Suzanne Kelly looks back at a variety of City issues involving Peter Leonard, Director of Housing Environment and Infrastruccture. She concludes, while he is on sick leave following vacation, that in her opinion, it’s time for him to go.

marischalpicMany people in Aberdeen tend to think the councillors are to blame for all the many, many mistakes, flawed plans, waste of money, and bad decisions that take place.

The truth is that they only get to vote on reports put before them by officers, and officers can and do drive agenda and stop plans they don’t like. Staff too are controlled by the officers.

They are vilified for complaining or resorting to whistle-blowing when complaints to managers fail.

Aberdeen Voice is aware of more than one case of staff being micro-managed and having their work time scrutinized to the last minute. There are many people who, while worried about being discovered, want to talk about negative experiences with officers, and that includes Pete Leonard.

Head of Housing & Environment Pete Leonard has been implicated in a catalogue of bad decisions.

Having just missed a chance to apologise to the public over the cremation scandal so he could holiday, he is now off sick. Reports suggest he will remain out of the office – until terms of his final severance package can be ironed out. Many find his continuing in his post is now untenable following the cremation report – and the public has not seen the report commissioned by the Chief Executive.

My long-running interaction with him over the destruction of the Tullos Hill is no secret. He insisted on deer slaughter: when established consultants offered free help, they were rejected.

The slaughter was called ‘abhorrent and absurd’ by the Scottish SPCA in the circumstances. The expensive, unsuccessful attempts to establish trees on the hill are his responsibility – he declared in formal reports the scheme would be cost neutral. (Tullos is a former waste dump with little topsoil; the government’s own departments have written that establishing trees there is unlikely. However, it’s made quite a bit of money for consultants, suppliers, and deer stalkers).

Leonard’s insistence to the Housing & Environment Committee that the Tree for Every Citizen Scheme would be ‘cost neutral’ has cost well into a five-figure sum (and caused more than 36 deer to be culled needlessly) and may result in further expense to taxpayers soon. A councillor’s proposal to keep the hill as a meadow with deer was quashed before it could be voted on: by  Pete Leonard.

One of many ponderous reports flogging the dubious benefits of the Muse development of Marischal Square bears Leonard’s name. On 2 March 2016 this report recommends against asking the public for any further input on Marischal Square because the public might experience ‘consultation fatigue’ and may result in a ‘negative customer experience’.

Heaven forbid. Customer experience didn’t attract the council’s attention when, despite 3,000 citizens and 3 community councils demanding the deer be spared were ignored.

As to consultation fatigue, I think more people would prefer the chance to have their say and risk ‘fatigue’ than winding up with the monstrous white elephant at Marischal – where the Press & Journal will now call HQ for one year free – courtesy of the taxpayer.

By the way, after suggesting ‘consultation fatigue’ was real, the report goes on to steamroll the reader with jargon about including citizens to ‘participate in the development, design, and decision making services [how does a citizen participate in a decision making service??] to promote civic pride, active citizenship and resilience.’

Leonard has, in effect, proposed not fatiguing us with consultations while wanting our participation. Sounds like quite a balancing act; no wonder ‘resilience’ is also suggested.

There are many Aberdeen Voice readers who have fought to get basic housing repairs, fought to have housing suitable to the needs of the elderly and disabled, or even to have safe, habitable places to live. Some suggest the head of Housing & Environment needed to have a more hands on approach.

Who scotched the Cafe 52 plan to have a self-sustaining cafe in Union Terrace Gardens?

The idea was to have a temporary place under the arches where people could buy coffee and snacks, the Bothwell family were going to pay all the set-up costs, and volunteers were going to run it, as I recall. I do recall that the profits were all going to be churned back into improving the gardens. The departed Maggie Bochel even recommended this go through, and several councillors as well as many members of the public supported the plan.

Is it possible that a city council officer stepped in to stop this simple plan, and if so why? This may be a small side issue, but hopefully by now the point has been made that directors and officers can, and do, guide how and what a councillor gets to vote on.

As such, we need directors who are competent, who are capable, who are without bias, and who are accountable.

Where does the city most fall down? In its management of communities, housing and (obviously) infrastructure.

Leonard is on a salary adjacent to £112k per year, plus a generous pension contribution. If he is allowed to remain in post following the various reports (public facing and secret) into the scandal of Aberdeen’s crematorium operations, something is drastically wrong.

Bereaved parents were told for years there would be no ash following cremation of their deceased children. In fact, the crematorium, under Leonard’s remit, was mixing the remains of children with those of unrelated adults, and in effect lying to parents.  This went on for years.

Some of the parents impacted by this cruel deception are calling for those responsible to be let go. I join that call

Pete Leonard chose not to attend the public meeting that took place last week; he was on holiday. It was disappointing to the bereaved that he was not there; his non-attendance sent a strong message.

The report into the long-running contempt shown both to the deceased and bereaved and severe managerial failure can be found here. It makes damning reading. Here are some highlights:

A damning summary:

“There was no overall strategic management of the crematorium. Aberdeen City Council had significant challenges elsewhere. Pete Leonard, Director of Communities, Housing and Infrastructure since 2010, explained to the Investigation,

“…in terms of the focus of senior management attention, you focus on the things that you know need fixing and you focus on the things you know to improve and areas where you need to make savings and you’ve got to try and bring the public and elected members with you, that’s very much a focus.”

“It was clear during the Investigation that the current Environmental Manager, Steven Shaw and those above him [that would include Leonard – S Kelly] had remote and ad hoc involvement in the management of the crematorium or the staff. The Investigation was told by the current Crematorium Manager, Angus Beacom, that,

“…staff felt that, in their words, not mine, they had been somewhat neglected by senior management”

“Pete Leonard, Director of Communities Housing and Infrastructure told the Investigation,

“I guess I was fairly light touch in my management in terms of, I don’t think I had visited the site for some time.”

“Pete Leonard confirmed that the purchase of new cremators was an expensive capital project and that he “was more focused on keeping track of that“,

“I guess the crematorium for me was a case of things seem to be going ok so a light touch management was ok and I wasn’t really getting involved.

The crematorium, I guess, never really featured on my radar. I wish it had, but it never featured on my radar so it was kind of left alone.”

“The Head of Services, Mark Reilly, told the Investigation,

“…Now there was a gap between Steven (Shaw, Environmental Manager) and Derek Snow (Cremation Manager) that I didn’t particularly care for. I wanted to really look at the structure of Bereavement Services and crematoria and how that works and get one manager overseeing both.”

“The Investigation found that despite issues about infant cremation coming to public attention following the media coverage about Mortonhall Crematorium in December 2012, no changes in practice were instigated at Aberdeen until November 2013 and July 2014.

“Pete Leonard, Director of Communities Housing and Infrastructure, told this Investigation,

“And we had lots of conversations, so we’d be saying, well if some people are saying that they’re recovering ashes, how is that? Are they using different temperatures and all this? There’s a lot of speculation about ‘well, we’re not sure how they’re doing it, but they’re probably doing things like turning the ovens off at night and leaving the baby in to ‘slow cook‘ and do we really want to be doing that and what if the parents found out about that?‘ and there were issues being thrown in around emissions and if you turn the heating down then you might be breaking the emissions law. There didn’t seem to be any shared industry knowledge or best practice.”

“There was no evidence that any effort was made by anyone at Aberdeen City Council to clarify at exactly what age or stage ashes were available. The senior managers did not challenge what they were told despite the information emerging from Mortonhall Crematorium nor did they seek information from Seafield Crematorium, or even closer, Parkgrove Crematorium, to ascertain how these crematoria could have been obtaining ashes despite the Aberdeen position that none existed until the age of eighteen months to two years.

“Pete Leonard told the Investigation,

“Around about that time we received a letter from Sue Bruce (then Chief Executive of City of Edinburgh Council) with the scope of the inquiry that she had asked Dame Elish to perform and I had a conversation with Valerie Watts then Chief Executive of Aberdeen City Council. I said I’d been to see the crematorium team, they assure me everything is okay but I really think we need to get some objective people in to do an audit and investigation into some of the processes and ask them questions. That led PwC to do an investigation, which was very much process based. At the same time, myself and Mark Reilly went to visit the team, got more behind the scenes.

“I think not getting ashes had been for as long as they could remember. Certainly with the new cremators they didn’t. With the older ones I don’t think they did, but I think they said previously they may have done in the dim and distant past, there might have been something. I think they gave some examples there, but I can’t really recall.

I think it pretty much reflected what the guys said and looked at the records. On reflection I think we didn’t focus enough on behaviour. When subsequently things changed in terms of what people’s story was, my own reflection on myself was perhaps I could have been a bit more challenging around some behaviours.

I drew up the terms of reference for the report and cleared these with the Chief Executive but it was based on what Sue Bruce had sent through, it was very similar terms of reference.

I am asked if the auditors looked at records as opposed to wider processes. Yes, that was the case. I am asked if anyone was examining the actual operational processes of cremation itself. No there was not. I think the years picked for audit were aligned with the different types of cremators from what I can see. I think there were different changes to the record keeping and we kept records up to a certain date. I think somebody had written to say they’d had some issue around 2008 and that they received ashes so on the back of that, we said can you go further back and examine what the practice was then”

“Pete Leonard told the Investigation,

“An audit by the company PwC LLP was duly commissioned and terms of reference agreed in March 2013. The auditors reported on 9 July 2013. This audit was limited in scope and did not look at the actual cremation operational processes but rather traced a sample of cremations to the supporting records and administrative process in respect of the cremation of stillborn babies and infants under the age of two.

“The audit report describes its work as to ‘undertake a data collection exercise and review the current procedures in operation to better inform the Council Officers’ understanding of arrangements and practices.’ The report was based on the documentation available but there is no indication of the Council seeking audit of the actual cremation working processes by a suitably qualified cremation industry expert or body such as the FBCA.

“Pete Leonard, Director, told the Investigation,

“There had been a conversation about use of trays and what have you and I was very nervous about health and safety and I guess I placed a lot of reliance on the internal audit which we scoped out in March and it reported in July 2013.”

“There was no evidence given to the Investigation that after the production of this audit report the Council challenged Derek Snow’s assertion that there were no ashes to be obtained from babies less than eighteen months old. At the very least the information provided by PwC should have alerted the Council to the inconsistency between their public position and what the audit disclosed from the past.

“There is no evidence of the contents of the report being probed or checked to ascertain the reason for the different outcomes in the sampled cases. This information should have been of particular interest given the Council’s public position that ashes did not exist for babies under eighteen months to two years.

“Derek Snow, the Crematorium Manager added,

“When I started in 1986 there was no written procedures or guidance for babies. As far as I know there’s still nothing like that at the moment.”

“Steven Shaw, the current Environmental Manager, said that it was clear to him that,

“we didn’t have written up simple guidelines. I pushed for them to write up the procedures.”

“Pete Leonard said,

“When we started speaking to the guys, it was very clear then that there were no practices which made me nervous. “

“Staff also had access to manufacturers’ manuals for the cremators they were using. Aberdeen City Council’s response noted in the 10 July 2013 PwC LLP internal audit report was that they would be formalising their written policy and would consider any findings that came from the Scottish Government’s review.

“However, when staff were interviewed by the Investigation in February 2015 there was still no formal written procedure, guidance, instruction or local training manual available to staff at Aberdeen Crematorium despite

  • the recommendations of Lord Bonomy in his report of May 2014,
  • the Mortonhall Investigation Report April 2014,
  • the PwC internal audit recommendation of July 2013,
  • interest expressed by the Scottish Parliament,
  • press and extensive media coverage of the issues surrounding the cremation of babies throughout the period 2012-2014.

“Neither did the receipt of an anonymous letter result in such action. This letter indicated that the reason baby ashes were not being returned to families at Aberdeen was because babies were being cremated alongside the coffins of unrelated adults. Members of staff were still working on drafting the crematorium’s first Operational Procedures Booklet in early 2015.

“It was put to Pete Leonard, Director, that Derek Snow had suggested that he was only really a manager when it suited his line managers to treat him as such, that he was given very little scope to manage and was not given the opportunity to attend training. Pete Leonard replied,

“I couldn’t really say. I am asked if he ever made a complaint to me about the way he was being managed. No not at all, he seemed to be happy in his work.”

“This is in stark contrast to what former Environmental Manager, Sandy Scott said about Derek Snow wanting to leave since 2006. Sandy Scott told the Investigation,

“Derek Snow did not want to be at the Council. He made it quite clear he wanted to leave and I did some investigating and spoke to my Head of Service but we felt we couldn’t let him go at that point. It was always a feature of our one to ones as he wanted to bring it up with me.”

“Pete Leonard, Director of Communities Housing and Infrastructure said,

“I guess I felt really let down and right from the word go, what we’d said to the guys was ‘we’re not going to judge you on what’s happened, when you’re in an industry and you follow historic practices, sometimes you might find yourself doing something that culture accepted before. Something which might look horrific but you’re caught up in the middle of that and you’re just doing what you’ve always been told.

“So this is about understanding what’s going on’. We had said, ‘if there’s anything, anything at all, now’s the time to get it out, you’ve got our full support’. We couldn’t have emphasised that more and so to then find out that the guys were lying and they’d been so convincing …I was bloody angry to be honest but really upset. Then I was really upset because of the impact on families.

“I’ve got young children myself and you can empathise. So then we had to move into trying to figure what happened and I wasn’t looking at punishing anybody, I just wanted to figure out what had been going on and we don’t really know. I mean, having gone through the experience of believing what they said before, to be honest, anything they said, I took with a pinch of salt.

“Could be true, it maybe isn’t true and there was no real way I got that mechanism to get to the truth. The investigation may have more success.”

“this was a section of the City Council working in almost complete isolation without any strategic direction, development or quality control of the service, so far as it related to babies, infants and non-viable foetuses. There was little knowledge by Senior Management of the service provided to the families of these babies.

“There was insufficient interest taken or leadership shown by management

“much of what was learned by Cremator Operators at Aberdeen was received wisdom from more experienced peers. The extraordinary belief that there would be no recovered ashes from babies up to the age of eighteen months or two years was contradicted by what was known to be recovered in many other crematoria as well as in Aberdeen itself in earlier years

“The cremation of babies along with unknown adults is an unethical and abhorrent practice which will offend the sensibilities of the wider community and cause great distress to those whose babies were cremated there. It will also cause profound concern to the next of kin of unrelated adults who may have collected and continue to retain ashes of loved ones cremated at Aberdeen which also contain the ashes of a baby or one or even several non-viable foetuses

“When obliged to consider this issue with the commencement of the Mortonhall Investigation and during the separate opportunity to explain their position to Lord Bonomy and his team the true picture at Aberdeen Crematorium was not disclosed. The Infant Cremation Commission was misled about the practices taking place.

“It was clear from the interviews of staff in early 2015 that despite the passage of time since the Mortonhall Report, the report of the Infant Cremation Commission and extensive media coverage of the circumstances at Mortonhall Crematorium that staff had not yet been properly briefed or briefed at all to allow them to have an accurate understanding of the physiology of the bones of foetuses, stillborn babies and infants.

8. The most senior level of management at Aberdeen must provide strong leadership and now take full responsibility for the effective management of the crematorium. It must also ensure that immediate and appropriate training takes place and that effective and ethical practices are maintained. This relates not only to a change of working practices but to an assurance that the culture of the organisation and the knowledge and understanding is such as to prevent any future abuse of the trust of those families who have placed the remains of their loved ones in their care.

10. As with other crematoria there was a total absence of any local written instruction or guidance. This remained the case even in 2015 after an audit report of 2013 which highlighted the lack of written procedure. This meant that the actual practices employed in the crematoria were not documented and available for inspection by normal quality assurance procedures. Had such written guidance been available it may have alerted Cremator Operators to the deviant nature of their practices.

11. By allowing the predicted outcome rather than the actual outcome to remain in the disposal column Aberdeen City Council created a situation where the inaccurate information was allowed to remain on the Register. Although the inaccuracy was identified no steps had been to correct the accuracy of the Register. This casual and careless approach to a statutory obligation is of considerable concern.”

My conclusions

There is contradiction about Leonard’s position in the Muse report (do we not consult people so as not to ‘fatigue’ them or do we involve them in the design, etc).

Leonard contradicts himself again in his testimony here.  At one stage we’re asked to think of him as being a father who’d be concerned about the families; and then we have the inexcusable on the appalling choice of words about ‘slow cooking babies’ and ‘what if the parents found out’. Either you are a caring, empathetic parent – or you use that kind of language and seek to keep your parent peers in the dark.

Claims that there was no way to find out about any industry best practice or operational standards are debunked within five minutes by anyone with internet access. A search would swiftly find  The Federation of Burial and Cremation Authorities(FBCA). This organisation told me:

“The Federation of Burial and Cremation Authorities(FBCA) represents all but two of the operational crematoria in Scotland and around 85% of crematoria in the whole of the UK.

The FBCA has existed since 1924 and represents the owners and operators of cemeteries and crematoria in the UK.

All members of the FBCA have to confirm that they operate in accordance with our Code of Cremation Practice on an annual basis.

The process of cremation is regulated by Sepa and there are parameters which have to be maintained throughout each and every cremation, whether adult or infant, however it is important that special measures are taken during the cremation of very young babies to ensure that the conditions within the cremator provide the best possible opportunity for the recovery of ashes at the completion of the process..

We provide the training and examination process used at the majority of crematoria in Scotland and we strive to ensure that Best Practice and the highest standards are met at all times. “

For someone with a director’s mandate covering the crematorium, ignorance of this easily-found knowledge is bad enough; it is compounded by the evident lack of interest in pro-actively seeking for it.

Changes were to have been made in documentation for procedures; this went un-remedied for years. Should the buck have stopped with Leonard?

It should be noted that there is a Customer Services Standards document – but it is being updated, and requests for a copy of the current one have gone unanswered.  Aberdeen Voice also made an appointment to view the Officers’ register of interests – and hours before the appointment the city cancelled on the grounds ‘personal data’ would be in the records.

The legal team decided that a Freedom of Information request would be needed, and that while councillors’ records are all electronically available, the records for officers and directors were off limits.

Let’s hope the wait to see the records won’t take too long (all FOI requests I have made to the city have been just to the deadline or have been late).

Enough:

I watched as the arrogance and assurances from Leonard led to the destruction of a herd of deer that had lived on Tullos for decades without needing any cull. I watched as he stubbornly refused free advice on non-lethal culling, refused to take on board the soil report saying that trees are unlikely to establish while approving hundreds of thousands of pounds on consultants, fencing, trees and deer hunters.

I watched as a friend whose stillborn child was told there would be no ashes to scatter after cremation some years ago. I worried as I helped arrange a cremation fairly recently as to what was going on.

I watched as the hated Muse project was foist upon a largely unwilling, certainly poorly consulted public – who will  now subsidise the Press & Journal with a year’s free rent.

I watched as parents were further disrespected by Leonard deciding not to face them at the crematorium public meeting as he chose to vacation instead.  I’ve listened to complaints of people with health issues in housing inadequate to their needs.

I’ve heard from people who waited months and months for simple housing repairs.  I’ve heard from people living in housing where anti social behaviour runs rampant because the city keeps no residential staff to ensure safety. I’ve heard from staff who have felt bullied under his regieme.

I now want to watch as Leonard leaves his post with as small a remuneration as legally possible, and leaves quickly.

Countryside lovers could be forgiven for thinking that environmental protection is a thing of the past in Scotland. Urban Sprawl is removing our green belt. Air, land and sea pollution in many cases exceeds EU maximum levels: roads in Aberdeen are among the country’s top ten most polluted roads.

Species protection and sensible, humane management of wildlife doesn’t seem to exist. The agencies charged with guarding our natural heritage for the present and for future generations seem to be stocked with those who place commercial interests above wildlife. In a four part series, Suzanne Kelly looks at this cull of the wild, focusing on Seal, Badger, Deer and Bird of Prey issues.

Late in 1998, during the ‘International Year of the Ocean’, Mi’kmaq Elder and Chief Charlie Labrador was asked by the ‘International Ocean Institute’ to address a major scientific conference held in Halifax, Nova Scotia. The theme of the conference was ‘the crisis of knowledge’. The following is an excerpt from Charlie’s speech to the gathering of marine scientists

“What you are telling me is you don’t know how to fish…You use the word ‘technology,’ but in my time there has been a decrease in everything…If something isn’t done soon, there will be no more time for any of us. There has to be something better than technology. It was sad a few years ago when our seals got the blame for taking the cod. It wasn’t their fault…those who harvest the earth’s resources must begin putting as much back into it as they remove…”

Seal culling – excuses despite humane solutions.

Perhaps Scotland doesn’t condone the clubbing of baby seals for fur, as is the case elsewhere, but the persecution of seals is a bloody, brutal reality.

Seals are being blamed for taking caged fish. Let’s dispense with the concept of ‘farmed’ fish which the industry favours, these are sentient, intelligent creatures which normally would move from the rivers to the seas and back. They are kept in crowded cages where they have been observed to be unhealthy and stressed.

The cages are protected to some small degree by netting; netting which by law is meant not to harm other wildlife such as the seals. This is not always the case, as a recent and nearly unique conviction shows.

Conviction Light:  Graham McNally.

On the 28th of May of this year Graham McNally, 52, was convicted of using nets for the purpose of trapping and killing seals. This was the first such conviction in the UK under the 20 year old Conservation (Natural Habitats) Regulations 1994 and was heard at Lerwick Sheriff Court.  (Further details from http://www.bbc.co.uk/news/uk-scotland-north-east-orkney-shetland-22695243 ).

A quick glance at related headlines might let a reader conclude that this was a great result, but the real story is different. The first issue to be considered is why there has been no other successful prosecution in 19 years for using nets for killing seals: does anyone really think this is the only instance?

Secondly, this man was fined… £800. Such a sum will be happily paid and in all likelihood amounts to nothing more than a mildly inconvenient business expense. The paucity of convictions for offenses against seals should be remedied, and the fines increased; it is a pity that the Government prefers to go after those on benefits with more than one bedroom to live in, with more zest than it shows in stopping seal persecution.

Thirdly, and possibly the most alarming development in this case involves the apparent concealment of the evidence.  According to Shetland News :-

“… John Robins, of the Save Our Seals Fund, said that McNally originally pled not guilty to setting illegal nets between August 2009 and August 2011, based on evidence that seals had been entangled and drowned in such nets.

“Robins has written to the Crown Office and Procurator Fiscal Service (COPFS) asking if the charges were amended in return for a guilty plea or for any other reason, asking why the reference to the killing of seals was removed from the charges.

““Unless I have tangled up my court cases I was expecting hard evidence of dead seals to be presented by the prosecution,” Robins said, “I hope there was a very, very good reason why this evidence was dropped”

“The wildlife campaigner has also written to environment secretary Richard Lochhead using this case to repeat his call for proprietary anti-predator nets to be made compulsory at all Scottish salmon farms.”

Aberdeen Voice readers and Tullos Hill deer campaigners will know John Robins for the work he did in helping to protest the deer cull, which with the massive tree planting on Tullos Hill was pushed through despite huge public opposition. Again, the motivation there was financial . The public was told that this was the least expensive way to plant trees, on a former rubbish tip with little soil and North Sea exposure, at Tullos. John told Aberdeen Voice:-

“The Shetland court case reinforces my demand for the Scottish Government to make humane predator exclusion nets compulsory at all marine fin fish farms. Properly installed and maintained these nets would eliminate any need to shoot seals and create much needed jobs in rural communities.”

“Scotland is turning into culling country. Geese, crows, deer, squirrels, wild goats  are all being slaughtered in the name of conservation. This is the Year of Natural Scotland. An appropriate way to mark this would be to give every visitor a gun or a trap as they cross the border.”

A Man to Remember, who forgot why he clubbed baby seals:  James Stewart.

The fines meted out to those who shoot, club and drown our seals is normally minimal – where it exists at all. Not all are involved in farmed fish; some are coastal residents and/or fishermen.  Here however is a man to watch in future, who displayed particular contempt for and cruelty to seals:-

47 year-old fisherman James Stewart from Shetland was jailed for 80 days for clubbing 21 baby seals to death with a fence post. He admitted killing the animals as they lay on a beach on the island of East Linga but he did not explain why he did it.  http://news.bbc.co.uk/1/hi/uk/7964109.stm

Scottish Salmon Producers Organisation – A Powerful Club.

The salmon industry represents that seals must be shot. In 2009 the BBC recorded spokesperson Scott Landsburgh of the Scottish Salmon Producers Organisation. He claimed that ‘only 498’ seals were shot in that year – a most precise figure indeed. He also claimed seals stole thousands of salmon from the farms. ‘Our primary interest is the welfare of the salmon’ –  he said.

Presumably this welfare doesn’t extend to giving them more space or feeding them up until the time of a humane destruction. But what is the SSPO and how do they operate?

The SSPO represents several salmon producers, including Marine Harvest, Loch Duart and Wester Ross. Their website offers some impressive statistics which include:-

The growth in the UK salmon market:

  • 1 million fresh salmon meals are eaten in the UK every day;
  • 1 million smoked salmon meals are eaten in the UK every week;
  •  An additional 40 million servings of fresh salmon were consumed in UK households between 2006 and 2008.

Export performance of Scottish farmed salmon:

  • The worldwide retail value of Scottish farmed salmon is over £1 billion;
  • over 60 countries imported fresh Scottish salmon in 2011;
  • the USA is the largest export market for Scottish farmed salmon, followed by France;
  • Scottish farmed salmon topped the RSPCA’s Freedom Food chart in 2009, with an impressive 60% of production participating in the stringent animal welfare scheme.

This adds up to a very rich and powerful lobby.

The SSPO website goes on to boast that information on sea lice has now been divulged. In terms of newsworthiness, this is rather like divulging who won last year’s X Factor. Do note that sea lice are not like the little flies we know – they are parasitic, blood sucking creatures that cause suffering.

Contempt of Law, Contempt of Wildlife

Local landowner Marc Ellington disagrees with seal shooting.  He has given notice to Usan Salmon Fisheries to stay off his land for the purpose of shooting seals, but they don’t seem to be taking any notice.

While land can be freely accessed for recreational purposes or crossed (unless you are a Menie Estate resident  to whom the law is turning a blind eye), you cannot go onto private land for the purpose of shooting, and seals cannot be shot at from boats – although we know that this is taking place. In it he says:-

“The company concerned has no business discharging firearms on land owned by Gardenstown and Crovie Estate without permission,” said Mr Ellington.

“They have not sought permission to use firearms on the estate to shoot seals, and permission would not be granted under any circumstances to do so.

“I am unhappy on a personal level, as someone with an interest in conservation, that seals are being shot at all, and I am especially concerned that there are reports of them being shot from estate land.”

The law is on Ellington’s side – but the carcasses of shot seals keep appearing in the area.  In one particularly disturbing photo, those who shot a particular seal took a photo of the seal on the shore with a cigarette in its mouth and an alcoholic beverage as if it were drinking and smoking,  These are the kinds of people who we have shooting seals.

It is clear that the advent of caged fish production is linked to the culling of our seals. What is life like for a salmon in a cage?

Private Eye has for years carried stories on sea lice escaping from fish farms and infecting the wild, chemical contamination, and a little known food chain development:-

“In March, the satirical magazine Private Eye reported that the European Commission had quietly lifted a twelve-year-old ban on feeding ground-up animal remains to farmed animals; the ban was imposed in the wake of the mad cow disease scare when the practice of doing so was blamed for causing the disease.

“In the first instance the relaxation of the rule will only apply to fish farmers, who from June 1 will be allowed to feed leftovers from chicken and pigs to their captive salmon; the Commission argued that because in nature animals eat other animals, there was nothing to worry about – although they failed to explain how, ‘in nature’, salmon ate chicken and pigs.

“The UK Food Standards Agency (FSA) advice to government was that in principal the risk [of disease transfer to humans] would be negligible provided that it could be ensured that it was only chicken and pig going into fish feed; although in practice they noted that adequate controls were lacking. The SFA also said that no one could know for certain that pigs and chickens would not prove susceptible to “transmissible spongiform encephalopathy.” So that’s all right then, isn’t it?”

Life is not a natural one for caged salmon; they are denied space; they are prone to parasites and disease, and the methods of slaughter used are condemned by organisations including Compassion in World Farming, which issued a report – http://www.ciwf.org.uk/includes/documents/cm_docs/2008/i/in_too_deep_summary_2001.pdf

This reads in part:-

“About 35 million each of salmon and trout are slaughtered annually in the UK.

“Farmed fish are normally starved for 7-10 days before slaughter. Inhumane slaughter methods for trout include suffocation in air or on ice. Carbon dioxide stunning, another inhumane method causing immobility well before unconsciousness, is used for both salmon and trout….

“Trout are often stocked so densely that 13-27 trout measuring 30 cm (1 ft) long are allocated the equivalent of a bathtub of water.

“ High incidences of severe and blinding cataracts have been found in farmed salmon. Infestation with parasitic sea lice is a serious problem for farmed salmon. Lice feed on their host. Damage can be so severe that the skull of the living fish can be exposed.

“Biotechnology is used widely in the UK trout industry to produce chromosome-manipulated “triploid” fish.”

At the time of writing, USAN has not responded to questions put to it.  Comments on fish welfare would be welcome from the industry or its lobbyists.  Perhaps we should be worried about our own welfare as well.

Is all this wildlife damage and persecution doing us any good?  Scientific American is not alone in warning of high levels of mercury and PCBs, a chemical linked to disease in humans. A recent article can be found here;-

The caged fish industry does have a fair amount of problems to solve, but they are efficient at lobbying.

Environmental Protection – Supine SEPA.

The Scottish Environmental Protection Agency is not exactly getting glowing reports for its performance in many areas.  It is ‘unable’ to determine which company or companies are polluting East Tullos Burn in the backyard of its own Aberdeen HQ.  It does not seem to respond to questions put to it on its online contact form (no email addresses are supplied). And in the case of managing fish farms, as per the Guardian, it is falling down on the job:-

“Don Staniford, the anti-fish farming campaigner who has investigated SEPA’s monitoring data, tabling a series of detailed Freedom of Information requests, was blunter. He said salmon farming was a “malignant cancer”.

“SEPA’s statutory duty is to stop companies such as Marine Harvest using Scottish waters as a toxic toilet and dumping ground for chemical contaminants,” he said. “Yet SEPA has shamefully opened the floodgates to the use of a cocktail of chemicals. Shame on Scottish salmon farming and shame on SEPA.”

Conclusions.

Fish farms bring money and jobs to rural areas. They also, according to my research, bring disease to the captive animals, cruelty, pollution, persecution of seals, and some would argue human health problems where high concentrations of PCBs are involved. Is Scotland that short of jobs that profits must be maximised to the extent that animal welfare, compassion, ethics and respect for the environment are sacrificed further?

It is possible to improve cage protection to keep seals away without shooting or cruelly drowning them in nets. The organisations that could help – our police wildlife officers and the SNH – must do more. Culling our wildlife is not an acceptable means of justifying big profit margins.

Perhaps it is time to create a more powerful pro-animal, pro-environment lobby to counteract the efforts of the lobbyists who want to destroy our wildlife.

Suggested Actions

  • Stop buying any farmed trout or salmon.
  • Tell your preferred supermarket chains you will not be buying farmed fish.
  • Lobby your representatives (find them at http://www.writetothem.com/ ) expressing concerns for the seals, the farmed fish – and your own health.
  • Write to Marine Scotland, which licenses people to shoot seals, and state your opposition to the shooting of seals.
  • If you are in the vicinity of any fish farms, report any sightings of seal hunting.  Record anything suspicious and share with the police, and with Aberdeen Voice.
  • Support organisations such as the Scottish SPCA, Compassion in World Farming, Seal Protection Action Group, One Kind and Animal  Concern Advice Line. You will find their details on the internet.

We and our legislators should be demanding that the fish farm, which is in reality the caged fish, industry cleans up their issues. These include:-

  • Overcrowding.
  • Cruelty. Fish are often starved for days before they are killed.
  • Parasitic infections such as sea lice, pollution (occasionally escaping from the cages);
  • and of course shooting and drowning of seals.

Further Reading

Our Government has decided that rather than demanding better cages to keep the seals away and better life quality for the caged fish, that licensing people to shoot seals is the answer.  It is not the only answer, but it is the one that those who like to hunt, and those who want to keep fish farm costs minimal might well favour.

The lobbying efforts of the powerful industry groups have made our officials focus instead on the perceived, invented need to destroy our seals. Experts have shown that better, more robust cages for the salmon, which certainly do not have an enviable existence, would prevent seals from taking fish from the farms.

But licensed and unlicensed killing is taking place to the detriment of the seals and the seas.  The motivation seems to be, unsurprisingly, financial.

Next Tuesday, a sub-committee of Aberdeen Council meet to discuss various initiatives under the heading of the “Management of events in Aberdeen’s Parks and Open Spaces”. Mike Shepherd writes.

The document, on a seemingly innocuous subject (Aberdeen parks), is in fact highly controversial. The first item proposes charging groups for the use of the city’s parks for social events.

Each stand alone event incurs a minimum daily hire charge of £250, regardless of status – charity, corporate, private or otherwise.”

The charges range up to £1000 depending on the size of the event.

The scale of the charges will inhibit the organisation of many fun events by community groups happening in our parks. A £250 charge is too steep given that you are never too sure how many people could turn up to an event  given the uncertain Aberdeen weather.

It could also put paid to the activities of community support groups for parks, who aim to raise money for the upkeep of our city’s open spaces through events that they could now be charged for. Support groups have emerged for many of our parks and one would have thought that such a spontaneous community initiative and public-minded spirit would have been encouraged.

Such groups can also attract external funding for park improvements that would not otherwise be available to the council.

This initiative looks very short-sighted as a result.

A second item is authoritarian and looks to be in violation of existing UK law. The councillors at the sub-committee will be asked to:

“agree that the Castlegate is the only recognised location within Aberdeen that can be used for political party and pressure group events.”

This looks like an infringement on basic human rights and is probably unenforceable in practice.

If you are of the opinion that the City Garden Project controversy was all about what flavour of city centre park Aberdeen should have – think again. There seems to have been a much bigger picture involved here, and the politics are murky.  Mike Shepherd writes.

The power of the print media in shaping opinion

The public referendum has been held, and the City Garden Project won by the smallest of margins: 52-48%. Feelings are still poisonous in the city, as it is clear that a marginal result was swung by dubious means.

On the City Garden Project side, unregistered groups spent a disproportionately large sum of money on campaign material, whereas the officially registered groups were restricted to spending about £8,000 only.

Some of the claims made by supporters of the City Garden Project were outrageous and substantially misleading. One newspaper advert is now being investigated by the Advertising Standards Authority.

Even Aberdeen Council were responsible for punting a justification for the City Garden Project with the questionable claim that a new park could create 6,500 new jobs in the city.

The local papers showed a bias in favour of Sir Ian Wood’s project and framed their reports to show one side in a much better light than the other (“Yes, vote for change” or “No, don’t vote for change”). Ludicrous claims were accepted uncritically – such as oil companies leaving Aberdeen if the scheme did not go ahead.

I had been advised by an expert that:

 “Newspapers are very powerful at shaping public opinion”

and:

 “You will need the support of a PR company during the campaign.”

It was very good advice, but in practice not something that a campaign group of limited influence and funds could realistically put in place. Yet, it was clear from canvassing in the street that the combined effort of relentless advertising, the glossy brochures and the press bias was having an effect.
Whereas many would stop and give me a considered analysis of how they would vote, a large minority were reflecting City Garden propaganda back at me, phrases recognizable from glossy brochures or Evening Express headlines.

Our society today is witnessing a battle between democracy and political lobbyists / PR companies. Out of this, democracy is not doing that well. It’s a shock to see this writ large in Aberdeen, but at least the Gardens Referendum result has made this crystal clear to any thinking person in the city.

Local politics

After two years of campaigning to keep the Gardens, I have been able to observe how local politics works. It is clear that the current council administration is very business friendly and they will tend to make decisions that primarily favour business interests. At just about every council meeting you will hear the phrase “Aberdeen is open for business.”

Local democracy commonly involves a conflict between what business wants and what is in the interests of the general public. For example, if Aberdeen Airport is allowed to land flights at night, Dyce residents will get woken up by the noise. The conflict between business and public interests came to the fore after the consultation on Sir Ian Wood’s scheme two years ago. Over 50 local businessmen wrote to the council asking for the result to be ignored:

‘due to misunderstanding of the project among the public’

and an ‘inability’ to appreciate its impact. The council – to their shame – did this. The current Council administration (an SNP / Lib Dem coalition) appears to favour business almost every time.

There are a number of reasons why business gets its own way with the council. Many councillors are instinctively business friendly and will tend to support projects that are favoured by local commercial interests. This is certainly true of the Conservatives on the council and of many councillors from the other parties too.

There is also a powerful business lobby. Businessmen make up two thirds of the Aberdeen City and Shire Economic Forum (ACSEF), a “public-private partnership that drives economic development in the region”. Funded by both Aberdeen City and Aberdeenshire Councils, ACSEF is a non-elected body that have been given a significant degree of control over local economic policy. There is no doubt that ACSEF exerts power and influence over the activities of both councils.

ACSEF were involved with the City Garden Project in the early days and described it as one of their flagship projects. Two of the board members, including the Chairman Tom Smith, are directors of the Aberdeen City Garden Trust, the group that organised the architectural competition and who hope to take the project forward to completion.

Extensive networking appears to go on amongst the “great and the good”. Politicians, local businessmen, council officials and senior figures in local organisations turn up and meet at parties, functions, charity events and business meetings. To the worldly wise, this will not come as a surprise. However, advanced societies work by a system of checks and balances between moneyed interests and the public regard. This does not appear to be working too well in Aberdeen.

The SNP and the City Garden Project

The SNP have been intimately involved with the City Garden Project since its inception. Alex Salmond was present at the project launch  in 2008.

But only recently have both Alex Salmond and Callum McCaig, the SNP leader in the council, explicitly endorsed the City Garden Project.

Yet, the majority of SNP councillors have supported it throughout (the notable exception being Clr. Muriel Jaffray). This is clear from the voting records every time the project has come up for debate in the Council. The SNP support has been instrumental for the progress of the City Garden Project through successive council votes.

  Major businessmen such as David Murray, Brian Souter, Jim McColl and Martin Gilbert have now endorsed the SNP.

The SNP have a reputation for populist politics and it may seem surprising that they have embraced such a controversial project for the city. I believe that there is a much bigger picture here, and one that takes precedent over local politics. The SNP are essentially a single-issue party; they want independence for Scotland. The realpolitik of the SNP is that much of what they do is focussed towards this end.

A key aim for the SNP has been to secure the support of major business figures in Scotland. This is partly financial; the party has no natural source of funds apart from membership fees, but they are also trying to secure influence leading up to and beyond any independence date. Major businessmen such as David Murray, Brian Souter, Jim McColl and Martin Gilbert have now endorsed the SNP.

Sir Brian Souter, founder of the bus company Stagecoach, caused controversy when he donated £500,000 to the SNP in 2007. Shortly afterwards, the SNP dropped an election commitment to bus re-regulation, although they denied that there was any connection to Sir Brian Souter’s donation.

Sir Ian Wood has not given open support to the SNP, yet the SNP continue to court the billionaire’s favour. Not only has Alex Salmond given his own backing to the City Garden Project, the machinery of Government has also been used to bankroll the scheme.

Scottish Enterprise funded the public consultation two years ago and also allowed grant money to be used for the technical feasibility study. Although the public rejected Sir Ian Wood’s project in the consultation, it didn’t stop Scottish Enterprise from giving Aberdeen City Garden Trust £375,000 of public money from its available funds for major infrastructure projects.

Another niggly problem has been the concerns of Audit Scotland

The Scottish Government are keen to provide investment money for the project through TIF funding. Yet it has been established that the initial proposal did not rank very highly by comparison to other investment and infrastructure projects elsewhere in Scotland.

The Scottish Futures Trust, who carried out the ranking, has refused to make their calculations public in spite of Freedom of Information requests to do so. Another niggly problem has been the concerns of Audit Scotland, who have questioned the long term capability of the indebted Aberdeen Council to pay back a risky loan for the project.

The proposed use of valuable investment and infrastructure funds for something as trivial as building a new park is shocking. The business case is dubious and the council can’t afford the risk. Political considerations seem to have taken precedence to a strict business evaluation on the Aberdeen TIF case.

Sir Ian Wood discussed independence recently and gave an indication of what he wants from the Scottish Government:

“The Wood Group will not endorse a Yes or No vote on independence. But Sir Ian added: “What’s key is the extent to which our clients, and to some extent ourselves, anticipate that a Scottish Government would continue with a similar oil and gas policy to the UK.

“The suggestion right now, from the discussions I’ve heard, is that there’s a lot of overlap between the present Scottish Government’s thinking on the development of the oil and gas industry and the UK government’s thinking.”

He went on:

 “What’s important – and I think the First Minister realises this – is that they must provide as much clarity as possible over the next two years towards the vote in 2014, so that we minimise the uncertainty.”

I have no doubt that this will happen.

The SNP are hoping to secure a majority at the council elections on May 3rd. This is possible, but as a one-issue party they tend to do better in national elections than local elections. They are also heavily identified with the Union Terrace Gardens issue and this appeared to have cost them votes in the Scottish elections last year.

If they do not get a majority, this raises the intriguing possibility of an administration run by a Labour-SNP coalition. The Lib-Dems are likely to see their vote collapse outside the West End of the city. The Labour group are vehemently opposed to the City Garden Project and it could be that a condition for agreeing to form a coalition is that the scheme is dropped.

The “Union” in Union Terrace Gardens refers to the union of the United Kingdom and Ireland in 1800. Perhaps it is ironic that the park has ostensibly become a pawn in the big game of Scottish independence. It would be immensely sad if this was the case. Aberdeen’s heritage could end up sacrificed for the sake of political wheeling and dealing.

This would not bode well for a future Scotland. As Paul Scofield, playing Thomas More, said in A Man For All Seasons:

“I think that when statesmen forsake their own private conscience for the sake of their public duties, they lead their country by a short route to chaos.”

A proposal to build a road through woodland in Ellon has come under fire from a group set up to support the management of the area. The intended purpose of  road is to provide access for the development of 250 new homes. Those opposed to the plan believe the road is unnecessary, destructive, and in contravention of a Blench Charter. Friends of McDonald Park founder member Lynn Gilbert brings Voice readers the story.

The plan is being opposed by Friends of McDonald Park, a group set up by Aberdeenshire Council in 1990 when the Council bought the superiority of the Park from the charity Barnardos.
The aim of the group is to support the management of McDonald Park for the benefit of the community. We have done this by planting bulbs, trees and a hedge as well as regularly clearing litter from the ground and from the Modley Burn.

The Park was given to the Burgh of Ellon in 1928 by Sir James McDonald and is governed by a Blench Charter.

The terms of the Charter state that the Park should be used for recreational purposes only, that nothing should be done which is detrimental to the Park and that its area is not to be reduced in any way.

In 1996, we successfully opposed a plan by Aberdeenshire Council to use part of Caroline’s Well Wood, the east section of McDonald Park, as a bus park for Ellon Academy. On that occasion we raised the terms of the Blench Charter and an alternative solution was found without destroying any of the Park.

In 2010, builders Barratt East Scotland and Scotia Homes were given Council permission to construct 250 houses in Ellon’s Castle Meadows but it was only when marks appeared on trees in the east section of the Park, that it became apparent that the plan was to construct a road through it, from the development site to Golf Road. I made enquiries on behalf of the Friends and was told that the road had been approved by councillors.

In August 2011, the Friends were informed in a Council Estates Department letter that an S75 Legal Agreement for the application had still to be signed, and were asked for their views on the proposed access. The same letter stated that legal advice given to the Council was that:

“vehicular access must facilitate/improve public access to the park and cannot be granted purely to allow development”.

The Friends voiced total opposition to a road through the Park, stating that it would be in contravention of the Blench Charter since it would not improve public access to the Park, but was solely for the development. It would also involve the felling of a large number of mature trees in an area inhabited by red squirrels, bats and spring/early summer migrating birds.

It would seem that councillors were not satisfied with the legal opinion offered and they sought further advice several times from Sir Steven Stuart QC. This was given in a privately-heard report presented at a Formartine Area Committee (FAC) meeting on 6 December last year. It suggested that temporary construction access could possibly be granted, subject to a number of safeguards and agreements being in place.

  The Friends and many others have lodged objections to the planning application

On 17 January, a report to the FAC, again heard in private, proposed a temporary five year construction access which would become a pedestrian and cycle path once the five years had elapsed. This temporary access would be a tarred road with lighting and other services and which would involve the felling of at least 99 mature trees.

It would take a fifteen metre slice of the woodland at the Golf Road end, this increasing to nearer thirty metres at the top, a significant area of the Park.

It seems that when councillors first approved this access, they were not aware that they themselves were in fact Trustees of McDonald Park. It was in this capacity that councillors had to consider the application at their 28 February meeting, and as Trustees they rejected it.

This application is to be considered at a Planning meeting on Tues 20 March.

The Friends and many others have lodged objections to the planning application, and I have asked to speak at the meeting should it be heard there. Quite apart from the effect of this road on the woodland, a precious asset to Ellon, there is another matter to be considered.

Construction traffic using Golf Road would access the Park at the rear of Ellon Academy, an area used by a large number of Academy pupils and mothers with buggies walking into Ellon. There are two other access roads to the development, but some residents along these routes would rather see part of McDonald Park destroyed than have traffic pass their homes.

Interestingly, the site of this proposed access is given as ‘Castle Meadows’ on the planning application, when in fact it is McDonald Park. This makes it easy to overlook the reality of the situation.

Old Susannah looks at the Granite Web, and the impressive effort it has taken to spin.

Tally Ho! Yet another vibrant and dynamic week in the Granite Web City.  Whilst Friends of Union Terrace Gardens, Aberdeen against Austerity, and Democracy Watch engaged in some inexpensive grassroots campaigning by flyer, the mysterious Vote for the CGP group pulled out all the stops and spent, spent, spent.

You could be forgiven for thinking that Northsound is playing City Garden Project commercials non-stop. The Art Gallery has a swish new display showing the Garden plan in its Alice-in-Wonderland perspective and garish colours, and issues of The Granite Web compete in the ugly stakes with the A3 VFTCGP colour flyer sent out before.

News reaches Old Susannah that visitors to Aberdeen Royal Infirmary are being cheered up no end by pro-City Garden Project posters on the walls. There is no escape at work either, as employees of Wood Group (no surprise really), Nautronix, and Taqa all seem to have received lovely e-mails from bosses hinting gently that they should vote for the CGP.

I do find it very touching that employers are looking after their employees so well and giving gentle guidance which puts no pressure on them at all.

Why do I call the VFTCGP members secret? Because I was told in so many words by the BIG Partnership, which does PR for this group and, coincidentally, the artwork for the CGP, that “if the members want to stay secret, it’s up to them.”

But before I return to my Myth-busting busting activities started last week – I only got through the first four of the ten Myths the CGP team say we’re suffering from – condolences to Rangers fans.

Was this one of the top Scottish clubs? Yes.

Will this leave a massive hole in Scottish football? Yes.

Will other sides face similar financial clubs? Looks like it.

I believe one tycoon is still paying some £60,000 of his own money each time his team plays. I do hope this mogul is not getting overly financially stretched. I’d again ask the question if Loirston Loch land – in a Special Area of Conservation – should really be turned into a 21,000 seat football ground with offices and museum in this climate.

Well, I would ask, but the continuous concrete covering of anything green in Aberdeen seems unstoppable. Thankfully, we all have one tireless, gentle campaigner who is not giving up the fight for ‘Scotland’s heritage’. Step forward, Mr Donald Trump.

You might have seen one or two small news items saying that this gentle giant wants to build the galaxy’s greatest golf course on a no-doubt-underused stretch of coastline. He’s got rid of many of the view-blocking trees, but there are horrible plans to build windfarms offshore which could actually be seen by his guests, if you can believe that!

Now, windfarms don’t actually work very efficiently yet. The technology can, and should improve. But I guess we’re all agreed there are few things in life worse than being a rich golfer who might have to look at an offshore wind farm. For those people in favour of this kind of blot on the seascape, I would remind you that you’re forgetting something very important.

Donald’s granny was Scottish. This gives him good cause to call Alex Salmond ‘insane’ for supporting renewable energy. Please try to keep that in mind, thank you.

Finally, it might have been Valentine’s Day this week, but it looks like the May to December romance between Callum McCaig and Aileen ‘Ho’Malone is over. One of them is an over-blown, over-hyped, over-rated, naïve, headline-seeking soul, blissfully unaware that they are dangerously out of their depth. The other is Callum McCaig.

No more will they share a coalition; there will be no more romps on Tullos Hill; there will be no more late-night negotiations. Maybe yet the SNP will change its tune over the ridiculous cull of deer to plant trees that cannot possibly grow on Tullos Hill. Watch this space.

There is certainly a current in that direction, not least fuelled by public anger and the wasting of some £43,800 to date. Still, a break-up is hard to take. Final confirmation of this great bust-up comes in newspaper stories announcing that the coalition is still absolutely fine. I am thinking of offering my condolences to Mrs Robinson, sorry, I mean Aileen.

And now back to debunking the debunking of the Myths. The City Garden Project seems to be the only entity that’s been presented with these Myths, and I commented on the first four last week. Here are a few choice words on the remaining five Myths. Thank you CGP for printing these not-at-all-wild and not-at-all-made-up Myths – we’re all really onside now. Their comments are in bold. 5. It will cost the taxpayer millions of pounds – FALSE.

Sure. All this happens for free, and you’ve not paid a penny, and you won’t pay a penny. I wonder if the CGP forgot about the £422,000, or probably more, of taxpayers’ money Scottish Enterprise has already spent on this project? And, no doubt, our CGP friends don’t think it matters that some of your city councillors voted to set aside up to £300,000 of your money for legal costs.

Old Susannah is still mulling that one over. A billionaire is ‘giving’ Aberdeen £50m, but there isn’t enough money on his side of the fence to pay the legal costs the city will incur? So, rather than getting granny a new wheelchair, or providing 24/7 care at homes which have just announced cuts etc etc, Wood wants your £300,000. But this £722,000, nearly quarter of a million pounds, is small change.  we’re going to chop down existing, healthy trees, thus getting rid of wildlife that’s called the trees home for decades, if not centuries

Multiply that figure by ten and you get close to the amount of interest on the loan Aberdeen City Council has to sign for this project to go ahead, according to one of last night’s radio show speakers. Thanks to Original FM (on 105FM) for hosting last night’s debate. Anyway, the taxpayers’ side of this great granite garden bargain is to borrow £92m and pay the loan, and its interest, back over decades.

If the 6500 new jobs don’t come in and we don’t make £122m each year (I can’t wait to see how this happens), if we go over budget, if anything goes wrong – then it will cost us an unknown additional amount of money in repayments. The trams fiasco has reached a cost of nearly one billion pounds.

But this won’t cost you a cent. Honest, guv.

6. Fake, plastic trees – FALSE.

It’s a great Radiohead song but a lousy Myth. It has been suggested that fake plastic trees will be planted in the City Gardens to act as vents for the giant car park underneath. If any fake trees are seen they will be beside the flying pigs. 186 new trees will be planted, some of them mature and many will be Scots Pines.

Old Susannah doesn’t know where to start with this alleged Myth. She does find it reassuring to find that a job in public relations entails so much creative writing talent. I know of no-one who’s heard of plastic trees being part of the plan. However, if we’re building underground, then we’ll need plants with very tiny root systems. Goodbye 250-year old elm trees, one of only a few surviving clusters of elms free from disease, and home to wildlife. In comes progress. Who needs fresh air, wildlife, shade and beauty when you can have ramps?

My favourite bit is the announcement that the trees stay in the Gardens forever, as wood chip and seating. Well, you can’t say that’s not sensitive to nature. Still, the BIG Partnership’s student placement has managed to make a meal of a non-existent plastic tree myth. Perhaps someone will explain how mature trees are going to be magically planted in the new Gardens?

Where will their roots go, as there is meant to be underground parking? How do we get to have a thriving pine forest in the city centre – something that doesn’t seem possible according to experts including local architects?

If Old Susannah has this right, we’re going to chop down existing, healthy trees, thus getting rid of wildlife that’s called the trees home for decades, if not centuries, plant some new trees, and have the world’s only pine forest in a city centre.

The pines must grow faster than genetically-modified Leylandii hedges if the drawings I’ve seen are correct, and of course, no-one can fault the accuracy of these precision drawings. I like the giant transparent child romping over the flowerbeds best. So, replacing grass and trees with grass, concrete and trees can be done for only £92m. RESULT!

7. It will cost people their jobs – FALSE.

As a result of the project a projected 6500 new jobs are to be created, not taking into account the hundreds of jobs that will come as a result of the construction. In addition, a transformed city centre will breathe new life across the city, helping us become a World Energy City long after oil and gas has run dry in the North Sea. Existing businesses will be retained meaning existing jobs will be safe-guarded.

These 6500 jobs are going to be wonderful! What will they be? Well, for openers we’ve seen how well Union Square has protected high street businesses. Our small high street shops are struggling whilst multinationals got a cheap rent deal in Union Square. But clearly what we need is….more shops. Surely there is nothing we’d rather do than shop, and you can’t have enough shops can you? It’s not as if a glut of shops will ever result in shop closures, price wars and endless sales, especially ‘Going out of business’ sales.

I wonder if there is any reason that a cafe culture has never really taken off in Aberdeen? Could it be that it’s often too cold, too windy or too rainy? Could it be because the City Council consistently refused to allow anyone to run a snack bar or coffee kiosk in the shelter of Union Terrace Gardens? Clearly not. One wave of the granite wand, and just like those convincing concept drawings, we’ll all be sitting outdoors in short-sleeved shirts, drinking decaf mocha lattes while Toto play on the brand new stage, in front of the existing indoor theatre.

Right. The taxpayer is propping up the AECC with extra money since it can’t make enough by holding events. Same for the Lemon Tree. But the new theatre won’t have any problems making a massive profit and creating loads of jobs.

 So, ‘how many theatres should a taxpayer prop up?’ is one question.

I for one can’t wait to sit through an outdoor electronic folk music competition in February. But, by winter, this theatre will be an ice rink, thereby competing with the ice rink the city tried to kill off before.

But no, there won’t be any harm to jobs. We’ll need people to cut down the trees and get rid of the wildlife. Then there will be jobs cleaning the graffiti off the Web. Yes, the Web will create more permanent jobs in small Aberdeen than the 2012 Olympics will create in Greater London. Rest as assured as I am on that point.

8. It will be entirely made from concrete – FALSE.

Obviously concrete will be used – would you like to relax, visit an exhibition or attend a concert on top of a cardboard box? The project has been carefully designed so there will be 95% more open, green space with a series of pathways providing access for people through, across and in and out of the gardens. These paths will be made of granite, crushed granite and wood.

By now, Old Susannah is finding the content of the dispelled Myths by BIG just a little bit patronising and smarmy. They thought they had to talk us out of believing in plastic trees. Now they explain that we need to sit on something more robust than a cardboard box. Thanks for that! Appreciated.

So, ‘how many theatres should a taxpayer prop up?’ is one question. ‘How many competing businesses should Scottish Enterprise suggest?’ is quite another. They used to have rules on displacement and suchlike, but these seem to have gone, probably about the same time as your employer started to tell you how to vote.

This project has been carefully designed. Of course it has. More green space, but somehow it manages to have a giant concrete, sorry, granite theatre which takes up some 15% minimum of the existing Gardens. They count the giant granite potato-crisp shaped thingy over the stage as green space.

 what if the architects were to give us some drawings showing how these ramps will work safely now rather than later?

Of course it won’t sustain any wildlife, and at best will be a thin wedge of sod over concrete, but if they want to call it green space, fine.

I guess these people call anything green space if they can colour it green with Crayolas on their paper plan.

Looking at the slope of the ramps both up and downwards, I’m wondering how the aged, infirm or wheelchair-bound are going to find this system easier than the current access. The current access could use an additional ramp and you could probably do this for less than £92m as well. For the truly baffled, there is ground level access on the north side, not far from the theatre. This is where vehicles somehow manage to get in.

Clearly there is no other way to ‘relax and visit an exhibition or attend a concert in this town.’ Let’s borrow £92 million and build this beauty.

9. There will be no railings in the Granite Web, people will fall from the paths – FALSE.

Safety will be paramount. The concept design shows the various walkways at different levels but the final design will show how these work safely. And, seriously, do you think any development in a country obsessed with health and safety would get off the ground without proper safety measures?

Our PR work placement is patronising us again. I might be old, but here’s a crazy idea – what if the architects were to give us some drawings showing how these ramps will work safely now rather than later? Are they going to be enclosed, and of course, not at all potential rat traps? Are they going to have fencing that somehow won’t look like Stalag 17? How will wheelchair users go up and down these steep ramps? Details, details.

Well, Old Susannah has run out of space for one week. We will return to normal definitions next week, and take a closer look at who is behind ‘Vote for the City Garden Project’. You will, of course, want to know what businesses are in this group, to make sure you can reward them with your custom. Or not.

Old Susannah wades in with her chainsaw rattling in the direction of Union Terrace Gardens, but the elms need not fear, she is only out to cut through the misinformation presented as ‘myth busting’ by the City Garden Project.

Old Susannah has been busy with Union Terrace Gardens this past week, like so many of us.  Another few short weeks, and the people will have voted one way or the other as to whether or not our environment, heritage and common good land are better served up with concrete ramps or not.

Then I can get back to the important work of singing the praises of our elected officials, unelected quangos and council officers, and local millionaires.

Before I get down to the Gardens situation, I thought I’d look back at all the wonderful artwork that the City’s children sent in for the Christmas time art competition and event in the gardens, organised and funded in large part by the Bothwell family.

Hundreds of children sent in their artwork, and at this chilly time of the year with Christmas past, they make a cheerful reminder of a great day, and what it’s like to be a child again.  And each and every one of the childrens’ artwork exceeds by miles the A3 takaway flyer sent by a group of anonymous business people telling you we must vote for the granite web.

On with some definitions then.

Propaganda:  (noun) Material, slogans, misinformation designed to advance a particular point of view often by discrediting or ignoring opposition.

My email inbox is bursting this week with details of employers who are sending their employees all of the leaflets, letters and testimonials which support the garden project.  Most of these are written in the names of associations or groups which have – but crucially do not declare in the literature in question – a member or members who are directly involved with promoting the scheme.  This is very clever indeed.

An employee wants to be told by their boss how they should think and want and vote.  It would therefore be most unfortunate if the employees were given some way to read the many arguments against going ahead with an undefined project with an undefined budget using an as-yet untested in the UK financial borrowing mechanism with a debt-ridden city council borrowing money.

Let us hope therefore that suitable precautions are taken to prevent employees reading the literature from different groups available at the following:-

Myth:  (noun) work of fiction, often including gods, goddesses and challenges and tasks.

Not since the rainbow bridge of Asgard joined heaven and earth, not since the legend of Hercules and his impossible labours has there been a tale as far-fetched as that of the granite web that launched 6,500 jobs and paved the streets annually with £122,000,000.  Sure, it may look more like one of the circles of Hades or the Minotaur’s maze, but the web is already passing into myth.

Those clever people who bring us this gift from the gods are worried we mortals can’t undertand the benefits, and are misunderstanding (or mythunderstanding) their benevolent intentions.  They’ve written a handy guide (something called a ‘blog’) The City Garden Project – The Myths, dispelled’ which can be found at:-

And to its words in bold italics, are my little responses.

The City Garden Project – The Myths, dispelled.

  • We want you to make your decision based on truth, not incorrect claims, speculation and downright nonsense!

Fine – we are all in agreement.

  • Myths have been at the heart of the campaign against the City Garden Project and if some of them were true then the opposition could be justified.

Which myths and what are they?  Where did you get them from?  I remember the initial consultation:  we were shown a beautiful, expensive colour brochure (which the taxpayer had funded) – the cover of which had a flat concrete giant square with some plants in planters.  Later on we were told the project was not going to look like the picture.  Maybe we could have saved some taxpayer money and time by waiting for a consultation and poll until such time we knew what the proponents had up their collective sleeve.  But it is not for us to question the gods.

  • But, whether by mischief-making or simply misinterpretation, the rumours have been rife.

So here we have an implication of mischief-making.  Was it the god Loki at work?  Or of the opposition being too thick to be able to ‘interpret’ what is proposed.  I have not personally heard ANY RUMOURS.  I have read serious questions about the project’s economic, ecological, sociological and regeneration benefits.

I have read people asking where the ventilation will be for underground car parking.  That is one example of the sort of criticisms and questions that I’ve experienced.  ‘Dante’s Inferno’ has a version of heaven, hell and earth without any ventilation, so I guess these miracles can happen here as well.  

  • So, let’s dispel some of these myths! 

Fantastic!  Let’s go!

1. The “green lung” of our city will be lost – FALSE. 

The City Garden will double the amount of green space in our city centre. The new “green lung” will be more usable, more accessible and brought into the sun-light. New garden areas will be created, including a colourful, blossoming area, a forest, a Learning Garden, a quiet tree-lined Bosque area with street furniture and open green space for relaxing in or having a picnic.

Patches of grass do not clean the pollutants and particulates out of a city – established, large, leafy trees do.  As the goal posts keep moving on what trees are to be lost by the City Garden Project engineers, it is hard to imagine which trees are going.

I am still very disappointed we will not have a MONOLITH at which we can make sacrifices to the gods.  I guess we’ll just have to sacrifice the trees, animals, birds, and money to these new gods instead.  But are you going to be reassured that the existing mature trees are somehow going to be replaced overnight by trees with equal pollution / C02 management capabilities by people – sorry gods – who think they can plunk a pine forest in the midst of a city centre?

Most people question where the trees’ roots will be – nearly all trees have extremely large, spreading root systems which require soil.  By the way these roots and soil are what prevents flooding.  I have read points made by experts who say it is not viable to grow a pine forest in the middle of a city centre for a number of reasons.  I don’t know the science – but I look forward to the City Garden Project team showing me examples of such cities.

  I do enjoy looking at the photos of people sitting on the concrete wedge over the ‘stage’ area which is covered with a bit of sod.

There are examples of cities with great open plazas which flood as there is insufficient soil / tree roots to absorb  heavy rains.  At least rain isn’t much of a problem here in North East Scotland.  As to bringing everything into the sunshine, err, the sun shines in the valley as it is – with the added advantage of the valley providing a very valuable wind break.

At Tullos Hill the soil matrix is very poor – which in the words of the soil report prepared by the Forestry Commission leaves any trees planted subject to ‘wind throw’.  If the roots don’t have a good firm earthy soil to hold onto, then a strong wind – like the kind that will inevitably blow across any area brought to street level – may well bring trees toppling on top of the granite web – or people.

Just by elevating a hunk of potato-chip shaped concrete and putting a few inches of sod over it, you are not creating a natural green lung/habitat/area,  even if it is the prettiest thing you’ve ever seen.  As far as doubling the space of the gardens, I do enjoy looking at the photos of people sitting on the concrete wedge over the ‘stage’ area which is covered with a bit of sod.

There is a woman sitting in a chair – a very neat trick indeed for such a steep slope.  Maybe she has a specially-constructed chair with short legs at the back and longer ones in the front?  Perhaps she is a goddess and is floating?  But as many observers point out, the ‘concept’ drawings are inconsistent in this and other ways, such as changing scale.

No, if you are losing the mature, healthy trees that are there – which are home to animals such as EU protected bats and rooks – you are indeed losing a major part of what makes the park valuable to our health.  There is no doubt of this in my mind, so I’m glad we have such a great team of pro-garden project personnel ready willing and able to explain all.  They’ve just not got round to it yet.

2. The city can’t afford the City Garden Project – FALSE.  ( Seriously? )

We have a once-in-a-lifetime opportunity to get a £182m investment in our city at NO cost to the City Council or the citizens of Aberdeen.

One way or the other, the citizen is going to pay.  IF the scheme somehow goes perfectly to plan and we have a bunch of new shops (without hurting further the existing ones) the business rates will be used to repay a loan – a loan at an unknown rate of interest on an as-yet to be determined sum.

And if it doesn’t go well, and Aberdeen gets its very own Trams project fiasco to match Edinburgh’s – the City has to find a way to pay for the TIF.  As far as the donations from private sources are concerned, at last report Sir Ian had promised to put the £50 million he pledged into his will.  Well, if I were one of his children, I’d contest the will if it ever came to that:  an ageing parent throwing £50 million on concrete webs should convince any court that something is wrong upstairs, and a will might get thrown out.

  Some say taking a loan is borrowing money.  But seems we would just be ‘unlocking’ funds – so no problem there.

But who is our mystery £5 million pound donor?  If this is a public project (debatable – the Aberdeen City  Gardens Trust is a private limited company with two people in it), then the public should know where all of the money is coming from.  If someone pledges money, what guarantee is there it will come in?  Some of our current millionaires are feeling the economic pinch, sad but true.

And if are they using this £5 million promise as a lever to tip the balance of public opinion towards the scheme  – then if they stand to gain personally, then we should be told.

I hear varying reports that other private people are pledging something like £20 million.  Now that’s a myth I’d like more info on.

Once in a lifetime?  How on earth is that conclusion reached?  That claims sounds  very much like the scaremongering the pro garden project have been accusing others of.  There are six trial TIF schemes at present.  There may well be more.  But if this were a once in a lifetime chance, then all the more reason to take our time and make a cohesive, desirable bid, perhaps even one based on something less nebulous than a scheme that has a forest one week, an ice rink the next – and so other many unknowns to it.

TIF is only in the pilot stage in Scotland – so let’s get in there first!  Test case Aberdeen!  Some say taking a loan is borrowing money.  But seems we would just be ‘unlocking’ funds – so no problem there.

A minor detail, as we’ll all be rolling in dosh in no time, but do we know the interest rates on the £182 -192 million pounds Aberdeen City Council is going to borrow?  I’ve not been told.  Over to you, City Garden Project.

Again I will say that mere mortals choose to live in an area that is clean, safe and has excellent schools and hospitals.  I must have missed the part when someone proposed to the City Council that it should cut services and schools, and replace green space and our environmental heritage for concrete.

I don’t remember agreeing to continuously expand the City’s footprint into its green space while there are so many empty buildings in the city centre.  I guess I wasn’t paying attention that day – probably got distracted by reading about a cute baby competition in the news or something.

  • 40% of the cost of the City Garden has already been secured. The Scottish Government have pledged that, if the development is supported by the public, a TIF will be used to fund the rest of the costs for the City Garden Project. 

Fine.  Let’s see the legal papers showing exactly how much has been pledged and how ironclad or otherwise these pledges are.  Forty percent?  What is the figure?  We still do not have any genuine, concrete, specific project (no timescale, no costings done, and no precise scope – these are what you learn in ‘Projects 101’ are the building blocks).  You cannot  possibly say you have 40% of the money you need for something which you don’t even have defined or costed.  Not without godlike wisdom anyway.

  • TIF is a bit like a mortgage. The cost of the “property” is £182m. The “property” is the City Centre Regeneration Scheme (Aberdeen Art Gallery, St Nicholas and North Denburn redevelopments, the new public realm and the City Garden Project). The £55m of philanthropic donations already secured for the City Garden, along with the £15m to follow from the private sector, is the deposit.   

First, please define ‘the new public realm’ for me – just so that we are all talking about one specific defined term, thanks.  I’ll bet TIF is a bit like a mortgage:  if you don’t pay up, you lose your property.  Again Aberdeen City Council are going to borrow the money via TIF.  Not Ian Wood.  Nor the private limited ‘Aberdeen City Gardens Trust Company’.

Just as well we’re told it will bring in over a hundred million a year – we’ll be needing it.

Back to the mathematics.  OK – let’s assume the £55 million is £50m of Ian Wood’s, plus the mystery philanthropist.

We should also be told who the £15 million is coming from, but leaving that aside, that’s apparently £70 million pounds.

Some people would question what kind of tax breaks if any will be given to the donors, and whether or not the tax that does not get into the treasury (because it’s being put in a hole in the ground) would be of benefit to our ever-dwindling services instead.

Right – 70 million is forty percent of 175 million.  We have just been told that the ‘cost of the property is 182 million’.  Sorry – I would have thought that the 182 million is the value of the assets, but there it is.  Just for the record: forty percent of 182 million is 72.8 million.  And just so you know, Scottish Enterprise had by May of this year spent over £420,000 on this project on consultations and PR and the like, and the City Council have just agreed to spend up to £300,000 of our money on the legal costs.

Just as well we’re told it will bring in over a hundred million a year – we’ll be needing it.  Hands up anyone who suspects this project will have many little extras here and there.  Do you think at the end of the day the estimates we are getting now (nebulous as they are) will:  a.  stay exactly the same, b.  decrease and cost less than we think, or c.  cost more?

  • The City Council takes out a loan to pay for the remainder. This loan is paid back over 25 years using the income from the new business rates raised. The City is therefore being given both the deposit and the income to pay back the loan – clever eh? That’s why TIFs are so widely used in the States and promoted in Scotland by the Government. But remember a TIF can only be used for this – not for anything else and if we don’t use our TIF, other cities will!

Well, it is indeed time for some myth- busting, because depending on who you listen to, this either is or is not a commercial venture.  TIF is supposed to be for commercial ventures – and it is unclear how anything but a commercial venture can make the millions in loan repayments we would need to make.

In fact, I seem to recall seeing a video of one of the ‘philanthropists’  saying this is ‘Not a commercial venture’.  ‘Clever eh?’  – I am not exactly convinced.  I do think risky, untested, potentially fiscally disastrous.

And overall, unnecessary to my way of thinking.  Nothing is wrong with the gardens.  We could regenerate the city’s shops by lowering our extremely high business rates.  Making more shopping spaces, eating places and entertainment venues creates more competition for the venues we have.

Did you know we as taxpayers are subsidising the AECC and the Lemon Tree – and now they want us to borrow money to build competition for these venues we’re already paying for?  It would be to my way of thinking like betting on several horses in a race.  You might win on one of them, but you will lose money.

3. The City Garden is a commercial development – FALSE

This is about creating a new civic space and gardens that will be brought back into daily use… 

(note – see definition above of ‘propaganda’)

…and become part of the daily life of the people of Aberdeen. The space will include exciting new venues for everyone to use and enjoy including a cultural and arts centre, a 500-seat black box theatre and 5,000 seat amphitheatre and stage.  

See my quotes above about these theatre/stage options.  We don’t need them.  We’re already paying for such venues.  The writer of this paper has first set out to ‘bust myths’.  However, they are lapsing into emotive, subjective prose when they say how wonderful this will all be.  We don’t know that – we don’t know anything of the kind.

But now we get to the ‘venues for everyone to use and enjoy’.  Right.  At present, we can come and go as we please when the gardens are open.  No one can prevent us from enjoying the space as we see fit – no one can charge us any fee to use the gardens.  Why?  Because they belong to each and every one of us as Common Good Land.  Are these ‘non-commercial’ theatres going  to be free of any admission charge?  If yes, then fine – they are not commercial.  If no – then they can’t make money and pay off the TIF loan.

And if they charge you money to be on your common good land, then whoever holds the deeds to the land, it is no longer common good land in reality.  Are we going to borrow millions to make a theatre that is free to go to?  If so, why don’t we just close the AECC and Lemon Tree and be done with them?

Who is responsible for joining up all these fuzzy, competing concepts – and why aren’t they actually doing it?

  • The land and all the facilities will remain in the ownership of the City of Aberdeen and its citizens.  

Oh yes, we’ll still own it – but better, wiser, richer people will control it.  You might own it – but try going to a concert for free or getting one of the 25-30 car parking spaces free.  There is every possibility that one private entity or another (why does the two-person Aberdeen City Gardens Trust spring to my mind?) will get a very long lease at a very low rate.  In terms of ownership, ‘possession is 9/10 of the law’.

4. Union Terrace Gardens will be turned into a giant car park – FALSE.

I don’t know where our friends picked up this ‘myth’  – I’ve not heard it.  But there you go.

Parking is at a premium in the city and while many people would indeed wish to see more car-parking in the centre, it will not be in the City Garden. There will be between 25 and 30 underground parking spaces to service the new development.  Old Susannah is no mathematical genius like the ones who work out our city’s budgets; but if we are putting in a 5,000 seat venue and a smaller venue in a city centre already pressured for car parking spaces, then I predict some car parking and car congestion problems.  Wild conclusion I know.

However, if there are 30 underground spaces, they will still need ventilation.  Nothing like that is shown on the plans I’ve seen yet.  But back to the maths.  If we have 5,000 people going to see a Robbie Williams tribute act in the brand new space and 30 parking spaces available at the venue, there just might be a little bit of an issue.

That nice Mr Milne (owner of Triple Kirks – soon to be developed, Chair of ACSEF, one of the anonymity-seeking businesspeople behind the beautiful Vote for the City Gardens Project…) seems to need some car parking space for his beautiful glass box offices which will be adjacent to this great ‘non-commercial’ granite web.  I guess the 30 spaces will take care of that nicely.  Either that, or there will be more than 30 spaces.  A lot more.

As I posted on Facebook this week, it comes down to these points (leaving out the environmental carnage and the Common Good Status, that is):

  • 1. Is TIF a tried and tested financial model in the UK? Not yet.
  • 2. Do we know exactly what this project will cost? No – because the scope is unknown and ever-changing. That is one of the main flaws with Edinburgh’s trams scheme – it kept changing – and now we are looking at nearly one billion cost for it.
  • 3. Is the design fully fleshed out enough for anyone who supports it to fully explain the engineering (vents, how will trees – esp. pines grow, how will ramps be made safe, etc)? No.
  • 4. As the taxpayer is already propping up entertainment venues with tax money, venues that cannot survive without financial aid, does it make any financial sense to create venues to compete with them? No.

So – if you’re not sure about any of these points  – and who is? – then maybe we should not rush into anything.

In these bleak and pessimistic economic times, it’s always heartening to hear of a thriving business looking to expand. All the better when its success is built on an alternative business model which genuinely appreciates its staff, rewards and motivates them appropriately,and involves them at the core of decision-making. Surely this can’t work in the cut-throat commercial world? Jeremy Miles, MD of the Edinburgh Bicycle Co-operative has proved it can. David Innes cruised alongside him in high gear (definitely NO Lycra though) to ask him how it works.

Expanding? In the current economic climate? 

What looks like a sudden announcement of expansion is really a plan we have been quietly executing for just over ten years. For 25 years we only operated in Edinburgh where we built up a £3m store. We decided to expand in 2001 and acquired Cycling World in Aberdeen’s George Street.

By 2011, turnover increased to £12m, with stores operating in Newcastle, Leeds, Manchester and Sheffield. We were developing our online presence at the same time. Our aim was to double in size in each of the two five-year periods – every self-respecting socialist-minded business has to have a five-year plan!  These are among the most challenging times traders have ever faced. Our business is no different. Customer spending on discretionary items is down, on bicycles as much as sofas and flat screen TVs. We’re seeing growth, but its hard work to keep that going, although it’s very positive in current conditions.

Our optimism and our ambitions are based of a number of factors. Cycling is enjoying a very positive momentum at present with concerns over health, transport costs, congestion and the environment all helping the industry to grow. We also feel that our co-operative structure presents an alternative to discerning customers who want to spend with a company with real values as well as a genuine focus on high levels of service delivered by owners of the business.

Look how the Co-op has positioned itself against the corporate strength of the major supermarkets. The Co-op has heavily engaged with its local communities to help fund projects. It projects an image of being off the beaten track in terms of their offer.

Since we face similar challenges as our competitors become more organised and supported financially by private equity, we must also target a particular market where the growth in cycling is focused – in family leisure cycling and commuting.

Our previous expansion plans were about big stores in big cities with the right demographic spread; a fairly rigid plan which worked well for us in good times. The bike market is changing, however, with the development of some huge internet players in Wiggle and Chain Reaction Cycles. Significant retail chains like Evans and Cyclesurgery are expanding rapidly and bicycle retail is very different from even five years ago. We’re also seeing more established brands such as Specialized and Giant opening branded stores, whilst the government-driven Cycle to Work initiative has also helped change the landscape.

Expansion opportunities are broader and more flexible as the customer base widens. Business-to-business relationships develop through government-funded initiatives and the internet offers new ways to market and support the bricks and mortar business. We look to capitalise on these opportunities when they emerge. We don’t have plans for x stores in y years, but we work within our general vision of doubling turnover every five years.

This co-operative structure – how does that work?

Within the spectrum of employee-owned businesses we are a traditional workers’ co-operative, so as hardline as it gets!

We have around 180 employees, full-time and part-time, of whom 135 are co-operative members. Members are invited to join after 12 months service by purchasing a single £2.75 business share. Around 75% of our workforce are owners of the business.

Having secured membership, they’re entitled to receive a share of profits, free shares awarded annually, a single vote on issues put to the membership and the opportunity to be elected to the Board. They have access to communication mechanisms allowing information to move freely from top to bottom and vice versa, ensuring that opinions and ideas are fully utilised. It’s an open and consultative approach to management and operations.

Aside from the ownership model, our business structure is fairly traditional with a board of directors, including an executive management team where I am MD, a group of elected employee directors to represent the membership, and an external non-executive director to provide guidance and expertise. I manage the staff in a conventional manner via Divisional and Department Managers.

This obviously works – tell me why

We’ve always been structured this way. We started out in 1977; seven hippies fixing bikes in a small repair centre in Edinburgh. Two of these hippies are still with us today!

The central philosophy was always to have an alternative view of how a business was structured, but I don’t suppose your readership is all that interested in very deep philosophical musings about the prevailing mood of the 1970s and detailed Marxist rhetoric!

We are very much a business which values its people. We see them as the key asset of the business, so it makes sense that they control the business.

A prime retail challenge is delivering an all-round quality customer experience. To be effective at this, you must ensure that customer-facing staff are heavily engaged with your business. Many retailers struggle, paying minimum wage rates and providing a fairly uninteresting working environment.  They turn staff over very regularly.

As a co-operative, we put owners in front of customers in most instances. This makes it much more likely that customers are speaking to someone with a deeply-vested interest in making sure the experience is positive. The fact they are almost always very passionate about the product they are selling helps too!

We see ourselves as much more than just a shop selling bikes and bits. We’re all about added value and the wider customer experience. Promoting cycling as a leisure activity and a genuine alternative mode of transport is at the heart of our vision and mission. We spend 10% of our targeted profit every year on supporting grass-roots cycling projects, from school fairs to individual charity rides through Vietnam. We support key charity-focused cycling events which also promote cycling, for example the Edinburgh to St Andrews Ride and the Great North Ride in Newcastle.

We don’t just write a cheque. We’re hands-on involved, with starting line presence, repair services en route, food stops, and finish line presentation. We’ve run a range of hugely-successful maintenance and training skills classes for customers for years, and have a real commitment to providing repairs services to a high level. Our workshops are prominent in our stores rather than tucked away in a back room.

We see our engagement with customers as a vital part of the character of our business and put huge effort into getting feedback from them. Customers contribute to the content of our catalogues with family photos, and will soon be helping with blogs and social media content.

We have a very loyal base who are genuinely interested in our values and want to be part of our success as a genuine community co-operative.

Aberdeen Youth Council’s former head Sean Press resigned because of ‘a conflict of interest’, citing his involvement with ACSEF the ‘pro-business and development body [which] is fully supportive of the City Garden Project’ per the Press & Journal.  Now Aberdeen City Youth Council, the official voice of young people in the city, has spoken out against the proposed development of Union Terrace Gardens, describing the plans as “unwanted” and “potentially devastating to young people”.

17 year-old office-bearer, Kenneth Watt, comments on the decision:
“It’s not normal for the Youth Council to speak out against the Council like we are doing. However, the decisions made have the potential to be devastating to our generation, and generations to come and we are genuinely worried about the prospect of the City Gardens Project going ahead.”

As a result, the group has registered to submit 300 words in the voter registration pack.

The group also criticised the City Council in its involvement of young people in the decision-making process, after they discovered that only 113 young people from just two schools were consulted with. In the Youth Council’s own consultation 98% of 14-25 year-olds were in favour of retaining the Gardens.

The financial security of the City Gardens Project (CGP) concerns the Youth Council. The Aberdeen City Youth Council (ACYC) are worried by the lack of a plan to cover the possible failure of the risky Tax Increment Funding scheme. After multiple requests for detailed financial information from councillors on the monitoring board were ignored, the group became very apprehensive over the CGP’s feasibility.

Kenneth Watt, an office-bearer in the ACYC says that:

“Young People have been hit hard by spending cuts to key services already; the prospect of facing more in the future is a risk the Council can’t afford to take.”

“Young people need to be listened to and have their questions answered. We’re the ones that will have to foot the bill when the £96million loan can’t be repaid.”

One of the main sufferers of cuts to public services is Aberdeen’s youth. Northfield has the highest rate of child poverty in the north-east of Scotland and the Council cannot commit to such a financially unstable project when they are closing key services to the youth in many areas.

“It is ridiculous for the Council to commit to a £96million loan when vital community services – such as the Mastrick Young People’s Project – are being cut left, right and centre.”

It was claimed that the CGP would reduce crime rates in the city, which young people are frequently blamed for. Both final designs for the CGP have direct access from Belmont Street and Union Street, home to many pubs and clubs. A £170million project of this nature will not cure the violence and crime that Aberdeen faces.

“Voters need to think seriously about the long-term aspect of the City Gardens Project and the financial burden it could easily leave for generations of Aberdonians to come.”

“Union Terrace Gardens is a space that is unique to our city. Our parents have loved the Gardens, we love the Gardens, and – if retained – our children will love the Gardens too.”

Old Susannah tries to get to grips with the newspapers, the actual news, and council-speak.  By Suzanne Kelly.

Dancing in the streets is assured today, for tomorrow we will be dancing on the concrete ramps!  (hopefully without falling off of them).  Rejoice!  Result!  The lovely ramp / Teletubbies design has been selected (just in the nick of time for the Referendum, mind) to ‘transform’ Union Terrace Gardens.

Old Susannah has been laid low by a cold/cough, so no outings of  late to Brewdog or anywhere really.  This has given me plenty of time to catch up on my leisure reading, so I’ve now read tons of minutes, board reports, registers of interest and so on.   But I’ll soon celebrate this good news with a brewdog or two.

I was so glad to have bought the Evening Express on the 17th; it had taken its own 50-person poll and guess what?  Yes, 59% of people polled want to ‘transform’ the gardens!  Fantastic!  Perhaps we should just knock the Referendum on the head now and go with those results.

To those few remaining NIMUTGs / NIMBYs / Luddites out there who think the vibrant and dynamic scheme to put concrete ramps over Union Terrace Gardens is nothing but the old boy network flexing its muscles to give some of the more hard-up members work, money and real estate, I say no.  There is no conspiracy.  There is nothing untoward going on.  (Can I have a directorship now?)

If anything looks funny, be it overlapping interests and board memberships, coincidental office block developments in the area, or what have you, here are some useful definitions to allay any fears.  Rest assured – in a few short years when you’re looking over your plastic hedge in the Monorail Café as the band plays in the Dr Bochel outdoor auditorium, you’ll look back and be glad that your tax money was well spent in convincing people what’s really important.

The Gardens dominate the news and the definitions this week as well.

City Garden Project Minutes: (compound noun) a series of documents charting the apolitical, beneficial, transparent proceedings of the Project team appointees.

We’ve already seen that there is no overlap between the City, Chamber of Commerce, BiD,  a couple of multi-millionaires and some council officials.  Here’s a little quote from the September City Gardens Project Implementation Team which shows as much:-

“Agreed that it would be helpful if ACSEF and Aberdeen Grampian Chamber of Commerce could provide supportive letters to the key decision makers within the Scottish Futures Trust.  The web link to the submission to be forwarded to ACSEF, the Chamber and BID”.

and now to illustrate the total independence of the Implementation Team, let’s put some names in brackets for the organisations listed above of people connected to the City Gardens Project as well:

“Agreed that it would be helpful if ACSEF(John Michie, Jennifer Craw, Colin Crosby, Tom Smith, Callum McCaig) and Aberdeen Grampian Chamber of Commerce (John Michie, Colin Crosby) could provide supportive letters to the key decision makers within the Scottish Futures Trust.  The web link to the submission to be forwarded to ACSEF, the Chamber and BID (Callum McCaig, John Michie – Chair)”.

It’s going to be a hard slog for these people to get themselves on side, don’t you agree?  Or perhaps that’s what’s meant by ‘having a word with yourself.’

Overlap: Adjective – for two or more items to share similar components, area or characteristics.

If you have looked at the spread sheet on the above link, you will see there is just a touch of overlap.  Believe it or not, there are people who are involved in a quango here, a committee there – and all of them relating in some way to the desire to improve Union Terrace Gardens.

That nice Mr Michie gets around quite a bit, as do Messrs Collier and Crosby.  Never before have so few done so much in so many organisations against the wishes of so many.  Referendum or no, I think this lot are unstoppable.

Bad Timing: (Eng Phrase) events which in some way conflict with each other or subvert other events.

This will be a tough one to explain, so here is a wee example.  The deadline for registering a group for the Union Terrace Gardens Referendum was 13 January – so far, so good.  The deadline for these groups to submit a 300 word statement as to why people should vote for or against Teletubby land – sorry the dynamic ramp system which will turn Aberdeen into Barcelona– is 20th January at 5pm.  The Referendum is a month away.

Still so far, so good.  Then we come to next week. On 25th January the full council is going to vote on a report about the Gardens project – the report has various clauses which seem to indicate this thing might cost the City money after all – who would have guessed it??? But by then it will be too late for any of the statements going in the Referendum voting pack to be altered.

On 25 January it will also be too early to know what the referendum result will be – but the city is still going to vote on some very crucial items.  Why you might ask is this happening now? Why would the city want to do this before the referendum and before the new council is elected in May – only a few  months away?

It couldn’t possibly be so that any potential voters see the City voting to go ahead and decide that voting in the referendum (which is not binding of course) is pointless.  It is not to discourage, dispirit or mislead – obviously not.  I think this haste all just has to do with saving time.  I did ask this question of the council – and they’ve told me not to worry my old head about it.  Fair enough then.

PS ….

I am currently less than pleased that the City cannot (or will not) provide me with a list of property that the Mortification Board is responsible for – the FOI folk have told me to come down and look through the archives.  I still can’t believe Councillor West (leader of the Morticians – sorry Mortification Board) doesn’t have this info.

However – I am happy with him on this one score, and I thought  it worth sharing.  So, here are some extracts from old minutes from the City Garden Project Monitoring Board – cast your mind back to August – this is what was being said…

“Councillor Yuill asked Mr Brough to confirm whether there would be a ‘no action’ option on the card. Mr Brough replied that there would NOT be a ‘no action’ option at this stage because the feedback was part of a tendering process to select the best of six designs. Once the best design has been selected, other parties, such as the Council, may wish to determine whether the status quo was preferable to the chosen design. However the Project Management Board do not see this as their role. Their job is simply to come up with the best possible design for a proposed City Garden Project.

Councillor West asked that it be noted that every week the councillors of the Monitoring group have asked for the ‘no action’ option to be part of the public display and this has been passed on to the Management Board by Mr Brough. The Councillors stated that they were very disappointed that this was still not an option”.

You might ask yourself who is driving this project.  It’s not the citizens.  It’s not the councillors.  The answer just might lie on my spread sheet.
