driving1 Texting While Driving

I see from today’s news that more than a quarter of motorists admit to texting while driving.

An amazing feat in my view, although I do have a son who can simultaneously text, watch television and play with his cat.

In fact, now that he has left home, I suspect that he may have added playing with his girlfriend to the list, but at least he is currently a non- driver.

I used to wonder about the erratic behaviour of other drivers, though. Was the car approaching on the continental side of the road driven by a Frenchman, or a drunk, or was there perhaps a hidden passenger crouched down where they could not be seen, performing some distracting sexual favour or other?

I rule out drug addicts since I was advised by a policeman some years ago that the driver without the required daily fix may actually be more dangerous behind the wheel than the one with a full dose.

The risks of texting cannot be denied, though. Driver inattention is the leading cause of accidents, according to insurers, and I don’t doubt it for one minute. I suspect that as cars get safer and simpler to drive, there is a temptation to trust the airbags and seat belts to save life and limb in the event of an unexpected situation.

But of course that is a selfish viewpoint, since the person you unintentionally run down may be a child crossing the road.

I see that Richard and Judy are back in the papers, selling books which neither of them have written. There’s some sort of buy one, get one for a pound deal.

retail1 It reminds me of all those awful “Everything for a Pound” shops, with bendy garden trowels, loo roll you can stick your finger through and those loveable pink fluffy I-Phone covers.

What a month though!  I’ve had power cuts, some frost, and Gerry Anderson has left the planet. The flooded fields look quite pretty in the light from the local retail park.

Many years ago these were the January Sales, but now we have the Desperation Sales.

Comet has of course crashed to earth but Halfords drives ever onward. These are the folk who told me to come back on a Saturday to have a bulb replaced, since they employ schoolchildren at weekends. They have small hands and are therefore much more adept at repairing cars.

Homebase is but a latter day Woolworths which seems quite lost and unsure what to sell. There’s also Argos: you can buy it and take it home, but you’re not allowed to see it first.

There’s also that strange shop with the intimidating picture of a policeman in the window, set against a pile of bog rolls and the slogan “bottom prices”. Home Bargains I think it’s called.

My local recycling centre has charted the relationship between the sales and the amount of stuff being chucked into skips. When the sales are on they put out extra skips.

On New Year’s Day, the Pound Shop was closed. I was reliably informed that they were planning a 50p sale the following morning.

flytip1 My local outlet has around 60 tons of stock, most of which doesn’t really work or is completely pointless.

I forgot to go back, but am tempted to e-mail the local council suggesting that they set out skips outside Pound Shop next year so as to save folk a trip to the recycling centre.

The quality of light is nice just now, though. Thanks Gerry for the trip and thank you Richard. I really admire you for appearing on daytime TV with your mum.

In these bleak and pessimistic economic times, it’s always heartening to hear of a thriving business looking to expand. All the better when its success is built on an alternative business model which genuinely appreciates its staff, rewards and motivates them appropriately,and involves them at the core of decision-making. Surely this can’t work in the cut-throat commercial world? Jeremy Miles, MD of the Edinburgh Bicycle Co-operative has proved it can. David Innes cruised alongside him in high gear (definitely NO Lycra though) to ask him how it works.

Expanding? In the current economic climate? 

What looks like a sudden announcement of expansion is really a plan we have been quietly executing for just over ten years. For 25 years we only operated in Edinburgh where we built up a £3m store. We decided to expand in 2001 and acquired Cycling World in Aberdeen’s George Street.

bikesecuredpic By 2011, turnover increased to £12m, with stores operating in Newcastle, Leeds, Manchester and Sheffield. We were developing our online presence at the same time. Our aim was to double in size in each of the two five-year periods – every self-respecting socialist-minded business has to have a five-year plan!  These are among the most challenging times traders have ever faced. Our business is no different. Customer spending on discretionary items is down, on bicycles as much as sofas and flat screen TVs. We’re seeing growth, but its hard work to keep that going, although it’s very positive in current conditions.

Our optimism and our ambitions are based of a number of factors. Cycling is enjoying a very positive momentum at present with concerns over health, transport costs, congestion and the environment all helping the industry to grow. We also feel that our co-operative structure presents an alternative to discerning customers who want to spend with a company with real values as well as a genuine focus on high levels of service delivered by owners of the business.

Look how the Co-op has positioned itself against the corporate strength of the major supermarkets. The Co-op has heavily engaged with its local communities to help fund projects. It projects an image of being off the beaten track in terms of their offer.

Since we face similar challenges as our competitors become more organised and supported financially by private equity, we must also target a particular market where the growth in cycling is focused – in family leisure cycling and commuting.

Our previous expansion plans were about big stores in big cities with the right demographic spread; a fairly rigid plan which worked well for us in good times. The bike market is changing, however, with the development of some huge internet players in Wiggle and Chain Reaction Cycles. Significant retail chains like Evans and Cyclesurgery are expanding rapidly and bicycle retail is very different from even five years ago. We’re also seeing more established brands such as Specialized and Giant opening branded stores, whilst the government-driven Cycle to Work initiative has also helped change the landscape.

Expansion opportunities are broader and more flexible as the customer base widens. Business-to-business relationships develop through government-funded initiatives and the internet offers new ways to market and support the bricks and mortar business. We look to capitalise on these opportunities when they emerge. We don’t have plans for x stores in y years, but we work within our general vision of doubling turnover every five years.

This co-operative structure – how does that work?

Within the spectrum of employee-owned businesses we are a traditional workers’ co-operative, so as hardline as it gets!

We have around 180 employees, full-time and part-time, of whom 135 are co-operative members. Members are invited to join after 12 months service by purchasing a single £2.75 business share. Around 75% of our workforce are owners of the business.

Having secured membership, they’re entitled to receive a share of profits, free shares awarded annually, a single vote on issues put to the membership and the opportunity to be elected to the Board. They have access to communication mechanisms allowing information to move freely from top to bottom and vice versa, ensuring that opinions and ideas are fully utilised. It’s an open and consultative approach to management and operations.

Aside from the ownership model, our business structure is fairly traditional with a board of directors, including an executive management team where I am MD, a group of elected employee directors to represent the membership, and an external non-executive director to provide guidance and expertise. I manage the staff in a conventional manner via Divisional and Department Managers.

This obviously works – tell me why

We’ve always been structured this way. We started out in 1977; seven hippies fixing bikes in a small repair centre in Edinburgh. Two of these hippies are still with us today!

The central philosophy was always to have an alternative view of how a business was structured, but I don’t suppose your readership is all that interested in very deep philosophical musings about the prevailing mood of the 1970s and detailed Marxist rhetoric!

We are very much a business which values its people. We see them as the key asset of the business, so it makes sense that they control the business.

A prime retail challenge is delivering an all-round quality customer experience. To be effective at this, you must ensure that customer-facing staff are heavily engaged with your business. Many retailers struggle, paying minimum wage rates and providing a fairly uninteresting working environment.  They turn staff over very regularly.

As a co-operative, we put owners in front of customers in most instances. This makes it much more likely that customers are speaking to someone with a deeply-vested interest in making sure the experience is positive. The fact they are almost always very passionate about the product they are selling helps too!

We see ourselves as much more than just a shop selling bikes and bits. We’re all about added value and the wider customer experience. Promoting cycling as a leisure activity and a genuine alternative mode of transport is at the heart of our vision and mission. We spend 10% of our targeted profit every year on supporting grass-roots cycling projects, from school fairs to individual charity rides through Vietnam. We support key charity-focused cycling events which also promote cycling, for example the Edinburgh to St Andrews Ride and the Great North Ride in Newcastle.

We don’t just write a cheque. We’re hands-on involved, with starting line presence, repair services en route, food stops, and finish line presentation. We’ve run a range of hugely-successful maintenance and training skills classes for customers for years, and have a real commitment to providing repairs services to a high level. Our workshops are prominent in our stores rather than tucked away in a back room.

We see our engagement with customers as a vital part of the character of our business and put huge effort into getting feedback from them. Customers contribute to the content of our catalogues with family photos, and will soon be helping with blogs and social media content.

We have a very loyal base who are genuinely interested in our values and want to be part of our success as a genuine community co-operative.

How can Labour  move forward in the wake of the SNP electoral Tsunami of May 2011? Mike Martin interviews  Barney Crockett, the Labour Group leader on Aberdeen City Council.

barneycrocket What is your explanation for the overwhelming SNP victory in May?

The first obvious point to make is that everybody who didn’t want to vote Labour transferred their votes to the SNP. It should be noted that Labour’s problems did not start in the last election since Labour’s vote has been similar in the last couple of elections. But the weakness was disguised by that fact that people who didn’t like Labour voted in different ways. On this occasion it all came together so that made the situation for the SNP overwhelming.

I think the explanation for that is what the SNP managed to do is make a large part of the Scottish population scared of a Labour victory, in particular, Iain Gray, and that doesn’t correspond to reality. The SNP strategy was to make Iain Gray look inadequate and play on that relentlessly and Labour, by allowing the campaign to become Salmond versus Gray, therefore had a great problem.

I think the SNP strategy was to make everything a Salmond versus Gray issue and Labour would have wanted to avoid that because Salmond had all the advantages of being someone who is the only key character in his party and has been the dominant figure for nearly all his adult life.

 Whereas it is always going to be the case for Labour that the question of leader is always going to be a more complicated issue because, as leader, you have to be relevant at a UK, Scottish and local level and no one individual will have the enormous dominance that Salmond has.

What resources did the SNP deploy?

I think resources were also relevant and one of the apparent weaknesses of the SNP is that they didn’t seem to have the ability to raise funds but this was reversed by the enormous donation of Brian Souter and went on to attract support from a few key business figures.

Labour are unable to undermine the illusion that the SNP have the support of business when the reality is their support is from quite a narrow section and Labour has the affirmation of more mainstream sections of the business community.

I think that this may be an on-going difficulty as the SNP may be able to carry on attracting support from the oligarchs or proto-oligarchic sections of the business elite and that’s going to be politically interesting as to how reliant the SNP are on some sections of the business elite that gain from deregulation and some that are effectively asset strippers.

What sections of the electorate moved over to the SNP?

A very large proportion as I’ve mentioned earlier, again something interesting is that the SNP have managed to portray themselves as having an entirely different kind of attractiveness to different sections of voters.

Scotland is the part of the UK that most resembles the UK average in almost all measurements

I think the most important element to them that Labour has to process very carefully is that the most significant part of their core electorate is men in their middle or later middle age who have done quite well. Scotland has quite a lot of people in those circumstances which historically we may not have seen in such large numbers before.

 I think the striking feature now about Scotland is that sociologically it is very like the rest of the UK in ways that it didn’t used to be, for example,  traditionally Scotland would have been seen as having  higher unemployment, greater poverty, poorer housing , a higher proportion of the workforce organised in Trade Unions and a lower proportion of upper middle class – Now Scotland is the part of the UK that most resembles the UK average in almost all measurements.

The wider aspect is that Scotland is the third wealthiest part of the UK but what is interesting is that the two parts which are more wealthy are London and the South East – and sometimes, depending on how you measure it, East Anglia – these parts are so far ahead that Scotland is at the average and all the other regions are below.

Sometimes politicians look backwards and are slow to appreciate these trends and build them into their thinking. This is due to the rise of Finance which is by far the largest employment in some parts of the country and this has to be part of the forward thinking as to how politicians respond to that.

That was the starting point, but by the end a number of sections of the electorate have moved to the SNP and that is going to be politically interesting for our strategies as the SNP will not be  able to please all of the people all of the time, and Labour will have to have a set of policies that appeals to different groups within that. There is a perception  that young people have moved to the SNP,  I am not sure that is true.

Labour’s appeal is quite high to young people and we can develop that. I think we have to also look at how we appeal to older people and to maintain our high attractiveness to female voters as thinking about what we do about the relatively prosperous middle class.

What is your take on the Labour campaign?

we should have made it clear what we would be sacrificing in order to achieve each one of our key policies

I think it would be slightly controversial in my view to say how Labour should have responded. Everybody is terribly clever with  20-20 hindsight but I think Labour have found the SNP, in this election in particular, hard to grapple with because we have not had  such a clear populism in British politics for a very long time.

Labour found it difficult to cope with someone who would outbid whatever populist policies that were there and Labour would have to ground their policies in a great depth of realism, that meant in my view that we should have made it clear what we would be sacrificing in order to achieve each one of our key policies.

We appeared to the voter to be offering the same as the SNP, that stretched the credulity of the voter, they did not think that Labour could do it. I think we would have to respond to that by making it crystal clear what we would be sacrificing for instance to get our apprenticeship program or harsher penalties for knife crime.

 I think it is interesting because Labour members have said to me why should the voters have higher expectations of Labour than the SNP and I think that is partly because Labour is the leading party in Scotland in people’s minds but also that’s a positive for Labour in as much as they expect a higher level of integrity and I think we should have built on that as well.

The SNP picked up a spectacular number of votes in the West of Scotland, what do you think was going on there?

There are  two things to say there, first of all that people who are active in politics, playing close attention to politics will see an enormous chasm between Labour and the SNP from both sides but the voters do not always appreciate that and a lot of voters see Labour and SNP as having a lot of similarities and so it means that voters will quite easily switch and I think that again is something for parties to take into account in the future.

As for the particular issues in the Clydeside area, there are two things, first of all any movement of votes was magnified because of the non-voting.  It was the low turnout that magnified any changes in voting and this  turn out is an enormous issue for all parties but especially for Labour because it tends to punish Labour disproportionately and it is quite sobering that the turnout was only 30% in some areas.

Labour will have to process carefully the fact that the candidate is very important

The other aspect would be that the SNP are moulding quite a different message in different areas and the other  parties whether they be  Scottish Socialists or the Pensioners party have introduced people to not voting Labour.

So I think that in one sense Labour feel they can rebound quite well whether it be  the Inverclyde UK Parliamentary by-election  and recent North Ayrshire by-election in local Government . These have shown that you could draw some comfort from the fact that Labour can respond and  in both those instances that Labour will have to process carefully the fact that the candidate is very important and that if the voters see both Labour and the SNP as being quite similar then that puts a big onus on the selection of candidates.

How can Labour most effectively respond to the SNP?

They have the advantages and disadvantages of a massively centralised organisation which operates in a fairly stalinoid sort of sense so they have the advantage of total loyalty, total obedience but also have the disadvantages that come with that as well –  which may come to the fore in the next wee while  …and that is one thing about Labour’s policies. They have to have policies which try to show up potential divisions within the SNP  but much more importantly divisions between the SNP and what the people of Scotland really need.

In terms of policies, I think that I mentioned earlier that the SNP is a populist party but, because we have not really had the depths of populism policies in the UK politics in recent decades, people do not automatically understand what that involves. And the key thing is avoiding difficult realities by a day to day tactical response to issues.

One thing that Labour have to learn is being crystal clear with voters about some of these difficult circumstances and how the SNP are unable to provide answers to them and that even includes the big macro-economic issues of overall expenditure but also includes things like the level of house building, which is currently at the level of 1931 –  that is we are completing housing at the rate we did at the depths of the depression.

That’s shocking!

That is a really shocking fact and we just have to find ways of addressing that which are quite honest with the electorate but which give some hope for the future. …and  we have to be looking at these big structural issues  and that may mean striking out in quite a different direction from the SNP.

It may mean for example, at quite a trivial level in terms of government spending, that you have to look at prescription charges, parking charges, whatever.. as a way of trying to maintain relevance around some of the bigger issues such as housing.

And the Council Tax as well?

The Council Tax again is another thing that is not going to be seriously discussed now for a few years but if we are going to have a discussion on how we fund local services in a serious way,  in my view, that will inevitably involve a local property tax.

You mean a departure from the current Council Tax system?

No, not necessarily, but it means something  fairly similar to what there is now.

The big issue, and the debate that has to be had – is a debate about land value tax and it has to be had imminently if it is going to happen at all. What has happened so far, is that Local Income Tax is a dead duck – only some politicians support it –  it is not feasible, it is not going to happen, so we have to return again either to a Council Tax adjusted to be more progressive or something more radical such as a Land Value Tax but we have to find a stable way of supporting Local Government spending.

Do you think that the SNP gained votes around the issue of opposition to the UK nuclear weapons system?

I would think that is a very small issue in electoral terms but relevant in the sense that the SNP have a broad spectrum of things to say to different voters and it will appeal to a certain type of voter but I do not think it was a major influence on voting in May. Fairly obviously, the only powerful influence it had was in West Dunbartonshire for local reasons and in so much as it was just about the only place where the Labour vote increased.

But it is difficult to measure across the country… 

The vote in West Dunbartonshire clearly was about local jobs but I see what you mean.

So when do you anticipate that the SNP will run into budgetary difficulties?

this election …. will not succumb so easily to being all about Alex Salmond

I presume it will start with the next budget because as I understand it they are going to have two helpings of cuts in one because they managed to agree with the Conservatives last year to postpone last years cuts to help the SNP through the Scottish election and now they will have to do the catch-up.

So the first big bite will be this time round but again the SNP will try to delay it beyond the Council elections. As to how successful they are with that we will have to see but they will be trying to lay traps for all the other parties.

Increasingly it looks as if the parties other than the SNP and Labour are being squeezed out. How do you think the political landscape may look like after the May election?

I think what you are going to see is increasingly, to all intents and purposes, a two party system in an electoral system geared to a multi-party system and I think that is going make some unpredictable issues – a lot will depend on how much the width of support they have can be preserved going into that election.

I think what will be interesting is that the pattern of 3 member and 4 member council wards for each local authority might be interesting because it might be systematically 2-1 in all the threes and 2-2 in all the fours, so if you have a lot of four member wards  it might be very equal between SNP and Labour. But if you have a preponderance of three member wards you might get a very disproportionate result.

So I think it is going to be interesting and the SNP  have made it clear that they are going to make an enormous effort in Glasgow to try and seize, as they would see it, the Citadel of Labour and then therefore Labour will also be campaigning very hard in Glasgow.

How that will affect across the country is not so certain. My feeling is that having been intensively involved in the last elections, that the SNP will be able to field less activists than Labour and that will be an important factor as this election is going to be fought all the way across Scotland and will not succumb so easily to being all about Alex Salmond, although the SNP may wish to try and do that.

Clearly the greater part of the Scottish population do not want full independence, so what effect do you think the referendum will have?

I presume that the SNP will be trying to avoid all discussion of the referendum because they know it is a bad thing for them. Maybe what they will try and do is speak about some sort of middle issue of more powers for Scotland or whatever, and try to make the discussion about that , but they will be  trying to avoid it being in anyway about independence.

I think maintaining a reasonable level of Corporation Tax is part of a civilised society

At that point it may become a bit divisive within the SNP, because the bulk of people who join the SNP do so only because of the independence issue. So the premise might be that we will talk about it after the local elections.

I think that within COSLA it will become increasingly important because under the four plus party system, COSLA did not take strong positions on most things because it did not have that level of unity amongst the local authorities. That very unified nature of the SNP may start to rebound a bit in terms of COSLA because the SNP councillors in lock-step with Salmond, may be unable to make the face-saving deals with the LibDems and Conservatives that have covered the cracks in the relationship between Scottish and local government.

So it might end up that quite a lot of the decisions made in COSLA will be anti-SNP positions and with quite a lot of division between local and Scottish Government in the lead up to and in the aftermath of the 2012 elections.

Suppose the referendum ends up with the Scottish Government gaining the power to set Corporation tax – how do think that will pan out?

Well, if they do then I think the UK government may, well let’s say the Tories, will know exactly what they are doing.  So suppose the setting of Corporation tax is devolved to the Scottish Government and they carry out what they say they will do, which is to lower it fairly dramatically, then I think the UK Government may rebound by cutting Corporation tax in parts of England to a lower level and that will leave Scotland losing a lot of income and not gaining the extra business they had anticipated.

Obviously I am a Labour Party supporter and I think maintaining a reasonable level of Corporation Tax is part of a civilised society and we should be trying to ensure that it is reasonably level across the developed world,  we certainly do not want to see an auction of cutting Corporation Tax further and further to the benefit of international finance and to the detriment of our electorate.

Do you think that English inner city riots will come to Scotland?

One aspect which is different is that Educational Maintenance Allowances have been retained in Scotland and I do not think that anyone has processed what that means for poorer communities, and that is a genuine difference.

I think for everything else, and it would be comic if it wasn’t so serious, that people thought that Scotland could not be prone to rioting – I think we could easily see similar things happening . I do not think that we would be immune from rioting. We have more trouble focussing around things like football matches, for example, so it might happen in a different way.

One of the things I found interesting about that was the vehemence in the SNP wishing to say it was English violence rather than UK rioting and one thing to me is that it showed a lack of awareness of the changing world, because quite a lot of the population in the UK do not regard themselves as English or Scottish so, for example, there will be quite large categories of people in census listed as “Black British” or whatever and the idea that new communities in the UK are forming is something the SNP have not processed at all.

I rather like the idea of “new communities”

It is a good development but a problematic one – people do not process long term trends very easily. They do not fully appreciate the changes that have happened in the UK in the last 25 years.  I think the UK is now an enormous magnet for people and is seen as a very positive model for people across the world.

I think that a modern reforming party has to really understand that and what it involves, I mean every year a couple of Aberdeens (in terms of numbers of people) come to stay in the UK and in Scotland, the UK Government is committed to targeting a much reduced migration. In fact its net migration has grown very much with a particular impact on Scottish cities and that brings challenges but it is also appreciating the change.

And what about the countryside?

The impact of change in Scotland’s towns has been profound. The decline in town centres in Scotland I believe has been about twice the UK average probably because of the higher costs of distribution. We need imaginative responses encouraging conversion of shops to much needed residential housing.  We probably need to accept a transformation of the retail sector on which so many jobs currently rely.

“Which of our conflicting transport demands are most important?” asks Jonathan Hamilton Russell in this edit of his longer article, written to encourage debate on the future of personal and freight travel in NE Scotland. utgdeburnpic

Scotland has extremely ambitious climate change targets, yet we prioritise airport expansion and roadbuilding.

The NE economy needs transport infrastructure to allow movement of goods; people have to get to work with few holdups.

Meeting climate change targets means embracing sustainable transport usage by reducing car, road freight and air travel yet Aberdeen Airport has the fastest-growing passenger numbers in Scotland; public transport is the only option for many, but the majority are wedded to car use. Among Scottish cities Aberdeen car count is highest; Aberdeenshire has the highest rural area car usage; increasingly, Aberdeenshire residents drive to work in Aberdeen, exaggerating traffic bottlenecks.

Public spending cuts mean local and national governments face stark financial choices affecting resources for maintaining and enhancing transport infrastructures.

The days of cheap petrol have passed. Prices will continue to rise.

Bus fares are higher here than throughout Scotland.  Southbound buses are often of poor quality although local buses are of a high standard, and Aberdeen citizens, on average, are nearer bus stops than other Scottish cities’ residents.

Bus use in Aberdeenshire can be problematic, but could be increased by driving to stops and transferring to buses – less stressful than car travel. Council cuts to services for the disabled and elderly have made travelling significantly more challenging for such socially-excluded groups.

What can we do?

There’s general agreement that people should be encouraged to travel more sustainably. Cycling activity is increasing, although levels are lower than elsewhere in Scotland, and it needs to be encouraged as a healthy, environmentally-friendly activity.

Cycle pools, common in many European cities, could be created. Cycle routes to school, given priority, would provide more fun and health benefits for children than car travel. Cycle safety measures would need to be put in place, particularly at roundabouts, to make them less dangerous.

Car Interior Park and ride schemes, particularly at Kingswells, are less successful than envisaged but remain a commuting option. Car-sharing, whilst becoming more common, is far from the norm. NESTRANS, responsible for planning and transport implementation, has suggested piloting car-share lanes.

Laurencekirk railway station has re-opened, but more stops are needed, possibly at Kittybrewster and Altens. The Haudagain roundabout obviously needs improving, with priority for cyclists, buses and car-sharing.

A new Bridge of Dee is needed – contribution to its cost from that area’s large retailers might have been written into the conditions when planning consent was agreed. Any new development should prioritise cycles, buses and car-sharing.

Aberdeen is a fairly small city and walking should always be marketed as a healthy, cheap and quick transport option.

Traffic lights in pedestrian high-use areas should give priority to pedestrians. 20 mph restrictions have improved safety, although limits are regularly broken by a minority of drivers.

Offering flexible working hours is effective in reducing peak-time traffic levels. Salary benefits for those cycling or car-sharing could be introduced, with car pools for staff who have to drive during  work time. Working at home, for at least part of the week, is an option as is business conferencing rather than travelling to meetings. Both would reduce business costs.

Will the increased price of petrol reduce car use enough, or do we need to introduce road pricing, viewed as the single measure most likely to effect change to how we travel? The increased motoring costs would make drivers consider alternatives.

Aberdeen would almost certainly benefit, reducing the numbers moving to Aberdeenshire as extra travel costs outweigh housing cost savings.  It is a hot potato, however, and would be unpopular due to the high levels of car use locally. Few politicians would have the courage to suggest its introduction, despite being effective in reducing car  dependency.

We also need to identify new means of financing transport developments and to maintain the current deteriorating infrastructure. Road pricing could raise those funds.

Some planning decisions have encouraged car use. Union Square adjoins both bus and rail terminals but it has also provided increased parking opportunities.

Bicycle Parking Lot  It has had a detrimental commercial effect on Union Street, George Street and Bon Accord Centre shops, all more accessible by bus.

The proposed Union Terrace development would increase city centre car parking availability, flying in the face of the need to reduce car travel and move towards more sustainable transport methods.

All measures have advocates and opponents. The Aberdeen Western Peripheral Route (AWPR) for example, highlights conflicting views and interests.  Newton Dee Village fought an effective campaign to stop the road encroaching on that community; Road Sense has successfully raised legal objections, forcing public inquiries, even if of limited scope.

The AWPR has both advantages and disadvantages. It would help take freight off Aberdeen’s roads although significant volumes still have to come in and out of Aberdeen.

It would reduce travel times although there are other bottlenecks further south. It would reduce congestion at the Haudagain roundabout and Bridge of Dee, but it is well-documented that increased road space leads to increased traffic. Roads in general will become more congested.

The AWPR would help businesses. It will allow more people to live outside Aberdeen as it will be quicker, at least initially, to travel into Aberdeen but will lead to an increasingly-ageing city population.

Such demographic change will leave Aberdeen City Council with less money and greater demands on resources. An excellent deal has been negotiated in terms of local authorities’ contributions, with the Scottish Government meeting 82% of costs. These, however, have already escalated and impending substantial expenditure cuts will leave less money in the overall pot.

The low level of rail freight uptake is a national scandal. Road freight transport’s perceived flexibility sees it preferred.  Historically, there were conflicts with rail unions, who, however, are now keen for freight to move to rail. This will need increased public and private investment, less likely in a period of reduced public spending, although in terms of providing work and kick-starting the economy this option should not be ruled out. This also applies to the AWPR.

There would need to be contracts developed between the Freight Transport Association, the Road Haulage Association, rail companies, unions and government at all levels.

Railway Junction The replacement of the freight terminal by Union Square was a setback for future local rail freight capacity.

New freight facilities have been introduced at Craiginches and at Rathes Farm but this has not increased capacity. There are sea/rail links at Waterloo Quay and freight yards at Inverurie and Huntly. NESTRANS strategy states that development of new open-access freight terminals could be explored and if transferring freight to rail becomes reality, new depots would be needed.

Aberdeen harbour is an excellent freight facility and passenger transport gateway to Orkney and Shetland, with potential to expand both services. Currently five million tonnes of freight are exported through the harbour, but the loss of rail freight infrastructure in the station interchange area was a lost opportunity to link sea freight with rail.

We have to decide on our priorities.

Are we really concerned about climate change?

Can we move towards more community-based forms of travel from those currently privatised?

Do we want a more healthy society that walks and cycles more?

Can our business needs dovetail with our environmental needs?

Is it possible to think more holistically when making planning decisions?

The Council leadership has got itself into a fankle. Schemes for the future of Aberdeen city centre have now got more sticky holes than a spider’s web. It is time the Council leadership either extricated itself – or demitted office.
The task of a council is to regulate the city on behalf of the public good, the good of all its citizens.

If it spurns that duty, and thinks it exists to promote the projects of the big business minority, then it has to be replaced.

If the bleakest, most expensive, utterly illogical, and environmentally crass scheme were to be implemented for, say, the top of the Broad Hill, for the width of the Castlegate, or for the area between Denburn Viaduct and Union Bridge, then the construction industry would stand to make a hefty profit. And if it had all to be restored –  assuming it was still possible to be restored – then the reconstruction industry would stand to make another whopping killing. It can be seen immediately that big business has no interest in things remaining the same: there is no profit in that. So big business – and its tame political followers – have to create the conditions for constant change: by decrying the status quo.

Big business says the city centre is a disgrace, that they cannot take visitors there. And to an extent that is true: the state of Aberdeen’s main street is a disgrace, with many a shabby shopfront and with weeds hanging off ledges. But it is not actually Union Street that big business and its political servants want to change: it is the beautiful bit, the secluded haven, the sunken Victorian garden with its intense vivacity and charm.

When a council leader can allow himself to be quoted as saying that Union Terrace Gardens is only grass and a few trees, we would remind him that by such definition a human being is only some chemicals and a few gallons of water.

When a council deputy leader says that Peacock could not go ahead because there was a funding gap (of around £3.5 million), yet is prepared to give a fair wind to an enormous project with a gargantuan funding gap (£70 million and seriously upwards), then we suggest he check his sums.

Big business has no business case – that’s how much of a bad joke this scheme has become.

When a Lord Provost says that the Council is obliged to take a £50 million-with-strings offer because he is afraid of being laughed at in the world outside, then he deserves to be pitied. That is not true civic leadership, not in a thousand years.

The reason that so many people are entirely wary of the City Square project as it now stands, is that it is a very unusual beast: a chameleon with three wooden legs. Is there to be a double-storey car park? We hear changing stories about that. Why? Is there to be a retail presence? No. Yes. If yes, why? How would that help an already retail-denuded Union Street? Is there to be an underground art gallery, an entombed conference centre? Point: we already have an art gallery and a conference centre, above ground, in the light.

And the three wooden legs?

2.  The duff funding method.

3. The failure of vision.

The description first of all: The existing gardens are to be raised. No, very largely they will be razed to the bare earth, and anything placed atop the new decking will have to be shallow-rooted. Strangely, 140-year-old elms cannot be grown in pots.

The funding-method: The funding gap will be met by TIF. TIF is for brownfield sites. Union Terrace Gardens is not a brownfield site. No business case has been presented. Big business has no business case – that’s how much of a bad joke this scheme has become. The real risk is that the massive funding requirement – unless it can be laid on some magic new volume of city centre trade – will absolutely hammer ordinary ratepayers and council taxpayers.

The failure of vision: Union Terrace Gardens, as noted above, is a secluded haven, a sunken Victorian garden of intense vivacity and charm. Most flat or flattish cities would give a lot to have one. Plazas and piazzas are two-a-penny worldwide in comparison.

Melbourne’s Federation Square was the exemplar held up by ACSEF in their presentation at Cults Academy on 12th May last year. Well, no, actually, ACSEF, I don’t really think so. Melbourne’s Federation Square (built over old railway yards, not over an elegant garden) is 8 acres, whereas the proposed Aberdeen City Square is 6.

But metropolitan Melbourne has a population of 4 million. So the city of Aberdeen – with a population a little over 5% of Melbourne’s – suddenly needs a City Square 75% as big? The casual numerical incompetence of the thinking here almost beggars belief.

As we know, there are many achievable schemes to improve Union Terrace Gardens and the Denburn Valley. They are schemes which start by looking at what already exists, appreciating what is there, and pondering how it can be enhanced. There are countless appreciative minds and hearts, and rich imaginations, in the city.

Taking the area as a whole, I have seen drafts and sketches for pleasurable fountains and waterways, for smooth cylindrical lifts, for tubular pedestrian connection to the station, for an airy bridge to Belmont Street  – yea, and for restored toilets and giant draughts, for sculpture and a bandstand! No doubt many more joyful and stately ideas can be brought to the democratic table. Joyful and stately both: for Union Terrace Gardens is Aberdeen’s Xanadu.

So, improve the Gardens and their wider setting and their facilities and their accessibility and their connectivity – by such affordable and imaginative means as the people collectively will.

An international design competition – to one man’s parameters? Destroy what exists with money you do not have? The Council leadership may have lost the plot, but the people, it is extremely likely to find, have not lost their senses.

There is widespread concern about the dingy and run-down state of Aberdeen’s principal thoroughfare of Union Street which runs all the way from Holburn Junction to the Castlegate and the town end of King Street. This is manifest in the number of empty shops and in the distinctly low-rent character of many of such shops as there are.

It seems the more odd that this situation has developed during some thirty years of oil-boom prosperity, low unemployment and substantially-increased population.

If one thinks back to the Union Street of the nineteen fifties and sixties, the following comes to mind: Union Street was jam-packed with shoppers along its entire length every Saturday, as was also St Nicholas Street/George Street. People dressed up to go ‘doon the toon’, and you met everyone you knew in Union Street. In that sense, Aberdeen really was a village. The open-air markets in the Green and Castlegate were very much going concerns. Buses went all the way from Hazlehead to the Sea Beach and back again, via Queen’s Cross, Union Street and the Castlegate, which served as the city’s main bus interchange, where you nipped off one bus and on to another.

u-st-watt-grant_02 As a result, far more people had reason to go to the Castlegate than nowadays. Union Street and St Nicholas Street/George Street were full of interesting, up-market shops: grocer Andrew Collie & Co. Ltd. at the corner of Union Street and Bon Accord Street; Watt & Grant’s department store; McMillan’s toy shop, under the Trinity Hall; Woolworth’s, backing on to the Green; Falconer’s, Isaac Benzie’s, the Equitable, the handsome and elegant old Northern Co-op building in Loch Street; the Rubber Shop.

So what happened? Much of the population moved out of down-town tenements and into the new housing estates and suburban residential developments, ever-further from the city centre. Car ownership became the norm, and car-borne customers prefer shops they can park next to. Supermarkets became superstores and greatly extended their range of merchandise, destroying one specialist retailer after another. Butchers, bakers, fishmongers, hardware and electrical stores, shoe-shops and, most recently, pharmacists, bookshops and record shops have all been subsumed into superstores.

Superstores and their car-parks require huge expanses of land and prefer edge-of-town locations where large sites are available and cheap and accessible for both customers and delivery lorries. DIY sheds like B&Q, furniture and carpet stores and ‘big box’ retailers like Curry’s similarly prefer edge-of-town retail parks.

Edge-of-town retail complexes, such as that at Garthdee, may be banal, unhistorical and characterless, but they are also convenient as to access, offer easy and free parking, and are generally clean, safe and relatively easy to secure against break-ins and vandalism. The obvious way for the city-centre to fight back was to build down-town malls like the St Nicholas and Bon Accord shopping centres. These offer the kind of accommodation retailers want, and are relatively secure overnight, but they may tend to abstract business and custom from the High Street. The case is unproven. Without the down-town malls, the major retailers might have moved out of the city centre altogether.   Or they might not.

If, however, the supply of retail premises outruns the demand, it follows that the less attractive premises and locations will become hard-to-let, the rent obtainable falls, lower-status tenants have to be accepted; ultimately, premises may become unlettable on any terms. This is what seems to have happened in the west end of Union Street, and not only there.

We are assured that Aberdeen is not oversupplied with shops, but there have been significant increases in the down-town stock of retail premises in recent years, e.g., the Academy in Belmont Street and the Galleria in Bon Accord Street, neither of which were quick to fill up with tenants. The proposed Bon Accord Quarter will substantially increase the capacity of the present St Nicholas and Bon Accord malls and the Union Square development at Guild Street comprises some sixty new retail premises.

castlegate_1968 What else happened? Down-town, the general decline in church attendance after the First World War, combined with the exodus of population from the city centre, rendered many churches redundant. Similarly, whatever else we may say about the banks, they did put up some very handsome and impressive buildings. But, by the 1990s, the Bank of Scotland had abandoned its splendid and purpose-built 1801 premises at the corner of Castle Street and Marischal Street, as did the Clydesdale Bank its 1842 Archibald Simpson premises at the corner of Castle Street and King Street.

What was once the centre of business activity in Aberdeen was so no longer.   Aberdeen Journals moved from Broad Street out to Lang Stracht. Aberdeen University withdrew from Marischal College and the Student Union (and Bisset’s Academic Bookshop) closed down. The Robert Gordon University moved out to Garthdee.

There never was a time when things stood still. Old trades and occupations become obsolete, redundant or move elsewhere, often when displaced by newer, more profitable activities in the Darwinian contest for the use of economic resources, land, labour, capital etc. There are no fishing boats in Aberdeen harbour now because they have been replaced by oil-industry vessels. Planning applications for change-of-use are the normal and desirable state of affairs. But neighbourhoods and communities go into a decline when long-established firms and industries fade out and fail to be replaced by new enterprises and activities, or are replaced by activities which are in some way damaging or undesirable.

The increased number of vacant retail premises in Union Street results from the fact that fewer tenants are moving in than are moving out; there is a net exodus of retailers.   The sad truth is that Union Street is not nowadays that good an environment in which to try to run a shop.

Old buildings and ground-floor premises are difficult to make secure against break-ins and vandalism. Delivery access for lorries is difficult. Shop staff and customers are harassed by drunks, beggars and drug abusers. Shop doorways, windows and their surroundings are often in a filthy state at the start of each day’s business. It is difficult to find and retain staff who will put up with this. It is not surprising if retailers follow their customers and withdraw to the relatively clean, safe and secure environment of the down-town malls and edge-of-town retail parks.

Aberdeen has generally been a better-run city than most. But the situation described arises from the non-delivery, or inadequate performance, of very specific council and governmental responsibilities, e.g., to maintain law and order, to enforce the law, e.g., against drinking in public places, to deal with anti-social and criminal behaviour, to collect the rubbish and clean the streets and pavements. Putting down the odd tub of begonias is not enough.

union-bridge-terrace-1950s As banks, churches and big stores have withdrawn from Union St, so mega-pubs and bars, nightclubs and fast-food providers have moved in. To an extent, the new arrivals have been welcome, occupying old buildings which would otherwise have remained empty and neglected. In addition, some of this may be regarded as legitimate change-of-use, in response to changing tastes and lifestyles.

Similarly, there is a place for pubs, bars and nightclubs; but perhaps for fewer of them, and of a different character. The bars, nightclubs, etc., are a youth-orientated business, and the relevant age-group is shrinking as families move out of the city in search of better-value housing and more stable and higher-achieving schools.

In the meantime, the issue is one of whether the alcohol industry can peacefully co-exist with other economic sectors, retailers etc., and with the resident population of the city centre. All the evidence is that a neighbourhood which loses its settled, long-term resident population is doomed, finished, over. So if the interests of the local resident population and the alcohol industry are in conflict, then the former must take precedence.   It may be that the drugs, alcohol, gambling, etc. sectors will be cut down to size only as and when people get bored with and/or turn against this kind of activity, much as they mostly have in relation to tobacco.

market-st-the-new-market Similarly, a locality and micro-economy which has long been in decline, such as the Castlegate, can be revived only by rebuilding its resident population and base of custom and trade from the ground up. The buildings at the west end of Union Street (originally Union Place), used to be private houses; people did their shopping in the street markets or in Archibald Simpson’s New Market of 1842, Aberdeen’s first enclosed shopping mall.

One of the more positive developments in recent years is the conversion of the upper floors of these old buildings, often long out-of-use, into modern residential accommodation.

It is a pity that the long-proposed Bon Accord Quarter was put on hold, possibly whilst the proprietors of the two down-town malls assessed the impact of the Union Square development, south of Guild Street.

u-st-1956 This writer was broadly in support of the outline scheme for the Bon-Accord Quarter, because it would have secured the desirable objectives of removing St Nicholas House and bringing Marischal College back into an appropriate usage; also because it confirmed and consolidated the traditional retail heart of Aberdeen as the premier shopping destination in the North-East, the natural and obvious location for up-market and quality retailers like Marks & Spencer, John Lewis, Debenham’s, Next etc., which serve to pull shoppers and visitors into the city centre to the benefit of all the other retailers and service-providers.
