Donside Hydro is a community built hydro scheme, on the river Don adjacent to the site of Donside Papermill, where there is now an urban village.
It is Scotland’s first urban community hydro scheme (most others are situated in isolated parts of the
country).

In 2013 Local residents formed a resident’s association, now called Donside Village Community SCIO (DVC), and from this association, ACEnergy (a not for profit, community benefit society) was formed.

For anyone interested in visiting Scotland’s first Urban Community Hydro Scheme, a tour is being conducted on Thursday May 18 ( details below).

ACEnergy (whose 5 directors all live in the village and are members of the DVC, bar one) went on to create the £1.2 million Donside Hydro Scheme, which has been successfully funded through share and bond offers.

The scheme has won a number of awards since operations began last September, including the best Community Project at the Scottish Green Energy awards in December.

Whilst the turbine is fully operational, and we have been producing electricity since 21st Sept 2016 and are meeting all projected targets, the landscaping is ongoing and there is still a bit of work to be done. We have just finished planting over 500 trees on our newly created island and further landscaping will take place over the next year. This will include the building of a bridge across to the island, and ensuring that as much of the area as possible is wheelchair accessible.

Profits from the scheme will be given to the share holders and bond holders, who have helped to finance the scheme, but a percentage of the profits will be returned to the community association, and this will be used to further develop the area and create a lovely public amenity for all who come to this part of the Don. However, this will not happen until the first full year of production at the earliest.

The DVC is working with the Scottish Government’s Scottish Land Fund to purchase the land surrounding the Donside Hydro. The aim is deliver a park for locals and visitors of all ages to play, explore, recreate and educate.

We are at stage 2 of our application and it is progressing well. However, the Scottish Land Fund are unable to fully finance any land purchases and can only give us 90% of the value of the land. We are not yet in a position to access any funds from the electricity production, as stated above, so this means we will have to find the remaining monies ourselves.

We are currently fund raising at every opportunity to raise the necessary cash (e.g. all profits from our Spring Fayre has gone toward the land purchase, people from the village are running the 10k to raise money etc).

We are also seeking alternative ways of funding and have started to charge for seminars and tours, where it is reasonable to do so, whilst keeping in mind our desire to make the hydro as accessible as possible to all. Therefore we are asking groups who ‘have a budget’ to make a set fee. For those that do not we are asking individuals who attend to make a donation in order for us to be able to purchase the land and develop it for all.

The bottom line is, we want people to be able to come and see the hydro and hear our story. We do not want money to be a prohibitive factor, but we want to be able to purchase the land!

On the face of it, Aberdeen Community Energy’s mission to ‘build, own and operate the Donside Hydro Scheme on behalf of the community’ sounds like a good idea for green energy in the local community.

Clean energy and community ownership are desirable of course.

However, before anyone joins the rush to invest in this or any scheme, they should exercise caution.

Sinclair Laing is ACE’s ‘Founder Director and Chair of Aberdeen Community Energy’ and Management Committee Member of Donside Community Association. On his personal facebook page he shared ACE’s post and wrote:

“C’mon people show us the colour of your money! And we will more than double it for you!”

This is quite a bold promise – as the director is making it, does this constitute a guarantee? Are investors buying into the scheme because of this promise?

One reason people might have great faith in this start up is that Aberdeen City Council included it in its publication ‘Our Green Times’. This is veritably an endorsement by the city of the ACE project. The feature in ‘Our Green Times’ does not mention that Laing is also an Aberdeen City Council employee – this fact may be part of the reason for the article/advert in the city’s green newsletter.

Aberdeen Voice spoke with a representative from Our Green Times who believes the City had vetted the scheme’s legality, but the spokesperson was not aware of Laing’s Facebook claim to ‘more than double’ an investment in ACE. The spokesperson said that Our Green Times features items written by the City’s officers (such as Laing) and also takes news items from the city’s partner organisations.

ACE was asked to answer these questions.

  1. I attach a screen shot from Sinclair Laing’s Facebook page with a link to ACE in which he makes the claim investors will ‘more than double’ their money. Can ACE please comment on this comment? Does ACE also make this claim? How many investments were received on and following the date of Laing’s statement?
  1. Will Sinclair Laing or any others be salaried, remunerated or given shares for free? If so, please give details.
  1. Please supply names of any other directors, board members, and whether or not they are to be salaried, remunerated or given shares gratis.

A spokesperson for ACE from Weber Shandwick responded:

  1. “Yes indeed Sinclair’s statement is correct and it’s a statement that ACE stands by. It’s based on financial models developed for this project by Sharenergy, a specialist cooperative who are very much experts in this field. They were commissioned to work on this project for their expertise in community energy projects and share offers.“The Financial models have also be reviewed by Local Energy Scotland (LES), a Scottish Government appointed consortium who manage the Scottish Gov’s Community and Renewable Energy Scheme (CARES) fund. The LES & the CARES fund have helped to support this project from the outset with expertise and finance.“I’m sure you’ve already seen our share offer guidance document, but if not then please refer to section 8 for all financial details, including a member payment profile which demonstrates how the financial return works and how indeed investors can double their money.”
  1.  “See page 17 of the share offer document for more information. None of the ACE directors will be compensated financially – it’s all on a voluntary basis. In fact in Sinclair’s case it’s quite the opposite, he used his own, personal money to help bankroll the community scheme at an early stage, to fill a funding gap so that the project could move forward.”
  2. “For a full list of ACE’s directors please see this page of our website . And in terms of remuneration/salaries, it’s all completely voluntary – no salaries on share incentives involved. Everyone involved in the project is driven by one vision – to generate clean, renewable electricity and to create a sustainable income for the local area to spend on community priorities.”

Anyone who wants to invest in any schemes should be aware that their money is at risk. It is not possible to guarantee in any scheme that money will be doubled. Asked in general terms whether a start-up could or should make a promise about returns, a spokesman for Citizens Advice Scotland said:

“We do not comment on specific organisations, but In general terms we would urge people to be extremely cautious before entering into any new deals or financial arrangements. Every day CAB advisers across Scotland are seeing people who have lost money in new schemes which promised to make them rich but ended up doing the opposite.

“We are not saying that you should never invest in a new scheme, but we do urge people to read all the small print of any deal before parting with your money, and make sure you also do as much research as possible, getting as much independent advice and information as you possibly can about the organisation and the people involved.

“We have found a general rule of thumb is that if something sounds too good to be true, it probably is.”

Those who are considering investing in any schemes should consider advice offered by the Financial Conduct Authority.

The parish of Glenbuchat lies north west from the River Don, between Glenkindie and Strathdon. In the 19th century its population peaked at around 570 people who had ‘a strong sense of identity and fostered a powerful social spirit’.

Community activities included an annual highland games and picnic, St Peters Fair, a Literary Society, a Mutual Improvement Society, and Glenbucket Male and Female Friendly Society providing support for members falling on hard times.

At some point in the last 200 years the name started to appear in records as Glenbuchat. The Glen was proud of its tradition of ballads and violin and pipe music.

Towards the end of the 19th century, by which time the parish population had fallen to around 400, the people of the glen felt a need for a building in which to hold meetings and social events. Raising funds was not easy, but eventually the hall was built by public subscription, with donations received from the Laird, who also donated the land, and the shooting tenant.

The opening bazaar took place in September 1899. From that time until the First World War the hall was used regularly for a range of educational, training and social activities and events.

During and following the war, activities and fundraising dropped dramatically, and the building showed signs of wear and tear. Thanks to donations from the Women’s Rural Institute the hall was repaired and refurbished in 1924. It is likely that activities continued as before, but no record survives from this period.

Glenbuchat2At the end of the Second World War fresh efforts were made to put the hall back into use and to carry out necessary works. However, it took nine years to raise sufficient funds to add lavatories to the building. From 1946 to 1962 there were regular activities, with many fundraisers for various good causes.

The latter part of the 20th century saw the population dwindle to fewer than 100, and activities in the hall diminish as social change saw less demand for the activities on offer.

By the end of the century, the building once again looked shabby.

Fortunately, a small group continued managing the hall and the Millenium ‘stirred old feelings of public responsibility for the hall …for community activity’

In 2005, the Glenbuchat Hall Community Association was formed to support the hall and activities.  The Objects of the Association were to

  • secure the establishment, maintenance and management of the Hall.
  • promote and maintain the traditions and culture of the Glen.
  • benefit the inhabitants of Glenbuchat and surrounding district.
  • associate with inhabitants, local authorities and voluntary organisations in a common effort to advance education and leisure with the purpose of improving the lives of the said inhabitants.
  • act as a focal point for environmental matters concerning the Glen

In 2007, around thirty residents gathered for two working weekends to undertake refurbishment and temporary repairs. In the last decade, the programme of social events throughout the year has grown, with current annual footfall estimated as more than 2500.

In 2010, the Association undertook a public consultation, which identified an aspiration to sustain the hall for future use, including adult education, a focus on environmental issues, wider access to the surrounding environment, increased arts and recreation facilities, development of a heritage group, and increased availability of the hall to other organisations. From this the Glenbuchat Hall Community Hub project developed.

HallCraigton1Thanks to considerable local fundraising, and generous grants from a number of bodies, the Association has installed air-to-air heat exchanger heating and has refurbished the hall with new toilets, disabled access and a kitchen.

The Association is developing an outbuilding as an additional smaller meeting room or entertainment space. When completed, it will be made available to selected organisations as a base for accessing the locality.

In 2013, the Association has hosted a community hall re-opening party, a film night and music events including the Cairngorm Ceilidh Trail where young musicians can develop and perform. There’s been a wedding reception, a private party, and the hall has acted as a major venue for North East Open Studios (NEOS) arts fortnight. It’s also the focal point of the community for Hogmanay celebrations and has been used for Burns suppers in the past. A Sound Festival collaborative project Framed Against the Sky used the hall as one of its venues.

Currently the Association has appointed installation artist Gill Russell as artist-in-residence for three months. We have had some fantastic musicians on our stage including Catford, As The Crow Flies and recently Son Al Son, an exciting collaboration between Cuban and Scottish musicians making fantastic salsa music.

Current plans include developing the programme of music events, including touring traditional music acts and contemporary music. Plans are afoot for a festival to celebrate the fiddle music of Alexander Walker 150 years after its original publication.

Future visiting acts will include The Locust Honey String Band on 4 Nov and an exciting trio comprising  Leah Abramson, Rayna Gelert and, from Petunia and the Vipers, Patrick Metzger, on 17 March.

Glenbuchat1Fresh from outstanding reviews at last year’s Celtic Connections The Dardanelles will be appearing on 23 April.On 16 May we have one of the finest American roots music acts around with Cahalen Morrison & Eli West, reviewed twice previously in Aberdeen Voice.

Although building works ruled out a spring fair this year, this very popular event will no doubt return in 2014.  The Heritage Society is formed and is planning a range of activities, and the Association hopes to follow the current artist in residence programme with further residencies.

All of this demonstrates how we are attempting to reach out to the wider community.

Community halls throughout the country face difficult times but in rural locations they are a precious resource. In Glenbuchat we are fortunate to have the hall as a focal point for community activity and  hope we can continue to engage both the local and wider community. That ‘strong sense of identity and powerful social spirit’ described in the opening paragraph lives on in Glenbuchat!

On behalf of Aberdeen Voice, and in response to complaints from readers, Editor, Fred Wilkinson comments on the Labour Party’s latest election literature.

It’s flattering to see that our provision of a local news service has been a success in our three-year existence, to the extent that the Labour Party in Aberdeen has used the title “Aberdeen Voice” for its election communication to the electors of Aberdeen Donside.

We can see why some have raised their eyebrows at this, and wish to make it clear that we are non-partisan when it comes to political issues and will consider publishing material, whatever its political viewpoint as long as it conforms to the standards of decency and truth on which we’re based and which we’re proud to uphold.

The Labour Party’s communication is its business, not ours. We feel it unfortunate that they have chosen, carelessly, it seems, a title that has come to mean non-partisan and fair journalism to those who have been with us for our three years of publication.

We have nothing to do with this piece of election material and hope that our neutrality has not been compromised.
