Aberdeen City Council is planting 100,000 trees at various sites in Aberdeen including Tullos Hill as part of their Tree for every Citizen scheme. On paper this looks like a modern, progressive move. However a large number of deer inhabit the hill and to protect the young trees a cull has been advised by Scottish Natural Heritage.

On 1st March 2011 Aberdeen City Council will meet to discuss the issue and make a decision.

Animal welfare groups and others across the country are voicing their opposition to the cull as they believe that a decision to proceed with it would not only be unethical and barbaric, but would be ineffective. There is a wealth of evidence showing that culling deer to ‘keep down numbers’ only works if done repeatedly and that alternative methods such as simple tree sleeves, fencing to protect trees, supplying alternative browse or other deterrents are both humane and effective.

When culling has been carried out previously, the remaining animals have flourished because less competition for food exists, resulting in a higher reproductive rate. In this way they replenish their numbers. Even if the cull drastically reduces numbers in the herd, this is short term as it allows other deer to move into the vacant areas. The inevitability of increased deer numbers means that a cruel cycle of repeated killing begins.

Advocating taking this action, Director of Housing and Environment, Pete Leonard of Aberdeen City Council states,

“The established normal practice is to cull the deer during the establishment period of the trees, during the first 5 years or so after planting.”

In their ‘North Sea Trail’ leaflet, they promote the roe deer on Tullos Hill as an attraction!

Mr Leonard’s department is proposing a cull primarily on the basis that it is the most cost effective method of managing deer, but the costs set out for alternatives in the proposal are not transparent and detailed costing for the cull is not presented, making any reasonable long term cost / benefit analysis impossible.

Inevitably, this just gives the impression that the proposal is biased in favour of the cull.

The city’s Tree for Every Citizen scheme has the potential to be wholly positive – the planting of native species of trees, cutting carbon emissions, transforming the city and creating habitat are all to be commended and would still happen if the deer were left alone. It is likely that the deer at Tullos Hill have roamed there for generations, long before the council marked the hill for tree planting, and interaction with the deer has long been enjoyed by the Aberdeen public and visitors to the area, as the council well knows. In their ‘North Sea Trail’ leaflet, they promote the roe deer on Tullos Hill as an attraction!

It is hypocritical that a scheme which claims to deliver benefits to citizens’ health and well-being, as well as providing specialised habitats for nationally important species and enhancing the environment, could begin with the brutal slaughter of one of our most beautiful native animals, following a trend that has become far too commonplace in ‘wildlife management’.

Take action against this needless persecution and ensure that it doesn’t take place.

If you are a citizen of Aberdeen, tell the Council that you don’t want a tree planted in your name if a deer has been killed for it.

Voice’s Suzanne Kelly tells of her attempts to  use Freedom Of Information (FOI) Legislation to find out exactly what property the City of Aberdeen has sold to Stewart Milne/ Stewart Milne companies.

Stewart Milne Construction and its related companies certainly seem to own a fair amount of land in Aberdeen and surrounding areas.

I formally made a Freedom of Information request to the City to find out what public properties were sold by the Council to Milne-related companies.

After a nine week wait for a reply to the original FOI request submitted by e-mail on 9 December 2010, the City declined to supply any information.   The City information office sent two documents explaining the rationale for declining the request; the reasons given in these documents can be summarised as follows:-

  • it would cost too much (£1200) to answer, and
  • making this information public would damage the Council’s relationships with its suppliers.

The public should have the right to know how its assets, in this case land, are disposed of.  It must be remembered that  the City and Mr Milne have recently been in court over one of these deals. It appears that land in the west of the city was sold to a Milne company for less than market value,  and that there was an agreement that any sale profits would be shared with the City. After legal action on the Council’s part to recover some of the perceived profit, it came out that Milne sold land from one branch of his empire to another, and claimed no share was therefore due to the Council.

Oddly, the courts are thus far not sharing Milne’s opinion. However, Milne is reportedly taking the City, and therefore the taxpayer, back to court to appeal this latest judgment:  this is why it is imperative that we are told what else he or his companies bought from the City, and what the sale prices and actual values were.

What exactly lies behind Aberdeen’s lack of transparency?

The City disagrees with this assessment, so an appeal will be lodged to its Information Officer over the refusal to answer the FOI request.   The City also seems to have confused its dates somewhat.

The official letters denying my information request refer to the request date as 22 January. Is this inefficiency, or a deliberate attempt to obscure the original 9 December e-mail request date?

The City asked me to clarify my request on 23rd December, which I did the same day.      It is most definitely relevant to the citizens of cash-strapped Aberdeen to know what kind of deals have been done.  Aberdeen citizens are facing millions of pounds’ worth of services cuts; local schools are closing, and children and people with special needs are being told to expect yet more cuts.

If the City is continuing to sell off assets at less than market value (despite Audit Scotland’s recent criticism), then something is greatly amiss.   The facts are these – I first sent an e-mail on 9 December asking for information as follows:-

“I have tried unsuccessfully to find the following using your website – please provide it to me under the provisions of the Freedom of Information Act, many thanks.

1.  List of property (including but not limited to land, buildings, building services, material goods, etc.) Aberdeen City sold to the Stewart Milne Group, Stewart Milne Homes and/or any associated companies, and/or directly to Mr Stewart Milne. List to show property name/description, date of sale, sale price, minutes/reports of the City Council approving/recommending the sale, and if available the market value at time of sale.

2.  List of property or services (including but not limited to land, buildings, building services, material goods, etc.), the Stewart Milne Group, Stewart Milne Homes and/or any associated companies, and/or directly to Mr Stewart Milne sold, managed or built for Aberdeen City Council. List to show property name/description, date of sale, price, reports/minutes of the City Council recommending the purchase, and if available the market value at time of sale.If any aspect of this request is not clear, then please contact me directly for clarification.”

The Council responded by email on 23 December, asking what I meant by Stewart Milne companies, and what time frame I had in mind (which may indicate the sales cover a long period of time).

When I received the request for clarification, I immediately visited the Companies House website, and immediately replied with a list of near a dozen entities bearing the Stewart Milne name which are registered in Scotland.

I also reminded the City’s Information Officer that I wanted a complete list and had no dates in mind.   Weeks passed; I sent two further reminders and finally wrote that I would be contacting the Scottish Information Officer.

This prompted a next-day reply which was a refusal to comply.   The Freedom of Information Act is meant to give all citizens access to data held by elected officials and public bodies.

In cases where disclosure of requested information would be too costly or would prove a serious breach of security or confidentiality, or would damage fiscal relationships, information may be withheld.

If the requestor is not satisfied with the response received, they have access to the non-partisan Scottish Information Officer, who can order disclosure of information.

What exactly lies behind Aberdeen’s lack of transparency?   What ‘supplier relationships’ are under threat if the transactions are revealed?

How can it cost £1200 to supply a list of property sold and Council Committee Minutes approving such sales, keeping in mind most Minutes are already on the City’s intranet site?

Who has been involved in the transactions and the decisions regarding my request?

In 2007 Aberdeen City Council decided to relocate the International Market to Union Terrace during its visit of 10-12th August.   Prior to this, the Market has generally been placed in the Castlegate on Fridays and in the mid-section of Union Street on Saturdays and Sundays.

The relocation to Union Terrace was prompted by Police concerns about serious traffic management problems arising from the blocking-off of Union Street.
We had consistently argued that the Market should occupy the Castlegate throughout its 3-day visits.   The Castlegate is Aberdeen’s historic market place; it had adjacent parking in the Timmer Market and East North Street car parks; it needed the visitors and their custom and it involved no disruption to traffic and bus-routes at all.   Beyond all this, the Market had, at least on Fridays, given us a reason and incentive to visit the historic Castlegate, which affords the most spectacular views of Aberdeen’s best buildings and the mile-length of Union Street – views which can be seen from the Castlegate and nowhere else.

However: in the Press & Journal of 31 July ’07, Mr Tom Moore, ACC’s City Centre Manager, was quoted as follows: “None of the events at the Castlegate has been an absolute success … we’ve tried everything to encourage people to come, but they just won’t … some of the stalls do quite well, but others are just dead”.

This correspondent would have to admit, from personal observation, that neither the International Market on Fridays nor the German Market held in the Castlegate during the weeks preceding Christmas ’06 ever seemed to be doing much business; there was little of the buzz and vibrancy of the Market when located on Union Street, on Saturdays and Sundays.   Part of the reason is that the Castlegate is perishing cold much of the year, because of the wind-chill factor blowing up Marischal Street from the Harbour.   Even the stallholders, who were used to standing about in the cold, could not take it.

All this has serious implications as regards plans to regenerate the Castlegate.

The International Market is a genuinely popular event.   If not even the Market can attract people into the Castlegate, then it is difficult to see what can or will.

To the extent that ‘regeneration’ is about planting the seeds of enterprise, investment and employment, the Castlegate seems almost like blighted or toxic land in which nothing thrives or succeeds, as it should.

The main problems are (a) that the Castlegate is a backwater, some way removed from the main centre of activity and not an obvious route way of choice to anywhere much; and (b) that for all its historic significance, people do not find the Castlegate an attractive or congenial place.   Visitors are repelled by, from recent observation, blatant and overt drug-dealing; by deathly-pale junkies collapsing in the street in front of one; and by Aberdeen’s ever-shifting population of out-of-control drunks, winos and aggressive and obstructive beggars.

In point of fact, the Castlegate has been a concentration of social ills for a long time back, certainly from the mid-19th Century.   The real centre of activity in Aberdeen was always at the junction of Broadgate and Castlegate and around the Mercat Cross (of 1686, but not the first), which was originally located in front of the Tolbooth.   The Mercat Cross was relocated to its present position in 1842 and for a time served as the city’s Post Office.   The gentry used to have their town houses in the Castlegate, mainly on the south (harbour) side, but the advent of Union Street from 1805 encouraged the better off to move westwards of Union Bridge.

A huge military Barracks was built on the Castle Hill in 1794 and was occupied by the Gordon Highlanders until the 1930s, after which it became a form of slum housing.   The Castlegate’s proximity to both the Barracks and the seaport made it a concentration of drunkenness and prostitution.
It was for this reason that the Salvation Army located their Citadel there in 1896.

The Citadel has done much good work in its time, but it has in certain obvious respects served to reinforce the Castlegate’s magnetic attraction for down-and-outs of various kinds.   The drugs rehab & treatment centre under construction in the Timmer Market car park may well have similar effects and will quite possibly kill the Castlegate stone dead.

A neighbourhood or locality, or indeed a town or city, has to be much more than just a cluster or agglomeration of buildings and streets.   There has to be a base of economic activity, of business, trade and employment, otherwise it becomes merely a ghost town or, at best a heritage museum like Venice or, prospectively New Orleans.   One might think also of the great medieval Flemish seaport of Bruges, through which all Scotland’s exports to Europe were channelled, until its river Zwin silted up around 1500, and the trade shifted over to Antwerp.   Bruges remained trapped in a 15th Century time warp for the next 500 years, nicknamed Bruges-la-Morte.

After Hurricane Katrina in 2005, President Bush promised to rebuild New Orleans, presumably in the belief that city equals buildings, but the economic base of New Orleans faded away long ago, not least because of corrupt and incompetent civic administration, poor public services and rampant criminality.

Once legitimate business activity withdraws, everything else goes too, including the economically active part of the population – most of us have to live where we can earn a living.   There are obvious lessons here as regards Aberdeen’s city centre.   Policy needs to be more consciously directed towards economic regeneration, to creating a more favourable and attractive environment for business enterprise and investment, job-creation, the local resident population, visitors and shoppers, before it is all too late.   Unfortunately our local power elite seems to have completely the wrong idea as to what this involves and requires.

On Tartan Day, your correspondent decided to go for a wander around Castlehill, mainly with a view to taking some photographs of the remnant of the wall that surrounded the Georgian military Barracks, which were demolished in the 1960s and replaced by the present tower blocks of council flats, Marischal Court and Virginia Court.

Castlehill is an immensely historic part of Aberdeen and affords spectacular views across the harbour and beach area, but few of us ever go there now; it has become another of Aberdeen’s shunned places.   Castlehill is dominated by the giant tower blocks to the extent that non-residents feel we have no business being there, and are effectively excluded.

A great many people must live in the tower blocks, but on a bright, sunny Saturday afternoon, and with Tartan-related activities going on nearby in the Castlegate, there was hardly another soul to be seen anywhere on Castlehill.   The effect is isolating and intimidating.   A vicious circle is engendered, whereby mainstream citizens stay away, the locality is increasingly monopolised by anti-social elements and becomes even more of a no-go area, and so on.

It has been a real achievement, in a negative kind of way, to transform so many hitherto vibrant parts of Aberdeen into dead zones, apparently devoid of population or legitimate business activity and employment.   Photographs of the Mounthooly area, taken as recently as the 1960s, show streets, granite-built tenements, shops, businesses and large numbers of people walking the streets and pavements.

As with Castlehill, there are still lots of people living in the Mounthooly area, in huge tower blocks such as Seamount Court and Porthill Court, but there are hardly any local shops and businesses such as might provide local people with employment or a reason to go out and about.

In consequence, even on a bright, sunny weekday afternoon, there is hardly anyone to be seen anywhere.

The name ‘Porthill Court’ is the one official acknowledgement that the Port Hill, opposite Aberdeen College on the Gallowgate, was and remains the highest of the seven hills on or around which Aberdeen stands, so-named after the Gallowgate Port, which guarded the northern entrance to the Burgh.   The huge Porthill Factory (linen, textiles) stood on this site for about 200 years, from about 1750 until its demolition in 1960, and thousands of Aberdonians must have worked there, but somehow it already seems to have been airbrushed from the collective memory.

Similarly Ogston & Tennant’s soap and candle factory; the former front office remains at No. 111 Gallowgate.   These were local firms, employing local people, most of whom would have walked to work, going in past their local shops for their morning paper, fags and rowies on the way.

There is no point in romanticising what must have been fairly bleak and grim workplaces; but it must have been easier then for a young person to find their way into paid employment when the workplaces were just up the road, when you already knew people – friends, relations and neighbours – who worked there, equally when you and yours were weel-kent locally, than can be the case nowadays if you live halfway up a tower block in Castlehill or Mounthooly and the only jobs available are with firms nobody has ever heard of, located on industrial estates miles away in Altens or Westhill.

Causewayend School was one of the many handsome and impressive Victorian granite Board schools created in Aberdeen for the fast-expanding city population of the later 19th Century. In fact, Causewayend was more handsome and impressive than most such schools, being designed by William Smith in 1875 and with a later Baronial-style keep by William Kelly.

But the school has now closed because of the declining number of children resident in its catchment area of Mounthooly-Gallowgate-West North Street. Not for the first time, we are struck by the sheer folly of the systematic removal of population and community from this (and other once-thriving and central neighbourhoods) through demolition of older tenement housing and its replacement – if at all – by tower-block flats, soon found to be unsuited to the needs of families.

The thing is that Mounthooly-Gallowgate ought to be what estate agents would describe as ‘a sought-after urban-village locality’; central, historic, characterful, surrounded by vistas of steeples, towers and spires and within walking distance of M&S. But its almost entirely public-sector housing provision – and that largely in the form of tower-block flats – effectively excludes would-be owner-occupiers, the ‘mortgage paying classes’, as well as those with families to raise.

The consequence is that the area contains relatively few middle-class families, but disproportionate numbers of poor and/or elderly people. Those blocks which are hard-to-let will also typically feature high concentrations of benefits claimants, the unemployed, single guys just out of the services or prison, alcoholics, drug addicts and the mentally ill.

A functioning community needs a more representative social mix than this; the better-off as well as the poor, high-achievers as well as under-achievers, people with scarce and marketable skills, professional expertise and entrepreneurial talent. The local schools, like the canaries in coal mines, give the early warnings that a community is in distress, being especially vulnerable to a downward spiral of local disadvantage, poor test and exam results, pupil withdrawal, declining enrolment and so on.

The current pre-occupation as regards housing provision is with the supply and availability of ‘affordable’, i.e., low-cost, housing. It may seem perverse to say so, but what Mounthooly-Gallowgate really needs is more high-cost housing, such as would attract the mortgage paying classes back to this locality. Housing costs in any neighbourhood tend to reflect the earning-power of local residents. In the U.S. context, you have to pay a high rent, or house price, to live in, say, Manhattan, because you are surrounded by high-earning people. (The characters in Friends couldn’t possibly afford to live there!) You would pay a lower rent or price to live in Brooklyn or Queens, because there you would be surrounded by lower-earning people.

Low-cost housing reflects the low earning power of local residents, their lack of marketable skills and expertise and/or entrepreneurial flair, possibly compounded by, or attributable to, low educational attainment, poor physical and mental health, drug and alcohol abuse and criminality. A failed or collapsed local economy, such that decently-paid jobs are simply unavailable, might also come into it; but that has not been the context here in Aberdeen for some decades past.

The World Bank investigated the underlying causes of the relative wealth or poverty of different countries in 2005. They concluded that: “Rich countries are rich largely because of the skills of their populations and the quality of the institutions supporting economic activity”.

Much of this is attributable to intangible factors – the extent of trust amongst and between people, an efficient judicial system, clear property rights and efficient government. On average, the ‘rule of law’ accounts for 57% of a country’s ‘intangible capital’, whilst education accounts for 36%. But whereas Switzerland scores 99.5% on a rule-of-law index, and the USA 91.8%, Nigeria’s score is a pitiful 5.8% and Burundi is worse still at 4.3%. Some countries are so badly run that their intangible capital is actually shrinking. The keys to prosperity are the rule of law and good schools; but through rampant corruption and failing schools, countries like Nigeria and Congo are destroying the little intangible capital they possess, and are thereby ensuring that their people will be even poorer in the future.

What is true of countries in the global context is also true of regions, cities and towns within a country and even of neighbourhoods within a city or town. The rule of law, i.e., crime-prevention, and a functioning education system are basic pre-conditions for industry, investment and employment; not least because decision-takers are picky about where they live and the schools their children attend.

There are too many parts of Britain where no-one in their right mind would think of starting a (legitimate) business enterprise, and where almost no one does.

Even in the relatively prosperous context of Aberdeen, there are neighbourhoods where the trend is all-too observably one of business closures and withdrawal rather than start-ups and expansion, and for all-too obvious reasons; a collapse of law & order, rampant criminality, and a lack of relevant skills and, consequently, of spending-power amongst the local population and labour force. As the World Bank concludes, the solutions are (a) the rule of law, and (b) efficient education systems.

In the local context of Aberdeen neighbourhoods like Mounthooly-Gallowgate, the immediate or quick-fix solution is probably that of improving the social mix by making available a wider range of housing types – private-rented, owner-occupied, detached/semi-detached or at least maisonettes/terraced, rather than having only high-rise blocks of Council-owned flats. However, closing schools like Causewayend and nearby Kittybrewster seems like a seriously bad move.

The theme of the emptying inner city came to mind on a recent visit to Aberdeen Arts Centre, which has long occupied the former North Church, No. 33 King Street.

This splendid 1830 Greek-Revival building by John Smith was positioned so as to be visible and conspicuous from almost all angles, central to the whole area. Yet it is surrounded by streets, once vibrant with people, shops and businesses, which now contain little or no resident population; the south (town) end of King Street, Queen Street, East/West North Street and Broad Street.

It is as if the planners had set out to ethnically cleanse the whole area of humanity. That has certainly been the effect of past planning decisions, even if not the intention.Even on a sunny Saturday afternoon, there is not a soul to be seen in any direction. We are reminded of the bleak post-war Vienna depicted in the film The Third Man, its population dead or dispersed to the four winds.
