The Council leadership has got itself into a fankle. Schemes for the future of Aberdeen city centre have now got more sticky holes than a spider’s web. It is time the Council leadership either extricated itself – or demitted office.
The task of a council is to regulate the city on behalf of the public good, the good of all its citizens.

If it spurns that duty, and thinks it exists to promote the projects of the big business minority, then it has to be replaced.

If the bleakest, most expensive, utterly illogical, and environmentally crass scheme were to be implemented for, say, the top of the Broad Hill, for the width of the Castlegate, or for the area between Denburn Viaduct and Union Bridge, then the construction industry would stand to make a hefty profit. And if it had all to be restored –  assuming it was still possible to be restored – then the reconstruction industry would stand to make another whopping killing. It can be seen immediately that big business has no interest in things remaining the same: there is no profit in that. So big business – and its tame political followers – have to create the conditions for constant change: by decrying the status quo.

Big business says the city centre is a disgrace, that they cannot take visitors there. And to an extent that is true: the state of Aberdeen’s main street is a disgrace, with many a shabby shopfront and with weeds hanging off ledges. But it is not actually Union Street that big business and its political servants want to change: it is the beautiful bit, the secluded haven, the sunken Victorian garden with its intense vivacity and charm.

When a council leader can allow himself to be quoted as saying that Union Terrace Gardens is only grass and a few trees, we would remind him that by such definition a human being is only some chemicals and a few gallons of water.

When a council deputy leader says that Peacock could not go ahead because there was a funding gap (of around £3.5 million), yet is prepared to give a fair wind to an enormous project with a gargantuan funding gap (£70 million and seriously upwards), then we suggest he check his sums.

Big business has no business case – that’s how much of a bad joke this scheme has become.

When a Lord Provost says that the Council is obliged to take a £50 million-with-strings offer because he is afraid of being laughed at in the world outside, then he deserves to be pitied. That is not true civic leadership, not in a thousand years.

The reason that so many people are entirely wary of the City Square project as it now stands, is that it is a very unusual beast: a chameleon with three wooden legs. Is there to be a double-storey car park? We hear changing stories about that. Why? Is there to be a retail presence? No. Yes. If yes, why? How would that help an already retail-denuded Union Street? Is there to be an underground art gallery, an entombed conference centre? Point: we already have an art gallery and a conference centre, above ground, in the light.

And the three wooden legs?

1. The misleading description.

2.  The duff funding method.

3. The failure of vision.

The description first of all: The existing gardens are to be raised. No, very largely they will be razed to the bare earth, and anything placed atop the new decking will have to be shallow-rooted. Strangely, 140-year-old elms cannot be grown in pots.

The funding-method: The funding gap will be met by TIF. TIF is for brownfield sites. Union Terrace Gardens is not a brownfield site. No business case has been presented. Big business has no business case – that’s how much of a bad joke this scheme has become. The real risk is that the massive funding requirement – unless it can be laid on some magic new volume of city centre trade – will absolutely hammer ordinary ratepayers and council taxpayers.

The failure of vision: Union Terrace Gardens, as noted above, is a secluded haven, a sunken Victorian garden of intense vivacity and charm. Most flat or flattish cities would give a lot to have one. Plazas and piazzas are two-a-penny worldwide in comparison.

Melbourne’s Federation Square was the exemplar held up by ACSEF in their presentation at Cults Academy on 12th May last year. Well, no, actually, ACSEF, I don’t really think so. Melbourne’s Federation Square (built over old railway yards, not over an elegant garden) is 8 acres, whereas the proposed Aberdeen City Square is 6.

But metropolitan Melbourne has a population of 4 million. So the city of Aberdeen – with a population a little over 5% of Melbourne’s – suddenly needs a City Square 75% as big? The casual numerical incompetence of the thinking here almost beggars belief.

As we know, there are many achievable schemes to improve Union Terrace Gardens and the Denburn Valley. They are schemes which start by looking at what already exists, appreciating what is there, and pondering how it can be enhanced. There are countless appreciative minds and hearts, and rich imaginations, in the city.

Taking the area as a whole, I have seen drafts and sketches for pleasurable fountains and waterways, for smooth cylindrical lifts, for tubular pedestrian connection to the station, for an airy bridge to Belmont Street  – yea, and for restored toilets and giant draughts, for sculpture and a bandstand! No doubt many more joyful and stately ideas can be brought to the democratic table. Joyful and stately both: for Union Terrace Gardens is Aberdeen’s Xanadu.

So, improve the Gardens and their wider setting and their facilities and their accessibility and their connectivity – by such affordable and imaginative means as the people collectively will.

An international design competition – to one man’s parameters? Destroy what exists with money you do not have? The Council leadership may have lost the plot, but the people, it is extremely likely to find, have not lost their senses.

The design competition for the City Square Project was launched this week. The brief provided by Malcolm Reading Associates follows Sir Ian Wood’s ‘strict parameters’ with walk-on, walk-off access from four sides.

Teams of designers will initially be asked to register an interest in the project by 13th June.
A shortlist of 5 – 7 designers will then be picked to produce seven designs, with the city square board and the Council approving the final design in December.

The public will be allowed to ‘scrutinise’ and comment on the designs but not pick them. The Press and Journal reported on Thursday that there has been world-wide interest in the competition.

But, therein lies the problem. The rest of the world is being asked what the centre of Aberdeen should look like – but not the people in the city.

A year ago, we were consulted on whether we wanted a modern city square. We said no with a majority of 1,270; this was ignored.

I have a big problem with a modern city square in the centre of Aberdeen and this concerns the concept of architectural authenticity. This is the idea that a building or feature should harmonise with its location. The concept is easy to explain using our city. The Victorian Union Terrace Gardens is in harmony with the old granite buildings that surround it, whereas the 1960’s St Nicholas House is obviously out of place in the Granite City. The problem is even recognised in the current Aberdeen local plan:

“The standard of design in new development has been raised as a widespread cause for concern during the preparation of this Local Plan. This is one reason why new development can raise so much hostility amongst the public and this situation must change. The City has such a rich and relatively intact heritage of older buildings that shortcomings of newer ones are all the more obvious.”

It is possible to produce modern buildings with architectural authenticity in sensitive locations; Elphinstone Hall built next to Kings College in 1930 is a good example.

A modern city square in the centre of Aberdeen would not be architecturally authentic and would be jarringly out of place with the older buildings.

It would totally change the character of the city centre and would probably accelerate the current trend whereby there has been piecemeal destruction of old granite buildings to be replaced by soulless modern buildings. This could be exacerbated if TIF funding is approved for a £70m loan.

This loan has to be paid back by capturing new or extra business rates and encouraging new city centre developments would be the main mechanism by which this could happen.

I was born and brought up in Aberdeen and I am intensely proud of the city. It is the granite buildings and the distinctive architecture that bring such a strong sense of locality and identity.

Once Aberdeen’s heritage starts to disappear on a large scale, the city will lose its unique character and will start to look like everywhere else. We will be denied our unique sense of belonging as Aberdonians.

We will not be given a public referendum on the city square. As it stands, a modern city square is being imposed on us whether we like it or not. We do not have to react to this in a “whatever will be, will be” mood of resignation. We can make sure that our voice is heard!

With the recent fair weather and the school holidays in full-swing, many visitors to Aberdeen beach may have noticed an addition to Broad Hill.

Situated between the Beach Ballroom and Pittodrie, the small hill is well known as a spot to avoid on a blustery day, but with better weather on the horizon the installation of a new open-air exhibition could not have chosen a better location.

BY ORDER OF ME is a collection of wooden signs scattered across the hill, and is the collective work of visual artist Rachel O’Neill, writer Davey Anderson and 54 pupils from Kingsford Primary School. The collaboration, organised by Extreme Aberdeen and the National Theatre Scotland, in partnership with the City Council’s Art Education team, set out to challenge the way visitors interact with their surroundings.

The signs themselves were inspired by the many prohibitive signs found across the city, and were created to represent many young people’s view of a an urban landscape that is cluttered with signage ordering what can and cannot be done: No Ball Games, No Skateboarding, Keep Off the Grass, to name but a few.

With such signs as “No Kissing on the Hill, I Mean It”, it is evident that those taking in the fresh sea breeze are being encouraged to ponder the world from a different point of view.

While they are not inviting visitors to run amok on Broad Hill (although one sign does state we should run down the hill screaming) the purpose remains to encourage visitors to enjoy their surroundings and the spectacular views across the bay to one side, and the city sky-line to the other. The exhibition will be in place until early next spring.

A proposal was made to discuss Thursday’s special council meeting on Union Terrace Gardens in private.
The reason put forward by the council lawyer was that the motion questioned the ‘validity and veracity’ of a report which led to the council’s approval to progress the City Square Project last May.

The public have every right to be concerned about this move. Too many details about the City Square Project are being withheld. Councillors are being briefed by council officials on the scheme’s progress, yet these briefings are not being made public.

These contain details such as timetables for the project and how the city square design is to be picked (the city square board selects the final design and the council will be asked to approve their choice).

Union Terrace Gardens is on Common Good land and belongs to the people of Aberdeen. It is our park and we have a right to be informed on any proposals for it.

Although the Council will probably retain ‘ownership’ of the land on which the Gardens are located, the building above it and the city square is likely to be owned by a private company in partnership with the council. The building will be about 5/6ths the size of Union Square. What will go into this enormous three-storey concourse given that the remit is that it will be a ‘civic and cultural’ space?

The latest idea is to put a conference centre in there, although this brings into question the fate of the Exhibition Centre at the Bridge of Don with which it would compete. Failure is not an option for the Exhibition Centre as it has been loaned £28m by the council. If the centre closes, then this debt will be transferred to the council budget with immediate and potentially calamitous consequences for the city’s finances.

An interesting perspective on the city square building was provided by an online comment made last week to the Press and Journal’s letters column:

The design process for Union Terrace Gardens will be unlike most design processes. Most conventional designs tend to start with a use, before proceeding to a site and then a brief, and finally designs to enable a scheme to be built. For UTG this will effectively be reversed. This is partly because the scheme is opportunity led, but mostly because of the scale and significance of the expected design. This scheme will be, by its very nature, more akin to designing a new street in the city, than designing a new building.

A limited company has appeared centre stage in the controversy and has been given control of the design competition. This is the Aberdeen City Gardens Trust, about which very little is known. Last week it was revealed that they have approached the council to invite them to be partners in the trust. The council have deferred the decision as they want to know more about the trust,  what they are letting themselves in for and the implications of this.

It is not only the council that needs to find out more about the trust, the public need to be informed about everything to do with this company. Who are they?

Much to do with the way that the proposed development of Union Terrace Gardens has been driven through is highly questionable.

The public were consulted and ignored when they voted no to the scheme. The council meeting last May was informed that the results of the consultation “clearly indicated a wish for change”, when they didn’t. Local businessmen urged the council to ignore the consultation, Acsef minutes for  the 20th April meeting state:

“There is a mandate from the business community to proceed to the next stage”.

From then on, the project became ‘opportunity led’ and the public have been progressively ignored as it has progressed. Consultation has become two-way traffic between the project management board and the council; opponents of the scheme have been left scrabbling to find out what is going on.  A modern city square for the centre of Aberdeen is being imposed on us whether we like it or not.

From now on, the possibility of keeping Union Terrace Gardens is not on offer unless the Council votes against the city square, and so far they have not. Even the selection of a final design for the city square is being taken out of our hands. The businessmen and council officials on the project management board will take that choice.

The controversy over Union Terrace Gardens shows no sign of abating. The proposed scheme to replace the Victorian city-centre park with a three-storey building and a modern roof garden is still causing outrage in Aberdeen. The plans have reached the stage where an architectural competition is to be launched at some time in the next two months.

The city square bosses are currently working on the design brief for the competition, a document which they hope to get out by mid May.

I understand that a key issue is to try and find a use for the three-storey building that could potentially fill in the site of Union Terrace Gardens. Given that the Gardens extend over 2 ½ acres, the floor space provided over three levels will be significant. According to the technical feasibility study this is estimated to be about 56,000 square metres.

By comparison Union Square, according to Wikipedia, has a total retail space of 65,000 square metres. Although I’m told there will be some commercial activity in the building, this will not apparently be on the scale envisaged in the technical feasibility study for the project. For instance, although it is possible that there will be a car park, this may not be the two-storey 490-bay car park as detailed in the study.  I’ve been told that the main use of the building is to provide a civic and cultural centre including potentially a public meeting place, a heritage museum, art space, a concert hall, along with entertainment and sports facilities.

Although superficially this may sound attractive, one can already anticipate  some major problems. One big headache for the city square bosses is that the design brief will have to give a reasonably detailed idea of what the building is to be used for. And that’s a lot of space to fill given the civic and cultural remit.

Councillors opposed to the City Square have forced an emergency debate on the gardens controversy

The problem is that Aberdeen already has many of the facilities that the City Garden Centre is supposed to house. It is difficult to see the City Square getting  a major conference or concert facility as this would compete with the Exhibition Centre, a building that the Council would be most reluctant to close as this would land £28M of debt onto the massively-strained revenue budget.

Providing an art space is not without problems either. The Aberdeen Art Gallery is almost next door and there are already plans to build an extension to the gallery to provide extra room.   Peacock Visual Arts have so far refused to be part of the city square project and it is difficult to think of who else could get involved at this stage. His Majesty’s Theatre is immediately adjacent and an additional major drama venue also looks to be superfluous at this location.

Would the Council encourage the rehousing of institutions such as the Music Hall, the Lemon Tree, the Aberdeen Arts Centre and the Belmont Cinema just in order to find something suitable to fill the large space available? Then another question is as to whether the Council would be prepared to fund any new cultural activity in the City Garden Centre?  Given the current calamitous state of the revenue budget, it is difficult to see this happening in the short to medium term.

Yet another problem is anticipated for the City square bosses later in the year. Once the designs come back from the competition, one of them will have to be picked. Councillors have been told what is likely to happen. Initial submissions will be shortlisted to around 25 entries. A jury comprising technical experts and community representatives will pick five of the designs.

These will then go on public display and the public feedback will be considered by the jury when ordering the preference for each of the five designs. The recommendations of the jury will then go to the City Square bosses who will in turn recommend a preferred option to the Council.

The Council will then vote on ratifying the final design at a meeting in December. If by this stage the public consider that their views on how the centre of Aberdeen will look are not being taken very seriously, they would be right. And not for the first time either.

Meanwhile, Councillors opposed to the City Square have forced an emergency debate on the gardens controversy.

They want the problems over the Peacock grant to be investigated. They are also asking for the City Square to be rejected on the grounds that it damages the city’s heritage and that it would have serious financial implications and risk for the Council in the years to come. No date has been fixed for the debate as of writing but it should be held by the 8th April.

A pro City Square campaign has just been formed called ‘Just Imagine’. The leader of the group is Michail Tzouvelekis, co-convenor of the Grampian PR Group an organisation for public relations practitioners, professional communicators and PR and communication students in the Aberdeen area.

According to the group:

A number of concerned locals from all backgrounds and ages have spoken out against objectors to the City Garden Project ‘who continue to promote inaccurate messages’, as they believe they are over-shadowing the huge but largely silent support for it.”

The City Square Project is a highly controversial proposal to replace Union Terrace Gardens with a  three-storey building topped by a modern city square. This week, unlikely as it seems the scheme became more controversial as Mike Shepherd tells Aberdeen Voice.

The latest revelations concern the luckless Peacock Visual Arts (PVA) proposal for Union Terrace Gardens.

The local art group, Peacock Visual Arts, had planned to build a “centre for contemporary arts” in part of the Gardens. The £13.5 million building was to contain a gallery, a TV studio, a print studio, a restaurant and offices for Peacock Staff.

The intention was also to provide a base for Aberdeen City Council’s Arts Development and Arts Education teams as well as extra space for the City Moves dance agency. The project had been awarded funding from Aberdeen Council (£3 million), the Scottish Arts Council (£4.3M) and the Scottish Government body, Scottish Enterprise (£2 million).

After planning permission was granted to Peacock in August 2008 by the Council, Sir Ian Wood then stepped in and in November 2008 announced his own plans for Union Terrace Gardens, a civic square described by him as “a cross between the Grand Italian Piazza and a mini Central Park”.  Scottish Enterprise paid for a technical feasibility study for the City Square Project and then promoted the consultation to gauge public opinion on the issue.  Aberdeen Council now found themselves faced with two projects competing for the same lease of ground.  Councillors later decided at a full Council meeting in May 2010 to support the City Square scheme rather than the Peacock Visual Arts centre.

In reply to a recent question as to what was spent out of the Peacock grant,  Scottish Enterprise listed £190,000 spent on the technical feasibility study for the City Square Project and  £226,000 spent by Peacock on architect, design and project management costs. No indication is given as to when the agreements to do this were signed off.

Thus money intended for the Peacock scheme looks to have been allocated to a feasibility study for a rival project which ended up replacing the Peacock scheme itself as the Council’s preference (Scottish Enterprise, it should be said, have acknowledged that if the PVA plan had been approved they would have honoured the £2 million grant).

It was later reported in a Press and Journal article that Aberdeen Council had secured permission to use a further £375,000 of the grant funding for the City Square Project. What this money is to be used for is not allowed to be, as yet, in the public domain.

The Press and Journal  report states that the Peacock grant now stands today at  £1.2 million out of the original £2 million allocated. The grant was left open after the vote in May. According to information provided by Scottish Enterprise the money is nominally available to fund similar projects to the Peacock scheme until the end of March this year, at which point it has to be returned back to central funds.

The Council monitoring officer has been asked to launch an investigation into the matter

The Peacock contemporary arts centre was effectively killed off by the May Council vote. Although Peacock had been asked to locate their arts centre within the proposed city square building, this proved unacceptable to them and there was no chance of an alternative proposal surfacing in time for the March 2011 deadline.

The Council executive confirmed to Scottish Enterprise in November 2010 that the Peacock funding was no longer required; they nevertheless made a request to reallocate the funds to alternative projects under revised terms. Kevin Stewart, the Council’s finance convenor, told the Press and Journal that seven proposals had been drawn up, costed and presented to Scottish Enterprise.

In response to a question I had asked him as to whether the money could be given to Peacock for new facilities, Cllr. Stewart replied that:

“Council officers put forward a number of worthy projects that could use the funding, including Peacock, but these were all rejected by Scottish Enterprise.”

The £1.2 million grant to Aberdeen Council from Scottish Enterprise now looks as if it will have to be returned to central government funds at the end of March. The Council monitoring officer has been asked to launch an investigation into the matter under the Local Government in Scotland Act.

In collaboration with New Moves International, Peacock Visual Arts and Citymoves Dance Agency present ‘This Is Performance Art’ (TIPA), a four-day festival featuring some of the most exciting and influential performance artists in the world.

Black Market International, in residence as part of TIPA Europe 2011, kick-start everything here in Aberdeen. The collective, featuring Alastair MacLennan, Boris Nieslony, Elvira Santamaria Torres, Jacques Van Poppel, Jürgen Fritz, Lee Wen, Miriam Laplante, Norbert Klassen and Roi Varra, will be travelling to the city for the very first time for the four-day programme.

The festival includes performances, installations and a workshop, as well as an opportunity to meet the artists on their arrival into Aberdeen at a discussion chaired by Lindsay Gordon, Director of Peacock Visual Arts

Award winning photographer Alicia Bruce spent the summer of 2010 collaborating with residents of the Menie estate, an area of outstanding natural beauty and a Site of Special Scientific Interest (SSSI) situated 20 minutes north of Aberdeen. The residents’ homes are under threat of compulsory purchase as Trump International starts construction of a golf course, hotel and housing development with plans to re-name Menie ‘The Great Dunes of Scotland’.

Stewart successfully transformed the roundabout into a creative bubble for the month of May, the results of which can be seen at Peacock Visual Arts in January. Old Susannah has been constantly on the go the past week. Here’s her travelogue…

On Friday I attended most of the public hearing on the Loirston Loch proposal at the Town House. Admittedly, I left before the full meeting ended, so missing Kate Dean’s concluding remarks, but I would have lost the will to live altogether, and I had to be at Peacock for 6pm.

Sorry I only lasted 8 hours at the hearing, but seeing as Kate was doing a great job of being impartial as convener, I left, in the knowledge that the stadium was in safe hands. See the article elsewhere in this edition of Voice.

Next day, the P&J printed an article favouring the stadium development which ignored all the practical problems and local objections, alongside a piece on Cove Rangers being allowed to move to new premises. Of course, these two developments in the Aberdeen footballing world are completely unrelated. Old Susannah must have wandered into a completely different public hearing from the one the P&J wrote about, as I missed the parts that proved how this stadium will not only make us all rich, but also make us the envy of the northern hemisphere. I came away with the subtle feeling that one or two of the residents might not be onside with putting a 21,000 seat stadium on their greenbelt.

The Peacock exhibition features Alicia Bruce’s photographic portraits of the residents facing potential eviction through compulsory purchase, so that Mr Trump can have the world’s most kitsch – sorry – most excellent, perfect, wonderful, swell, expensive golf course. Finally, George Galloway and his moustache are in the news this week. He seems to be saying he will end his political career in Scotland. Has no one told him that his political career well and truly ended when he was on Big Brother pretending to be Rula Lenska’s cat?  Respect….?

Embezzle

(Verb) To embezzle is to appropriate goods, property or money fraudulently when in a position of power, rather like when we pay Council Tax to local government with the false promise we’ll get something of value in return. Now it looks as if a City Council employee has been taking his work home with him literally – to the tune of somewhere between £300,000 and £400,000. It is understood the person and his wife are now ‘helping police with their enquiries’.

Yes, it’s hard to understand how our well-run, efficient, properly audited and controlled City could have allowed such a thing to happen; ‘financial impropriety’ and ‘Aberdeen City Council’ are words you’d never expect to hear in the same sentence, I know.

Stringent controls are in place to prevent, for instance, property being sold below market value, property being sold to private developers when the City thinks it is really selling property to the NHS, or building work contract values escalating out of control, and the like. In fact there are ‘Investigation Managers’ and ‘Budget Analysts’ on the City’s efficient payroll.

But relax –  there is no fraud to worry about really, except the odd half million pound case like this one, which clearly is a one-off and will never happen again.

Incandescent (Adjective) Incandescent is the ‘condition of glowing or emitting heat and light’. Indeed, it is often associated with lightbulbs but presumably less so with the new mercury-filled ones which don’t give out quite enough light for my taste. John Major famously took the word ‘incandescent’ and coupled it with his anger, coming up with the phrase, ‘not inconsiderably incandescent with rage’ to describe how he usually felt. This may have been his greatest contribution as Prime Minister, although we might want to ask Mrs Edwina Currie her opinion.

This adjective is still being used by the brightest stars in the political firmament, as no less a luminary than our own Kate Dean has told the press she is incandescent. No, not just her natural glow of warmth, charm and beauty; she is incandescent with anger.

Who’s upset Kate? The Scottish Government transport authorities have had the gall to criticise Aberdeen’s public transport management – the nerve!

As if there was anything to criticise. Kate’s main problem is that she didn’t have a chance to defend the City’s sterling record on public transport. The frequent bus services, the low prices, the potholes, the bus lanes.Apparently we’ve created one million pounds worth of bus lanes recently, part of the reason traffic moves so swiftly.

The well thought-out transport arrangements for Union Square and the bus and railway stations are greatly appreciated by people with mobility problems as well as car drivers and bus passengers, who, in rush hour or late night shopping days, can spend ages window-shopping at Union Square from the comfort of their own cars. Building the new AFC stadium is going to add 80 buses at current estimate and 1400 cars to the mix on Wellington Road, pollution levels on which can be higher than national recommended levels, but with the new bus lanes, well, it will be fine.

Part of Ms Dean’s problem is that Aberdeen wasn’t invited to the particular meeting where the criticism was levelled, so she could not defend our excellent system. Clearly a system as perfect as ours would not be able to stand on its own merits for others to marvel at – outsiders might mistakenly think we have problems. I hope that an apology to Kate is on the way.

Joined-up government.

How do things in the public sector work so well?

How do our governors manage to accomplish so much good with our tax money so efficiently?

The answer is that we have ‘joined-up government’.

The term ‘joined-up government’ is defined as ‘a method of governing wherein all departments and branches communicate efficiently with each other and act together purposefully and effectively towards well-defined objectives – but you don’t need me to tell you that’s what you’ve got in the ‘deen.

It is little wonder that international property developers want to come here when they see how ‘joined up’ we are.

It’s hard to pick out just one example pertaining to our government in terms of its ‘joined-up’ thinking, so I’ll take the most recent one. In the P&J on 19 January, there’s a story of how Scottish Enterprise and Aberdeen City Council work in harmony to our benefit.

Peacock Art Gallery, you may recall, had managed to secure a large grant from the Arts Council to build new premises. Like vultures smelling blood, the City and Scottish Enterprise moved in to offer assistance. They assisted Peacock right out of its plans for the Union Terrace Gardens arts centre it had proposed.

But what becomes of the grant from the Arts Council? It’s now probably lost forever, and we have the amusing spectacle of Aberdeen City v Scottish Enterprise. The blame game is on.  Who did what and when is being argued over in the press as these two entities try to blame each other for the loss. Strangely enough, many years back, the Arts Council had ring-fenced a few million for an arts centre in the Castlegate. This money too was lost forever. A deadline approached, and the City Council seems not to have known anything about it, despite having a Council representative attending the relevant meetings. It is little wonder that international property developers want to come here when they see how ‘joined up’ we are. They know when they see examples like the latest drama over Peacock funding unfold, that we are people to be reckoned with – smart, astute business minds working in conjunction. There is no way we will be fooled or taken advantage of when great minds are in control. Not here.

On a serious note

Spare a thought for Sandy Ingram, the 79 year-old man found severely beaten in June of last year. He will now need full-time care, and can never return to the home he knew. Apparently he had seen two men on his property before he was assaulted. Whilst the residents in his area of Newmachar are now more vigilant regarding strangers, and are reporting suspicious behaviour to police, it comes too late for the Ingram family.

Someone out there knows what happened to him which is still a mystery to the rest of us. If you don’t come forward you are as guilty as if you’d hurt this elderly man yourself. And the next time someone else gets permanently injured or worse, you’ll have to live knowing you could have prevented it.

Even if you just suspect something, make an anonymous call. Do the right thing.

An Exhibition by award winning photographer Alicia Bruce,  showcasing a coastal community in conflict launches at the Northeast’s Centre for Contemporary Art, Peacock Visual Arts on Fri 14th of January, 6pm

Alicia Bruce spent the summer of 2010 collaborating with residents of the Menie estate, an area of outstanding natural beauty and a Site of Special Scientific Interest (SSSI) situated twenty minutes north of Aberdeen.

The resident’s family homes are currently under threat of compulsory purchase as Trump International starts construction of a golf course, hotel, and private housing development with plans to re-name Menie ‘The Great Dunes of Scotland’.

Through socially engaging and interacting with the residents of the estate, Bruce has produced a stunning body of photographic and moving image works that present a humane story about people and place – an observance of conflicted territory and those who inhabit it.

A number of the works within the exhibition are staged photographs referencing artworks from Aberdeen Art Gallery’s permanent collection. With the Menie estate in the background and the residents as the subjects these respond to the subjects and create not only a reference to the original artworks, but a portrayal of the subjects in the photographs and the ordeal they are currently facing.

Bruce, an Edinburgh Napier University 2006 PFI Graduate, was previously awarded an Artist in Residence at Aberdeen Arts Centre in 2008 where she spent her time creating new work responding to the city of Aberdeen as well as teaching a series of community based workshops.

Her photograph Flood in the Highlands after Sir Edwin Landseer, has gained international recognition winning several awards and bursaries.  This image has been exhibited at the City Art Centre, Edinburgh, Aberdeen Art Gallery and Rhubarb-Rhubarb International Review. Made possible with the financial assistance of the Aberdeen Visual Arts Award, Bruce now returns to the Northeast to exhibit in the city’s centre for contemporary art – Peacock Visual Arts.

With support from Street Level Photoworks, Glasgow, Bruce predominantly works in photography and moving image. She describes her work as a collaborative process with the subjects she  photographs, with the photographic portrait being a key aspect of her work.

“This exhibition is a humane story of a conflicted territory and those who inhabit it” says Alicia.

“I was deeply upset to see the harassment the residents of Menie undertook simply for wishing to remain in their family homes. If these compulsory purchase orders go ahead no home in Scotland would be safe.

“Menie is a stunning piece of coastline and, in spite of living in constant threat the residents welcomed me with hospitality and above all dignity.

“We short listed paintings we saw in Aberdeen Art Gallery and restaged these as large-scale photographs outside the resident’s homes with them as the subjects.  We drew parallels with the artworks and the current situation in Menie. The image in the show of 86 year old Molly Forbes was her tenth day without running water.”

“Peacock’s exhibitions often highlight very relevant topics and with this exhibition Alicia has managed to capture the stunning landscape of the Menie Estate whilst sympathetically telling the story of the residents who live there. At a time where the future of the area is such a pertinent topic we feel bringing the issues of the development to the attention of our audience to be very important. The exhibition can be appreciated by all, from those interested in the current situation to those who just want to view the captivating works that Alicia has produced.”

David Milne of Hermit Point, Menie comments:

“This exhibition shows us the real residents of Menie, around our homes and in the environment we love and cherish and now have to fight for the basic right of staying in.”

Running in conjunction with  ‘Menie: a portrait of a North-East coastal community in conflict’, is an exhibition displaying the results of an off-site project carried out on the city’s renowned traffic island, Mounthooly Roundabout.

Last May artist Anita Jean Stewart changed the identity of the roundabout by taking up residency, along with her trusty mobile studio, and bringing with her; shadow-shows, tea-parties, poetry, glitter-balls, gigs, hula-hoops and artist’s talks.

Stewart successfully transformed the roundabout into a creative bubble for the month of May, the results of which can be seen at Peacock Visual Arts from January 14th. So if you missed out last spring – there is another chance to re-live the excitement of Mounthooly in May.

‘Menie: a portrait of a Northeast coastal community in conflict’ and ‘Mounthooly in May’ both launch on Friday 14th January, all welcome.

Exhibitions run from 15th January to 26th February 2011.

A new charity set up to provide activities for adults with learning disabilities aims to put the emphasis on creativity, healthy living and fun!

Create Aberdeen – a new

initiative – was formed in March of last year as a response to Council cutbacks to Day Centres. However, the organisation is  not trying to replicate day services, but  aims to provide community-based activities which encompass the individual’s choices and needs, and also promotes integration and participation within people’s local communities.

Create members realised that people with learning disabilities had long been disadvantaged, discriminated against and segregated, and that Aberdeen services were going to fall far behind the good practices shown elsewhere.  For those losing a day centre place, a life of boredom, isolation and the knock on effects of that (ill health, depression, challenging behaviour) can follow.

Create is made up of staff, management and volunteers who got together to discuss what could be done to ensure people with learning disabilities had the opportunity to participate in meaningful activities that were suitable for their abilities, that enabled development, that were safe and supported, and also promoted the principles of Ordinary Living, and the rights of all to participate within their local communities.

Alex Constantinides of Create Aberdeen described how the group has evolved;

“With the support and encouragement of service users, carers, ACVO and other professionals, Create began the lengthy process of setting up as a constituted organisation, and lately a Company Limited by Guarantee with charitable status.

Run by skilled and experienced staff, with input from volunteers, the activities are tailored to meet the needs of the individuals attending the groups

“This has been a learning experience for all of us involved, and has meant some completely new skills have had to be learned pretty quickly – Previous social care jobs have not given us a grounding in fundraising, accounting or cashflow projections – but we have learned and are continuing towards our goals.

“Initially Create started with the intention of working in partnership with Aberdeen City Council, and other voluntary sector providers, however this has proved to be a difficult task, and the process of providing a co-ordinated cluster of alternative services for people with learning disabilities has not run smoothly, but not for the lack of will.

“Create started by providing monthly social nights and fundraisers, and running taster days to let people know what we were about and what activities we could offer. Currently we are running regular sessions within community centres – Sports and team games, drama, arts and crafts, gentle exercise, music and dance. Run by skilled and experienced staff, with input from volunteers, the activities are tailored to meet the needs of the individuals attending the groups, and the choices they make.  Community Centre managers and Sheddocksley Baptist Church have been more than welcoming to our groups and have given us a great deal of support.’

“Create are also constantly looking at ways of fundraising and have a firewalk planned for Halloween this year, in the hope of raising over £1,000. Volunteers have been helping in our fundraising, and every donation has been helpful. We were successful in a bid to the Big Lottery – Investing in Ideas, and are currently using that funding to commission a feasibility study. Our evening drama group – Va Va Voom received funding from The Scottish Community Foundation – Make a Splash to enable us to pay for production costs for the performances in 2011.”

Create would be extremely happy to receive support from local businesses and individuals, either with donations, or voluntary work.
