Old Susannah looks back at the week that was and wonders who’s up to what and why. By Suzanne Kelly.

Old Susannah is having trouble sleeping at the moment for several reasons. Firstly, there is the sheer excitement over the UTG design competition – which design will I fall in love with?  What will be built that will make the world beat a path to Aberdeen for coffee, baguettes and monorail rides? Will Paris, New York and Rome empty as people come to Union Square and the new UTG?
Secondly, I am worried about Ms Aileen ‘Homalone’ who has dropped out of the public eye, and refuses (to date) to answer questions about the finances needed for the phase 2 attempt to plant trees on Tullos, and the money to shoot those extremely hungry deer.  It looks as if there isn’t any money, but no one’s talking to the public just now.

I did email to say ‘C’mon Aileen’ – and she replied that ‘an officer (if not a gentleman) would get back to me’.

I gently reminded Homalone that she had at least a little responsibility for the scheme to rid Tullos of vermin deer and plant 89,000 trees where trees had failed before, as she’d taken a wee bit of the public relations credit for this great scheme to begin with.  I expect as soon as she turns her razor-sharp mind to the task of analysing all the facts and figures regarding the tree planting, deer and slaughter, she’ll revert to me asap.

I don’t think I’ll hold my breath though.

You may recall the deer are under the death sentence because we must be cheap when using ‘the public purse,’ and Aileen being a good Lib Dem can’t stand any waste of public money.  Quite right.

No such restrictions apply to buying crucial carriage clocks and expensive pens from the Common Good Fund.  

If you are in Inverness, you have to apply to use the common good fund there, and a committee decides if your charity should get a bit of the fund. They seem to have helped quite a number of deserving causes, and the application procedure is the same for the rich and the poor, believe it or not.  It is not quite as easy to get a handle on who has their fingers on Aberdeen’s CGF sporran strings. But I digress – again.

Thirdly, I can’t sleep now that I know it’s OK to shoot small mammals and birds on Tullos Hill whenever you want – you just need a permit and the right kind of gun. I am amazed that no one’s been shot there yet. I am also amazed that people still like to hunt living things, but I guess I need to acknowledge that the law allows this.

So do keep walking on Tullos, but keep in mind bullets can travel long distances, and wear your bright clothes and your bulletproof vest.  And for goodness sake, don’t wear any of those novelty deer antler headbands.

Vermin:

(noun) 1. insects such as lice, ticks or fleas (or the more fashionable bedbugs plaguing New York at present) which can lead to infestations. 2. birds and mammals that eat other animals / game. 3. animals which are after the same food as people or domestic animals (How dare they!).

The police sent me some detailed answers about the gunman spotted on Tullos Hill in early September after I did one of my little FOI requests.  The hunter would not legally have been after the roe deer – but the police made it clear that such ‘sportspeople’ are allowed to shoot ‘vermin’. The police definition of what constitutes vermin seems to include deer. So the next time you and a roe deer are trying to nibble the same 2,000 trees, just kill it – as long as you have a permit and are using the right kind of bullets and rifle.  Result!

But if the deer aren’t after the same quarter-pounder you want, and the squirrels (red, black, grey – I don’t discriminate) aren’t after your chocolate shake – then are they really vermin? The vermin label put on these wild animals justifies the gamekeeper poisoning the birds of prey, the snare-setter (snares are still legal for some reason) who kills indiscriminately, and the council targeting the Tullos Hill deer.

Speaking of the council (well some of them anyway), I’d best move to another definition before someone comes gunning for me.  And for some reason, a related word comes to mind now that I’ve mentioned our City Council.

Parasite:

(noun – English ) an insect or other creature which feeds off of a host animal to the host’s detriment. 

Let’s consider bloodsuckers, worms, leeches and ticks. These are some of the parasitic vermin infesting your city council. You do have the right ammo to despatch them – or at least you will come May elections with your vote. The parasites in question feed of resources such as The Common Good Fund, Council Taxes and all-expense paid hospitality.

Like a swarm of locusts, they descend on areas such as the AECC and the Beach Ballroom if so much as a free sandwich can be had.  Parasites such as these are notoriously thirsty, and can empty cases of drink in nanoseconds.

Do not get too close to such creatures – they may well carry disease.  Do instead hide your money (offshore if possible), and guard any green spaces, which these parasites can easily destroy if not kept in check.

“Cultural” spaces:

(noun, English Modern) a wholly new concept of “space” where “Cultural” “events” can take place.  Not to be confused with existing businesses or arenas and spaces they have for cultural events.

If it’s not hard enough for me to get any sleep with everything else going on, the Evening Express told us on 8 October that there is a ‘plan’ to attract ‘top performers (!)’ to Aberdeen.  This brand-new idea, never before attempted, would see the ‘proposed new park over (?!!) Union Terrace Gardens’ filled with “cultural” spaces.  (By the way, the quotes around the word “cultural” appear in the Evening Express piece on this subject, so I’d better leave them in).

“Culture” of course is something that we people not in ACC, ACSEF, or SEG can’t really appreciate or understand.  ( Remember – Stewart  Spence, stalwart of the Marcliffe wrote to the P&J last week to call people opposed to these great new plans ‘NIMBYS and luddites’.  Who can argue with him?).

The AECC – long propped up by the taxpayer – and the Lemon Tree (likewise on a taxpayer sub) have never attempted to bring Top Performers here before.  Likewise none of the independently-owned  bars and clubs (not supported by taxpayers by the way) have tried this either.  Some years ago I got my hopes very high about Top Performers coming here, but in the end, Geri Haliwell had to pull out of doing the AECC.

Now in another guise, Scottish Enterprise might not really be permitted to shell out large amounts of taxpayer cash to create “cultural” spaces if these new inventions borne of taxpayer money would compete with already-existing public funded and/or private spaces. 

But the story with UTG is different somehow – kind of like when Scottish Enterprise took the money the Arts Council had earmarked for Peacock (who had wanted to , er, create a “cultural” space in UTG first).  Hmm – I must remember to soon define ‘intellectual property’, ‘copyright’, ‘lawsuit’ and ‘moral rights’.

I for one am happy to subsidise the AECC directly and indirectly (the City Council somehow needs to rent large amounts of office space at the AECC despite its large roster of properties) as well as subsidise the other city-owned venues AND find some 140 million towards yet another “cultural” space under/in/over  Union Terrace Gardens.  And if the private sector of the music/entertainment industry in Aberdeen can’t compete, then that’s just showbusiness.

We are in a democracy after all – the richest amongst us get to either be on boards or appoint boards to do what they want done with public spaces – all in the name of “culture”. 

If we don’t ‘get it’, then we are indeed the NIMBYS and luddites Spency thinks we all are.  I shall remember his words when I next book a dinner or a hotel.

Those who oppose the UTG project (not that it is defined yet – not even Old Susannah could do that if the city can’t) will be laughing out of the other side of their faces when I’m having a large latte before Toto opens up for Geri Haliwell near the monorail at the Wood memorial car park “cultural” space centre.  So there.  Gives those luddites something to think about doesn’t it?

I have to digress again – it is because some of us can’t understand how wonderful the whole project is that we oppose it.  It is all crystal clear, but here is a little helpful guide as to who’s doing what about our “culture” space / UTG project.  Here is my little luddites guide to the simple way things work

1.  Locum Consultants – apparently a part of the Collier Group – have been hired to ‘find uses’ for ‘some kind of performance and exhibition space’ created by the UTG project.  Appointed (by whom I don’t know).

(By the way I can find a ‘Locum Consultants’ in Surrey and a ‘Collier International’ in Manchester.  Unless there are companies with those names in Scotland, I guess no one here was up to the job of filling the “cultural” space.  I could be wrong, I could be right).

2.  The Aberdeen City Gardens Trust (ACGT) – works on ‘how to use “cultural” spaces inside (?!!) the proposed new park over Union Terrace  Gardens’.  Unelected.  (This seems to be a “Private, Limited by guarantee, no share capital, use of  ‘Limited’ exemption” kind of an affair – which makes sense as the Taxpayer is paying for it at least in part, and it will be involved in the future of a public asset.  Result!)  Or in words a child could understand – taken from the website:  http://thecitygardenproject.com/news

“Aberdeen City Gardens Trust has been set up, under the auspices of the City Garden Project management board, as a special purpose vehicle to channel funding for the project and deliver key activities within the project plan. The Trust will operate using best practice procurement procedures and will be accountable for the delivery of activities to project management board.

“The Trust will also receive £375,000 of Scottish Enterprise funding from its available funds for major infrastructure projects.

“Cllr John Stewart, chairman of the City Garden Project management board, said: “The fact that Aberdeen City Council is making no revenue contribution to the project means it is necessary to be imaginative in the way in which non-council finance levered into the project is managed. The creation of the Trust presents us with an ideal solution. Equally, it will allow for contracting of the required services involved in the next steps and for the project to progress to the design competition stage and complete the business case for the TIF application. Through the TIF we will be to access funding not otherwise available to invest in the art gallery and the St Nicholas House site, enhancing and reinvigorating our city centre.”

“The founding directors of the Trust are Tom Smith and Colin Crosby who will be joined by Directors from Aberdeen City Council and others involved in the project in due course”.

3.  The City Gardens Monitoring Group – exists to hide its doings and to  decide that the public should not vote on the option of leaving the gardens as they are in the current design competition for the 6 finalists (chosen by an unelected group and guaranteed loads of dosh for getting this far).  The Group redacted its minutes to the point you had no idea who was in it (unless you cut and pasted the redacted text and found none other than Aileen Malone was involved).  Unelected.

But for those of you still not clear, here is an excerpt of who’s who and who’s doing what where from our City’s very own website:  http://www.aberdeencity.gov.uk/

“The membership of the Project Monitoring Group comprises Councillors Malone (Chair), Boulton, McDonald, Kirsty West, Wisely, Young and Yuill.

“The membership of the Project Implementation Team comprises Tom Smith (Chair), Colin Crosby and John Michie, ACSEF; Gerry Brough, Hugh Murdoch and Patricia Cassidy, ACC; Jennifer Craw, the Wood Family Trust; Maggie McGinlay, Scottish Enterprise; Derick Murray, Nestrans; Audrey Laidlaw, Network Rail and Iain Munro, Creative Scotland”.

This diverse membership of people with no vested interests in the project going ahead or not will reassure us all.  But somehow, I still can’t get any sleep.

4.  Malcolm Reading – a design consultancy which shortlisted the winning entries in the design competiton, an amazing feat, as there was and is no design brief in existence approved by ACC.  What Malcolm Reading will earn is unknown; how exactly it was appointed is also a mystery to me.

5.  The BIG Partnership – a PR consultancy which tells us how great it all is going to be.  I don’t know how they were appointed or what they will earn. (not to be confused with ‘The Big Sleep’.)  STOP PRESS:  The BIG Partnership has recently announced a new client:  The Wood Family Trust.

6.  ACSEF – A board of business people and city officials who, well, do what they like.  Includes one impartial Mr S Milne.  Known for issuing warning as to dire consequences for Aberdeen if we don’t build on the garden.  ACSEF is an invention of ACC, and funded at least in part by the public purse which we are all so keen to use sparingly.

7.  Genus Loci – a document produced supporting ideas for the Garden’s future as long as these don’t include a garden for the future.  Famous for proposing the monorail idea.

8.  Scottish Enterprise – a quango, unelected, on a mere £750 million or so per year which holds meetings, and supplies members to sit on the board of ACSEF, and who gave the world Jennifer Craw, now on the Wood Family Trust.  Which of course has a seat or seats on the secretive City Gardens Monitoring Group – or was it the Aberdeen City Gardens Trust.  Unelected and expensive.

9.  Wood Family Trust – er, apparently the wood family and/or friends who want to get rid of the wood in the gardens apparently, for “cultural” spaces.  Apparently not elected.  This Trust has possibly one or two overlapping areas with some of these other groups,  maybe.

10.  Project Implementation Team – are on hand to implement the project whether or not the public want them to.

Now that you see how simple it all is, I trust that there will be no more whining about the expense of paying all these companies off, signing a lease for a few thousand years for the gardens, or whinging about issues of ‘transparency’.

As that little Meerkat person on TV would say, ‘Simples’.

I was going to define ‘Impartiality’ this week as well, and how it relates to TIF, BID, and so on.  However, I now have a headache for some reason, and there is a knock on my door which may be the sherrif coming for my furniture.  ‘Impartiality’ it is for next week then.  And ‘Old Boys’ Network’, ‘Nepotism’ and ‘Greed’.

A document has appeared purporting to reveal and counter ‘myths’ about the proposed Union Terrace Gardens development.  It has been posted on the Aberdeen and Grampian Chamber of Commerce (AGCC) website.
Some of the claims are disingenuous and others stretch the idea of a ‘myth’ somewhat.

AGCC: “Fiction: This is Sir Ian Wood’s project. Fact: The City Garden is not and never has been Sir Ian Wood’s project.”

The City Square has always been seen as Sir Ian Wood’s project. Sir Ian announced his proposal at  HM Theatre in November 2008.  The Evening Express reported the launch with the headline;

Options revealed in Sir Ian Wood’s vision for Union Terrace Gardens EE13/11/08

The same article also states:

The businessman wants to raise Aberdeen’s Union Terrace Gardens to street level and create a civic square.”

A media quote picked at random clearly shows that it has invariably been perceived as Sir Ian’s project.

So exactly whose vision is it then, Sir Ian?

What is referred to as ‘my vision’ is in fact the vision, aspiration and hopes of many, many Aberdonians for the future economic and civic wellbeing of our city and region as North Sea oil winds down.” BBC20/4/10

Excuse me, I don’t think so.

AGCC:  “Fiction: The City Garden Project will destroy the only green space in the city. Fact: It will create new, bigger, greener and more attractive gardens. It is about gardens and open, distinct spaces on different levels, using the natural slopes, for all sorts of activities.”

The development will destroy the existing Gardens and according to the technical feasibility study, all 78 mature trees including the old elms will be chopped down. It is hard to accept that the new “City Garden” could ever support mature trees on the existing scale.

AGCC: “Fiction: It will destroy our history and heritage. Fact: Wherever possible, the project will preserve and enhance our history and heritage.”

This is the most disingenuous of all the ‘myths’ in the document.  The first draft of the design brief for the City Squarecalls for a …

“21st century contemporary garden”

…to be built in place of the Victorian park. Union Terrace Gardens was planned by Alexander Marshall Mackenzie, who also designed many of the surrounding buildings including the Art Gallery. If Union Terrace Gardens feel as if they belong, this is the reason why. The city square WILL destroy a key part of our history and heritage.

AGCC:  “Fiction: Aberdeen City Council is selling off public land for this project. Fact: The land involved will remain in public ownership.”

This is misleading as it doesn’t explain the whole picture. The land will most likely remain with the Council for the time being. However, the ground will probably be leased for a long period, 125 years has been suggested. A lease-hold on this time-scale while technically not ownership, is nevertheless a significant property deal.  Any structure on the land, including the so-called City Garden, will not be publically owned. This will belong to the private company or trust if they get planning permission.

AGCC: “Fiction: Aberdeen City Council is spending money it cannot afford on this project, money that could be better spent elsewhere. Fact: Aberdeen City Council has not allocated any revenue expenditure to the City Garden Project, over the past year.”

We know that considerable Council officer time has been allocated to work spent on the project. We do not know if the City Garden Project intends to reimburse the Council for this or not. ACC minutes show that the Council lawyers have not yet signed  off the relevant project agreement that would allow this to happen.

AGCC: “Fiction: The City will be taking on-board future liabilities relating to the construction and operation of the City Garden.  Fact: The City has agreed to consider a TIF scheme to provide public sector funding for the project. This will involve the City borrowing funds to invest in the project. The project will stimulate new business investment and generate additional extra economic activity in the area, resulting in an increase in the amount of business rates collected in future years. This will be used to repay the loan plus the interest charges.”

Doh! – “Fiction: The City will be taking on-board future liabilities” but then we are told “This will involve the City borrowing funds to invest in the project”.

The Council are £562M in debt and cannot afford any more borrowing for anything. As has been explained on these pages before by Mick Miller, the version of TIF suggested for the City Square Project involves major financial risk. If the amount of business rates does not increase sufficiently to pay back the loan, then the Council get left holding the baby.

AGCC: “Fiction: The majority of Aberdeen public has voted against redeveloping Union Terrace Gardens. Fact: 11,000 people (less than 10% of the population) participated in the public consultation which revealed that just over half were against the proposal. Many of those were basing their decision on misinformation. The majority indicated a need for change and for the location to be more attractive and accessible.”

This is probably the most outrageous of the so-called myths. A public consultation was held, the public voted No by a significant majority and it was ignored. The public were told that their votes would count. Even Sir Ian Wood acknowledged this in an interview as can be seen on an STV located on Youtube.

“”The citizens of Aberdeen…  will have the right to choose. There will be full consultation, it’s coming to the end of it now and they will decide. And that’s democracy in operation. That’s great.”

The scale of participation in the consultation was significant. ACSEF, who helped set up the consultation, noted:

“11,943 people went on to submit formal responses that have been recorded in the statistics.  This is a huge response rate when compared to similar style consultations. For example, the Edinburgh Tram consultation had just under 3,500 direct responses.”

When, later ACSEF discussed the results of the consultation at a board meeting onthe 22d March 2010, they discussed how to frame the result of the consultation as a favourable outcome for the city square in spite of the No vote:

“If views are roughly split there is an opportunity to say that although the public has spoken this is only in relatively small numbers.  Those wishing to see the status quo are in the minority compared to those who wish to see change such as updating and modernising the gardens.”

The statement that the majority indicated a need for change is misleading, the majority said no to the City Square Project and did not endorse it.

If the public were misled during the consultation, who was responsible for the misinformation?  Where did these myths come from?

It is now acknowledged by all involved that the absence of a reference design was a fundamental flaw in the consultation. The consultation asked if people supported the project or not but the common perception was that the conceptual illustrations, based on the technical study, represented a final design. Many based their decision on not liking what they believed was a final design.”

The proponents of the City Square do not accept that they lost the consultation fairly. They cannot believe that the public cogently preferred either the Peacock scheme or the preservation of the existing gardens to a modern city square. But this is what happened.

AGCC: “Fiction: It will be a flat, concrete square. Fact: This is not the case. The design teams have been given a very clear brief that new gardens and space which will have street level access from all four sides will use the existing topography of the site to provide a unique, dramatic and creatively landscaped setting to better reveal and blend with the surrounding historic architecture.”

OK guys, explain to me how you can ”raise the level of the Gardens to that of the surrounding streets” (the Council’s words not mine) and use the existing topography to any significant extent?  So where did the idea of a unique and dramatic setting come from?

Here is the description of the existing Gardens as noted in the City Centre Development Framework:

They have a “topography which provides a unique and dramatic setting for the surrounding historic townscape and bridges and an essential component of the identity of the City Centre. “

I suspect that this is just the start of a large PR campaign to sell the concept of the “City Garden Project” to the Aberdeen Public. It will have only a limited impact. Aberdonians are highly educated and can think for themselves. They can make their own mind up about what they want the city centre to look like, whether it is the existing Gardens or a city square at street level. They are smart enough to see what is plausible and what isn’t.

Techfest rolled into town last week; one of its attractions was a free session of whale and dolphin watching from Torry Battery.  Ian Hay of East Grampian Coastal Partnership led the event. By Suzanne Kelly.

Torry Battery – Saturday morning 10 September: it was a bit windy, rainy and overcast – so it was almost perfect. Well, perfect for whale and dolphin watching anyway. Expert and marine mammal enthusiast Ian Hay of the East Grampian Coastal Partnership met a group which had gathered this morning as part of Aberdeen’s Techfest. And the marine life did not disappoint.
There was a small pod of dolphins – but these decided to head north along the coast just as the talk was due to start.

Those who got there early saw an impressive display, and were able to make the dolphins out as they headed away from the harbour. Ian then delivered an amazing talk; everyone present took away new information however young or old they were.

As the dolphins headed away, Ian turned his attention to the rich, varied bird life.  He pointed out the cormorants and eider ducks on a harbour jetty.  He reminded us that bird watchers from all over the world come to our City and shire for the wealth of species that are found here. Some species are protected; but he mentioned that the eider ducks (from which eider down comes) were protected since the time of St Cuthbert in the 8th Century.

Some birds travel here in the winter from the north (soon the great geese flocks will appear); some come up in the spring from the south. The lighthouse in Torry is as useful to birds as it is to ships – it serves as a beacon and aids seabirds to find land. Aberdeen also has a famous Sycamore tree loved by bird watchers – any number of rare species can make their way here.

Ian then returned to his specialist subject, our marine mammals. He rightly called this harbour:

“The best place in Europe for watching whales and dolphins.”

Ian said there are locally five predominant types of mammals:  Bottlenose Dolphins, Harbour Porpoises, White-beaked Dolphins, Risso’s Dolphins and Minke Whale.

The Bottlenose are the animals most commonly seen here; they travel in pods of upto 30 or 40; and are a coastal animal. The Harbour Porpoises are the most common species in the area – but ‘they don’t do very much’.  The White-Beaked Dolphins are very special to the area, and the Risso’s dolphins are identified by their large heads.

This species eat squid – and usually pick up a few scars in the process of catching them. The scars turn the Dolphin’s skin white, so if you see a white one, it’s going to be an older one.  This species is a bit more solitary than some of the other mammals which travel together in larger numbers.

If a Minke (or other) whale is around, a clue will be a large number of seabirds together at sea.

Their presence means a whale has found a shoal of fish and is rounding them up. Gannets, gulls and puffins will be seen picking fish up from the surface. Suddenly the birds will scatter as the giant whale’s mouth emerges to catch the fish.

Ian told us the unfortunate (if not heart-breaking) story of some humpback whales that appeared here each winter. There were a mother and her calf, and a male.  They made an impressive sight, however it is thought that the mother and calf were found on an Angus beach having become tangled in fishing nets.

Being mammals, they could not surface; they could not free themselves – and they died. Thankfully in general terms the population of the Humpback and other whales is returning. (Feel free to write to the Norwegian, Icelandic and Japanese Embassies and protest at their pro-whaling stance in the meantime).

Fisherman or not, we can all act responsibly to encourage and protect our marine life. 

For openers, don’t throw your plastic trash out near the shore, and don’t flush anything plastic down the toilet. You otherwise risk having your unwanted plastic junk (like cotton buds) ending up eaten by sea creatures that will probably die.

If you have slightly greater ambitions than not littering the sea with plastic goods, then by all means come to Torry Battery and look for marine life. Nine times out of ten, you’ll find something to see.

As our talk came to an end, the dolphins reappeared almost on cue. Many people had been surprised to know whales could be spotted, and many people planned to head back to Torry soon. I had been asking a family (originally from New York) for some comments on the morning’s activity.
The re-appearance of the dolphins left Iona and her brother little left to say except ‘did you see that one?’ ‘Amazing!’ and ‘Look there they are again!’

  • Visit Fowlesheugh RSPB site, south of Stonehaven. The quantity of birdlife (c. April to July) is astonishing.
  • Go watch the incoming, dramatic goose migration at Strathbeg

Bicycle theft in Aberdeen is on the increase and police say it’s largely because people are not taking simple precautions. As bicycle use increases it appears that opportunities for thieves is also on the rise.
Grampian Police are delighted to be working with The Aberdeen Cycle Forum to try and remind all cyclist across Aberdeen to take proper security precautions to look after their bikes.

Constable Kevin Murray of Aberdeen Division Crime Reduction Unit Advised:

“I would ask all bike owners to take a little time to think about the exact location you are going to, how you will secure the bike and what you are going to secure it to in the street.

“This thought process can assist in preventing the bike from ever being stolen in the first place.  Most thefts are still opportunist and even if you are just going into a shop for just a couple of minutes that is sufficient time for someone to steal your bike.”

Constable Murray continued:

“A simple but effective method of securing your bike in the street, is to lock it, using a good quality lock such as a ‘D’ lock, at the dedicated bike bars found in and around the city centre. Also consider securing it to immoveable street furniture which is in line of sight of a public space CCTV camera.”

Carl Gerrard, secretary of the Aberdeen Cycle Forum told Aberdeen Voice:

“Since 2008 cycle use has increased 20% inAberdeen. It’s a sad fact that cycle theft has also increased.  The good news is that by following a few common sense tips on the ACF website (www.aberdeencycleforum.org.uk) cyclists can both greatly reduce the chance of becoming a victim and increase the chance of getting their bike back should the worst happen.”

“Having your bike stolen results in both financial costs, and the inconvenience of having to use another mode of transport.  We are delighted to be working with Grampian Police to raise awareness in this area.”

Only 10% of the bikes recovered by Grampian Police are returned to their owners due to the poor descriptions, however, owners can ensure their chances of having their vehicle returned is increased.

Constable Murray added:

“In an effort to improve descriptions provided to police  I would like to remind all bike owners to utilise the Bike Passport form which can be found on the Grampian Police website under the crime reduction pages of the advice centre section.

“It is difficult to give the police or your insurer an accurate description of your bike once it has been stolen, however if once you purchase your bike you security mark it, complete this form, which includes an image of your bike and keep it safe, it will provide a more accurate description of your bike to increase the chance of officers being able to reunite you with your stolen pedal cycle if recovered.”

The inaugural Friends of Duthie Park open day was eagerly anticipated by the Aberdeen public.  Of particular interest was the return of ‘Spike’ the talking cactus’. After an absence of 10 years, the return of Aberdeen’s legendary talking cactus was a ‘must see’ for Voice’s Fred Wilkinson.

The purpose of the day was to showcase Duthie Park and highlight the major restoration work  to be undertaken shortly within the park and to that end, they certainly achieved their objective with a substantial number of new ‘Friends’ recruited.
Over 2000 visited throughout the afternoon in spite of the heavy shower that interrupted proceedings just before 2 pm![1]

Duthie Park Friend David Macdermid told Aberdeen Voice:

“While the queues to speak to Spike the Cactus began long before things  got underway, other attractions were also extremely popular including the horse  and cart rides, the Grampian Fire & Rescue appliance and, of course, the  fun rides for the youngsters.”

I must admit I was nervous at the prospect of interviewing a  cactus, particularly such a celebrated succulent. I had not anticipated his initial prickly responses however – particularly to my request for a short  interview.

“It better be quick” he responded,  ” Ah’m affa busy ye ken”

I assure Spike I am similarly “affa busy” and therefore the interview will surely be a quick one… I certainly do not want to get off on the wrong foot, so having queued up behind several adoring children to grab this opportunity, I hurry forth my next question:

“How does it feel to be back in the public eye?”

“Are you haein a go at me  for haein jist the one eye?” ( cue suppressed laughter from a nearby woman  and child )

Oh dear, I am not doing well at all. OK, Rephrase:

“How does it feel to be back in the limelight?”

“The limelight? Aye, It’s fine tae be back”

“Good to see you back Spike, and you seem very relaxed”

“Well, Ah’m at hame, if ye canna relax at  hame far can ye relax?”

Good point Spike, but the question needs to be asked:

“What have you been up to the past 10 years?”

“Ah’ve been awa on ma holidays. Ah’ve been daein a’ kinds o’ things”

Including raising funds for Comic Relief it would seem. Good show Spike, but:

“Have you been to any exciting places?” I asked.

“Aye, Ah’ve been a’ ower the place. Ah wis awa tae Australia”

At this point I am impressed that for all his lengthy period of absence and all his travels, Spike’s homely, broad Doric accent has survived 100% intact and unaffected. I am also aware that he seems to have become a little less suspicious of my motives so I move on to what might be an awkward subject.

“I understand you have had some lifesaving surgery recently Spike”

“Fa, you hiv?”

“No, not me, yourself.  I hear you’ve been very ill”

“Aye, but Ah’m fine now …. thanks tae the folk at Richard Irvin[2]

I could sense that Spike was reluctant to expand, and that perhaps the experience was a little painful to recount – particularly on such a day of fun and celebration so I decide not pursue the issue.

After all, I am on a roll, and some young, and not so young children are now coveting my position of privilege directly in front of the revered celebrity.

There remained time only for the question which readers would not have forgiven me for not asking:

“Are you going to be around for a while Spike?”

“Ah hope so” he replies …. somewhat unsure ” They’ve nae telt me yet like”

“So, your contract is in the post?”

“No, Ah’ve got the contract….  Ah’ve jist nae signed it yet” ( laughter )

“Good for you Spike, you make sure you get a good deal”

“Are you gan tae come and see me like?”

I surely will Spike. Great to see you back in action. A generation has missed you and a further generation don’t know what they have missed.

Fighting Wildlife Crime in Aberdeenshire is an on-going struggle.  Grampian Wildlife Crime Officers rely on the public to catch criminals as well as to hopefully prevent crime.  Andy Turner puts Aberdeen Voice readers in the picture.

3373.  No, these aren’t the latest winning lottery numbers, but it is the total land area of Grampian Police Force coverage in square miles.
This number can present a bit of a problem for Wildlife Crime Officers.

Divided equally among the 12 Wildlife Crime officers in Grampian, each officer would have a beat of around 281 square miles!

That’s an awful lot of ground to cover and can make for problems in terms of detection, investigation and enforcement of Wildlife Crime.

Wildlife Crime continues to blight Scotland’s outstanding natural heritage.  It can impact upon rare and iconic species, often involves cruelty to animals, can destroy specially protected habitats and interfere with legitimate countryside management and recreation.

In fact the term ‘Wildlife Crime’ covers a huge spectrum of criminal activity, and can occur in both the countryside and urban areas.

Wildlife Crime Officers in Grampian have dealt with cases of poaching (deer, fish and game) crimes against badgers, hare coursing, crimes against birds including: poisoning, trapping, shooting, disturbance, nest destruction and egg collecting, disturbance of marine mammals, crimes against bats, the taking/killing of Fresh Water Pearl Mussels, CITES offences in connection with the trade in endangered species, damage to protected sites and crimes against protected plants to name a few.

The huge diversity of wildlife crime calls for a diverse approach to tackle the problem.  To this end the Grampian Police are part of the Partnership for Action Against Wildlife Crime Scotland or PAWS.  PAWS has representation from police, government agencies such as Scottish Natural Heritage, conservation organisations like RSPB, land management sector and others with the common aim to stamp out wildlife crime through education, awareness raising and enforcement.

Like other crimes, Wildlife Crime is committed by a very small minority of people who either knowingly flaunt the law or commit crime through lack of awareness.

Wildlife crime can often be linked to other rural crime, and for this reasons suspects should never be approached by the public.

While the police keep records of each reported Wildlife Crime, it is hard to establish the true extent of Wildlife Crime that occurs in Grampian and Scotland as a whole.

This is due in the main to one of Scotland’s greatest commodities: its vast areas of countryside, countryside where crime is possibly going on undetected or unreported.

In July 2010 Grampian Police employed a Wildlife Crime Education Officer (WCEO), the first post of its kind in the UK.  The aim of the post is prevention of wildlife crime by raising awareness of the problem, education and encouraging improved reporting.  The WCEO will be working with land managers, conservation groups, outdoor access and sports groups, schools and universities for the duration of the 3 year post.

Around 530,000 live in the Grampian Force area.  The population in general is becoming more mobile, and access to the countryside for recreation is more readily available now than ever before, with pursuits such as mountain biking and hill walking on the increase.

While this access needs to be carefully managed, it does present an ideal opportunity to arm those using the countryside with the facts about wildlife crime and the impacts of crime on both wildlife and people. For those working in the countryside this means enabling them to work in an informed and importantly a safe and legal way.  For those accessing the countryside this means reporting any suspected wildlife crime incidents thereby making the Wildlife Crime Officers 281 mile beat a bit more manageable!

It is important to remember however that for reporting to be effective it must be genuine, timely, accurate and detailed.  If these four conditions are met there is scope for Wildlife Crime officers to focus efforts by responding to real incidents, and reduce time spent scouring the countryside following a poor lead or inaccurate information.

In Grampian Force area alone the Wildlife Crime Unit can receive over 50 calls per month, ranging from hare coursing at Elgin, dolphin disturbance at Aberdeen harbour to salmon poaching on Deeside.

Among the genuine reports are others which can relate to road kill, natural deaths or even miniature penguins at Aberdeen beach – which turned out to be young guillemots.

Legal countryside management practices can sometimes be misconstrued for illegal practices.  In extreme cases legal cage traps, spring traps and snares have been tripped or vandalised, and call birds released by people who misunderstand or disagree with their purpose.  Despite personal views people should never take the law into their own hands.

I do not want to discourage the public from picking up the phone to call the police – in fact it is quite the opposite – but try to have all the information at hand to help the police deal with the call in the best possible way.

By following this simple checklist (below) when reporting a wildlife crime, and hopefully through awareness rising, effective reporting and enforcement it might be possible to establish a true picture of wildlife crime, and to help stamp it out throughout Scotland.

If you suspect a wildlife crime is/has taken place:

DO:

  • Report any suspicious activity as soon as possible to your Force Service Centre and ask to speak to a Wildlife Crime Officer
  • Take a note of the date, time and weather conditions.
  • If possible, identify a map reference or ideally a GPS reading of both the incident scene and location from where you witnessed the incident.
  • Note a description of person/s involved including gender, age, height, clothing etc.
  • Write down any vehicle registration numbers, make, model, and colour that may be involved.
  • Identify other witnesses and obtain their name and contact details.
  • If possible, video or photograph the scene, or make a rough sketch.
  • Cover up any suspected poisoned baits or victims to prevent any animal / person coming into contact with them.
  • Do report. Even if you are not sure – report the incident. The evidence of wildlife crime is not always obvious. 

DO NOT:

  • Do not disturb the scene by moving items or walking about unnecessarily.
  • Do not touch dead animals or birds, especially if you suspect that poison may have been used. 
  • Do not interfere with legal countryside practices such as the legal use of traps and snares, hides, high seats and shooting butts.

NEVER:

  • Never approach suspects or intervene if you suspect someone is committing a wildlife crime – you may put yourself in danger.

Old Susannah looks back at the week that was and wonders who’s up to what and why.  By Suzanne Kelly.

The Belmont Cinema’s screening the documentary ‘Just Do It’on Friday 12 August, and has asked me to come along for a discussion. It’s a film about people taking direct action against an unlistening, unmovable government and wealthy, powerful private entities, so it won’t be of much interest to the people of Aberdeen.

I guess they want someone to come along and stick up for the City and its rich business interests, and the Belmont thought of me. If you can make it, it will be at 6.30. Further details to follow.

The dodgy doings in Aberdeen are slightly outshone this week by the continuing twists and turns in the News Corp / News of the World saga.  One initial whistle-blower Sean Hoare was mysteriously found dead (‘nothing suspicious’ the police advised almost immediately. A Post Mortem will no doubt confirm this assessment).  

People are walking around Parliament with shaving-cream pies unchallenged by our crack security forces, Rupert knows nothing about anything, and Rebekah Brooks deserves an Oscar.

While I commend Private Eye Magazine for its coverage (only going back to 1969 or so) of Murdoch and his bid for world dominance at any cost, I cannot tell you how disappointed I am that it has chosen to criticise our fair city in the same issue. 

The Eye implies that something was wrong with the City Garden Monitoring Group’s  ‘redacting’ (that’s blacking bits out to you and me) its minutes and reports.  Undoubtedly,  this was only done after careful thought and for reasons of national security.  I therefore hope no one is planning to buy Private Eye No. 1293 (on newsstands now, £1.50, subscription deals available).

I certainly hope no one will be reading its ‘Nooks and Corners’ feature (page 17) where our city’s elected officials are criticised.  There is also a piece in this issue entitled ‘Orwellian Nightmare’ – but as it happens, this is not about Aberdeen after all.

Not only are the redacted minutes mentioned in The Eye, but also Mike Shepherd’s open letter to the City regarding Union Terrace Gardens is covered.  Mike  if you’re out there:– just because the City doesn’t know what’s going to go in the Gardens, or how much it will cost, or what the environmental impact will be, or where the money will come from, or what the external design people are going to do does not necessarily mean the City doesn’t know what it’s doing.

Let’s hope Private Eye stops peering into our City – how else are they getting their information?

fantastic news that we’ve decided to hire some external consultants to figure out our City’s small financial problems  

It’s not as if anyone here would be so bold as to contact the Eye (strobes@private-eye.co.uk) and give information – particularly now that the Council has sent letters warning staff not to tell anyone anything about anything ever in any form.  I would hate to think of any secrets getting out.  Not that there are any secrets of course.

This week I wanted to take another look at how much our City is spending on essentials (like portraits, parties, clothing allowances, consultants, expenses and so on).  My curiosity sprang from the fantastic news that we’ve decided to hire some external consultants to figure out our City’s small financial problems.

The vote to hire these consultants may have been taken without any meaningful consultation, and these consultants will cost some £500,000 or more (that’s about £2 quid from each of us).  But I somehow feel we’re breaking new ground here by using outside consultants (although I seem to remember when Kate Dean was in charge, and she had absolutely no idea how many millions were spent on consultants).

It will be great having experts on hand – obviously we don’t have any in the City given the small salaries we pay our top people.  I’m sure the unions  will come around to the City’s way of thinking about consultants and cuts, even if a few jobs may wind up axed.   As a reminder, the City collected hundreds of suggestions from its own staff as to  how to save money some time ago.

The City will be sharing these suggestions with the consultants (you can refer to them as ‘con men’ for short), and I’ll bet that staff whose ideas are taken up will be financially compensated as well as credited for their ideas.  It’s not as if consultants would do anything lazy like take the good ideas on board and pass them off as their own ideas – that’s never going to happen.

I guess this will be a really tough assignment for the consultants – let’s wish them luck and not be surprised if they go a wee bit over budget. Expect some vibrant and dynamic bills to pay for these as-yet unnamed consultants who (I bet) will tell us to outsource services.  “What do you mean by  ‘outsourcing’?” I hear you say.

Outsource:

(verb, mod English – to move services from public sector control to the private sector).

So Aberdeen’s voted to bring in private consultants who will evaluate if services should be made private.  It will all be fine.  There is just one funny coincidence when cities outsource services at consultant’s recommendations – the consultants usually pick up more business for helping to  implement the outsourcing.  It is almost as if the consultants have some kind of incentive to recommend outsourcing.

Unkind people think consultants are self-interested greedy unaccountable entities, but nothing could be farther from the truth.  Remember, the City is  there to make money, not to waste tax money on good services and keeping our environment healthy.

We know from experience in the UK that outsourcing services such as healthcare is always a money-saving way to get better services in the end.  Local governments stop directly running services with its own staff, and then private service providers and subcontractors take over the service in question using the cheapest labour available.

Even though private companies exist to make a profit and the taxpayer still has to pay for the services (which almost always cost more when the private sector runs things), then at least the services are off the local authority’s books.  Which is a good thing.

In the health sector for instance, lots of dosh can be saved.  So what if our hospitals have crumbled, corners have been cut to make money at every turn, infections run rampant, and good nurses are leaving the profession in droves.  The private consultants still make money.   It’s not as if there have been any scandals, tales of incompetence or abuse of vulnerable people when the private sector takes over.

Usually a local authority puts one or two of its best people on the board of service providers and health boards to ensure perfection is achieved.  Grampian Health has Kate Dean for instance.  Southern Cross is a shining example of what we can expect in the ‘Deen should we keep outsourcing.

Civic Car

(noun peculiar to Aberdeen – a ride for dignitaries which has been well and truly ‘pimped,’ just in case royalty should come to town for a day or two ever).

I am getting far too excited by the prospect of the unveiling of the Lord Provost’s portrait.  I started to wonder how the Lord and his Lady (and the security guard) get around town.  I had hoped it was in a pumpkin-shaped horse-drawn coach.

At one point the horrific suggestion was made that the Civic Car should be a second-hand affair! 

Do they get around of their own accord?  Perhaps by a Honda Accord?  No, not an Accord, but a Civic.  No, not a Honda Civic – but The Civic Car.   (By the way our LP was spotted in Kingswells yesterday morning in some sort of football mum’s 4×4 near a grass verge with 3 other men – but a man like him needs more bling than that).

The existence of the Civic Car explains another excellent use of our Common Good Fund, and I for one could not be happier.

How much does a Civic Car take per year from our collective  Common Good fund?

Well, in 2009/10, here are the published figures for the upkeep of said Civic:-

Clearly the salary isn’t enough to attract anyone to the Lord Provost role; it’s only £28k per year.  However, cruising in the Civic car for the Lord Provost alone cost… £23k.  In these days of economising, I’m glad to see standards haven’t fallen.  At one point the horrific suggestion was made that the Civic Car should be a second-hand affair!

Thankfully, there was no way they could find a second-hand car grand enough for the job, as you would rightly expect. Here’s why this symbol of Aberdeen’s status is more important than your local school, hospital, or service:-

“The level of baseline specification for the Civic Car has to give full consideration to the Lord Provost’s role as Lord-Lieutenant. The Lord Provost is Her Majesty’s representative when in Aberdeen. The official ‘Guide to the Role of Lord-Lieutenants’ says that “it is his first and foremost duty to uphold the dignity of the Crown”. The Civic Car is used during Royal Visits and has been used in the past to transport members of the Royal Family as part of these visits to Aberdeen.

“Other duties of the Lord-Lieutenant are to meet visiting Heads of State within Aberdeen, to represent The Queen or a member of the Royal Family at a funeral or memorial service when requested, to make nominations for invitations to Royal Garden Parties, to offer congratulations of 100th birthdays and significant wedding anniversaries, make nominations for honours and awards, presentation of awards and to support and participate in citizenship ceremonies. During the course of discharging some of these responsibilities, use of the Civic Car by the Lord-Lieutenant or his representative will be necessary”.

I confess I once allowed myself to imagine what it would be like to be Lord Provost.  You’d get the necklace.  You’d get the clothing allowance.  You’d even get trips to Edinburgh sometimes.  But having read the above job description, I realise no ordinary person could do all of that, and I now have the respect for this office that it truly deserves.  I hope all you council clerks and office staff realise now how comparatively easy you have it; in fact you might ask yourselves whether you are being overpaid.

And why am I so interested in all the City’s necessary expenditures like parties, flash cars, portraits, statutes, travel abroad and so on?  Because John Stewart is so concerned about such things.  Stewart’s so worried that in a recent vote concerning the future of Union Terrace  Gardens, he put up a motion to ‘change’ the gardens.   Part of his motion reads:-

“…that should the competition fail to produce a design acceptable to the Council, officers prepare a report for members detailing the costs of maintaining and enhancing the existing gardens”.

 Before we have our very own Lord Provost going about in a second-hand  ‘Beamer,’ it would be far smarter to see what those pesky gardens are costing us in petunias and rose bushes.

Who’s footing the bill for all this grass?  Why isn’t it turning a profit?  What can we do to stop this wasteful expense so we can have more to spend on consultants, pictures and parties?  Is there a consultant in the house?

In some 9 months you will be asked to vote for councillors; some of whom think they stand a good chance of getting re-elected.  These self-sacrificing souls will be happy to hear that Old Susannah will be creating a little matrix of how they’ve voted and what they’ve done (ie kerb-crawling,  misappropriation of public funds, and pub slap-ups).

Where will you be in July? I hope to be at the Harlaw Monument on Sunday, 24 July 2011, to recall the 600th anniversary of one of Scotland’s more important encounters.
Essentially the battle was a contest between a Macdonald and a Stewart over an earldom far away from each. The day-long battle was fought two miles west of Inverurie, somewhere north-west from the monument. Yet the way in which Harlaw altered Scotland’s cultural imprint is recognisable to this day.

As a battle however, Harlaw was indecisive. Both sides fought each other to a standstill, bloody and unbowed, and each claimed victory. But under cover of darkness on that warm July evening six centuries ago, both sides retreated.

“Reid Harlaw” and “the sair field o Harlaw” are thoroughly represented in ballad, song, story and legend. Good modern accounts are contained in such books as Peter Marren’s Grampian Battlefields and Raymond Campbell Paterson’s The Lords of the Isles. Lt-General Sir Peter Graham, one-time CO of the Gordons and latterly GOC Scotland, gives a splendid presentation from a military standpoint, describing the forces and the terrain, measuring their qualities, and relating how the command structures might have operated.

The impression Sir Peter conveys is of a hand-to-hand battle that became increasingly desperate as the day wore, on, each side becoming more and more tired, each increasingly weary army hurling bodies at the other, looking for the tiniest advantage to turn the tide. Finally, with one final heave, the forces of one caused the other to step back. But the apparent victors no longer possessed the strength either to deliver the killer blow, or to undertake wholesale pursuit.

The prize of the earldom of Ross created the battle, and in the struggle over power and land, Donald, Lord of the Isles and Alexander Stewart, Earl of Mar, emerged as champions of each side. Whoever controlled Ross, territory stretching from Inverness to Skye, controlled northern Scotland, and held a considerable key in manipulating the rest of Scotland down to the Tay.

On one side was Alexander Stewart, thuggish son of the highly unpleasant Wolf of Badenoch, who gained the earldom of Mar through the murder of the incumbent earl, then forcibly marrying his widow. On the other was Donald, 2nd Lord of the Isles, head of what was a maritime kingdom almost in its own right, and whose forces had by now entered the lands of Ross.

If the intended conquest of Ross was to be made secure, then Donald would have to take out Mar’s forces by a pre-emptive strike. Thus did Harlaw occur.

Ensuing centuries create a David-and-Goliath picture – the chivalrous Stewart, noble Earl of Mar, against the wicked Donald of the Isles. Mar is aided only by minor levies from Aberdeenshire, the Mearns and Angus plus gallant burghers of Aberdeen under Provost Robert Davidson, while the scheming Donald heads 10,000 rapacious caterans. A spin-doctoral touch ensures that the event goes down in history as Highlander versus Lowlander.

A glance at the cultural composition of the armies indicates that beyond a small professional core in each, both sides were made up of loons and callants whose commitment to campaign did not extend beyond getting the harvest in. The actual battle possessed neither subtlety nor tactics, with military strategy such as it was confined to a series of heroic encounters.

If the event was portrayed as “Highlander against Lowlander”, then it was mis-cast in the same way as the Jacobite Risings are. There were folk of each persuasion on each side. Mar’s army would have contained a plethora of Gaelic speakers, while the educated in Donald’s forces would have spoken the same languages as Mar’s chief officers.

Among the casualties were Hector Maclean of Duart, Sir Alexander Irvine of Drum and Provost Davidson of Aberdeen. Davidson’s name is the product of more legend. Legend has it that he rode out from Aberdeen heading “a citizen army”; the actuality is that he headed some three dozen merchants anxious to protect their business investments.

The inscription carved by the architect Dr William Kelly on the Harlaw monument refers to “…Davidson and the [36] Burgesses of Aberdeen who fell [at Harlaw]….”. In the great hall of Trinity Hall in Aberdeen are displayed the remains of two banners said to have been carried by members of the Weavers at Harlaw, along with the provost’s sword.

Yet it’s worth asking the question: what would have happened if the pyrrhic victory of the Lord of the Isles had been transformed into actual conquest? What would have been achieved by Highlanders rampaging south from Aberdeen to the Tay? How much of today’s lost Celtic culture would have been restored? And how?

Any answer would have depended on Donald’s Highlanders and Islesmen becoming true regular soldiers, enforcing a conquest, using their talents as an army of occupation to rebuild the countryside in the mould they envisaged, and where Gaelic displaced Scots as the lingua franca. Compare the picture as occurred under the Allies in post-war Europe, and where history has been written by the victors.

Instead, the withdrawal of Donald’s influence in central and eastern Scotland began the gnawing at the strength of the Lordship of the Isles and the natural authority exerted through the clan system. Slowly the wane of each began. The Lordship of the Isles was forfeited in 1493, with the title surviving to be borne by the eldest son of the monarch, as Prince Charles holds now. In Harlaw began the inexorable downfall of the clan system that was dealt a mortal blow at Culloden three centuries later.

Meanwhile, post-Harlaw Aberdeen reacted swiftly to prevent the city ever being threatened again. In 1412, the safekeeping of the town was placed in the hands of……Alexander Stewart, Earl of Mar, who for the next 23 years became Captain and Governor of Aberdeen. Under his direction, a relic of Harlaw survives to this day, for his magistrates quartered the city into municipal wards. From these first four divisions came the electoral wards of today. Harlaw today lives on in balladry, pipe tunes, street names, a school, a room in Aberdeen Town House and as the monicker of a council works depot.

Harlaw changed for ever the cultural and linguistic face of Scotland. It showed that the power of the Lordship of the Isles was no longer invincible; it proved the start of the end for the clan system; and it gave impetus for the Scots and English languages to prosper at the expense of Gaelic.

 

Who was Robert Davidson?

 

Robert Davidson has become something of a cult figure down the years, the only civic head of Aberdeen ever to lead the citizenry into battle, and who six centuries after his death is still revered as a hero.

Yet what do we really know of him? Flora Davidson and Nick Hide, researchers to Clan Davidson, state firmly that he was “a wealthy merchant, an innkeeper, wine importer, customs inspector, provost and pirate”, going on to point out that after the dreadful confrontation, his body was borne back to Aberdeen to be given an honoured burial in the Kirk of St Nicholas.

But there remain puzzles about Davidson the man. His colourful career carries respectability as a merchant, but hardly to the level where he would merit a knighthood. Yet on the ceiling of the St Nicholas Room in the Town House of Aberdeen, he is portrayed as “Sir R Davidson”, with a coat-of-arms best described as putative rather than actually belonging to him.

Equally, there is dubiety whether he was provost at the time of Harlaw. According to data of Clan Davidson, he was provost in 1408.

So where is proof of Davidson’s greatness? My guess is that the answer lies in two points: the first is that he was interred in the Mither Kirk, a resting place reserved only for our most revered citizens. The second is that folk memory, a powerful tool in history, maintains a legend that would be very difficult to disprove.

The bottom line is: why would we want to disprove it anyway? What a magnificent story to relate down the centuries – how a hero provost placed himself at the head of an armed contingent and gave his life in defence of the town he led and loved. Here is a role model readied to be copied by anyone today.

The Aberdeen and Grampian Chamber of Commerce recently issued a report with a series of articles where invited contributors were asked to give their vision for the future of Aberdeen city centre.  Mike Shepherd was intrigued by the following contribution from Maitland Mackie, ice cream manufacturer and farmer.

“What a wonderful opportunity to do something splendid! It’s not every day that a City gets offered a £50 million present to spend on a beautification program. Sir Ian of course has had a big vision for the Union Terrace Gardens for over 20 years.

“I remember him well, talking the then new Grampian Enterprise Board, Ian was its first chairman, into spending £800,000 to ‘pile’ the base of the new road and underpass, “in case the City wanted sometime in the future to cover it over and develop the gardens as a core of the City Centre ”. How’s that for long-term planning!”

The invitation to tender for the technical feasibility study (2008) gives a different figure.

“In 1996 proposals were so advanced that Grampian Enterprise Ltd (part of Scottish Enterprise) and Grampian Regional Council funded 1.65M to build reinforced structural piling into the central reservation of the Denburn Dual Carriageway, to support a future decked scheme.”

A news article in The Herald written in 1996 gives details of the proposed Millennium Project for Union Terrace Gardens.  This involved decking over the road and railway but leaving the park largely intact. The project failed to get funding. It mentions in passing that proposals for Union Terrace Gardens had been drawn up three years previously but the new plans “are nearly half the cost of the original.” The location of the structural piling is an issue. The Halliday Fraser Munro Technical Feasibility Study contains the following:

“Fairhurst’s were the Civil & Structural Engineers on the original design and construction of the Denburn Dual Carriageway. They also coordinated the design of the two lines of piles installed. Unfortunately, despite frequent contact, they have been unable to assist in our search for the information on the existing construction. We were never able to receive confirmation that an archive search had been complete.

“Action: Scottish Enterprise to contact senior member of WA Fairhurst Engineers to again request an extensive search of their archives is carried out.

“Contact: John Hollern – Planning Manager, Morgan Ashurst.   Discussion was held over several conversations on the phone. The aim was understand what Morgan Est knew of the construction of the Denburn dual carriageway, the piles to the reservations and the associated foundations.

“John confirmed that Amec Piling (now part of Morgan Est) completed the piling works. Sandy Anderson worked on the scheme and still works for Morgan Est. Sandy confirmed to John that he remembers completing the mini piling work between the railway and the northbound road carriageway. He also confirmed that he completed the culvert diversion to the route and material type suggested on the WA Fairhurst drawing. John outlined that Sandy does not remember completing the piling works between the north and southbound carriageways of the road. John offered to search their archive for any records of the completed works.

Thus it appears that £1.65million of public money has been spent on preparation work for a ‘vision’ that may or may not happen and nobody seems to be too sure where all the piling was placed anyway. This is not a good start for a project that many believe will be a waste of public money if it ever comes about.
