Aboyne, Upper Deeside and Donside SNP councillor Geva Blackett (pictured) has hailed the start of the project to reinstate Ballater’s popular Old Royal Station, destroyed by fire nearly two years ago.

The B-listed building, owned by the council, was historically used by the Royal Family travelling to nearby Balmoral Castle and was hit by a fire which broke out in May 2015.

The building had been leased to VisitScotland for the last 15 years and housed a Visitor Information Centre, restaurant, museum, clothes shop and photography business.

Although much of the building was severely damaged by the fire, a replica Royal carriage survived, as well as various undamaged display cases.

Aberdeenshire Council committed to rebuilding the station and subsequently submitted a successful planning application to the Cairngorms National Park Authority.

There will be changes to how the internal space will be used – both the Visitor Information Centre and the restaurant will return and these will be joined by a library and an enhanced exhibition space. The Royal Carriage will be reinstalled as one of the main attractions.

The project, expected to cost in the region of £3million, is expected to be completed in December of this year, all being well.

The principle elevations of the original building will be reinstated matching the Victorian architecture and detailing, including Queen Victoria’s Waiting Room.

Commenting, Cllr Geva Blackett said:

“This marks the start of the restoration of this iconic building that plays such an important role in Ballater and indeed the whole of Royal Deeside.  Watching the first turf being dug makes me hugely optimistic that the fortunes of this beautiful village have turned a corner.”

Aberdeenshire Provost Hamish Vernal marked the start of the project by cutting the first turf with a ceremonial spade and wheelbarrow used to start the construction of Ballater Railway Station by the Great North of Scotland Railway Company in 1865.

He said:

“Ballater has had a tough time lately. The fire was a terrible tragedy along with the devastation suffered as a consequence of Storm Frank.

“However, I can see real progress with many shops open for business again and more and more residents returned to their homes.  Therefore, it is great to see another milestone achieved through the start of the construction work to redevelop the Old Royal Station.”

Morgan Sindall area director, Mark McBride, said:

“Morgan Sindall has a successful track record of delivering public sector projects and we’re proud to have been selected for one that has such significance to people not only in the local area, but across Scotland as a whole.

“It’s our first contract awarded through Aberdeenshire Council’s main contractor framework and we’re pleased to get work underway. 
 
“Ballater Old Royal Station has a rich cultural history and is integral to the region’s tourism industry. We’re mindful of the need to retain as many of the original heritage features as possible during the restoration process and confident that the finished building will be well received.”

The station was opened in October 1866 by the Great North of Scotland Railway and was the nearest station to Balmoral Castle. It closed in February 1966.

East Garioch councillor, Martin Ford is continuing to press the case for the proposed rail halt at Kintore as funding is promised for the project but the planned opening date is pushed back.

The latest funding contribution was agreed at the North East of Scotland Transport Partnership (Nestrans) board meeting on Friday (2 December). The Nestrans board was advised the Scottish Government had increased its agreed funding contribution towards constructing a station in Kintore to £7.32 million (60 per cent of the estimated cost) while Aberdeenshire Council had now committed up to £1.898 million.

By agreeing to an increased allocation of £2.974 million for Kintore station from Nestrans’ budgets, the Nestrans board closed the remaining funding gap – meaning the entire £12.2 million estimated construction cost is now pledged to the project. 

Councillor Martin Ford is a member of the Nestrans board. He said:

“Clearly, funding is one of the essentials for getting a station built in Kintore. I was pleased to support an increased contribution from Nestrans towards the estimated construction cost. On top of the extra funding now put in place by Aberdeenshire Council and the Scottish Government, this means all the money expected to be required to build the station is now committed to the project. I’m delighted that’s been achieved.”

Friday’s Nestrans board meeting was also advised that the expected cost of the Aberdeen–Inverness rail line upgrade had increased from £170 million to £330 million. The board was told that consequently completion of the upgrading works would have to be delayed so some work could take place in financial year 2019/2020, instead of all work being undertaken before March 2019.

The new planned completion date for the Aberdeen–Inverness rail line upgrade is December 2019, with Kintore station now intended to open in July 2019.

At Councillor Ford’s suggestion, the Nestrans board asked Nestrans director Derick Murray to write to the Office of Rail and Road seeking an explanation for the huge cost increase for the Aberdeen–Inverness rail line upgrade.

Said Cllr Martin Ford:

“The scale of the increase in the projected cost of the Aberdeen–Inverness rail line upgrade is astonishing, especially since the work has already started. What has changed? Or was the previous estimate wrongly calculated? Or why have anticipated prices risen so drastically? We need to have an explanation.”

The original planned opening date for Kintore Station was March 2019. This was brought forward to December 2018 so the new station would be available for passengers when the line between Kintore and Inverurie was due to be closed for several weeks in early 2019 to allow renewal of the viaduct over the River Don. Now, with the upgrading works for the whole line on an extended timescale, the opening date for Kintore station is being pushed back to July 2019.

Cllr Martin Ford said:

“Apart from the alarming overall cost increase for the Aberdeen–Inverness rail line upgrade, the delay in the expected opening date for Kintore station is also very disappointing.”

Campaigners in favour of re-opening the Buchan line railway at least as far as Ellon are demanding that fair forecasts of passenger numbers are used to evaluate the projected benefits of rebuilding the line.
In response to the announcement that the re-opened Borders railway has carried its first million passengers in its first year of operation, East Garioch councillor Martin Ford commented:

“There must be no bias against re-opening the rail line to Ellon or beyond in the evaluation of future transport options for the Fraserburgh/Peterhead/Ellon/Aberdeen transport corridor,”

While the verified passenger numbers for the whole of the first year of operation are not yet available, it is clear the re-opened Borders line is far busier than the forecast levels of use predicted when re-opening was being considered.

“The passenger numbers using rail stations and lines that have re-opened have generally been above – often well above – the forecast numbers used to decide whether the re-opening was a value-for-money investment,” said Cllr Ford.

“Essentially, the predictions of passenger use have been, pretty consistently, far too pessimistic.”

The North East of Scotland Transport Partnership (Nestrans) reports that following re-opening passenger numbers at Laurencekirk station were more than double the projected usage.

“The pessimism in the forecasting of expected use amounts to a bias against rail re-openings and risks seeing proposed schemes blocked when they would be successful,” said Cllr Ford.

“Fortunately the Borders line re-opening went ahead anyway despite the poor forecasts of passenger numbers. But hopes for re-opening the Buchan line must not be put at risk by underestimating its attractiveness to passengers.”

Cllr Ford and Mid-Formartine councillor Paul Johnston have now written to Nestrans director Derick Murray seeking assurances that better methods of predicting passenger numbers will be used to quantify the expected benefits of re-opening the Buchan line railway to Ellon or beyond.

“The business case for re-opening the railway, as opposed to other options, must not be unfairly damaged by underestimating the number of people who would opt to travel by train if that choice was available,” said Cllr Paul Johnston.

“No-one expects passenger number forecasts to be exactly correct every time. But the pattern of repeated underestimates strongly suggests the methods being used are not accurately reflecting actual behaviour. So lessons must be learnt from the success of the Borders line re-opening and revised methods for forecasting expected passenger use applied in future.

“The desire to bring back the Buchan line must not be derailed by faulty forecasts,”
Cllr Ford Added:
“There is every reason to believe a re-opened railway to Ellon would be a great success.”

Cllr Ford, a long-standing campaigner for a station at Kintore, said:

“The intention is to have a new Kintore station in place and ready to come into use in spring 2019, when the wider upgrade of the Aberdeen to Inverness rail line is due to be completed”

“Various steps are necessary to allow a new station to be built, including acquisition of the land needed, design work, gaining planning permission and securing the funding for the construction cost. Steps to deliver all of these requirements are underway, or planning for them has started.”

Cllr Ford recently gave a talk on the proposals for a Kintore station to Kintore Rotary Club.

Cllr Ford said:

“There is no doubt about the strong local demand for a rail halt in Kintore, and every reason to be confident of good levels of use. Of course, I would have liked to see a station in place long before this, but there is now a clear intended opening date. And progress is being made with the preparatory work to enable a station to be built. I am optimistic the planned opening date can be met.”

Aberdeenshire councillors Paul Johnston and Martin Ford have cycled the route of the closed rail line between Dyce and Ellon using the cycle/walk way now on the track-bed.

The two councillors are campaigning to have the rail line re-opened and wanted to see for themselves what work might be required to reinstate the railway.

Said Democratic Independent councillor Paul Johnston:

“I was a member of Grampian Regional Council’s Infrastructure Committee when I supported that council buying the route some 35 years ago. Even then, the hope was the line could one day be re-opened.

“Nothing we found today cycling along the route would be a major obstacle to re-opening the line.

“I am more optimistic than ever before that re-opening is now a real possibility.

“We believe the City Region Deal offers the best prospect for taking rail re-opening to Ellon onwards from being an aspiration to making it a reality.”

Green councillor Martin Ford said:

“It’s time to move forward on re-opening the rail line to Ellon. Better public transport is essential to cut road congestion and reduce carbon emissions, in line with commitments to tackle climate change. Reinstating the railway would also offer significant economic development opportunities.”

A number of former rail lines in different parts of Scotland have been been rebuilt and re-opened in recent years. The longest new route, the almost thirty miles of rebuilt railway from Edinburgh to Tweedbank in the Borders, is due to open on 6 September.

The former railway from Dyce to Ellon is about 14 miles long and, apart from one very small section, the whole of the track-bed is owned by Aberdeen City Council or Aberdeenshire Council. If the railway was to re-open, the current Formartine & Buchan walk/cycle way would have to be relocated to an adjacent position.

Said Cllr Ford:

“Re-opening the line from Dyce to Ellon presents fewer difficulties than other recent rail re-openings. The land has not been sold off piecemeal. There are no tunnels, and no problem of mining subsidence. A number of bridges are missing or would have to be replaced, but that would be true of virtually any closed railway it was decided to re-open.

“There appears to be enough land along almost the whole route to allow both a reinstated railway and a cycle/walk way to coexist without the need to buy additional ground.”

Cllr Paul Johnston said:

“Of course, a great deal of technical work will be required for a transport project on this scale. The planning process too will take time. Aberdeenshire Council, though, has already expressed its support in principle for exploring re-opening. The City Region Deal offers a great opportunity to bring that hope to fruition.”

Democratic Independent and Green Aberdeenshire councillors are urging residents to respond to a North East of Scotland Transport Partnership (Nestrans) consultation survey on transport options between Fraserburgh, Peterhead and Aberdeen.

Councillors Paul Johnston and Martin Ford see the Nestrans survey as a potentially important source of information that could strengthen the case for re-opening the rail line from Dyce to Ellon or beyond.

The survey asks a range of questions on roads, bus services, cycling and walking, but also specifically on reinstating a rail service.

The Nestrans study follows backing from Aberdeenshire Council’s Infrastructure Services Committee, including Green councillor Martin Ford, for an investigation into the feasibility of restoring a modern rail link to the ‘Buchan area’.

Cllr Martin Ford said:

“This Nestrans survey on transport between Fraserburgh, Peterhead and Aberdeen is well timed, given the increasing support for including rail re-opening to Ellon in the proposed Aberdeen City Region Deal.

“There is no doubt we need better public transport to cut road congestion and the emissions that are causing climate change.

“Reinstating rail services on part of the Formartine & Buchan line does look a potentially achievable option that would undoubtedly bring considerable benefits.”

Democratic Independent councillor Paul Johnston said:

“I urge residents to take part in the Nestrans survey – and if they support re-opening the rail line to Ellon or beyond, to say so in their response.

“It’s also important to start thinking about what intermediate stations would be needed, for example Udny Station and Newmachar, to serve the population along the route.”

Another decision to be made about a possible re-opening is whether the line be reinstated past Ellon. Peterhead is the largest town beyond Ellon, but the direct route to Peterhead – the former Boddam branch – is blocked by development over the alignment. The route to Peterhead via Maud (currently part of the Formatine & Buchan Way) is probably too circuitous to compete with road transport.

“The 14 miles from Dyce to Ellon are, I believe, the most likely prospect for a rail re-opening scheme with a favourable cost:benefit ratio,” said Cllr Martin Ford.

The controversy over Union Terrace Gardens has flared up again and, as per form, the usual agendas, fact-free PR and emotional twaddle is to the fore. So what’s going on? Mike Shepherd writes.

utgrailpicLet’s start with the John Halliday plans that have been so much in the local papers recently. John Halliday is a local architect and is the Halliday as in Halliday – Fraser – Munro, the company that drew up the original technical feasibility study for the City Garden Project.
They also created the plans for the Triple Kirks office block and the proposed Muse development on the St Nicholas House site.

John Halliday provided the plans pro bono as an illustration of what could be done with the gardens. They were not commissioned by anyone, e.g. the Council or Sir Ian Wood.

His focus has been on moving the railway station buildings to an area under and around Union Bridge. This would allow direct escalator / lift access to the station from Union Street via the north side of the bridge (and is actually not a bad idea).

He also envisages decking over the road and existing railway. The lower level of Union Terrace Gardens would be raised to accommodate access to the station from the HM Theatre side and to also include a station car park and taxi rank.

The Halliday plans drew fulsome praise from both Aberdeen Journals; the Evening Express in particular using the plans as a centrepiece for a “Let’s mend Aberdeen’s Broken Heart” campaign lasting several weeks.

The plans also drew support from an assortment of councillors and Alex Salmond. The Friends of Union Terrace Gardens (FoUTG) had been asked to comment by the Evening Express, although we told them we would reserve judgement until we found out more about the plans and had discussed them at our AGM, held last Saturday.

The Halliday plans achieved an amazing first in the UTG controversy: both the FoUTG and Sir Ian Wood were in agreement: Neither of us liked them.The Friends group rejected them as they meant building in the park (and once you concede the principle, when would this stop?)

Sir Ian Wood told the Evening Express on Wednesday that a car park would be the wrong use of space created by decking over the gardens. The billionaire seems to be envisaging a modified version of the original City Square Project; this description is from part of a press release that was reposted on Facebook:

“He does believe it is possible to cover the road and railway and then raise the gardens to the level of the existing arches on the west side and to the level of the raised decking over the road and railway and Belmont Street on the east.

“This would make them accessible and permeable from the adjacent streets and ensure the whole area becomes an integral part of the new city centre heart, with walk on access virtually all the way round. Some sloping topography would be respected with the level difference between Union Terrace and the arches with easy step access from Union Terrace and Rosemount Viaduct.

“The main visual features of the Victorian gardens could be maintained but as a more useable, accessible part of the city centre, helping regenerate Union Street and connecting north-south and east-west.

“For a city centre regeneration project to secure Wood Family Trust funds it must be truly transformational as described above, supported by the public and led by the City Council. If the council were to explore a development on this basis, they would be prepared to provide appropriate funding support. Hopefully a Government tax incremental financing (TIF) scheme might also be available.”

According to the Press and Journal, Sir Ian Wood was offering an ‘olive branch’ to the council in that a little dimple sitting on top of a subterranean structure could be styled as a ‘Victorian garden’.  This was in no doubt in response to Barney Crockett’s statement that whatever happens, a Victorian garden must remain in Union Terrace Gardens.

If all the noise and breast-beating in the Aberdeen Journals were to be taken literally, the John Halliday and Sir Ian Wood plans are ostensibly the only show in town.

Less stridently mentioned are FoUTG’s modest plans to restore the park and the fact that Aberdeen Council are also working on a plan for the city centre that includes Union Terrace Gardens.

We don’t know much about these plans. They will be made public at the end of the month.

 

Suffice to say from what Barney Crockett mentioned at the Friends AGM, Robert Gordon’s University seem to have been involved in some shape of form.

Barney also repeated his statement that a Victorian garden will be present but was careful not to reveal too much detail and hinted that there could be some changes in the gardens.

It also sounds as if the idea of creating access to the railway station down from the north side of Union Bridge is in favour. It looks as if the council intends to try and build a consensus on their scheme with extensive consultation with interested parties. This is planned to include both FoUTG and Sir Ian Wood.

It remains to be seen what will happen in the current, somewhat heated, situation. The pressure is building up on the council administration.

Sir Ian Wood is making a last ditch attempt to save a version of his city square project. He is being aided in this by the one-sided support of the Aberdeen Journals, the P&J in particular being largely vociferous in his favour.

The Conservative councillors, who share the city administration with Labour and the independents, want to see what they refer to as the “transformation” of the gardens and not just round the edges either.

UTG train - Credit: Mike ShepherdOn the other hand, the Labour Group have the good will of many in the city over the act of ditching the business plan for the City Garden Project last year. They will not want to lose this.

Another factor is that council budgets are under severe pressure, not the least because the council have to find £75 million to fund the bypass. More cuts are likely in the medium to long term and it’s obvious to the dispassionate observer that an expensive city centre construction project should not be anywhere near the council’s top priority for expenditure.

A rational solution is to spend some money on improving the gardens but not a great deal. They don’t really need many millions spent on them to bring about a city centre heart that everybody can be proud of.

Unfortunately logic and reason on most things UTG flew out the window years ago. Here’s hoping common sense returns before long.

A copy of Scottish Walks fell out of the Sunday Herald a couple of weekends ago.  It must have been a weekend where the Dons didn’t lose before it was bought. Scottish Walks is well-written, covers the whole of Scotland, is not solely for the gearmonsters and Munro-baggers and it’s free.  Aberdeen Voice’s David Innes had a quick word with editor Cameron McNeish about the magazine and its sister publication Scottish Cycling.

DI:           The ad in the latest issue mentions distribution of hard copies in the major commuting cities – do you know how this is carried out in Aberdeen?

CMcN:     Scottish Walks and Scottish Cycling are both quarterly magazines and are given away free from a variety of distribution sources. The magazines are usually carried by the Sunday Herald newspaper and in addition a large number of copies are sent to outdoor centres, outdoor shops, leisure centres, libraries and doctors’ surgeries throughout Scotland.’

DI:           How are the magazines financed?

CMcN:    The magazines are financed solely by advertising.

DI:           Do you have a campaigning edge, or is the vision wholly altruistic from a health and environmental viewpoint?

CMcN:    We don’t have a particular campaigning edge.  The emphasis on both titles is to encourage people to have a go, although in Scottish Walks the emphasis is more on giving people a wider choice of walking route.  The cycling magazine is aimed more at the leisure cyclist rather than the racer or hardened sportive rider.’

DI:           Would you accept copy from potential contributors?

CMcN:    We are always happy to accept contributions but since we have a very minimal contributor’s budget we don’t emphasise that!  Most of the material is written by, or sourced, by myself.

“The latest improvement to the Deeside line has seen tarmac laid on the remaining 1.5km or so to Culter station.  The route is now sealed surface all the way from Duthie Park.  

“This is good news and is the latest stage in a round of improvements that started around 2000 with the installation of bridges over Hardgate and Holburn Street.

“This is down to the council taking a sustained interest in the route, and excellent funding support from Sustrans and Nestrans – as well as consistent pressure from ACF.  

“Our annual cycle count has shown a steady increase in cycle use which confirms what we already know – good quality cycle provision encourages cycling!”

Shakhaf Barak wrote to a friend highlighting the history behind the current referendum that is dividing the city. He has kindly allowed Voice to use it, almost verbatim as the deadline approaches for voting.

Dear Friend,
Here in Aberdeen there is a bitter referendum taking place, and it could go either way. Over 70,000 people have voted thus far, in a city of barely 212,000 souls, and both sides have reported each other to the police. Central to this story is a 250-year old city centre park, Union Terrace Gardens, and the billionaire oil tycoon seeking to redevelop it.

Union Terrace Gardens are similar to Edinburgh’s Princes Street Gardens, lying in the natural amphitheatre of the Denburn valley, the Denburn being a stream which flows right through the city, underground where it borders the Gardens. Much of Aberdeen’s best architecture was clearly envisaged to overlook this area.

The Gardens are home to a cluster of 260-year old elms trees that once formed part of the Corbie Haugh, a historic wood which ran through the valley. This is among the largest concentration of healthy mature elm trees in Europe, and they are reputed to have escaped Dutch Elm Disease, not only due to their isolation, but also because the pollution of the city has afforded some sort of protection from it.

Both the park and its beautiful Victorian toilets are Grade A-listed, and all of the trees are under preservation orders. Up until as late as 2003, the Gardens formed the centrepiece of Aberdeen’s Britain In Bloom entry, and they were truly stunning, but since then expenditure has all but ceased, and the toilets have been closed for several years.

In 2008 a local arts organisation, Peacock Visual Arts (PVA) was granted planning permission for an award-winning and sympathetically-designed arts centre to be built into the hillside of the Gardens. This would have meant felling a small number of trees but none of the elms. The design was universally acclaimed and it was hoped that this scheme would help regenerate interest in the Gardens.

Enter Sir Ian Wood, one of Scotland’s richest men, and chief of Wood Group PSN. Sir Ian decided that he’d like to redevelop the Gardens by building a five-storey bunker in their place, whilst covering over the adjoining railway line and urban dual carriageway, with the entire roof of this construction forming a flat civic square at street level. It was not entirely clear what would be installed in the bunker, although speculation was rife to say the least.

He offered the council £50m towards the cost of this project, which was mooted to cost £140m. This was possibly an optimistic figure since Union Square, a similarly sized shopping mall with none of the technical difficulties or prior excavation work, cost £250m to build. The council felt this offer was too good to refuse, but the some members of the public were up in arms.

Sir Ian decided to put the proposal out to public consultation and promised to walk away should the public reject it.

The ‘consultation’ was commissioned by Aberdeen City and Shire Economic Future (ACSEF), a publicly-funded unelected QUANGO, and conducted by The BiG Partnership, Scotland’s largest PR company.

It many ways it resembled a marketing exercise. The bulk of participation was via a website, which asked several questions with a somewhat loaded feel to them. For technical reasons, the question on whether or not to proceed with the plan defaulted to a YES vote.

If, during completion of the questionnaire, any previously-given responses were subsequently amended, this again defaulted back to a YES vote. When the results were released, it became apparent from the comments sections that may people who had intended voting NO had instead been recorded as YES voters.

Over 10,000 people participated in the consultation, and In spite of it’s technical oversights, the public voted against the Civic Square proposal by 54%-46%, a healthy and significant majority. However the PR machine kicked in and somehow spun that the 202,000 people who had not participated possibly represented a silent majority in favour of this scheme.

Sir Ian decided not to walk away, and the project went to a council vote. The council voted in favour of taking the plan forward at the expense of PVA who by that time had 80% of their £20m funding in place. It has subsequently been alleged that some of the PVA funding was diverted into the new project.

The BiG Partnership now re-launched the plans under a new name, The City Garden Project (CGP). It was claimed that the outcome of the public consultation was that the public were broadly in favour of a garden as opposed to a civic square. Any implication that they were actually in favour of preserving the existing gardens was ignored.

The interested parties now felt that the best option was to redevelop the Gardens by building a five-storey bunker in their place whilst covering over the adjoining railway line and urban dual carriageway, with the entire roof of this construction forming a new garden at street level.

The whole thing had an air of déjà vu.

This time it was decided to hold an international design contest, paid for with public money. Six designs were shortlisted from hundreds of entrants. One, The Granite Web, bore a striking resemblance to Civic Square concept, albeit with less concrete and more greenery. Critics described it as a cross between Tellytubby Land and a skate park.

The local press heavily promoted the Granite Web design from the outset of the contest, leading with it on their front page and providing it with more photo coverage than the other designs. It was almost as though it had been ordained.

The public voted, and spoiled ballots aside, all indications were that The Winter Garden design proved the most popular. An independent poll confirmed this and put The Monolith in second place.

Tellingly both of these designs retained much of the topology of the existing Gardens. Word on the street was that The Granite Web was not a popular choice, but we’ll never know for sure, because a decision was taken not to release the results of the so-called public vote to the public.

It was then announced that the winner of the private-public vote would be put forward to the selection panel, along with another design. The self-appointed selection panel consisted of Sir Ian, some other influential people from the oil industry, an architectural consultant on the project payroll, and a councillor who backed the project.

The two designs discussed were the acknowledged public favourite, The Winter Garden, and you’ve guessed it, the joker in the pack, The Granite Web. When the panel announced the result, it should have come as no surprise to anyone that they had chosen The Granite Web, yet there was a shocked silence, and even those had come out in favour of the redevelopment initially appeared bemused if not downright confused.

The original Civic Square was mooted to cost £140m, with £50m coming from Sir Ian, £20m from the private sector, and the rest to be borrowed through a Tax Incremental Funding (TIF) scheme. Any over-run would be covered by the council (read local taxpayer) .

Only £5m of the private sector contribution has materialised thus far, but there has been an announcement that The Granite Web would be significantly less expensive to build than the previously-envisaged, but somewhat less complex, civic square. Sir Ian has offered to personally fund up to £35M of any cost over runs, should they occur.

The TIF proposal cheerfully bends all the guidelines of TIF funding. TIF is intended to be used to redevelop brownfield sites, with the loan being repaid over a 25 year period through increased rates recouped from any businesses setting up in the redeveloped area. The city council had already approved planning permission for two new industrial estates on the outskirts of town, under the business case for the TIF funding, these new estates become part of the TIF zone, so in The Granite Web’s case, sections of the TIF zone are located several miles away from the actual redeveloped area.

The predictions are for 6,500 jobs and £122m annual revenue to the local economy, all based on the new industrial estates, which have no obvious linkage to The Granite Web, operating at full capacity. Even if one were to accept that any new jobs could be somehow attributed to The Granite Web, the figure of 6,500 seems unlikely given that the London Olympics is only projected to create 3,500 jobs.

Either way, the setup feels a bit shaky; the truth is that these jobs and their associated revenue will accrue with or without The Granite Web.

By this time, councillors seemed to be getting edgy and unwilling to green-light the project, so they decided to hold a public referendum. Any group wishing to campaign was required to adhere to an £8,000 spending limit, and for this they were provided with 300 words of text in the voting pack.

The packs went out, but unfortunately some of the Retain lobby’s statements were mangled due to a ‘computer error’. The voting packs were closely followed by a big money public relations mail bombing campaign by The BiG Partnership promoting The Granite Web. Publicity materials went through every letter box, pro Granite Web articles dominated the press, and adverts were played around the clock on the local radio stations.

Apparently this expenditure was permitted by virtue of being funded by an ‘unregistered’, and as yet anonymous, campaign group – whatever that means! I guess it’s a bit like not having to pay tax because your parents never applied for a birth certificate, who knows? By this point, things were becoming surreal to say the least.

The referendum closes on 1 March and it’s a bitter fight that has divided the city. For example, an oil company boss has made a complaint to the police alleging mail hacking and cyber bullying. The police claim they are taking this allegation seriously. There have also been two arrests possibly related to claims of vote-rigging, but ultimately no one was charged.

The town has gone berserk and it’s civil war all over Facebook. It’s as if we’re all experiencing a really, really bad shared dream. I just dread to think what we’ll all be waking up to on Saturday morning.
