public paid up.  I can find no instance of the City counteracting the many press articles and media stories that their demand was in order to save the deer:  they had a chance to say that some killing would still be required.  They did not take this chance as far as I can see.

From beginning to end the proposed tree planting and resultant Tullos Hill Roe deer cull plan has been plagued by misinformation and lack of consultation.

These have been highlighted in Aberdeen Voice (“shhh! don’t mention the secret deer cull” and other articles) and by the BBC, STV, local radio Northsound and SHMU, and so on.   The biggest mystery remains why they will not consider any compromises.  A Forestry spokesperson confirms that our Council can plant elsewhere if they want to.

Perhaps it is time for them to consider a plantation that is not in an arson hotspot where deer currently live?

Giving Away Union Terrace Gardens

On April 27th, Councillors will be asked to vote to transfer the lease for Union Terrace Gardens to a third party body, either a limited company or a trust.

If the vote is passed, the Council will still nominally own the park, however control of the property will effectively be transferred by this action.

The public will not be aware of this coming up unless they have the skill and patience to dig through the multitude of reports on the Council website and find the appropriate report where this is mentioned. Even then, a subsequent report has only been issued to Councillors.

This came out on the 23rd February and includes a timetable for the City Square Project, the highly-controversial proposal to replace the city centre park with a three storey building and a roof garden. The relevant item concerns the full Council meeting on the 27th April as detailed below. Note that SPV is an acronym for Special Purpose Vehicle, essentially the limited company that will be designated to take the project through to planning permission and beyond.

“Paper to Council seeking approval of the SPV project business plan, approval to lease Council land to the SPV and permission for the SPV to take the project forward, subject to approval of the final detailed design scheme.”

In the next column is the following:

“ACGT will produce a business plan for the operation of the SPV up to the point where planning consent is obtained.”

This is a key sentence; the ACGT referred to here is the Aberdeen City Gardens Trust, a limited company formed in January this year.  Thus it looks as if there is some link between the SPV referred to in the timetable and the Aberdeen City Gardens Trust.

Who exactly are the Aberdeen City Gardens Trust? This is a good question as you will find very little in the media about the company. My understanding is that the trust has been formed by the businessmen involved in funding the project as a means of finding extra private funds to finance it and to take on key tasks such as managing the design competition.

Additional information comes from the articles of association for the trust which can be purchased from the Companies House website. These mention two board members, businessman Tom Smith who is also Chairman of ACSEF and Colin Crosby who is President of the Aberdeen Chamber of Commerce. It is not known who else is on the board. However, it is clear that there is as yet no council involvement. The articles mention that the Council have the option at any time to become a special member of the group.

The objects of the company are stated and are as follows:

The urban regeneration of Union Terrace Gardens and the Denburn Valley (the Gardens Site) to create a new civic space and gardens with the aim of creating jobs, investment and improving the quality of life for the citizens of Aberdeen. The civic space and gardens shall:

  • Include at least 5 acres of city square and gardens;
  • Provide improved accessibility to green space by allowing walk on, walk off street level access from all four sides;
  • Create at least 2.5 acres of all-weather covered space beneath the square and gardens at concourse level;
  • Incorporate key aspects of the heritage of the current gardens, including the arches, viaduct and Union Street Bridge at concourse level;
  • Cover the road and railway; and provide easy access to public transport;
  • To promote, operate and maintain the new civic space and gardens for the benefit of the citizens of Aberdeen.

 

Elsewhere within the articles we read of the powers of the trust. Two of these powers are of note:

– to purchase, take on lease, hire, or otherwise acquire, any property or rights which are suitable for the company’s activities;

– to sell, let, hire out, license, or otherwise dispose of, all or any part of the propertyand rights of the company;

A Press and Journal article provides extra information about the limited company. It has recieved more than £400,000 from Sir Ian Wood’s family trust and has received a grant of £375,000 from Scottish Enterprise through funding available for major infrastructure projects (note that this £375,000 did not come from the Peacock grant as mistakenly reported in a previous P&J article). The company will also be responsible for managing the international design competition which is intended to produce designs for the proposed city square in August.

There are many issues involved; some of these are discussed here:

Control of the Property: If the vote is passed on the 27th April, Councillors will be approving to transfer control of Union Terrace Gardens to an SPV, likely to be a limited company / trust (possibly the City Gardens Trust). I have been told by the Council executive that the likely term of the lease will be 125 years. The Council will nominally own the property although a long term lease will in practice hand over total operational control to the SPV.

The vote to approve transferring the lease in April looks to be premature. The final design is not due to be approved until December this year and planning permission will not be sought until May 2012. By contrast Peacock Visual Arts were given planning permission for their arts centre in the Gardens and only then did the question of transferring the lease arise (they were never granted it). My opinion is that this is an attempt to force the issue on the City Square Project well in advance of planning permission being sought.

Implications for the Design Competition: We are told by the P&J that the City Gardens Trust will run the design competition. This does appear to limit the scope of the competition however. The stated objectives of the Trust are exactly in line with Sir Ian Wood’s strict conditions for the City Square Project, that is – walk on, walk off street level access from all four sides.

This precludes any options that consider decking over the railway line and road but keeping the Gardens substantially intact; or improving the existing Gardens only.  There are plans later this year for an item which the timetable describes as:

“short-listed design proposals subjected to public scrutiny.”

The word consultation has not been used here, although this is what the item appears to allude to. It has already been stated in a Council meeting that option to keep the gardens substantially as they are will not be included at this stage.  Thus the public will only be asked to ‘scrutinise’ between modern designs for Aberdeen city centre.

The Involvement of Scottish Enterprise: It is poignant that the Scottish Government body, Scottish Enterprise have given a £375,000 grant to the City Gardens Trust when they also funded the public consultation where the public said no to the project with a sizable majority (1,270).

There are many in Aberdeen that are appalled at the loss of heritage should Union Terrace Gardens be built over with and a modern city square put in its place.  Now it also looks as if public control of the property will be transferred from the Council to a third party organisation about which not a great deal is known. As the public purse-strings draw tighter, local government has been looking at alternative financing to carry through development and redevelopment projects. After many years of borrowing and spending beyond their means, the obvious – perhaps the only – source remaining is the private sector.

Last year Oxford Economics, in a report on Aberdeen, said that during the economic downturn opportunities would present themselves with quality resources being available to businesses and organisations much cheaper than at the city’s economic peak in 2007 and that a lower cost-base could be achieved without trade-off against quality of location or accommodation.

By definition the private sector – business and commercial interests – exist to make a profit, expand and pay dividends to shareholders. There can be public benefits – increased employment etc. – but these are essentially by-products. Any public/private partnership will therefore involve some compromise on both sides. Aberdeen City Council has been exploring several innovative funding mechanisms with the aim of carrying through their City Masterplan.

The three main ones are:

Tax Incremental Funding [TIF],

The City Development Company [CDC],

and the Business Improvement District [BID].

TIF.

This is a financial model pioneered and now widely used in the US. It allows a local authority to borrow money for specific infrastructure developments. The loan is secured against expected tax revenue increases resulting from the development. [new businesses attracted to the area, higher taxes etc.] allowing repayment over a 10 to 20 year period. The Scottish Government has sent out encouraging signals about this scheme and in January of this year Edinburgh City Council’s proposal to borrow £84m for the redevelopment of Leith Port was approved. Glasgow City Council and North Lanarkshire Council have similar plans in the pipeline. As does Aberdeen City Council.

Borrowing against future unknown tax revenues is not without its risks, however. Responsibility for any shortfall would be an important issue and councils are likely to choose partnership with a commercial developer thus sharing the risk. Another danger is that a TIF-supported development may not actually produce increased tax revenue, just move it from one area to another. In the US, TIF projects compete with one another. [In Chicago there are now 500 such schemes].

So, TIF is a tried and tested model for kick-starting large development schemes but like other funding models it is complex and not without its dangers.

CDC:

A City Development Company is a mechanism which allows local authorities to use their assets to attract long-term investment from the private sector to finance regeneration projects. Also known as a Local Asset Based Vehicle [LABV], it provides a route whereby public and private sectors pool land, finance, expertise and powers and allocate risks and returns from targeted projects

An Aberdeen CDC [AC/DC?] would seek to identify and ‘remediate’ pockets of ‘market failure’ within the city, capturing value for targeted beneficiaries. Suggested examples so far include; Union Terrace Gardens, Bon Accord Baths, Denburn Health Centre and Park, St Nicholas House, Aberdeen Exhibition and Conference Centre, Chapel Street Car Park, Summerhill Education Centre, Granitehill and Greenferns. The City Council would be encouraged to ‘leverage’ these assets through the CDC in partnership with the private sector.

BID

Aberdeen Business Improvement District is a proposal being implemented by Aberdeen City Centre Association in partnership with the City Council. Funded jointly by a compulsory levy on businesses within the area supplemented by the local authority, the BID aims to provide a more vibrant and viable town centre and encourage more input from business managers and owners towards regeneration of the area.

The area covered by BID is likely to include Union Street and most of the city centre from Union Square and Guild Street in the south to John Street in the North.

A Quick Word on Willows Animal Sanctuary
Aberdeen City Council can find £200K for public relations firms to find out why people don’t want to get rid of Union Terrace Gardens.  Ian Wood can offer £50 Million to the City if it spends twice as much in getting rid of Union Terrace Gardens.  While the rest of us can’t hope to do anything as grand or important, Old Susannah would ask if anyone out there can please make a donation to Willows Animal Sanctuary in Fraserburgh which is in desperate need of money and animal feed (feed is being collected for all kinds of animals for Willows at Love and Roses, South Crown Street, Aberdeen).

The unfortunate reality is that when we are in hard, uncertain economic times, two things go wrong for animals.  Firstly, people cannot always afford to keep making donations to charities, and funding for many good causes from the private sector falls (which is why we are lucky to have such a compassionate, caring local government).  The second is that in hard times animals get cruelly dumped as people can’t afford food or veterinary care.  Willows is a major player in helping animals in the North East – please help if you can.

Property Maintenance
This may come as a surprise, but if you are a homeowner, then you should maintain your property.  Yes, really.  If you were unsure whether you should let your roof leak or your stairwells collapse, then Aberdeen City Council has come to your rescue.

Inspectors are visiting your streets as I write, looking at your gutters, stairs and slates, and if anything’s amiss, then a  dedicated team of inspectors will send you a glossy colour brochure and a letter telling you what you should do.  The keener inspector will ask to be let into your building, garden or home with no prior appointment.  (The phrase ‘Just say no’ springs to mind).

Old Susannah has received such a letter, advising that her building’s occupants ‘might want to look at their guttering’.  The letter helpfully says that the Council cannot force us to make any repairs – AT THE MOMENT.  Strangely enough, there is nothing to advise where the extra money will be coming from to make the suggested repairs.  It is gratifying to know that the Council can free up money and resources to tell private property owners what they should do.  Over the past few years I have seen people trip and injure themselves on the City’s hazardous, uneven pavements, and I know people who have waited months in Council flats for serious repairs including leaks.

A few years ago a woman was injured when her council flat ceiling fell in on her.  A certain local builder whose kitchen floors are prone to give way if too many people are on them,  may or may not have heard from the Council.  But as we all know kitchens are dangerous places, and only a few people should ever be in one at any given time.  I also understand from reliable sources  that there may be a slow-down on Council flat refurbishments and workers are being temporarily (?) laid off.  ‘Practice what you preach’ will appear in a forthcoming definition.

Project Management
Project management should be simple:  a project needs three things:  a budget, a timescale, and a ‘scope’ of exactly what the project should be, make, or accomplish.  About this time last year, NESTRANS (our friendly North East transportation quango/board) told an Aberdeen Civic Forum that it did not know how much the Aberdeen Western Peripheral Route would cost or where the money was coming from.  It also could not say where the route would be going exactly.  Other than such trivialities, the AWPR will no doubt be a triumph.  The speaker did assure us however, that the project would happen in 2012.  Watch this space.

Bad Debts
The City Council HAS shown signs of improvement lately.  This year we are only (?) writing off £2.8 million pounds of ‘bad debt’ this year.  This is a vast improvement on the £11 million it wrote off a few years back.  It seems it’s just too hard to get money from some people who owe tax, parking fines, other fees – so we just declare it ‘bad debt’ and that’s that.  An affluent, economically sound city like Aberdeen can afford to do so.  Especially now that it has found some way to borrow £200 million worth of taxpayer’s money from the central government – which somehow is not going to cost us anything.  Well, unless you are a taxpayer.  Then you are loaning the City Council money.  No prizes for guessing that they want to put most of this into getting rid of  Union Terrace Gardens (sorry, building a prosperous civic square with parking and shops) – and have no interest in reinstating the many services it  has cut .

Alex Mitchell takes another wander through Aberdeen’s streets for Aberdeen Voice.

Planning Blight: Concerns have been raised about how long the present uncertainty concerning Business Rates and the anticipated chaos attendant on major construction projects will have on business activity in the vicinity of Union Terrace Gardens. Even the relatively small-scale resurfacing work around the Green has seriously disrupted trade & commerce there.

Princes Street in Edinburgh, for example, has been devastated by their Tramways project. The usual effect of ‘planning blight’ is that existing businesses and householders decide to sell up and leave whilst their properties retain some market value, while others who had been thinking of moving in to the affected area – setting up shop, investing in leaseholds etc. – decide not to.

The locality goes downhill as existing proprietors and residents move out and are not replaced by incomers and new entrants. The normal turnover in a healthy property market slows down and grinds to a halt. Property values fall; properties may become effectively unsellable at any price. Basic maintenance, repairs & renewals are neglected as properties come to be regarded by their owners as expensive liabilities rather than as profitable assets worth investing in. The whole area goes into a downward spiral, even if the development proposal never comes to anything.

Chaos, Destruction: In her book Lost Aberdeen (2004), Diane Morgan describes the hitherto-vibrant & successful St Nicholas Street/George Street shopping thoroughfare as being reduced to the condition of the Somme battlefield of WW1 for years on end during the 1980s comprehensive redevelopment by a public/private-sector partnership (sounds familiar) between Aberdeen City Council and the developer Bredero.

At that time ACC was in the dubious and compromised position of being both co-developer and the planning authority. All this destruction and the loss of many famous locally-owned stores, for the sake of a pair of undistinguished shopping malls and the questionable amenity of the top deck of the St Nicholas Centre. And George Street has never recovered. Now Fortuna’s Wheel has turned full circle and ACC are about to do it all over again!

The Post Office fronting on to Upperkirkgate has been empty for years. This is pretty much what the proposed City Square on the Gardens could be like, albeit on a much bigger scale.

We checked out the top deck of the St Nicholas Centre recently, on a warm, sunny weekday afternoon. It is exposed to the elements, isolated and cut-off from the mainstream of activity, cluttered with ventilator shafts and was mainly frequented by various unfortunates swigging cider surrounded by empty retail units. Only W H Smith is still in business. The Post Office fronting on to Upperkirkgate has been empty for years. This is pretty much what the proposed City Square on the Gardens could be like, albeit on a much bigger scale.

Bridge Street: Amusing news stories on 30th July 2010 about naked cavortings up on a roof; but there is a wider significance. Bridge Street is a major city-centre thoroughfare, linking Union Street with Guild Street; but the upper floors of the huge granite building in question would seem to be empty, whilst even the ground-floor shop premises, formerly occupied by Jessop’s, are described as being not only empty but in a derelict condition, and a second-floor roof recently collapsed under the weight of a teenage girl.

Much of our city centre is like this – magnificent but largely empty granite buildings, e.g., the Victoria Buildings of 1881 which dominates the westward view along Guild Street, where even the ground-floor premises are either boarded up or in very poor condition. Why is ACC seemingly hell-bent on throwing away public money on a largely unwanted City Square when the basic fabric of our city centre is falling apart all around us?

Saturday 14th August 2010: Sunny and warm. Union Terrace Gardens looking beautiful. Flowering plants like fuchsia and begonias last much longer than in more exposed, windswept and sun-scorched locations. Lots of people, and all the trees appear in vigorous health, contra ACSEF. Up on to Union Street, then Justice Mill Lane.

Decided to walk back along the old road into Aberdeen from the south, via the Hardgate, Windmill Brae and through the Green.

Huge granite buildings loom above the lower reaches of Windmill Brae, e.g., the Royal Hotel on Bath Street, resembling an immense French chateau – also the impressive Venetian Gothic façade of the former Palace Theatre (1898) on Bridge Place. The main thoroughfare of Bridge Street itself was laid down in 1865-7, swooping over the old route in from the south to link Union Street with Aberdeen Joint Station, Guild Street and the Harbour area.

Bridge Street also links with Bridge Place, which stands on a ridge extending from Holburn Street to Crown Terrace. The ridge slopes steeply down to the Harbour, forming a natural amphitheatre, used in medieval times for the staging of various events. Along this ridge were fought the battles of the Craibstane, the Langstane and the Justice Mills.

So this is a topographically and historically complex area. As elsewhere in Aberdeen, the Victorian streetscape of Bridge Street, Bridge Place and Bath Street was superimposed or built on top of the alleys and wynds of the medieval burgh. Windmill Brae effectively goes underground, passing below Bridge Street and terminating at the TrinityCentre car park.

So I turn right and walk along an alley and up some steps and emerge facing the magnificent but ruinous frontage of Ellis & Wilson’s Victoria Buildings of 1881. It is seriously difficult – I take my life in my hands – getting past the entrance to the TrinityCentre car park and the junction with the Denburn By-Pass on the urban motorway of Wapping Street. Thence along Rennie’s Wynd to the Green for a much-needed cup of coffee at Café 52 with Dorothy Bothwell. People walked this route (more-or-less) into Aberdeen for some 600 years before Union Street was built. Now it’s hardly worth trying.

Why should we have to scuttle about underground, in the dark, like half-blind rats in a sewer?

However, in effect, I walked around three sides of the huge TrinityCentre; west, south & east. The trouble is, once you’re on the Wapping Street motorway, there’s no obvious way out! We wonder how much of an older Aberdeen was wrecked to create this urban nightmare – truly the road to nowhere.

But we are told that one can walk directly from the foot of Windmill Brae through the lower level of the TrinityCentre car park. A pedestrian walkway follows the path across the one-time Bow Brig and emerges on to the Green. Ho-hum. I must admit I have never set foot in the Trinity Shopping Centre, nor its multi-storey car park. I don’t think we should have to, either, to get around our own town. The car park is described as “dark and dingy (aren’t they all?) especially at the Green end”. These places give me the horrors, even on a bright sunny day – urban-nightmare-in-daytime territory. Why should we have to scuttle about underground, in the dark, like half-blind rats in a sewer?

About the only positive here is the return of the place-name ‘Trinity’. When the former Trinity Shopping Centre was bought over by the group calling itself simply ‘The Mall’ in 2006, they rebranded the place as ‘The Mall, Aberdeen’, resulting in predictable confusion with all the other shopping malls in Aberdeen. They had in the process thrown away the medieval place-name ‘Trinity’, which goes back some 800 years on this site to the Trinitarian or ‘Red’ Friars, to whom William the Lion (reigned 1165-1214) is said to have granted his palace on the Green for use as a monastery.

The Mall group sold the centre in Dec. 2009, and it is now being promoted as the Trinity Centre. Otherwise the ancient name ‘Trinity’ would remain only in Trinity Street (behind the Tivoli Theatre) and Trinity Lane, which runs from Exchange Street across Market Street to Shiprow.

An Aberdeen charity is making progress towards re-establishing a range of facilities and activities for disabled people lost to them as a result of savage cuts imposed by Aberdeen City Council.

Future Choices is an organisation comprising former users of Choices Day Care Centre, their carers, friends and families, who feel that the service was unjustly withdrawn, and was vital to their functioning as individuals on a par with non-disabled persons.

Choices, the only day care facility in the city for physically disabled people, was closed in June 2008 as part of the city council’s endeavours to address a £29m budget deficit.

Users enjoyed access to a regular program of therapeutic, educational, recreational and socially stimulating activities tailored to their needs, abilities and preferences. More importantly, together with needs based transport arrangements, Choices Day Care Centre provided the means for users to meet regularly, enjoy social contact, and to maintain friendships in an environment where fellow users and staff alike were regarded as equals.

Two years on, the high profile legal challenge to the closure, the media scramble, and the 4000-strong procession down Union Street in protest against the cuts has perhaps understandably been forgotten by many. For former users of Choices however, it is impossible to forget.

Sadly, since the closure of Choices Day Care Centre, seven former users have died. It will take much to convince Future Choices members that the closure had no impact on this statistic. Nevertheless it is an uncomfortable thought that the last months or years of their lives should be blighted with upheaval, uncertainty, frustration and deep disappointment.

We are still here! We have not gone away, and we have no intention of doing so!

This was not unanticipated. On March 3rd 2008, in response to the announcement of the closure, Acting Manager of Choices Clare Rochford wrote to Corporate Director Pete Leonard underlining how vital the service was to the independence and functioning of the users and their families, and warning of the potential human cost of the proposal.

It has indeed been a costly and difficult struggle punctuated with emotional highs and lows.

Early in their campaign, the group were offered a minibus free of charge, including maintainance, storage, and a driver by an employee of a major public transport operator. It was a cruel let-down for the group when said employee became increasingly unavailable to deliver on his promise.

More recently, the group were forced to give up office space due to unsustainable rental costs, however, negotiations are ongoing as regards premises for meetings and activities. But despite the many disappointments, they are undeterred from fulfilling their objectives.

“We are still here” Future Choices chairman Kevin McCahery told Aberdeen Voice “We have not gone away, and we have no intention of doing so!

” Furthermore, we will still be here when certain people within Aberdeen City Council are not!”

As well as having secured a regular alternative therapy session, and holding regular coffee mornings which, incorporate bingo and beetle drives, the group have a number of options under consideration as regards adding other activities such as arts and crafts, basic computer skills and/local history.

Transport remains their greatest logistical hurdle. Many of the members having mobility problems, transport is vital to all aspects of their activities, and is central to all future plans.  Mr McCahery points out that even accessing reliable means to attend group meetings is far from straightforward, and such problems can affect attendance – which has a knock-on effect regarding efficiency of information sharing and decision making.

None of us are qualified, but we are determined to do some good for ourselves and other disabled people.

Much of Future Choices energies are dedicated to fundraising to keep the organisation running and to maintain meaningful and productive interaction between its members.
The process of securing funds and organising events has at times been a minefield.

“The amount of red tape we have had to go through has been unbelievable” said Mr McCahery, commenting on the task of coming to terms with legal and logistical hurdles. “None of us are qualified, but we are determined to do some good for ourselves and other disabled people.”

Carer and Future Choices member David Forbes has organised a dinner dance event at the Hilton Treetops, Aberdeen on 13th November.
Tickets are £30 which includes live entertainment, a welcome drink, and a 3 course meal.

A new red light district is to be established on the outskirts of the city!
Aberdeen Football Club, last week, lodged a planning application for the proposed new community stadium to be situated to the north of Loirston Loch.

Along with some impressive computer generated images of the new facility comes the announcement that lighting will be installed to give the stadium a red glow at night. The club’s official colour of course, as oft witnessed on the faces of embarrassed fans. Continue reading »

Expensive brochures and infallible experts are used to steer people towards the desired conclusion during the consultation process.
