A new documentary, launched next week, takes a look beneath the layer of grime, which, in recent years, has coated the grand granite facades of Aberdeen’s unique city centre. Run Down Aberdeen seeks to highlight and investigate a number of issues which have, and continue to contribute to the current condition of the city, a number of issues which regular readers of Aberdeen Voice may be all too familiar.

In the short yet prolific life of  Aberdeen Voice, the city’s premier online outlet for citizen journalism and campaign writing, there have been a number of contentious issues which have attracted most of the site’s column inches. Controversial developments, urban decline, council mismanagement and the seemingly perpetual struggle between the public and private sectors have been the order of the day at Aberdeen Voice since its inception.

Framed around the widespread and growing state of perceived neglect, Run Down Aberdeen looks a little further than the chipped cornices, tarnished street plaques, empty shop units and grubby pavements which face the residents and visitors of Aberdeen. With the help of local politicians, writers and citizens, the film discusses both the historical and contemporary developments, which continue to shape the future of the city.

The documentary was commissioned as an expansion of a Facebook group which has already been  the  subject of an AV article by Mike Shepherd, the group’s founder and the film’s executive producer. While the group’s ethos is to encourage members of the general public to highlight areas of concern by posting photos, it seemed counterproductive to either echo this or make the film about what the group was achieving (A few weeks after the group’s establishment a number of the areas highlighted in the early photographs were tackled by Councillor Martin Greig).

Therefore the film, while establishing the apparent neglect, looks into initiatives proposed or already under way and how these developments will effect or remedy the situation.

Big ticket projects have been proposed which aim to be a universal panacea to Aberdeen’s decline: The City Square Project claims to safeguard jobs and economic stability while delivering “transformational” change to a “third rate” city centre; “One Aberdeen” the Aberdeen city development company is aimed at:

“maximising the use of the city’s unused assets and to drive and promote the regeneration and economic development of the city as a whole.”

While the Green Townscape Heritage Initiative seems successful in its attempts to regenerate the Green area of the city and working with a range of heritage organisations to restore the historic buildings and streetscapes.

On the other hand there is widespread dissatisfaction amongst the people of Aberdeen – the establishment of Aberdeen Voice is a prime example of this. Every day there are more and more protest and pressure groups within the city struggling with the City Council’s decisions and projects, which will affect their everyday lives.

But how do we consolidate this? How can a city regain its population’s faith once it has been lost? And what can the everyday person do to influence the city around them? And most importantly where does the future of a city like Aberdeen lie?

For forty years the city has apparently prospered on the back of a finite resource, and with that resource now dwindling and the corporations based in Aberdeen, who have been drawn to the city to exploit it getting itchy feet, how should the city move forward, and who exactly should define where to go?

Giving Away Union Terrace Gardens

On April 27th, Councillors will be asked to vote to transfer the lease for Union Terrace Gardens to a third party body, either a limited company or a trust.

If the vote is passed, the Council will still nominally own the park, however control of the property will effectively be transferred by this action.

The public will not be aware of this coming up unless they have the skill and patience to dig through the multitude of reports on the Council website and find the appropriate report where this is mentioned. Even then, a subsequent report has only been issued to Councillors.

This came out on the 23rd February and includes a timetable for the City Square Project, the highly-controversial proposal to replace the city centre park with a three storey building and a roof garden. The relevant item concerns the full Council meeting on the 27th April as detailed below. Note that SPV is an acronym for Special Purpose Vehicle, essentially the limited company that will be designated to take the project through to planning permission and beyond.

“Paper to Council seeking approval of the SPV project business plan, approval to lease Council land to the SPV and permission for the SPV to take the project forward, subject to approval of the final detailed design scheme.”

In the next column is the following:

“ACGT will produce a business plan for the operation of the SPV up to the point where planning consent is obtained.”

This is a key sentence; the ACGT referred to here is the Aberdeen City Gardens Trust, a limited company formed in January this year.  Thus it looks as if there is some link between the SPV referred to in the timetable and the Aberdeen City Gardens Trust.

this is an attempt to force the issue on the City Square Project well in advance of planning permission being sought.

Who exactly are the Aberdeen City Gardens Trust? This is a good question as you will find very little in the media about the company. My understanding is that the trust has been formed by the businessmen involved in funding the project as a means of finding extra private funds to finance it and to take on key tasks such as managing the design competition.

Additional information comes from the articles of association for the trust which can be purchased from the Companies House website. These mention two board members, businessman Tom Smith who is also Chairman of ACSEF and Colin Crosby who is President of the Aberdeen Chamber of Commerce. It is not known who else is on the board. However, it is clear that there is as yet no council involvement. The articles mention that the Council have the option at any time to become a special member of the group.

The objects of the company are stated and are as follows:

The urban regeneration of Union Terrace Gardens and the Denburn Valley (the Gardens Site) to create a new civic space and gardens with the aim of creating jobs, investment and improving the quality of life for the citizens of Aberdeen. The civic space and gardens shall:

  • Include at least 5 acres of city square and gardens;
  • Provide improved accessibility to green space by allowing walk on, walk off street level access from all four sides;
  • Create at least 2.5 acres of all-weather covered space beneath the square and gardens at concourse level;
  • Incorporate key aspects of the heritage of the current gardens, including the arches, viaduct and Union Street Bridge at concourse level;
  • Cover the road and railway; and provide easy access to public transport;
  • To promote, operate and maintain the new civic space and gardens for the benefit of the citizens of Aberdeen.

 

Elsewhere within the articles we read of the powers of the trust. Two of these powers are of note:

– to purchase, take on lease, hire, or otherwise acquire, any property or rights which are suitable for the company’s activities;

– to sell, let, hire out, license, or otherwise dispose of, all or any part of the propertyand rights of the company;

A Press and Journal article provides extra information about the limited company. It has recieved more than £400,000 from Sir Ian Wood’s family trust and has received a grant of £375,000 from Scottish Enterprise through funding available for major infrastructure projects (note that this £375,000 did not come from the Peacock grant as mistakenly reported in a previous P&J article). The company will also be responsible for managing the international design competition which is intended to produce designs for the proposed city square in August.

There are many issues involved; some of these are discussed here:

Control of the Property: If the vote is passed on the 27th April, Councillors will be approving to transfer control of Union Terrace Gardens to an SPV, likely to be a limited company / trust (possibly the City Gardens Trust). I have been told by the Council executive that the likely term of the lease will be 125 years. The Council will nominally own the property although a long term lease will in practice hand over total operational control to the SPV.

The vote to approve transferring the lease in April looks to be premature. The final design is not due to be approved until December this year and planning permission will not be sought until May 2012. By contrast Peacock Visual Arts were given planning permission for their arts centre in the Gardens and only then did the question of transferring the lease arise (they were never granted it). My opinion is that this is an attempt to force the issue on the City Square Project well in advance of planning permission being sought.

Implications for the Design Competition: We are told by the P&J that the City Gardens Trust will run the design competition. This does appear to limit the scope of the competition however. The stated objectives of the Trust are exactly in line with Sir Ian Wood’s strict conditions for the City Square Project, that is – walk on, walk off street level access from all four sides.

This precludes any options that consider decking over the railway line and road but keeping the Gardens substantially intact; or improving the existing Gardens only.  There are plans later this year for an item which the timetable describes as:

“short-listed design proposals subjected to public scrutiny.”

The word consultation has not been used here, although this is what the item appears to allude to. It has already been stated in a Council meeting that option to keep the gardens substantially as they are will not be included at this stage.  Thus the public will only be asked to ‘scrutinise’ between modern designs for Aberdeen city centre.

The Involvement of Scottish Enterprise: It is poignant that the Scottish Government body, Scottish Enterprise have given a £375,000 grant to the City Gardens Trust when they also funded the public consultation where the public said no to the project with a sizable majority (1,270).

There are many in Aberdeen that are appalled at the loss of heritage should Union Terrace Gardens be built over with and a modern city square put in its place.  Now it also looks as if public control of the property will be transferred from the Council to a third party organisation about which not a great deal is known. The Peacock Grant And The City Square Project

The City Square Project is a highly controversial proposal to replace Union Terrace Gardens with a  three-storey building topped by a modern city square. This week, unlikely as it seems the scheme became more controversial as Mike Shepherd tells Aberdeen Voice.

The latest revelations concern the luckless Peacock Visual Arts (PVA) proposal for Union Terrace Gardens.

The local art group, Peacock Visual Arts, had planned to build a “centre for contemporary arts” in part of the Gardens. The £13.5 million building was to contain a gallery, a TV studio, a print studio, a restaurant and offices for Peacock Staff.

The intention was also to provide a base for Aberdeen City Council’s Arts Development and Arts Education teams as well as extra space for the City Moves dance agency. The project had been awarded funding from Aberdeen Council (£3 million), the Scottish Arts Council (£4.3M) and the Scottish Government body, Scottish Enterprise (£2 million).

After planning permission was granted to Peacock in August 2008 by the Council, Sir Ian Wood then stepped in and in November 2008 announced his own plans for Union Terrace Gardens, a civic square described by him as “a cross between the Grand Italian Piazza and a mini Central Park”.  Scottish Enterprise paid for a technical feasibility study for the City Square Project and then promoted the consultation to gauge public opinion on the issue.  Aberdeen Council now found themselves faced with two projects competing for the same lease of ground.  Councillors later decided at a full Council meeting in May 2010 to support the City Square scheme rather than the Peacock Visual Arts centre.

In reply to a recent question as to what was spent out of the Peacock grant,  Scottish Enterprise listed £190,000 spent on the technical feasibility study for the City Square Project and  £226,000 spent by Peacock on architect, design and project management costs. No indication is given as to when the agreements to do this were signed off.

Thus money intended for the Peacock scheme looks to have been allocated to a feasibility study for a rival project which ended up replacing the Peacock scheme itself as the Council’s preference (Scottish Enterprise, it should be said, have acknowledged that if the PVA plan had been approved they would have honoured the £2 million grant).

It was later reported in a Press and Journal article that Aberdeen Council had secured permission to use a further £375,000 of the grant funding for the City Square Project. What this money is to be used for is not allowed to be, as yet, in the public domain.

The Press and Journal  report states that the Peacock grant now stands today at  £1.2 million out of the original £2 million allocated. The grant was left open after the vote in May. According to information provided by Scottish Enterprise the money is nominally available to fund similar projects to the Peacock scheme until the end of March this year, at which point it has to be returned back to central funds.

The Council monitoring officer has been asked to launch an investigation into the matter

The Peacock contemporary arts centre was effectively killed off by the May Council vote. Although Peacock had been asked to locate their arts centre within the proposed city square building, this proved unacceptable to them and there was no chance of an alternative proposal surfacing in time for the March 2011 deadline.

The Council executive confirmed to Scottish Enterprise in November 2010 that the Peacock funding was no longer required; they nevertheless made a request to reallocate the funds to alternative projects under revised terms. Kevin Stewart, the Council’s finance convenor, told the Press and Journal that seven proposals had been drawn up, costed and presented to Scottish Enterprise.

In response to a question I had asked him as to whether the money could be given to Peacock for new facilities, Cllr. Stewart replied that:

“Council officers put forward a number of worthy projects that could use the funding, including Peacock, but these were all rejected by Scottish Enterprise.”

The £1.2 million grant to Aberdeen Council from Scottish Enterprise now looks as if it will have to be returned to central government funds at the end of March. The Council monitoring officer has been asked to launch an investigation into the matter under the Local Government in Scotland Act.

Dough, or deer. That’s the Council’s dilemma. Old Susannah muses on an extraordinary response from our elected representatives.

I’m afraid it’s another long introduction this week.

There seems to be a little confusion about what our City Council has been up to lately, so let me leap to its defence as usual, and try to dispel some misunderstandings. Peacocks and Deer seem to be in the firing line – deservedly so of course. Firstly, we had a potential grant to house Peacock Visual Arts in UTG, and Peacock put itself into ACSEF’s hands. ACSEF somehow turned this plan around and the Sir Ian Wood car park/street level UTG scheme was favoured over the Peacock plan.

It seems Sir Ian’s plans then took a chunk of the Peacock money, and the Peacock plan was overtaken by the UTG car park/shops plan. Grant money, hundreds of thousands of pounds of taxpayers’ money, was spent on a splendidly-unbiased consultation persuading us that we need parking more than trees. Obviously, the consultation was ignored for not reaching the desired conclusion.

The City was allegedly told by Scottish Enterprise that the grant money had to be used towards a cunning plan of some sort or other, and as the City wisely didn’t want to rush into anything, it has instead cleverly handed back £1.2 million to COSLA. I might be confused, since Scottish Enterprise had a hand in helping Peacock, had a hand in helping Sir Ian’s scheme, and had a member on ACSEF who would have known all about grant deadlines – or should have known. I’ll work that out eventually. Still, what’s £1.2 million to us anyway? And thus the Peacock was carved up.

At the same time as Aberdeen City Council lost £1.2 million by killing off the Peacock, we were going to keep a £200k grant by killing the deer on Tullos Hill to prevent them eating. I’m sure that’s clear, but just in case it’s not, we are getting £200K to plant trees in a scheme called A Tree for Every Citizen

COUNCILLOR AILEEN MALONE, PLEASE NOTE THIS IS NOT CALLED ‘ALMOST ONE TREE FOR EVERY CITIZEN’.

Alternatives such as planting elsewhere, waiting until fencing could be afforded to separate tree from deer, keeping the deer safe in a fenced area and using plastic to protect the saplings so that the deer couldn’t eat them would be too expensive. We have to keep saving money like we always do, or we wouldn’t have enough money left for consultations and hospitality. It seems like the councillors involved are now passing the buck.

So the deer were going to be shot and killed, or culled if you are of a sensitive disposition and it sounds much better. They’re tame deer, mind, who are sometimes handfed, although the pesky beasts keep breeding and eating, and don’t seem to have taken notice that we’ve encroached on their land.

By killing the deer now, you see, the trees will grow. When the trees are grown, then we have a habitat suitable for squirrels and, er….deer. This sounds like we are keeping a close eye on finances, acting humanely and doing business in an honest fashion.

The P&J is becoming increasingly critical of the Council, a most welcome trend

I was going to tell them where to put their saplings when, all of a sudden, Wednesday’s Evening Express announced that the deer can live. Perhaps the city councillors got a bit squeamish at the thought of killing all those beautiful votes they hope to see next spring?

Whatever the motive was for sparing the deer, it seemed briefly that the City had listened to the people. The moon was blue and lightning struck twice.

I personally was ready to fawn over the councillors.

Well, I should have known better. The current version of the story appeared in the P&J on Thursday morning. Its headline accurately reflected the Council’s current position – animal lovers, stump up £225,000 for fencing or we kill the deer. The P&J is becoming increasingly critical of the Council, a most welcome trend

The Council explained it had no spare money for fencing, and Councillor Aileen Malone helpfully told the P&J that only ‘about one’ person from Aberdeen had written to her protesting against the cull; the rest were from out of town. Obviously, people in different countries have no business being interested in animal rights issues. I hope any interfering ‘outsiders’ who troubled our Ms Malone will write to apologise, acknowledging that animals in Aberdeen are only the concern of Aberdonians. Honestly!

Poor Ms Malone was apparently so shocked to get any e-mail at all that she lost the ability to count. ‘About one’ is the phrase she used to describe the number of e-mails received from Aberdeen people wanting to save the deer. Readers, I will confess that as Old Susannah sent her an e-mail around February 22, including my home address, asking for the cull to be abandoned, I am that solitary person who constitutes the ‘almost one’ person who wrote to her. I like to think of myself as a whole person – but will bow to Ms Malone’s superior grasp of numeracy.

I would ask that if anyone else thinks they wrote to the Council protesting against the cull, they check that they actually did write. If so, tell Ms Malone – and be sure not to bother this busy woman unless you live in Aberdeen!

Anyone who insists on being addressed as ‘Doctor’ who is not a medical doctor runs the risk of looking like a jumped-up, insecure, power-hungry, title-fixated, inflated, self-important nonentity

Finally, I am looking at a report from the Council dated 25 May 2010 which spells out the benefits of the ‘Tree’ scheme.

It will be carried out in such a way as to ‘… value and enjoy our built and natural environment and protect it and enhance it for future generations…’ Obviously not for future generations of animals mind, and if we get rid of the deer, so much more room for us to enjoy the great outdoors.

This proposal also explains how important it is to get the community involved  – not to listen to them, just get them involved – and says that Tullos School children can help plant the trees. I personally think it would be much more educational if the children could help kill the deer as well; this would be a great lesson indeed.

And on to this week’s dictionary corner….

Are you feeling well? The following definitions come with a warning that they may cause queasiness in the reader and headaches for the champions of good health and responsibility at Grampian National Health Trust. For the record, my grandmother was a nurse as was her sister, back in the day when wards were spotless, patients were cared for, even listened to, and hospital staff were seen as the most important part of a healthcare delivery service. Yes, that was a very long time ago indeed.

Doctor: (noun)  title given to an individual awarded a doctorate by a university; a professional in the healing arts; eg a physician, dentist or veterinarian who holds an advanced degree and is licensed to practise.

The title ‘Doctor’ is applicable to anyone who has successfully obtained a doctoral degree from a recognised, accredited university. The use of the title ‘Doctor’ as in ‘Dr Marcus Welby’ is most often only limited to doctors of medicine, although in universities it may be used to address any holder of a doctorate.

Anyone who, say, donates tons of money or is a wealthy tycoon with a wig, can wind up with an honorary doctorate, but would probably not insist on being addressed as ‘Doctor’. ‘Dr Donald Trump’ for instance, would sound just a wee bit naff.  Anyone who insists on being addressed as ‘Doctor’ who is not a medical doctor runs the risk of looking like a jumped-up, insecure, power-hungry, title-fixated, inflated, self-important nonentity. That is why nobody at, say, the Council, and involved in planning for instance, would insist on being referred to as ‘Doctor’. Now let’s look at the health of our medical sector.

Maggots: (noun – plural) type of insect; soft-bodied legless larvae from for instance the fly family

In superstitious medieval times, wounds and illnesses were often treated using leeches and other bloodsucking creatures (but not councillors as far as I know) to suck away excess blood. As it turns out, the use of leeches does have some medical value – they take out dead tissue and possibly promote healing.

This made her ill, made her extremely upset, and had nothing to do with what was actually going on with her health

How extremely far-sighted then, of Grampian NHS to be using maggots. Well, they had maggots in ARI back in 2009. It seems they were found in an operating theatre area or two in the not very clean ventilation system. You might think this shows a scandalous lack of concern for hygiene, but I am sure it was a well-intentioned experiment in healing.

Consent: (verb) To agree to a condition or set of conditions, to affirm assent.

When you go to hospital, if you are not in possession of your mental faculties or cannot speak, then you are unable to give consent when required. Recently, a woman in her 70s found herself having a stroke whilst in the care of Grampian NHS.

What apparently happened was rather than realise that a stroke was the problem, the (dis)orderlies treating her decided that as a tube had come out of her arm, the best thing to do with this conscious, communicating woman was to hold her down. This took three of them and she was apparently bruised, but you know how strong these old women are. As she pleaded against any injection, they gave her an anti-psychotic medication. This made her ill, made her extremely upset, and had nothing to do with what was actually going on with her health.

You can’t expect someone in a hospital to know all the rules of course, and the patient’s wishes should not be as important as what the staff feel they should do. About a year after this charming incident, I read in the news that she was given an apology. I am sure any one of us would have been more than satisfied with that.

Hospital parking: (noun) a place to leave a motor vehicle where the price charged for doing so can be astronomical.

If you can’t afford the taxi fare to a hospital for non-emergency treatment, if you don’t have the hours to spend when you’re ill taking a number 12 bus from the town centre to a hospital – forget it on a weekend – then please arrange to be ill when you have sufficient £££s to spend on hospital parking.

If you have a sick relative – a child or older person perhaps – who is in long-term care, either ask them to chip in for the parking or taxi money, or ask them to be ill after you’ve saved up enough to be able to afford to go to the hospital. Planning ahead makes everything so much easier to afford.

A note on mental health – anyone who is experiencing an episode of depression or suicidal feelings should be treated immediately at an NHS location of their choice. A man died last month – a man who had expressed a need for immediate help, as had members of his family, but he had not gone through the proper channels when thoughts of suicide overtook him and the NHS turned him away. So, members of Grampian NHS Board, who exactly is responsible for this tragedy? Please feel free to explain it to me as I don’t understand it.

In collaboration with New Moves International, Peacock Visual Arts and Citymoves Dance Agency present ‘This Is Performance Art’ (TIPA), a four-day festival featuring some of the most exciting and influential performance artists in the world.

Black Market International, in residence as part of TIPA Europe 2011, kick-start everything here in Aberdeen. The collective, featuring Alastair MacLennan, Boris Nieslony, Elvira Santamaria Torres, Jacques Van Poppel, Jürgen Fritz, Lee Wen, Miriam Laplante, Norbert Klassen and Roi Varra, will be travelling to the city for the very first time for the four-day programme.

The festival includes performances, installations and a workshop, as well as an opportunity to meet the artists on their arrival into Aberdeen at a discussion chaired by Lindsay Gordon, Director of Peacock Visual Arts

ALICIA BRUCE // Menie: a portrait of a North-East coastal community in conflict
Award winning photographer Alicia Bruce spent the summer of 2010 collaborating with residents of the Menie estate, an area of outstanding natural beauty and a Site of Special Scientific Interest (SSSI) situated 20 minutes north of Aberdeen. The residents’ homes are under threat of compulsory purchase as Trump International starts construction of a golf course, hotel and housing development with plans to re-name Menie ‘The Great Dunes of Scotland’.
The exhibition showcases a stunning array of photographic and moving image works that present a humane story about people and place – an observance of conflicted territory and those who inhabit it.

ANITA JEAN STEWART // Mounthooly in May
Last May Mounthooly roundabout has a change of identity. Artist Anita-Jean Stewart, along with her trusty mobile studio, took up residency on Aberdeen’s renowned traffic island bringing with her; shadow-shows, tea-parties, poetry, glitter-balls, gigs, hula-hoops and artist’s talks. Stewart successfully transformed the roundabout into a creative bubble for the month of May, the results of which can be seen at Peacock Visual Arts in January. Old Susannah has been constantly on the go the past week. Here’s her travelogue…

On Friday I attended most of the public hearing on the Loirston Loch proposal at the Town House. Admittedly, I left before the full meeting ended, so missing Kate Dean’s concluding remarks, but I would have lost the will to live altogether, and I had to be at Peacock for 6pm.

Sorry I only lasted 8 hours at the hearing, but seeing as Kate was doing a great job of being impartial as convener, I left, in the knowledge that the stadium was in safe hands. See the article elsewhere in this edition of Voice.

Next day, the P&J printed an article favouring the stadium development which ignored all the practical problems and local objections, alongside a piece on Cove Rangers being allowed to move to new premises. Of course, these two developments in the Aberdeen footballing world are completely unrelated. Old Susannah must have wandered into a completely different public hearing from the one the P&J wrote about, as I missed the parts that proved how this stadium will not only make us all rich, but also make us the envy of the northern hemisphere. I came away with the subtle feeling that one or two of the residents might not be onside with putting a 21,000 seat stadium on their greenbelt.

The Peacock exhibition features Alicia Bruce’s photographic portraits of the residents facing potential eviction through compulsory purchase, so that Mr Trump can have the world’s most kitsch – sorry – most excellent, perfect, wonderful, swell, expensive golf course. Finally, George Galloway and his moustache are in the news this week. He seems to be saying he will end his political career in Scotland. Has no one told him that his political career well and truly ended when he was on Big Brother pretending to be Rula Lenska’s cat?  Respect….?

Embezzle

(Verb) To embezzle is to appropriate goods, property or money fraudulently when in a position of power, rather like when we pay Council Tax to local government with the false promise we’ll get something of value in return. Now it looks as if a City Council employee has been taking his work home with him literally – to the tune of somewhere between £300,000 and £400,000. It is understood the person and his wife are now ‘helping police with their enquiries’.

Yes, it’s hard to understand how our well-run, efficient, properly audited and controlled City could have allowed such a thing to happen; ‘financial impropriety’ and ‘Aberdeen City Council’ are words you’d never expect to hear in the same sentence, I know.

Stringent controls are in place to prevent, for instance, property being sold below market value, property being sold to private developers when the City thinks it is really selling property to the NHS, or building work contract values escalating out of control, and the like. In fact there are ‘Investigation Managers’ and ‘Budget Analysts’ on the City’s efficient payroll.

But relax –  there is no fraud to worry about really, except the odd half million pound case like this one, which clearly is a one-off and will never happen again.

Incandescent (Adjective) Incandescent is the ‘condition of glowing or emitting heat and light’. Indeed, it is often associated with lightbulbs but presumably less so with the new mercury-filled ones which don’t give out quite enough light for my taste. John Major famously took the word ‘incandescent’ and coupled it with his anger, coming up with the phrase, ‘not inconsiderably incandescent with rage’ to describe how he usually felt. This may have been his greatest contribution as Prime Minister, although we might want to ask Mrs Edwina Currie her opinion.

This adjective is still being used by the brightest stars in the political firmament, as no less a luminary than our own Kate Dean has told the press she is incandescent. No, not just her natural glow of warmth, charm and beauty; she is incandescent with anger.

Who’s upset Kate? The Scottish Government transport authorities have had the gall to criticise Aberdeen’s public transport management – the nerve!

As if there was anything to criticise. Kate’s main problem is that she didn’t have a chance to defend the City’s sterling record on public transport. The frequent bus services, the low prices, the potholes, the bus lanes.Apparently we’ve created one million pounds worth of bus lanes recently, part of the reason traffic moves so swiftly.

The well thought-out transport arrangements for Union Square and the bus and railway stations are greatly appreciated by people with mobility problems as well as car drivers and bus passengers, who, in rush hour or late night shopping days, can spend ages window-shopping at Union Square from the comfort of their own cars. Building the new AFC stadium is going to add 80 buses at current estimate and 1400 cars to the mix on Wellington Road, pollution levels on which can be higher than national recommended levels, but with the new bus lanes, well, it will be fine.

Part of Ms Dean’s problem is that Aberdeen wasn’t invited to the particular meeting where the criticism was levelled, so she could not defend our excellent system. Clearly a system as perfect as ours would not be able to stand on its own merits for others to marvel at – outsiders might mistakenly think we have problems. I hope that an apology to Kate is on the way.

Joined-up government.

How do things in the public sector work so well?

How do our governors manage to accomplish so much good with our tax money so efficiently?

The answer is that we have ‘joined-up government’.

The term ‘joined-up government’ is defined as ‘a method of governing wherein all departments and branches communicate efficiently with each other and act together purposefully and effectively towards well-defined objectives – but you don’t need me to tell you that’s what you’ve got in the ‘deen.

It is little wonder that international property developers want to come here when they see how ‘joined up’ we are.

It’s hard to pick out just one example pertaining to our government in terms of its ‘joined-up’ thinking, so I’ll take the most recent one. In the P&J on 19 January, there’s a story of how Scottish Enterprise and Aberdeen City Council work in harmony to our benefit.

Peacock Art Gallery, you may recall, had managed to secure a large grant from the Arts Council to build new premises. Like vultures smelling blood, the City and Scottish Enterprise moved in to offer assistance. They assisted Peacock right out of its plans for the Union Terrace Gardens arts centre it had proposed.

But what becomes of the grant from the Arts Council? It’s now probably lost forever, and we have the amusing spectacle of Aberdeen City v Scottish Enterprise. The blame game is on.  Who did what and when is being argued over in the press as these two entities try to blame each other for the loss. Strangely enough, many years back, the Arts Council had ring-fenced a few million for an arts centre in the Castlegate. This money too was lost forever. A deadline approached, and the City Council seems not to have known anything about it, despite having a Council representative attending the relevant meetings. It is little wonder that international property developers want to come here when they see how ‘joined up’ we are. They know when they see examples like the latest drama over Peacock funding unfold, that we are people to be reckoned with – smart, astute business minds working in conjunction. There is no way we will be fooled or taken advantage of when great minds are in control. Not here.

On a serious note

Spare a thought for Sandy Ingram, the 79 year-old man found severely beaten in June of last year. He will now need full-time care, and can never return to the home he knew. Apparently he had seen two men on his property before he was assaulted. Whilst the residents in his area of Newmachar are now more vigilant regarding strangers, and are reporting suspicious behaviour to police, it comes too late for the Ingram family.

Someone out there knows what happened to him which is still a mystery to the rest of us. If you don’t come forward you are as guilty as if you’d hurt this elderly man yourself. And the next time someone else gets permanently injured or worse, you’ll have to live knowing you could have prevented it.

Even if you just suspect something, make an anonymous call. Do the right thing.

An Exhibition by award winning photographer Alicia Bruce,  showcasing a coastal community in conflict launches at the Northeast’s Centre for Contemporary Art, Peacock Visual Arts on Fri 14th of January, 6pm

Alicia Bruce spent the summer of 2010 collaborating with residents of the Menie estate, an area of outstanding natural beauty and a Site of Special Scientific Interest (SSSI) situated twenty minutes north of Aberdeen.

The resident’s family homes are currently under threat of compulsory purchase as Trump International starts construction of a golf course, hotel, and private housing development with plans to re-name Menie ‘The Great Dunes of Scotland’.

Through socially engaging and interacting with the residents of the estate, Bruce has produced a stunning body of photographic and moving image works that present a humane story about people and place – an observance of conflicted territory and those who inhabit it.

A number of the works within the exhibition are staged photographs referencing artworks from Aberdeen Art Gallery’s permanent collection. With the Menie estate in the background and the residents as the subjects these respond to the subjects and create not only a reference to the original artworks, but a portrayal of the subjects in the photographs and the ordeal they are currently facing.

Bruce, an Edinburgh Napier University 2006 PFI Graduate, was previously awarded an Artist in Residence at Aberdeen Arts Centre in 2008 where she spent her time creating new work responding to the city of Aberdeen as well as teaching a series of community based workshops.

Her photograph Flood in the Highlands after Sir Edwin Landseer, has gained international recognition winning several awards and bursaries.  This image has been exhibited at the City Art Centre, Edinburgh, Aberdeen Art Gallery and Rhubarb-Rhubarb International Review. Made possible with the financial assistance of the Aberdeen Visual Arts Award, Bruce now returns to the Northeast to exhibit in the city’s centre for contemporary art – Peacock Visual Arts.

With support from Street Level Photoworks, Glasgow, Bruce predominantly works in photography and moving image. She describes her work as a collaborative process with the subjects she  photographs, with the photographic portrait being a key aspect of her work.

“This exhibition is a humane story of a conflicted territory and those who inhabit it” says Alicia.

“I was deeply upset to see the harassment the residents of Menie undertook simply for wishing to remain in their family homes. If these compulsory purchase orders go ahead no home in Scotland would be safe.

“Menie is a stunning piece of coastline and, in spite of living in constant threat the residents welcomed me with hospitality and above all dignity.

“We short listed paintings we saw in Aberdeen Art Gallery and restaged these as large-scale photographs outside the resident’s homes with them as the subjects.  We drew parallels with the artworks and the current situation in Menie. The image in the show of 86 year old Molly Forbes was her tenth day without running water.”

sound Festival

Offering more than 60 performances in over 20 venues across North East Scotland, the 6th sound Festival will run until Sunday 14 November.

“Collaboration has always been at the heart of sound,” says Fiona Robertson of sound. “as we work closely with music clubs and other organisations across the North East. Our opening events form part of a Scottish celebration of Minimalism in which we are delighted to partner Glasgow Concert Halls..”

sound is the North East of Scotland’s contemporary music festival. Following a pilot event, “Upbeat” in 2004, the first festival was launched in November 2005. sound is now an annual event, which aims to make contemporary music more accessible to audiences of all ages and backgrounds. As well as programming its own events, sound operates as an umbrella for a range of concerts, workshops, masterclasses and performances programmed by other organisations in the North East. Dame Evelyn Glennie, James MacMillan and Rohan de Saram are current Patrons of the festival.
