Over 150 responses were made to the budget consultation initiated by Aberdeenshire councillors Paul Johnston and Martin Ford.

MartinFordatUTGThe councillors’ consultation on Aberdeenshire Council’s revenue budget through to 2018 – a period expected to see the authority having to make spending cuts totalling up to £50 million – was launched just before Christmas.

The consultation sought views on what the Council could do to effect savings, and what priorities should be for the available budget.

Cllr Paul Johnston said:

“We would like to thank everyone who took the time to respond to our consultation. We will consider the responses carefully and take them into account, along with other information, in formulating budget proposals for the years ahead.”

Green councillor Martin Ford added:

“Of course, those responding to the consultation expressed a variety of views. But there are some suggestions for savings and what priorities should be that were supported by a significant proportion of respondents.”

The budget consultation by councillors Johnston and Ford was publicised through the local press and social media. A total of 152 people responded on-line or in writing and 95 per cent stated they were Aberdeenshire residents. Respondents were self-selecting from amongst those aware of the consultation.

Not all of the respondents answered all of the questions included in the consultation questionnaire.

Findings include:

  • Over a third of respondents chose investing in renewable energy projects that could generate income as their first choice for helping to close Aberdeenshire Council’s budget gap.
  • On average, respondents wanted to see a higher proportion of the Council’s budget spent on leisure, arts, libraries and museums, and a lower proportion spent on administration, legal services, senior management and councillors.
  • Nearly half of respondents supported moving funding from roads maintenance to facilities for cycling.
  • Eight out of every ten respondents agreed or strongly agreed that spending on services for the elderly will have to be at least maintained in future years.

Aberdeenshire Council will set its revenue budget for the next financial year, and provisionally for future years, on 12 February.

Suzanne Kelly, Independent candidate for Torry/Ferryhill in Aberdeen City’s Council elections, speaks out against the Green Party for its apathy over the controversial Tullos Hill roe deer cull, in light of the Greens fielding a candidate in Torry/Ferryhill.

When I was with the Green Party, I explained clearly on several occasions what was wrong with this cull and Aberdeen City’s ‘tree for every citizen’ scheme.

However, the Greens decided that the party was not going to take a stand on this, one of the most controversial environmental and democratic issues in the city.

Some of the longer-serving Green party members sympathised with me, but there were newer members who didn’t see what the big deal was with the city shooting these deer.

I couldn’t believe it, as I’d previously explained and written in detail that the trees are unlikely to grow and the cull is flawed. People wrote to the Greens to ask for their stance on the matter, but still the party didn’t want to stand up against this cull.

I have been campaigning actively to stop this specific roe deer cull for over a year. The Scottish SPCA branded the Tullos cull ‘abhorrent and absurd’ for killing deer to protect trees which don’t even exist yet. Many other animal welfare groups oppose this cull, and thousands of people have signed petitions against it.

Three community councils condemned the consultation and cull last year, and more recently these councils sent an open letter to the city, asking for the scheme to be halted. I don’t believe the trees will grow, as the hill’s soil is very scant and the ground cleared for the planting is extremely rocky, and is covered in industrial and domestic waste (there is a soil report by government officials which confirms this).

Three community councils object to the cull and the city’s so-called ‘consultation’ on the tree scheme. The consultation did not mention deer at all (but it did cover rabbits and rabbit fencing). The consultation also failed to say that a massive 89,000 trees would be put on the hill. No one in the area wants it – and even though the city has started, the opposition will continue.

I’d been writing about this issue for some time, and The Green Party knew that the cull was specifically to plant trees and not for deer welfare issues. I am so very disappointed in the Green Party over this issue.

The Aberdeen Green Party is running a candidate against me in the May elections. I have a chain of emails between members of the Green Party and me from this time last year. Some of the Greens’ comments include:

“I don’t think the party as such should have a position. I certainly don’t want to get involved in this”

“I don’t understand why these 30 deer (or whatever number it actually is) are so different and attracting so much attention.”

“Also within a relatively few miles of Tullos are large numbers of cattle and sheep that will be killed so people can eat them. We do not have a policy of enforced vegetarianism.”

This last statement was particularly, amazingly patronising, and the remark is completely off the point of why these deer are to be killed.

There was no way I was going to stay in the Green Party after this. For a party calling itself ‘green’ to stand idly by while a meadow and its wildlife was destroyed was beyond the pale. How they can possibly stand for election in Torry and expect me to stay silent about their stance is something I can’t understand either.

I have previously explained to a local member and a national member that I would have to publicise how the Greens view Tullos Hill. I did give fair warning that I would go public about how they decided to look the other way concerning Tullos.

I’m happy to have competition in this election, but people need to know the Greens could have helped when it mattered – and didn’t. If I stay quiet, some people will simply think the Greens must care about the hill and the deer – I have to let them know the truth.

The elections are to be held on 3rd May. Torry and Ferryhill will be represented by four city councillors.

I served on the Torry Community Council for three years, and I have always been involved in helping people in my area and further afield whether it be fighting school closures, charity work, or helping some of our older people. One of the newer local Green Party ‘higher-ups’ apparently said ‘Suzanne doesn’t stand a chance of winning.’ Well, I am determined to prove them wrong.

In response to Suzanne Kelly’s article in this week’s issue The Scottish Green Party, Aberdeen and Aberdeenshire Branch have issued the following statement.

Suzanne Kelly’s article is factually inaccurate and misleading.

For the record, while Ms Kelly has now decided she wants to be an independent candidate, in 2010 it was her wish to stand as the Green Party’s candidate for the Torry/Ferryhill ward.
The local Green Party branch agreed to support her candidature.

In June 2011, Ms Kelly advised the Green Party branch that she was resigning as candidate, with great regret, due to a change in personal circumstances. In her resignation e-mail, she expressed great admiration for the help and support she had received as a candidate and offered to help distribute another Green candidate’s leaflets.

She remained a party member. Early this year, it became known Ms Kelly now again wished to stand in the Torry/Ferryhill ward, but as an independent. She was advised that Green Party rules meant she would need the Party’s consent to stand as an independent and this would not be given to stand against a duly selected Green Party candidate. Ms Kelly then wrote to say ‘sadly’ she had decided to resign from the Scottish Green Party.

Ms Kelly is now campaigning for her own election. In her article for Aberdeen Voice, referring to events in the early part of 2011, Ms Kelly claims,

“There was no way I was going to stay in the Green Party after this.”

Not true. She did stay in the Green Party after that, for nearly a year. She offered to help with Green Party campaigning. She resigned from the Party, expressing regret at doing so, in January 2012. The claims Ms Kelly is making now about the Green Party cannot be reconciled with her statements at the time.

We do not know why Ms Kelly took her successive decisions about standing and not standing for the Council. We do know her claims in respect of her dealings with the Green Party are not consistent with the facts.

Old Susannah watches the latest developments in the ‘Deen and the wider world and feels like a deer caught in headlights.  Here is this week’s look at what’s happening where and who’s doing what to whom. By Suzanne Kelly.

This Saturday is Open Doors day; I urge you to get out and visit sites in Aberdeen normally closed to the public.  (I will try and get to Marischal College – but I will also be whale-watching at Torry Battery with local expert Ian Hay at 10:30).

From noon Old Susannah will be at Marks & Spencer collecting signatures on postcards to highlight the plight of our Tullos Hill Deer. The postcards are free and will be sent to the City; please come see me.  The design is a powerful one, I think you’ll agree.

Old Susannah spent last week in France and Italy. I wandered around small towns and capital cities, and was struck at the lack of concrete, shopping malls, and ‘connectivity’.  Small, intimate spaces were around every corner – but you actually were better off walking from place to place. 

Not a single monorail was in sight either.  Small, local shops were busy with locals and tourists – there was no choice but to buy individualistic, hand-made items in most of the places I visited.  Streets were tree-lined; parks filled with interesting plants, and the pavements were amazingly clean.  Even the smallest of towns had rich programmes for retired/elderly people.

I even came across a programme to teach dog owners the importance of keeping their animals under control and cleaning up after them.   Don’t worry – nothing like this will happen here.

Sad to say I missed this year’s Offshore Europe. 

While historically a few firms hire attractive fashion models to talk to prospective clients about North Sea joint venture economics and showcase the latest in directional drilling techniques and so on, this year it seems one firm took things a bit further.  I am told swimsuit models were window dressing for one of the stands.

Perhaps this bathing-suit theme was something to do with subsea operations or ‘diving’ of some sort or other.  Whatever happened to the old-fashioned practice of giving OE visitors lots to drink? In any case, it is a good thing we have more women involved in the oil business, and the presence of glamour models should by no means be seen as a cheap publicity stunt or a large backwards step for equality.

In a happy development, the baby gull that I rescued (with a co-worker’s help) made a complete recovery at New Arc Animal Sanctuary, and will be released soon, along with a Fulmar and some ducklings. Keith at New Arc has his hands full, and is still looking for volunteers and donations.  New Arc will shortly open a charity shop in Banff, and will want your unwanted quality goods (new and used) to sell.  Get in touch with New Arc at  thenewarc1@aol.com

I realise not everyone loves birds and gulls – I’ve not forgotten Mervyn New, who happily blasted baby gulls with a gun (at his work no less).  But it seems a contributor to Aberdeen’s newest free newspaper, Aberdeen City Life, isn’t fond of them, either.

‘Fona’ McKinnon writes in City Life about the ‘Terrorists From the Sky.’  Er, they are birds and not quite terrorists; some people might object to the comparison in this run-up to the anniversary of 9/11.  Best not to feed them (terrorists I mean) in town, but it’s definitely best not to blast them with guns either.  Old Susannah wishes City Life all the best, and  is glad there is another hard copy newspaper in town.

Finally, a tired, old, Aberdeen institution has had a much-needed facelift (no, not you Kate).  Aberdeen City’s website has been re-vamped, and looks absolutely vibrant and dynamic.  (More on its contents in a minute).

Time for some timely Deen definitions.

Family Business

(modern  English compound noun) An organisation or enterprise staffed, organised and managed mainly by members of one family.

Much has been said lately about the excesses of the UK’s MPs when it comes to  claiming expenses.   Gone are the days of flipping second homes, flipping padded expenses and flipping new luxury bird houses in moats for the flipping MPs.

Much has also been said about the MPs using unpaid interns.  The interns work for free, and more often than not are people who don’t need to work for money; often internships are given out to the well connected.  But one area where the MP is still free to do as they please concerns hiring family.

Family members serve as secretaries, assistants and office managers.  The Independent Newspaper’s sister paper ‘i’ reports that the taxpayer is shelling out a few million pounds annually for the 130 or so MPs’ family members. I  am sure it must be a hardship working for mum or dad; the interviewing process must be rigorous.

I guess the jobs are  all advertised widely, and a number of candidates are shortlisted before junior  gets the job.

Closer  to home, I note that many of our elected City Council officials still have time  to run Aberdeen along world-class lines while still keeping a hand in their own  family businesses.  Some work as  assistants for family plumbing or electrical businesses.  Old Susannah knows it’s possible to do more than one job at once, but has always been confused by one little detail. 

Some of these councillors list on their  council web pages that they work for a family business – but when I look at the official register of interests, I can’t find where that work is actually  listed.  Are they working for free?  Possibly – they are all quite selfless souls.  Even so, I believe such work is  meant to be on the official register of interests.

I am still trying to get to grips with what is/is not put on the registers, and aside from one rather terse email to me from the City (which took months for them to compose), I’m just not there yet.

Of course if any of these family business companies were doing any work for the City, the relevant councillors would bow out of any relevant meetings, and there would be complete transparency.  I am sure that everything is above  board.  I just can’t find it in writing, that’s all.

‘Open Data Initiative’

(Aberdeen modern phrase) 

Just when you thought the  City had completely shown its hand and come clean about deer, trees, expenses, garden projects, planning, and selling land at less than market value – along comes:  the ‘Open Data Initiative’.  I mentioned the swish new website layout (I have to admit – it is an improvement), well one of the new-look site’s great successes is the Open Data Initiative.

I  can practically feel the suspense building, and almost hear people asking aloud “What is the Open Data Initiative”! Without any further ado – here you go:-

Open data is about increased transparency, about sharing the information we hold with the wider community to build useful applications.

We’re always looking for new ways of making it as easy as possible for developers and website owners to access and present data held by us in ways that they want – allowing you to remix, mashup and share data easily.

Use the links to the right to navigate to our various datasets available.  We’ll be adding more datasets soon, as well as pointers to online tools for making use of this data.

I am confident the City knows about data ‘mashup’; I would in fact swear to this.  Well, what possible data are they now freeing up for us to mash and re-organise?  

Will they tell me how much they are paying the deer ‘expert’? 
Will they (finally) say how much land they sold at less than market value? 
Will they let me know if any companies doing building maintenance at council properties are Councillors’ family businesses?

You will find everything you might want to know.  About how many hits the City’s website gets per month, the population figures, and the expenditure on something called the  ‘Accord’ Card.

These are the very things I’d put on a Statistics page if I ran a city that was millions in the red.  I was dying to know how many visitors the City’s web page had in August 2010 – the answer was (of course) 214,000.  I guess that’s all of our questions answered now.

With our debt level in mind (and not being 100% certain a carpark and mall in UTG will save us from ruin), I followed a link to the February finance meeting documents.  With our newly-launched ‘Open Data’ initiative in place, surely the City will be open with its – I mean our  – finances, I thought.

Not all data is for the public of course. For instance, I was relieved to find that about half the information the Finance Committee discussed in February last year is off limits.  Have a look for yourself if you like:

You’ll see that many documents are withheld as they are tip top secret, must never be released, and are commercially sensitive. And thank goodness.  It’s hard to get any privacy sometimes; so I’m glad to know that privacy is respected by our City’s officials.

However, I noted that an item from this Finance meeting about ‘Managed Data Centre and Virtual Desktop Environment’ was deemed secret.
If we have an ‘open data’ policy I guess it’s reasonable to withhold information from the public on the ‘Managed Data Centre and Virtual Desktop Environment ’ –  I’m just not sure why.

But the good news is now you can see the reasons why you can’t see the items on the agenda.   And that, I suppose, is ‘Open Data’.

On that note I feel the need for a Brewdog coming on.  I will say here and now I bought a few shares in Brewdog, so please consider that my interest in Brewdog to be declared.  I bought the shares, the T-shirt, and the beers.  Why?  Because they are great.
If I had a family business, I’d like it to be Brewdog, I do declare.

I said last week I did not expect Aberdeenshire Council’s budget setting meeting, which took place yesterday (10 February), to be either lengthy or out of the ordinary (see: Aberdeenshire Budget Day Looms, Aberdeen Voice 4 February 2011).

I was only half right. The meeting lasted less than two hours.

Normally, budget meetings are extremely predictable. The Council’s ruling administration proposes its budget. The opposition parties each propose an alternative package of measures.

There is a debate in which speakers from each party say why they believe what their party has put forward should be supported. There is a vote in which each party votes for its own set of proposals. The administration’s budget receives the most votes and thus becomes the Council’s budget.

Yesterday’s budget meeting was different in one key respect. The Democratic Independent group of councillors, of which I am a member, was not allowed to put forward its alternative to the administration’s budget.

As reported in previous articles, Aberdeenshire Council’s Liberal Democrat/Conservative administration, with SNP support, voted through nearly £27 million of cuts and savings at the full council meeting on 25 November.

At yesterday’s budget meeting, further savings of £1.461 million had to be approved to balance the Council’s revenue budget for 2011/12. As expected, the Liberal Democrat/Conservative administration accepted the recommendation from Council officers to close the budget gap by bringing forward planned cuts and savings from 2012/13 into 2011/12.

So, for example, the administration proposed changing the cut in spending on Community School Networks it had decided in November, increasing it from £107,000 to £137,000 in 2011/12 by bringing forward some of the cut planned for 2012/13.

Amongst the accelerated cuts in education spending proposed by the administration was an increase in the cut for 2011/12 to spending on primary school classroom assistants, from £88,000 to £100,000.

In their budget proposals, the SNP councillors left unchanged the planned £88,000 cut in the 2011/12 budget for primary school classroom assistants.

This year it fell to me to formally move the Democratic Independent group’s budget proposals. We saw it as a priority to maintain spending on primary school classroom assistants and visiting specialist teachers – so we proposed making no cut to either in 2011/12. We proposed making a saving instead by cutting the budget allocated to repairing unadopted roads, as these roads are not, by definition, a Council responsibility and the budget for repairing them has mostly not been spent.

Once it became clear I was proposing no cut to primary school classroom assistants or visiting specialists, I was stopped from speaking by the provost. Council officers advised that it was not competent to propose no cut to these staff, even though we had put forward an alternative way of balancing the budget.

The Council operates a general policy that it cannot reconsider its decisions within six months, unless there is a two-thirds majority in favour of doing so. But when the administration, and then the SNP councillors, proposed increased spending cuts in 2011/12, by bringing forward cuts from 2012/13, it was ruled this did not constitute a change to a previous decision, so the two-thirds rule did not apply.

But when I proposed the opposite, not to proceed with cuts, this was deemed a change that could only be debated if a two-thirds majority agreed.

A show of hands was called by the provost. Just six councillors voted to allow us to put forward our budget proposals.

The provost ruled the Democratic Independent group budget proposals out of order.

Faced with a debate between the administration’s and the SNP’s very similar budget proposals, both of which opted for staff cuts in primary schools, there was no point in staying. None of the Democratic Independent group councillors was going to vote for either of the proposals we had to choose from. We all walked out in protest.

I have never walked out of a Council meeting before. It is not something I would normally consider and not something to do without very good reason.

I did it yesterday because the budget debate had become pointless, and because of the manifestly unfair way the meeting was being conducted. It was not that our proposals were voted down – it was that we were not even allowed to put them forward for consideration and debate. That is undemocratic and wrong.

I am appalled at the Council’s refusal to allow open debate. Apparently it is perfectly acceptable to propose further cuts in classroom assistants – but seeking to stop the cuts is not allowed.

That is completely one-sided.

The two budget proposals that were voted on by Aberdeenshire councillors yesterday both accepted the primary school staff cuts the Democratic Independent group had sought to avert.

It was, of course, the administration’s budget proposals that were approved. The cuts to classroom assistants and visiting specialist teachers – and many others – will go ahead.
